002services Elementary School and the fourth grade teacher for 25 years the school Community what was our TV condolences to Brazilian strong [Music] enough sure great thanks um a couple things I'll just head on you'll see some of them on the agenda we have um exams that gives consultant criteria so there's a pretty comprehensive comprehensive identification leaders now which I think is going to be really helpful um in helping everyone understand you know what qualifications need to get into that program um we also the district put out an assessment calendar this school year that um you'll see that they worked really hard over the summer to streamline the number of Assessments that are given so that we're not just needlessly given tests you know for no reason it's very targeted and focused which I think is
003great uh what else apparent University series is going to be rolled out I think information about that is also available on the website it's a series of sessions that are going to be held over Zoom or very for 8-12 a bunch of different topics to list is out there and anybody who wants to join and then I think it's also going to be reported so people can watch it later anything ranging from you know testing to Student Services lots of different great topics so that's going to be really exciting um there's also the shared services agreements on there with Kingsburg which is where we send some students out to petersburg's Law Enforcement Academy and we've received some of their students for our weekly courses so that's fun for both as well and then we also
004have some curricula on for approval as well um the 9th grade seminar and the common concept of literature recovery knowledge of literature are on there as well as the full curriculum list so this is finalized and that's what we'll be voting on this evening student services thank you yes we also had a meeting on August 10th um a couple of highlights that I'll touch on one the CSS program which was the kind of wraparound services for certain specialized students that was set up an uncroft last school year the administration's been moving that to Thompson this year because the population is designed for it is [Music] foreign expenses particularly involving out of District places and outside vendor expenses and so that's going to allow us to dig into that a little more audit to explore you
005know ways we can increase the internal employees that provide those same services don't vote that's it facilities in finance on the 23rd and the viewed items that are on the agenda this evening for voting and master facilities plan proposal that's been revised based upon the and actually broken down now two phases so this will be planes one to develop a master plan assessment of our facilities with rejections five to ten years out and we'll be focusing on Space plan evaluation to accounting programs we do our new life space essential Building Systems safe circulation drainage enrollments Etc so and that was on the agenda this evening we also have related to the high school more track and field project we have an outstanding of the contract and the rejection of the main event we did discuss
006with the committee that we will be revisiting within specifications we have got some more information on the existing brain defense site and we are going to be working with our architecture for that new set of specs and put the projects I have in the past right now um we also have on the agenda affordable tonight the approval of the purchase a new playground equipment for Lincroft that is being funded partially by a PTA donation and partially by budget funds in our capital budget and also partially the funds that we went from as school set aside their own equipment so that was on the agenda this evening we also have genius and dual use facilities forms I have to go to the New Jersey's partners and county office building you they're related to the Obama Community
007Center space that they're doing a project to divide that space up to use for it in smaller instructional areas and also a change of use for free room in Middletown Village is currently being used for a popular level changing it into educational space as well remember the status of summer projects the major projects and then on to summer or an ekac projects that we've done at Bayshore in high school staffers were our Vector projects Grant funded they are a substantially complete including some of the Syrian employment placements that High School South that we were planning on doing next summer and the second phase a new on the media center it's ongoingly after approvals of the work by the doe and extending our architect plans in place we will be proceeding on that project during the
008school year we're going to be able to keep that while schools in session and also Mr Nasser our facilities director gave us an update on summer cleanings and we're looking for our schedule can be regular school opening we did allocates and additional Staffing buildings I had summer programs in order to allow them we also talked about the harmony playground project we are working with Mrs Paulson now this is a scope and be able to move forms of that in the next few months and get back moving for that as well we also talked about health insurance related items there are items on the agenda avoid renewal of Aetna as our third party administrator and our Pharmacy benefit manager for the upcoming year the contract program from September 1st to June 30th and we'll get back
009on a Christmas session after that we'll start coaching 7-1 then to June 30th going forward we didn't have full proposal that will set result in Project the net Savings of about 162 000 for this year we are going to continue to look for prescription programs that can even result in more savings to The District in the future but we've been making February this year in the area of getting more rebates back on the prescription plan that we have we also talked about there is an application an announcement of an application that just came out for stabilization apron will be 23 24 year I'll be more successful last year and the Implement an application and getting stable dates made of 1.9 million dollars so we will definitely be working out too many other applications this year
