So that's an addition to everything that we did. So they've been really working very hard. So our first piece is Holly Jolly Christmas. Heat. Heat. Heat. Heat. Heat. Our second selection is a Hanukkah song. Heat. Heat. That's what we have. And would you want to say something? >> I was going to say thank you guys. 005meeting, we have the 2024 2025 audit presentation by Valerie Dolan from Sevokia. Not sure if I said that correctly. >> One second. Valerie Jessica, >> you read over the minutes that I >> just waiting for them to clear out so I didn't have to Just a little quieter. >> No problem. >> Love listening to the music. Thought I recognized you sitting in the back behind all the parents. Familiar face sitting in the room. >> All right, we go. >> Yep, we're good. >> All right. Obviously, as we said, I'm here to present this year's audit, which is, you know, I wanted to say, you know, obviously once again, it's a pleasure to complete the audit. Just to give you kind of a little quick refresher of the two reports that we prepare for you. There

is two documents that you get from our firm. You get the annual comprehensive financial reporter, otherwise known as the ACER. That's the bigger larger version of the audit. It has four main sections. It has an introductory section, which kind of gives a little bit of information. It has a very big large financial section with lots of financial information. Additionally, there is a really important which we always like to redirect is to the statistical section. It's the Jay's that is actually 10 years comparative. So, there's a great look to see a lot of things. It's not just about Wong. It's about the county of Somerset. It's about the state. There's a lot of great comparative information all rolled into that section. And then the last section would be your single audit section, which is compliance on

all of the grant funding that you receive. That being said, there's also a second smaller report called the AMR, which is my report to the board. That is all of the things that I perform during my testing and all of my auditing and any recommendations, comments, anything of that nature would be located within that document. Um, that being said, obviously a big report with lots of information. I always say the most important document is probably there's 12 pages in that whole book of probably 130 pages long that are the most important that is the budget that is that audit schedule C1 it is it walks you through the budget it takes your revenue it shows all the revenues where they came in budget to actual it'll show you any changes it takes through all of

your appropriations any transfers line item transfers that were made during the year all the expenses and at the end of the day it gets to the end year of where do we land in our fund balance picture. So when we look at your fund balance, you end up with what we call fund balance. We don't like to refer to it as surplus. It's just fund balance because it has lots of different components. So in your in for WAN, you actually were able to put money aside into reserves. This year one of in previous years maintenance reserve had zero and you were able to put about a half a million dollars into that maintenance reserve. That maintenance reserve had been used up in previous years for the mold when you had mold and mold issue a

few years ago. That's where that money went to. So, you were finally able to replenish some of that funds. That maintenance money is set aside to support maintenance of facilities. It's exactly what it's designed for. It's to help, especially because when you're building a budget, those costs sometimes are not foreseen. It gives you a little bit of a cushion. In addition, you have a little over $1.1 million in your capital reserve. There's also about $36,000 in an unemployment compensation reserve. There's about $30,000 of incumbrances that are carried into the next year. And then sort of le and of those numbers, it's leaving you with about you utilized $1.2 million to support the budget you're currently in. And then that leaves us with two big pieces. What your state allows you to hold, which we call

your unassigned, and all of the big picture. The state allows you to hold 2% of your budget. That's it. It's all they say you can hold in technically unreserved undesated fund balance. And that works out to about $600,000, leaving the district with about $1.2 million of what you would call surplus, which is the start for your subsequent year's budget. That's the money that will be used to roll into the future budget. Keep in mind that number is still sitting probably a little artificially inflated a little bit because you're still generating interest on the referendum. So there was about another $280 some odd thousand that's part of that 1.2. So obviously that I would expect it to be a little bit lower next year as that money stops having any sizable interest as you're spending down

and finishing up the referendum project. In addition, overall your referendum did receive about $390,000 in interest. We only brought over about 280 into surplus and that other 100 or so was held back to cover arbitrage in case there is any arbitrage calculation due in the fifth year. What arbitrage just represents is that you have your bonds are secured at a certain rate and those are considered tax-free. Anytime you earn money above that rate, that's where this IRS says is a potential for owing us money on that growth that you technically grew on non-t taxable items. So we but to what happens is that money is not due until the fifth year. So to prevent it from being a budget constraint in a future year, we've been setting aside the interest so that if in fact

you have to pay it out, that money will be set aside. If in the fifth year the arbitrage is a different number, that money will be released back to the district. But it was better to protect it than to use it and then need to pay the IRS at a later date. In addition, you have about $400,000 of grants that came through the district between federal, local, state grants, and your care program has a little over $50,000 in fund balance, which is actually a little bit of an increase from where it was last year. That being said, we do have on our management report, it's actually a clean report with no recommendations, which means it's no formal recommendations means you just have to accept the audit. No com, there is no capital um no corrective

action plan that needs to be taken by the district. However, in our report, we do like to refer to what we call suggestions to management or comments without recommendations, things that we're concerned about or things that are coming in the future. So, we like to give everybody kind of fair warning on things. This year we have some new accounting standards. So there'll be a couple of new reporting models that I'll have to implement through the report next year. So that we will work with the district in implementing those. And then the other one is in the area of bank reconciliations which I think probably Karen has exhausted herself on this one. There's a lot of what we refer to as reconciling items on those bank wrecks. So what happens is it is what we're working

on and I know Karen has been diligently trying to clean them all up. I think at this point we might be there now. >> Yep. >> Are we there? >> I think we're there. >> There we go. See, so as of June, there were still a number. She Aaron and I have been working together for a few months. >> Do one more in December >> and then we should be good. So we did not because we were working on it and movement was made. We chose not to put a formal recommendation in because we're already implementing something. So I can honestly say at this point you're probably resolving it in the own school year. So, we didn't feel it was necessary to put something in because your corrective action was already occurring. And that's like

