[Music] it's 5 31 i'm calling this meeting to order um [Music] alex cantu present uh dr sometimes i declare one thank you mr salinas can we please stand for the pledge of allegiance of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all any public comments yes we do have a public comment from brenda lee salinas president of la jolla aft okay she'll be coming to the podium good evening you have three minutes thank you yes ma'am well good afternoon mr president board of trustees dr science and members of the community i am brenda li salinas the proud president of la jolla air tea and i represent approximately 1 300 la jolla isd employees the covet 19 pandemic has affected our lives in many ways
physically emotionally and mentally the covet 19 has caused many educators and school employees to quit or resign and has harmed students achievement our school district employees have worked extremely hard and endured a tremendous amount of stress and hardship the pandemic made our jobs more difficult but la hoya isd stepped it up to make sure that we stay focused on the educational welfare of our district students teachers spend nights endless nights planning and creating their own google classroom presentations which are very time consuming and spending their own money on resources and disinfecting supplies to make their job effectively and safe during the pandemic la hoya aft is proposing a well-deserved employee compensation to include all district employees that contribute to helping our students during this crisis to include teachers all the way to custodial employees la
jolla isd has always been incredibly competitive and we trust our school board members our decision makers to make la jolla ft salary compensation proposal a priority for our district employees the five percent pay raise across the board five thousand cobit 19 died been paid by the end of june and 50 hourly paid for all summer school employees mr president thank you board of trustees thank you dr science and i yield back my time thank you thank you okay moving on next would be the discussion of the 20 21 22 proposed budget thank you mr salinas for this discussion we will have mr jaime lopez who's our executive director for administering administration and finance lead the discussion and board of trustees you all do have a packet at your desk for this discussion dr science while
we're reading mrs hernandez joined us at 5 33 and miss ochoa at 5 36 thank you dr benavidez good afternoon everyone um tonight we're coming here to bring you an update on our budget plan for 2022 and we'll go over the first site where we have our assumptions so here pretty much on the revenue side everything stayed intact we are still working with with our financial advisor to go over our ins rate we're still missing some information from them um we kept everything else the same as far as our mno rate went and our property values and our tax collections so from the learning standpoint everything stayed the same the updates you'll see tonight in the couple in the next two slides are going to be pretty much on the cost side and that's something
that mr benjamin garcia will be going over we are still assuming a two percent pay raise um and nothing is is coming up on the on the insurance plan as far as increasing premiums so i'll let mr ben gotta talk about the expenses and how that impacted our overall problem loss okay here's a uh good afternoon mr president board members uh this slide from everywhere that you see every year represents uh our preliminary budget at this moment for 21.22 we pretty much cleared up our 100 funds as you can see the difference are all zeros but we still do not have our federal entitlements posted up on the tea website they should be posted by i think they told me may 18th and that will clear up those uh uh the differences in the federal
funds the federal funds begin with the 200 to 211 down to the uh the 289. so we're just waiting on those entitlements to clear those those uh balances up but pretty much the 100 funds are up on top as you can see are mr garcia yes i'm just going to stop you one of our board members we can't hear on one side if you can raise it a little bit toward my left your right yes sorry about them shows my bad uh the subtotal there shows uh a minus 16 million 199 in the red at this point the deficit we have worked to bring that number down from the last time we met here we bought it down approximately about four million dollars just to let you know all departments in uh central office and
in the business and finance department including operations have cut their uh department budget by 20 so we're able to bring that number down drastically on the following slide you'll see it broken down by the general fund the special revenue funds and our debt service we pretty much tied the debt service we're still pending the ins rate that may change a little bit and on the general fund side you can see that we have a we're budgeting a deficit at this point at 17 million 298 000. this is again with a 2 salary increase [Music] and at this moment that's uh that's all i have and we have gloria mr garcia what did you say that the departments cut their their budget but each department uh in central office business office and in operations has cut
their budget by 20 20 20 non-payroll costs so that came out to about 2.9 million dollars thank you yes ma'am [Music] the last slide in the presentation is not projecting up there you do have it in your you do have that in your packets and we're presenting you the two different models in regards to the salary increases model two is where it shows the two percent increase and so that one would cost the district an additional 4.2 million dollars uh in salaries for a total cost of payroll salaries for next year at 209 000. uh 209 million 683 724 as presented at the previous workshop board of trustees do you have any questions on each of the on any of these slides that were presented on our preliminary budget for 2122. any questions guys just
