009just to close the nomination we have yet to install her yet we need to install her yes so let's um and if you want you can finish what you've just started and then go back to that okay sounds good so we just need a motion to accept the consent agenda madam chair i move to accept the consent agenda as read any comments please call the girl mrs aman for dr best or mr brown for mr hunter for is mrs surles law for motion carries seven zero and now we'll go back now we will install our vice chair yes do i have a motion to install our vice chair a move that we uh nominate i mean have we moved she's been nominated so now we just need to call the role yes mr hunter did

010the motion mrs aman for dr best for mr brown for mr hunter for mrs surles law four motion carry seven zero congratulations again [Applause] all right uh so uh the next item on our agenda is 3.02 newport news public schools long-range facility master plan we'll hear from dr parker uh madam chair we'll uh i think we may want to get the big one out the way which is 3.01 the approval to amend the operating budget okay so we all can get paid at some point it's july 1. uh as we wear the the state that the general assembly recently passed the budget and uh we while the board passed it operational budget for the 20 fy 23 in march of this year uh the budget will need to be amended based on the changes that

011are that will be presented in a moment based on actual state funding so i'll call scarlet minto to the to the podium to um walk through those uh a few slides for the community as we request the uh approval of the amended budget based on state um actual funding mr minto good morning um congratulations uh surles law and co-chair dr best good morning dr parker and members of the board okay so i can't believe we're staying here on the first day of the fiscal year talking about amending the budget but here we are okay so the first thing we're going to focus on is the revenue um this is a really busy slide but there's a couple different things i wanted to point out so uh 23 already school board approved budget for state revenue

012was 238.2 million after the governor finalized the state budget is now 235.7 million and that is a decrease of 2.5 million i want to point out one other revenue change for fy23 that is um other revenue you'll see it's 0.6 it's 600 000 increase and that is their stop arm camera revenue i mean it's not a good thing but it's it's more revenue so their total net decrease for fy23 will be 1.9 million so another way i wanted to share looking at this is comparing our what we typically do is compare fy22 approved budget to our new fy22 fy23 budget so for our total revenue for fy22 is 336.8 million and uh approving today amending today would be 357.4 million which is actually a 20.6 million dollar increase so that is absolutely wonderful and it's

0136.1 percent increase so even though we lost some money we're still getting a lot of money and it's we have some really good things we can get done with that money um just taking a little deeper dive so you know what changed in the state revenue project objectives and the what kind of decreases it was so for state basic aid there was an increase of 3.2 million that is associated with re-benchmarking which looked at inflation standards of learning test scores enrollment they adjusted our enrollment and then there's a small decrease of 200 000 for other which was some sales tax changes benefits and they did not increase the esl funding this year uh another thing we wanted to look at was they did maintain the compensation supplement so we're going to get the five percent

014raise but the final budget changed the start date to august first and that reduced their funding for that by 400 000. at risk was the governor's budget which we which we followed for when we planned the budget we based it on the governor's budget so the at-risk was a total of 22.4 million in the governor's proposal but the final budget it's 14.8 so we um it was a decrease of 5.6 million and at risk let's see um early reading initiative uh the final budget did not expand on that program for fourth and fifth graders so 1.1 million was removed from that from our original approved budget vr res rate has been maintained in the final budget 16.62 excuse me 16.62 of the gross salary for a total decrease in state funding of minus 2.5 million

015so let's get on to some more exciting news uh this is actually not in our your you will not be approving this number today because this will be grant funded this is the state approved bonus payment a one thousand dollar max bonus payment to be paid on or before december first eligible employees will include all full-time and part-time contracted and we are working to figure out some other instructional and support positions we can cover this year this is a different the last time we did a bonus it was out of operating money this is state funded so we have to do it differently hr will be sending out communications for specific payday positions and the amounts in the near future the school construction grant um i don't know if you remember this but this was

016debated back and forth it was taken out put it back in it actually was started out at 10.9 million but the general assembly uh took it down to eight to eight point two million for us everyone got a different amount depending on your school division but um it has been approved and it can be spent between the fy 23 and fy24 has to be appropriate by the city if we have to carry it forward so it's a grant but we don't typically have that situation with grants but this is different guidance the expenditures can be used for school construction additions infrastructure renovations technology and other expenditures related to modernizing classrooms school safety equipment or renovations they specifically mentioned we cannot use it for parking lots or athletic activities and that we will be getting more

