Hey everyone, thank you um for your patience. We will begin our meeting, our monthly meeting for Metroina Scholars Regional Scholars Academy. Dominique, do we have a form? >> Yes. Kim, do you mind reading the mission statement? >> Yes. Central Island Regional Foundies provides a differentiated, challenging, and equitable land that supports the distinctive intellectual, social, and emotional needs, highly gifted children from diverse backgrounds, and enable them to form meaningful relationships with their intellectual peers. >> Thank you. So these meetings will be broadcast to the public via Zoom webinar platform. This medium is a secure forum for engagement as it requires attendees to register, limits interactivity, removes the ability to communicate without permission and did not permit anonymous participation, comment or annotation. The registration will require the submission of first and last name and email. Um, I'll

entertain a motion to approve the minutes from the previous board minutes. >> Second. >> All those in favor say I. >> I. >> Uh, all those who do not approve say nay. The motion has passed to adopt the community base board meeting minutes for January 26, 2026. Then uh I'll entertain a motion to adopt today's agenda. >> Second. >> All those in favor of adopting today's agenda, please say I. >> I. All those who do not want to adopt today's agenda say nay. Let's have it. The today's agenda has been adopted. This will be the first opportunity for community comments. This public the public is welcome to speak limited to three minutes per speaker. The topic should not come for private, confidential or personal information. The board will not respond to or enter into a

dialogue on topics discussed. At this time, you may indicate your desire to participate in community comments by raising your hand using the controls in the Zoom application or browser. I don't see any hands raised. and we'll turn it over to you Jessica for your uh report. >> Okay. Hi everyone. Um I the first piece of the report is just discussing or talking about our conference we had last week at Scholars Academy, the gifted minds conference. Um we got some very good feedback from our staff as well as teachers who came from districts um all over the state. We actually had people travel from Raleigh and Durham um and some other areas that were about three hours away. We had about half of our participants were not our staff. Um so we had about 50 our

staff and then an additional 50 people who came from other districts which was nice to meet them and um hear their feedback. Um we had two speakers and they both did two sessions. So uh first speaker was Dr. Emily King and she is a psychologist out of the Raleigh area who specializes in neurode divergent children including gifted children and she did some really great sessions on working with kids in the classroom um creating inclusive classrooms and some different strategies to engage kids and motivate kids. and then also um did a session on teacher mental health and um working with teachers on making sure they're taking care of themselves in all the emotional labor they're doing with students. The other speaker was Lisa Pagano and she is actually right in Charlotte and she is a expert

in gifted education. She has opened her own company called Bright Beginnings and she did two sessions on making um content. Um she connected it to depth and complexity which has been a focus of our school for the last two years. but she um she brought some new ideas to the conference and um she did a really good job of making it interactive and having the teachers kind of practice the strategies she was teaching as she was doing it and letting people talk to each other about what their ideas were for using these things in the classroom. So um and then we ended the session or the whole conference with groups getting together by age level of kids they taught and talking through what they want to bring to their classroom for what they learned on

Tuesday um in their next steps. So I think it was a pretty successful conference. We are getting feedback right now. Um we have a survey out to get some feedback on the conference. We are moving the conference next year to October, which is a significant difference in time, but we're moving it because North Carolina has a gifted conference they do every year, and they've moved the location of their conference to closer to Charlotte, and it takes place only two weeks after our conference. And we didn't I didn't want them to think we were competing with them or stealing audience members. So, we're moving it to the fall to have a good split in the time um because I know Dr. Emily will actually be speaking at that conference. I'm not sure about Miss Pagano, but

just just for um the relationship sake, I didn't want any competition there. So, we'll be doing it in October of the next school year. Any questions or anything about the conference? >> Sounds good. Okay. And then the second is um so we have our new counselor, Miss Barber, and um I'll invite her to a board meeting sometime, but she's been working on kind of her plan for going through the rest of this school year starting so late in the year. Um what our SEAL program and whole child program will look like. Um she has been jumping in with a lot of things. So, starting off with like classroom lessons and signing up with teachers on how she'll come into the classrooms and teach. She's also going to reintroduce the Soore program that was part of

