My name is Angela Bryan, 717 West End Street, Rocky Mount, North Carolina, co-convener of Edgecomb United with Sue Perry Cole. We were formerly, as you all know, the school de merger community redistricting working group. We are a coalition of community organizations who have the goal to empower effective um uh community participation with school governance to advocate for transparency and governance processes and to hold ourselves accountable for the power to create good outcomes and a good

045future for our communities. A lot of our members are at council meetings and town meetings uh tonight and some are out of town. But we want to thank uh Dr. Brian and staff for meeting with a group of about 10 of us along with some ECAE members uh last week to discuss some of these issues. We also want to thank you for making the board agenda materials available to the public for this meeting in a time frame that allowed uh the public time to understand the materials and to know what's going on and being discussed. Uh to everyone here and online at least by Friday and we hope earlier before each meeting the board agenda material should be posted online and thank you for that. On behalf of Edgecom United and in solidarity with the

046Edgecom Association of Educators, we want to ask for continued transparency in your governance operations and processes. Just a few of just a small thing that is hard to notice when you're in your seats on the DAS, but please make sure you use your microphone so we can hear you in the audience and many people have hearing challenges. So good use of the microphones is very important. We understand that Edgecom County makes a good effort of using its available resources to fund the schools and you have put forward a proposal that describes the needs of ECPS. We want to join the ECAE in prioritizing the $1,000 a year increase for your classified staff who did not receive an increase last year. These are essential workers, teacher assistance, maintenance staff, transportation and food workers, etc. As for

047facility maintenance requests, we want to mention that we develop we want to suggest or encourage that we develop a a realistic facility plan given enrollment trends and that we prioritize the maintenance budget accordingly and that we engage the ECPS communities in the discussion and consideration of these matters. We do not want to ask the board and the community to make the M. We do want sorry to ask the board and community to make the monitoring of ECPS enrollment trends uh more front and center as well as the charter school funding. Is that my end? Okay. Thank you. >> Thank you, Miss Bryant. Troy Cole is the next speaker. Good evening, school board chair uh Wilson and Dr. Brian uh and fellow school board uh members. Um >> good evening. >> First of all, it's going

048to be very difficult to follow that speech up. So I I've got a long way to go. So anyway, I'm going to try. So what we're fighting for for ECAE is we're fighting for a seat at the table. And thank you Dr. Brian for meeting with us um this past week. Um, so we're excited to work together and we're excited to um work for meet and confer here. Um, so you know, um, we're trying to get North Carolina improved overall as well as this county, you know, but anyway, that's that's basically all I have to say. Thank you very much. >> Thank you, Mr. Co. That ends the public comment section. We are now ready to approve our open session minutes for April 13, 2026, our regular business open session minutes. I will ask the

049board in your reading of these minutes, did you find any corrections or additions or deletions? If not, I need to hear a motion for approval. >> Madam Chair, I make a motion that we approve the April 13, 2026 regular business open session minutes. >> Second. >> Has been moved and properly second that we will approve our April 13, 2026 regular business open session minutes. Any other discussion? All in favor of the motion, let it be known by saying I. I >> oppose the same sign. The motion carries. The second set of minutes were our special call business open session minutes on April 22nd. In your reading of these minutes, did you find any corrections or deletions or anything that needs to be brought to our attention? Hearing none, I need to hear a motion to

050approve our April 22nd, 2026 special call business open session minutes. Madam Chair, I make a motion to approve our April 22nd, 2026 special call business open session minutes. >> Second. >> It has been moved and properly second that we will approve our April 22nd, 2026 special call business open session minutes. Any other discussion? Hearing none. All in favor of the motion, let it be known by saying I. >> I. >> Oppose the same sign. The motion carries. Thank you very kindly. Next item on our agenda will be our items for information. We'll start at 6.1 school updates. Dr. Bryant. >> Thank you, Madam Chair. I believe we have a uh presentation tonight. Dr. Glend, I'm gonna I think I'm going to change the agenda because Dr. Dove and Dr. Unless you are making the presentation.