017guidance from the state on that to share with everybody in a future meeting okay so there was another thing you might remember that the governor wanted to increase school construction loans from the literary fund this was something that we would have had to pay back at lower rates the general assembly together came up with this construction assistance program which actually is a grant and we won't have to pay it back we have to apply it's competitive they're going to have a scoring criteria that includes local commitment your need which is based on free and reduced lunch lci depth capacity and fiscal stress and also the the building conditions right now we don't have a lot of free information on it the uh the department of ed is going to develop administration guidelines and we should

018be getting information on that soon um just to revisit what that 20.6 million that we're going to get is going to help us accomplish retention and recruitment we're going to be able to give the staff a five percent general increase all staff teachers starting pay will be increased to fifty thousand we're going to do a five thousand dollar sign on bonuses for hard to fill positions through october of 2022 and i want to mention uh some of these hard to fill recruitment positions are special ed teachers math english elementary teachers and school psychologists are currently hard to fill positions so we're really working hard to recruit them entice them come please come and work with us other budget priorities that we talked about we wanted to accomplish this year are additional mental health therapists student

019support specialist school counselors additional esl supports to for student staff and wellness to promote social emotional and physical well-being expanding our middle school athletics program that would be football wrestling boys and girls soccer and cheerleading and of course we have a very heavy focus on school safety additional security officers system security system upgrades some metal detector detectors um also we want to have an increased focus on employee expertise expansion of professional development and coaching we're going to work on our enhanced partnerships and increase field trip opportunities with our community partners and of course we want to continue to be good stewards of our resources we're going to continue to support new academic initiatives associated with learning loss maintainer and network network infrastructure student wi-fi connectivity online content filtering we want to maintain our one to

020one computer technology our stem carts maintain a safe and secure workplaces and school buildings and ensure equitable distribution of all resources these are our goals in a nutshell there's just a couple more things i want to share with you um as you may recall the virginia code requires school divisions to return unexpended state funds to the commonwealth at the close of the fiscal year however sup's memo that came out this year for 138.22 says that for this year any unexpended funds as of june 30th can be carried into fiscal year 2023. so we're in a different position it's a re the state's allowing it so it's not a city dictated thing this time we're actually able to get this money either way so you're going to say how much money is that okay well we

021have a sales tax amount that we don't know what that is it will know by mid-july we also have a little decrease in our revenue due to loss um decreased enrollment so we have a loss in earned revenue so we have to take what money we didn't spend this year offset it by that and the increase in sales tax and we'll have a number so it could be three million it could be zero it could be five million we don't know that we'll know in the middle of july and we'll be able to update you but then we go to this we send a letter to the city and say this is what we want to do so that's that's what we're going to work on that um so balancing the budget we so uh

022as you know we had a shortfall 1.9 million we needed to address so we've um made some adjustments to cash capital and technology where it started out at 5.4 million that you approved an approved budget we got it down to 1.3 by uh some urine funding some cares funding we took care of these things we just did it differently so we have a total um of 30.6 million in increases a decreases include 5.3 million in turnover uh 1.5 million and decreases for passing on some of the health insurance increases to it by increasing employee premiums and we reduced 3.2 million with some one-time costs that we don't anticipate coming into fy23 so that's a 10 million decrease which gets us down to the 20.6 million we're trying to balance to so lastly this is what

023you're responsible these are your adopted funds so that includes the general fund the textbook fund workers compensation and child nutrition services uh textbook fund will remain intact at 3.5 million workers comp 2 million 350 1846 child nutrition services has also not changed 18 million 478 450 and what changed was the general fund so that's now going to be 357 437 excuse me 357 million 437 823 for a total of 300 381 million 768 and i at this morning i would last ask the school board to take action on this funding amendment that we need to make is i'll be happy to take any questions all right i have uh i guess i have questions about um two of the numbers okay that uh i think they are lower than what they were potentially going to

024be previously the the 50 000 for starting teacher pay i believe we talked about right a target of 52 000 and then the other question is regarding middle school athletics i believe previously it was close to a million and now we're down to 800 000. we have been able to fund some of that already through year-end which i can get you a list of the year-end funding stuff as far as the starting pay for teachers okay so we had to make some when we update the starting pay for teacher we talked about 51.5 and it means that we have to readjust all our compression which gets into the millions of dollars and we're already adjusting compression from 50 000. so what we decided what we were recommending today is that we use these uh bonuses

