001I'd like to bring the regular meeting of the casual county board of education to order. It's been like a while since we've been here, the weather and everything, but thankful everybody got here safely and we're ready to begin. At this time, I'd ask you for a moment of silence followed by the pledge of allegiance. >> Thank you. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Next item is the approval of the minutes of January 12, 2026. Is there a motion to Miss Smith? Is there a second? Miss Knight, any discussion? If not, all in favor to add oppos. Thank you. Approval of the agenda. We have one item to add uh interim contract.

002We'll put that down under we do person under personnel after the personnel listing that'll be interim contract discussion. All right. Is there a motion to that effect? Smith Mr. Little second in discussion. If not all in favor raise your hand. Motion's carried. Thank you. Announcements. Mr. Stokes. Well, we are excited and happy to have you back in school. Uh we've had a wonderful weather event and so we're glad to say that all buses rolled on time today. Still have a few limited routes. So we have a few announcements. Many may not have known, but January was board of education appreciation month. And so we are pleased to take a moment today to recognize our casual county board of education. Due to the recent inclement weather, we were unable to formally share this appreciation during the

003month of January. We personally want to thank our board members for their continued leadership, service, and commitment to the service of our students, staff, and community. As a reminder of your responsibility they so carry out so faithfully, we are guided by the words to whom much is given, much is required. In appreciation to their service, we will present the board with a special treat after lunch today. And we're also honored to invite a few of our school leaders to come up and share. So I want to first invite Mrs. Robinson from Oakwood Elementary with a token for the board. >> Good morning. So on behalf of Oakwood school community, which I see some Oakwood colors up there today, um I want to thank you all for we all want to thank you for the time,

004dedication, and heart you give in service to our schools. Um schoolboard appreciation month. Um we've been working on this in Oakwood, but unfortunately for the last two weeks, we have not been able to see you guys. um is an opportunity for us to pause and recognize the work that often happens quietly behind the scenes um and has but has a lasting impact on every student, every classroom, and every family that you all serve. Your role is not an easy one. As we all know, you make decisions that balance budgets, policies, priorities, all while keeping students at the center. And many of these decisions are complex and sometimes difficult. But you we know that they are guided by a shared commitment for opportunity, equity, and excellence in education. What makes your service especially meaningful is that

005it is rooted in care for the students of Kasle County, for their future, for our educators ability to teach and inspire, and for our community's trust in its schools. You volunteer your time, listen to diverse perspectives, and work collaboratively to move our district forward. Because of your leadership, our schools are places where students can learn, grow, and dream big. Your efforts help create safe environments, strong academic programs, and a foundation for lifelong success. Today, Oakwood Elementary simply wanted to say thank you. Thank you for your leadership, your integrity, and your unwavering commitment to education. Our schools are stronger because of you, and we are truly grateful for your service. And happy belated board school board appreciation month. And so what we did is each grade level selected um a board member and they have done

006their own little creations for you all. So it's kind of heavy. So I will read and then I will just if you're okay I'll hand them to you guys. Our prek and kindergarten have Dr. McGee. Our first grade um group had Miss Blackwell. Second grade had Mr. Lillard. Third grade Miss Smith. Fourth grade Miss Begley. Fifth grade Miss Knight. And then our EC classes Mr. Battle. So, I will come around and hand those and I've got them clipped because otherwise they may fall. So, >> Thank you guys. >> Some AI. So, there are some like color pages of you guys in here. >> Thank you. >> While Miss Robinson is passing that out, I like invite I invite Stone Creek Elementary to the podium for their presentation to the board. >> Thank you. For those

007of you that don't know me, I am Miss Franklin. I'm the admin intern over at Stony Creek. Um, so we also wanted to thank you for all your hard work, your dedication, and the support that you give us um, behind the scenes and in front of the scenes. Um, we do appreciate every time you come and visit us and you are welcomed anytime to come and visit us. The kids love seeing you and the staff loves the support when we do see you guys. Um, our school also went ahead and wanted to do something for you. Um, and was so upset you didn't get to join us for the um, popcorn bar, but we like to do stuff all the time. So, please next time we do stuff um, please u feel free to join

008us. Each of our grade levels also did something for um each one of you. Um our kindergarteners um they did thumb prints for you and um our um upper grades um made um tokens of appreciation. They did they worked together to make butterflies and they wrote appreciation notes on the butterflies and made them 3D. Um, thank you again for all your support and hard work. >> Thank you. Thank you. Thank you. >> Thank you. >> Also, thank you for to our schools. Also want to announce that Bley Sior High School received a grant um to support the arts this past in late um this past Jan early January. This 10,ou this this grant was a little over $10,000 and it will support us transitioning and send some students to a to see Hamilton and in

009Durham, not in New York. And so um we're very thankful for our dance uh dance program and it's going to support our arts visual arts as well as performing arts. So we want to thank Balencia High School for applying for that and receiving that and board members who have information that within the pack. Final announcement I have is happy birthday to all those that celebrate birthdays in the month of February and happy Valentine's Day to all those whatever your Valentine looks like, feels like or sounds like. I'll turn it back over to you, Mr. Chair. Thank you. Mr. S. >> Yes, sir. Stand up. >> You know, yeah, I think I'm I'm the only one in this room that knows this. 30 years ago, January the 5th, 1996, a young man arrived in Yansville for

010the very first time to report to work at Caswell County Schools as a classroom teacher. He was personally driven to the high school by the assistant superintendent at that time which was Floyd Skip Roland to meet his new supervisor principal Steve Williams. From that day on his journey in the Caswell County School has become one of the one of continuous learning growth challenges and opportunities. He moved from teaching in the classroom to facilitating technology training for trainers for staff and troubleshooting some of the earliest computer issues in the CTE department and the media center at the high school. At the request of Miss Alice Piccolo, the media coordinator, he had the opportunity to install the first internet connection in the entire district. Less than four years later, he was appointed as technology coordinator for the

011district and we moved to the as we moved to the central office annex to help reconstruct a newly created technology department. Later he was promoted to serve as the first IT director in the district and soon after that was named chief technology director. About a year and a half ago he was appointed as the first chief operation officer for Caswell County schools. We are grateful for his dedication and service that he brings to the district. Congratulations Derek I mean David on 30 years of service with Kasma County School. >> Thank you so much here for you. >> He also taught my daughter Spanish as first year teacher. >> Appreciate it very much. >> I hope I can share with IT department and everybody. >> Thank you very much. Yes. >> No other announcements. >> Okay.

012Thank you very much. Public comments. Do you have any? >> Yes, sir. >> Thank you. Moving right along. Reports. Okay. >> Any unfinished business? No, sir. >> Okay. Next item is the consent agenda. You have uh two items. Request for transfer and CTE surveys. The motion to that effect. Mr. Miller makes the motion. Miss Smith makes a second. Any discussion? If not, all in favor raise your hand. Oppos? Motion's carried. Thank you very much. Uh item number two, uh 2026 2027 school calendar survey. Mr. >> Yes. Well, this was on an earlier agenda, but how we pushed it back. Uh calendar. I want to first thank all of those members of the calendar committee. I want to thank the board for the parameters in which they gave us. And so what you will see today

013is the two proposed calendar for comparison that meets the specifications this board outlined for us. One to follow the traditional calendar that we have been following sometimes and also there was one that asked us to look at bringing students back, staff back five days early. So you have two calendars um by the specifications this board laid out to us. um for you to discuss as well as the survey because also this board's pleasure to ask for a survey to go out to our community so they could have the two calendars as well as the survey to complete and so we have brought this to you for consideration today. I turn over to the board for discussion. I'll start you off with a couple of points and then we each board member can share your thoughts.

014I I think more or less I think last year, well this school year now, 39 districts opted to start school early. And the main thrust of that back then, well, what I was looking at from our perspective was that we will be able to finish the first semester prior to Christmas, change over then come back for the second semester. All right. As you know, we did not vote for that. Uh there are a lot of pros and cons about starting school early. Some schools started earlier than that. So in looking at the data that we have now uh I think some mystery I know thing some wrong information went out about the survey in terms of you wouldn't have this holiday you wouldn't have that holiday but that was incorrect. Basically from my perspective I

015I look at two calendars. one to start regular and old way or to start early. And I'm not opposed to more than five days because you never know what might happen. In the second calendar in your packet, the only concern, well, one of the concerns I have is the November month. I don't think we need a whole week prior, well, not prior, the week of Thanksgiving. If you look at that calendar, you have work day at Monday, Tuesday, Wednesday, then holiday Thursday and Friday. In the past, I believe we've had work day on the Wednesday and then holiday Thursday, Friday. I I think if you give too much, you have less to pick from at the end. If we' have known what we know now today, it would have been a different calendar today. So

016one thing I think we need to take a look at uh it varies from the mountains to the coast. One year when I was at High Rock School it was I think 1985 86 we had the same kind of weather. The state excused like six days because we couldn't make them up and we didn't have calendars like this then. And nobody can make up all those days. Of course, the people on the east coast, you know, toward the beach area, it didn't affect them. But from us to the mountain, it was just a terrible couldn't make the days up. So, that's my little input from the start of what we have now. And I yield to the other board members on what you have uh comments about because uh I want us to have a

017calendar that we can all well all agree on. We may not like it, but have something that we can put forth to start the next school year. And I caution you, the five days is not always magic. If you can go five days earlier, why not seven or eight days earlier to guarantee you're going to have that time at Christmas time? So, I'll stop right there and uh y to other board members for your comment. >> It's not. Yes, I was on the um calendar committee and um there was a lot of discussion I guess that took place and for the most part both all schools were kind of in favor of either calendar would work. Um the one drawback I guess I think with the early start for this year is because people plan

018their vacations a year in advance. You know they may have had plans and kids have to miss their first school. I might >> um they also um the reason I guess they put those extra days I think in there for the Thanksgiving I guess they were saying I guess especially the high school and middle school a lot of students would miss those two days. So I guess they figure rather than the kids miss those days they just make those work days. Um, I guess one concern I think they had about the early start calendar was the um they would get out much later for the Christmas holiday than they do for the traditional calendar. But overall, I think most of the schools were in favor of they would go could go with either one, but

019I guess I think most of them like the early start. Also, um I think both calendars they said had no built-in hours that would accommodate um loss of days or hours, you know, if something happened with the weather, you know, in the fall could be a hurricane or after January could be snow. I guess that was that was my biggest takeaways. And I guess I guess it was also brought up maybe asking if we could go at least three to four days earlier where the teacher would come back know that 1 of o August opposed to the date I guess you know we said a week in advance which I guess so that would make the calendar work better because they would have more days in there that they could definitely not have to rush

020and finish everything in the hospital especially prior to the um Christmas break. >> Okay. say that him is like about >> no and um if they I think that we said that we gave them a week that we could come back to make it the calendar coming back a week earlier but if they did like at least three or four days or even a week earlier that would give us you know those extra days that they would definitely finish everything up prior to the Christmas holiday and I guess maybe they could adjust that Thanksgiving break and that type thing >> on top of that. >> Right. That's all. >> Okay. >> All right. May I add something? So we anticipated some concerns with some of the count. So we did kind of do some thinking

021outside the box. Um one of the concerns well we we wanted to follow the board's rambling. You said five days early. So we don't went five days early. We also looked at the at the Thanksgiving. We could make go back to what that was which would give us more time. Um you guys are counting days. I'm counting instructional hours to ensure that instructional hours for the first semester and the second semester are are split in half so that kids have equal time. And so uh we did work on a calendar that did show that an option that showed where the optional work days Monday, Tuesday, um would be regular student days for in November and then that Wednesday of course be optional work day which could which would make the semester start in before MLK.