our monthly or our quarterly program for our students in the past. Um, and let me just see, I'm looking at her plan right now. Um, she's going to be doing a career week with students who are leading it. actually students brought the idea to her and she's working with them to get it off the ground in March. Actually, in a couple of weeks, there'll be a schoolwide career week. She's doing um some things with a kind kindness month, which is February. And then, uh let me just make sure I'm not missing something. She's also going to be doing some parent education pieces this spring. Um, so those will be virtual, but she will be adding those on to um in addition to things like small groups, working with small groups of kids on different skills,

one- on-one with students, and then also working with teachers and supporting teachers to support their students. Any questions? Oh, thank you for that update. >> Okay, I think that's all I have for now. We will have more on admissions next month because tomorrow is our admissions committee and a and we'll be having our lottery in mid-Marchch. So, we'll have all the numbers, all the information for you for the next month. >> And then we have one item to disc contractal item to discuss and close. >> Yes. And don't we have one more? Um maybe just confirmation of a new employee that started. >> Yeah. You want to talk about >> Mr. Smalls? >> Oh yes. I was I don't even know what day it is. Um yeah. So Mr. Smalls, Michael Small, he started last

week um was his first week with us and he um is serving as the middle school principal. This year will be transitional with um Miss Delp and him overlapping and things as we sort them through to the middle school and elementary school. But um he started last week and he's been shadowing and orientationing on boarding with um uh staff at the school specifically Miss Delp and myself and then others. So excited to have him and have his insights and expertise to add to the school. So I guess you'll probably hear from him more too um as he gets acclimated a little bit. >> Any other questions for Dr. Coono? Thank you very much for the update. We look forward to hearing about the admissions next board meeting. So moving on with our agenda. Um Annie,

do you have uh an update for the governance committee? >> Yes. Uh thanks. on the for the governance committee. Uh the two main items um one is the of course the strategic five-year plan. Um I was like also brought up in the prior uh discussion we did discuss about how to go about um putting that strategic plan back to uh the drawing board. Uh so the governance committee will be meeting on a workshop um on its own and then come back with the board with a more targeted approach. Um we thought that would be the best way to go about um um hitting on the five-year plan. The second big update um as you may uh saw heard um the midyear ED evaluation survey where the staff participated um a few hallmarks to bring to

everyone's attention um just as a background this survey was available to staff members earlier this month. Um, as you all know, this is an anonymous survey and is aimed to gather insights on leadership, communication, support, and culture. So, thank you Dominique for uh organizing that. Uh, we received 34 responses basically um hitting a 68% participation, which is great. Um, and this survey has helped and will continue to help. Um, so we consider the ongoing um assessment. uh to get the board to take informed decisions about school leadership and construction work uh growth opportunities. And of course, more details about the results of this survey will be shared and closed. So, thank um everyone for participation and Dominique for um helping arrange the survey this year. Um more on personal staff to be disclosed on on

on closed and continuing the board recruitment process. So yeah, those are the key um hallmarks for um today's governance committee update. >> Good. >> Oh, >> yeah. >> We can move on to policy if no one else has questions for governance. >> Um on policy committee and please uh feel free to chime in and keep me honest. Uh the big update um as you all um saw from the first read of the prior board meeting, we're ready to take and propose the vote which we can take at the end or now on the title n update. Um we can and I'm ready to you know if we all want to look at the uh hallmarks now or the red line uh but they're available upon or as needed. But yeah, I guess it's Are you

sharing that now? It's not been shared publicly material. >> All right. Well, if it's available and attached on this um but as a hallmark, I guess it will be helpful to just highlight that the key change really relates to discipline. When can the school um justify a removal of an of a someone who in this case is a respondent um of an investigation, a title N sex discrimination um investigation, when is that removal justified? And so it will the the change is adding um when is this warranted and and and that's the language that uh like that we got from council. Is that the one? >> It's seven mandatory response and procedure obligations. So we added numbers eight and nine or I mean depending Oh but you can't even see that. So maybe didn't it