025sign on bonuses for hard to fill positions and in the spring adjust the starting pay for fy24 and adjust compression and fy 24 for that increase that's what we'd like to do and it's generally matter of timing as you recall when we initially passed the budget we were anticipating the state to come back a few weeks later and have a state budget and then we would make that amendment we're already we're well into we're at almost at the end of the season we're in the third quarter the fourth quarter of the hiring season at this particular point and making that adjustment really won't help the recruiting for fy23 if we make that adjustment in fy for the fy twenty four budget we would be in better shape moving into january when we start the hiring

026spring so right now we're already getting traction with the bonuses uh with the sign on bonuses and we will continue that through october which is giving us more of an impact than uh than making an adjustment right now and starting and starting that starting uh paid pay range with uh loss of 2.5 million dollars is just it also balances allows us to balance the budget appropriately but we believe the silent bonuses which we've already started are are doing a much better job right now at this particular point any questions on that any further questions okay thank you very much for your presentation you are welcome um do we have a motion to approve of the amended 2022-2023 operating budget i'm chair i'll move to approve the amended budget for fiscal year 2022-2023 you have a

027second a second any discussion madam chair uh i do still feel strongly about the starting teacher pay uh so i'm gonna make a motion at this time to amend to 51 000 starting teacher pay motion to amend the main motion so do i have a second on that motion okay not hearing none then we will call let me just make a point a point on the starting wage so at fifty thousand dollars if you a new teacher signs on right now with newport news they're making 55. with the 5 000 signing bonus so that's that's a pretty good deal right now and that'll that'll go into the new year we felt that was more impactful at this particular time than amending the budget and creating a compression of compression of our scales while we can

028uh always make that fy 20 fy 24 adjustment with the compression and that's why we delayed that decision we're willing to the new year right right now if this was done in april i probably would say let's do it right now on july one that five thousand dollars is more important than a minute to start that okay all right miss buffalo would you please call the roll mrs aman are we voting on we're not voting on the motion to amend we're just voting on the budget yeah yeah it didn't get a second dr best for mr brown against mr hunter for mrs surles law for motion carries 4-1 okay thank you so now the item on our agenda is section 3.02 newport news public schools long-range facilities master plan dr parker do we have yes

029ma'am um and this will this will be sure we uh we had passed a policy at the end of last year on um and correctly from wrong fb fb that the board would uh require superintendent to maintain a master plan uh for the for capital improvement it was in reading that policy there was nine criteria that we had to make sure that master plan uh maintained thank you mr brown and we we feel we've met all all nine of the criteria um however we do not it also calls for as mr whalen that had advised us it calls for a product so the um right now cooperative strategies is finalizing that uh that that product for the board and that's what needs to be approved so at this time the uh the board does not

030need to approve the actual master plan documents uh what they what you just need to authorize is for the superintendent to continue to work with cooperative strategies to develop that final master planning um document that they product that they have to complete in order for us to po not only that we will work with but also our forward-facing documents as well and we will present that i'm assuming in august for the board to approve once that's completed so is there a miss brooks am i missing anything is there a actual motion that needs to be made at this particular point or yeah yes um to continue working right and we brought this on the agenda today because we did present this information in our work session with the understanding initially that we would bring it

031to the board for approval today however we in reviewing the policy where we we need to make sure we're stuck with that new policy okay so do we have a motion to continue the long-range facility master plan work um that is currently underway yes madam chair like to make a motion to with the superintendent to continue development of the facility master plan for the school division do i have a second second okay any discussion i'll just i'll just say madam chair that uh very excited of course about this work i think we've already seen a lot of benefit from doing the facility master planning study in the in the committee in the committees that have been set up i believe we identified at a fairly low price tag what it would take to provide hardening

032for our schools and we've also identified some areas where we can make some uh facility improvements in a fairly quick manner so this is already this work is already very much paying off i believe it's exciting that we'll have an opportunity to apply for revenue to support it too and we have the information already in hand i was gonna i was that's what i was going to add is that looking at the construction fund opportunities were i think i feel this brings us close further down the road and better positions us to apply for those funds versus maybe some other divisions that haven't started the process very good position um i'll just make a comment that i have been excited to see that this process has really brought our community together and got a lot