010and those are due on October 6th so the board will be more applications we did not mention this in the meeting and that I didn't want to inform the board that we were notified that we have received the certificate of excellence for financial reporting or on the association of school business officials that's the International Association for our comprehensive financial report that does lag a bit especially with the extended deadlines now on our financial reports we just submitted our 20 so this is the Atlanta Community district has received this award it involves a review by I could be going over all of our disclosures and so forth it's good to have people going out for a bond issue and it lends just more credibility and that's it now led to policy Mr bathrooms we had our
011last policy meeting on August 9th as a result we have policy on um bullying 5512 that's on her first read tonight we will be incorporating the principles of preliminary determination prior to the investigation the principal and the anti-bullying specialist can make a preliminary determination as to whether a reported incident or a complaint is a report within the scope of the end of the law if not it will be addressed through the project and it's up for cursory also policy and regulation 2419 School thread assessment teams that has to be adopted tonight after one lead as we are required by law but this is placed prior to the beginning of the school year this requires us to establish threat assessment teams in every school building so that would be odd for a first meet ending adoptions
012[Music] we had our meeting on August 10th and during that meeting we discussed the following topics the committee discussed the possibility of adding a unified cheerleading program for the upcoming basketball season Mr Carroll gave a fall Sports season update as of the date of the meeting there were 11 new head coaches at the two high schools cheerleading South cheerleading North cheerleading North girls volleyball North boys basketball South boys basketball South girls basketball South wrestling South indoor track and North boys volleyball all new coaches good for all participations of adult schools with just under 230 student athletes between the two schools all of this uh Sports started for the fall on August 21st the committee discussed the possibility of installing a video scoreboard at each High School stadium questions were asked regarding the potential loss of
013money for elementary school pfas we're going to continue to investigate different Financial options we will be facilitating our sixth grade transition Mentor program at all three of our middle schools this year the purpose of the program is to Foster positive relationships between staff members and recommended students in order to inspire those students to reach their high at school potential or while building connections to the school community and their peers throughout their middle school years we had this program at Thompson last year it was extremely successful we're excited to expand it to all three middle schools there are also conversations related to Old School students participating in athletics and co-curricular activities at the time of the meeting's conclusion there was not consensus to order with that with um homeschool students participating also we reviewed our girls

019think it's very disappointing because honestly this should be a minor policy change it's just the right thing to do I know homeschoolers I've been home for only 11 years I've worked in Middletown my entire life and I'm just going to be completely honest with you even if you made this policy change which is the right thing to do I don't actually know a single student who is hopeful who would go out for sports this year it would have very little impact the point is it's just the right thing to do to allow tax paying citizens who have students who live in the district and have no alternative options we have alternative options for other activities for all kinds of organizations Library clubs Parts all kinds of things you can do about a sport sign out
020for sports teams at the high school level our kids in Middletown are deprived of this opportunity and I think that it's bad and wrong and disappointing we can do that okay here so he says it can go to another committee would that be an option you said there's a co-curricular committee but can if someone makes emotions so would we be with that information be available to us like what committee are those and how would we do that on the agenda those are all the communities so if the process would have been a corporate government would have said there was enough of a consensus in that meeting to move forward next to me it would automatically would have had to do it it would have been a policy because this involves multiple policies in the middle
021school that have to be but he said it's not dead so like nothing's ever done anybody can you know bring something back up there's not like I don't know I don't want to give awesome okay yeah [Music] with it thank you thank you okay the gender identity what's your name um I was wanted to ask a question about the partnership between birth um and disability my understanding is this is something that's been going on for a long time a cell phone yeah it's been it's 2016. we entered into this reciprocal agreement um it was originally created we did not have widespread places in our own District so certainly the keys for a company more robust behavioral disabilities program we don't often tap into that occasionally they're maybe lack of space in our high school programming
022where we may send [Music] sections of those that are running but um you know certainly since that original Inception of that agreement we have expanded our services [Music] that's the children teachers the staff members and Mrs alfons superintendo great so I will Echo that this is um [Music] I don't know what you are yeah all right so I will I know that here we are on the um evil most of the school beginning again um yesterday we had our freshman orientations at High School North at High School South we have a fantastic big turnout with our classes of 2027 and our administrators and some of our staff members were there to welcome parents and students to this building so it was great to see um you know our incoming freshmen they were very excited a