022Um it would make the semester start on a tradition before MLK which could patch a little time because we have historically always gotten some kind of weather around that time to build things in. So, we do have a few option variations for the board if you like to see that, but I just wanted to make sure we heard from the board regarding their concerns with the calendar. So, we have a visual copy for you if you would like to see what that looked like. Um, we have it ready. We had we can put it in the pack because I don't want to confuse you because we wanted to make sure we brought to you what the calendar committee presented. as well as you understand with the early start calendar, January will be where those additional

023work days we put in because it's the start of another semester which will make the Martin Luther King holiday look different than we are historically present. Um, a lot of districts and other places mirror their community college schedule because we are doing a role with our students who are in both the community college because our community college students actually start school before u regular school starts because of the community card starts for them. So, some school districts that have um started before the the normal traditional time has mirrored the the community college schedule including the winter break and spring break. So, it's just one of those pieces that we have no problem staff have no problem working for you. Just want to make sure that we meet your break. You ask for the calendar with

024certain specifications. We too saw some things in there. We wanted to make sure that you had options. So I know Miss Usetti and Miss Laura worked on that really well because I cannot take the credit for that. They've done great work being committee and they have other kind of options for you if you would like to see that. >> Hi M. So a couple things that I noticed with the early start calendar. I know it would make it a long stretch, but should we not take that October required day and try to get it in where they could have those two weeks of Christmas, but it wouldn't be coming back a split week. I know that's some information I heard from some teachers, I guess, that maybe have previewed this is they having to come

025to school the 21st and 22nd, a half a day that week that we would normally be out. >> Yes. Well, that brings two concerns. your concern as well as from the high school perspective splitting up the exam time. >> You know, we like to test consecutively day by day by day by day. First, because the last five days of the semester, we must um provide exams. So, there's two ways to do that. The board could give us parameters go further than the five days because they will push it all back. I I we we we didn't understand. But if you take those required work days, that really makes it tough for our staff and faculty um to turn report cards and things around and it makes a very long haul. But yes, those are options

026we could could expose. >> The other thing in just reading on the calendar law, it looks like we have to give teachers 42 consecutive days off and if we start if we give them 42 consecutive days off, then we would not be able to bring teachers back to the 12th of August. Now, as from the end of >> from when the last day worked, but now as we transition into this calendar next year would be able to be earlier, right? Because the 42 days wouldn't be in effect. But if I'm counting right and I roughly counted quick, the 12th would be the first day they could come back. So, it only give them three required work days before we start if that's enough time. Now I don't know if you can put optional the first

027two days so that we are still giving them that break but just something to look at when we go forward. >> Um and then I'm got I'm Mr. Battle I don't think we need that at Thanksgiving. Um if we're not if that is I know we got some snow time built in but you know I don't know if we want to move some of those days. I could kind of go either way with that. Um, but on the Martin Luther King holiday on the traditional calendar, are we saying we would start the semester on the 20th and then take two days off? >> No sir. On the traditional calendar, that's what the that's what the calendar committee had. Um we did explore some options regarding that because if we if the board um directs us

028to change the week of November, we'll get two days back >> and that'll push the end of the semester to the 15th and then it will push the work days the 19th and 20th. >> So so after that after the MLK holiday. So what would happen pretty much the days from the optional workday that we turn November 23rd and 24th into instructional days that would back the that would make the 14th and 15th the end of second end of first semester which again high school has no problem because you're not splitting up that exam schedule time >> and then the work days would fall on the 19th and 20th and the new semester would start on the 21st of January. >> So, be historical like it's been >> very close to what we we're used

029to. >> Then my last thing was and I don't know if it was meant to be this way, but on the early start calendar, graduation on Thursday. >> So, we just follow the pattern of giving two days after last day of school have graduation. >> Okay. >> That could be that could be moved. Yeah. um that could be moved, but it's just the same pattern of it need two days from the last day of school to be to make sure we verify everything for graduation purposes. Correct. >> Okay. >> Then we were always told maybe we're putting more than we used to, but since I've been on the board, we were always told we couldn't move a required day. Can we do that because we have more required days than we need? Like I know

030in this counter we got a required day with a calendar you referencing sir. >> Well both of them have both of them have required days with a asterric on it that says um possibly a slim makeup day. >> That could be a student makeup day but but they can be moved >> even because we have enough required long require we can have them in any combination we have them. It doesn't mean that it does not say a certain date is >> it just has to make up the 10 months in progress. Yes. You have >> anyone else. Okay. Uh what would be your recommendation then? So um we brought to the board two calendars by your by your specifications, >> right? Um I have always been in the position of following the law, right? And

031so therefore the recommendation I would support would recommend would be to follow the traditional calendar, but the board has the per to go in the direction it feels need to go into. Okay. Now, we're at the same crossroads we were last year and we opted for the traditional calendar and we you can't always predict well you know you can't predict the weather but just take the weather factor out of it. The part that I was looking at I thought that we were leaning toward was trying to accommodate the high school more or less so they could finish those exams the first semester which means a shift in early calendar. You would have to start early to do that. If if you don't want that, then you can take your traditional calendar and then work those

032bugs out. So those are the two option that I see that you have. >> Yes, M. >> Well, I just want to say I mean someone went to the thing in Raleigh the other week that um it was about finance and there was some talk about calendars. You know, it's my understanding that a lot of districts are doing it and more are going to do it and the election could change the law on it. But from the what we were told, you know, I think you'll kind of get a warning. It isn't going to be um Cas, we're taking your money. I think it's going to be more of you violated, you either got to get back on the other or we're going to take your funding. So, you know, I think it'll be a

033slap on the hand first, but there's going to be a lot of districts before us that get the slap on the hand that's been doing it multiple years. There's also some talk about if we do start early and mirror the college schedule, you know, it's not as bad as starting two or three weeks early. Um, you know, I think some of the calendar laws, the the legislation has went up has been to mirror the community colleges, but hadn't passed yet. Is that >> two things? I guess I talked to someone that was in Granville County and she said they Mirian Mirian the community college I think they're going to go back like in August whatever the first in August and she said I guess they get that letter every year but this will be their

034second or third year doing the early start and I guess they did it because of the community college students. Um, and also based on what we decided today, will we not do this survey now since it was this week? I guess this late in the process. >> Well, like I said in the beginning, I mean, surveys are fine. Um, but you still have an ultimate goal to to make that decision, >> right? >> To give you an example, when when I was at Bay, we did not mirror the community college. They were actually they hadn't even started to work, you know, they had they were in training. We had to get subs for those classes because they took a week or 10 days before they got back starting with us, which made it very very

035difficult. And now as we progress more, you got more kids involved now. It makes it much harder then to, you know, grasp what they're doing as to what we're doing. And uh this is not a light thing to take with people uh just because we say well we go late or go early. We need to put all the factors together. And I'm not trying to say I'm voting for early calendar. But I want us to look at everything that we're doing and make that decision and then stick with that decision. Uh because like you might get slapped on the wrist, you may not get slapped on the wrist. But I don't think the state's gonna take the money from 39 school districts or more. So, uh, we can keep going back and forth now, but

036we need to make tell the county committee to bring us something back or go with the one what you got here or refine what you got. Wait, Miss Black first. So the survey that um they had come up with are we saying um I know the board has to finally say so but are we saying after they you know came up with a uh survey that we should not give out the survey to parents because we did come up with the with a survey that I think it should have some we should get that input since we went through the process of developing a survey. I have no problem with that. But I think the parents need to know everything what's involved >> because the parents basically the only thing they going to be interested

037in. Am I going to start early? Am I going to start late? Is it going to affect my vacation? I'm going to look at spring break. I'm going to look at Christmas. Those are the things that might be important to me. Whereas high school parents may say, "Hey, my kids won't finish the exams before Christmas." >> So you got a whole lot to look at right there. >> Right. But since we came up with do a survey then I think we should >> use that. >> Okay, Joe, >> my question for Mr. Stokes and I was all for a survey. I guess my question is we had hoped to send that survey out in January and kind of be making a decision today. Do we still have time to survey, get results back, approve a

038calendar, and that's going to put it in March? >> I believe so. We have um since with the use of talking points, we can send that survey electronically, text message to each family. Um, talking points has been one of our great communication strategy tools that come back and forth and we just have to shorten the window of time that the survey was being completed. Um, and just kind of announced it, but we can put our whole boots on the ground. Um, stating, hey, we got a survey out. We got a quick turnaround and that's that's that's just a click of a few buttons. We can get it out there or just want a board approval to do so. And I think more or less if we decide to do that give parents as much information

039as possible rather than say hey you know what what do you want to get >> so the so the survey we have ready the board has to review so if there's anything that the board would like for us to add to it or amend it we you know I would suggest that if there are certain things the board wants the calendar to look like give the closest to the what the final version look like the parents I think it may be it could be considered misleading if we send a calendar this way and then we get a frame then we change it because that's not what they solve. So the concerns with the Christmas the Thanksgiving break in the traditional calendar um miss I think we have I think we got that don't we have

040a few options that you can see that explain it. Yeah. >> Yeah. So come on up mission and take the mic we can pass up because I think the traditional calendar one the concern discussed we have options for that so the board can quickly decide that today because we don't want to um extend the process in which we're trying to get things done but we have copies for you and so I need you to pay close attention because the one has yeah his plan too >> so the survey right now as as we have Right now it shows both the committee's u proposal for calendar so the parents in the committee can see the two different ones and also the um um we're trying to explain in the survey the context of each one of

041the calendars you know the early star versus the late I mean the traditional but uh if we're going to send the survey we it might be a good idea to revisit those calendars based on what the board decides will be the best option to put in there for early start and traditional. So these are some alternative that we have discussed uh with um representative of the committee and cabinet members which is um to sort of kind of uh for instance the the alternative option one that you see it says out one on the on the top. The the difference with that one is that um we are um moving the um end of the semester to January 15th and uh we also adding some um um at the end of the year we we're moving

042the the graduation to that Friday as a required work day. And that will give you 86 days right here in this area. I try to add the number of days and the number of hours for each each semester. So that alternative one shows that you can we can have 513 hours on semester 1 and 525 hours on semester 2. This is a traditional which makes it you know uh more balanced in terms of the the number of hours on each semester but we we're going to be able to finish the semester on the 15th versus the 21st and the alternative to is the one that takes away like some of you have discussed take away the optional work days in the Thanksgiving week. just just keep it as we have done it traditionally and then

043we can put those days um uh also built into the number of instruction. So when you look at the number of days for that for that option you have exactly 88 days on each semester and the same number of hours 525. So that's that's the difference between al alternative one alternative two. is starting a traditional time not the early. So we have we have a revised one for that if you want to look at it. >> But the question is what's the advantage of the tradition? You're only talking about a couple of days in all alternative one and alternative two and you're changing the holidays in November. But uh I guess I want to say this, we have more kids in grades kindergarten to grade 8 than we do in grades 9 through 12. So