didn't appear >> this was I think it was a nice working you can't see when the board members themselves see the can I see and I and I shared it as a >> attachment to >> I mean here in the agenda and also to everyone um by email. Um so I can read the the language that was really the hallmark. I was at it. So first of all of course um we're changing the title line coordinator to Miss Delp. So that's the first change. It used to be a uh you know who was there is no longer in the in the in the school. Number one. Number two again this discipline approach. I'll just read the language. While while scholars cannot discipline the respondent prior to the completion of the grievance process, while our academy

can can act to remove on an emergency basis. See, that's really the differentiation. A title N responds entirely or partially from its education program or employment activities when an individualized safety and risk analysis has determined that an immediate threat to the physical health or safety of any individual justifies such a removal. Scholars Academy will utilize a five-step process. This is what's added um in the standard in the 2024 standard um required to make such determination as required. >> Perfect. So the standard is basically making sure that there is that risk assessment uh when we are um when the tool is looking at removal of that respondent of a title N claim which includes you know doing a risk analysis there's an immediate that the individual poses an immediate and serious threat. This is the the

language here. >> Yeah, this is the old. >> So, it's not it's not marking the bloodline there. >> And this was a requirement based off of legal trust advice. So what we did is we bought uh we basically just acquire what the what the new title N uh would be and what we did was just compared it to our current and just highlighted the what changed instead of just reproducing whatever council advised. Um so those are the hallmarks. Um again let me know if you have any questions but we uh you know because we've circulated from our first read and now um we would like to propose and move this forward. Uh what would happen if the board approves? Of course, you would want to update uh our title N page on our website or

uh Miss Delp's Title N coordinator um information as well as the staff and uh >> just to be clear, we're not we're not changing the policy to have Miss D's name. You're just changing the website to have her name, right? I mean we used to put the name >> in the policy. Why don't we just put the title the title link? We can put not the name but we would what we there is a requirement to put the email and phone on the website >> on the website but with the policy there's a policy I just don't want to be people >> yeah I mean yeah I understand where where you're coming from and I do think this but I think the underlying conclusion was because we do we are required in the policy to

put the contact itself um we would need to leave the email and phone but maybe not the name. So we could say title coordinator >> found in this page but the contact information needs to be in the in the sand book and then making sure that it's available uh on the website. >> I think that's the only thing I mean we I'm I mean we can just not put the name because I know Miss Dr. Kuno uh raised that. >> Yeah. >> Well they're just first session courses. It's easy, you know, >> not to put them to change. The email address added some people to the email list. >> I mean, if we can come up with an email that is monitored by someone, then okay. But to the extent that we do not, I

I don't think we can leave the policy without actual underlying monitoring email address. You could get an email address and then just have a score through executive drivethroughs. I think they No, no, no. Not the board. >> Oh, I think similar you mean what it's forward to other. >> Yeah. Yeah. Yeah. So, we have one called admin SA and that is connected to my email, Miss Delp's email. It's several people and so that would be an example we could use. >> But so to confirm, you don't need to identify any person and just a contact a way to contact. I would want to run that with uh with council because the the template itself and how I've seen other policies from other schools they do put an underlying contact name like I want to know

who this person >> right >> receive my complaint I don't you know just gives assurance and transparency of who of the of in this case uh not the art of the whoever makes the >> whoever making making the complaint. Um >> making the complaint. Um so I guess I can put a note for purposes of the board discussion to just you know pending upon whether confirmation from council otherwise we would need to leave the name. Uh but yeah, other than that observation which uh I think the key part was to update the contact um but leave it up to the standard of of 20 of the current standard of title N >> um >> and then um more on the agenda. So that's in title nine and then yeah other policies and review um because

of similar um especially again on the discipline part it's where we're seeing um some of the hallmarks of um policy updates and then on the AI policy ground which very exciting um we did talked about that we looked at u what the county has issued and discussed the opportunity to share with staff members I think more of this to come in the educational excellence update uh and next policy committee scheduled by next Friday. >> Um are we looking to involve the title n update right now? additional on the >> no on the observation um about the title n I'm trying to see like how do we take a minute um on the title n contact information at title name otherwise we would vote it as it as is and we will leave it as it

so conditional and checking with council whether we can make that observation happen >> any issues with that >> well I voting perspective. I just don't see waiting another board meeting to vote on such a material uh change or difference that >> well especially because right now now the contact information is not the right one. So I I wouldn't recommend moving on. >> Yeah. So, I'll entertain a motion to adopt the title 9 uh policy as amended and recommended by the policy committee with the understanding that the name of a title 9 coordinator may be referred to title or by name upon recommendation of outside >> council. Second. >> All those in favor say I. >> I. >> All those who oppose say nay. >> Have it. The policy has been uh adopted. >> Thank you.