051I think you are making your read reading presentation. Is that correct? >> That's correct. >> Thank you. I went out of order there a little bit. My apologies. >> Okay. We're fine. You want maintenance to come on, >> ma'am. >> Do you want maintenance to come on? >> Uh, no. I think we're I think we're uh okay with you all right now. the as we're queuing that up, the board's going to be disappointed because I'm have to present tonight on the maintenance. >> So, they'll be >> okay. >> They they get the JV team again tonight. >> Okay. Good evening board members. We are excited to stand before you to share um exciting news. What we would like to do with our students over the summer, the ECPS summer reading challenge. dive into reading. >>

052Next slide, please. >> So, this year for summer, um, you know, kids get out of school and they typically just go home and they just go home. But this year, we're encouraging families to join us in the battle of the schools for our summer reading challenge. It'll be the most books completed, um, highest percentage of student participation, and greatest number of student reflections as a part of this summer reading challenge. Our goal is that we put something in place that excites children about reading over the summer. >> Next slide, please. So, what we would like to do, we're making this a big challenge between schools. And so each week on our social page, Joseph, we want kids um and families to know who's who's on the leaderboard, which schools are participating, which students are participating.

053So we will be posting weekly updates on the website, social media, school announcements, and parent um messages. >> Next slide. >> She didn't say Tik Tok, but you know, Tik Tok is a part of social media. I don't know how many of you guys participate, but we're going because we've got to do something that's going to engage the children and that we know that they're on Tik Tok and we know that parents are on Tik Tok. So, we're going to try to do something weekly on social media so they'll have something to look forward to each Friday in addition to the leaderboard. So, some of the guidelines are we want them reading 20 20 minutes per day. We can do that guys. 20 minutes per day starting from June 15th to August 23rd. Um, we

054have a digital reading log that we'll be tracking their time and we won't allow any entrance entries after August the 23rd because we want to make sure that we have enough time to tally the entries up and that we're being fair to all students. And so we have several reading resources. We're getting involved with our public libraries. We're going to have books that are being provided by the school, summer books, some novels and library books, um, local library collections. And also too, we have a digital um, access to books via Sora. Um, and Mr. Hayes has helped us get um, all hooked up with Sora and all the children can log on through Clevver so they'll have access to books all summer long. Okay, so those were the general guidelines for all students. But in

055addition to those guidelines, reading 20 minutes per day and logging, we also have some additional guidelines for our AIG students. Our AIG students have a reading pack. They have a curated pack of five books. of the five books they are required to read one of those books. They can read the additional books but one they must read and they have to complete a reading project to go along with that book. And those are some examples of the projects that they can do. They are to turn those projects in the first week of school and we've created a rubric by which the AIG or ELA teachers can use to give them credit for those projects. In addition, we want to help our Battle of the Books students go ahead and jump into their books and be

056ready for the Battle of the Books competition next year. So, we're giving them a list of the books that are on the Battle of the Book reading list. And we're asking them to use this time to go ahead and start reading. And we've given them a um Battle of the Book study guide that they can use to capture their information about the books as they read throughout the summer and the rest of the year. So, we'll do recognitions and rewards celebrating our summer readers. Um, we'll do top elementary, middle, and high school student in their top readers, K12. And so, some of the prizes are the first one is like lunch with our superintendent. He's so excited about that. And the students are going to be so excited about that as well. We'll do gift

057cards and we'll do book packets. Um, they'll also get a certificate in recognition of just participating and being a part. and we would like to recognize them and have them highlighted at our September board of education meeting. Just like similar to goal key, we think it's important that we get them in front of our community to talk about what they've done and the accomplishment that they've made over the summer. Um the top level reader will also be recognized at that meeting and we'll do grace span winners with um that had exceptional reading time and for the ones who've read the most books and we want to do that all during that September board of education meeting. Okay, we're excited because we're not doing this alone. We do have some community partners. We've reached out to

058the Edgecom Memorial Library, the Tarbor, and the Pinetops branch, and they're very excited to support and promote this for us in their branches during the summer. Um, and we've also we're also going to support their library kickoff because they're doing a challenge as well. So, we're all working together because if they're reading for the library, they're reading for us. If they're reading for us, they're reading for the library. um the Brazwell Memorial Library in Rocky Mount. We have made contact with them and they too will support this. Um as well as some of the summer youth programs. Um we have a meeting with the Boys and Girls Club. They've initially said that they will support this. We're going to finalize that in a meeting um shortly. Word Tabernacle Church summer camp is going to support

