002award and those who give Reddington schools at Sterling reputation it's also an opportunity for us to say goodbye to those who need the part in a few short weeks to open the next chapter in their lives in retirement at the last Boe meeting I mentioned that I found a quote in the book Chicken Soup for the Soul stories that change your lives it says quote a teacher has a job but a good teacher has a passion tonight I challenge all of you to learn more about how these educators of the year and retirees Inspire passion in their students and our buildings as you listen to the accolades and the anecdotes from the building principles I'm serving you will hear stories that are good for your soul so enjoy the evening and I'd like to turn
003the program all over to Mr Charleston Middle School principal to begin foreign Mission and spirit and everything that they do they have touched countless lives for students and staff um I'll get on our way first we have Miss Betsy Freeman g-e-t teacher who's our governor educator of the year of RMS thank you [Music] um Miss Freeman is a consummate professional and someone who goes above and beyond each and every day for every student she may also have hands down the coolest room in the entire District When Miss Freeman comes to me with an idea and there's a lot of good ones I know somehow we're going to add something unique to that space which now houses trouts cookie trees aquaponic tanks puppet shows a teleprompter and I don't know what else but there's a lot
004of stuff in there and ultimately all those things enrich the lives of the kids and so does this treatment let me read just a few quick things that Mr Freeman does at RMS for Readington she is our district green coordinator and is a champion for sustainability she is an advisor for the Eco ambassadors and a true champion for student voice you have probably seen those individuals and those students at many of our district functions her work with the students have resulted in our RMS kids presenting at local state and National workshops and as a keynote for our Parent Academy night and most recently for the Readington school's birthday celebration she and a team were recently featured in the CBS 2 News spot speaking about being at the Forefront of the climate change standards the tremendous
005honor that is quite honestly I've never seen before from model the UN to the script spelling beads working with the township environmental commission so much more she's always thinking about bringing learning alive for our students she introduces that the real world problems and encourages them to think critically about how to solve them and that's because she looks at problems not as those but as potential learning opportunities for peers praise her work ethic or collaboration or ability to connect as well I agree this agreement is always working on something new RMS that truly Sparks learning for our students in fact that culminated this year across district field trip in which our third grade students from White House and TBS visited RMS to learn about regenerative systems in our trap for learning enthusiasm made her stand out
006in a wonderful field of Educators and we truly have wonderful a wonderful group of Educators the nomination from this agreement spoke about personality and her drive how to drive home a love of learning it is with that and great pleasure that I recognize my screaming as our governor educator [Music] at this time I'd like to recognize just Alan Goodfellow as our ESB Educational Service professional of the year for RMS the counselors at Readington middle school and this is goodfell cares about our students and staff might be the understatement of the year so it's good though it cares deeply about the personal emotional social and academic growth with each child she works with to get takes their time and her talent to ensuring that each student gets what they need and has often seen working with
007students through situations problems or other matters with a kind heart and open mind she's a treasured member of our school community and she's insightful in the way that she listens to her colleagues and is always willing to listen Ms Goodfellas also if you don't know this a certified therapy dog handler and has been instrumental in bringing a therapy dog program and quora bean our therapy dog extraordinaire to RMS this year when students see core their face lights up and that's because of her handlers and the way that she cares about her students Mr Bell is also part of the traumatic loss Coalition for Hunterdon County and Sheen core have actually been out in the field working on behalf of the students Miss goodfell is a wonderful counselor and staff member and she's a Wonder to
008work with that I'd like to honor Miss Ellen goodfell as our Educational Services thank you one more honor and this is a truly amazing honor I had the honor of giving out this one additional award for not only RMS and emergency Township Public Schools but for Hunterdon County as well there's Mr Christine creely school counselor has won Hunter and County councilor of the year the New Jersey school counselor Association honors school counselors from different counties within the state with this counselor of the county award school counselors are nominated by their colleagues and selected by their own County school counselor Association the award honors professionals to devote their careers to serving as advocates and often Lifesavers to the nation students Ms Christine creely a school council Brandon Middle School does just that she's well deserving on
009this honor for ability to deliver instructions wonderful School counseling program that focuses on academic Development Career counseling personal and social support it's really is a tireless advocate for students she's a club advisor for a do something club and is one of the biggest supporters for students and promoting student leadership she wants all students to be seen she truly helps to inspire leadership and this clearly also works with a tremendous amount of outside organizations to bring forth wonderful opportunities for our students including tremendous electronic costs and other systems to help support not only the whole child but also families here in writings she brings meaningful resources to families and students and connects to those families and have makes deep meaningful relationships and those relationships have lasted many many years I know this really talks about the
010students that she has had in the past and what they mean to her and I know that's reciprocated and what they mean to you it is with that honor Miss Christine freely as under the county counselor good evening everyone it is my honor to be here tonight to honor a couple of really terrific people ourselves um the first person I want to congratulate is foreign [Applause] [Music] you're a hard-working individual you're always looking to improve your craft I've worked with you for 13 years and I can test a test to the amount of effort and passion that you put into your job every single day Fergie loves teaching and is always looking for ways to make information easier for her students to understand her dedication tour of her craft was even further acknowledged when she
011won the county teacher of the year she had the honor of being in the commissioner and the assistant Commissioner of Education state of New Jersey I didn't pay much attention to people I was there and I saw the shot look on her face when the Commissioners myself and Dr Hart walked into her classroom unannounced to present it with the awards it was a wonderful moment for her one that I hope she remembers family for years to come uh lastly please remember that guard me craves attention she loves the spotlight she loves attention so he's just followed on her she can't wait to get up here and speak for about the next 20 minutes so this time I want to say congratulations words [Applause] [Music] thank you so I do just this is an impromptu but
012I really just want to share that when I was here 14 years ago 15 years ago I had the pleasure of actually hiring the hurricane as a power professional her time here she then wanted to go through the teacher program she actually then worked as our autism teacher and then Elementary and I am truly feeling so very proud to be here to honor Barbie because she started out with me thank you very much yeah sorry [Music] Stacy I was joking I'm also here later to describe Molina and her relationship with children you would have to see it every day for a lot of us who might be able to work with her we just know how she gives everything she can to the kids and more she has a true love of the students and