repeat the number for the salaries gloria yeah the total cost for the salary increases with a two percent raise uh would cost the district an additional four million two hundred and fifty three thousand nine hundred and forty five as listed in the bottom yes yes okay thank you any more questions guys if not i'll go just be adjourned at 5 42. it's 601 i'm calling this meeting to order roko hold up gonna be this president alex cantu president mary hernandez present yes future president merida president i do the care conception thank you mr salinas can we please stand for the pledge of and to the allegiance for which it stands one nation under god indivisible with liberty and justice for all [Music] next up guys uh be the approver of the minutes can i have
a attended motion for items one and two mr salinas uh public yes we do have public comments we have mr israel gonzalez mr gonzalez you'll have three minutes at no time will the board be able to answer any of the questions mr flores are legal we'll keep the time whenever there's a minute left he'll let you know so you can start closing okay you may start whenever you're ready sir good evening ladies and gentlemen of the board i stand before you today as a concerned parent a parent that knows all too well that there's been many difficult challenges before us due to the pandemic however some things have some problems have cascaded become bigger than they really needed to be i feel i'll get right to the point the american academy of pediatrics they have
a few points on their website they state that school transmission mirrors but does not drive community transmission additionally they state in their summary that the american academy of pediatrics strongly advocates that all policy considerations for school covenant 19 plans should start with a goal of having students physically present in school additionally the national center for biotechnology information national institutes of health they emphasize the importance of mental health for our children and how this pandemic these lockdowns have had a very detrimental effect on them for that reason i stand before you today to ask you to consider to ask the board in particular to clarify their positions with regards to reopening of schools for the 2021-2022 school year for face-to-face instruction or learning now i want to clarify when i say face-to-face instruction i'm not talking
about what's currently happening where we have students sit in front of a computer i am asking for traditional learning real learning repeated study after study has shown that what we have right now is not working what we have right now is not appropriate it is essential that guardians educational institutions and health authorities protect and guard the mental health of children consistently through open communication and facilitate professional counseling to address dressers that is a quote from i've done my part where is la hoya isd additionally another thing that comes that's very i'm very passionate about because la jolla has a very close association with aft the president of aft recently or the chief of aft recently has gone on tv to say that they are pushing the 1619 project also known as a critical race theory
this is disputed by historians everywhere i ask the board to provide a rebuke or at least an assurance that we are not going to push this propaganda and lies on our children additionally i'll briefly point out la jolla esd has lost a thousand students this is from your own data online to charter schools this is a very specific demographic that you're losing there's a reason for that you are leaders i ask you not to be reactive i ask you to be proactive open up our schools do what's right but for our children thank you have a great day thank you sir thank you okay guys moving on next one can i attain a motion firearms one and two on the apollo minutes so i have a motion and thank you mr salinas uh before the

superintendent ladies and gentlemen of the board and our community the purpose of this discussion adam is to share a plan for virtual remote learning per next year as you can read in the presentation the texas legislature is currently deciding whether remote learning will be an option for next year in the meantime ta is recommending that districts put together a plan in the event that it is allowed or it's a viable option for next year so for next year administration is recommending that we allow remote learning but only for students that meet the following criteria students at our level academically students that are present for at least 90 percent of the grading period and this applies to individual course subjects at the secondary level and to all grade levels at the primary level and we would
also allow it for students that have medical certification now to start the school year we will of course look at the 2020 2021 student data now we have applied for a grant from ta that it approved will provided with some guidance as to how to proceed so we wanted to share this with you any questions or recommendations if the teacher's uh teaching virtually will uh she just be teaching virtual students or would it be in a setting like it is right now moving forward miss ochoa right now we were just uh seeking uh clarification on whether we were gonna allow it uh with that uh collaboration with ta we're hoping to then decide on the modality and of course that would uh be dependent on the the request and i guess the response from the
community depending on how many students are going to be participating at this option uh concurrent instruction is a difficult process and it's very difficult for teachers to teach both the in class and the virtual learners so moving forward we're going to be focusing on finding the best way to meet the needs of both the in-person learners and the virtual learners as well do you all have a timeline as to when you want to have some type of final well as mr munoz stated the legislature is going to be making a decision we hope that it is soon but as ta has recommended we are beginning to work on a plan to be ready and so we applied for a grant for technical assistance on developing this program so as soon as we get the approval