059with the students from Edgecom County who will be in their summer camp. And we're working to add a church in Tarbor and a daycare in Tarborough to our community partners list. partnership. >> Okay. So, community partners at home readings, the partnership is between us and the community. This is not just about us as the school, but it's the whole community. I want to see this in Food Lion. I want to see it at the health department. I want all the places that children are going to be. We want to have our posters there and we want to make them aware of what we're doing. So, that's our mission to empower every student and family in Edgecom County to build strong literacy skills by providing equitable access to reading. opportunities preparing students preparing students for college

060career and life. We want to live in a community that's literacy rich and that we empower students by being literate readers. >> Next slide. >> Oh, so the next one, so we've done two little posters. I wanted an elementary looking poster and so I did dive into Edgecom summer reading challenge and you guys can see um we're because I was thinking you know children are going to go to the pool this summer right they're going to be near some water and so I wanted to do something that would engage them so when they see this poster they know this is about Edgecom County students in reading we want them to read at least 20 minutes a day we're letting them know how they can access the books we want them independently reading and or if

061parents are reading with them we count that as well because I think That's equally important. We um shared with you the challenge that we're going to have and then the prizes for the top winners and then we have a tracking document that they'll be able to access online. It's a Google doc, telephone, uh iPad, however they can access it, they can get to it and then if they can't do that, then they can track it on paper as well. But we just need to get it back by August 23rd. >> Next one. Okay. So the um secondary theme is level up no cap readers win and it's the same thing 20 minutes a day. This is the poster that they will get letting them know about the prizes and so forth. We just decided to

062have two different themes. One that's tailored more for elementary and one that's tailored for secondary. Next slide. And this is the community flyer that we will be putting up with our community partners and so forth. So you may see them around town and in businesses and at churches basically just tells battle of the schools summer project 20 minutes a day and what the prizes and so forth are going to be. So something that's really going to be encouraging and motivating. Um we will launch this Friday. We are going to do a video Dr. Dove and myself for first things first Friday where we talk about this for students. Joseph is going to record and then it's going to be pushed out to all of the students um across the district this Friday. Just getting them

063prepared to kick off in June. Thank you. >> So, any questions? >> It's exciting. >> It's the best thing I've heard in a long time. >> Reading is what we need for all students and parents. and you all seem to be the team to get it going. Now, I'm going to stay right on top of this. I won't be enrolled in your class, but >> I will want to hear and see and find out how things are going with that reading because if I get a complaint, it's about reading. It's always about that. And I can tell you story after story, but see, we do not have the time to do that. I tell you that when I'm talking to you personally. >> Yes, ma'am. >> Just keep up this program and we will move

064our students in Edgecom County >> and that's what we are about. >> Madam Chair, >> yes. Uh could we ask the uh uh TAR Memorial Library if they would include their mobile unit and taking the books out in the counties to people in the county to people who may not get an opportunity to come? >> Uh would they include that the packet or the books to those kids those areas out in the county so that those kids can have them as well? >> We can ask them. We've been in contact with them and we're working with them. So, we can definitely ask them and I and I think that they would be willing to do it because they just like what affects us affects them. And so, if we're working together, I think they'll be

065willing to do it. >> They'll do it if if you ask them, they'll do it. >> Yes. Are are the uh are the Battle of the Book teams pre-selected? You you list the uh we're going to give them the books to be read. Are those teams pre-selected or can kids add on to them after having read these books during the summer? Can they become a part of those teams? Then >> so what we're doing, we have asked the principles to work with their students and teachers to go ahead and identify their battle the books teams for next year so that they can get the information. But I don't think that there's a rule that says that they cannot join. I do know Joseph, am I correct, that they can only have how a certain number

066of students in competition? Correct. >> Yes. So, any student can join the Battle of the Books team um as long as they are prepared, meaning that they've read books from the Battle of the Books list. Um and up to 12 teammates can participate in a in the Battle of Books challenge. So, 12 is a total that can go with six people on the stage max at a time. >> Okay. >> And having having had opportunity this summer to have read these books some extra time to read them that there may be some kids who want to become a part of it. Yes, that's our winter when school starts to get it done. >> But because they have the summer, some of them can we can >> Yes. The competition runs from it started about um

