My name is Cindy Smith Barber. Today, I am appealing the decision made about my employment for the upcoming school year. Since 2013, I have been a full-time staff member here. I'm 100% invested in our students, our staff, and our community. Over the past 13 years, I have served our district as a flight school lab facilitator, PBIS coordinator, equity and inclusion committee co-chair, and MTSS co coordinator. In 2019, I joined the
003support behavior support program as an assistant. In 2020, as the behavior support coach and amid CO9, I built a new way for our remote learning behavior plan to keep our special education students on track even though they were at home. For six years, I have run our PRC 29 grant program. This demanding work serves students with disabilities at risk of dropping out due to behavioral challenges, chronic absenteeism, and academic gaps. Beyond my PRC 29 duties, I always step up to support the wider district. I have completed functional behavior assessments for the EC department for all five schools, served actively on the district autism spectrum disorder awareness team, managed district needs as the NCVPS coordinator and grew that program tremendously. provided administrative supervision whenever asked, created and presented district professional development as inservice training, and assisted
004administrators with developing, modeling, and implementing classroom management strategies for teacher success when dealing with students and unwanted behaviors. Standing here tonight is about my transparency. I want the people in our school district to know that my love for this district has never wavered. My request for consideration for what I bring to our school district does not come at the assumption that others that face the same uncertain times are any less. Regardless of any decisions made, it is the positions that I find disappointing, not the individuals. And it is my hope that every child staff member in our district is thought of when finalizing decisions. My history shows that I do not just fulfill a job description. I serve the heart of this district. I ask that you look at my full record of dedication and

Next is Rose Lee. >> Miss Lee. Good evening. Tonight, I ask that we carefully consider the facts already presented regarding school consolidation. In September of 25, Dr. Williams reminded us how hard schools have worked to stay out of low performing status. Lola Roundry stated that if schools continue to stay on it, next year Gates County could have no low performing schools at all. If our schools are making academic progress now, why would we risk disrupting that momentum? Dr. Williams also shared research showing that small schools provide stronger relationships, a greater sense of belonging, and better extracurricular participation. At that
006same time, he warned that school closures can lead to test score declines, social emotional disruption, and increased transportation time. If research already shows these risks, why would we knowingly place students into that situation, which you are? In December 10th, maintenance director Donnie Green explained, "Major infrastructure concern tied to consolidation. Gatesville Elementary's geothermal HVAC system installed in 1998 is nearly 30 years old. Replacing it would require major construction, including ceiling removal, lighting replacement, and engineering evaluations, an estimated 4.3 million." Mr. Mr. Green also stated that engineers and the North Carolina Department of Environmental Quality will need to determine whether the system could even handle additional students and that cost could be significant with extended timelines. I have called the Nancy Department of Environmental Quality and the person in charge of air quality, Betty Huddleston, has been
007out of the office, but I have left a message. Has that study been completed? Our students, pandas and dragons, deserve a safe and clean environment to learn in. Parents should never have to wonder whether what their child sees on a ceiling tile or wall is dirt, mildew, or mold. And I've had several people contact me regarding this. We would address those concerns in our own homes, and our students deserve the same protection in their schools. On March 9th, Mr. Green warned that the aging piping system at Gatesville poses a major risk because of leaks could entire building. Repairs could take years and become even more expensive over time. We have already seen what deferred maintenance can become in other districts. The Alamance Burlington school system faced a widespread mold crisis in 2023 that affected dozens