044if I'm a high school parent, I'm going to opt hopefully to start finish the semester before Christmas. If I'm a elementary parent, I could care less probably. Does that make sense? >> Yes. What I'm saying? Absolutely. And I've I've heard this for years and years and years and we continue to still opt to do the traditional count which that's a board decision that I understand but like you say I like I would rather see the survey results you know it's not going to say it came from a high school parent or elementary parent and I think the amount of research that we get back from them you know what the percentage is then we can make a good decision That's just my personal preference. >> Can I add one? Sure. With the alternative to calendar,

045it would not require the high school to shift some of its foundation classes around. Um, just from an instructional standpoint, if you have a shorter semester, because some districts have a shorter semester for first semester and a longer semester second semester for honors classes or other types of classes, you may actually do a disservice to a student and a teacher, giving them less time to cover the curriculum compared to giving them another time. If our semesters were off by multiple days, the high school would have to take a look at offering some of his honors classes at different times. >> So that our students had the best opportunity to be successful >> which might be in the second >> which may be in the second semester because when's longer some some may argue some may

046argue be the first semester because second semester may get 10 days of snow back to back but we don't know those factors. So um there's more to just um days. We have to look at the impact on how when classes are offered particularly at the high school level and we have more and more students taking classes with um PCC um which Miss Battle you shared that you had to do some coverage but we still do that at the high school now when the community college is in early in the semester. We have to provide coverage for those students who still have a couple of classes on campus. We still do that. Um and so you know just want to kind of give you the points of why the calendar. So from the hour standpoint and

047the day standpoint alter alternative number two addresses the majority of the concern board with that calendar with Thanksgiving break and MLK but I don't know if we address those concerns with the early start calendar that have been presented and we may be we may address that because we did have some changes for the early start calendar that could help us as well for the board to consider. So the the early start calendar as an alternative that the we we we have moved we have given another option. I mean the required day in September we make it a regular day >> but we have to move it up uh because we need a total of 215 days in the contract for S. So we still have to add it somewhere in there either prior to or

048in the school year. So to take advantage of uh that um that day that we can use instead of having it at the end of June instead of June 4th, if we can bring it up in front of the school year, which is August the 7th, then that way we have that extra day that we can still maintain the safety exercise that we're planning to do with the law enforcement uh for the security and and tabletop. And then we can in incorporate that prior to the school year versus in the middle of the school year or in between uh the school year. So that way we can have an additional number of hours for the first semester which is going to bring us to 513 hours which is going to be you know better to

049have more than less in the first semester to finish the semester still before Christmas break. The only concern is like you brought up right the number of consecutive days off for this for teachers or staff in the summertime. >> Okay. Go ahead. >> So I know for um to drop that in it would probably be crazy but I mean there's nothing to say that we can't run two calendars. There's nothing to say we can't run an early start calendar for middle and high school and a traditional calendar for elementary school. A lot of counties do different things with different schools. Then you're not you're getting what you need at the high school and middle school, but you're not um uprooting your other or we can do it countywide. But I mean the second option, you're

050only gaining six hours >> with this other academic calendar starting required early. And I do think we need to figure out how to get that graduation on Friday. I don't think you're going to think it's going to be hard for people to come on a Thursday night graduation. Um, we could very well put a required on the fourth and people go, you know, then and then on the a couple of these options like when you took the Thanksgiving off, you took those two days off Thanksgiving. I mean, why can't we put some of those optional days at the end of the year and then if we don't need them, if we need them, we can use them and go later. For example, when you take off the two days at Thanksgiving, you know, why can't

051they be put on for say June 4th and 7th and we get out of school on the third and then if we have weather, we could go the 4th and the 7th if we needed them. >> Could you repeat that, sir? >> Like the days we took off for Thanksgiving that we didn't put back anywhere. Example that that Monday and Tuesday, there's two optional days. Why can't we add days like that at the end of the year? So, show school getting out like June the 3 and having those astral days the 4th and the 7th. >> Then then if we needed them, we could go those days, but if we didn't, we wouldn't have to. >> The rationale why we added that time back to first semester was to make both semesters equal in time.

052So, we gained 12 we gained 12 instructional hours because previously it was 513 hours. So we gained 12 instructional hours then therefore made both calendar both semesters equal in regards of the instructional time available for students. Um that made some some things u from from a programming standpoint as far as the curriculum and teachers that that puts that let us keep some things kind of how they are because the sequence of courses were offered the high school has been used to a certain sequence. sometimes if we had to change the the level courses right what we did many years ago it takes some time to transition there. So when we uh we just added those hours because even if they and they gave us more bank hours total um to have for inclement weather so

053we wouldn't have to make up that time because we wouldn't drop below 1025. >> I understand that but what I'm saying is if we didn't have any inclement weather we wouldn't need it. We would be way over. So if you put those work days at the end, you could just take them. >> So instead of using bank hours, we can use those two days as bank days, two additional bank days, >> right? >> But they have to be they have to be required. So because you know, which is okay, you know, because that way um if they become a school day, teachers know that it was required in the first place. So that should be okay. But on the flip side, David, really, if we don't have any snow days, if we get to April

054of next year, we had any snow days, we can range this calendar different anyway. We can go back and change some stuff. Uh, I guess if we didn't even, >> right, the board could opt to revisit the calendar at one time. >> If we're sitting there on all this time and it didn't snow, we can definitely change the day we get out of school and redo that. So, I guess that's not a huge thing. >> Okay. We've had a lot of this. I'm sorry, Miss Smith. >> My question is just about the early start. When does PCC start? Do they start August 3rd? >> The week of August 3rd. >> Well done. They start >> I think they start the I think they start the 5th. >> I think our classes start the fifth. >>

055Okay. >> Don't quote me. But I know it's the first >> It's the first week of August. It's not the Monday. They typically have a typical day started. We get information for you. I would definitely like I know we may not can do it next year but it would be good if we could mirror PPC because it is always very confusing what high school students >> but just know it would take a couple years like we would have to start early this year and then we'd have to start early next year to give the teachers the time they got to have in between so we would have to do it in like a two-year span to get there um to make it to work. >> All right, Miss Black >> question. Um, are we going

056to be sending home calendars with the survey? Um, is that something that we will need to do? Send home. >> The survey already contains the two the two ones that we have from the committee. >> But it will it will be good if we have to make revision if you decide or revisions that we can send exactly how you would like it to look for the parents. Yes. Can I one clarify question, Miss Underwood, can we talk about the impact this has for employee calendar pay cycles? >> So, if we did the two different calendars for like BY and Dillard in elementary school, I would just ask if I could look at both of what those calendars would look like because teachers, we have to make sure they get 215 calendar days. But with the

057early release calendar for this year when we were looking at it for from a payroll, it's the 10-month hourly employees that got impacted with how their days are. So I would just ask if I could have like a day, a day and a half to look at those to see how that would impact a pay from a payroll standpoint. >> Okay. Well, I like I definitely like the alternative two for the traditional calendar that David passed out. That's kind of almost what we got now. >> Adding the the two required work days at the end like you mentioned the fourth and the seventh. >> I think it puts graduation the traditional number >> graduation. >> It's got graduation on the fourth. >> Correct. But but you mentioned adding those two additional work days at the

058end. >> Right. But we could do that if we get to uh I guess we if we go with that. >> Yeah. I don't know. So, well, I thought you said you're comfortable with the alternative two, but actually the one off for the survey, >> right? >> Okay. >> The board can readress that if we get no snow and move that. >> And then I guess I like the first edition of the early start calendar. It's just going to really push um teachers if you can't bring them back to the 12th. So if we did if we had to bring teachers back on the 12th, which that would be correct, we would have to add two additional work days at the end of the year to make their 215. That's only what if you take

059it away at the beginning, you have to add the end. >> Well, then that would fix the graduation problem, too. >> You're talking about for the early start. >> Yeah. If you move two required days and you put one back on that Friday, then graduation could be Friday and you'll just plug another one in somewhere >> on Monday. We have done it in the past. The last day will be the seventh. >> Seven for >> after graduation. >> So I like those two calendarers to go out for a survey standpoint. We would just maybe which it wouldn't impact I guess um students but it may impact staff on when they would come back. >> Well staff has been very the committee has been very strong and be sure that we got at least those five

060require days prior to the beginning because of many things that they have to be covered. So, you know, I just want them to know that that's something that they push very hard for, you know, those five days of work before students show up. >> Okay. So, Brooke, what happens if we don't give that time? >> Then they will get do pay. >> Okay. >> I'm saying what if we don't give the 42 days? What if we did start on Monday? >> I've never heard anything where we lost funding. I just don't know if we had enough teachers to pluck it if anything would happen. But it's kind of almost you're starting early anyway, so you're already potentially risking losing funding. >> I've never had any implication. >> What if we put those first two days

061as optional? >> You can't have to be required. >> It would either have to be no workday at all or required or optional workday because like >> they got to be on the road >> if Yes. Because if there is an optional, if they don't come, they would still have to like take their time or something. >> An alternative, if you still wanted to give them five days, you could do Wednesday, Thursday, Friday, Monday, Tuesday as optional or required work days. Kids come back on the 19th. >> Then we would lose two days that 12 hours instruction. >> So then that would push the work days at the um in June to instructional days. All right. Board members, today is the night. We meet again on the 23rd. >> How much time would you need

062for the survey results? >> We will have survey results to you for on the 23rd. We will have to just get the count out ASAP now. We can't push it much further. >> Can you agree with that, boy? >> Yes. >> I'm sorry. Go ahead. Can we just make sure what sent out is clear and easy for people to understand because some things go out is >> are not really clear it. >> Yeah. >> If you have any suggestions to the survey that the questions that you have seen I will be happy to accommodate because the survey shows the questions. >> Yeah. I mean you know bullets and things are fine for some people but some people is not. Like if I see a calendar, I want to be able to look at this calendar

063and this calendar and see un that the the difference in the calendars because me flipping to bulletin I can do that. Not saying people can't. You just want to make it as easy as possible and to help people just understand the difference in what we're asking. What's your choice? Just >> I mean really other so they then I know this is probably I know these the lines and then like here I just want to make sure >> so we we can put the two images back you know next to each other so they can see but I know >> hard to see see but >> now lot hopefully in the devices if you have a touchscreen device like a phone or whatever you can easily >> zoom in on this images because they're images so

064they can zoom in >> so if it's not a touchcreen device it might be >> so like if I >> this is a hard copy paper version of the survey. The electronic version of survey does not look like this. It has it has all this narrative and then it has the questions you answer. So if someone's taking electronically, it wouldn't look exactly like this because it's a it's a survey. So it has the pictures, it has the narrative, then you take the questions. And so I don't know if anybody's, you know, want to say, well, let me see what the digital one was. Let me take it to give feedback on it. But we need to do that quick, fast, and in a hurry because it's pretty much like this is the first time we've

065asked this kind of information. So this the it's this the initial launch of it. But the paper version will look very similar to this because this is how it prints out. >> I'm just saying calendar A have what it is. This is it. Then calendar B have what it is. Then how the survey questions. >> We got that's play to the board. So instead of back to like this, you have one first and explain that >> and then the second one explain that and then start the question. >> Yeah, I can do that. >> Make it simple, easy >> because then if you got if I have to go back and look at option A, then let me look at option B. If I know what option A is selling me and I know what