>> Is there a specific reason why that why council's having us reviews and code of conduct? Have there been changes or is it just administ like good practice to go through it every once in a while? Yeah, I mean the code of conduct it's more because of um around the county on discipline. >> Okay. >> Um that she recommended we we take a stab at that and then the grievance because we are now required to post that that we would otherwise it but just gives us an opportunity to make sure I go through this. I was just the regulatory part with the title line Josh. This was in response to several issues she's seen with her uh with her clients and global numbers been going on with >> any other questions for the policy committee.

I mean the other one big one was the the wireless which we got out of recently as well have wireless policy if it's been that well yeah we file but then we need to check behind. >> Liam, would you like to provide us an update from the finance committee, please? >> Yeah. So for the 3B plan communication um so basically that is the communication that needs to go out to employee that prov they are now able to make out of their pension account. In the past, some former employees tried to do this and um they were denied. So there was a correction made in the plan and so now they're able to and so this letter was drafted and um shared with a couple board members so that they could review it and then this

letter will be the next item is our January um financial statements. two documents in the agenda. I think I'm pull up. Yes, this one. This is share. >> Give me a moment. documents. >> So this is our income statement. So um every month we go through each transaction to review where we are in our current actuals like our current um income and expenses and verify where we are in terms of budget. And then we calculate the difference and percentage and um we look by line and run it. So we pretty much are as of the end of January halfway through the year and um in our video um there's nothing significant that would be of concern. Uh we are at 52% of ours are 52% of our budget which line of expectations. You scroll down

to expenses. You can look at expenses. So far um sorry budget. So please hold on again there. Um so our previous column is our budget. So our um total expenses were expected to be at 2,66,000 and we are at 2,354 and that's also in line with the expectations by 51% of our total budget. Any questions, concerns? So um our finance director did tell us that there um there is expected to be some movements of the category that's more detailed. It's called fuel troops and that um basically there's going to be some cleanup in the category um in the future. But those are things that are the kind of things that we notice sometimes that are going wrong from our accounting systems. So that when is it coming that this this one it's um more detailed

version of that. It just goes line by line to see within each report. We do have some budget amendments. Um you may remember um in our last meeting we did budget amendments for the state and federal. alum revenue lines and this month we're going to have adjustments for new line of the agenda. So these are adjustments and we're are presenting for so basically these are um our budget is the original and purpose is what we're proposing to adjust it for. This is based on the um residency of our families. So this year we have a new family from the gas county. So that's why you see a couple brown there. Um then um there's less money coming in from we have less students coming in from the county or more students coming in county so

that's why you see a there um and then um we do have some adjustments for facility rentals means the we rent facilities during the weekends of other um vendor services and so there's been an increase in the rent that we've received from them. So that's the adjustment there. What's a net $5,000 just allocation between the different we want the board to approve the adjustments for this? Any questions um for the treasurer about these amendments or any other aspects of the financial statements? >> I think we can. >> Okay. >> Um so then the next item is grants review. So um this is a ongoing process that we're going through. the finance committee is um every meeting we kind of collected in terms in the document all the different grants that the school is receiving and

uh whether we qualify for them this year or not and uh just to understand it better so that um we can be on top of it and so one of the things um Antonio um shared with us in the last meeting is that there's this PI high number that needs to be updated probably on a yearly basis to make sure that grants come in. So that was done and then the last item here um we have a fair amount fair in our accounting firm right now contract is coming up for renewal. So we will begin to record quotes from with other pling forms to make a decision as to which garden um project for next year and just the question do you know I'm getting you but do you know how this increase or move

