been made and seconded to approve the consent agenda. Any further discussion? All those in favor? >> I oppose obstain motion carries. 4 Z. We're going to table the business report and we're going to move to unless we have anything to talk to you about about the delivery. >> No. >> Me? >> Yeah. >> Yes. >> We do need >> we I need to know who's going to speak to each one. So, >> okay. Aside from that, we got that. No, nothing else. >> And we also need during the business, we do need to talk about insurance, I believe. >> Well, you asked about anything specific to deliberative, right? >> Yeah, let's double back. Let's move to new business. Uh, item A, the senior trip request. out of practice. >> It's okay. >> You want us

to sit Floor is yours. >> Okay. Um, I'm the president of the senior class. >> I'm the vice president. >> I'm the secretary. >> Our treasure. You guys have names. >> Oh, I'm Julianne Brownley. >> I'm Ella Horsesh. >> I'm Madison Nelson. >> Our treasurer is at practice right now, so he wasn't able to make it, but his name's Ryan Mayhe. Um, we want to go to Lake George from May 15th to the 17th of this year. Um, it's a three-day trip. So, day one, we would depart from school. We don't really know exactly what time yet, but we would take early in the morning, but we would take a coach bus and then we would get there around 11 and we would just explore and walk around and then we would go to Sky

Zone and just to waste time to get to our hotel for like check in because check-in's not till 4. So, and then after we check in, we would go to dinner and then go back at night and then we would have breakfast with the complimentary breakfast and then we would do our white water rafting which is 13 miles long. And so that's going to take the most of that day and then we would go bowling and have dinner there also. And then the last day >> So day three we'd have breakfast. We would go to amusement park from till 3:00 p.m. And then after that we would head back on home on the coach bus and get to school at um 7:30. So there's around 33 students go going and we after calculating it's $725

per student and we are charging $200 out of pocket for each student to pay and and in total it's $2500. Yeah, it's around 20 >> 2500 >> and they already paid 100,000 >> what >> 2500 >> and we already had them. It was 100 in the beginning of the school year right around there that they already paid. >> Yeah, we already >> they already put 100 deposit >> and then we just we just all we just sent a call today for a hundred more. >> So 33 students have already paid $100. Um, >> we have exactly enough for our trip. So, we just did another 100 because we need caps and gowns and like a little bit of extra money in there. >> From meaning from all the fundraisers they've done as a class at

this point, you have enough to >> Yes. >> We're going to uh Plymouth travel as well. Does this say Friday, Saturday, Sunday? >> Yeah. What was the date? >> It's May 14th, Thursday. >> We leave Thursday. >> No, it's a it's well May 15th of Friday. Oh. >> So, yeah, we would leave on Friday and then come back on Sunday. Any questions? >> All right, then we'll look for a motion to approve the senior class trip as presented. >> I'll make a motion. >> Second. >> Any further discussion? All those in favor? >> I oppose. Same. Motion carries. 4 Z. Have fun. >> Thank you. Thank you for coming. >> Okay, we're going to now um move back to the business report. I have a question. >> Certainly. >> I'm I'm the one presenting the

budget. I pulled up files from a couple of weeks ago. Do those include the healthc care cost changes? They exclude. Good. >> Correct. >> That's my preference. >> Yes. Yes. And you're looking for the board if I see this right here on those healthcare changes today. >> Yes. >> All right. So, let's cover the deliberative first and then dive into that. >> Okay. >> Um for the deliberative, I'm assuming no one needs to present one. The chat will just cover. >> I'm presenting two. Bill is presenting three. Travis is presenting four and five. And Erica begged to present six. Oh, she did. >> And we granted her wish. >> Not exactly how it went. >> Oh, it's not. Oh, shoot. Well, something like that, Patty. >> Okay. All right. Good. I just like to let

them know. >> Did you have a copy of those? >> Um, yeah, they're in the file, but I can email the link. >> Yep. These Ig 25 for the public. >> Thank you very much. Um okay so now talk to me about healthcare. >> Yes. So a few months ago we had mentioned Steve and I had mentioned to you that we um had been contacted um by CGI to um and and they are an independent um firm. They're not a like municipality firm like we have always got gone through with our health insurance and they went out for bid for us and what they do is they seek quotes from every healthc care provider you can think of. We did receive um or I should say Steve at CGI received bids from Anthem Blue Cross