066option B is saying, then I can answer the questions. >> Yeah. So I can put that image of of option A right below and says option A and put the image right there and then when it comes to option B show the option B below that. >> Yeah that that I can do. Yeah. >> Okay. >> All right. Yeah. Go another question. I guess my question is do we really need all these questions? So most counties are putting out two options on the calendar. You pick option A, you pick option B. And a lot of these are repetitive. I mean, we would like to know we're there, teacher, administrator, and then it says option A, option B. Then you go down here and say, how important is it for you first semester before Christmas? Why

067do we even need to know that? They're going to pick which one is important to them. And then, how concerned are you about potential loss of funding? We're already explaining that. So, they're going to know when they pick the calendar. And then, what factors are most important when you're considering a school calendar? I mean, why do we need that information? It pretty much is that they want option A or option B. >> So question three, we don't need we don't need questions first. >> I don't I think all you need is question one and two. Really? >> One and two. >> Now if I recall at the last board meeting, didn't we review the survey? >> Um I just want to make sure that we didn't make any changes to it, but we want to

068make changes, but I just want to make sure that I I understand for the time of brevity and time, but we just want to make sure we do what the board wants. So is that so give us a direction and we'll be sure to follow those um >> well you want to make it as easy as possible >> right >> you looking at traditional calendar looking at an early calendar and the components that go along with that >> right >> is it important for we know the person's role because you have one take the survey 20 times >> that's what we said >> one and two >> right >> one and two you get that but it makes it easy >> I mean I suggest just read do a survey at the board and then

069we um mark it up, mark it out. >> Okay. >> And we also discussed then the need to find out about in in previous meetings that they need to find out about the start and end dates for each school because of the transportation >> improvements. That makes sense. >> So that's number six. Question number six and below. >> Right. I agree with the bus time. So number one, we're good with number two. Number three, Why do we even need to know that when they select the calendar that's going to make their decision? >> Well, I guess >> why do we need to know if that's important or how concerned they are about this? You're I mean, I think it's kind of like Well, that's what we said in the beginning. If if I'm a high

070school parent, that's the only thing I'm interested in, >> right? Is have an example. >> If I'm elementary, that doesn't concern me unless I've got kids. >> Got multiple kids. >> Multiple kids. All right. >> It's a good question, but does it apply to everybody? No, it does not. >> Uh, keep or purge or amend. >> If you give the language, the rationale for the early calendar, then you wouldn't need that question. You follow what I'm saying? >> That's that's my that's what I'm saying. That's the point that I'm trying to get at. We got to make sure that people understand the rationale behind why we want to do the calendar and then because eventually your elementary's children will go to the high school. So I want to make sure that they understand that. So

071not just thinking my child is in elementary your child is going to go to the high school >> right? So under under the early start count option we say first semester concludes before one of Christmas break the first advantage of that count it's listed there >> exams before >> right exam >> no semester exams after winter break >> that's so we might get redundant to have number three >> so we can purge number three >> number four talked about funding >> I don't see a need for that >> key or purge >> I I think that they need to know that there is a there is a potential. >> Well, it is listed. >> It is listed, >> but it says it in the it says it begin. >> Okay. Long as long as everybody

072is said that that they know that there is a potential loss of funding. >> Need to know that it is there. >> Okay. So, prepare for >> everybody. Okay. Five. Number five. What factors are most important to you when considering school cabinet >> that that addresses the um that addresses family vacation an idea what keep five number six start end times >> see this is where it gets confusing >> this can get this can get very confusing >> yeah so that's why it needs to be modified. You know, it takes us some time to process things and we probably looked at this survey and was like, "Yeah, this good." But in the discussions and going through everything now, we see this could be confusing to people. >> But what really right now we need a

073calendar. >> What if we sent that survey out at a different time? Let's get our calendar adopted >> and then we we got to the first day of school to figure out times and give it to parents. >> I think we need it >> so we can pull after that and save that for I mean I agree that needs to go out but if you put in a different survey if we're going to better understand that. >> Okay, let me chase that rabbit. So with this board of tr with this transportation survey, the board would approve the following question to be sent out later versus having to come back again to talk about the survey because transportation would need to be sending out forms. So wraps can be made prior to the you know take

074time so we have that data to kind of be come back with those pieces. >> So nothing wrong with the questions. We're just saying we shouldn't ask the questions now. >> Okay, makes sense. >> So all the transportation safety questions are good. We are a minimal to that. However, just not to confuse the public with all the the back. >> We do it separately. >> That'd be fine. >> Okay. >> Everybody agree. >> All right. So, that means that the survey then. >> Yes. >> All right. So, enrolled right. So the survey will only conclude of the alternative number two traditional calendar and the proposed calendar committees early start count. >> We got that. So I guess we >> two and five >> and then all the questions would be >> so for the proposed

075early start are we still changing August 10th and 11th to be optional work date versus required work date or are we okay with keeping it required? >> I guess we are required. >> Okay, >> that's the safe way. >> All right. So, I'll make a motion that we move forward with the original early start calendar. >> Okay. >> And the number two revised academic calendar. >> Alternative two. >> Yes, sir. >> And we're going to send the background information sheet along with questions one, two, and five. >> Right. So, we only have three questions. >> Go ahead. >> All right. Yeah. Second to that motion, Miss Smith. Any discussion? All in favor, raise your hand. Oppos. Thank you so much for that, Mr. >> So, go ahead. >> So, just want to be um so

076once we get the calendar in, then we will send out the transportation information >> out. Okay. So, they did work on that as well. >> And you and we already have the calendar, the question. and we'll just inform you when we send it. >> Very good. >> All right. Thank you. >> We got that in the minutes, Mr. C. Thank you, ma'am. All right. >> Thank you. >> I need that one in a minute. All right. >> All right. Next item, number three, braided quotes. >> So, items three, four, five, and six are part of our capital reserve a reserve. These are part of the initial agreement in which we were talking about fixing some of our critical components to our district for HVAC at our aging facilities. So the Brady quote chiller at North

077um is the first one you have in this packet. You will see the quotes, you will see pictures and all the scopes. So chillers not only heat help heat but they also help cool the building. And so these are the chillers and we have our maintenance plan there. There are questions regarding this, but this is all work that we discussed last spring with the county commissioners um to say we have these expanding needs due to agent facilities. So therefore, this can be um used for the capital reserve. very gracious and thankful for the partnership between our board and that board and the county commissioners allowing us to have their capital reserve and and so this follows that. So many of the upcoming items will follow that. So you can see that um we had three

078quotes. Um, we chose uh the recommendation to go with Brady because one, our our staff is familiar with those um systems. And I'll turn it over to the board for discussion if they need. >> Well, this is well, this is a no-brainer. Uh, >> exactly. >> This something we got to do >> and uh luckily we had 888 money to do it. Uh, because if it's broke, you got to fix it. and we've been patching patching patching. So, and now it's time to pull the trigger. >> Any other comments on that? Have to make a motion. All right. Move that we um move forward with the children at North Elementary. >> All right. That takes care of that one. >> I second. >> All right. Any discussion? If not, all in favor raise your hand.

079Oppos. That's number three. Right. Okay. Move we move forward on number four. South second Miss Knight. Uh any discussion on that? If not, all in favor raise your hand. Motion's car. Okay. Go ahead. Just one question. The doors are coming out of 888 as well. >> Yes sir. >> Okay. Move on number five to replace the ball room doors north and south. >> Second Miss Smith. Any discussion? If not all favor, raise your hand opposed. Thank you. All right. >> All right. The water number six is an FYI. This was work we had to complete. Okay. Prior to the um prior to the winter break, um the the water purification system as I had shared was having some complications. So that has now been um rectified and has been approved uh for the capital out

080888 as well. Um we just wanted you to be aware of that and formally have a motion. >> Okay. But it's been done. >> Work been done. >> Okay. So we're good at South Nothing else got to be done. I thought we had something to do with >> we got things to do later but as far as good as far as the water pification we're done. Okay. >> So we need to approve this invoice. >> Yes sir. >> Okay. Okay. for the capital 880 reserve. Oh, from there. Okay, got you. >> Make a motion. >> You make the motion. All right. Is there a second, Miss Smith? Any discussion? If not, all favor raise your hand. Oppose. Motion's car. Thank you very much. All right. Now, if I'm correct, we're moving into the new items

081in our packet. >> Yes, sir. So, we're now under new items that will come to us this meeting in a >> Okay. So our first one is procar third the contract um to the board of education from um superintendent Lan Stokes as well as our director of contemporary children. We have been um shaking and trying to explore as many options we can to get licensed experienced staff in front of our students. And so therefore Proare Therapy is a vendor that could allow us to do so. and you see the estimated cost um the responsibilities as well as the contract you have you should have in your packet as well um regarding the services. So um uh EC director is here if you have questions for her turn over to the board for discussion. I have

082a question about the dollars. Uh, I understand $70 an hour, >> but I don't understand the $44,800 for the remainder of the year. >> It's $70 an hour at eight hours a day. >> Okay. >> And if she starts on Wednesday and works through June 9th, >> okay, >> it would be approximately 83 days. I >> I guess what I'm Well, let me back up and say it another way. Let's say if this were a full-time position, this this is almost $85,000. Well, no, close to $90,000. And is that a normal contract for a school year? >> Uh, yes, sir. >> For an employee? >> Uh, no. >> Okay, that's my question. So, for an employee, we would have to cover uh expenses such as insurance and whatnot. But for this type of contract, we

083don't have to cover any of that. >> Okay. I just want to be sure. Now, just a little another question. The case load is 25 to 30 kids at Dylan. Explain to me how that will work. either a pull out program or >> it's combination of pull out and inclusion. >> Okay. All right. This will replace one of the current positions being filled in with a sub. >> Yeah. >> Okay. >> This will take a sub out and put a licensed person Yeah. providing instruction and case management. >> Yeah. We currently have one EC teacher, one full-time EC teacher, one license, one licensed sub, and one unlicensed sub. >> Hey, those are my questions. Anybody else? Jo. So I have two. One, um, so really this is because we don't have a teacher. >> Correct.