013will do whatever it tends to make your day better and I also know this because my daughter went through this school and was never in a class with her but she was one of her favorite people I don't know how you guys made that connection but my daughter absolutely loved you so she was the thrilled achiever she said Mrs H yes yes teachers have described you in the following they said you're a pleasure to work with and you're okay she said they said it was you're in tune with the students needs and responsive to their feelings so you've done an amazing job we love having you go to school every day and congratulations thank you [Applause] knowledge tonight [Applause] starting with Jack who left us a few months back Jack went to pursue his dream
014of getting paid for driving around town while here Jack provided support to our students and was a pleasure to work with Dale we had a running back whether he was a closet billionaire and didn't want to show it to us he wore his engineer hat every single day and he was the reason our kids came into school because he was the official bell ringer that got everybody today Jack congratulations you keep on trucking foreign [Music] places in this country which is the state of Colorado some school is going to be lucky enough to have her Services starting next year Barbara's done a terrific job well she's done terrific five jobs for HBS since coming here she has a complete understanding of children and how to help him through the tough times that all nine and
015ten-year-olds have navigating stay with me on this the social Waters that can get quite turbulents [Music] that was a reference [Laughter] lastly you may not know this person her name is Susan Johnson [Music] Susan and I have that many conversations last couple of years about her eligibility I wasn't sure that I should really write very much tonight because I am sure of one thing I'm going to warn the board about this you're going to have a closed session in the near future and someone's going to rip the door open and threaten one of you to take back the vote she was going to demand that you recall that meeting and put her back in her classroom number 40. so when we had a conversations about retirement so basically I said so why haven't you retired
016as Susan said um and she also said I wouldn't know what to do which I kind of totally understand um this is a family that Susan's a part of and leaving your family behind is not an easy decision to make also when you invest 45 years of your life into something you love reading that is not an easy decision and for all you people out there who think oh once I hit return around out of here let me tell you when you do hit that day you do get pause because you think of everything you are walking away from and make them safe you're walking away from the body and I know you struggle with that so good for you for making a brave decisions I think is right as soon as we're going to
017miss you I'm certainly going to miss you I enjoy our talks every morning whole new chapter of your life ahead of you and I want you to look forward and appreciate that you're proud of what you've done but you've got a lot in front of you and enjoy it every day now go have an adventure thank you foreign [Applause] she is the epitome of a team player she has a positive attitude and she puts everyone else before herself for instance she always worries about how others feel and never want to stick in the comedians her colleagues the proof of that comes when our enrollment changes because Janus is always the one to raise her hand and move around the district as Mrs Higgins and Mr Niger she has volunteered to move buildings so others don't
018have to move and that's why before White House school she has also taught at three Bridges and Hollywood in the classroom Genesis dedicated and committed to providing for students with Rich experiences she strives to create an environment where they feel safe and contribute as a community of learners she was nominated by a parent and the parents said Mrs rosin makes learning fun exciting and entertaining for her third graders she talked about when when the children take a brain break Mrs Raza gets up and dances along with them noodle the parent also described how she intuitively knows about the developmental needs of third graders and tries to involve them in the learning process to keep it engaging and the parent also gave an example of that that will no doubt be a fond memory for her
019kids she said when they were learning about subtraction this is Raza allowed them to illustrate equations by removing blocks from the set and thrown them across the room the parents said the best when she concluded it is clear to us that this is Verizon applies for years of experience and passion for educating children to create a highly engaging third grade environment we are grateful that our daughter gets to learn and Mrs collections [Music] foreign every encounter she has with people and every interaction she cultivates is one that's positive and thorough and engaging she's a loyal team player and she was nominated by a teacher that she works with so I wanted to describe some of the things that were in the letter the teacher described her as her hair tremendous asset someone who always goes
020above and beyond the Call of Duty in any way hard-working positive attitude organizational skills that handle stressful situations with problem solving abilities as she thinks creatively I felt so fortunate to work with them because she's a paraprofessional as well as a certified teacher so every day we have the benefit of your expertise and I wanted to give you an example of how she always pitches in to contribute to making White House School a better place she wrote an HSA mini Grant once to she saw a need in the school when we stopped to recite the Pledge of Allegiance for singing the National Anthem that there were no Flags in the hallway so she wrote a grant so that every vantage point in the hallway where any child or staff member looks they can stop and
021look at an American flag or morning announcements so thank you for always thinking of ways to make White House a better place congratulations you are amazing in every way [Applause] so good evening I'm from Three Bridges school um and I'm seeing a theme tonight with all of our honorees and that's modesty and selflessness and I really am touched by being here for seven years I know these people they've all touched me in some fashion and I've learned from them and I do try to model myself of my actions after the Educators in this room so thank you to all of you for being such wonderful role models congratulations um she has such a natural way of being a teacher she was a foreign teacher she was a born leader and she does it in such
022a quiet unassuming but powerful way um one of my favorite stories about her was oh goodness she was a first year teacher she started with us as a substitute teacher then she was a parrot she worked at the office of classrooms who worked in kindergarten and then when we had a teaching position she jumped into second grade and a challenging students who I was called to help through a crisis and I'm just like I'm just gonna wait around so he'll pile himself out Jenna walks into the room looks at him and goes that child you should have seen having me he did not want to make his teacher upset he did not want her to not be proud of him I could have sat there all day I don't think it was going to change
023just the sight of his beloved teacher made him do exactly what he needed to do um Dennis starts each day with a positive can do attitude uh she cheers on her students she reinforces The Castle Court competencies she has patience creativity kindness and belief in her students that's created a classroom environment where her students are striving to be their best Miss Nagle welcomes values and Embraces all students and that is the secret of her success every child there is so deeply loved physically Miss Abel is commended for becoming a true teacher researcher she joined our superintendent Dr Hart as part of the inaugural class of Educators working on a passion project and Miss Nagel focused her work on scl practices in her classroom she learned a great deal about herself and how her work can
024positively impact the outcomes for her students she then took the inquisitive learning format of her passion project and created a presentation that she shared with our third graders and she inspired them to look at what they're passionate about and to learn more and to reach out and to be creative Miss vegan was also our technibaster in the building now Sarah Nelson's Mommy I know any business comes in the building is technology that is just how we handle everything and I so appreciate her willingness and her calm nature can do attitude it just makes being in the building so nice and refreshing for everybody the students the parents the teachers you make Three Bridges a wonderful environment that is so thank you Jenna [Music] okay um we have our Educational Services educator of the Year miss
