all right well it is six o'clock so i'm going to go ahead and call this meeting of the shelton school district board of directors to order thank you all for being here this evening as we get ready to swear in some new board members and it's always sort of an exciting evening so we'll go ahead and start with the pledge of allegiance so if you will join me please in the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for thank all very much all right we'll move on to item two which is the adoption of the agenda board members have you had a chance to look over the agenda at this point there
aren't any changes or deletions any discussion around the agenda or do i hear a motion i move to adopt the agenda i'll second that it's been moved and seconded to adopt the agenda is there any further discussion hearing none all those in favor say i i any opposed all right we have an agenda so moving on to item number three this is the superintendent's report superintendent jesse thank you board president carr good evening board directors um we have been really busy for the last since the last board meeting we've had our english learner task force uh kick off last thursday at mountain view elementary and the gym was great it was a really warm and welcoming environment family members and staff were able to attend came in get some food and then we got busy
around norms and then also things that the folks not only hoped to accomplish in the task force but also some things they needed what do i need to help set the direction for our english language learners here in the district and so it was just really well attended of course um we had an interpreter on site and in fact about halfway through we just switched it so that our facilitator who is native um speaker in spanish just spoke in spanish and the whole thing conducted it and in fact a couple of us wore the headphones so that was really a unique evening and um you know a part of the signaling of some of the work we need to do in the district around uh language and access to information uh we also uh this
last monday had our strategic plan steering committee kickoff meeting it was for a couple hours um board president carr was there um along with community members business leaders family members and we also had staff there as well that was really a nice meeting that group was able to really understand the charge of the steering committee and to discuss some of the stuff that we've we've been sharing around state of the district some updated data points kind of looking and directing and then just really kind of getting to know one another you have to draw some comfort um as folks did not know everybody um but that was really part of the key part when we're thinking about oh we're helping set the direction for the district over the next five years and beyond you want
to make sure people feel comfortable enough because there will be points where i'm sure people's passion and interest come out and so we did able to get that going um that group actually comes back together for a half day session next week already again under the shortened timeline is our ability to try to get some work done and laying out a vision and a plan for again five years and beyond um does take some due diligence and some concentrated time so be looking forward to that uh i was out in evergreen elementary last week in choice high school or seven through twelve uh evergreen was great they were really been working a lot on positive behavioral interference intervention supports in particular looking at data and really trying to target where they need to have support
in their whole program trying to cut down on discipline referrals and then also some specific supports for students they do know their students story strength in need i was really impressed with some of the next moves that they're trying to make there and really getting wrap around services for some students who need it and modify um their program however necessary to keep kids in school and having positive interactions they'll be looking to take some next steps around um growing the love of literacy uh that's something that they're working on there at evergreen so that's also a point of excitement as we move forward choice building relationships uh is their focus has been utilizing advisories so that's been wonderful as well i'm always impressed when i go out to choice uh because they're always wearing their
masks i mean i i talk about model students i mean mass are always worn there and they're great uh so um really excited and you can feel the warmth definitely at that school as well uh special thanks to the hood canal school district um nikki grubs who's the superintendent up there uh and i had some conversations and she is trying to help us get some students uh in particular some students up um in with the snokomish tribe uh to try to get those students to school as you know we've always been battling um with getting enough buses and getting folks getting kids to school so uh the hood canal school district's helping us out with a couple buses to help do some runs up north and down to uh in particular shelton high school so
that's some work we're working on hopefully that kicks off already uh even next week so that was really nice of them uh uh would native american heritage month i know marianne will be speaking about this but i feel very fortunate that we reside uh on the ancestral lands of the squawkson island and stokholmish tribes we we do need to think about it since time memorial and um most certainly need to build our relationships with both those tribes as we think about better serving our students who again identify as native american so that's some work for us to continue onward um and i think we've had some levels of success in some areas and we have some areas to grow into so um i think that's uh exciting for us um and i know again marianne's
gonna be highlighting some of our work that we have going on at all of our school sites um so and then the last part is really just a special thanks to outgoing directors brownfield and carr really appreciate your leadership um and helping bring me on board in particular um i would think of three characters when i think of these two fine professional ladies is wisdom i think commitment and i think about patience i think when you think about someone who's served on this school board for the last six years knowing some of the things that i know now that i've lifted behind the curtain and undid some rocks that they definitely saw a lot of work that needed to be done and they decided to definitely concede how they along with other board directors locked
arms uh worked with dr alex apostle and got some things done and so that doesn't just happen overnight and you got to think about where you keep your focus and for sure those two ladies did their job and that i can't say for every school board i've ever worked with so uh thank you so much this community is very fortunate for what you have provided them i just wish more folks were able to recognize what you've done so with that um back to you board president carr excellent thank you very much superintendent jesse all right so we'll move on to item number four on the agenda which is our community comment section i'll go ahead and read our community comment statement as part of the regular school board meeting the board invites community members to
