organization the two are among 132 schools nationwide to receive this distinction and two of only six in North Carolina Sycamore Creek is also one of just three elementary schools in the nation to receive the honor a unified champion school demonstrates commitment to inclusion by meeting ten national standards of excellence this includes a healthy Special Olympics unified sports program where students with and without disabilities train and compete as teammates the idea is to use sports as the foundation for promoting social inclusion and creating a school climate of acceptance we have many schools that have strong unified sports programs Wake Forest High School and Sycamore Creek Elementary received this special recognition for also having school-wide participation and providing leadership opportunities for students with and without disabilities each school wants to update my each school hosted high-energy celebrations
this week to unveil their unified champion school banner which you can see on our district social media channels I'm proud of the students and staff at these schools for their intentional work to create school environments where everyone feels valued and respected I was not able to attend the Wake Forest high school celebration but I did attend Sycamore Creek today and I left with today's hashtag from their program that urges choose to include finally tonight is the season of giving and the folks at timber drive Elementary found the perfect gift for one of their kindergarten students watch the video to see what Nevaeh Medlin received for her sixth birthday [Music] yeah are you surprised a little baby [Music] which is better having mommy in the box or a baby uniform the best time I was first
really upset when she called me and was mad I didn't show up for Thanksgiving and she's telling me all this good food she's eating she's like mommy you're missing it so I just knew like her birthdays big deal I had to come back for a birthdays you know place and and that can Anthony her dad have been planning this for a very long time so I'm just really grateful that we got a really good school behind us daddy was able to make a big surprise happen without telling anybody [Music] I'm happy to report that Nevaeh got to spend ten wonderful days with her mom specialist Sidney Childress Davis she even got to enjoy a couple snow days while she was home for a little extra family fun now specialist Childress Davis is back overseas continuing
her service to our country I wish their family happy holidays and a safe return home next year this time to stay I conclude my comments thank you and what and what a wonderful story yeah my main comment today is to wish people throughout Wake County and and beyond happiest holidays this is a time to remind us of community friends and family and their many people who don't have the friends and family but are part of our community and so our thoughts and and warmth is extended to all throughout the Wake County public school system and beyond yeah thank you I also like to you listed many highlights I saw the Sanderson high school's Theatre Company got recognized for they've actually been winning some pretty impressive theater contests for a play and remembering the children of
Sandy Hook it is great to see our youth leading us forward in some of the heavy decisions heavy discussions that sometimes adults are not willing to have right so hats off to Sanderson and good luck as you continue through the through the process I'll turn comments over to Vice Chair sudden I don't have much to say other than just merry Christmas to all of our students and friends and family and supporters and in the spirit of inclusion Happy Holidays to all the different other ways that our students and families celebrate the holidays being Kwanzaa Hanukkah or and all the others happy holidays alright so they will start yeah over to my left Emma Scott district one students have been busy sharing their many gifts and talents in the arts athletics service and academics with our
community from state football champion at Mora mentioned the the ESPN a Special Olympics unified program also at Wake Forest High School the East wake high school is a dance team was selected to perform at the pieces of gold performance for the first time in their school history and I Wake Forest High School was one of five schools in the country to be to be honored for their their work and it was I was able to attend that program this past yesterday sorry and it was just so moving to see not only the leadership from from the students and in running this program to the the students participating and then hearing feedback from parents of students who have exceptional needs to see their children be able to participate in the school community and to know that
there are people looking out for them so that was amazing and I also wanted to mention that East Wake middle schools ESL teacher Henrietta Vasquez won a wake electric grant to provide a program called imagine learning it's a research-based standards aligned curriculum that builds core reading and academic language skills including support in 15 languages miss Vasquez continues to pursue grants she received for last year and three so far this year to keep providing her students what they need and it also shows the determination of so many emerging Dual Language students as they learn English and a student was honored recognized rather for logging 1029 minutes and imagine learning and literacy in the month of November to give you a little bit of perspective that's you most students usually log about 200 to 300 minutes so
Cali Cali vineya moved here from Mexico just a few months ago and could not speak English yet so it's it's amazing to see that so I wanted to say a felicidades Akeley and senior baskets I don't have many comments but I I do know we all saw something in our email about Durant middle - had a military father come and surprise his twin girls at the at the game and I love it when the military they use our schools a lot to come home and surprise their children and I think that's just so heartwarming so that was a great video I just want to wish everybody a Merry Christmas as well and to spend a lot of good time with your family Thank You chair Martin I wanted to um thank Caroline Sullivan and whose