025Delia love Schreiber thank you Keep Calm every day um missile Schreiber is a true behaviorist at heart she has demonstrated an exceptional ability to unlock its attention within each and every student she encounters her deep understanding of Behavioral psychology has allowed her to cultivate an inclusive nurturing learning environment where students are not just taught but inspired to flourish her behaviorist methodologies have not only produced remarkable improvements but also empowered her students with valuable life skills such as self-discipline empathy resilience and it's remarkable how she uses humor positive reinforcement praise and happiness to redirect unhappy disregulated students she truly was the example that kindness and respect for all will make our world a better place however the subscribers influence extends far beyond the four walls of a classroom she leads by example when it comes to
026Healthy Living recognizing the vital connections what happened Chris and harness the power of mindfulness in their daily lives Beyond her professional achievements this is Luke schaubers cherishes her role as a Devoto actor husband Mr philsheimer so he's here tonight right there he isn't back hello he's a behaviorist too okay [Music] [Laughter] um I would just like to say that I'd like to thank Salia for her unwavering dedication for childless efforts and her commitment excellent It's professionals like her who shave the future and Inspire greatness so thank you so much for being in Louisiana and whenever there is times when we are at what's end I work to you for support for guidance which is teachers at Three Bridges because we have so many wonderful teachers um but now I'm actually going to move on to
027our retirees which is really very sad for me um and I always I'm not going to get upset I'm just going because you know I can be emotional so our first retirement I'm going to speak about is Kathy Kirk so Kathy your giveaway um Kathy came to us from New York where she was a Catholic school teacher and she's had an aided through Bridge of school for about 10 years and she started she was working with students with IEP she's moved into kindergarten and um this move was good for her leaving New York and coming to New Jersey she has been on the hunt for the best bread for the best pizza now that she's retiring she will be going back to New York to buy the best pizza is so if your goal is
028a power she has provided consistent kind and calm support she is highly organized and anticipates the children's and teachers needs even before they arise I checked with the teachers oh yeah absolutely show the children true kindness and tenderness that she has assisted them throughout the day she has truly been a mother to so many children who have come through Three Bridges and the school of Mr willingness to be flexible and assist wherever the need is from the dead all right Mrs Clark how many times he walked in the office like happy today no problem and she has to teach her background she runs a beautiful classroom I know when I give something to Kathy to do is going to be done well and with Grace I appreciate that very much now as she does retire
029I know she's gonna enjoy her time with her husband Kevin and her children Kevin and Drew and she's going to be still writing her marathons yes uh and you'll be up in your Bungalow and Breezy Point or as you say Breezy um and hopefully like I said we will definitely find that pizza that you're looking for Mrs Kirk is also a strong Community member and even though her boys are grown she has stayed very involved with the Boy Scouts um she's always steps up and serves when others will not because that's what's continued her in her volunteer efforts is that she's there with others or not and that's how she is of Three Bridges when we need her she is there so we appreciate all that you do to make Three Bridges School wonderful and
030we you will do this thank you all right um the last presentation of the evening I think is the biggest presentation because this is the person that I think has touched the lives of I mean just about every single person in the industry um that's the bill my secretary was the one with the titles that's however there's something about tonight's event that's making it seem a little bit reality um that now where I'm actually really talking about it um right into Township for 25 years she's been at the middle school she started as a lunch for me she's worked her way up through the ranks and then she ended up as a secretary at White House School and then she was sent over to me at Three Bridges school when there was like redistricting of
031Personnel in the district and I was told we're going to get Deb said no you are going to be so happy she is the best she is the most organized she is so bright she is the hardest working her work ethic is unparalleled which is absolutely 100 true um also at White House she started a job as the substitute caller [Music] well it hasn't stopped if if she's home she's fighting she's on vacation she's on the beach and she started doing that with the district saying oh we need to have a tough caller she brought the computer home she woke up early to make sure that she was testing it out I know Mike my husband who's like Dad what are you doing with that computer that's enough desire to make sure that everybody that
032she works with is cared for is so strong so the inner time at TPS I had marveled over her work ethic generosity attention to detail and willingness to go above and beyond she is not just the school secretary but she's a school day is positively impacted the lives of each member of the school community and her ability to form strong bonds with others would take care of everyone as if they're our own family and the price she takes and all she does makes for someone that cannot be replaced of course the position will be filled but she will not be replaced and I think her care for people is something that I see each and every morning as I'm walking into the office there's somebody at her desk spilling their heart out to her looking
033to Earth for advice for support and Deb is there and she just knows exactly the right thing to say exactly how to get somebody through my thing and then she's there outside of any time that's needed so that's something that cannot be ever replaced and we will be very much missing that we're also going to miss her on the morning announcements um Mike are you ready to start the pledge each morning I also promised promise I will text you I am so going to miss my daily interaction s with her sense of humor for care for each staff member and child and her wisdom and of course Deb has served as the hostess with the Moses for addition on every event in the school in the school out of the school around the school near
034the school she is absolutely 100 in charge I'm actually I'm planning a wedding I'm like so Dad what do you think so I don't need to have a wedding planner um also she's welcomed the staff into her home so many times I can't even count it she puts on the best party where we are all relaxed and we feel like we're at home and you know we so appreciate being able to do that with her for so many years I'm also happy for her to retire so she's able to drive her four children and her six grandchildren and of course you'll have all that I've been offer with her husband Mike they have a relationship that can serve as a model for all and I can ask that I will miss Mike's pulled pork in
035soups he's made for us anyway I am excited that she can now enjoy more time with her beautiful family I know how lucky they are to have her and I thank them for Lending her to us questions [Applause] thank you I'd just like to take a moment to uh thank you for the principles for being here tonight in the administrators and thank you for your beautiful words thank you so much [Applause] modesty and selflessness around our teaching staff is the microphone um tonight ends our program but I want to draw attention to two things two things first we are in the presence of two really special people first um and Mr Charleston mentioned that Christy and creely as the county councilor of the year which is an enormous accomplishment thank you that I did a
036little research on the past counting teachers of the year in Huntington campus the State website lists every County teacher of beer since the year 1998. and not once since 1998 as Reddington Township been listed as having the county teacher in here thank you [Applause] and finally I don't know about you because I have a wonderful night if I could ask [Music] I like your ass [Music] [Laughter] [Music] okay sounds great thank you foreign [Music] you guys yeah okay we're ready thank you thank you everybody for your patience um we're now open to the public limited to action items on the agenda oh I'm sorry I didn't have that on um nothing online I know there's no comments in the chat all right moving on to correspondence uh we had none um sorry um can you