make public comments in person and or by phone as conditions allow by calling the phone number on our website and entering the meeting id our public comment procedure allows each person three minutes to speak and comments will be heard during the community comment period as listed on the agenda in accordance with the open public meetings act the board is not allowed to discuss items not on the agenda but may direct the superintendent to follow up on issues that arise during public comment please be mindful of how you present your testimony as the board will not allow complaints against an individual staff member or student in open session unless that individual has requested an open public hearing please follow the public comment procedure by stating your name when recognized by the board chair all right so
i am looking right now and i am not seeing that anyone has called in would anybody like to make public comment at this time who is currently here and i'm going to give a really long pause in case someone is calling in at this moment since i know there is a delay with the streaming and what actually happens here in the meeting all right we'll go ahead and move on to item four on the agenda there is another community comment opportunity later in our meeting it'll be item number eight it will be after discussion and action items so if you are hoping to make a comment please make sure that you have called in prior to that that point on the agenda all right so we'll move on to item number five which is our
reports and recognition section of the agenda and we'll start with item 5.01 which is the reports from our student school board representatives and i believe i saw richard here so richard beckman would you like to give your report for shelton high school yeah um good evening so things at shelton high school they are um they're going pretty well finals just finished up today um so all classes have finished up like they have all the finals are done and um the new trimester is going to start so that's pretty cool also um our robotics team and also jrotc and dance they've had some victories over the past couple weeks i know like dance they um i think they qualified like the top three top five in their competition maybe first and then with um jrotc i
know that they um they won some things there and then the shs robotics team they took um they finished in first in their event that they had a couple or last weekend so yeah it's going going pretty well all right thank you richard i'm just looking here really quickly i think richard is our only student representative tonight which is understandable it's the end of the trimester people are pretty busy with all they've got going on all right thank you very much richard we'll go ahead and move on to item 5.02 this is the 20 20 20 21 f-196 financial statement brenda will be leading this part of our meeting so brenda good evening president carr and shelton school board i'm going to share my screen so we can um show you our financials here so
i'd like to start out with the fact that our financials have cleared all edits with the esd 113 it is now under review at ospi in olympia and i already have the request from the state auditor's office to upload the data so that means they're coming soon so we're just moving right along um the official document that you received in your along with your board packet that's 85 pages and um the presentation tonight have been posted on the school district website but and thanks to katie for doing that today so they are out there for the public to see already so first of all we will go if i can get my there we go okay um we have a fun summary here of all of the funds in shelton school district except for the
private purpose trust fund that is not required to be totally detailed in the f-196 because that is considered to be private money in the state academy manual the state academy manual guides us on everything we do in our accounting system they use a what they call a fund accounting system so that's why you see these different funds general fund is our biggest and main one that runs our day-to-day operations within shelton school district that one started out with a beginning fund balance of two million six hundred and forty-five thousand nine hundred and ten dollars and then we had revenue that came in of 750 to 841 and our expenditures of 66 million 776 628 dollars and then we had a transfer between funds that crossed years so we had this 845 000 that came between
capital projects and general fund that we had to report here so our ending funding fund balance is up um for the fiscal year we ended at 2 million 937 543 in general fund and again that is for our day-to-day operations everything we do um the next one is associated student body fund that is for extracurricular student activities that's all our sports all of our clubs that we run so they actually build their own budgets i just reported and submitted so the beginning fund balance and that was 451 278 dollars and then our revenue that came in isn't as large as normal because we didn't have gate receipts for mostly or from football basketball that type of thing so revenue was 111 023 our total expenditures again is low for this last year due to the
pandemic so it's 102 258 um thousand dollars our ending fund balance is 460 043.59 next we have the debt service fund that is where we collect taxes for the actual bonds that we sold to do all of our facilities um the construction so the mason county treasurer actually collects the taxes and deposits those directly into that account and then i twice a year give them guidance on june 1st and december 1st to make our bond payments and they would draw it directly out of that account and pay the bonding companies for that so debt service began with two million four hundred and seventy five thousand nine hundred and thirty five dollars again we took in taxes in the amount of six million one hundred and seventy thousand five hundred and forty dollars and then our
bond payments were five million nine hundred and fifty thousand six hundred and thirty seven dollars and that left us with the ending balance of two million six ninety 695 839 next we have the capital project fund that is when we sell the bonds the money actually goes into the capital project account and that you can only use that for new construction of facilities and major remodeling and facilities so we're winding down in our capital projects the state matching funds are deposited in there also and then our non-high contribution to the shelton high school project is also deposited directly into capital projects so we started with one million four hundred fifty one thousand eight hundred and eighty nine dollars last year we um received and this was mostly some state match dollars and the financing from
the school districts so that's 3 million 449 and our total expenditures last year were five million four hundred ninety two thousand two hundred and eighty dollars and our ending fund balance was two hundred fifty four thousand ninety two dollars next we have transportation vehicle fund that can only be used to purchase those nice yellow buses you see on the road we receive a payment from the state once a year on august 31st for our depreciation schedule of our current buses so the beginning fund balance on that was 250 778 dollars revenue we received for our depreciation on august 31st was 176 978 dollars and then our total expenditures we did buy a couple buses was two hundred and six thousand fifty four dollars and then our ending fund balance was two hundred and twenty one