I said, it was a really great audit. You're in good shape. And is there any questions that I can answer for anyone? >> Thank you. >> Any questions? >> Wonderful. >> Great. Thank you. >> And if anyone has any, you can always reach me. >> Thank you. Have a great evening and happy holidays, everyone. >> Happy holidays, too. Thanks, Valerie. And now we can a referendum update from Connor O'Brien from Legacy Construction Management. Right. Uh good evening. Just want to give a quick update for the construction referendum. Um so we have a couple projects. I'll break them out. We have the media center and Bayberry the toilet upgrades. that project I believe at the end of tonight's meeting will be fully closed out and uh reconciled. So all the payments have been made. We have

received everything. Um and that project will be on the list closed out and done. Um the HVAC project for both Valley View and Bay has not changed since the last time I was here. We are still fighting through the closeout, fighting over credits that are owed. Um, we still hold all the retainage that's on the project and it will sit there until we can come to an agreement with the damage that was done over the summer with the the mold that had to be repaired and remediated before school started. Um, they have really no intentions of paying for it. So, we'll just sit and hold the money until we can come to terms. So, that's where that project is at. We currently keep working through warranty items that do pop up. So, we're holding their

money. They got to come back. They did a repair today with a roof. Um there was also a glycol uh leak. They were notified around 9 and by 2 o'clock it was fixed. So they still are actively uh you know following their contract terms that they need to come and deal with warranty items. Um so we'll continue to hold like I said the I think it's $180,000 until they want to agree to pay back I think it's about $40,000 for a credit. So um that's where that project is at. the outdoor learning commons. Um the south structure that's fully complete as of today. Um the north structure which is the one that is not in place. We're waiting for some engineer updates. We have to actually elevate that structure accommodate for the seating structure. Um

the shop drawings that got approved for the structure um were not properly represented by the drawings. So there's a beam that actually would have been a safety hazard for a student or anybody standing on the top of that structure. So, we're actually having to raise it about 24 to 30 in. Um, we need shop drawings and stamped approvals from engineers before we proceed. So, that's what we're waiting for. Um, soon as we have that, we'll put the structure in and um before spring and I think the time that they would actually use that space, we should be wrapped up. Um, the outdoor fields um I'm not sure if anyone noticed, but we have some silt fence out into the fields now, and that's going to be for the shed area. Um, we were able to

separate out the shed from the sports. Um, we consulted with the township so we can separate that out and move forward with the shed. Believe Ricky, if he didn't order it today, it should be tomorrow. Um, beginning of the year, the first week of January, we'll have a contractor go out there. They'll prep the area so that the trucks can go in and out. We'll prep uh for the slab, for the concrete. Um, and then I think the shed is about four to six weeks out according to uh Ricky's information. So around that time we'll have the shed done. Um we did meet with the township regarding the sports uh field. Um there were some concerns with some drainage requirements that the town has some ordinances set in place. Um I'm sure you guys are

well aware when it rains sometimes here it floods pretty badly. So um in coordination with the township, we wanted to ensure that what we're doing we're creating doesn't actually create a further uh issue for the neighboring houses. Um, so we did get the calculations today from the engineer. Um, now we'll put that with a sketch to the town engineer. Um, get that approved and then look forward to putting those projects into motion. We all are aware that it's winter time, so we will monitor that. We can work through the winter, but if the ground really freezes up, it's going to be hard to uh dig through the ground. Um, but we'll push as much as we can and hopefully have that available for when the weather breaks for come springtime so the kids can use

it. We'll coordinate with the staff and the administration, making sure any of the disturbed areas with the dirt, we'll be able to still allow them out there without having to run through mud and stuff like that. Um, so that's the plan for those projects. And then hopefully, like I said, around springtime, we'll be closing those out. Um, and HNS for the HVAC will probably still be open. So, um, that's the general update for the referendum projects. >> The the HVAC systems are all working though. It's just we're just holding the final payment to them because of the mold issue, right? >> Yeah, we're they're they're working. Obviously, some things come up with the glycol like there was an issue today. Um some units Ricky will lose control over or we won't see him on the

BMS system. So, then he has to engage with the contractor plus the controls uh vendor. So, we're still under warranty. So, even though Ricky has access to the controls, we still have to go through the contractor to go into the system and make sure um we don't want the maintenance staff or Ricky to go in and touch the units because then they'll they'll obviously try to void the warranty. >> And the contractor is like they're responsive with that. >> They're responsive to to the items to fix to make sure that the school's not down with a unit. Um we communicate with the manufacturer if there's an issue that they need to be involved with. Um so, they are responsive with that. We did have um some roof um leaks like I mentioned at the beginning.