033of input um from the work that's being done so far so all right well let's call the roll mrs aman for dr best for mr brown for mr hunter for mrs surles law for motion carries five zero okay the next item on our agenda is 3.03 2022 23 student fees dr parker um the board received a presentation on student fees at the last uh board uh meeting and uh i think we were there to respond any questions to board member's head at this point if you have any questions we'd be happy to entertain those but we ask for your approval of the student fees for the 2022-2023 school year okay do we have a motion manager i'll move them we approve the student fees for the 2022-23 school year in a second second any discussion

034let's call the roll mrs aman for dr best mr brown for mr hunter for mrs surles law four motion carries 5-0 hey the next item on our agenda is 3.04 2022 2023 school board meeting calendar dr parker and i will call mrs brooks up i think she's been working on the board's uh proposed calendar for the upcoming year of meeting dates um if anyone has any questions uh this is an organizational meeting so it's the right time to approve a calendar for board meetings for the upcoming year and we have presented we're presenting the calendar based on the meeting dates of every third tuesday of the month there are some adjustments for example in the month of december it would be the second tuesday the calendar does include your conferences such as the cube conference

035which i believe is in the end of september as well as the national or the annual vsba convention which is in november those dates are the 16th through the 18th and this is in keeping with the state code that we present this calendar to you for your annual organizational meeting the calendar does change in march as you know that's when we typically bring the operating budget to you so it does include the presentation of the operating budget the public hearing and then the approval meetings in march anybody have any questions any questions yes i'm ... a few questions um in regards to we had a we had a discussion about our master board designation and being able to maintain that uh which would require two meetings in the year uh with the vsba for the

036board and the question is that is that being planned uh will be added to this calendar yes i when we select those dates i think we should add it to the calendar so that it is um you know a record so we will amend if we need to um once we improve definitely and my other question or my other comment is just in regards to um as before as the former regional chair one of the actions of the vspa is no longer we no longer have access to the cube conference or the nsba conference through the fact that the vspa is no longer members of the nsba and so is there works uh plans in the work for the equivalent conference i believe it's a council of southern school divisions uh that where we can

037uh provide similar conferences is that being worked on and will be added to the calendar as well yes actually i do believe two members of board have mentioned that we'll be we'll have presentations at that conference as well as attending thank you thank you any other question i guess this is just a question for discussion or just do we want to think about pulling off the cube conference from or just leave it on now we can always amend it if no one ends up going and you always have the opportunity to attend as a non-member so i would say um we could have further discussion on it as to whether or not we want to pull it off uh since we're going to definitely amend for the additional vsbas and now oh i'm sorry i'm

038sure one additional go back would just be uh given that we have some some flux and uh i know this is our organizational meeting but could we table this vote until august when we have our planning meeting and we see a revised draft drafted calendar i do believe we have to have a second for a table but i think that's a fair recommendation and if what is the requirement because i know we're doing this we this is a required action am i right okay right yes so then we will do the vote today and then we'll do an amendment okay yeah then it keeps it clean yes okay great it's up to you thank you so much thank you okay right any any other discussion on it or questions okay so i need a motion

039then uh to um ... approve the calendar as presented manager i move to approve the 2022 2022-23 proposed school board ... calendar okay do we have a second i'll ... thank you any discussion ms buffalo would you please call the roll mrs aman for dr best for mr brown for mr hunter for mrs surles law for motion carries five zero okay thank you madam chair just a point of uh for the board consideration in terms of the amendment uh the august board retreat i think is item that the board uh once that date is settled on um obviously we can amend that upcoming but we do need a date for uh for interaction with the board in august okay so we will move to section four reports and information 4.01 rights and responsibilities handbook and

0404.02 is the annual notice regarding the availability of the school board policies and procedures manual this announcement will serve as the required annual public notice that copies of the school board policies and procedures manual are available to the public and employees in the library of each school and in each newport news public library and online on the policies and procedures website at www.ininschools.org policies and on the nnps intranet so our next agenda item is 4.03 comments by the superintendent dr parker mrs chairman we need to go back up to 4.01 we have a presentation oh we do have a presentation of the rights okay and this is the uh the rights and responsibilities handbook there uh will be uh developed over the summer we did definitely need the board to be aware of updates that

041document before we put it in print so uh mr ransom has a few slides on just the changes or uh proposed inclusion uh items to include in the rights and responsibilities handbook he is joining us uh virtually he uh he uh could not attend today uh mr ransom are you with us good morning and uh we we are actually awaiting your present your short presentation on these slides to present to the board today okay thank you dr parker good morning madam chairman surles law vice chair best school board and dr parker as you know each year i come before you to discuss proposed revisions to the rights and responsibilities handbook as a reminder the rights and responsibilities handbook is a tool that helps us in our mission to ensure all students graduate citizen ready it