008of schools and required millions of dollars in emergency repairs due to HVAC and moisture issues. It also delayed students from opening for like two weeks. This is an ongoing issue in that system and they've already spent well over $20 million. We also learned that wastewater systems at all three elementary schools would need further evaluation if student populations increase. At the same time, Buckland's wastewater upgrades are already being addressed. I am going to go ahead and say the district itself say that hidden costs may not fully be known for two to three years. So again, where are the true savings? And before permanently closing any school, shouldn't we first ensure there is a complete long-term plan, transparent financial data, and clear evidence that consolidation will truly benefit the students. Uh Mr. Mr. Chair, members of the board, I have two pieces of information that I would like to share. I would first like to pass the microphone to Dr. Paula Simpson, the director of child nutrition, who would like to say a few things. >> Okay. Good evening. >> Okay. I just want to provide you all with an update regarding our meal service program for the upcoming school year. Last year, Gates County participated in the community eligibility provision known as C, which allowed kids to eat their meals at no cost. Um, participation in the C is based on percentage of the identified students within the school district. And when I say identified students, we're
010talking about your homeless students, your runaway students, foster migrant students, and any student identified by the Department of Social Services as needy. um to participate in the C the school district must have at least 25% of those students identified within those categories and order to be fully fed in order to get full federal reimbursement you have to have at least 62.5% of those students identified last year county participated however even though we participated we did not meet the full requirement to be fully reimbursed at um 100% %. Um, our identified student numbers last year was Buckland was at 41%, Central had 48%, Gates County High had 54%, Gatesville at 59, TS Cooper 53, and the district average was 53.89. With the financial support of the county commissioners, we elected to implement the C program hoping
011that this would uh be something that we could continue in the future years. Unfortunately, this year identified student percentages decreased, which is no fault of any ones. It's based on the number of students identified within the school district. Currently, um the report that was generated on April 1st of this year, the report showed that Buckton was at 39, Central was at 44, Gates County High School was at 43, Gates was at 54, and TS Cooper was at 41 with the district average being 44.9 5%. Now due to this decrease in our identified student percentages and no additional funding to offset the shortfall and reimbursement Gates County will not be able to continue with the seed program for next year. So what this means and I hate to say it principles is that we're going to
012have to resort back to the free and reduce application process. What will happen next is um deadline to submit the application and all parent letters to be approved by the state agency is December the 17th. So I'll get that information completed, submit it, and once it's approved, I'll distribute the applications to the schools and we will have it available for pickup at the central office. I have a question. The applications are they do they all have to be in paper form or is there electronic form that can be done? >> We will post them online. They can print them online but they would have to submit them. There's no electronic version. >> So they still have we can put them back there that they can print them electronically but they have still have to submit
013the hard copy the signature hard copy. >> Yes ma'am. >> But can they can they send them back with their students? I'm assuming that that's what they do is they send them back. Okay. >> They can drop off the central office. They can drop off schools, the cafeteria. They can um scan send them back to some parents who do that. >> They can scan and email them and stuff. Do we I know um that we didn't do this last year, but going back the year before that, do we put them out there like on our website or through the school's websites or whatever so that they have easy access to them that they can print them off and say, you know, they can be scanned and emailed back to XY andZ, but just make sure
014that they understand all of the options because as much as I hate that we're having to do this. I want to try to make it so that we capture as many as possible and then we have it as convenient as we can for all of the the parents and guardians to have that. >> Yeah, we going to post it on the school website and I'm not sure about the schools, which I don't have access to that, but we put it on the main district website and I'll work with Mr. window to make sure that we can get like a message out to the parents through the messenger to let them know that they're available and that they can go ahead and start filling them out once I get the final approval from the state agency.

How long does it normally take to get an approval of a application? >> We process them every day. >> But, but I mean, how so you can if somebody's attorney in it could be approved in 24 hours? >> It could. Yes. >> Okay. So, >> yes. Yes. >> That's okay. I mean, >> we try to process as soon as we can so we can keep up. It's just myself and my assistant processing. So when you all get the applications in, can you you all as district employees, you can look at them and say they qualify free or they qualify. It doesn't have to go to the state or anything like that.