084>> So we had a teacher, this wouldn't be necessary. >> Correct. There are there are allocations for three licensed EC teachers at uh, Dillard and we started the year with two licensed EC teachers. One of them left and moved to Oakwood uh, earlier. So, we have been covering with we have one full-time, we have a full-time sub, and we have a licensed U sub who comes in and works three days a week. >> Okay. So, this is advertised and posted. We just haven't been able to fill it. >> Yes. >> So, what would the cost be for a teacher the whole if we had a teacher for the whole year? What would the cost be? Average benefits and everything. It depends on where they fall in the scale. If it's a very high like experienced

085teacher, they would be about 80 $90,000 with benefits. >> Um, your first, second, third year teachers are going to be lower. So, you're looking about $50 $60,000. >> So, where does this money come from? >> Yeah, this is coming from the salary of the >> unfilled position. So this is money has came to us from the state. So there are no local dollars used to fund it. >> Anybody else? All right. If not motion to approve second. Any discussion? If not, all in favor raise your hand. Post motion car. Thank you very much. Uh, Snder Elect. All right, we're back with the Capital Reserve A8. Um, Snider Electric is the um when the school was built. Snider Electric was a system that was in the system very similar to Gra. So, we're looking to uh

086furnish thermostats and actuators to help with the heated and havoc needs at Dillard. Um, this will come out the capital reserve 888. If you have more questions, Mr. O, our maintenance director is here to not get additional quotes for this because it's one of those you build it, you own it. They're the only company we can use for Okay, >> questions. >> Was this on This was on the sheet we talked with commissioners about last week or two weeks in >> I believe so because it falls on >> Did you hear the question? >> Come on. >> So did you hear the question? >> 34,000 we give a sheet to commissioners how we were going to spend the remaining funds. This was part of that >> there on the actuators. I think it was actually

087listed on that green and yellow sheet um for $35,000 and some dollars on that actual >> on that total sheet. >> That was actually on there originally. >> Okay. >> All right. >> And we're still submitting the computer for reimbursement as well. >> Yes. >> Okay. I'll make a motion to approve. All right. There's 9 seconds. Any discussion? If not, all favor raise your hand. Okay. I had to stay right there cuz I know you don't have question coming. >> It was actually on this form here that we originally gave. I brought it. >> Got you. >> Okay. Let's go to number nine. >> You want to say anything? So, so this quote is for roof repair as part of the original initial 888 proposal. Um, that there's a two there's a two-way it's a

088two-part series with the roof repairs. We got the roof repair and then we got to worry about the development drainage. So, this is part of that. So these rooster pairs are for all schools with the exception of Oakwood because we pulled Oakwood out due to it's got the needs based grant >> needs based grant um which will upgrade that um and so this is also for the capital reserve 888 looking for couple question what's the roof repair high school cafeteria >> okay so this actually the old cafeteria >> the old part >> the old cap secretary. It's not >> It wasn't specific. Um I'm not sure if you got the big sheet. Did we hand those out? >> No, I have though. >> Okay. So, actually, I printed out specifications on all the buildings that

089we looked at because we looked at all of our buildings, just not a few of them >> um of what we looked at and >> even in the services um one they gave out. They went through and listed all the repairs that we were looking at going at this time. >> Now, this is just a comment. It's not really a question. I I've always been intrigued by quotes and these companies are right on the money here. You know, they close. And what I'm saying by that is it's good for us because it is a competitive bid process. But like when you see somebody within $500 of the next quote, you know, uh, and I'm not insinuating anything. >> Oh, I understand. >> You probably >> the the process and which this went through went through

090state contracting and also went through Omni Partners for to get estimates and bids. Um there are two other programs the state has and with these programs it does not require three bids or three estimates or three quotes but all three of these companies are with the state contract and omni partners and procurement process that it is for the state. >> So whatever state college may price on that repair we also get that same price. United States. >> So when this is all said and done where we be on roofing, there's going to pretty much fix all the leaks and all those. >> This will this is what we're going over just for metal roofs. Okay. >> We have a lot of flat roofs and we also have done a study on them. We've also come

091out with the night vision to see where the leaks are at under the flat roofs and we should be getting that back to do I think for the year a year year or so from now to come back and look at that. So, we're taking a step by-step process and right now we're looking at the schools basically, not the civic center or the other flat roofs that we have like our maintenance building and stuff that are leaking. But, >> okay. >> Anyway, it's a work in progress. A little bit of time. >> This was before your time with north and south. We got a problem with the gutters. >> That is correct. >> Is is that okay now? So, we've already gotten one estimate back and like I said, the original that we put out

092to the commissioners um estimates of what we were thinking um like North Elementary, we were in the $20,000 range. >> If you look at the estimates that we got, we're around $5,000 just repairing the metal. >> The rest is going to be in the ground. >> Gotcha. So, we're getting estimates now to repair the drainage that's in the ground that is actually stopped up. Gotcha. >> I know y'all walked around Paige Gym and there's water flowing out of the down spouts. >> Well, it's not going anywhere. It's just coming down the down spouts and flowing out of the drains there. And we got the same problem in north and south. Mhm. >> Um it was a design by Dubberry and Davis or the engineer at the time when they built north and south and the

093problems two foot in the ground at each one of them down spouts and gutters. >> Gotcha. Okay. >> All right. So, >> so moving forward, we'll be bringing back the additional post to fix the second part of this with the roofing and gutters. >> Okay. >> And since it will be with Capital Reserve 888, it should be with the budget. All right. >> This takes time to get the quotes and do it right. Okay. Any other questions? All right, then we have to get a motion. Yeah, I'll make a motion that we do. >> All right. And that's it. That'll go to 888. Okay. Is there a second? Miss Smith. Any discussion on that further? If not, all in favor raise your hand. Opposed? Motion's carried. Thank you lot. >> I'm sorry. >> I would

094just like to say to Mr. Allen and his staff with the maintenance that they you all went out your way to do during the snow season that we are just want. I'm sure all the board members as well. Thank you all for doing the extra. I heard you did some Sundays and we are >> we thank you. >> It was a long process. >> This was a different storm. my ice. Snow is one thing, but solid ice. >> Thank you. >> Okay. Uh and item number 10. All right. That's right. So it was a request to have this item added to the agenda just to help uh get some clarification and points. So um I to the board for question here. Okay. A lot can happen in a month. So the last time we met

095in January, we made a proposal to remote proposal work plan to um the board and the board asked for us to um revisit a work session. then snowmageddon came. And so it was our understanding that um when we got back from the King holiday, we were preparing for the ice storm that was coming and so therefore we communicated to faculty and staff um remote learning and then we had some other concerns come up. So I turn over to the board to clarify the questions. All right, Mr. L. >> I guess my main question and I'm sure other board members have got as much feedback as I have. Um, seems very confusing the way either they understand the codes or the codes are being put out. I guess the main thing is with the code E

096is who is getting paid and who is not. Um the motion in the minutes were that we reflect this policy that we have here until we could get the other one approved. Um so I think we're getting a lot of questions on who's getting paid notes that went out from principles, notes that went out from Brooke. Um and I think all of them are saying a little something different and so everybody's confused who's going to be covered and who's not. >> All right. So I I think it's best to put it in the full context of the sequence of events from the last board meeting. It was our understanding and reflected in our minutes that was proved that we were going to it was stated to follow the proposed plan and then there was feedback

097saying that that was not the case. So, we prepared for the snow the first snow days starting in January um for being able to do and implement the proposed remote learning plan. And so that's when that was going out. So that was what happened on Monday. So we prepared staff, we met with staff, we told them that the following individual will be paid with the exception of custodians, with the exception of cafeteria workers and the exception of um school nutrition custodians and bus drivers um who they earn leave, those that may have earned leave would not could not work remotely. That was not remote work for them. Um it was later brought to our attention that we had a misunderstanding of the motion that the it was to keep the current plan in place. So

098from that standpoint, we had to define who were teachers because it said certified employees report to work when they feel safe to do so. Teachers whose role can be formed remotely may also work from home only on remote learning days for students during regular hours using school approved platforms and important implementation. So the first remote day we had created an opportunity for our office support staff, bookkeepers, data managers because of the intensity of the storm coming. We went remote. Later it was brought to our attention that brought to my attention that we were not that's not what the motion was. And so therefore, we had to change. So we put out a FAQ after the day of one plan to kind of communicate back to the first plan because there really wasn't any documentation or

099anything written down regarding the first code E vote. Hence why we did the proposal for a proposal so that we could have something more clarified which caused a bunch of misunderstanding confusion. So for the remote learning days, it is of the understanding that teachers, nurses, counselors, school administrators, teacher assistants who have instructional responsibilities could work remote. the people that's left out who were never included custodians, bus drivers, >> cafeteria workers because the nature of that job is difficult to do given that our buildings were inaccessible for such a long period of time. I was forced to close buildings because I had to implement use code C because it was I didn't want to risk staff safety, anybody's safety trying to get to a place that is not safely accessible. So that's why the first day

100was remote day. The second day was closed to give us time to try to get accessible, which then we ended up going to the old remote day. And so I just wanted to just be very transparent. Um, I'll always air on the side of caution for everybody's safety. Um, I understand that we want to be sure school's in place, but we must also value our employees and those individuals for that. So, that's why we've got this confusion because the remote learning plan was never ever really clear. Um, and a lot of people divert back to the thought of co and so I I put it this way. The only way to perfect something is to continue to work at it. It's like building an engine. You put parts on it, you rebuild it, you got

101to run it, and then as parts we see need replacement, we we we tweak it. So, no, our remote learning proposal has not been perfect. Our remote implementation has not been perfect. But we will only perfect that process once we by using it. So, I turn over to the board for additional questions, concerns. So who are we paying on days three and four? I think is the confusion because I think the message said follow the same plan as the first day. So ladies three and four would exclude bus drivers, cafeteria workers, custodians because we had worked for others and and staff help me out if I miss anybody because I know that that one group custodians, cafeteria workers, and bus drivers could not work remotely and certain TAs because some TAs have instructional responsibility, some

102TAs do not. So it it's not across the blanket the same. It depends on the role because we have teacher assistants serving as long-term subs. We have teacher assistants who have classes. So, so those are the those are the changes with it. But people like secretaries that did work. >> Secretary that did work and printing their sheet are going to get paid. >> I don't think office staff should work. the second >> I don't think the office staff in the original code E was ever allowed to work for days three and four >> I understand >> code E was only for certified teaching like everybody that's paid on a certified teaching salary schedule >> I understand that and that's the way it was written and that's the way it was should have been but that's

103not what was communicated and so if communication was wrong, then we got to pay these folks. It's not their fault. They did what they were told, but now they're being told they're not going to be paid. And we got a lot of upset folks, you know, so I mean, >> so I understand. >> Go ahead. Go ahead. >> I understand the teachers, some of them logged on, was present in front of the key students. packets were sent home at the lower level, elementary level. What documentation or if any is being provided from those um teachers who were um just submitted a packet because I know it was confusion, but I'm I guess my question is there's some kind of log that um um the administrative staff would submit to justify their working time at home.

104>> Correct. So we did put out a remote learning log which was provided to the board at the copy of the see and so we haven't had everyone back to get their logs in right >> and so um some logs have started to come in and so what in order us to make the time we had to have a log the supervisor had to approve it we're even asking that officer though that we get those logs uploaded to us so that we can view them as well just to ensure those pieces. But we tried to put in we put in some places we put in some processes to hold account at all levels what you did with it. Maybe some people put things in that we'll say no that doesn't meet but we haven't seen

105those yet. >> I had a question for I understand that for the month of January payday was the 23rd. Is that correct? So as a result nobody has been paid as of yet. The only people that have been paid are teachers and that's because they're prepaid. >> No, no, no, no. They were paid on the 23rd. >> Teachers are prepaid. So teachers get paid like the last two weeks of the month and then the ne the two weeks of the beginning of the next month. >> Okay. But they don't get their check until the the next pay day will be the 27th of that, right? February. >> It will be the last two weeks of February, the first two weeks. So where you're getting where this is getting >> Wait, wait. I asked that wrong.