or not on the grant we'll move forward and develop a model and present a model to you all when we have it ready and ta did say that we should be getting clarification by the end of the month and whether remote learning is going to be a allowable option for next year okay we need to have lots and lots of conversations yes definitely thank you mr munoz thank you next item be the discussion of the summer school programs this discussion will also be led by mr munoz assistant superintendent for curriculum and instruction this discussion item is presented how uh as a district we're offering a summer school program that is in line with teenage recommendations on how to catch kids up from uh the gap that has been created due to school closures and disruptions
as you can see in the slide team is recommending that one we provide rigorous materials i curriculum that would work well both remotely and on campus that we support our teachers that we promote provide more time for learning and that we empower parents so on the screen you will see the summer program that we have currently planned for this summer the goal of our summer program is to do two things first reduce covet-related learning laws for students in the summer of 2021 and two recover code relating learning laws and accelerate student growth with support now our plan does address ta's recommendation to provide more time for students that are most in need our bilingual and recovery program is scheduled to run from june 7th through july 5th it's a 20-day summer school program now campus
administration they are encouraging students that are most in need to attend now different from what we've done in the past our summer program will be available to in-person learners and also to remote learners and our curriculum is designed to accelerate learning close the achievement gap and will provide targeted lessons on high need reading and math standards through direct instruction and prescriptive interventions and also different from last year we will be providing social emotional learning supports through our mindfulness program now so we will have counselors working through summer they will be providing classroom guidance lessons individual counseling and professional development for summer school teachers through the social emotional learning framework and on the next screen you will also see something that is new to our summer program ms juliana garza cutanea our graduation student recovery director
is working on a plan to partner with texas workforce solutions to provide summer employment to 175 high school summer school students these students will be able to earn a salary through their workforce solutions while they work in la jolla isd departments our cns department our police department our operations nursing and instruction uh to support our teachers well our teachers have been trained to provide in-person and remote learning through our google academies our apple academies and they are receiving ongoing weekly technology coaching and support teachers will receive a purposefully designed curriculum that will help them reduce and recover learning loss different from last year and previous years we will have on-site administrators providing support assistant principals and principals we will also have a paid-in service and work day to prepare for summer school our end service
work day will be on may 29th and the in-service to prepare teachers for the scheduling curriculum will be on may 22nd and our in-person staff will receive higher rates of pay uh to empower our parents we will be offering parent meetings to orient orient parents leading up to summer school and we will be offering weekly parents trainings in the areas of social emotional learning math and literacy that will empower parents to assist their children at home and in regards to safety we will continue with our district training protocols students will be screened when loaning the buses students and staff will be streamed when arriving on campus a custodial staff will continue disinfecting protocols administration staff administrative staff will continue doing the contact tracing protocols and classes will have low student ratios uh to adhere to
social distancing guidelines and that is the intent and the purpose of our summer school program uh thank you for your continued support any questions munoz i think this question kind of pertains to what ms ochoa asked you on the school year for summer school the teachers it says we're providing in-person and remote learning will the teachers be doing both or some will be doing virtual learning and some will be doing in person again dr kanto at this point in time we're looking at what the demand will be how many students are going to be coming for in person how many students are going to be choosing the remote learning option once they have that i know we do have different modalities at our disposal to address those needs if we have a good enough number
of students that do come in person we'll group them with a teacher so that teacher can just do in-person learning and another teacher could be then dedicated to working with the remote learners yes because as you stated earlier it's very difficult for the teacher to do both so okay and i don't know if this is coming in another meeting or so but how are we identifying the students that will be needing summer school as it is right now our principals have looked at uh the middle of the year data they're looking at benchmark data they're looking at their progress monitoring they're also looking at attendance and any student that is struggling is being recommended they take that they come it is an option that's also available to any parent that chooses to send their children