So, previously I think if a student had free or reduced lunch the previous year, didn't they have like 10 days at the beginning of the school year? >> So, what does that look like now that everybody got free last year? >> I don't know. I have to check with the state agency from C and going back. I don't know. I want to say maybe 30-day grace period, but I will confirm that. I mean because it's a process I got to do too like to close out the C and go back into the free to do so. I don't know what that grace period looks like. >> I think we would definitely need to employ a grace
018period somehow for some students that may not even fill out the application to the very first day of school. So whatever it takes it seems like something reasonable to do. >> But that would be state agency call. >> That's not us. >> So I'll let you know. >> Okay. So, when can they start? [laughter] >> Yes. And you don't know that'll be by July 1st or whatever because it's state know how fast that moves. [clears throat] >> And to be clear, you know, we were getting this through supplemental funding and that funding did not come through this year. So, we were adding in about an additional $130,000 to supplement this program and we didn't get that funding this year. So therefore, this is what's causing us to go back to this other method. >> And
019not only that, the numbers from last year, even though we didn't reach the 100%. Last year, it even the numbers even decreased this year. So that even further back of the money that we really needed >> to kind of move forward to make it work. >> Okay. >> thank you. >> All right. And Mr. Green, would you >> Mr. talk a little bit about our consolidation discussion [laughter] that we had at a director's meeting just from ah from a maintenance perspective. >> Well, teachers have really um been a tremendous asset and trying to get the classrooms after school got out broken down, things boxed up. We got boxes out to schools. They've done a great job of labeling what they would like to get moved from point A to point B. Uh that's a great
020benefit to us. That way we kind of know what the job is as we go in take a look at it. Now we're trying to work with the studies of each school. Make sure get wax before moving things around rather than moving things multiple times. So but overall I think most things are in the in I think they've done a great job getting the boxes and things organized the school. Today we started setting some pallets up and getting ready to start palletize things where we can move them start moving from point A to point B. We plan to with the teachers as we make that transition so you know they can be here when things are moved around and um but I think overall that seems that process seems to be going pretty well. Um
021so far um the uh we're working right now working with Mr. getting getting um getting the truck to help out with the process as we get or move some of the larger items. Um the high school as well. I mentioned that you know the project there is gone on. They've started up on the science lab renovation piece. I know that's not that's kind of beside the beside the consolidation. But um the first few days of last week we spent getting that ready for that science lab renovation part. That was very important to kind of get things out of the way there. And the teachers there again big benefit. Miss Kitchell, Miss um Miss Bad, Miss Ford really did a tremendous job helping get things moving around so that they are chess could get in there
022and get started. They've got a lot of the case work down now and the ceilings are out trying to get to the point where they can cut some flooring and start to move some walls around. But that was kind of what most started last week consist of those getting that process started. So um that's about all I've got on consolidation as far as moving along. I said we're trying not to move things twice if at all possible. Trying to work with principles, work with custodians and you know there again as we start to to get to a place in filling the elementary schools up and utilizing more classrooms we're losing some storage there. So that's another area that we've got to make sure as we begin to put things in storage. You know, everybody knows
023where they're going in the plan there. So overall, I think things are going pretty well. So, I just got a few questions just to to clarify. You know, consolidation is involved in all three schools. We're not talking about just boxing up one school. We're have to do other things at Gatesville and TS Cooper, whether it's a teacher moving from one classroom to another or getting ready for a new teacher that's in a vacuum classroom. Correct. >> Correct. >> So, I went into Buckingham last week. I was pretty impressed how the teachers had everything boxed up, but it's classroom. So there's a lot of stuff in you know we're talking tables and chairs and uh you're taking two libraries and you you know three libraries you're taking two libraries. So this is going to ongoing for
024the entire summer for the most part. Correct. >> Because at some point we're going to have a a set of goods left over at some place that we're going to have to decide how we dispose of something because we can't take three two three buildings and fit it into two buildings all the time. Right. >> All right. So with that, so there's other adjustments that have to happen with the parking lot adjustments for the line pickups and stuff like that where So, you know, I think kudos to the county commissioners. They u made that decision to give us some funding to to do this consolidation. Um we do have a good expectation that everything that we need to do, we're I hate to I hate to make you predict early, but are we on schedule?