037come to the podium yes state your name please um and I just I don't know how this works this is my first time in one of these meetings my channel District at White House elementary school he's in kindergarten there um and I was just I just recently became aware that the board had approved the cell tower study um a neighbor who told me this past weekend and I tried to look through past agendas for more information but I really only found a note in August's agenda where it did approve the study um so I'm just here to learn more about why the board approved the study what the study will be investigating and when will the study be made available to the public and who I can contact for more information I apologize if this
038was not the right but when you said limited to the items on the agenda I'm just like oh no I do not have an agenda how are you okay so um we don't have it on the agenda but understand that's okay so we let all of the public make their comments and then if we're available to give information at the end of the comment we do try to respond okay um and if not then we ask you know we will follow okay all right thank you so much yes thank you and I don't think there's any other comments so we haven't done anything with the cell phone tower um except for a requesting a study be done for more information um understanding that there are health concerns there is airspace concerns um the reason that
039it was brought up was because the cell phone service and the buildings particularly RMS and Hollywood school is lacking and there is concern for Teacher safety that they can't if if they're in a safe spot in their classroom that they can't access the phone if it's not in that safe spot so that was why we are looking into any possibility of a cell phone Power that's as far as it is so you did not um hire any sort of consultant yeah no okay thank you okay thank you okay moving on to approval of the administrative reports can I get a motion to adopt 1.01 so move Beth second meal any questions or comments on the enrollment drill report I'm not hearing any can I get a roll call please yes speech yes this is Ryan

046are bylaw0144 policy two five two zero policies 3217 and policy 4217 the next meeting is scheduled for Thursday June 8th at 4 pm thank you Mrs Lord any questions or comments on the uh committee report or the action item Mr Samuel I um I have some comments on the policy 5516 use of electronic communication and recording devices um I apologize I submitted my comments late today so I didn't get a lot of chance for everyone to respond so I figured I'll just grant to a meeting tonight um it's my understanding that we currently our current policy is that recording devices are completely off limits during the school day video cameras cell phones any of that obviously understand and support that and you know bullying we've seen instances of that and it's a really terrible situation
047and that's been a long-standing policy um we also have had the cell phone policy of not having cell phones on during the school day um I actually I have issues with the uh additions to the policy or the proposed editions um the two in two areas it reads there before the Board of Education also believes that cell phone use particularly social media platforms can lead to a destruction of the school day and students of bullying and inappropriate social interactions therefore the Board of Education adopts this policy regarding student use of electronic communication and recording devices and commits to providing parent education regarding appropriate use of cell phones that's the one issue I have that the second sentence after that the board also supports the administration in developing programs that Empower students and parents to delay
048the purchase of smartphones and use of social media until an appropriate age my feeling just my opinion is that um committing and saying the board of education is committing to parent education I feel oversteps our bounds as a board of education I mean we can educate students I feel like educating parents kind of goes over the line in terms of what our role is here as board members we create policy we um approved curriculum but I feel like that is maybe something that could be maybe addressed in a resolution and afford resolution in some you know we did screen agents a few years ago that was just sort of a an action that we did as as board or as maybe it was it was more of a superintendent thing because I think I've I
049don't remember the exact details on it um you know we can still encourage these just maybe in a different way I have a problem putting in a policy that's going to be long-standing and you know in terms of what the appropriate use of cell phones are as a board I don't know how to define that I don't know how you know we could be responsible for that and then also communicating and empowering students and parents to delay the purchase of smartphones again I just feel is not something that is um appropriate for a board to be doing it's just my opinion so I would support developing a resolution and we can have you know similar things in that it would be updated annually and it could change with the times as needed I just don't
050support a policy having that in a policy long term okay uh so just to clarify what a resolution would look like um you've seen resolutions in the past but what we could do with a resolution I spoke to Beth about this earlier but a resolution would look like um it would be in a um an agenda item for our vote I guess annually would it be you said annually it could be yeah um where we would direct uh the superintendent to uh you know let's say in the welcome back letter in September where he would you know talk about cell phones and you know that the school cell phone policy is that they have to be off in in school hours you know we have ways of whatever it is that you know that it
051would say I don't know but um my parents have to sign off on the uh acceptable use right using electronic communications like we can so anyway that's just my so the resolution would be an action that Dr Hart would have to take so it when we talked about cell phones a few months ago this might be more of an action that we can take as opposed to creating a policy so just to clarify what that would look like is the uh is the resolution um where does that appear That's like I mean the policy is something that would be on it on the website well the resolution would appear in the board document but we would the resolution would instruct the superintendent to take action right and it could be specific like in the welcome
052back letter in the beginning of the year so most parents would see that the reach would be greater than you know adding policy yeah I mean my own opinion um kind of the opposite reaction of that like I didn't think I didn't think it was strong enough that sentence I mean I'm willing to go with I think it's I think it's a great start and I'm not sure what we had what we have now I I could never find anything that really really spoke about cell phone use at all that could be wrong about that I thought that's what the students handbook it's in our policy but then the students that's correct um I I thought we should just take a stand on on at least encouraging the delay you know of parents giving the
053cell phones to the children it's not going to be enforceable it can't can't force parents but we could say you know this this does a good job of starting to say that will help will help parents to delay the start time for um you know I'd rather see that in a policy that people can see as a sort of a statement of what we believe anyway rather than a resolution I mean I'm not opposed to doing a resolution also that those are that's that's just my opinion that's to clarify is is your concern that like what like Grant Randy said if we take a position on something but it's in a policy but it's not enforceable I think in your email I don't have it in front of me I could bring it up that
054it would be exposure if you will for the district like if if we're putting a recommendation into policy but we can't enforce it where does that leave the district as far as exposure just to clarify like is that the issue that is issue and we're going to be responsible for educating parents in a certain way and then you know someone come back to us and say well you were supposed to educate the parents and the appropriate use or you know so I think it puts that risk on the board in my opinion how I read that thank you thank you for sharing that I'd also like to just speak to intent so as we talk through like what methodology would be best that we're meeting some of the things that we had desired and I