in for summer school i think it's great too that we're able to hire some of our own high school students and uh earn a salary through workforce it's great thank you mr munoz thank you thank you yes thank you next up the item number three discussion on elementary and secondary school emergency relief 3 from other funds allocated to la jolla isd mr um j.r flores our federal program's director will lead this discussion thank you mr flores uh good evening the board president and ladies and gentlemen of the board dr science and members of the community uh this uh we're going to start this this presentation on the elementary and secondary school emergency relief known as esther iii and the purpose of this fonts uh is to support the educational community during the pandemic and also
the reopening as well of our schools the federal government has set aside and committed additional funds that was signed by president biden uh in the form of this elementary and secondary education would be fun there's three of them esther one two and three and uh for the purpose of discussing this uh answer three esro one has already been established since march of 2020 and those funds have been already uh expanded by our district how much did our district get as per ta allocations the amounts for la jolla as they are as follow the initial amount of allocation two thirds of 98.2 million dollars remaining allocation of one-third 49.1 million dollars for a total allocation amount of 147.3 million dollars this fund must be expanded by september as you can see here in this this next
slide is the allowable expenditure i'm going to read some of those verbatim and expand in some of them if you have any questions number one any activity at authorizer on the elementary secondary education act the adult uh assuming the idea which is our special education adult education and family literacy act and the carl d perkins career and technical education act of 2006. so again on the e uh the uh the elementary secondary education it involved title one all students low economic students with disabilities and the whole students number two coordination and preparedness and response efforts of the district with the state local and local public health departments and other relevant agencies to improve the coordinated responses among such entities to prevent preparedness for and respond to the coronavirus as you as you already know we
already have clinics in in the district we had our staff the essential employees that were coming in and so forth item number three activities to address the unique needs of low economic students children with disabilities english learning learners racial and economic extreme ethnic minorities students experiencing homelessness foster care youth including how outrage and service delivery will meet the needs of each student population as you can see everybody including special populations our homeless population as well we have already identified those students the foster kids as well item number four developing and implementing uh procedures and systems to improve the preparedness and responses efforts of the district we're engaging in developing this with stakeholders along with dr science and key personnel from the district number five training and professional development for the staff of the district on
sanitation minimizing the spread of infectious disease as you know by by our study here the way we are social distancing our mass and the stations that already exist number six purchases supplies to sanitize and clean the facilities or our district including buildings operated by the district number seven planning for coordinating and implementing activities during the long-term closure including providing meals to eligible students providing technology for online learning to all students how to provide guidance for for carrying out their requirements under the special education how to ensure other educational services can continue to provide consistent with all federal state and local requirements uh our district uh the next one is numbers number eight uh purchasing educational technology hardware software and connectivity for all for all students that ace in regular uh substantive educational interaction between students
and instructors including low economic students students with disability which may include uh assistant assisted technology adapt or adaptive equipment as you can see here the efforts of connectivity throughout the whole nation has been an issue but we're this is another allowable that we can expand with this any questions on on this slide not uh moving on to the next one item number nine uh providing mental health services and support including through the implementation of evidence-based full service community schools and this is one of one of the ones that we're even seeing before the pandemic already that as our country has been experiencing some some turmoil as far as schools children having some issues so this is another one that we can expand on the mental health that this has cost as well number 10 planning
and implementing activities related to summer learning including providing classroom instruction or online learning during the summer months and addressing the needs of low economic students with a student with disability english learners migrant students students experience homelessness children in foster care supplemental after-school programs providing classroom instruction or online learning addressing all the needs at the end of the same populations the next one is number 11 addressing learning loss among the district students including the same population that we talked about low economic foster kids homeless kids students with disabilities so as you can see that that uh including administering and using high quality assessment implementing evidence-based activities to meet the comprehensive needs of students providing information and assistance to parents and families on effectively supporting students and tracking students attendance and improving the students engagement in distance