067the end of March >> where you can compete for next year and competition for next year for us is the beginning of March 2027 and then we have the regionals in the states March, April. >> Right. Okay. Um and M Reverend Privet also we do want to share that we want to make sure that every student goes home with at least one book. Sure. >> So we have sent books um there were books that were purchased last summer for reading. So those books have been delivered to schools. Um, so we've asked principles to make sure that they have something like maybe um a school book fair where they can go through and choose one of those books or a library book or a novel from classroom sets that aren't being used. So every child in

068Edgecom County should go home with at least one book this summer. >> And that's a great idea. At least um at least so many children are walking away from hands on >> the hands on they're so hooked up to technology that hands on going to be really really really positive. >> Okay. Any other comments to to this presentation? We just can't I can't wait to see it in action. >> Okay. Thank you. >> Thank you. >> All right. Thank you. >> So very excited about literacy. It's a cornerstone of everything we do and uh certainly very excited for the community to be involved in that process. Critically important, we believe. >> This time I'm going to ask Dr. Glendon Lawrence Knight to come forward for special recognition. Good evening. >> Good evening. >> Thank you

069so much for this opportunity, Superintendent Dr. Brian, and for Miss Al's assistant. For those who may not know me, I am Dr. Glenda Lawrence Knight. My work centers around supporting children and families in the areas of behavior health and learning differences. Over 20 years ago, my son attended Edgecomb County Schools, which helped shaped his journey in a very meaningful way. Like many children with learning differences, there were moments of misunderstanding. But there were also moments where the right educators made a lasting impact. That journey didn't just impact him as a student. It shaped me as a parent and as a professional and it continues to guide the work that I do today here in Edgecom County and abroad. This moment not is only personal for me, but it also reflects a lasting impact that dedicators,

070dedicated educators have on the lives of students and families. It is an honor to recognize their contributions while also sharing a resource that aligns with student support, growth, and wellness. The resource unpresented is entitled. When support is intentional, outcomes change. A practical guide to ADHD across home, school, and the community. This guide focuses on understanding students beyond labels and offers a practical approach that can be used consistently at home, in school, and the community to support engagement structure and positive outcomes. At this time, I would like to formally present one of my latest publications to the district with a special acknowledgement of Mr. Max Smith and in honor of the late Miss Linda Drrome. May I please approach Madam Chair? >> Absolutely. Thank you very much. >> Thank you. >> Absolutely. Thank you. At this

071time, I will humbly ask if Mr. Max Smith can join me. Over 20 years ago, Mr. Max Smith taught my son who had learning differences was very challenged in the public school system. But my son constantly came home and gave the rewarding words from Mr. Max Smith. If it wasn't Mr. Max Smith, it was Miss Linda Drone. Those were the two names I heard constantly. And so one day while I was sitting home, I said, you know, when teachers, educators work as hard as they do, they hear so many complaints from parents, from their peers, from the community. I want them to hear the rewards from parents. So I sent Mr. Matt a gift. >> Had a big bow on it. a really big red bow. >> Uh and and so I I shared that

072to say uh Mr. Max Smith, 20 years ago, you positively impact my life and my son's life. >> I am forever grateful. You had a lasting impact over 20 years and we're still standing here today because of your dedication, your commitment, your innovativeness to students, not just my son, students abroad, students in Edgecom County. These are the type of educators that we need in our school system. And I thank you humbly. Madam >> Madame Chair, this may be asking a lot, but if you would allow me to take a group picture with you all holding the book so that it can go in my portfolio. I would truly appreciate it. Just a second. >> Yes, ma'am. They have to stand. >> You want to come out there or stand? Whatever your desire is, whatever most

073convenient. Miss Pierce, do we need to give >> I'm sorry for the ink inter. numbers that make us again. >> Thank you so very much everyone. Thank you. >> Thank you. I am the lights. >> Next. Next item. Uh just like to extend my our sincerest appreciation uh GW Carver staff and principal M Miss Lindseay Palmer for their leadership last Friday. Also Pont Pinetops Police Department, Escom County Sheriff's Office. Uh Many of you already know we had a threatening phone call to GW Carver Elementary School on Friday morning. >> I will try I will try to speak a little louder. How we good in the back? Sincere appreciation to GW Carver Elementary School and their staff and Pinetown Police Department to descent >> and also uh Eskim County Sheriff's Office. Um, like I said, we