055think it was the December meetings there was full public comment from teachers and members of the board talking about um families all feeling like they were the last student to have a cell phone and also cell phone usage being encouraged by teachers so like we want to also make sure we're doing two things that were not asking students to use cell phones that were saying the position is you can have one at school but it's not to be used during school hours you know unless of an emergency or medical necessity um but also Empowering Families to make the best decision for them and ensuring that we're not creating an environment where it's needed in order to be successful um and that was some of the coming from having a point of view and a recommendation
056along with all the research for all the negatives um that that come with you know students with underdeveloped prefrontal cortexes and using the devices in those ways yeah if I recall too I mean and after I read your email back and didn't write back it was I I seem to remember that something like this however in lungs whether it's a policy whether it's a resolution has board support it seemed to even Garner some support from the public as well it seems like we're just struggling with which vehicle to deliver this message right so is it policy is it resolution is it action is it a resolution that directs me to take action or is it you know policy okay does anyone else have any comments for example if it is a resolution just unclear where
057will that get developed is that something that we should be discussing this evening in terms of the direction from the board does it go back to a committee for vetting and a recommendation to come back um well Dr Hart would draft the resolution right um so we would you know I think that you succinctly said um what the desires were of the public and of the board um you know so wrapping those things around you know that our teachers are not um asking our students to use cell phones for various activities um you know that your students isn't your students should never need their cell phone while they're at school right if those are the things that we want Dr Hart to uh make known to the parents so it helps them make a decision
058whether or not their student needs a cell phone um I think providing the information is there there are plenty of families that need a cell phone for their child that's you know divorced parents right you know they there's plenty of reasons why families need them so um for the parents that don't that are looking they're like do we have to get one you know everybody else has one in middle school but you know if it's um if it's a matter of information we need to get that information out and having it in a policy doesn't get the information out and we put it in a resolution and direct Dr Hart to do it the board is directing the superintendent of what we want them to do and then he has to go forth and do
059that so that's where the resolution uh conversation came from what would be the end result of that what we're doing whether policy no it would be like whatever let's say we wanted it to be a letter out to parents right every parent would get that letter and not every parent is going to see a policy yeah I mean the only thing I would add not to say this before I prepare for parents who are struggling and they don't want to get the cell phone but you know everyone else has one whether that's true or not or looks like everyone else has one it's a way for that parent to say even to the child you know look the school the school discourages it right and that would be I think that would be better in
060a policy than than a letter that may not unless the letter goes out every year or something it's going to be as a valuable as something a parent can look up and just I don't know I find that that would be very difficult um to put into a policy and try to adhere to it for parents um it's just it's unfortunately it's the way the world I mean our kids are going to go to gymnastics and say everybody else has it gymnastics and I don't everybody else has offer an item so I think it's really hard um I don't I don't think the policy is the way to go I think the resolution would be best and if we want to educate the parents we can bring in programs to educate the students just like
061we do on vaping and marijuana and alcohol we can you know we can educate them on social media the health curriculum actually has social media best you know practices and healthy boundaries and so does the technology curriculum also in terms of appropriate consent for taking pictures videos so it's covered in both areas of curriculum Thinking Out Loud this is just a thought you know a resolution when you think of it when I think of a resolution it's a lot of whereas is and then be it resolved that's as simple as it gets right so if I have to craft this I'm imagining whereas is that present research findings thoughts positions beliefs of the Board of Education and then be a resolved that the superintendent of schools does blah blah blah what this research shares disseminates
062puts together a presentation something for parents every September you know before you get your teacher your homeroom teacher for your child you click through policies of presentation something like that about cell phone use and then that the resolution ordinarily gets there at the end it says and this will be disseminated or shared in such and such public ways right when we do advocacy and we have a resolution about chapter 44 health benefits we direct Jason on behalf of the board to send it out to you know local Congress people and State Assembly and things like that so that's what that's what I think it could look like again this is like five minutes worth of a thought of what it could look like you know a lot of whereas and presenting some research and some
063findings and some just information that could Empower parents and then be a result that the superintendent does this that and shares with parents in such and such a way and it could be something we adopt every July and it says by September 30th of every year this gets disseminated to parents I'm really not sure what the current policy states I haven't read it so whoever made that point like I don't think parents are going to read the policy um but I I thought RMS was seventh and 8th graders have to keep them in their lockers and eighth graders can have them on them I could be wrong but that's what I've heard from my seventh grader if I were calling no they piloted a program where the former principal Sharon Moffett have there's pocket charts
064and the cell phones went in the pocket charts and they and students at 8th graders walk into the classroom they would put their cell phone in a pocket chart like identify pocket chart this might have even been before covet Mindy I'm going to look at you but I don't want to put you on the spot I think you're shaking your head yes and then it was abandoned right where all cell phones are in their backpacks now or in their lockers supposedly so it's a matter of enforcement it's a matter of fact and there was also the the year of the eighth graders where they've I don't know if they still do this either but or they would carry their backpacks with them because that's what you tend to do in high school so it was
065like to get them ready for high school so of course then they would have it in their backpack so thank you and as far as I know I don't think in the past they were a good tool for like a poll anywhere kind of thing that I think with Chromebooks now they have a device in front of them so I don't think that they're as necessary as maybe the cell phones were in the past um but I could certainly talk to Mr Charleston and the staff at RMS to find out you know how can we as a board Administration support the teachers in enforcing the policy I mean that's something that we have to be prepared to do I know that they're I've been around middle school kids and people like Mrs Bennington are every
066day um where I'm sure there's a million and one excuses on why my cell phone was out and I have to look up something or do something or you know whatever and I'm sure that it's a matter of how far do we want to enforce this policy if it just happened to be a one-time scenario where one time in fraction first it would so he does read that if if a device is found during the day that it would be confiscated and held until parent came to pick it up so I don't know if that's something you'd want to if that's already in there right it's already in terms of current that's the card policy yeah it seems like we have to be more of an enforcement so um can I make a motion to