thousand seven hundred and two dollars and when we get a new director of transportation we'll be working on buying some core buses with that money um what you don't see on here is the private purpose trust fund that is the private money that are three scholarships that the district holds and manages one of them is the drake scholarship that the shelton school board actually manages and awards the other one is a mike johnson memorial fund for a teacher we previously had here that passed away and they award that once a year and then we also have a bulk scholarship fund and they usually award that once a year to a recipient so next we have the fund balance history for shelton school district as you can see in 2011-12 we were pretty low we were
just barely at a million dollars um we've worked pretty well the school board and the district to grow it and then we dropped off again and now we're growing it again you will see we have increased the last two years we're up a little bit this year we do have a school board policy number 6022 and it states the best interest of shelton school district that the board of directors targets a bowl of nine percent of current expenditures to address potential general fundings and continue to maintain an acceptable and adequate fund balance for day-to-day district operations so our beginning fund balance um in the year of 2021 started at 2 645 910 which was 3.99 of our expenditures our ending fund balance is two million nine hundred and thirty seven thousand five hundred forty three
dollars and we've increased that to four point four percent of expenditures in this fund balance we also um self-insure unemployment claims so we record liability within this fund balance to help cover those for the year and it also includes 311 284 dollars of non-spendable items that is our inventory for food services transportation and all of our coffee machine paper inventory our average monthly payroll for last year was approximately 4.6 million and our average monthly accounts payable which is our day-to-day bills our pud bill you know any supplies was running about 956 000 per month so next we will have a historical of our enrollment as you can see we did take a significant drop in the 2021 school year we believe mostly due to the pandemic we were down 240 fte from the prior year
we are seeing that increase back up a little being back in person so we're hoping we will recover that but um that drop truly was we went online when the pandemic started so we believe that's what happened there the next one this is our revenue the pie chart that shows how it all comes in so as you can see our biggest portion here is the state general purpose it makes up 59.75 of our budget that is our monthly apportionment that comes in from the state that is based on our average enrollment of our students and grant claims and then also local effort assistance which is state funding for property for districts that run school levies and pass those so that's our biggest portion of our revenue that comes in from the state your next one
is your state special purpose that has special education in it our learning assistance grant also known as lap detention center funding we have to provide educational services to the local detention center so that flows in through there transitional bilingual highly capable and our transportation funding next we have local taxes that is our local levy that we run every three years um these are collected on a fiscal year here but our levy is actually 5.5 million dollars based on a calendar year so that's 8.05 of our budget our federal dollars have increased this year due to the esther funding and so in there you do have the esser we have federal special education we have a federal cte perkins branch title one title two migrant grants limited english proficiency our school lunch and breakfast program child
nutrition all comes in mostly from the federal government we also receive usda commodities in that program and then our indian education grant is in there the other districts category is we run several co-ops here at shelton school district we have a special education co-op that has grapeview and south side in it transportation co-op which is pioneer in south side and then food services also provides food to south side and then our non-high participation that the districts pay to come into chilton high school that revenue goes into that account the other category which is 0.26 percent of our revenue are fines damages any donations received here in the school district and our investment earnings so here is how our expenditures go out and we follow the state accounting manual we have account codes we use for
all expenditures that have numerous segments to them and the state dictates what each segment means so you will see in the next few slides the expenditures dissected in several ways based on that account code the first one is the object of that account code you will see we are definitely a people business here our biggest slice of the pies are our salaries and benefits last year those ran 82.81 of our total district expenditures and then our purchase services came in at 12 of our budget um last year a lot of that was due to the pandemic also we were um you know renting the temperature readers and that type of things those things fall under purchase services all of our copy machines are in there outside contractors fall into that category too supplies and materials
is 4.78 of our budget that's our day-to-day consumables curriculum books go in there our custodial supplies fuel that type of thing fall into that category capital outlay is 0.37 of expenditures you can barely see that slice there the requirement in the accounting manual is it must be one item for more than five thousand dollars and it must have a lifespan of one year or more so you very seldom have things that fit into that category um sometimes we'll have a big server that the tech department buys that will fit an oven for food services will fit you know recruit the big refrigerators fit so you know once in a while you have something but not very often and then travel is .04 very small especially this last year because we didn't have any out of
district travel by anyone and mostly this was just if we had a custodian working at two separate buildings we do pay their mileage back and forth and this is just a historical look and you will see it really doesn't change much our salaries were down a little bit in the 2021 but outside of that most everything remains the same there so the next slide slices this out by program so our biggest piece to the pie on this one is our regular instruction at 47.09 percent that covers our basic education programs our alternative learning experience over at choice and dropout re-engagement which the esd113 runs we report that enrollment collect it and then we pay esd 113 for that program so it's an in and out then we have general support over here at 12.15 percent
that's district-wide support that's our maintenance custodial our technology program business office human resources superintendent's office and the school board next you have special education at 13.14 of our budget then we have compensatory in the green at 9.75 percent of our budget those are programs designed to assist student participation in the regular instruction program the majority of our grants fall into that we have title 1 title ii migrant lab limited english proficiency transitional bilingual the indian education grant and the detention center again then we'll go here other instruction the only thing that drops into there at 0.52 is our highly capable funding community services at 0.59 percent that comes in our non-2 from school fits into there and our swimming pool our auditorium fits into there i split out the esser funding at 3.07 so you