it so we had to do a comprehensive assessment of all our buildings and so forth 14 developing strategies and implementing public health protocols including to the greatest extent practical policies in line with the guidance from the cdc for the reopening and operational school facilities so the la uh number 15 other activities that are necessary to maintain the operation and all continue of service in the district including continuing to employ existing staff of the ala to the greatest extent practicable so here we're able to provide as well help for our teachers and staff upcoming events design a comprehensive tool to gather information from the stakeholders including the needs and errors of priority which is a comprehensiveness assessment and we speak we already engaged on the comprehensive needs assessment of title one and all the all the
all the activities all the all the softwares everything that we have under federal and state we already take we're engaged in that process so we are taking it to another level as well with the things that already mentioned a while ago uh we're going to be reviewing again the data and articulated plan of action to address the impact that the coronavirus has had and continues to have on our students and our community so here we're going to start doing a surveys that we're going to be already implementing with all stakeholders which will include but not limited to campus administrators staff teachers parents students central office and members from the community uh of course we need to present and discuss the grant requirements to the to the board and the work session that is coming up
uh develop this plan and share with the stakeholders for feedback we need to have meaningful consultation with them so that we give them the option to to to give us their opinions their feedback recommendations and take that also into in in in mind uh the daylight to submit our application is july 27 of 2021 which is around the corner uh the deadline again to expand this this funds is scheduled for september of 2024 so that is a year we're gonna we can do the carryover of those three years that is scheduled for so that's my that's my presentation a brief presentation for the board uh i can entertain any any comments any questions it's an application that we have to apply for correct yeah that's right and we haven't yesterday one was our paper and
pencil and this one is on the grant now it's a it's an application that we had to that i'm the official for the school district that i can type it in and of course gather all the information and we haven't received it yet but we can turn it on it's already open uh so that uh we can start working on it okay i guess what i'm asking is do we have the funds in our hands in our district right now not yet once once it's completed submitted for uh for ta ta then goes through a process and if they have any clarifications or any uh any negotiations that they call in other words that you know something that we need to change or or add that will let us know and through this process and
once it's established then they release the funds are we the only district in this situation or does other districts have their monies in their hands already or do they also have to apply those that were awarded yeah although they were awarded they had to go through this process which is a e-grant they had to apply go through those those steps that i was describing okay just for clarification because there's a lot of misinterpretation out there in the district and i think it's important for all our our staff to know what is true and what is not true you know i would even have to say that i would like to have these steps even in both languages and even given to all our staff members so that we know that we're not hiding anything from
them and that we're working together to make our district better meeting these uh guidelines from tea well certainly as a matter of fact the part of that of the service is to get their also their their input their opinions and so forth and of course when uh the plan is formalized finalize them we can share that with them for feedback as well before it says it's a it's a it's a approved by the state yeah and of course uh this this plans that that once it's finalized we have to make it public and accessible in both language so uh it's gonna it's gonna be within within 30 days of being awarded we have to we have to post it on the website to the public but again you know this this plan has to be
shared with the stakeholders very good we are beginning a formal process of just communicating these requirements we started with you today we do have a meeting with our principals where we will share a presentation that they can then turn around and share with their with their staff we will do the same thing with our parent groups where mr choa will be using the same presentation with all of her staff so that they can use with their parents so that everybody has the initial information and everyone can be thinking about it and that information is so that when the surveys come to parents or staff they will know and be prepared because they would have gotten information on what the grant is and what the allowable uses are just the way you all got so this
is the first step in the communication process and then once we're done with the communication process then we'll begin the input process from all stakeholders in all departments too yes all departments are already uh checking their their they're making the comprehensiveness assessment and what they need to operate and so forth so these funds are going to be an additional to what we have right and we can supplement and supplant this in other words so we can't use that money for uh anything that we need to and of course the state has to approve our plan okay thank you mr thank you for your clarifying questions mr are there any other questions from any of the board of trustees thank you mr tortoise thank you uh thank you very much have a good evening thank you