executive director of the North Carolina Business Committee for education she and her group launched the navigator which is an on-site online marketplace for delink teachers with workplace learning and it was a great summit bringing together governor Cooper as well as other state and county leaders to support work based learning and I think Wake County Public Schools has done great work to expand some of our CTE opportunities and we're continuing to expand our linkages with the Wake Tech and we had one of our graduates from the early College of Health Sciences onto the mat who's now a student at ECU and pursuing pre-med so our students represented as well as well as the great work that we've been doing and I want to thank the Business Committee for continuing that great work and thanks to chair
Martin for highlighting Sanderson's theater group they are going to do an encore of 26 pebbles on February 1st again as dr. Martin stated it's going it's a play about the Sandy Hook tragedy and if you want to support Sanderson and continuing their tour that on these competitions you can attend that fundraiser on February 1st there's a lot of that works stemmed from the town hall that the students did in the spring that was student-led and student voice about school safety and so I want to just also lift up that great work that our students are doing to call attention to that those issues thank you thank you dr. Martin I too will wish everyone a very Merry Christmas I've been wearing this most of the day so I'll wear it for a few minutes here
I want to point out a couple of things we're not going to talk about a lot of serious stuff tonight but the budget I had occasion to talk with a the parent of a high school junior who when they put together their schedule for this year had elected to take honors chemistry second semester and the challenge that they're facing with the honors and advanced courses they're taking first semester has made him want to back up into academic chemistry which is actually what the previous teachers and counselors had recommended there's no space in those classes the master schedule is so filled and tight there is not an open space in the academic chemistry that he can move to without messing up at least the schedule for you know 300 students and and I'm I think that's
a that's something we don't hear about and I made sure three hundred students would do it that that is how tight we are in terms of resourcing schools that there's not one seat available in the period where he needs to move from honors chemistry to academic chemistry and so when we go into our budget cycle coming up we've always protected our teacher resource that's women that's why we've got maintenance and issues that's why we've got other choices that we've made and even doing that there is a sufficiency question in terms of having resources available in our schools to meet the needs of all of our so just wanted to share that with you while it's fresh on my mind and I want to give a shout out to a couple of folks from our staff
who made a great presentation of the Kari chamber commerce education committee after the passage of the bond referendum and the Chamber's support in that effort they wanted it more about the process what happens so Brian refuses now the program director of facilities designed the construction in Betty Parker our real estate services leading both presented to this group it was a very robust discussion of information that we get to see as a board and Betty actually took the what had been a presentation in closed session many years ago for the purchase of the Hortons Creek site and took folks through the detail of the research and the due diligence and the effort that goes into finding quality school sites for us so I laud them for doing that and for our staff that continues to reach
out to the community and build positive relationships in their engagement with them so thank you I want to take the time to congratulate our newly earned and renewed nationally board certified teachers it is a long process and very excited that Wake County Public Schools can still continue to lead the nation in the number of nationally board certified teachers we have on staff I want to congratulate Holly Springs High School student James dill who this weekend placed seventh in the United States national chess tournament that is I don't know how you get in those single digits that is very very impressive so congratulations James I had the opportunity to go visit some juniors at Apex Friendship High School where they did a unit on banned books and they had to look at a book in the
literary canon that had been banned explore why it had been banned study it and then read some more contemporary books that were also found to be controversial and present they felt the literary canon book should stay as a part of the classroom or if the contemporary book should replace that and or whether it shouldn't be altogether and there was a lot of the critical thinking skills going on having to collaborate with your group the group had to decide whether to keep one book or present their four books and it was really interesting to see the diverse perspectives of the different groups and so it was really exciting to see that and then to learn how it all tied in to their standards for learning and it was something a little bit different that you that
I didn't get to see when I was a junior in high school and so it's always I always enjoy going into the schools and seeing how they're applying new things I want to thank Wake and CAE for allowing us to meet with teachers the time that teacher has outside of school is so precious and thank you for giving us the space to have those conversations and finally wake up and read is looking for book collection sites they it's on their Facebook paid their website their their Twitter feed please consider if you have a business or a Chamber of Commerce or school consider being a Site and over the break go through your bookshelves and see if maybe you can pass some of those well-loved books on to some students who can find some new love