106>> Okay. Let me say this again >> for the sake of so the public can hear Miss Brook come on to the podium. >> What I was saying was two weeks. Two weeks >> for certified teachers. >> Correct. And that money is already allocated. >> Yes. >> All right. And there are reasons why they don't get paid. >> So I'll just start off. The state does not give out free days. >> I understand that. >> Um so like you have to have either some type of leave put in. There is certain things that teaching staff are allowed to do because of the state um >> correct >> documentation that hourly folks are not allowed to do. >> Correct. There's and because people if you don't have annual leave, you can't take annual leave. If you

107got sick leave, you can take sick leave. Uh comp time, that's a little >> gray in my opinion. But what I'm saying is the money is allocated for teacher A, teacher B, teacher C, >> and the codes reflect what happens. >> And I I guess I don't want us to get to the point where if you don't come to work, you don't get paid. >> That's that's very much what we're where we're at right now. >> If you don't come something has to be put in, especially on a close day. >> It's not a free thing, >> right? >> Okay. And that's where your remote learning because it saves instructional hours and it also allows staff that would not be able to come in because they live or an hour away for them. But it's

108a very gray area with remote learning because one person could not work at all and say they did A, B, and C. So, it's just a we're not in COVID and in when we were in CO which I think sets up the remote learning, >> right? >> Everybody got paid. It doesn't matter if you actually were able to work remote or not during co >> but now we have to transition to these individual people are able to work remotely effectively. this is how we pay them and this is how but it just needs to be a very clear understanding and I think that's where we got mixed up in the first week of this is the first day was this and the third and fourth day was this and then you had also another subgroup

109that didn't even it was a totally different code called for them >> so in the payroll system >> can we put a code for remote >> so it's not >> so when if I asked you for a spreadsheet it would say teacher A was paid remote >> I could put a leave in there. I believe I would have to contact the vendor to see because I don't want it to I don't want them to acrue time for this, but I also don't want it to accidentally deduct their time for but I can definitely check in on that. Yes. >> Because I'm sure we don't want to see some reporting >> of it. >> And that's why we asked in finance for all the logs to be sent to us. >> Well, that's good because you

110know, right is right, you know, fast fair at the same time. you have to have documentation >> as to why and uh I've told board member this before uh had a situation one time where the law says if you feel like it's not safe for you to travel uh you can either use comp time >> annually sigly and the last one that really got me was a mutually made up time between you and your supervisor okay Now, what does that actually mean? You know, it could be snowing in Pelum and not in Frogsburg or whatever, >> but that's your that gives you an out. >> You see, because you want to be fair to every employee >> because this has been a very these two weeks have been very difficult. >> But you have to

111be fair to everybody when you're doing that, though. >> And Okay, that's all I got right now. Go ahead. So, I had a question as far as um the staff that contacted me. So, they were told that they had an email that said they needed to enter the appropriate lead time for January 27th, February 2nd, and February 3rd. And but those days, we called a code C. So, if we called a code C, they shouldn't be entering time. We have to offer them makeup. >> So, if you make up during the school year, you are only making up instructional hours. That's not what COC says, >> but that's for a classified staff. >> Certified that I'm looking at in the event that school. >> So they can make it up. >> So then why were

112they told they had to put in the pocket >> if they do not choose to put in leave? They can make it up. >> But don't they still have to put something? >> They have to put something in there >> because the state does not give away any free days, right? The only time they would not have to put anything in is if we went on a Saturday because that would be an exchange for an actual day. >> So, I know next we're going to discuss like how we're going to make up these days that were missed. That wouldn't fall under. >> No, because they're they would get paid for that day either way because it's we're taking away work days for instructional hours to make up during the school calendar. you're only making up

113instructional hours for a student. You're not making up hours because a teacher or a certified staff member is able to come in that day anyway. >> Does that make sense? >> So, if I may add, just to give some context, I don't know how long the code A, B, C, D, and E. Well, I think A through D have been in place for some time. I think E is probably the newest development once the MO learn code. That's correct. Um, so we also have had a shift in when I I did some research. I think when this was initiated, we had to go to school a certain number of days and we closed the day. We had to bring the back to the board for the the board to come back and pick up what's

114the next makeup day. Correct. >> That's correct. >> Remember, we've had a shift to talking about instructional hours. So the day piece is not as applicable because we just changing a work day into a student day which doesn't impact the pay for a staff member. You follow me? So what's happening is we're getting caught in what we call transitions. We have policies and things that that are great policies in place but there's been a fundamental philosophical shift in the why behind the count when everybody remembers his mind we had to go to school 180 days we now have flexibility this amount of days or hours. >> So we've been operating off of hours but it doesn't help us address the day piece. So that too is part of the concern because the memo in which

115our next item I'm talking about making up the instruction day I would need to see board guidance regarding the staff day because there aren't many options because we have to have school on day we don't currently have school which means either extending the school year going work on a Saturday etc. So I just want to address that point there because this is it's great when we count the student day but now we count hours it puts us in a pimple. >> Thank you Clay. So I do want to go back to E but while we're on C. So what if we give the option of three days during spring break for staff to work since we're in a pick. >> I mean you could do it. It would help hourly employees because they would be

116able to not have that leave taken. >> But for a certified staff member, the only thing that it would do for them is that I mean, they're still getting paid. A teacher gets paid 215 days. >> That's regardless if it's spring break, a work day, Christmas break. The only time that a day can be given to them is if it's outside of the already put in calendar. >> But if we made three days optional work days during that week, >> the only thing is they wouldn't have to take their annual leave time. >> That's what I'm saying. >> That's so it would almost like they could take annual leave here but not take >> but new teachers were killing, >> right? New teachers and and classified were killing. So if we made for example Tuesday,

117Wednesday, Thursday of Easter break optional work day. If they want to work it and not use their time, they would have gained back what they had to put in for the code C days, >> right? If they don't want to work it, they can take their leave like they were normally going to do. But you give the teachers that are first or second year teachers and some people that are 12-month employees the option not to take the leave because they ain't going to have they're going to take leave without pay. >> I will Go ahead, respond to that. >> So, we would have to put in there at the end of your pay cycle because even if I'm worried about people going into the negative for annual leave, even if they work those three optional

118days. So, it would have to be by this date in May. If you have not made up your annual leave time, >> I wouldn't let them make up. I would use annual leave, >> but that's why I'm saying I don't know if some of the new teachers even have that much annual leave. >> They don't. They don't. >> So, even with them making it up, it's either they're using it now or they're going to use it in >> It's going to catch them though. >> Okay. All right. Hold on. >> You understand? >> Well, we would give them an opportunity to get those three days annually back. >> I just think we need to put that blurp in there that at the end of the year >> have to take and leave that they can

119get him back if they can work during the spring. >> That's what I'm saying. effects 10 months employees because 12 months they can work on animal >> actually they took it they didn't have it >> right >> okay that >> okay >> now go ahead >> I'm really confused and I guess >> about what >> about all of it was confused too but you're saying the teachers the teachers have to work the 215 days >> so why would the leave thing affect them >> because they have to take annual leave or sick time for those three days that we call code C because they were not allowed to come to the schools that they have to be accounted for. >> And so the problem is we know why we had to call code Z because

120they couldn't get out the sidewalks, >> but it's doing a disservice to the T new people that really need that time. So if we give them an option three days during their spring break, they could take leave like they were normally going to do or they could come in for people that don't have it. >> See, I mean, and I guess during the court during the time two years I worked that happened to me. Now being you would it really weren't full in the explained these codes made no sense to me either. So it ended up my first year I was in the red with my annual leave because they use days of Christmas and um Easter. But then I guess I was told that was that if you were in the red well maybe

121I worked two years but anyway so I guess I was in the red and then I guess I was told that if you went red they would just dock you from your last paycheck which in my case it would have been fine. I was retired, blah blah blah. But if but apparently they that done happened and because they took it from my sick leave. >> Well, see balanced out. Yes. >> You can switch that over. You see >> that's what they get. >> But a lot of that is not understood. >> Well, give me an example. A first year teacher, you come in with nothing. >> A first year employee period. >> You get a one day a month sick leave. >> Now here's another caveat people don't realize. You can be advanced sick days.

122>> And we've had people that leave and you don't get it back. >> Of course, you can deduct it from their last paycheck. You know, you may get it back, you may not. But what I'm saying is it's not a perfect situation what we've got, >> but we've got to be as fair to our employees as we can. That's that's the bottom line because it's not their fault. >> And that's what I was saying at the end of their before their last paycheck. if they are still in the negative somewhere, right, >> it will be deducted from that paycheck >> because we pay them this thing. >> But and I'm saying that didn't happen to me. I I I question it because I wouldn't have had any problems with it, but it did not happen.

123>> Sometimes I have heard was they would take it from another lease balance. So you were your pay was not impacted >> and that happened but it was the second year, right? you know, so I guess like if we're going to do this, we need to do what we're going to we need to do what what we say, you know, flip flipflop back and forth. And you know, it's almost like with this code E deal, >> I know we've had situations since co under previous superintendence, you know, so it's like this is not the first time this should have gotten to this extreme, I guess, is what I'm getting at >> because I guess when doing the course of when I worked, I was new. I didn't have any leave and then we had a

124one or two days that were um remote days. I mean and I guess they would say work with your principal. I worked with Miss O'Brien who was the principal at the time and she allowed me to do that training at home that the employees have to do for my time. I had some other things I worked on too but so it's like we need to quit flip-flopping back and forth that just makes the issue more confusing. Every year is a different story but the circumstances are the same. >> Okay. Oh, I was just saying that they we just be kind of consistent with what we're doing and you know I always refer to finance and HR for question because that's where it always does get confusing when you're asking different people. Um but we have

125had um beginner teachers work during spring break. But you also have to keep in mind that you have to have people there to open doors for them too. So, you know, you've got to pay people too um because they're coming off of their break to provide an opportunity for people to work as well. But I think it's, you know, we do we have to do what we can to help them. >> Miss Black >> question. Um it used to be because it does say work it out with your supervisor, uh which would be your principal that you're under. But when there were afterchool activities and I'll just use football or basketball games as an example or anything that you did I'll say student council uh that you had some you would do a log sheet

126you were required to do a log sheet and after 3:00 I would if I stayed to six o'clock I would put the date the time and what I was doing and that was my log sheet and I could use those hours in case this snowstorm came in and I instead of using my sick leave or annual leave, I had some traded time that I could use. Is that still part of >> me? So, Caswell County schools implemented last school year the 23. There's no more traded time. and that and nothing else came out clear last year. There were no trade time >> and that's where they >> and so therefore nothing we've discussed has said trade time because trading time >> can make finance folk, superintendent, HR folk cringe >> because of funding sources >>

127because say it didn't but but you know the issue with that is sometimes it's difficult to monitor it >> and make sure no one's people are doing what we're supposed to do and and make sure we're in compliance with all of the rules and procedures. So the the the biggest group of staff that's impacted by code C because Caswell County schools has not formulated its what remote learning or teleworking looks like too like sounds like are classified staff that could do work as well as our our certified staff who's new that don't have time because you may have some you may have a teacher that's been teaching 15 20 years but they have been out on medical leave or have extended or have extended all that lead time you know, they don't have time to

128use. But the we have we have a policy that talks about certified staff have until the end of the fiscal year to make it time. We don't have such set policy or or parameters in place for our classified because according to this classified must make it up in that week. Well, it was difficult these past two weeks to make up time. That's just 12 month classified, right? >> That's all. It says all classified other classified break up >> CAS and stuff like that. >> It says it the work it must be within classified employees may make up time missed if the hours can be made up within the same work week and if employees receive prior approval from their supervisor. So that's that's the catch two catch because very I can't remember we've had two

129solid weeks of right >> of weather. So you can't so you can't so you can't make it up. I remember some days back in ' 86 87 walking home sweet as kid come to school on Saturday but the issue comes down to is those are the shifts we've had and now we're having to figure out what our next steps is. So for me I just need for the board to provide clear direction on what what does who qualifies for remote learning because we've been try and and who does not. Once we know that for sure who can and who cannot, then we can staff put together the proposal ambas to meet those specifications. But what happens is we're having to use it and we're not quite ready to use the tools and then there's some