can see that we still have a lot of money in sr2 and sr3 we're hoping to push forward with the strategic plan to take us in the right direction for student achievement with the remainder of those dollars so we've spent about two million of that as your money right now transportation of course is our buses and the mechanics and the drivers that keep that all our students to and from school so this is our to and from transportation only that's 3.32 of our budget our food service program runs at 1.45 of our budget and then of course we have cte down here at 8.94 of the budget so here's a historical look of how that breaks out really the only difference you see there is um in the new year we've added esser funding but
really most everything just pretty much stays the same from year to year and the final slide breaks our expenditures out by the activity section of the account code as you can see our biggest piece is the instructional program with 52 million dollars put into there that includes teaching activities classroom libraries our counselors nurses principal's office and all extracurricular activity and then i'm just going to go around the chart here in order so instructional support has professional development instructional technology that's any technology used in the classroom for instruction curriculum purchases and we also have professional learning days that the state is requiring now so that fits into there school food services is running just under a million dollars all of our meals are free still with last year and this year so we're not generating as
much revenue as we did before we actually did dip into the red in that program this year but luckily we had a reserve from the prior year so it more than covered the difference in expenditures and revenue people transportation we received just a little over 2 million this last year and that program broke even maintenance and operations runs a little over 4 million dollars for the district that's all custodial and maintenance staffing and supplies our utilities insurance and security is 2.2 million dollars that's our liability insurance for the district for all of our buildings and everything in them of course all utility costs and then we have security costs for the buildings other services is a piece of our tech department there's some network administration that falls into that category so that's district-wide networking and
then also our motor pool with our bands falls into that category public activities is our swimming pool our performing arts center at shelton high school and then we have to pull out a year and we pull out any non to from transportation and it needs to be moved into that category and then last the administration at 1.7 million dollars is our board of directors the superintendent's office the business office human resources office and public relations so that is our financial statements for are there any questions thank you brenda that's always very helpful to see all of the charts and all the ways that we divide up how the money is spent are there any other questions for assistant superintendent trogstad sorry i just had a question i couldn't get my mute to come off um
brenda on the debt service who did you say get sends that money to us it actually all of our funds are in an account at the mason county treasurer's office that is our bank and so they collect the taxes deposited directly in there the money never really technically hits here so okay mason county treasurer all right thank you and i was in a was the session that dealt with the recent changes in the asb and the way that you're having to account for that now and report and things like that so that was very interesting and you know kudos to all the breakdown that goes on behind the scenes for each of those clubs and activities and whatnot if people will go on the website under the the uh forget where where it's at but
it breaks it all out it's under asb that's what it is and um boy there's a lot of different categories to to keep straight when it comes to us in this report we just see the grand totals so but there's a lot of a lot of questions that we uh discussed moving forward with how that asb accounting is going to continue to to evolve so we'll be watching that thanks other questions for discussion i had one quick question on the last slide brenda something we had talked about earlier on um administrative cost one one million seven i figure that out to be about 2.66 is that accurate that's very close yes well yeah i did it on an excel spreadsheet so i tried to figure it out yeah and as i recall you were saying
that typically among school districts that's higher about six percent is that correct that's correct we um i had done a little research and they were running between 5.5 and 6 normally on other districts okay thank you all right well thank you very much we appreciate your report all right we will move on to item 5.03 which is the graduation requirements update from mary ann marshall we do this on pretty much yearly basis about this time so ms marshall all right good evening president carr respected directors of the board tonight i'd like to update you on the graduation requirements that our students have here in the shelton school district all right so to earn a high school diploma students must do three things they must complete a high school and beyond plan now the high school
and beyond plan revolves around three questions who am i what can i become and how do i become that in the high school and beyond plan it is a graduate requirement that helps students get the most out of their high school experience as well as start to plan and prepare for their future next up students have to um earn 24 credits and also complete one graduation pathway so the requirements to graduate from high school in washington state are 24 credits and they're distributed among english math science social studies the arts world languages career and technical education health and fitness and also electives other non-credit requirements include a course on washington state history and a plan laid out for their life beyond graduation which helps to determine what course courses a student should complete we also
have three state assessments that must also be taken in english math and science the english and math exams must be passed while the science exam only requires participation in 2019 with the passing of house bill this now requires all students to complete at least one graduation pathway in alignment with their high school and beyond plan to graduate and the pathways include completing a sequence of two cred two or more credits in cte that either includes a dual credit course or leads to an industry recognized credential and all of our current shelton academy pathways meet this requirement juice can also take the asvab test and they must receive a score of 31 or higher they could do any combination of the following with the act or s-a-t score they could score a on the s-a-t score
of and with the writing as well and score a 16 in math if they take that s-18 they've got a score of 410 with an ela with or without the essay and they have to score 430 for math there's also a pathway around ap international baccalaureate we also have cte dual credit and college in the high school or running start courses dual credit exams where they would take advanced placement and have to score a three or more on their events placement test we also have our state assessments like i mentioned earlier they do have to pass the math and they have to pass the ela and then we also we have our transition courses which equals out to one credit total for ela or math which are with our bridge to college courses which are