with them it's a great program for our for our students and thank you to wake up and read for continuing to do this for week how many students it was triggered any further comments no I've already given my comments thank you very much one thing one thing I will say though is that my son came out of the whole process a little disappointed he had been led to believe that it is swearing in there would be more swearing yeahjust it'll come alright superintendent board had one more comments you'd like to make said I wasn't sure if anybody else would bring this up but I do feel compelled especially at the urging of a fellow super tennis leadership team member to congratulate Wake Forest High School on their third consecutive state championship in football one one
for the books all of the principal scoring happened well you know Vance 23 seconds in and then still in the first quarter 7 7 and it rain remain knotted that way all the way through the game less than a minute to go Vance blocked a Wake Forest's field goal attempt an advanced player actually decided to cover up the ball inside the one-yard line I'll think about that later given Wake Forest defense and then a safety happen and so Wake farce 1 9 7 one for the books so three years undefeated all three years congratulations Wake Forest Cougars all right it is now time for us to seek approval of the meetings agenda do I hear motion to that effect second we have a motion in a second all in favor signify by saying aye any
opposed same sign thank you tonight we do not have any public comment so we can skip that item on our agenda we now move to the consent consent agenda do I hear a motion to approve the matters on the consent agenda Jeremie approval of the consent items is listed we have a motion in a second to approve the consent agenda any discussion seeing none all those in favor of approving the consent agenda please consent agenda please signify by saying aye aye any opposed same sign the consent items are approved we have a few items on our action agenda the first item is looking at the schematic design of York elementary and that will be presented by it looks like Brian roof and MRSA introduced the York schematic design presentation we shared this presentation with the
facility committee last week and heard from the facility committee that we'd like to bring this to the board and share this information with the board so we're here with you this evening like to introduce miss Marcella Rory our interim director of facility planning to share this presentation with you as I do I'd like to share with the board tonight the unique aspect of York elementary school the project itself it has created an opportunity for us to work very collaboratively with the City of Raleigh their staff and the neighbors in the communities and you'll hear a lot of detail about that tonight in the presentation from Miss Rory so I don't want to steal that thunder but there was a lot of a lot of effort went into that a lot of collaboration and I think
our staff and our parties for for that opportunity no further ado thank you as mr. ruff just mentioned a lot of effort has gone into getting the York schematic design project before you tonight we have had a quite a few meetings with public entities and on quite a few occasions going back to 2015 when we had our visioning sessions where we go out and we meet with the students we meet with the staff we meet with the neighbors to find out some of the interesting things about the existing school things that are working well things that the community and the children and the staff are concerned about things that we need to improve things that are important to that school now that aren't necessarily items that are at other schools so it's an information gathering
process so we started that process back in 2015 we completed the master plan March of 2016 where we determined that through quite a few of analyses that we needed to replace the existing buildings we held a community meeting this September 10th of 2018 we had a CAC meeting at September 11th of 2018 and we've been continuously working collaboratively with the neighbors of the York elementary school and the parents and the students we have also had quite a few meetings with the City of Raleigh staff and with the Board of Adjustment and with City of Raleigh Parks and Rec and you'll hear a little bit more information about some of those meetings and momentarily but it has had a great effort and a great input by many entities to get us to this point York Elementary
is a traditional elementary school that is embedded and the Brookhaven neighborhood it is surrounded by new clicker here surrounded by a lot of winding streets if you look on the vicinity map you'll notice that to the east of the site is highway 50 Creedmoor Road to the south of the site is highway 70 Glenwood Avenue and South East is Crabtree Valley Mall the school is roughly about six miles south of a 24 Martin pond Elementary School which is where the campus will be swinging to for the time the one-year time period that we'll be building the new chaos elementary school and that's slated to take place for the 2020 2021 school year the existing elementary school currently only has one access point and that's the abrooke Haven on Drive as you see on the existing
topography map there's quite a bit of grade change on this site there's just under 15 existing acres but only about 9 acres are buildable if you'll notice excuse me there's roughly 40 acres excuse me 40 feet of grade change across the site which creates quite a few challenges on where you can actually build the new elementary school there's a huge ravine to the northwest of the site that kind of cuts through the site and limits that portion or eliminates it for being a possible area for building the existing building is to the north east of the site and currently as I mentioned a second ago the only access point is to the south east of the site where all of the buses and cars enter and exit which is something we try to avoid just