074had a number of uh people respond uh Friday morning to support our schools. Appreciate the patience of our parents as we communicate with them and uh just appreciate everybody taking into consideration the well-being of our students and staff on Friday. Also, over the course of the last couple weeks, our high schools have been celebrating on senior decision day our ECPS graduating seniors. They've been signing for the schools that they're going to attend after graduation. We're very excited to recognize them for their hard work and it's always great to see our students and celebrating them for uh for their great accomplishments in high school and their times in Eskim County Public Schools. Also a reminder for folks out there, testing windows for different levels are listed uh in our update. Elementary schools May 20 through June

0753rd, last 10 days of school, middle schools May 20 through June 3rd. Traditional high schools May 28th through June 3rd, and early college high schools May 15 through 21st. uh remind parents to uh support their students in testing, make sure they get enough rest, they're wellfed, and uh and that they're ready to go on testing day. And uh we want our students to learn as much as they can and uh show that in their testing. So very very exciting. Um, finally, I'd like to thank Eskim County Commissioners for a joint meeting last week, though. We had a good dialogue about the budget and other issues facing our school district. One of the things of note that I talked discussed at that time was our North Edgecom High School project. Our uh our budget for that

076and our plan uh our plan still supports the idea of a preK 12 school. Uh but our funding is a little short at this point. So the the uh project will be phased with a phase one for the high school and then a phase two for the second part preK through 8. So we're excited to get that project going and we'll be having some upcoming meetings where our architects and planners can show the public about show the public what we're working on and uh what a great school it's going to be. Madam Chair, that concludes my report at this time. >> Thank you. We'll move to item 6.2, maintenance update. >> I believe we're going to be pulling that up on our uh >> screen. So, new fire panel has been installed at Southwest Edge

077High School. Uh much needed for safety. Uh those of you familiar with South uh Edge Middle School, this is the tunnel roof which is being replaced. And there's the new roof. Uh makes a huge difference for uh students going back and forth between buildings. It's another angle of the of the uh of the roof. By the way, that was uh that was supported with lottery funding. New gutters at South Echo Middle School, a water leak at North Echo. We always like to show the second part where it's been fixed. Princeville valve that was replaced. That was just last week. And then a water leak which uh took a little longer than than we thought uh but got fixed at at Bul concludes our report for maintenance and uh as you know we'll be we're asking

078uh for capital needs that are uh shared in the budget that be presented tonight. >> Thank you Madam Chair. >> Thank you. >> Please please tell Mr. Perkins I did an adequate job in presenting the maintenance board. >> He will ask me for how did you do? He will ask me that and I will tell him. >> Okay. 6.3 Miss Sykes you here? >> All right. >> Good evening madam chair, vice chair, other members of the board and superintendent Dr. O'Brien. Um I'm here tonight to share with you that we will be hosting our second um summer camp with TCI Works. Um last year we hosted it on their Rocky Mount campus. That is where our kiddos that have 504s or IEPs um go for their pre- prerexs and then they can go there all

079the way up until adulthood. Um and so this year we are going to host the camp on Tarbor High's campus. Um last year we had about 16 to 18 participants and hoping hosting it in Tarboro. will have even more this year. Um, and so the dates for that will be June 15th through the 18th and June 22nd through the 25th. And it'll be daily from 9 to 11:30. >> Very exciting opportunity. >> Absolutely. Does anyone have any questions? >> Thank you so much. Okay. 6.4. Miss Pierce. >> I'm not quite as lovely as Miss Pierce here tonight, but I'll be taking her seat as she is. I not feeling well. So, oh, >> I'm here to present uh for you tonight just to give you an overview of the ECPS multlearner uh summer camp that

080we are going to offer for high school students. The academic focus for this camp will be for a dual track academic approach to help our ML students focusing on credit recovery as well as initial credit and instructional support uh along with our high school admin teams and ML teams. They are identifying students uh currently that would be uh for this camp. The camp is scheduled to run in the month of July from July 6 through the 30th Monday through Thursday from 8 to 1 and would be at Tarboral High School. Uh transportation, breakfast, lunch, and a snack will be provided for those students. And again, this uh will also provide these students a couple of opportunities for enrichment, including STEM exploration on a field trip to the North Carolina Museum of Natural Sciences, as well