all state level approved any questions questions for ms marshall around the high school graduation requirements i don't have any questions i just want to say i really appreciate how this is laid out it's very very clear um should be able to be understood even though there are all those caveats in between um it's a great graphic for people to be able to um to get a grasp of what our high school students go through to get to graduation thank you all right so we will go ahead and move on to item 5.04 which is native american heritage month which is this month in november so miss marshall all right yeah so november is and we are still celebrating native american heritage month and i wanted to put together a powerpoint and show you some really
awesome things that are going on here in the district this month all right so throughout our buildings they've been holding some virtual assemblies you'll see right up here in the left-hand corner that was from choice they put on um a virtual assembly for their students um mountain view they had this newsletter that they sent out with a qr code which if you are familiar with the qr code you just scan that and it allowed them to do interactive activities with those books so it would read a book to you or you could engage in a variety of activities just clicking on these items here and on the shelf so i thought that was really cool next up we had um display cases with local artists and artifacts as well as some educational bulletin boards just
sharing with students different tribes across our nation you'll see here this up front we had a really cool just um information on important people throughout history and the native american culture both present and past you'll see some art of some art artifacts there that were displayed as well except we had our native ed tutors in our classrooms they read stories they did some some artwork with students they and took some time to just answer questions read some books with our students as well and then the last one i thought this was absolutely beautiful at mountain view elementary and ruth boca's um classroom she's a native ed tutor here in the district she had two beautiful button robes on display with some artifacts and spent some time answering questions from students um on this as well
as staff and i just thought this was really gorgeous and wanted to share that with you we also had stuff going on on our social media platforms like facebook um our buildings really have taken um a good step like right every day incorporating this at the elementary level into all classes you would see something in all of the specialists and art music stem pe and the high school incorporated this into their history department they also incorporated into their morning announcements they shared information as well and just wanted to give you a glance of what was going on throughout the district for the month excellent thank you ms marshall any discussion or questions i just wanted to say that i do really appreciate all the things that the schools put up on social media and for
any new board members as you come on if you do facebook at all you can look up each school they have their own facebook page um and so you can you know follow each page and see because they really do they've done a great job of putting up the different things that they're doing for native american history month and just or heritage month excuse me um and just any of the other things that that that they want to promote throughout the year it's been great to see those on each site and i do love seeing the button blankets they're always so beautiful i wondered maybe if richard beckman had our student rep from the shelton high school if he had any feedback on what what he may have observed for native american heritage month in
his building hi um i uh sure i could talk on that i know um i didn't ask specifically about it but i know that students were talking about how they had like um classes or i think it was sessions or it was some sort of activity where they would um native students where they would go and like talk and i think learn more about that but i didn't get any specifics about it and there weren't like events for like all students and it was like advertised a whole lot i don't think at least i i didn't um hear a whole lot about it but um yeah thank you all right well thank you very much marianne appreciate the report all right so we're gonna go ahead and move on to item number six which is
our consent agenda we have some proposed minutes we have some overnight travel for the boys wrestling team and for boys and girls wrestling team coming up personnel report and various fun warrants is there any discussion around the consent agenda or would someone like to make a motion i'll move that we approve the consent agenda i'll second that it's been moved and seconded to approve the consent agenda is there any further discussion hearing none all those in favor say aye any opposed all right consent agenda has passed moving on all the athletes and what's that and good luck to all the athletes yes for sure it's exciting that our athletes are getting to travel again all right moving on to item number seven which is discussion and action items item 7.01 is the highly capable services
plan with adrian minri koreans board president carr and respected board directors my name is adrian minnery and i am the interim director of curriculum and instruction for grades k-6 and the district assessment coordinator i'm going to go ahead and share my screen here and so today i'm bringing for introduction and action the shelton schools highly capable program plan for the 21 school year this is an annual process for each school district for submission to ospi and presentation to the school board each district is required to submit a form package to ospi outlining our plan for referral and identification for our highly capable program services so in this presentation i will provide information about our highly capable referral process and our services that are detailed in our form package so here you'll see an overview of
our referral process our referral window is opening next month in december and we have planned notification um and advertisement for our community via multiple methods um so email take home letters and our communications department has helped develop a really nice flyer for this that has a qr code on it that buildings will be able to share with families and they'll be able to access the forms they need via that also our district website and they'll be available as paper copies in the schools for families and teachers we also have robo calls and advertisement planned in our newspaper as well as outreach via social media outlets in addition it's a requirement and best practice to administer a screener at at least one grade level due to the pandemic we're not able to do this last year
so we will be doing that for all of our second and our third grade students this year to really help identify my benefit from these services so for our identification and services we force students who are identified in our screening process and by referrals from either family members or teachers they will then take a different assessment called the cogat which is a cognitive abilities assessment that provides additional information after we've gathered those pieces of information we will convene a multi-disciplinary team with members representing different expertise that we have in our school communities to review student information it's important that we review multiple objective criteria in addition to the referrals from families and teachers to identify students for highly capable services in addition there's not any one test that is a barrier for students to be
