Good morning, everybody. Hope everybody's doing well. You see we have an existence of a quorum, so let's call this meeting to order. Everybody please stand for a moment of silence and pledge allegiance. Do want to say something about Andre Morton. Andre Morton was a student at Ashley Chapel that passed away this past weekend. Keep him and his family in in our prayers. So, Bobby >> Bobby Little. Oh, yeah. Yeah. And Bobby Little. What can you say about that man? Um, real quick story on Bobby Little. Um, after Ralph [clears throat] had left after 24 years of being principal at Richmond Senior High School, when I went over there, um, Bobby was amazing. And uh, along with the entire faculty, uh, Bobby um, just kind of really held my hand through it. Bobby was a tremendous

person. I was there with him the day his his his both his children killed. Um, we knew Terry really well. Bobby was We were in and out of his house a lot. He was at our house. Bobby was just one of those guys who just always you always thought of what a great person he is. And you know, we truly miss him. Keep Bobby and and and everybody in your prayers. Moment of silence, please. >> [snorts] >> Say your pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. By the way, I think today is the coldest day of the year with that wind. Do we know who's been on the

thermostat in here? Yeah, uh but I I just turned it down. You have any other tentative changes to the agenda? No. Then on the consent of the board, we will adopt the agenda. And we'll go right into it, Mr. King. Hello, sir. You come to the board meeting just to relax a bit, don't you? >> [laughter] >> Absolutely. Mr. Chairman, fellow and other members of the board, so as you know, we put out an RFQ for design services for our new LJ Bell school. Uh we had six responses to to that RFQ and uh Mr. Faircloth, Mr. Horne, and myself, uh we looked through those on the on the 4th of this month. We narrowed it down to four. We called those four in for interviews. We interviewed those on the 17th. And after some

deliberation and deliberation, you know, um on a number of things, we are recommending that we use Moseley for our design services for the new LJ Bell school. And you need a motion and approval of that. So it's to select them as uh to enter into negotiations with them also on on the fees for their services. And we are trying >> negotiations with that company. And then if you approve that, then we'll negotiate with them um a fee and bring that back to you for approval. So moved. Have a motion by Mr. Baldwin. Do we have a second? >> Second. Seconded by Mr. Tillman. Are there any further discussions? Yeah. Tell me what you just said. Tonight, we are just approving the firm tonight. And then you're going to negotiate with them the price and bring

that back to us. Yeah, you are approving We are requesting approval to go into contract negotiations with Moseley. Yes. That's what I wanted to make sure. Not the price tonight. No, ma'am. That will be once we approve them to go into discussions, that will come back to us. Any other Any other questions? Not unless you have anything for Ashley. She came down for our Ashley, hello. How are you? Do we have any questions for Ashley? Well, I'm glad Mosley was a recommendation being that Ashley sits in >> [laughter] >> It could have been really awkward. And then I just say we just, you know, have a history, I think, you know, from the past as far as other schools that we've built. So, I'm looking forward to Mosley designed um He's our new school and

you know That is one of our new our new school and we've had little to few problems with that school, so I'm very pleased with that. Uh Mosley was involved in our pre-design for the applying for the grant, so they're they're, you know, intimately involved in that and we've had some meetings together, so we Uh I think that for all had had some previous um work done with with Mosley, so our team just felt like it was, you know, an obvious choice. Uh we went through the process. We did everything [snorts] we can. Uh we We've gone through the process what for 11, 12, 13, you know, over a year now and uh I feel good about the way Richmond City Schools went about all of this. And this um Whitley very talented thought of

this timeline here. It was built off of what Mosley kind of gave us originally and we adjusted a few things. You did a very good job of that, so you you can use that, you know. Will we get a copy of this? Uh yes, ma'am. We can send you a copy of that. Can we get this on social media? Is that something that we can put on social media as well to answer some of the questions before they arise cuz I think I mean I do have a lot of people wondering you going to start, when will it be done? The biggest question seems to be when will you demolish the current building? So, uh Could Could that be before September? Or is We're We're pretty I know we've heard we I had said August,

but I I mean it there's a lot of factors, I guess. You know, if if you want to comment. And this I would say this was, you know, somewhat fluid. I mean, things are liable to shift in in either direction Yeah, and I think that's probably the most important thing is that this is big picture. Obviously, you guys have an RFQ out for your CM at risk, so your construction manager at risk. When they come on board, a lot of things that they bring to the table from a construction aspect will help play into how that schedule really starts laying out. And some of that related to demolition of the building, um any early packages that we can do to start construction, all of that will kind of play into that. So, um I think