Blue Shield um that were very promising and he thought that there was something there that we could have a significant savings from. So he went out and I don't even remember how many plans total there were. I think they they mimicked exactly what we had for benefits and then he also put in some different deductibles in there. So I think we had like eight plans originally to look at and we narrowed it down um to the three that would be most financial um or financially beneficial to us as a district and to the employee. Um so that meant that um our base plan that our employees 15% premium would stay the same with a 2,000 out-ofpocket max for a single 4,000 out-ofpocket max for family and a twoerson. Um then we chose two higher deductible

plans right now. Um, they're option two. Let's just call it option two. It's hard to say because they don't really have a name um because they're all Anthem blue. They just have different deductions. And I provided you guys with the spreadsheet that showed the exact savings. I don't know if you had a chance to review it at all, but every one of these plans come with a um health reimbursement arrangement. Currently out of our Yep, that's it right there. So currently our plans the the top tier plan the 15% premium 1585 that we share um this current plan right here it comes with a $2,000 HRA. So what we did was we included an HR with all three plans because the top um the plan two and plan three have higher deductibles than they currently

have. So what we did was we looked at if we um supplemented the increased deductible with a district HR. what would be the savings? Would the savings be significant enough to cover that? And that's what we looked at. So the bottom line is this. The out-ofpocket exposure for our employees will not change with these three plans. The district will fund the difference in an HR. Now nationally about between 70 and 80% I think it's just under 80% right now of health care users maximize their deductibles. So typically in the past we don't budget 100% on our HAS because you have a good percentage of employees that don't meet that full deductible. won't use the HRA. And remember, the HRA is employerowned. So, if it's >> now, >> yes. So, if it's not expended, it stays

in our budget. We get to keep it. Um, CGI bills us. So, what it is is each one of their cards, you can say it's frontloaded, but it's really not frontloaded. It's almost like it's a credit. And then as our employees use that card, which can only be used toward their health plan deductible eligible expenses can't be used um for anything outside of that. It's not a flexible spending account. It's an HR. They then bill us to let us know what we need to send, you know, what they've been um using on their cards. So what we did was I did two scenarios. I did our savings based on 100%. Worst case scenario, every employee meets their high deductible. We have to pay the full HRA. And then I did a column that was 75%.

Which I still think is a little high for our district because I can see the history of the current group that has the HR and we're well below 70%. So, um, this year it's all budgeted. It's all, you know what I mean? All the money is in the in there based on the current plans. So, for the three options now, my we've had three different meetings with the staff, too. I think I did tell you guys that um for the district um it would be a savings minimum minimum savings of $223,000 in year one if it's based off 75% for HR which I think it's going to be closer to this if not more um that would be $290,000 savings to the district. Another piece of this is something we've been talking about ever since

I've been here, and I know the budget committee typically brings it up, but I don't remember them bringing it up this year. Um, we had talked about increasing the insurance buyout. Since Littleton has implemented the buyout option, it's been $2,000 a year, regardless of what level of plan they have or if it's a single or two person or a family. As we all know, the value of health insurance increases every year. We haven't changed that 2,000. So, um, we are recommending that the single stay at 2,000, that the twoerson increase to 4,000, and that the family increases to 5,500. Basically, what I did was basing a single plan on 2,000, a twoerson health plan is double a single plan. So, I just doubled the buyout to 4,000. The family plan on average is about 35%

more than the twoerson. So I just increased the family by 35%. That's how I came up with the 5500. Just so that you guys know like I truly didn't just pull them out of my hat. I did have a rhyme or reason to it. Um that in itself it is an increased cost of $52,000 to the current. We currently have 26 employees that take the bio. We don't know. We tried to do a survey last year. Um, but with HIPPA, there's certain things you can't ask in a survey with staff and we're not sure if this is going to be appealing enough to get current employees to take the buyout. Um, I have had two inquiries since we've had meetings on it that people aren't interested, but they didn't say whether they were or they

were not. Um, but what we do think is that having this buyout could help. It's a enhanced benefit for our staff. So, it could attract somebody. It could be that deciding factor for someone to come here that maybe doesn't need health insurance. Um I mean it's just an increased benefit and I know we have talked about it making it more attractive especially with the cost of healthcare and the savings to the district based on employees taking that buyout. Um one family buyout is a savings of over $31,000 to the district. Um, so I mean it's pretty significant. >> So I'm clockwatching because I want to be in nonpublic by 5:30 and you're saying you need to vote today. >> Yep. >> So I'm any of the three plans on the screen, the current plan, >>

the the top 15%. Oh, these are all current. The top these are all current and moving to these. Okay. So the deductible is the same across the board >> except it goes up if they have some of these reduced options. >> Yes, because they Yeah. >> What tab are you on? >> We're still just on this. He's just looking comparing like the deductibles from the current plans to the three that >> we're proposing. >> And with this plan, could they come back and say, "Oh, you spent too much. We need $300,000 from you by next week." like our last plan did. >> I mean, basically any insurance company can do that to you. >> The last one we were a cooperative, right? So, we're like, is this one a cooperative, too? Because I don't think