023little nervous but you know by the time they left so I think they're in good shape today we welcome back our staff to the district always a really exciting day welcome back faculty meetings took place and um staff members got to collaborate with their colleagues and certainly participate in some professional development there was just an extremely positive vibe starting the school year I think the staff is really really excited to welcome students back and certainly will be ready next week when our doors open on Tuesday I also just want to take a moment um to thank our custodial staff our maintenance staff our grounds crew because they really really do a lot of have you work in the summer to turn those buildings over not only in projects but they also have the responsibility of
024cleaning those buildings waxing the floors and they are operating around summer programs that are running so they are hustling all summer long and certainly have done a great job in getting our buildings ready to open next week um thank you to our administrators for all the work that they have done that is also a heavy lift for their building schedules to year with our transition to the Genesis platform so I want to thank them I want to thank staff members I mean obviously many of our staff members during the summer to spend additional time in their classrooms and then finish that up as we get closer to the start of the school year and then thank you to um the Board of Ed what turned out to be a year we didn't think we are
025going to hire a lot of people turned into a year of a lot of hiring and certainly they are part of that process and improving those recommendations that I make so thank you to them and on Tuesday again we welcome back students and it's the reason why we're all here that will bring a whole other level of energy and excitement and you know certainly um you know our teachers and the rest of our staff will be ready for that on Friday you will get the community will get another video message from me and this one will be very focused on initiatives for the school year so that way you can kind of have that much effective of all the things that are going on um from new communication channels that we're establishing to curricular initiative

034blew up my phone on July 24th with several unsolicited messages trying to deter parents from coming to July meeting as a teacher transfer wasn't on the agenda um so how is it tolerated especially by someone who claims to put children first this is my question and what action will be taken against this field that's a question [Music] there's no accident because there was no longer I read the text messages you responded I'm not sure what you mean by bullying but if you're upset this is the second meeting down in comment about that if you're upset about someone giving your phone number well I'd be upset at that person so I was also wondering um especially because it's over three parts was asked for the fact that Mexicans so I'd like to answer them UMD number

037their children Safety and Security as they go about doing the job of parenting which will ultimately make them unnecessary in the future lives of their children successful parents know when they have accomplished the role they understood by becoming parents one of the most difficult problems parents face is when they back away and let children find their own ways around obstacles to their growth in terms of the Board of Education stated opposition to the State education policy of keeping the wishes of children who are in the process of discovering their sexual identity confidential the Board of Education president said well what do you want to know if your child is struggling with their identity the answer to that question presupposes that parents have feel the respectful and trusting relationship with their children if that is the
038case children who fear the adverse reactions of parents would be right and asking for confidentiality from the school children involved in self-discovery with the Sheltering environment that schools provide and every right to expect their wishes to be granted modern medicine recognizes that some children grow up knowing that the gender of their birth does not match the gender they should be I feel the option to transition into another gender became medically Possible only people with this problem with gender mismatching recognize that their lives were truly unfulfilled it became a vegetation to prepare students with the essentials to understand the world in which they will need to interact successfully and equip them to know themselves for who they are that students are entitled to privacy while engaged in self-discovery such as this finally the board's notification policy
039places teachers in a precarious position of jeopardizing the truck students have and the respect of their teachers in 18 years of teaching high school students to read with discernment and write effectively I found a writing revealed much of their character and internal struggles teachers should never be required to dispose the private thoughts of students and expressed in writing or verbalized in their conversations Aristotle said quote those who educate children well are more to be honored than they who produce them for these only given life those The Art of Living Well that's um Mr Teal's statement and I'm requesting at my time be restarted from my own comments we don't do that you took the three minutes to make that comment yes because it has a medical issue where he cannot speak for himself and you
040refuse to allow virtual participation so he needed someone to come and see his voice okay under those circumstances then you didn't explain that when you first well I didn't continue to let you know why he couldn't speak that's personal information no you need to let the board know that you're not speaking on your behalf but for someone else and that there's a reason why because someone yeah can I finish several without being interrupted several times people come up and try to read statements of other people they can do that but that counts towards their time under this circumstance accommodate for the disability we will allow them okay thank you I appreciate that one of which was what will happen the staff that they refuse to violate the law and their professional Oath by outing students