anything about Well, this is the first year we have performance >> fair just in general. >> That's what we're going to try to find out. That's what we're trying to, you know, do some quotes so that we can gauge how fair or not this is. They they did tell us that this year they gave us a discount. So it means like a trial period but we are uh like much lower than so in order to keep to make sure that we do legit that >> so we we've also gone back to look at the quotes that was prepared by last year and what was negotiated in the process for negotiation. Um, since those individuals left the school, we have to kind of do some digging. So, we're looking into what was negotiated over email, for

example. Um, but we also have looked at some of the paperwork that was provided to the finance committee last year um, from the other vendors we received quotes for. So, we're just checking the like the reasonleness of the cost increase and also at the same time evaluating some of the services Bearman's providing now through some of their subcontractors, if you will, or or service providers that they want us to use to determine if that service is worth it, if there's some cost savings potentially. >> So, we're not just >> accepting it. Yeah. where if they want to renegotiate then we'll rekick all the tires >> and perhaps we could even ask them if they're willing to cap increases. >> Yeah. >> Forward. And that was another discussion is uh we had in the finance committee

whether we can um negotiate a ladder approach to the increase as opposed to one step increase or potentially contract a um tempre or just going >> yeah no more than >> just more predictable for us. Any other questions on this? Okay. Well, then uh you want to do a vote, right? Uh Lillian. Okay. So, I'll entertain a motion to adopt the budget amendments as recommended by the finance committee. >> So, moved. Second. All those in favor of adopting the uh budget amendment say I. >> I. >> All those who do not want to adopt the budget amendments say nay. I have it. Budget amendments have been adopted. Shu. Do you have some updates from the finance from the fast committee? >> Yes. So currently the fast committee is working with the school ad team to

find the best way to get announcements and the emergency alert to the rear playground. So we want to make sure when kids are outside so they can stay informed quickly and reliably and also we we also started gathering pricing for new hack units for the building. It is part of the long-term financial planning. So we can budget responsibly and avoid any surprise cost. And our next meeting will be on next Thursday uh right after the morning drop off. Yeah, that's all. >> Any other questions for the finance committee? Malik for educational excellence. >> Thank you. Next meeting will be 14th. >> Uh that's not going to work. >> Yeah. >> No, my apologies. >> Yeah, that earlier today and I'm like sorry vacation on your mom. He's like, "No, man. We're not." So that means

three now and 14 the education plus committee will be the county 2020 school. So we did one thing um and then the um thing we're able to look at some of the data and inflection points and and um we'll take some of inspiration back to the leadership team. The scientist that know we reviewed it on that based upon the review uh there some additional steps taken. Um the education committee begin to review the strategic plan in line with what the governance committee is discussing so that we can uh begin to fulfill educational service portion um or the state plan. And then lastly um the AI policy implementation it was noted uh by the pause committee you know the concerns being reviewed in various committees would like to know from apparently on the 800th episode of

the Simpsons in the intro the when he's signing you know his punishment but says I will not use AI to my punishment on the board. I think that's you know clearly enough >> that you know in the topic of the the dooms um so um education excellence was looking at it the teacher leadership team is identifying individuals um you know so that they can discuss the children development as well as you know practical way to implement AI various members um on the the board have shared uh some material things going on work experiences and um we're doing this with a plan to actually uh be able to serve the following year with um an existing policy that involves uh transformation the community from the board and from the teacher Any questions for the educational committee?

>> Maybe I'll just comment or I you know just add just based on could be also discussed this on the policy committee side and um really what we're looking at is more than hey AI is this and it's that. It's more around hey this is guidance of when can we use AI um how can we use it and and when is an appropriate use of AI um and likely would tie really nicely with acceptable use of technology and and and all that but just to give it color because I think we've talked about AI policy and like we really kind of haven't grounded much but that's kind of the color of at least uh have we discussed it in public. So very exciting. in in the personality range, right? With teachers where, you know, we

have some teachers who may who may want to uh where we're not to, you know, we're lighting things and not utilizing the computer. We have you know we're running what tools and what basic foundation uh we need to establish that the student is having prior to the use and then the uh what types of um subjects and or uh lesson plans would incorporate AI and how we can have responsible usage of that. I mean, we're we're really trying to make sure that um you know, it's a broad spreading of of of ideas that are being utilized. And then I think Cammy you wanted to I mean >> just wondering if um you're including like a documentation and citation of any resources too when you're considering all that like having student potentially having students include a