identified for these services and then the services that we have outlined here in the shelton school district for identified students are beginning with differentiation with each teacher knowing their students by story strength and need and providing the instruction that they need they also have opportunities for project-based learning in addition that might that goes along with our in secondary rap and honors classes as well that is another area of service we will have summer learning recommendations for 2022 and in addition we have practices around clustering students who qualify for these services so they're able to teachers are able to provide those services and students are able to work with one another as well this is just an overview of the number of students that we have identified over the past several years six years for highly
capable services you'll notice that the numbers did go have gone down that is just because across the state due to the situation last year these processes were not in place in the same way and so we're looking forward to begin them again for the school year for the shelton school district and moving forward so thanks very much and i welcome any questions or discussion around the highly capable services plan i did have a question you know just looking at those graphs and how they have gone down and obviously due to the pandemic there was such a disruption and not having in-person services so that referral process was still going on for those grades even though they were not in the buildings was is that was that happening last year in the year before to a
certain extent my understanding and i will also defer because this is my first year with the salton school district but my understanding is that that referral process was not in place last year and in meeting with jody hess at ospi she's the program director for the state for highly capable what she indicated to me was that it really shut down in school districts across the state because some of those assessments were not ones that you could give remotely for example with cogat it's just it wasn't an option and so it those processes just weren't in place and that's why we really want to make an effort this year to to put them in place and both ospi and esd have worked with us with me on our planet we're very supportive so i guess my
question is if they were missed entirely will they be done at the grade level that they should be done at but then also followed up with those grades that missed having that yes that's a great question and so that is why we chose second grade and third grade because last year so historically and what's a practice across las vegas to screen second grade students and so our third graders now didn't have that opportunity last year and so that's why our plan is to do our screening with our second and our third grade students but the referral process is open to all k-12 students and that's why we also really want to do a campaign around identity letting our community know that these opportunities are available for them to refer their students and their children okay
great thank you for clarifying that i didn't quite catch that it was the referral process was open for all grades thanks to that question i have a question about the numbers were going down before the pandemic ever hit so is there um a limit um i know even though like in special ed even though um the percentages may fluctuate statewide um schools don't get anything more than 13 percent um there's like a a cap for funding does something like that exist also for high cap that's a great question no we don't have any tap on numbers and in fact what i was working one of the issues i was working with different representatives at the esd and ospi around was how to increase our outreach and identification of students who historically may not have been
identified for these services so that's part of the reason for convening the multi-disciplinary team and looking at multiple sources of data so for example we're pulling the weda scores to look at our students who are learning english and having representatives of uh on that team to talk about um learning uh patterns for those students as well so that's the idea is really to increase our outreach and identification thank you director carr i have a question if nobody else has their mic open yeah go for it is there any are there any special plans for um you know reaching out into the um hispanic latino community the classes is any part of high cap conducted in is it all in english is any part conducted in spanish at all or a second language that's a great
question and so part of the identification process is really left open it's deliberately left that way that the guidelines so that we can use multiple measures um some of our testing is available like for example some of our academic testing is in english if the student is included in english if that's their they're not in a dual language program so that's why we really do have multiple measures to be able to look at for um for identification and we will be reaching out our letters um all of our materials that go out are all translated so that um we're really trying to do that outreach for our families so they understand that this is an option all right teddy do you have another question i just had one follow-up yeah so when the when the
application process opens up in december this is creating a a list of uh candidates for the following school year not for later on in this school year correct it's a range of services so services would actually begin this spring and that students would be identified in our student information system principles are identified teachers are identified and the whole system of supports within the school is identified isn't sorry notified rather than a family is notified so that staff is aware of this additional information about their students and are really focusing their efforts around differentiation and then for the following school year part of our work with our schools is around our scheduling and so that's where it we talk about our clustering of students to facilitate differentiation and also work that students can do with one
another all right so we have uh the highly capable services plan which is a recommended approval so if if there are further questions or discussions now's the time or someone has would like to make a motion move that we adopt the highly capable plan a second it has been moved and seconded to adopt the highly capable services plan is there any further discussion hearing none all those in favor say aye aye hi neopost all right highly capable service this plan has passed thank you very much adrian all right moving on to item number eight this is the second opportunity for community comments so if you would like to make a community comment this is your last opportunity to call in and i will take a long pause here all right seen no one has called
in is anyone currently here in the meeting that like to make the community comment all right we will go ahead and move on to board member comments carrie you are at the top of my list tonight would you like to start sure i would be happy to start and i too would like to congratulate the dance team robotics njrotc and also all the new honor society um inductees i saw that on our social media feed too and it was wonderful to see just all of those groups doing great and all of those students being inducted into the honors society last week was a really busy week just with our school board study session with the new and old board members i thought that was you know a fantastic opportunity for us all to meet each