067adopt a resolution or how does that how does the um I would say make a motion to um not accept the changes of policy 5516 and instead prepare a resolution would that you want to put it off for a month or it seems like there might be more updating needed based on what you just read I don't know what I think it's just an enforce it right the board is supporting yeah the school taking the cell phones but that's an enforcement thing send it back to the committee for another month so what I've what I'm kind of I've heard from not everyone but I'm hearing that the resolution is something that we're that we're looking at and not the policy update so if that's the case that's what we would direct for the next step
068and not back to the committee but I do think the policy still needs to be updated I mean maybe it's been sent back with the student at the end of the day at dismissal rather than a parent having to come pick it up right okay go ahead I haven't seen before we make any updates to the policy I knew the input of the Middle School administration before I do anything because this is cell phones are a part of everyday life in a middle school child's world if a kid happens to have a cell phone out in in the hallway good bad and different right a zero infraction student has no issues with it it just happened to be out looking for a text for Mom are we taking the cell phone away and putting in
069the administration's office for all encounters like this until the end of the day I don't know how often that happens like I just don't know how often a minor infraction would happen and I I just we're going to police this to that degree of rigidity I would like their input first about how pervasive the issue may be I think it warrants their input to that point the board's position on the policy I think is what's on the table but before I would revise it I would expert but well I just thought I understand so the motions not to do the policy at all or just take out the the underlying part of what my motion would be I can make a motion so that'd be helpful so my motion would be to reject the changes
070to policy 5516 use electronic communication and recording devices and to instead um support a resolution on an upcoming agenda for appropriate cell phone use by Dr Hart and then that would need a second so was that your motion do we have a second okay um I don't think do we need any more discussion on it I just want to add something about policies you know they don't just come out of thin air I mean attorneys usually write policies and they can be defended by an attorney although I appreciate that's the point of uh you know minimizing the risk because no matter what none you can have any policy and it doesn't necessarily minimize the risk of the board so I do I think valid points um I I think it makes sense to kind of
071you know we should revisit it and look at this policy and see what we're comfortable with and not comfortable with and and consider no matter what you have to end up with a policy and it's not going to be 100 enforceable no matter what that's the reality of you know the world but we should we should make some statement as to what our position should be so I don't know if we're ready to move forward with anything yet until we all kind of have a better understanding of what this policy reads and what we're comfortable with and not comfortable with well we would be voting on the resolution in a future agenda as well yeah okay yeah I would just like to say I would I I'm not opposed to doing a resolution also I
072just think we should have something in place I think it's a good start and we can always revise it you know and maybe we don't know the problems until we put something in place and find out Horseman issues are and we revisit it so I I just wanted to say in the policy meeting when we were all discussing this it we definitely had discussion of technology advances at such a rapid rate and um the case I was talking about was when it was medically necessary to use your cell phone like a diabetic who's using it for blood glucose monitoring and you know I think we all kind of and correct me if I'm misspeaking those of you on the committee you know we all kind of felt like it's very difficult for a policy like
073this to keep up with the technology and I think within the policy there's even mentioned of pagers and that kind of stuff you know I I honestly don't know how much that technology is even used or will be used in the in the coming in the coming years so I think I'm kind of agreeing with what Camille said that I kind of felt like this policy was very dated in its language and perhaps this is an opportunity for our Dr Hart to take it forward to the middle school for them to sort of give it that modern review and um you know give it a complete once over for really the appropriateness of this policy and so you know I I would I would be in favor of something like that and taking a look
074at that and bringing that back along with the comments being made by the board um I do think that that maybe that's an appropriate path to take with the policy so from what Camille and you have said I'm sorry Dr cersealia um I know um I would say that's a separate issue from from this motion like going going and reviewing that going and reviewing the policy to make it more uh up to date maybe something that we can discuss separately from the issues of the changes to the cell phone use of the policy right because you know the pages then that's a different can of forms at that point but couldn't we just put it on hold for a month I'm sorry it's a separate motion okay remember something this way Dr Hart can maybe
075get a little bit more information from Administration I don't need to move to do it I'll take care of it I got it okay so that being a separate okay so now we're going to vote on the motion to reject the changes to policy 5516 in support of a resolution um for a future board agenda please this is better man yes this is fiori yes this has been sir yes Mr Peach no is Brian yes his wolf yes Dr cecila yes yes all right and okay so for the rest of the four policies of 6.01 bylaw zero one four four two five policy two five two zero three two one seven four two one seven are there any questions or comments on those I had a quick question on the Bible the board member orientation
076I'll make it hopefully it's a good one um so I understand from the minutes that the state has now upped the timing a month do we know if they're opening it up to more classes within that first three months that a board member sits is from when they're scoring and I know that that was brought up in the meeting as well and I think that that's something that njsba should will have to do so I I did a standard training with the NJ SBA and I did ask that very question are you going to increase your offerings and they assured me that they are going to increase their offerings for new board members foreign so there's your Assurance okay end of the fiscal year at the end of the calendar year for the next year
077so I said I didn't realize are you able to take those without being sworn in yes if you're what is it whatever that term is you're there elected but not that's what you did correct yeah it's a really short window so that it I think that's difficult and you would have to know um that it's out there right but did that you get an email from njsba or was it me uh we can after the election after we know the unofficial election results I could just make sure that Jason makes contact because we have the email addresses of those who run for the board when you file to run for the board you have to have an email address on file so Jason gets it from the county clerk we can just email those individuals
078and say look this has to be done by April 1st man instead of the 30th and then the March 31st I guess here here's the website you can go on and look if you need help registering you can contact Jason and that would be well before even our December orientation which you know as we contact you to do that so once we get the fish artificial results we can get together any other questions or comments I just want to make a comment that I think that is extremely important to support our new board members and that is the first point of contact that they get even prior to njsba reaching out so yeah just want to voice my support for that thank you all right I think we're ready for a World Cup this is