081as some higher education access on a formal tour at East Carolina University. Um the staff camp dates will run from July 2nd through the 30th. Um, and the actual funding information for this camp will come from title three, the language acquisition PRC 104 to cover the camp cost. >> Thank you. >> Okay. 6.5. Miss Pierce. >> Unfortunately, Miss Pierce is not here. She had to leave. So, she passed off some of her work to us to tonight. >> I was looking up. I was looking up. >> I'll try I'll try to answer questions if there are any, but I don't know if I can do that. Um, so what I'm asked to present is the 21st Century Community Learning Centers Program authorized under title 4 part B of the Elementary and Secondary Act. Um she

082provided I believe in your board documentation an overview of the actual um the grant um the application or details for year two and year three uh organizational chart. Um so just a lot of information there that she provided. Um, basically this program provides an after-school weekend and summer school academic enrichment opportunities for children attending low performing schools to help them meet local and state academic standards and subjects such as reading, math, and science. Um, in addition, the programs may provide activities for youth development, drug and violence prevention, art, music, technology, um, character education, counseling, and recreation to enhance the program's academic components. Um, this grant is a three-year competitive grant that was awarded to ECPS um and 2425 school year to operate a summer only program during 25, 26, and 27 summers. Um, ECPS can

083be awarded up to 250,000 um per summer to operate this program if it meets the criteria for programming and students attendance. Um, there's actually going to be two camps. One's a um prek camp and this is for any child um who was enrolled and completed the preschool um program during the 2526 school year and is enrolling in kindergarten for the 2627 school year. There they have been encouraged to apply for prek camp ignite program. Um and this will be held at Stocks um elementary school. And then we also have a K through fourth grade um camp. Um and that is kindergarten where any any student enrolled in kindergarten, first, second, third or fifth grade in the current school year is encouraged to attend. And this camp will be held at principal. Hours are going to

084be 8 to2 for the prek camp and 8 to three for the K4 camps. And the proposed amount of students that this camps or these camps will serve would be a total of 402 students. >> Been very popular. >> Very popular camp. >> Yep. >> Transportation is provided along with breakfast, lunch, and snacks for all campers. >> Mayor, >> excellent report. I read the entire >> Yes. Yes. Great camp, great opportunity, but all kids who are sometimes kids who really need these opportunities don't always come forward and get signed up. Is there an opportunity or if you'll mention this to uh Amy to to see if we after the camp after the numbers and the names come in, see if that we can uh through principles reach out to those kids who really need it

085because sometimes they don't. And uh we have to kind of twist their arms sometimes to get them to be there. We the kids need this. They really It's a good camp, but sometimes the ones who really need it don't always apply. >> And the and these camp dates are July 6th through 30th. So oftent times like in previous years a lot of these camps um ran over top of each other. So they had students had to like kind of like pick and choose like read to achieve third graders or another camp. So, um, because this camp starts a little bit later than most of the other camps, this may open the door for more kids who who who want to participate and families who want their kids to participate to do so. I know they're

086working on um getting as many kids as possible registered for all these camps. >> So, everybody's working hard at that. >> That's wonderful. >> Thank you. >> I like that camp. >> Okay. >> Oh, uh, 6.6 Six. Mr. Holland, >> you're changing hands. >> This one is me. So, um, Madame Chair, Mr. Vice Chair, Superintendent Dr. Brian, I'm here tonight um with an item for information related to our alternative school. As you know, U Connections Learning Academy in previous years has operated as an alternative learning program. We earlier this year uh have pushed forward to turn that into a standalone school starting with next school year. As part of that, NCDPI does provide districts with some flexibility in the accountability model that is used for an alternative school if it fits the criteria. Uh based

087on our uh review of the information, we have determined that the best fit for our alternative school would be to go with option B uh of the options that the NCDPI allows us to do. This changes the accountability model for the alternative school from the traditional school performance grade model, the 8020 that we're very accustomed to to a different model that is specifically for alternative schools. Uh that model will be broken down into 20% student persistence which is mainly just their enrollment data that students at that alternative school remain enrolled in school pursuing their degree. Um uh school achievement which in the other is 80% in this model for the alternative school will only be 20% of that overall uh rating and that can be used because of the size of the school. It can