025I reckon that's the the key everybody wants to know. Are we on schedule to have everybody moved, unboxed, and ready for students? I mean, that's going to be a something I'll talk about every month. You know, are we are we all fired up here? >> Well, we certainly, you know, we have plans to be completed hopefully before August, but again, that's that's a big expectation. You know, we've been fortunate to get some additional labor to come in to help with the process. You know, moving the boxes part is not as tough a job as moving around desk and things and book cases. So, um, but yeah, I feel pretty comfortable to have everything a transition completed. Uh, certainly I'm planning on having it done before teachers get back, you know, so it's not a disruption
026to them. And as the fact that the counties provide funding for them to come in and get the classrooms ready, you know, hopefully that will help them, you know, as school as we get back to, I think maybe start school teachers maybe August the 10th, somewhere around there. Um, so you know, hopefully things are classrooms are not they're not coming in and you know, everything's sitting there in boxes. They've had the opportunity to kind of get things in place and ready to start the year out. >> So probably not a question for you, but you know, a person that's moving, when are they when do you anticipate their boxes will be at their new location and are they allowed to come in and start setting up their classrooms then? It's not a question for you
027probably. motor. Is that the plan? >> We have people that will begin moving in will be able to begin moving in tomorrow. >> Excellent. >> And so, um, we're making sure that our floors for those people coming are done first. And so, they've already begun that. And I think we'll have three completely done tomorrow. He said, as early as 12 that they can start, it'll be dry and ready and they can start moving. So, um he's already talked to maintenance and started setting up so that they can contact those teachers um because we did have some teachers in house that had to move before we could get to those schools. So, >> and I applaud maintenance because I know you didn't sign up to be the moving company of Gage County and that's what you're
028doing this summer. So, I give you all kudos of providing boxes and trucks. I know it's out of your swim lane, but you know, good good for you and your staff of taking care of us in this time of moves. So, >> and I'd like to say, you know, my hats off to the students. They always do a tremendous job. If you haven't, if you've never been through the schools now, really see what happens, this amazing job they do over the summer. They're working harder than ever this year trying to get these rooms ready. So, that transition can happen as quickly as possible. So, my hats off to them as well. They do a tremendous job. >> What's it like? >> So, our teachers, they actually some of our teachers from Bowman have already started
029moving in. um our custodian, she's finished a lot of the classroom floors. Uh we had our teachers that are transitioning from one room to the other. They pretty much already swapped out um and they start the process of bringing stuff over like you know I mean as teachers some things you just want yourself. So they've already started they start >> and that's another again just another shout for teachers. I saw some teachers putting it in their personal vehicles to move it. You know, that's going beyond that's that's really taking a a positive approach and moving their own stuff because they whether it was the delicate or >> we don't want you. >> That's okay. It's been really really tough and I think that initial just getting out and getting into the schools and I've heard a lot of them say how welcomed everybody made them feel when they came. Um Mr. Hill and I visited Buckland School last week and the teachers there were working tremendously hauling and packing and they've done an excellent job and yes they were loading their vehicles with um items from the classroom. One question that came up with the um in the library books
031the library books that were at Buckland have a different bar coding. Um what will happen with that when they do a reassignment and things like that you know Mr. Man, >> I know we'll have to work with Alexandria who is our uh you know software provider to to deal to duplicate the barcodes and whatnot but um >> is there an additional fee for that? >> I think there may be I'm not certain but I think there may be >> okay to started already changing the label so that as a county we have to use the same system. So, Miss Turner has had her whole family in here labeling the books so that they be the same as TS and that so that they're all on the same because books do get swapped in one place,

Okay. >> And just for, you know, clarity, um, [snorts] for for some people that follow just the board of education and didn't follow the joint commissioner meeting, you might have got misled a little bit. The county commissioners are not asking us to be vacated out of the building by July 1st. That sort of became a conversational piece, but it got sort of confused. So, they're not asking for the keys to the property or anything like that come July 1. We're working through the process of trying to come up with a long-term facility plan. We're going to continue paying the light bill, can continue paying the water bill on a reimbursement agreement with the county until we can get some transfers going. So,