disclosure statement at the end of work that says I use this tool in this way um or like how them properly in various documentation steps just making sure that I'm going say that yes it is the website for people school and using it and then um in two meetings previously we shared with the mechan also so we and and actually one other thing um policy we addressed um not only the student use but then we'll need to make sure that we have um a policy that addresses um the staff's usage of uh AI and to uh make sure that confidentiality are protected uh in the way that staff utilize AI. So, we're trying to to show this room. >> So, >> yeah, I think >> you don't know what you don't know. >> Yeah, >>

but it does like at least um it some of what we've seen. I think this I can't remember which one's not with the source, but yeah, like >> not exactly prescribing. I think that's going to come over into the details as to how the teachers are expecting the citation to work, but at least recognizing that you're using AI. Um and then you know maybe give some discretion to the school but I think one of the other things that we were discussing at least in the policy committee you know we were trying to solve every single use case we may not never get to an a policy so we really need to start and kind of hey what are the overarching principles of what we think is acceptable non-existent go from there um so yeah I

think that was better recognizing that how um it's appropriate for teachers to use AI in grading that's becoming a big thing >> as well like being student work I I don't know if here I'm talking but how being embed into AI and the AI programs graing it um and providing them feedback so just not only like how instructors might teach with it but they might use it to grade as well and some of us feel like we're in a loop of where the students are using AI to rate and then teachers are using AI what is that there's no point involved And that was discussed in in the last committee meeting as well as part of the teacher and staff acceptable their version of the acceptable use because we do want to consider the fairness

of grading the the appropriateness of grading and um potentially that material having confidential information in it itself. So um there might end up being a cost solution to it as well um that might give teachers more flexibility and or less if we don't accept the cost. So um yeah the application um I believe we look at it. >> Any other questions for the educational excellence committee? So Tim, what do you >> We don't have any updates to share today. We are meeting on March 4th. >> That takes us to our four child meetings canled due to snow. So we are going to reschedule for March. foundation there. >> Um I think sorry >> that's okay. >> We have enough. >> Okay. So for the foundation um so do we want to share numbers? >> Yeah

we can. Nice. >> Yeah. my um February 18 we were at 19% almost 20% for donations received in comparison to our own our goal it is 420 cent and we've received 83% and for pledges um we've received 115 15,768. So both of these numbers are you know what people are receiving the same period last year for 2020 for 2020. In terms of family participation, we are at 31.78 returning families and 28.21 for new counties and the overall participation rate of members. Um, since I did this report in February 18th, um, the pledge number went up slightly. Um, but we're still welcome. Um we have um as some of you may know our foundation director reasoned February 15th and we are now in the process of interviewing new candidates. We've interviewed three candidates so far and

um two of them have been screening and in some interviews. So we're moving along with those two and then we have open screening this week. is moving along with me for that gap to bring some activities up to date. Um, we've had so we started with the ambassador list. So this is a process where uh ambassadors are school parents that support and so basically there's parents probably and we are reaching out to them to followation. And um every year we we required to sign letters to all of our donors that provide a summary of donations for the priority here in usually sent in also this weekend and received. Um and um so pretty much we're up to date with all the critical activities for this school right now. Um there are still some things that

we have to address with the outreach and uh you know just keep trying to get that counted. >> Thank you Lilian. Um, regarding the donation amount and pledging amount, I do want to stress to the community that we are significantly behind goal. Um, and we're significantly behind pace relative to previous years to reach that goal. Um, if this piece continues as is, it's quite possible that some of the features of the school that currently have um may not exist. Um, these foundation, these donations to the foundation are critical. the school to operate in the way it currently operates um and to facilitate um large expenditures such as HVAC um that we're expecting to need in just a few short years. Those are not small expenses and the school would not be able to afford replacing

an HVAC system if we continue on this pace like we do. So this is very important. Um, so I encourage the community and everyone part of the community to be ambassadors themselves and want to thank the ambassadors who are actively reaching out to people. >> Yeah, the planned and unplanned, >> right? This is important for the planned and unplanned expenses. Um, we're doing our best to think of everything, but we will never be able to think of everything.