079veteran yes this is Fury yes is menser yes Mr Peach yes Mrs Ryan Yes Ms wolf yes Dr social yes museum yes all right uh moving on to unfinished business the solar expansion committee so I if you recall at the last meeting I had requested anyone interested in supporting it at serving on an ad hoc committee Jody made it sound very tempting um great job with the cell we didn't get enough people so um so the way we're going to move forward is that um Jody Mrs betterman and Mrs Fury will be serving on um an ad hoc committee if you will going through the documents and then it will then pass over to the finance facilities committee so it's a kind of a mixed version of the two so that's going to be the
080process going forward for the solar stuff um any other uh unfinished business all right did you want to add anything did I say that right okay uh new business from the board um the July board retreat uh we did last year we had a board retreat with Mrs Judith Wilson um it was well received we did a feedback survey the board members after the retreat and everyone was in support of doing that again so at the July 18th board meeting um it will be a shorter meeting and a shorter work meeting um to allow time for a board retreat so in advance of that Retreat I would like us to do the board self-evaluation um I looked at the school boards won and it's 12 pages long I asked them if they are uh revising
081that at all which they well she said that they're revising it but it won't be done until next year um so I'm doing a little bit of research to make try and make it not so cumbersome um but I will be sending that out I should get it done before the June board meeting so that we have time to get it to Judith Wilson so that she can um we want the retreat to be specific to Readington and so we want the questions on the uh question the survey for us to be pertaining to Reddington itself if that makes sense so if you have any questions or if you know of any if you find any come across any board evaluations send them their way two quick things last year we to the board of
082retreat we did it as a separate meeting in our ordinary July business meeting I just think logistically it's going to be impossible for all 11 of us plus Judith Wilson to coordinate calendars at this point like the July 18th meeting is already on the agenda so Jason and my promise to you is that we'll keep the agenda really light so you know it was nice to have that Retreat meeting be dinner and really talking about board you know goals and things like that um and not have a ton of business but I don't think it's going to be possible to separate the two meetings this summer given how difficult it is I mean I liked it the way we did it last year but we're trying to combine it into one meeting and the other
083thing is I could talk to Judith Wilson about maybe board self-evaluations that she's done with other boards and she can when she did our strategic planning work I know that she tailored some questions specific to Readington she might have some samples that we can look at I could share with Carolyn and Carol could share with the board and just you know identify a couple questions that you really like we could put it into a Google form if you want I can ask her all right um except for the board retreat in gen in general sorry I can't speak right now um this is something that I've said the past few years so I apologize I sound like a broken record um I really appreciate Judith Wilson I think she's fantastic but I also think that
084we should look into New Jersey school boards Association for their trainings I've had great experience with the you know presentations and and webinars and all the stuff that they put out there and I my understanding is that they do fantastic Retreats rewards also so I just feel like that's a resource available to us and that we should maybe make sure that we're looking at all the options available to us that's all I have to say have you um have you come across anyone who's done a retreat in the trainings or anything advertised I don't know that it's you know advertised as one of the resources that they provide you any other comments or any other new business from the board can I have one one other thing that I want to notify the board of
085uh ordinarily this time of year we get a request or an invitation from the township Committee of Readington Township to present our budget to them um and we generally wait until after our budget's approved in our April meeting I contacted them tentatively and I know this is a tight timeline tentative marketing scheduled us for May 15th which is Monday to present to the township committee um I emailed just to confirm because I know that they're in the process of developing their budget as well to see if that date Works um just to confirm that the date works it's you know they've got between their dates our events June 5th date in there which is our eighth grade Awards night and then the next date might be June 15th June 19th I want to say that
086might be available so I I don't know I will email the full board that is the tenant of date May what May 15th which is Monday okay that may be a very long meeting for the township yes to say that if there's a um they're discussing their budget I believe in open Forum so which is why I've asked to confirm because I would I would prefer if we have to you know if we do it I know that it's an invitation I know that it's it's very much a nice thing to do it's a good partnership that we have with them but I think that they understand that you know we don't want to start our presentation at 10 o'clock right and that's what I was going to say I'll ask and that's why I
087wanted to confirm so I just we're doing your calendar I threw out a secondary date just in case so thank you I will let you know that's that's good all right we are now open to the public for anything on or off the agenda so this is santangelo from Reddington Township I just wanted to really follow up on an email that I sent regarding the transgender student policy regarding the resource that I had sent the board so I'm just wondering I did not receive a comment back so I'm just curious if anyone's had time to read that research there's several things in there that are I think um pertinent um regarding the 5756 policy so one being the FERPA law right so the policy the way it stands now is well first of all if
088a child changes their gender they don't need parental consent so um also it states if you if a child changes their gender there's a new record that will be created and so that would be unbeknownst to the parent and so they would have access to that record so verbal law specifically states that the minor and the parent has access so I'm just wondering how you guys will reconcile that because that's not in accordance with the law the other thing is the sex assigned at Birth uh terminology is not accurate right so that's just biologically not accurate right so sex is determined at conception it's not a sign that's worth and so I'm just wondering and I sense a lot of research supporting this so I'm just wondering where that's at um the other thing that
089concerns me too with regard to not having parents involved um and even if parents are involved there's nothing in that policy that states informed consent so I'm just wondering where's the discussion for parents you guys were even talking about the cell phone usage right so like informing parents about different things so is there any type of education from you guys about the informed consent piece of it for example the side effects right so a lot of these children now are taking puberty blockers cross-ex hormones and there's a lot of information now that's come out about it where there's a lot of side effects to it the other issue is um I've been on monthly Zoom calls with d transitioners and I've heard firsthand what happens to these kids right they're they're speaking out now now
090everybody can have a different experience fine but there's now it's hundreds of them and I they're they're just want to get their story out because they don't want this to happen to other children so the concern is if a child before puberty or right after puberty takes a puberty blogger so the genitals do not form fully and so if they go down the road as a minor even further with any kind of surgery they have to take tissue from another part of the body and that tissue comes from the colon which obviously has a lot of bacteria in it as a result we have seen and I don't know if you've seen this but several children have died because of the um that's three minutes already no okay so anyway I'm just following up about
091the email so I would just like to know um if there's going to be any of that kind of information to send it for parents so that they understand what their children are getting into and you know I could send that additional information as well but I think that the policy is not in line with the law and I'm concerned about that and I would just hope that you guys would share some kind of information about what happens to these kids and that they're you know some of these things are irreversible sterilization and you know it's it's really causing a lot more problems and and it's not changing their sex right that's the other piece of what they did what the teacher saying so anyway if you could just let me know where we're at