130confusion and someone has a question. Those things happen. So therefore, I'm just trying to get clarity because I want our staff to one be safe and two, I don't want to negatively impact them in a way with that because if someone comes and heaven forbid have a a fatal a car accident trying to get to work for because they can't work remote or because if you know that's a tragedy. So here's where we are and uh with remote learning I I would suggest that for these three days we're talking what we did Monday we f I don't know what the board's perview is >> I'm sorry go ahead >> I have a question I think I guess it was said that the logs was turned into finance >> well logs have to go to the

131principal first >> then income finance Well, >> we're just getting the logs for documentation because I have to report when we do remote days to the state and it's just a documentation for us, but it's ultimately approved at the principal level. >> So suppose a principal approved what the staff turned in and then when it gives to you, it raises red flags. Do you go back at that time and change coding for the teachers or the staff members or whatever based on how they were being paid or leave taken and that type thing? It would be me and the superintendent talk with the principal about that situation >> to gather more information >> because I mean they somebody could put I did I did lesson plans but it's a teacher assistant that's not in a

132long-term sub position. Like I'm not saying they can't do that, but is this something that you told them? >> Right. >> All right. >> I mean, we tabled it to talk about it. Um, >> in my opinion, I'm just one person. I probably think we should cover all certified personnel in remote and anybody that is in a long-term classroom position. And when I say certified, I mean certified in a school, not I know we have some certified people central office and other places, but certified personnel working in a school. And I think that covers everything you need for >> and that's the that's how what code E is right now. >> That's what code E was. >> Well, it says teachers and we really we had been going back and forth >> um even before

133Mrs. Stokes got here. That's why this was never approved on what that looked like >> and we never were really given any more information because we started talking about it and winter went away, >> but you know, it comes back. But we got two more we can use and so I'll put that in a form of a motion so that we're clear if Mr. Stokes needs to use the other two. Hopefully we don't, but they talk about more coming this weekend. I think we mix. I think we mixing. >> We take one thing first. >> All right. Let's cover the people now, >> right? >> Let's cover that first. >> What is our best out for that payrollwise? >> I need to see the logs. >> Okay, >> I would say that first. But again,

134bus drivers, child nutrition custodians >> agree with you, >> honestly are not in it because there's no there's nothing they could do, >> especially for three days. >> Honestly, >> I don't think TAs because unless they're in a long-term sub position, >> have or have instructional, right? >> Unless they directly instruct a child. I mean that >> you're you look at your front office staff, a data manager and a bookkeeper can do stuff. A receptionist, yes, they can answer calls, but how many calls does a school get on a snow day? >> I mean, I could be, but >> well, we're looking at all the scenarios >> and we've got to make a decision. before you hit that button. >> Okay, we got to press the button this week. That That's the issue. We're at

135the end of the paper, so we got we got to make some decisions quickly so that we can process properly. >> Go ahead, Dan. Ben, I mean, then >> go ahead. >> I mean, I think the problem we got is they were told >> they were going to be paid. You got to pay them. >> Yeah. >> You got to pay the TAs that have some type of log. I mean, I agree with no bus drivers, custodians, cafeteria, and people that could not work remote when there's a lot of positions that can't work remote, but I mean, I just think you got to pay the folks that were told that was their understanding that's the way to record and went out and we got to eat it. >> And then I think we got to

136clarify what this bill was. >> I agree. >> That's just my opinion. >> That's the best solution. So, if I'm hearing correctly, custodians, cafeteria workers, school nutrition were never in the equation. >> The group we're looking at now is office support and TAS >> because everybody else is covered. Now, when they push the envelope, you have TAs at different levels that have different responsibilities. What? So if the TA has instructional responsibilities and the law supports what they did and we can show the artifacts, the answer they be paid >> because they were part of that equation. I mean if they were told if they were part of that equation and they I think that's what Mr. Litter is saying. Everybody that was part of that equation from office staff to everyone that was part of

137that equation they should be paid this time. >> Right. that because that went out and then we have to go back and address and come up with a different listing. But anyone that was told to be paid should be paid. >> Now you were next. I mean, you have anything else? >> Well, that's what I was going to say. That's what I was going to. >> Okay. But I saw your hand. >> Yeah. Because I You said it was different for TAs. different TAs because the instructional, but if the administrator that if it was a regular teacher assistant and the principal gave them a task to do, we still have to pay those. Yeah, I just want to make that clear because I don't want us >> like I said, I haven't gotten any of

138the logs back >> and it's a very it's very very sticky with how everything happened >> because if we went back to the original codes code E for the last two days, those people were not included in that group at all. >> But if they were told by >> who whomever >> whomever >> supervisor supervisor >> that Yes. Okay. >> So, >> go ahead. >> On day one, >> it would be >> all central office. >> Yes. >> Maintenance, transportation, >> everybody that can produce a log >> for what they did. >> Yes. >> But then on day two and three, >> central office was code C, >> right? So, no one that works in that capacity should be turning and getting paid to work remote. >> Nope. >> Okay. Anything else before we make

139a motion? Now, make sure all that's in the motion to include the laws. >> That'll be your responsibility to to do that. That'll get us out there. >> All right. All right. So, I make a motion that we're going to pay all the folks on Monday that produce a log and then on the third and fourth day of remote learning or the third and fourth, I'm sorry, we are going to pay whoever produces a log from the schools. >> Okay. >> With the exception of custodians West Travis Cafeteria. That's right. >> Yes. Second to that motion. Miss Smith. Any further discussion? If not, all in favor raise your hand. Opposed? Motion carries. Thank you, Mr. Underwood. I have a question. So, I know there's a slight possibility depending on when you're on your phone um

140for some weather later this week, weekend. If we have to call a remote day, I need to hear from the board. Now, what does it look like? I'm going to make a motion. >> That's I just want to make sure that's >> there. So I would like to make a motion for code E that going forward it is going to just cover certified I mean certified employees that work in the schools and any sub or TA that are in a long-term teaching position. >> They had other responsibilities. >> Okay. All right. Is there a second to that motion? There's not. You second it. >> No, I have a question. >> Let's get a second. >> Is there a second? >> Second. All right. Nis discussion. Go ahead. >> Okay. My question. You said about the

141long-term subs. So, for instance, if I was a long long-term sub in a classroom, I could still document whatever I've done and get paid. Yes. >> See, here's the problem. In elementary, I guess Mr. Stokes, you can classify. In elementary, it's not as important, but at the middle and high school, you got those long-term subs getting online to teach. You got to have them. >> So, >> and elementary is not. >> There's a greater need 6 through 12 for us to have a long-term. So, but there's a there's also a good need in elementary. So, elementary folk have made themselves available to support the instructional packets. But 6 through 12 are having to do daily instruction. So, it would need to be that they have they're filling the responsibilities of a teacher vacancy, >> right?

142>> They would need to be compensated >> and they need to do the log. >> Well, everybody does the law, right? Everybody does the law regardless. The question comes in is when you have the instructional folk for example um I'll use the hospital that we have our credit recovery classes that's all online has a teacher assistant running it where that person's meeting with kids conferencing with kids those pieces that person although he may not be in a long-term sub position that instructional assistant has a full day of instructional responsibilities because sometime we do these blanket across the board but but it's different in those sites and so elementary has its own unique culture, middle school has its own unique culture and needs as well as secondary high school. So it's just important that we make

143sure that each school site understands because if a TA in a prek class talks to a TA in a middle school class, their role responsibility may look very different. They support but but it may not be being be done remotely. >> Sure. But if they are long-term sub, I mean, they acting in the role of a teacher. Correct. >> Exactly. >> And if they do that, >> I think they should be included. Absolutely. >> I just think it should be very clear that they need to be in a long-term sub position >> before the snow happens because you have TAs that have long-term sub buttons that just sub for the teacher when the teacher's not safe. I think it needs to be you are in a classroom subbing for a per a teacher vacancy as

144a long-term sub, not just a TA that has a sub button. >> Gotcha. >> Which is pretty much what I said in my motion, right? >> I just think that verbage needs to be clear when actually submit that. >> Okay. >> So, you got a question? >> Yeah. or clarification when it so a long-term sub regardless of elementary or high school will is included in that group. Is that a yes? >> If they're filling in for a teacher then yes. >> Yes. So if they are classified okay so that is a yes. So we are only are we doing all of code E or just part of code E because the other part of code E deals with classified employees and when they would be able to make up their times. >> That shouldn't change.

145I'm just talking about who's going to be covered as far as getting paid which is in that first part. >> Right. But if if it's does that part still say in the first week, how would they be able to make up their time? >> Yeah, they can unless the same work week. >> I mean, it says within the same work week and we know with this snow it couldn't it couldn't. So, how we can't leave them out? >> That's going to be the same thing if we call code Z. I mean, I'm just saying we just got to have uh we we need to uh take a look at there. >> Can't have it both ways on that. >> Could we Excuse me. Could Could we change that to say that it can be made

146up within that pay period? So know they still might have some extra days if it's in within the pay period of within the week. That's probably >> this is actually >> um the end of the pay period for Saturday >> for this because of the I'm just saying normally we had been out 10 days possibly you know they would have had the opportunity to make it up within that pay period correct >> opposed to making it up within that week >> week. Yeah. Like if we were only out the first week, but since we were out for two weeks and the end of the pay period for hourly employees was Saturday, it would they wouldn't have been able to make it up then. But again, we don't have weather like this this close together usually.

147>> I guess what they're asking is can we change it down here to where it says work week to pay? >> That's right. >> That becomes change policy. >> That becomes problematic. Um because I think we got it in policy. Yeah, I think >> and we have to bring some things back. I I hear what everybody's saying. Um fact of the matter is some of our most precious and needed employees get the short end of the stick when it comes to income classifying for it. So So I think we just need to put that out there first. And there's been I I firmly believe it's gotten to this point right here because it's been tried other ways in the paper >> historically because if it had worked it would be in here, you know. So

148I'm not going to disrupt the history of casual count schools and the process and procedure been in place all the time. I challenge a few and but but this has gotten here over some kind of there's been some reason why this is the way it is and for us to explore those possibilities. So it may be good for us to try to explore but I I'm pretty sure we've been having schools since 1900s and so the pay period I'm sure was an option but became problematic. Um and so re so I don't I don't know the history of that but I I know that the paper is already a hard time to do those pieces and make it up because those things I would like to say that other districts don't have this option because

149they allow folks telework on mobile work >> they have >> because they have for other districts got out of this code C code I piece that they have closed like Rockham County schools they they couldn't come to the school but they but the teachers allowed to they called a tele word and they call it remote work. Remote work had connotation but it had to be pre-approved and the supervisor had to give them things to work on and and they had to do a lot of business. So that that helped us erase code B per se, C per se and therefore except for your custodians, bus drivers and cafeteria work. >> You said tell >> some some district call it telework and some people call it remote work. >> It's just a play on word. >>

150Yeah, it is. But remote had a people who were cringe when they hear remote and then telework didn't because remote remind them of co >> right >> so when this board decides to talk and work the session through we just got to what's our what's our philosophy >> okay any more discussion on the motion now miss Kim I didn't get I'm sorry go ahead >> Joe clarify for me because when you made your motion I thought you said they had to come into the schools >> just no certified employees would be covered for remote. They're at all in one. >> Okay. Okay. >> That would be nurses, counselors, teachers. >> Thank you. >> What about social work? >> Social work. Anybody that falls in that >> certified teacher >> certified scale >> and and the

151people that are covering the class. So, pretty much anybody that gets that low money >> in the school. >> Yeah. M from Please repeat that motion, please. Make sure everybody got it. >> Okay. The last one he made is regarding upcoming for code E. That would be to just cover certified employees who are paid on that level who work in the schools and a sub or TA serving in the long-term school position prior to whether you want to add that. >> Is that what you said? >> Okay, everybody clear? Any more discussion? So th that motion does not refer to classified employees. >> No. >> So we going to just leave them hang >> you. You have no control over that. >> Yeah. But that means that that >> what are they going to do?