simply because it creates quite a few circulation issues currently the cars and the buses as I mentioned enter from the south-east portion of the site the buses continue north on the site and load and unload in the upper right hand corner at that loop at the existing main entry which is a little challenging to find right now the cars enter at the south east portion of the site and they immediately branch left into that existing parking lot and weave through the parking and unload it unload to the northern portion of that site as I mentioned a second ago the site is pretty limited as far as the topography but it also creates some additional abilities here on this site as you're aware there are quite a few classrooms our kindergarten our pre-k and our first
grade that have to have exit level discharge from their classrooms so one of the things that having a site with a lot of grade on it does for you is that it gives you that opportunity that while you'll have a multi-story school it creates the possibility of being able to have those grade levels at the correct level as well as your course spaces some of the challenges with the existing site as I mentioned a second ago site circulation is a huge one also far access as you noticed the building in red in the upper northeast portion of the site does not have appropriate fire access so those are some of the things that we will correct with the new project as I mentioned a second ago some of the one of the meetings that we
recently participated in was a Board of Adjustment meeting December 10th of 2018 we had worked very collaboratively with the City of Raleigh staff to try to see if we would be able to get variances from some of the unified development ordinance requirements for street connectivity and it was determined that those variances could not be granted at a staff level so the next step in that process is to present to the Board of Adjustment and then they immediately determine whether or not you're granted a waiver or not the unified development ordinance basically the one of the major calls is to eliminate stub streets in other words providing a way for cars to be able to enter and exit at multiple points and also to improve fire access so if you notice on our exists our site
here that has our new plan superimposed on it just to the east of our site Manasseh Polk Road is considered a stub Street and also the current interest and exit of Brookhaven is considered a stub Street so the rules for unified development ordinance would have required that Brookhaven Road become a public road all the way from where it currently enters our site all the way to the park at the northern portion of the site so we would have had a public road that ran from our entrance all the way to the northeast portion of the campus and it would have connected to Manasseh pote Road and also to the property just to the north of that Copper Ridge subdivision of which Manasseh Pope is a portion of so that would have been a huge concern
and huge issue for the school for supervision for safety having non school associated traffic entering and exiting during an in-between hour carpool those were some huge challenges so at that December 10th Board of Adjustment meeting we presented our case we shared information we answered a lot of questions and we were granted those variances with two conditions the two conditions are as I mentioned a second ago to the excuse me to the east of the site where Manasseh Polk Road is you'll see a lightly dashed Street Porsche yes I'm sorry yes you can see it there and we have we are going to grant the property to be able to tour the City of Raleigh to create a hammerhead at the end of Manasseh poke in the future it will not be part of our property
but what that would excuse me part of our project unless funding is provided for that but what it would allow is for a firetruck that's entering into the Copper Ridge subdivision and needing to treat a fire on any of those homes on Manasseh Pope to be able to pull up back out and then turn around to go out and exit at Manasseh Pope the other condition is off of Brookhaven and if you notice on that site plan you see just to the left where you're entering there's a gate there so for anyone who's entering who's not familiar with the area and they accidentally enter our site they would have the ability to pull into that area say oh my goodness there's a school here they would be able to turn left and then back up
and then exit so that they are no longer intermingling with our carpol so we would grant an easement for that to be able to take place and those conditions were acceptable to the Board of Adjustment and acceptable to us as part of our project it eliminated the safety and security issues of intermingling public traffic with our traffic on the site so now we get to our proposed new site plan as I mentioned earlier the only interest exit that we have right now is through Brookhaven and so we have been working very collaboratively with the City of Raleigh Parks Department to develop an interlocal agreement that would allow us access to the west of our site through the Brookhaven Nature Park so our plan is to separate our buses and cars which is what we do
on new schools and renovations so our buses would enter on the western portion of the site they would loop through the loop to the lower left and load and unload at that lower level of the building and then exit via the same Drive there's some parking spaces in the middle and that parking is for staff so under this plan bus riders would be able to enter at the main level where the cafeteria and multi-purpose room is and then our car riders are our drive would remain exactly where it is at Brookhaven we would enter the site travel north circle left go through the turning circle and then come back south on the site and load and unload at the new main entrance one thing you also noticed on the site plan there's some parking spaces