other and come together on what looks like we might have some operating agreements coming out of that it was also wonderful to you know look through different examples of strategic plans and get a better idea of of you know the direction and the look of what we're going for there um and it was also very nice just to have the wazda facilitator walk us through different roles and responsibilities because that's always a good refresher even for somebody who's been doing this for six years so i want to say i really look forward to working with the new school board members and at this point in time i do just really want to give a heartfelt thanks to both sally's sally carr and sally brownfield just for all of the years of service of which i've
been there with you and i just want to thank you both for your professionalism your strength your leadership and your grace through all of this i have learned so much from working alongside both of you for the last six years and you know your advocacy for shelton students for all shelton students and your attitudes and how you've gone about helping has really moved this district forward at the wazda meeting this last week tim garcia who we all know um said that in in just the last year we have dealt with over 125 things and those are unusual board member things things like the changing health guidelines you know mask wearing having school halt and then all of a sudden being told you have to have five days of in-person school and the list goes on
and on it was literally 125 agenda items that school boards had to deal with and when i look back on that it is really hard to believe that we've had to tackle all of that and i'm so glad that we were able to do that together i will miss both of you tremendously but i know you will continue to be active in supporting kids in our community and i just really want to thank you both for your time and your service those things are not you've given up a lot you've been to a lot of meetings and i just appreciate being able to have worked with you for the last six years so thank you so much that's it for me excellent thank you very much carrie sandy all right thank you i just wanted
to give a big thank you to the biggest assets of our schools and that's those that are walking our halls past and present and we're talking staff and students student reps everybody's contributed to make shelton schools what they are today saw a recent interview on ifibre 1 regarding ap english and every week every day people are just doing amazing things to keep the district moving forwards i want to thank sally kay and sally b both of you for your valuable perspective that you've provided in working with all of us and i've also learned a lot from you and i think both of you have demonstrated the passion in your heart and your dedication to the students in shelton school district but also around the county not just not limited just to shelton students it's been
an honor to work with both of you i want to thank kerry for her work before the wasda conference she had the task of coordinating and submitting our application for the wasda board of distinction and thank you for putting in the time for that looking forward to working with the new school board members and um you know like kerry mentioned we already got a start on that working with the working with everybody on the study section and our operating norms etc on thursday the 18th i was able to attend a webinar webinar on the indian boarding and residential school experience healing in a time of truth and justice very poignant information sandy you just froze so if you are able if you can still hear me if you could um maybe turn off your camera
and try again that would be great they're all they've all been recorded and so as luck would have it a lot of times there's two sessions you want to go to at the same time and um since they've recorded we can go back and watch those ones that we weren't able to get into the first time around so thank you that's the end of my report all right thank you very much sandy marty thank you um and i too would like to thank sally carr for the initial meeting and bringing me up to speed with the now i have to shake my uh my you know matthew's hand for uh the boot camp on thursday because i kept using the term fire hose and of course he says i know what it's like to drink
out of a fire hose but that was an interesting opportunity i i i enjoyed the study session and i you really enjoyed the the boot camp on thursday where i got to sit with matthew with maryland for a while i get to know a little more the time during the session i got to talk with sally on the side just to pick her brain about a few ideas and some other stuff so uh the whole key about the entire wozder conference for me was networking and hearing things that have been part of a public discourse uh set in such a way to make it very clear what the intents and purposes are and so for me that was very very helpful and so i look forward to uh the new board and new opportunities the
strategic plan there's so much going on this like uh said i will never be a double i'd never be a dull moment and we have a target rich environment for more for better improvement i look forward to the new team and what we can do to improve uh both the high capability specialty programs where i've had several kids but the special needs programs for some of my daycare kids are i look forward to just a really great opportunity in the years ahead all right thank you very much so i'm actually going to ask our almost board members if they would like to make board member comments so matthew i see you on my screen so would you like to make board member comments at this time sure um wow uh got elected a couple of
weeks ago got to have a meeting with all you nice folks um i mean honestly i knew most of you anyway but um sally uh sally carr sally gray whatever um i won't let you down um i've known you since we were kids um i think the the thing that i got out of the conference this last week um they they touched on a little bit about you know i did the thing with the hot button topics and um they talked about critical race theory and there's there was a lot of information about the the opportunity gaps and things like that and the thing that kept coming back to me and and the the thing that really sticks in my head as we go forward is i'm reminded of the difference between the history we
learned in the history we know and that we look at thomas jefferson as as one of the forefathers of of the united states of america but when you dig into thomas jefferson you understand that he understood the importance of education and said that his slaves would not be allowed to to read because if they could read they would leave i want everybody to understand that concept just because we were taught things doesn't mean that they're right and there's a lot of things that that we need to correct that as a country as a as a community i want kids to learn these things i want them to stay in shelton i want them to be teachers and principals and school board members there's a lot of neat things out there and i'm i'm blessed and