042provides guidance for our students our families and our staff and details the many options we have available to us as we address student conduct there are two categories of changes this year the implementation of our behavior contract process and required regulation changes by the state the behavior improvement contract is a school-level behavior contract that is implemented by the principal or principal designee when a student has received a suspension for a serious violation of the student code of conduct upon initiating a suspension the student and parent guardian will be required to attend a readmissions conference with the principal or designee to review and sign the behavior improvement contract the behavior improvement contract would be in place for one calendar year should the student fail to meet the requirements of the behavior improvement contract the building principal

043may recommend the student to the office of student conduct and discipline for review the office of student conduct and discipline will be upon referral by the building principal with the student and parent guardian to review disciplined incidents and violations of the student improvement contract the office of student conduct and discipline will determine whether a change in placement is necessary based on the student's compliance with the student code of conduct should a student determination be made to return should a determination be made to return the student to their school of record a behavior monitoring plan from the office of student conduct and discipline would be completed as a requirement for readmissions to school the behavior monitoring plan is a division level behavior contract that is implemented by the office of student conduct and discipline to students

044who have no improvement in behavior after the school's interventions and supports the parent guardian will be required to schedule a meeting with the building principal and designee to readmit the student to classes upon re-admittance a behavior coach would be assigned to periodically assess the student's compliance with the behavior monitoring plan the behavior coach will serve as a support for the student as needed to address any challenges with meeting the agreed upon expectations of the behavior monitoring plan behavior monitoring plans will remain in place for one calendar year in order to meet the terms of the vdoe superintendent's memo on reporting attendance and truancy related behaviors language was added notating that the use of in-school suspension is no longer permitted as a consequence for attendance related violations therefore behaviors that impede academic progress or unexcused tardiness

045and five unexcused tardiness to school as well as behaviors related to school operations for failure to be in one's assigned place will no longer receive a sanction of in-school suspension in order to align with the virginia board of education model policy and the code of virginia a new behavior code has been added behaviors that endanger self or others 18 a crime in the community where the student was charged with an offense relating to the commonwealth's law but required to be disclosed to the superintendent of the school division as a reminder we seek your approval of the proposed revisions of the rights and responsibilities handbook as the august board meeting draft copies of the 22-23 rights and responsibilities handbook will be ... will be made available to you at a later date for your review prior

046to ... at this time i will answer any questions that you may have miss aman um i have a couple but i'll start with um on the i guess the first part we'll start at the beginning how do these behavior contracts how do they change current practices if you will are they anticipated to um you have more definitive results are they a layer of paperwork and we're already doing pretty much the same thing you know how does this change what is currently going on practically speaking across the school division that there is inconsistency in the way in which we address initial behaviors i know for these behavior contracts that we are going to model and roll out to all of our schools um we are focused on serious violations so um we are looking at

047violations relating particularly to fighting so when students for instance receive uh two students are involved in a first fight then they will now have a more formalized process where they're going to have the conference they're going to have the contract and in addition to the contract um not only are behaviors being addressed in this and support's been put in place but they're also looking at academics as well as attendance and things of that nature so um that is going to that is what our approach is with this and i think the biggest change will be that students will be held uh and parents will be held and um obligated to to abide by the contract so a student can be held in violation of their contract if they have a second physical altercation or continued

048disciplinary practices that show that they are not making an effort to improve behavior uh or make uh make the right progress they would end up obviously under review with mr ransom's office and uh and and uh an appropriate placement decision would be made at that particular point with the principal's input um that we don't have we currently do not have a process that that led that formally walks through that process in a way especially after a serious incident such as a you know a fight fights happen but what about the second fight the third fight and we've seen recidivism in our in our data and we need to address that recidivism that's something that i really feel strongly about because some of these things are choices some things are symptoms of other things and if

049we're not intervening early enough you don't get the adult goal is to change behavior not to change placement ... best is she done i have another another different question though go right ahead okay um so the regulation changes for uh tardiness not being one's place absenteeism um what does that leave us with students who are not in one's assigned place or are consistently absent or tardy i mean pulling this back what does that leave us with options well at the building level we don't want to tie an administrator's hands at the building level they still have other opportunities such as detentions uh after school um assignments those types of things that they could that could be leveraged if a student's one of the biggest ones is a kid not being where they need to be