092with that thank you thank you Mrs Santander going to Pinto Bennington Township I'm here tonight regarding the library policy you have in place for me and or on the dying girl ask for Dr Hart the book is circulated in grade 8 only if a sixth to seventh grade student wanted the book this would be a conversation with the ELA teacher and the parent and it is this collaboration that determines maturity level and if the book can be checked out by a sixth or seventh grade student the mission statement for the literacy program K-8 states that it is primarily Guided by the American Association of school librarians National School library standards for Learners school librarians and school libraries on the American Association of school librarians website it clearly states that a Minor's right to access resources
093freely and without restriction has long been and continues to be the position of the aasl the American Library Association code of ethics instructs Librarians to uphold the principles of intellectual Freedom they clearly state that policies and procedures that effectively deny miners equal inequitable access to all Library resources available to other users violate the library Bill of Rights the LA the Ala opposes all attempts to restrict access to library Services materials and Facilities based on the age of Library users and it also clearly states that all people regardless of age possess the right to privacy and confidentiality in their libraries the form you had me fill out for the book challenge clearly states that the district supports intellectual freedom of the library Bill of Rights a few weeks back I spoke to you about this and
094I mentioned that I contacted the office of intellectual freedom and they confirmed that once a book is placed on the Shelf in the school library it is to be available to all students without restriction and the student's privacy should be protected it is clear that the policy you haven't placed for me and all the dying girl violates the library Bill of Rights I've had several parents and members of the community follow up with me regarding the book challenged we would like an explanation from you the board as to why you are allowing the double standard regarding this book State you are Guided by and support the library Bill of Rights and then you ignore these principles in order to keep a book with sexually explicit language in the hands of our children are you willing
095to state that the district no longer supports intellectual Freedom are you willing to remove this statement from the book challenge and how can you say that parents do not have the right to restrict other people's children reading selections yet you are doing exactly that by stating only 8th graders can check this book out the library how can you say that you support intellectual freedom and then have a policy that violates the students right to privacy as stated in the library double standards are unethical ethics should be important to this board and why wasn't this considered when you created this policy it is the board's responsibility to make sure the district has good policies in place that and I quote from the district website provide Direction a basis for decision making and imperative for Action please
096explain why the district insists on keeping this book when it is Agent appropriate for the majority of students continue sexually explicit language and the policy requires violates the library Bill of Rights and creates a double standard for our district there are many options for folks that address the topics of death dying and grief that are Asian appropriate for every student at RMS that do not require restrictions and that do not create a double standard for the district I've emailed the librarian the building principal DR Horton you the board regarding this double standard back in March I've spoken during previous public comments sessions and no one has addressed it this is unacceptable and I ask you to provide myself in the Reddington community response and also other districts for the public comments section they'll allow like
09730 minutes for public comment and then they'll see how many people are here to speak and then they divide it up so just because sometimes you know there's only been one parent can cut me off after three minutes and it's I don't know it just seems a little rude five times so it'd be nice if it could be just who's here willing to speak if they have something to say within that 30 minutes and then you divide it up between us I think that would be fair and kind thank you thank you Mrs dependent are there any comments online no there's nothing to show all right uh that closes public comment um can I get a motion to I can I can provide some information um I just want to let you know if there's
098any further information that you need please email me because there's I can show you some of the previous conversations that we've had about the cell phone or the cell tower um this was in our Safety and Security plan you know several years ago and kind of come up several times so I can show you some of that um if you just want to email me I'll show you some of the documents and the times please thank you um for Miss santangelo's comment about the transgender student policy in this bederman you'll have to help me recall this I I do remember directly that there was some conversation among the board about whether or not we had a desire to open up the policy and have further discussion about it um and you had reach out to
099board members maybe even briefly we discussed in the full policy committee about whether or not we want to take take a closer look at the policy in regard to transgender students and if I recall correctly the feeling of the vast majority of the board was you know the policy was written by attorneys it has input presumably for medical experts we're not doctors we're not attorneys you know the policy is the policy and there wasn't didn't seem to be much desire to open it up for further discussion um so we have all of the information that you've sent us the board has discussed it has talked about it um and the policy remains um and for Mrs depinto with the library policy for me or other than the dying girl I remember I recall sending you
100that email and I think what the board has to recognize is that you know we develop policy and the policy has to be implemented but we have to remember that you know we hire Librarians we hire teachers and there's professional judgment in a lot of these cases our libraries even our K3 libraries they're filled with books that may not be accessible to certain students right a kindergartner may not read a book that's available there for 8th graders I'm sorry for third graders in a library you know a teacher might have a conversation with a student about what is an appropriate book for him or her to take out of the library um it's that professional judgment that I'm trying to indicate that when it comes to having a discussion about whether or not a sixth
101grade student should read me an Earl of nine girl it's not a solid yes or no it's not a clear-cut answer there's some professional judgment that the teacher or the librarian maybe even a parent being involved has to have a discussion about um you know so I think that there has to be some room for professional judgment it's not a hard no we want to predict protect student academic freedom but at the same time we want our teachers and our parents and our Librarians to have dialogue with kids about making good choices that are appropriate for them and I'd like to leave room for that for our students to make selections out of the library and that's the reference I was trying to make in the email and I I am open to feedback from
102the board or from our professional staff and administration if that is not a desire but I I really want our staff and our teachers and our Librarians too help kids make good selections make good Library choices decide what's appropriate for them and involving a parent means involving a parent I'm okay with that um I think that's an okay thing I hope that helps clarify and I want to clarify code for it as well all right time to adjourn to Executive session can I get a motion uh to adjourn to Executive session in accordance with the Sunshine Law to discuss the legal matter and the superintendent's evaluation for approximately one hour at which time the board expects to return to public session where action shall be taken the matters discussed will be made public if in