042you'll all support tobacco locrone are also all over Twitter posting video footage of propaganda tobacco memory posted tweets from moms for Liberty a known hate and anti-government organization this is embarrassing and disgraceful that this is allowed as a New Jersey state the OB member and it is deceitful for them to say they represent all what Bells have [Music] issue the hundreds of student parents and experts who came to try to educate you all and many women censored and shutout speaking at the June meeting would suggest otherwise for homes that quote we have Governors was consistently putting politics to test children he's a lame dot Governor to begin with and the legislators on both sides of the aisle really need to wake up here and take charge this is super ironic for him to say as
043he has consistently been putting politics ahead of children since he was elected three years ago as a reminder the POV is supposed to be nonpartisan in addition why is Jessica Alba's first message to parents before she even took over on June 29th to inform them that she vehemently disagrees with the attorney general's architecture the amendment is discriminatory tax plans are paying your salary and you choose to support to use our money to fight say all things at this Boe and you personally disagree with there should be noted that you as a preacher from experts from the LGBT community have found that these State policies are necessary to protect transgender students why do you think you know better than these experts in your letter you've also about the updated community on any further development where is
044the follow-up letter with judge Baumann's Brewing that the adjunction say in place which is the amended policy is discriminatory is it the job of the Middletown School District can be elite to appear on the right wing and our team at networks representing our districts this is disgusting and a sad Legacy for Middletown that you were leaving Middletown used to be a desirable school system to work for that cannot be said anymore and the recent ruling from Judge Bauman in which he ordered for the conjunction on this policy to remains Lacy stated the court also finds that the state has demonstrated a reasonable probability of success on its claim that the amended policies of Parental notification will unlawfully suggest these students who disparate impact in a violation of the law against discrimination starts right there and
045just for the record I do represent the majority Middletown [Music] there was a careful process on how the notification would occur and the circumstances under which it would and if we would make that notification so to respond to that misinformation that was brought up and would not have to be any teacher and it's not audio students there's specific circumstances when the student affirmatively and unilaterally decide to change a mandated student record which gender is a mandated student record is one of the conditions like a personal notifications career confidential discussions with teachers on confining what a student's feelings are over counselors Etc does not [Music] yes hi um my name is Victoria surgeon and I am the New Jersey chapter leader of days against groomers now we are here tonight to address the growth misrepresentation of
046policy 5756 now the state would like us to believe that this policies killing kids they want us to believe that parents are so vile and cruel that they will thank their children if they ever suspected that they were transgender now simply put New Jersey wants to take away parental rights just because they do not believe that we can take care of our own children some now they think that they know our own kids better than we do and our kids from us now there's been an ongoing false narrative that children are afraid to come out to their parents so they come out to their school now while I do not doubt this might have happened without a few rare occasions the fact remains that a child has no greater support than its parents at home
047now parents must be kept in the loop for the necessary guidance support and protection that their child requires especially during the form of years now the act of informing parents when a child is transitioning is not just a matter of respect of parental rights it's a matter of respect for the child's well-being gender dysphoria can be complex and emotionally charged now let's be honest here there's an alarmingly high suicide rate in this demographic parents need to be involved in the process to ensure that children have a strong support system why Earth would anyone want alienate children for their parents especially during such a difficult time of their lives but there needs to be an open line of communication not only with the parent and child but with the school and the parent no one has

058it really depends so the use of the virtual plan um it would depend on what that executive order said what the reason for the the closure was but as I like all of you have and I was I was spending at the time in another District most of what comes down from the state so it gives us latitude in not shutting down um so it really will be situationally dependent um you know we all hope that we'll never get to a position again or if there's an executive order to shut down um obviously snow closures and other school emergencies the actual um ball reads that it has to be more than three consecutive days in order to even enact a virtual plan so some of those situations won't even meet that threshold so and that
059was put in place for attendance reasons so we could meet the 188 requirements and some places don't have studies built into their calendar so for us right for us here you know we are confident that we will continue to have that latitude and things will be guidelines and then certainly we will use um you know our best expertise to put forward a plan that certainly [Music] yeah and that's still up for debate at the state level there hasn't other than the more than three days right but that's really more largely based on attendance for attendance reasons than anything else but the one-offs um I think there's still some divided opinion on that [Music] um also I I think I've been asking this now for a year but is there a point in time that we