that any insurance company can do that to you. >> Um, from what I understand, they this rate is guaranteed and it's based on what our claims have been. I can tell you that Anthem has better arrangements, agreements, contracts with facilities. They're a bigger network. Um, so to go to the doctors or what have you, it's um cheaper and obviously their network is larger. Um, >> and if I didn't speak in acronyms and I was in the life insurance business and not the health insurance business, H would be >> health reimbursement arrangement. >> Thank you very much. >> Yeah. >> And and why do we have to vote tonight? >> Um because we have to notify the insurance companies. Um >> this this is only good for a few >> a few Yeah, the quotes are

only good. um school care was supposed to know by Saturday whether we were going with them or not. And we apologize for the short I mean we have been working on this for months but it's kind of you're at the mercy of when people release quotes. Um >> I know you sent us stuff late one night and then I tried to jump onto thatformational whatever you were having with 10 minutes of technical difficulty so I jumped off. But it's just an extensive spreadsheet with >> listing a lot of numbers. So, >> what's >> I mean, we can vote, but >> what's the feedback that you got in those sessions from? >> Um, when I talked to Jeremy, um, trying to think when he sent me that message, um, it was 100% to the affirmative to

change to change healthc care from both support staff and teachers. And he had had 38 votes at that point and they were all 100% to move. We didn't hear any different today. >> I didn't know. Yeah, I did not. >> From their perspective, what's the benefit to them to shifting from the current plan to this one? I understand the benefit to the district, but what's the benefit to the teachers and the support staff >> because everybody is saving money. They they would be because the premium is so much less, their 15% of that is less. You you know what I mean? It's like over $1,000 less a year. um for an employee to go on this plan and their check, you know, their premium, >> assuming that they're in the the red plan or the

yellow plan. >> The red. Yep. But I mean, every plan, the both plans where they pay a percentage, their percentage is is is le, you know, the dollar amount is less because the plans are much less. >> Do you think it's possible for you to get an extension from school care? I already have. They gave me. >> You think it's possible to get another extension for school care? >> I don't know. Or I could just tell them we don't know at this point and we just have to gamble. Um, my Anthem rates are only good till the 7th or the 9th. It's either the 7th or the 9th. What are the questions do you all have? >> So, saves us money, saves them money, >> full support. We're trying to find out what the catch

is. What's the catch? >> There is no catch. All I did is, you know, follow a directive to look at other options and save. >> This is this is what happened. We put it out in the open market. >> City is taking what school care will give us. >> I just want to stress again that everything that we're going to present in the deliberative tonight does not factor >> or assume these reductions. >> They do not. They do not. >> Well, they're great numbers obviously. I I but I I guess I have to be the skeptic just to make sure we're >> no at the right things, you know, but obviously this is >> I mean, but they are, you know, the deductibles are significantly higher. You know, one group's going from 2,000 to 4,000,

>> right? >> They're going from 2,000 4,000 to 357,000. >> Another plan's going from 4,000 8,000 to 6,000 12,000. I mean, they're significantly different than what they currently have. So, >> how does the HA work against the deductible or it doesn't if they're in that category anyway? >> if you're 0% with HRA, what does that mean? >> That means you're paying 0% for there's no premium. >> Okay. >> And the district is giving you an HRA of 2,000 and 4,000 depending on your level. Oh, is this here >> to go against your deductible? So, you're >> And what do you mean by your level >> single? >> Okay. >> Two person. >> So, you're a family. >> Yep. >> You're getting a $4,000 HR. >> Yep. >> Against your $12,000 deductible. >> Correct. >> Get

you back to the current plan of $8,000 of exposure. >> And currently, we don't fund an H. Correct. Yeah, >> but they have one as part of their plan or they don't at all. >> Current plan. >> Which one? >> You could have a plan with an H. >> Any of them. >> Yes. The top one >> has includes an H. >> Yep. >> Surely I'm not the only one with questions. >> I I think the spreadsheet is extensive. It's hard to comprehend the whole thing, I guess. So the top three and I colorcoded them are in comparison to the plan underneath them so that you can see the differences in deductible, out of pocket, premium, employee portion, district portion, >> and And then I show you what the savings are to the far right.