050in the building that's you know that's a that that's a safety issue um so there are there are things the building level schools could do that just iss is not on the table um in those in those regards of those so bringing back the thursday school saturday schools other other things after-school detentions are all options that will be on the table for for those violations ms saman did you have a further question i think that was it for me okay dr best okay i have two as well could you elaborate a little bit more about the behavior coach mr ransom so so the behavior coaches um are gonna be um added um there there's a number of them they're gonna have a cluster of schools and one of their their primary responsibilities is coaching in

051the classroom around behavior but um one of the additional responsibilities will be meeting with students who are on the behavior contract to ensure that they are meeting those expectations that were outlined in their meetings when the contracts were being created and and pretty much given feedback to the student and giving feedback to the school division on how that is going as far as the student's improvement okay and for the behavior contract i know it's a behavior contract with the student that the parent has to sign but are there responsibilities for the parent as well like maybe for example there may be a need for some additional outside counseling services and if the parent does not uphold their end of the contract had some thought been given to things like that or that's not a part

052of this so um there is a parent component um to where they do sign because they agree you know we we talk academically we talk about attendance um and the parent is agreeing to ensure that they are providing the proper supports outside of school to ensure that the students meet the expectations that are laid out um so part also when when the plans are being monitored that's where all of the other stakeholders are involved so if the student has assigned a tutoring so we're gonna have will they will have a tutor if necessary uh any type of counseling that's necessary whether there's a professional school counselor or a social worker or psychologist so all those supports will be in place um uh so i think to answer your question yes there has been much talk

053given to it um and one thing that we can do moving forward is provide a draft copy of of the the contract so you can actually uh take a look at how it's laid out and then what the monitoring process is going to be well and keep in mind other systems such as the student support team models these you know many times behavior is a symptom of something else that's going on in a kid's life uh so the student support team process is still there so those wrap around supports still available to the student and sometimes that behavior is the flashlight that gets into the student support team process so mr ransom is obviously focusing on violation of student code of conduct and that behavior contract is is holding them in advance is for their

054behavior but we still need to address some of the things that cause the behaviors and that's where the student support team processes is there to make sure that we have the psychologists the school counselors working with the parent to make sure that that if there's something going on in that student's life that warrants some level of further intervention to make sure they're academically successful and and uh and and mentally um well uh well taken care of that's the process that that that would end up they would end up at that table okay out and i was kind of you you kind of go in there because sometimes the problems are directly related to the parents so that's why i asked about the parent component of the contract and i know we're trying to help the

055student but just i was just wondering like the conversation around the parent responsibility kind of just and you may not be able to answer right now but i just was curious as to the thought because sometimes that direction leads right i i agree with their time and and it all comes usually full unfolds there when you get to that point of um of the process the student support team process usually helps with identifying what are the barriers that student success sometimes it is in the home uh so we we do need some more extension with with our city social services and other areas to address some of that and we're working on that because attendance will be um an area where we do much much better work next year working with families who are not

056supporting attendance uh their child's regular attendance in school so that will require us to partner with the city a little better on that yes thank you mr brown yes i had uh two questions uh first the first one is uh dr parker last year um dr ransom's team uh did a nice job of pulling together what the previous with the current document was versus the changes that were there these are highlighted in green i found i found that personally to be very extremely helpful uh going into august and so the question is will that is going to be done again this year with the red with the changes in red yes sir okay all green is what you know i need him just kidding red is fine uh you hear that green changes in green

057all right and these the second question is around the community charge this that one i'm fairly excited about but before i get because that's what i've i've been talking about is uh the superintendent becoming aware of uh chart of a criminal charge that happens for a juvenile in the community prior to them prior to the start of the school day so we can act on that but um before i get too excited about it can you give a little bit more detail on what that actually entails who is going to provide the report where we get the information from how or how are we the school board going to ensure that that portion of it happens uh mr ransom do you have that level of detail today with that yes sir i could just tell

058we have already in place an eight step process for handling community charges and i would not mind sharing that with the board but we already receive on a regular basis just standard weekly any charges that fall under that subsection 16.1-260 which is about community charges in the code of virginia um and there's there are identified uh law violations uh in which the um the state or the local police will let um will let the uh superintendent know the students have charges and then we have a system in place for notifying schools and families of their next steps so so for the sake of time mr ransom could you send the uh board some information on that eight-step process yes not a problem thank you i think that would be helpful for them to actually see