just beyond where that loading and unloading zone is and that's something that NCDOT typically likes for us to do so that if you are in carpool line and your child's not ready or child has to run back to the classroom to get something there's a way for those cars to pull out of carpool into a parking space and wait on that child without delaying the carpool route we have also provided our K to play area to the lower left portion of the site and then our three five play area to the upper upper middle portion of the site and there were many questions about the grant provided items that are at the site now and we will be providing those and replacing those on the campus this plan shows you the lower level as I
mentioned a second ago our bus riders would enter at this level and enter beside the cafeteria and the multi-purpose room combination and our first graders are located in the lighter green to the lower left part of the site we will also have some administration on that lower level which is our student support services and then also our music and a stem classroom on that level our main level is where the car riders enter and exit in the lower middle portion of the site our kindergarten classrooms are the ones over to the far right in green and pre-k just to the north of that location we have at this level administration our media center and also our second grade classrooms and aren't on the upper level we have to the far left we have our third
grade classrooms and then we have our fourth and fifth grade classrooms the new building will be brick and will be designed to fit into that existing neighborhood and step into the grades and also the materials will be designed to fit into that surrounding area and the lower portion you see the Learning Commons spaces we are providing those at every grade level so some of the great things that this new plan does it allows us to meet our program space standards provide additional teaching spaces and capacity at the site we will now have a prominent front entry because that's one of the challenges is finding where do you enter this building it will improve the sight circulation and it will also help with the safety and security and supervision of who's entering the site and who
shouldn't be entering the site and we also have the optimal solar orientation for the classrooms thank you thank you for selling before we have discussion I'd entertain a motion to the we are being requested to approve this tonight and so I just like to start with the motion yes as chair of the three synoptic chair of the Facilities Committee last year we had a very good discussion about this and very excited about how a school like this that will have a capacity of sqd 636 636 students even with the reduced class size limitations in case for a three on a very tight site and dealing with a whole lot of deferred maintenance issues that haven't been dealt with because of budget issues so we're very excited to recommend to the board the approval of these
of the schematic design for York Elementary and recommend its approval second we have a motion the second floor is open for discussion let's go I wanted to thank the staff for the excellent work that was done at the Board of Adjustment meeting I was able to go to that snow day and it was the board was very impressed with the staffs thoroughness their thoughtfulness and the options that they presented and I just wanted to also thank them because they it was win-win the neighborhood adjacent as well as Brookhaven came and supported our variance request so we were being good neighbors and I think that's important for us and that's one reason I think wasn't happy at the Facilities Committee suggested that we bring this to action so that we can not only thank the Board
of Adjustment and the staff but to highlight the fact that we are being trying to be very good neighbors as we do these renovations of our schools in this school in particular is going from some parents having concerns about the building to see to being an innovative collaborative space that meets that's going to be on par with the new both schools that we're building so I'm very excited to have this as a point of discussion tonight in our action section of our agenda is there any further discussion every day I'm mr. Haggerty hearing it's his first day and he gets a renovation in his district so you know it's more than that York Elementary at the time as JW York was the first Wake County public school I attended so it all comes around I
just had one question mr. chair I could and could you just elaborate a little bit more on the construction schedule we are scheduled to start well originally we were scheduled to swing into Barton pond Thank You mr. collector I have trouble remembering it - it's been a 24 for me for so long switch mentally I most rickland Road so we're scheduled to swing into Barton pine Elementary 24 for the 2020 2021 school year we were originally scheduled to start construction summer of 2020 as soon as students were getting out of school but what we have determined during the initial planning phasing and development process is that we're going to need a little bit more time than that so our current plan is actually to start beginning of spring of 2020 while we still have students
on that campus so as you saw the site plan which I think has disappeared but saw the site plan and saw over to the western part of the site well we'll have the new bus entrance and staff car entrance we actually plan to start on that portion of the site while students are still there our goal is to get as much done prior to students getting out as we possibly can so that that process goes smoothly and as soon as we're out of school we're moving over to e24 yes seeing a further discussion we'll go to the vote all those in favor please signify by saying aye any opposed same sign the motion carries the automatic design is approved thank you so much thank you all right we have two policies coming before us for