>> So they have at the top health insurance signature yellow open orange open. That's that's what it is now. >> Mhm. Correct. >> And then the colored ones at the underneath is what you're proposing. Yep. >> These new plans are Anthem and the old plans are Sigma >> Sigma instead of if we looked at in network out of network disruptions or where they currently get their medical care. >> Correct. >> We don't I don't think that'll be an issue or >> No, it shouldn't be an issue. Their network is bigger than Sigma's network. And we actually had employees that attended the meeting that um changed from Sigma to their spouse's anthem and they said they liked it better. And the orange open is the high deductible plan currently. >> Correct. Yep. Yep. Correct. >> So

if they chose that this time it would be 61212. >> Correct. >> And they're okay with that. >> Yes. Because their out-of- pocket exposure is not changing because we're giving them an HR to access if they meet their deductible. >> Okay. At the same level. >> Correct. Yep. >> Yeah. Either way, there's $8,000 of exposure >> and then then the H kicks in for the additional $4,000 to get them to the out of >> correct. >> Yep. >> Well, I can't make a motion anyway because those are the rules. >> What's your motion? >> To accept >> to is it is it by chance to approve the health insurance changes effective July 1st 26 as presented? as presented. So move. >> I'll second it. >> Any further discussion? >> Any of the employees in the

room disagree with the way that the employee feedback and evaluation has been presented. It's kind of a big deal. So that would be like a big thing to be quiet about. Motion been made and seconded. Any further discussion? >> Administration. >> All those in favor? >> I oppose. Same. Motion carries for great work. >> That's good stuff. >> It is good stuff. >> Got to ask questions. Next time give us like three years. >> You know what? We felt bad. I mean, we felt bad. Imagine if you're an employee, the person getting this, and we're literally meeting with you like all of a sudden Patty sent an email out Sunday. Um, >> yeah, we found we got the we got the race on a Friday. We didn't have school on. >> I get it. I

get it. >> We got We got to keep roll. >> I know it looks rushed, but there's a lot. >> No, no, we got to keep rolling. So, there's two two bits of business we have to do, and then I want to nonpublic. >> So, the first is um a safe grant or three safe grants. >> We want a quick Yep. >> rundown of those. >> Yep. So, I wrote these back in November, December, submitted them. It is for surveillance, access control, and surveillance. um Littleton School District, Littleton High School, Littleton Middle School, and Lakeway to the 260,000. So, we're asking for it to be accepted tonight so that once it hits GMS, um Dale can put it into action for us. It's to upgrade surveillance and access control to all of the roads. >>

But what's the deductible? >> Um I'm going to make a motion. >> Okay. >> I'm going to second. Are you What are you >> I'm gonna make a motion to accept the state grants. Littleton High School 80,000 for surveillance. Littleton Middle School 100,000 for access control and Middle C or Builder Cy Lakeway School 80,000 for surveill surveillance. >> Second. >> Any further discussion? All those in favor? >> I oppose abstain. Motion carries 4. We've now been asked to consider for first reading adoption policy JFAB D. I would call your attention to that particular policy in the file. This is called the education of homeless children and unaccompanied youth. Did Kelly or Steve want to speak to that? Uh we went through the um PSEA monitoring and they found that our def policy uh was a

little outdated and needed some additional language in particular around confidentiality of home. So um they shared a policy from another district another district policy that was in compiance to make the changes and also checking the department that our changes did comply with what the requirements are did. What what are the major headlines that are changing? What were we out of compliance with? >> It was we added a statement around um the I don't have >> it's the very last state it's very last sentence in the policy >> records. >> Yes. Confidentiality. >> Oh, okay. >> Other than that, it's the same. >> Oh, very well then. >> Very little. >> Thank you, Ken. Thank you. >> And we'll look then for a motion to accept first read and approve as adopted JFAPD education homeless children.

>> So moved. >> Second. >> Any further discussion? All those in favor? >> I opposed. Motion carries 40. For those of you that have joined us presumably for the deliberative in a moment I'm going to call for a motion to enter in a non-public session. We're going to leave if that motion is made, seconded, and approved and then we'll come back to join you at 6:00. So, we'll look for a motion to enter a properly worded motion to enter into non-public session. >> I'm making a motion to enter into non-public session under paragraph 2 section 39. >> You can stay. >> For one, the dismissal, promotion, or compensation of any public employee discipline. Two, the hiring of any person as a public employee and three matters which should discuss publicly adversely the effective reputation of

any person other than a member of the board with us who wanted >> anybody else. >> Do we need Patty to talk about compensation? No. Right. >> I'm bringing with me bringing with us the superintendent. >> Okay. Is there a second? >> Second. Any further discussion? >> All those in favor of roll call vote, please. >> Bill Jro and Travis. >> That's a motion carries 4 Z. We're going to leave. We'll be back at 6:00 for