152Well, I mean, >> as they call this telework or whatever, when they did when they did do the remote thing on Monday, did the people at the supervisors at their school give each person something to do or came up with different things that they could do? Because I would hate to see that the classified loses their money if they can't make up the time within that. I I you know, I have to speak up on their behalf. I think something should be in place for them as well. >> Any other discussion? >> If not, I'll sorry you had a question, Adam. >> The only thing that I want y'all to take in consideration is if you do a work day or close school, then maintenance department may be at home instead of getting schools ready.

153So kind of need to look at totally we have asked other directors and other school systems what they're doing on closed day schools closed the maintenance is not going to be here working in parking lots. So it's just something to look at in the future when y'all are trying to decide going forward everything's closed down. >> Okay. Well I agree with that but one thing I was going to tell Mr. Folks, I saw a system that done it and I meant to screenshot it, but they had remote day code, whatever their code, I think it was E2, and at the bottom they had in their thing maintenance, transportation, 12 month employees, report safe. >> They they they put in the bottom what exactly needed to happen with that. Um, so well, I'll say one last

154thing, then I we get a vote. The largest school system in the state does the same thing what George just said. That's Wake County. I know on a personal note when you got 202 schools that makes a big difference. It's going to be different all across the county. And uh I'll end that. All in favor of motion raise your hand. >> I I'm still confused. >> You confused about the motion. >> I mean well I guess I'm I'm with this blackness. I guess I would like for a classifier to somehow be able to make up time, but I know it's the time constraints all plays into that. >> Okay. >> Say something now. >> Yeah. >> But like we would have to go back and look at the policy. >> That's right. >> So we

155gota >> go back. I mean we do need to change the wording to where it's a work we established by the board. But I >> because you may not be able to do it. >> Yeah. A we established by the board when we want them to be able to make it up. But we can't do it without changing the call. >> Got so make sure now all in favor of that motion make sure I saw your hands oppose. All right. Motion uh passes uh 42. So with that motion >> black and night voted no. So that motion if we have code again principles report to work assistant principles report to work central office reports to work >> when safe. >> Yeah. >> I'm just I'm just saying that so that's clear. >> Take lead or

156take leave. >> Yeah. >> Okay. That's clear. >> Okay. >> Question. Well, I just want to go back to the code C because I still think we need to offer something. I still think we need to find three days to try to offer something to these employees. Being fair, I don't know that we've ever called that many code C days and hopefully we won't have to again, but not >> but you know, I want to be fair to these new people. I mean, you got people that just started central office that don't have time. That's 12 months. >> So, I mean, can we come up with three days during spring break where they have the option to work? >> That's a choice. Yeah, >> I know. But we have to we have to say this

157day, this day, this day, >> we're gonna open the building if you'd like to work. Figure out how that happens. >> So, let me just get clarity. Spring break, we've traditionally closed buildings. So, we're now saying we're going to open buildings for spring break on certain days. So, we got to look at that whole picture. does if Bose Cifus wants to work at school A can and they get there but the building hasn't been unlocked. Um, you know, does that mean we now require the custodial staff to work who may have chose not to work? I mean, we got to look at those logistics. Um because the ID badges are programmed in a point say where they locked during certain times because of we say schools are closed. I mean so I just want to

158make sure we're we're clear if if you designate those three days we may have to come back and just give you an update on what that looks like feels like sounds like. So there's an understanding. >> Well it hasn't gotten to that. We haven't made it yet but >> give you an example. Principal. Hey, you're gonna be gone all spring break at elementary school. What? Who's gonna open the door? Somebody has to open the door. Got a kids custodian. Is the custodian going to be required to work? You follow what I'm saying? >> That's what I'm saying. >> That's classified, >> right? >> Okay. So code C, schools are closed. You can put in um whatever leave you choose to put in for it. Um, we know people that don't have enough time are in

159the negative, but in the past, have we not been able to change that code if like um they decided to take um annual leave, but they acrewed some other time like they can't get no time. >> But I understand what you're saying. That's what they used to do. >> Yeah. But they would not have earned that. >> Yeah. That's been we got into sticky situations with negative. >> Yeah. Comes with a cost. >> So wait. >> Now I agree with Joel on trying to we can come up with a way that these people can get that time back or be paid. But if they if we dock them now because they don't have the leap. So they the check for instance would be docked three days. >> So what it would do is they would

160basically replace those annual leave days. They would be able to use those three annual leave days this time. So that would be in the negative, but when you get to spring break, they will have to work those three days. If they do not work those things to clean it up, >> then it would need to be discussed if that's a day without pay or because you've already given it to them. >> That's where it gets sticky. >> They don't get docked to the end of the year. They can be negative to the end of the year. >> Okay. >> But this system automatically is going to take five days for spring break from them. So if they come in and work, it wouldn't. >> So would it be possible to have some maybe the central

161office is open? We know somebody's going to want to work here. the PD room be available. >> Traditionally when we have spring break we close because I can tell you I work I just started last spring break and I was here by myself. >> Understand? >> Yeah. I mean what I'm saying is it comes because there's also you know safety issues concern you know who's in the room by that by themselves. So yeah we can do any of those options. We just need to make it clear and blank. But but if we take days optional work days or early leave days or whatever to allow them to you know like >> so are you saying like make up those we not >> it's not going to affect that because I only it's only for instructional

162it doesn't affect purposes but not enough for >> enough is that >> boy bill is it's a good concept. I'd love to do it, but it's a lot of parameters come with that. And uh you have if you say that and you say that you giving it to them, somebody has to open that building and somebody has to be responsible for that. Won't you please make sure you consider that? >> Yes. Yes, it >> just clarify for me because I I I'm having a hard time grasping it. So, if they worked I understand what y'all saying. It's an instructional time, but if staff was supposed to leave for half a day for early release and they stay for the rest of that day, that can't go towards >> that's only that's only for >> usually

163students. That's only for students. That's not a working. the teacher would still be there. >> The teacher does not early release. The students early release >> and so even on an optional workday if the teacher came in because it's optional. That wouldn't count either >> because they're already being paid for it. If they did not come in, they would have to be required to put in leave, >> right? >> Okay. >> One has to watch >> for a certified staff member. It has to be outside of the calendar altogether. So even if they say if we did 15 minutes over that that's >> it would have to be outside all together. >> So that's why you said a Saturday or something >> a Saturday or an extended school year. >> Okay. >> Thank you. >>

164Absolutely. >> Uh at this juncture here I don't think we'll solve this right now. I would suggest very strongly that Mr. Stokes that by the next meeting you and Brooke bring some back to us. And this time, uh, having been a administrator, you might want to talk to them, too. >> Right. >> So, we're we're discussing the making of the staff time. >> The option people that don't have leave. >> People who don't have leave. >> Yeah. >> And we're exploring options for spring break. >> Right. >> That's three three days. >> All right. Uh, is there a parameter? How many days you're talking about? Three days. Two days. Three days. >> Three days a day. two days >> is the board amendable to >> this only certified >> it's only this is only licensed

165folk but this doesn't this doesn't help by a classified folk >> I mean if you call it optional work they anybody can work >> that's what I'm saying that's why >> bus drive caf yeah teachers may be trying something clear so we're looking at >> teachers TA office staff and all the 12 month. >> There you go. Bring that back. >> Question would be able to be pulled because I have to do payroll before the next board meeting. >> You going to do payroll anyway? >> They would take their leave. >> We would just offer them a chance to not make >> I need to know if they're able to take leave for this payroll. Like if like you get what I'm saying? Like I need to know if they're able to go into the

166>> Yeah, but you wouldn't know that. I mean, you wouldn't know if they're gonna show up anyway, >> right? >> But I don't want to put it out there and then we not do it, >> right? >> So, are we So, what do we think? >> Do you think you could survey staff and see if it's something that someone would want to do? I mean, if you don't have a three paper spawn, it's not worth being pursued. >> I need the board to approve the survey. I can't survey I can't survey that without board approve. >> What do y'all think? >> It's going to be I mean You ask me to ask questions, but I can't ask questions without survey with. So, I'm trying to do >> what you need to do, but I can't

167do it because I have to get >> approval for you. Don't know the number of them. Do you know that? >> All I know is the kids came back today. I mean, that's the biggest piece I can give you today. Do you know the number of >> You don't know the number of affected employees? >> We got a We got a ballpark figure, but we don't know. I got we can have more certified numbers later, but >> yeah. So, >> why don't we approve them to do a survey? >> It'd be easier for us. >> Let us know what you got. >> Yeah. I just need approval from you. I don't want >> And definitely include the custodians in the survey because we may be surprised how many custodians will come in. >> So, I

168want to make sure I got this right. Miss Connor, I don't know if taking notes as well. We're asking for to look at three days for all for our staff that excluding bus cafeteria custodian can work as they can work right to look at spring break option dates. We're also going to be asking who's interested in that so we can see you know the outition may just have two folk um and out of 160 employees teachers you may not have that many and it may not be worth the >> good pieces because we got to make sure have an open building have a closed bill make sure everything say >> and based on that you'll bring a plan back to the board >> we bring plan back to the board and what I'll do is

169as always I'll send you what I'll survey is what I'm send what I'm asking them I'll send to y'all >> I just ask when >> people ask people questions referring back to the pro because y'all if y'all start answering questions without us having we may not get the question sometime questions come to y'all don't come to us and so if you get a question you know get it to us so that we can make sure we have that question so that we can take their consideration okay >> all right let's have that motion to get a superintendent and assume tendency of staff to bring back to us >> and is it for all staff or just school >> basinus um bus driver the ones that couldn't come in >> school nutrition and school nutrition and

170>> bus affect them at all. I have a question. Cafeteria workers that um full-time employees, okay, that you know that have some annual leave because we did do that back when I first came on the board that you know how does that work with them? That's just to put that out there so you understand. >> It comes anyway, right? >> It's the same thing. That's right. If you don't work, you don't get paid. >> That's right. That's right. Oh, okay. >> I don't I just don't know what they would do on an optional work day. >> Gotcha. Okay. >> Unless the director has like training or something. I I don't know what they lose the child. You have to be careful. >> All right. We need a motion to make sure we do that. >>

171Give him an opportunity to do the survey. >> I make a motion. >> It's been moved. Is there a second? Miss Smith. Any more discussion? If not, all in favor raise your hand. opposed board members. At this juncture now with our schedule, we're going to stop right there because we are due at North School for lunch and when we come back, we will pick up with uh the number 11 school calendar. Okay. I move that uh we recess uh to go to North School. >> Second. Any discussion? Not all in favor hand. Let's