088be a three-year combination to get the the results for that. And then finally, the growth of the students would make up that last 60% in terms of the model. So this is a much better model fit for students that are attending alternative schools that have different pathways and will be something that will serve our students much better uh than the traditional model. This has to be submitted by um August 1st. We have already submitted that in terms of to uh NCTPI and what we will be using in terms of the model. But this is also something that can be changed every year. So, uh, each year that we push forward with the school, we will have to resubmit this by August 1st each year to determine what model we will stay on or if any

089adjustments need to be made. So, for going into 2627, we will be on option B. But again, as we go through, if that option doesn't continue to meet our needs, we are able to adjust that moving forward. If there are any questions, I'll be happy to feel those. Now, >> on the back of the sheet, Mr. And you have listed the threepoint >> yes >> issue with schools improving uh or not. Now the second one if you would uh maintaining and indicating that 2.9 to 2.9. Yeah, there's a negative symbol on the it got left on the line ahead that on number two. >> So, it's supposed to be from a negative 2.9 to a 2.9. >> Okay. >> So, basically what that is is describing is to show you the growth scale and it

090would fall into one of those three in terms of how they would determine what the growth metric was >> the next school year or this school year. >> So, so growth data will always be based off of the off the previous year but we will be released. So for this year again all students that are attached to connections learning academy currently are actually in their base school because it is a program. So this year all students will count for whatever school that their actual base school is. This will start with the beginning of students next year. So it's actually going to look at their results in growth at the end through the fall and the end of next school year to determine what uh that growth rating would be. >> Okay. All right. Thank you.

091>> Yes, ma'am. >> Anybody else have comment or question? If not, we'll continue. >> That's a good model. I wish you everybody. >> I do, too. Thank you. >> Thank you so much, M. Okay. We do not have any um committee reports tonight. 8.8. Dr. Brown >> consent item tonight. uh something you've done before uh accepting grant funds ECPS child nutrition department for no kid hungry in the amount of $10,000 support summer feeding program. >> Good evening madam chair vice chair Dr. Brian board members um Mrs. McDow could not be with us tonight so I will be giving her report. She is requesting the board approval to accept grant funds awarded to ECPS child nutrition department in the amount of $10,000 for from no kid hungry to expand our non- congregate summer feeding model with

092the purchase of food and supplies need to deliver healthy nutritious meals to households of children in a rural part of our county. No Kid Hungry is a program of the nonprofit organization share our strength that collectively connects kids in need with nutritious food through grant funding and teaches their families the skills they need to shop for and how to cook healthy, affordable meals on a budget. The summer feeding program will start June the 8th of this year. >> Does anyone have any concerns or questions in reference to 8.8? a our consent item. It's the only one, right? >> Does anyone have any questions or concerns? If not, we need to hear a motion. Approve. >> Madam Chair, move for the approval to accept the grant funds awarded the Ed County Public School Child Nutrition Department

093from No Kids Hungry in the amount of $10,000. to expand the non- congregate summer feeding model. >> Second >> has been moved and properly second that we will approve 8.1A the nutrition feeding program no child hungry in the amount of $10,000 uh dollars. Any other discussion on that motion? All in favor of the motion, let it be known by saying I. I >> oppose the same sign. The motion carries. Thank you very kindly. Thank you >> Dr. Barnes for presenting. 8B Dr. >> Madam Chair, um what we have in front of you tonight is local budget request. Uh I'm going to read through some prepared remarks regarding uh it's also in the board packet some prepared remarks about this message. Uh you all are obviously very aware of what the request is looks very similar

094to what we had from last year. Uh in preparation for the 2627 school year. This budget message outlines the local current expense capital needs request for Eskim County Public Schools. also provide rationale for the request highlights district priorities and describes circumstances and trends impacting the future of our schools and community. In preparation for this local request, the process of getting feedback and input include meetings with ECPS board of education, senior staff, administrators, advisory groups that include ECPS staff, parents, and students. Local current expense budget and rationale. The top local expense priority for the ECPS board of education is to retain and attract the most qualified individuals to teach and support students. Quality educators and staff who care about students and possess the skills necessary to teach effectively are the most crucial factors for student success.