033I don't want anybody leave here thinking that July 1st we we turn our back to the building and we don't have access to get back in there. We're fully engaged as a board that that would still remain in the, you know, schools uh purview right now. We're going to work with the county to come up with the long-term facility plan, but there is no running this running the school system out of the building July 1. That is just a sort of got mislabeled out there in the community. Uh that is was not their intent. So, just to clarify that, but what did really happen was we didn't receive the money in our budget originally for Buckland as far as the light bill, the water bill. That is not in our projection to the county. They're
034going to pay that. So, that's that's actually what happened. Not, you know, we're turning a set of keys over and that they plant the flag in the middle of it. So, I just want to clarify that for the community out there that doesn't follow both. So, other things we're, you know, we're working on, you know, the labs, and we've got some some other things we're working on, too. I think it's it's going to be fine as far as, you know, we'll have to re re [clears throat] categorize the uh Chromebooks in the system, too, because uh you know, they'll be split between the other two schools, but that's no big deal. 037classrooms on pallets and wrapping them. They do. We do have three of our K1 teachers who still have more to do and are working on it. They are in question on what to do with the library and how to proceed with breaking that down and distributing it between Gatesville and TS Cooper. Mrs. Dickerson has been in contact with Mr. Smith, but she does ask, will there be additional compensation or trade time for the librarians if they need to break this down this summer? And I'll just interject knowing that we don't have to vacate by July definitely will help with that as well. I heard it stated, sorry, meeting I've heard it stated in previous meetings that the idea of trade time or compensation may be a possibility as everyone packs in their new locations. Is
038there any concrete information that can be shared with staff about that? And she did say we are working with the directors to get answers and timelines to the following questions and should have been assumed. And she said I could number one because I've already answered that one for her. Um, but this it's just questions about what do they do with the records, the maintenance records from the custodian and drills and um inspections and things of that nature. What would slowly need to do with bookkeeping records and then inactive records for students as well as records from the 1950s that are still and they are because sometimes that's proof of you know enrollment if someone doesn't have a birth certificate. 039in my notes to ask if the teachers had been notified that they would be paid for their time. >> Well, >> for some compensation. >> So, so what was set aside is we set aside a pot of money uh in the request for the move because basically we we you cannot force somebody into trade days per se. I know that's a word we don't like to use. Uh so there was a pot of money that is designed to pay teachers a daily salary uh to set up their classrooms or move their classrooms or whatever. You have to get the I read the detail out of the HR department. Um but that possibility is at least there and you can set up the parameters around it because basically you cannot you have to have you have
040to have money in order to pay for it if somebody asks for it. So we sort of took care it's a small amount uh but there's some there's some money there. Yes, it's not a forced trade. >> So I think once we know one when that money will be available then I can communicate kind of that timeline to staff and then create a process with administration of just having a record of who came and on what days. Um so as when I get notification of when those funds are available and I can start having those conversations. But yes, we did um in the consolidation cost um include some funds in there for the move for teachers. >> So Steve, how is our request? I know it was approved by the county commissioners last Monday, Wednesday.

Uh tomorrow the entire board will be going to Raleigh to meet with the North Carolina um commissioners advocacy um commission and we plan to meet in break sessions from 3:00 to 6 o'clock and then the next day which

So, we're looking forward to that and we are going to truly try to be more or try to get more monies available to Northeast and North Carolina because we are suffering from that area. 048be transferred into local. Our local spending is at 88.59%. Federal grants are 83.94 83.98. Capital outlay is 88.82 2 child nutrition is 92.32 and our local restricted 89.02. So the one concerns me on local it looks like we budgeted $271,000 to pay for teachers for the most part 5100 and we had to go get another 225 which means we ended up spending $496,000 out of local funding >> right >> for teachers for this upcoming >> the board was aware that we were out of balance for the year right >> so that's that was a a choice whether to address that earlier address it now

But the way we have it now, everything so tight can't address that until back. And I agree that's why we had to make those deep cuts we had to make because we don't have that not only general fund to balance off of but we didn't have local funds to bounce off of next year. >> So we had to make some tremendous cuts this year >> and it will pay off. 053Federal grants uh I have EC expenditures a little bit higher than this end of this year. Um that's just kind of what EC is at times. It's eB expenditures won't be as high as they are this year. Um currently we just you know that's staffing student wise that's kind of how that goes. You know some years are higher than others because of the needs in my local aid. Uh I've got a little bit of a expenditure increase in nurses that I had to cover and also legal fees but that's to be expected going through consolidation. >> So where the nurses are under which one? >> Uh 5800. >> Thank you >> 69.