059it because i know that was we work you work pretty diligently on that at the beginning of the year so thank you for that no problem all right any other questions okay we look forward to getting that um green marked up copy all right okay thank you all so much thank you uh comments from dr parker all right and last item madam chair is 4.02 and i think that's a just availability of policies so yeah i made the announcement and thank you madam chair i will defer my comments until we uh have a chance to acknowledge our wonderful appointments today okay great so then we will move on to item five an opportunity to hear from the public uh madam clerk do we have any cards no mail okay so um the next thing is

060um ... we will move on to matters by the school board so let's begin with ms aman oh thank you madam chairman um i'm looking forward to the upcoming year um hopefully it will be less eventful than last year and the year before so i'm looking forward to to a good year and i'm just going to keep my my comments brief because i know we have additional work to be done um so hope everybody's enjoying their summer and we'll be back in august so okay and we'll go with uh mr hunter oh thank you miss uh madam chair i just want to say congratulations to you and dr best on your new appointment and we look forward to both of you uh again guiding the board to another successful year thank you thank you mr

061brown okay uh i echo those comments uh we look very much look forward to uh you and dr besser leadership uh looking forward to uh what uh hopefully will be a quiet year uh that's what i i pray for you that we have a quiet year uh this year and i've very much enjoyed being the chair but one of the things that is one of the drawbacks of being the chair is that is very process focused position and i look forward to being able to be more uh specifically subject focused and more more getting more detailed focused on positions so i'm very much looking forward to that role and uh looking forward to supporting you and looking forward to a great year i say happy fourth of july to everyone out there and to all

062the students in summer school you're doing the you're doing the right thing being in summer school so we're glad that you're there please work very hard and we look forward to seeing the great progress that you're going to make this summer in summer school thank you dr best thank you madam chair i would like to thank my fellow board members for voting for me to be vice chair um just my sincere thanks and gratitude and as ms surles law has stated everyone brings just individual talent knowledge and skills and sometimes i'm just in awe of the people that are sitting on this desk with me and so i look forward to working with you and again i say thank you and i look forward to working with you dr parker in a different capacity and

063the staff and i think we're going to have a great upcoming year as well also just to piggyback on what mr brown said i want to make a comment about summer school i wanted to thank all of the staff and teachers that are working summer school i have a daughter that's attending summer school and it's really hard she's taking a course for advancement and if you have not considered that parents consider that for your students it's a way to get them ahead and it'll take off a little stress during the regular school year but to all the staff and that's working we thank you for giving up your summers and working with our students students hang in there we know there's some long days and there's lots of work to be done but it'll pay

064off um in the end but again i encourage you to get some rest this summer come back energized and be ready for a great school year thank you great and i will so i don't forget everybody needs to read during the summer adults and students included so i'm very honored and humbled to have been selected by the board to to lead i will give it my best you all my board you guys are worth all that we do um because we have this goal to make sure that we are educating our our most precious resource and to that end um mr brown thank you for your leadership for the past two years it was not an easy feat i sat as your wingman and just seeing you navigate some of those waters really meant a

065lot and i think it helped our board grow as well so thank you very much for that i enjoyed um serving the board as the vice chair and now i look forward to it as as a as the chair um and then the only other comment that i'd like to make is that this summer we must rejuvenate we have been pushed down tap down beat down struggled down take this time very intentionally for us and district to rejuvenate so that we can have a really good start to our early 2022-23 school year so all right so i guess that leaves us ready to go for a closed session so do we have a motion yes madam chair i move that the school board convene a closed session meeting pursuant to virginia code section 2.2-3711 a

0661 of virginia freedom's information act the subject of this portion of the session is a discussion of consideration of prospective candidates for employment assignment appointment promotion performance demotion salaries disciplining and appointees regarding the position of principal assistant principal executive director of technology and director of student athletics okay do we have a second my second emotion any questions please call the roll mrs aman for dr best for mr brown for mr hunter for mrs law for motion carries 5-0 everyone will be in meeting for a few minutes so please be patient [Music] so [Music] okay well welcome back um i have may i have a motion to certify the closed meeting whereas the school board of the city of newport news has convened a closed meeting on this date pursuant to an affirmative reported vote and