think about this as a road map, but it doesn't mean that it can't change. Can we add the word projected to it? Projected timeline, is that a safer >> send it out I'd like to do that. I would not want to say this is this is a projected timeline. Cuz we know we're getting we're really early into it. Well, and I think if you really want to share it with the community, you could even put things like fall of because at that point, you know, you're going to be somewhere within a range of a few months. I don't think anything is going to be beyond that, but that helps people get prepared for oh, they will start construction. Oh, we may see some demolition or we may, you know, the students will be out, you

know, the things that if they don't have students in the school, they may still be interested of when when will the students be moving from L LJ Bell, so. Ashley, in your opinion, um when you when you see these schools being built the size that LJ Bell is going to be, you know, pretty pretty steep timeline there. And if we let's just say we start construction in March of next year. Um and the timeline says it'll be built in like 14, 15 months. Is that that's very possible. >> Yes, very possible. And I And I don't feel like a construction manager will come on and argue with that. I mean, they'll obviously want as much time as they can have. >> Right. But our our big thing is is moving a you know, thing We

want a great product, but we also want to make sure that our families and our students and our and our teachers and workers and all that are they're moved back to their schools or moved back into a new school. We have what, three schools moving We have We have LJ Bell moving back into a new school, then we have Mineral Avenue moving over to the night school at Tubman. So, we have a lot of moving parts before school starts that fall. So. Okay, any more questions for Ashley or Steve? So, we have a motion on table by Mr. Baldwin and a second by Mr. Tillman to start negotiations with Moseley. Any other discussion? All in favor by saying aye. All opposed? Thank you. We are moving forward. Thank you, Ashley. We are excited. We are

really excited. Big thing for Richmond County. Uh I guess we'll see a lot of you, Ashley. Yeah. Be safe. Hello, Kate. Are you ready? Yes, Cameron's going to give you all um the status has to do with construction, but um when I asked for a paper copy of this, I know a lot of these things you will be putting on BoardDocs, whoever put it in on there. But there's some things like that I really would like a hard copy. >> You can have a hard copy. I don't I mean, I don't That doesn't mean coming with a book that thick. You're in trouble. That's good cuz I don't think we have a book that big. All right. know, we have some of some of that stuff you can just put it on the assault. Yeah,

we can do that. That's what I was going to talk to you about in these fall test scores. >> Yes, so you guys asked just to look at fall test scores. So, the packet that you have in front of you um if you will look at I circled 25 26 fall only in the purple the 36.3 I circled that, and then if you'll look to the right, you'll see the column proficient last fall for each data set. So, you'll be able to see um this fall and then last fall if you wanted to compare fall to fall. Um if you want to compare fall to the historical years, you would then look at the blue and the green for each data set, okay? So, the first one you have is biology, and then you have

English two, and then you have math three. So, I'm going to give you just a minute to to take and I put them each on one sheet. And obviously comparing fall to fall is a little wonky just because you do have advanced level courses this spring that will factor in. Um so, there are some considerations. I know you compare apples to oranges, but they are higher than they were last year, but there's a different group of kids. Um So, that that is something we will learn later. I guess where we How were we in the region? You know, close right around You mean as far as fall? Um we don't really share regional data, yeah. Not yet. You know, that will typically come out later. And you say more private advanced classes will be in

the spring. So, we do have some um sections of advanced level courses um for each data set. Um we have three more honors for um biology, we have three for um English two, and we have six for math three. Um so, once that factors in it's hard to tell. It's And that's why we don't do pre-K. Yeah, I know. So, I don't know if you have any questions. What were y'all's major thoughts about looking at this, Kate? Um well, we know the work that's happening at the schools. So, we're a little biased. Um we we know that the teachers are smart. [clears throat] Um they're using curriculum that are research-based. They're digging in the standards. High school is um they have their content PLCs. They are actually working to implement small group instruction at the

high school level in the EOC courses, which is unheard of. Um so, the leadership there is working very hard to uh increase student achievement data. Very hard. That's all you really can That's all you can ask for. Yeah, there is a true intentional focus on um increasing student achievement. Any other questions for Kate? We do lots of walk-throughs. We walk through a lot in the classrooms. So, just to give feedback. Do you want these back? Thank you very much, Kate. >> Thank you. Do you have Do you have for us there, Mr. Superintendent? In the record, well, it's going to be a record. Um but we'll have to have a lot more meetings coming up, so with the which which is good, so anything for the good of the cause? Anybody? We do have >>

[snorts] >> uh something waiting on us when we get done. I need a motion to adjourn. So moved. A motion by Mr. Bowlin, second by Mr. Ethridge. All in favor by saying aye. Aye. Opposed? Carried. Thank you very much. Thank you.