095In the current environment, the district continues to experience in intense competition with other school districts across the state and region offer higher local supplements. This competition has been exacerbated by the continued trend that more individuals are not entering the education profession impacting on the number of candidates for certifying classified positions. The lack of qualified candidates let our school district recruit international teachers as well to retain and recruit absolute best employees. Board of Education requested a current expense increase of certified classified staff. The request also includes increases for bus drivers and athletic coaches and increase for some administrators to live out supplements which primarily impacts assistant principles. The request also attempts to account for mandated state salary increases which are unknown currently and the school district facility needs as mentioned in previous meetings. To help students

096succeed, the ECPS board of education strives to provide school facilities that are safe, secure, and supportive for learning. Local capital budget request aligns with the most urgent facility needs as well as improvement to buildings and grounds necessary to extend their life aging facilities in the east make this goal challenging. This year's capital request asked for over 3.3 million to address specific projects in the east schools including new boilers, roofs, HVAC and updates of other building and elect facilities. Last year's local capital allocation, which we're very grateful for, was $800,000. Lottery local sales tax and capital funding or fund sources also used to support facility needs. Uh, Eskim County Public Schools Board of Education believes the education contributes significantly to economic development both for individual students in the community. As we know, it's an exciting time

097to be in Edgeham County. Potential of new economic development, particularly in relation to the Kingsboro business park, one of the most shovel ready industrial mega sites in the region, if not the entire eastern part of the United States, with potential for significant well earned economic growth in Edgum County and the surrounding region. ECPS is working to enhance workforce development efforts and prepare students for employment opportunities in the community and beyond. Local employers are engaged in central conversations set the ECPS vision and direction for workforce development moving into the future. We've engaged in durable skills professional development support the teaching of soft skills to our students. We earned a $500,000 golden leaf grant to create and equip a welding lab at Tarbor High School. We earned a over $200,000 transcend grant to enhance and expand our

098career center learning plan for the entire school district. This crucial work will benefit our community both in the short and long term. It also will allow our schools to grow and pursue go pursue goals that are critical to our ongoing success. Hence the work we mentioned earlier tonight regarding literacy and reading and what a cornerstone it is for what we do. This work comes at a critical time for our community considering Edgeham County is raised as one of the most distressed counties in North Carolina. Based upon the latest data considering average unemployment rate, median household income, percentage growth in population, and adjusted property tax base per capita. These data support significant leadership role ECPS with our partners. These take in supporting even greater workforce development efforts. Our overall budget supports these efforts to educate students

099to support themselves in the community and academic economic development academic performance in low performing schools. uh is a blit bit of a uh a description here that uh sort of accounts for the accountability system that we have based upon 24 25 schools year results 14 of 18 county schools met exceeded growth and the district graduation rate over two years has increased from 76.8 to 81.6%. Yet we have more than half of our schools are low performing. Many of those schools met growth, but they don't reach the definition of uh 80% proficiency and 20% growth. We've worked very hard to support our school district and our schools to make sure that we are trying to enact plans that support following steps. Obviously trying to recruit and retain the very best teachers and staff. Enhanced collaboration and

100alignment across our school districts across our school district from MCL's to lead teachers to teachers in the classroom trying to introduce best research and best practice. Continue science of reading and literacy training for our prek elementary teachers and expand that into the secondary level. Trying to enhance online pacing and curriculum guides. uh maintaining support and training for teachers and staff regard regarding instructional delivery and classroom management, enhancing early warning signs and support for students at risk of not graduating. Obviously, at this time, as we know, there's a great deal of uncertainty from the state uh in relation to expenditures. Uh we also know that we have u what we anticipate will be a reduction in number of uh teachers that we have. Uh we our hope and great thought is that we can make those

101reductions through attrition so that we do not have folks lose a job. Uh we will do everything we can to ensure the budget supports learning uh across our district as we move forward. I've included in your packet the last two requests we've gotten for current expense from the county commissioners and capital outlay. Uh please understand and we expressed this at our last joint meeting with the uh with the commissioners. We we understand that they are our partners here and we're very grateful for what they have done for us as a uh as a county and uh supporting us in in the school district and u we want to make sure that we are uh do everything we can to help all of our students learn at the highest level possible. Madam Chair, I will I

102will stop there. appreciate the board and their role in this process from uh the uh individual ideas and joint meetings and uh also work sessions to support this. I would recommend that we support this budget uh as a recommendation to present to the commissioners.