and can't be more happy to be part of this board at this time not just in shelton but in america so thanks excellent thank you very much marilyn would you like to make board member comments uh hi yeah um the boot camp was really uh an eye-opener uh so much information uh it was a little overwhelming to me you know but it was interesting i enjoyed going i met other people on new members of other school boards uh it was uh nice to talk with them and see you know what got them interested in being on the boards and um so i really i really enjoyed that on the the actual other days i wasn't able to get on so i'm really happy that they recorded uh things because now i can go back there
was you know i had them all i there was a technical problem where i couldn't get on there so um i have my son-in-law here who's a computer uh whiz and he helped me and so i'm gonna go back and uh watch the recordings on the ones that i wanted to to listen to on those days but um yeah i'm really happy to be on the board i hope that uh and i enjoyed meeting uh matthew and spending some time with matthew and and marty at the conference um not that much because i i got there first and i got a seat and they were at the total opposite end of the room i didn't see them so it was a little later but um i think [Music] and fun and we'll get a lot
of oh all right you cut out there a little yeah you cut out a little bit marilyn but if you we can hear you a little better now where'd i cuddle you just finished up talking about the wasda conference and we're saying that you're looking forward to being on the board yeah that's basically enjoy um i think we'll be a good board be able to work together well and uh i think we'll be able to do a lot of good things uh for the students sheldon that's all excellent thank you very much all right my good friend sally b well it's uh like i said before looking back at the the six years um i mean i started going to school board meetings so a lot longer before that and keeping track of things of
course and and one thing there's a lot of us on our board that really uh that grew up in shelton went through shelton schools uh and um so i think for each one of us it's it's uh not just it's a work of heart for all of us we want the very best for shelton and for for every single student and there was a lot said at wazda and uh about equity and i think sometimes people um misunderstand that term and equity really is simply um that we are serving each and every student in our district so that they can grow to to their full capacity and um it is um required that every school board have an equity policy and shelton has not developed that yet and so i really hope that this board
does that work um to put that in place and often well most often um when something comes to the legislature wasda creates a model policy and they have intentionally not done this quick model policy that you can check off the box because they see the benefit and the real value of that being um for each and every community and so i'm i'm hoping that that will um be a priority of sheltering the other thing i got out of this conference was the the student rep the depth and this is some place i think shelton can grow uh the depth of the participation and the voice of student representatives at the board level these are our students that are living it every single day and and also um the encouragement for school directors to to get
out in the schools to really see firsthand what is going on suppose both that voice and and being on the ground so that when the decisions are being made uh voices from the community are being heard um there there is um better communication better understanding of what's really happening so also being on the [Music] wasde board that was my last last thursday was my last board meeting there and i conducted a uh early morning session uh of the equity committee that i was the chair of so um you know there's always more work and and i'm so encouraged by the young people i saw that conference and i'm very encouraged by the young people that i see as student reps on our board asking the questions doing the work saying how do we really um
so much more than my generation or the generation after about really embracing their own education and their path forward that it's not just something you go through but but um they have that vital participation of saying yes this is where i'm going and what i want to do so um just a couple of areas um you know there's so much at so many different grade levels and whatever but i am very very pleased at where our district is right now and where we're going forward and just wish um the new board members you know the the best not just the best of luck but um you know there's so many resources so many resources um that and individuals uh resources as well to support you and your roles and um hope you take advantage of
all of that whether it's through the esds the awasda people in our community everyone's there to help so thank you for stepping up and being part of the process and i will certainly miss this um you know but it's it's time for a new group and and um looking forward to great things happening thank you all right thank you very much sally so i'd like to congratulate sally on uh serving as wozder was the director for our district five here for the last few years thank you so much for all your work for wazda for representing our school district and the many school districts in our district and also congratulations on your work on the equity committee that was i know for you a passion and a work of heart and i appreciate that your
service on the committee and your service as chairperson of that committee i'd also like to announce that the shelton school district board of directors was awarded a board of distinction award at the wazda conference this is the fourth year in a row so i'd like to congratulate my fellow board members on that it is no small feat to be [Music] awarded a board of distinction it's a long process they look at a lot of different boards and a lot of different data points and thank you kerry for your work and spearheading that i'd like to i've been working with our student reps looking at the student rep policy here in our district they've been doing some work on that i know richard especially has been sort of spearheading that with the other two student reps
so as i am leaving the board here i encourage one of our or other board members to maybe consider stepping up and overseeing that process as they continue to take a look at our policy around student reps it is very out of date it talks about a single student representative we have three now because we have two three high schools there's some other things that need to be looked at as well on that and they're going to be working to get that updated and bring before the whole board i had the opportunity this week to serve attend the first strategic plan steering committee meeting that was a very well done meeting i appreciate all the work that superintendent jesse and our cabinet has put into getting that prepared as we move forward i feel like
we have a really strong group of people who will be taking a look at the strategic plan as we move forward it's going to be a vital document plan as the district moves forward i'm very excited about the future work around that i sort of said my goodbyes at the last board meeting i want to thank everyone for the amazing six years that we've had together and i would like to welcome the new board members you're going to be amazing i'm very proud of the people who have stepped up to be board members here in the shelton school district your passion for kids and what's best for kids is is evident and it's been a great pleasure to to meet you marty and marilyn and of course matthew to continue uh encouraging each other on