So, we actually had the manufacturer for the roof that you guys did a coding for in the past years, they were out. So, to help find where this leak is, make sure we didn't cause an issue with the warranty because as they were working through the summer and stuff like that, there's there's always a possibility that something needs to be patched or repaired. Um they did some repair work that the manufacturer ultimately said needs to be, you know, redone. So, we're working through right now. Of course, the contractor is not uh necessarily agreeing that it's their fault. So, we have pictures that show that it is their fault. It wasn't like that at the beginning. Um so, we're working through that. Um at a point, if it becomes where it's causing damage to the school,

we'll just get a roof right here that's qualified to work on it and then add it to a list of closeout credits that we'll go after. >> What are these roofs? They're EPDM or they're torch. >> Yeah. But you guys did a a coating over top to to buy more time versus replacing it. I guess that was a decision at the time. Got it. >> So, um, as we had to put the rooftop units and put the curbs on there, you know, they had to cut into the roof. They had to bring material up and down. It's definitely common to have some repairs that are needed, but those repairs have to then meet the warranty standards to keep the warranty intact. So, that's that's where we're at. And, um, it was last Friday, we had

to call out the manufacturer and they ensure that we are not out of warranty. They're going to still hold the warranty. They just want to see the repairs done and you know basically they're a sign off. >> Same question for the outdoor learning commons and the changes being made there. Is that being paid for? Are we paying for that? >> So the the original structure for the outdoor learnings commons that went into the design when the contractors were they're responsible put shop drawings for us to to see to come together. the manufacturer that the documentation they got from the manufacturer, it basically showed it as four four beams around the outside, but from a structural component, they need obviously more integrity into the system and for every reason they didn't show it on their the

drawing that came over. It was always supposed to be in there. So, it was an error, but ultimately would always had to have raised it up. >> So, we're paying for that. >> Yeah, because it always would have been something that was necessary for that seating area. So um that's you know sometimes it does unfortunately it does happen. Um >> sounds more like a budget estimate issue. >> Yes. Um you know and ultimately with this job with the allowance um even with that we are actually we didn't exceed the allowance that was anticipated for contingencies on the job and for unforeseen. So we didn't go over the contract amount. We're very close, but we also did work with the contractor who also then help with some of the shed work and stuff like that. So,

>> thank you, Connor. >> Thank you. >> Appreciate it. >> Have a good holiday. >> Thank you. Happy holiday. >> Dr. Glazer, did you want to go over enrollment? >> Sure. Let me get to the page. I think. Hold on. Must have closed it. Give me a second. Yeah, right there. >> Oh, thank you. Oops. Sorry. Here you go. >> Yep. Thank you so much. So again, um this month our enrollment is fairly stable year-over-year. You are not seeing um anything different this month, right? That kindergarten enrollment that we saw at the beginning of the school year, it doesn't um grow for another section um same at the other grades and sections. We have um no change in our outofd district placement students and year month over month we are down one student. Um we

have started our budget conversations with um the various leadership teams and started looking at projected enrollment sections staffing. already. We are um taking into consideration this year projections that are coming and I think as we get closer into budget season these enrollment numbers and perhaps doing a comparison of more than one year um will give us some more information. >> Thank you. Principal's report. >> Good evening everyone. I'm going to do the report for uh Mrs. Fner and on myself. Um so first I want to begin by thanking Mrs. Morrison and the Valley View Band for their wonderful performance earlier this evening. Their music was truly a treat, I'm sure you agree, and I look forward to their mini holiday concert during student lunches on Monday. Even more songs. Um, on December 2nd, students enjoyed

a special preview performance of the Nutcracker by Washington Rock Dance Studio at Bayberry, which brought seasonal excitement and enrichment to our school. Um, trimester 1 concluded on December 3rd and report cards were made available to Bayberry families on December 12th. On December 5th, our middle school teachers participated in ascending district learning walk at Warren Middle School focused on mathematics instruction. A second learning walk centered on English language arts took place on December 12th. These opportunities allowed our teachers to collaborate with colleagues across the ascending districts and continue strengthening instructional alignment. On December 9th, 51 students participated in the Trees entrepreneurship marketplace at Valley View. This hands-on program provided our students in grades 5 through 8th with realworld experience in launching a business from soup to nuts. Students sold items such as 3D printed magnets, bracelets,

earrings, games for peers, staff, and families to enjoy. In total, the students earned $1,640 in profits with 10% of it is going to be donated to a charity of their choice. They're meeting in the new year to decide which charity to donate their funds to. Um we extend our sincere thanks to the Wong Burough uh municipal youth services commission and to our PTO for helping fund this impactful program which has grown in leaps and bounds in the six years I've been in the district. So thank you. On December 11th, our fourth grade band and chorus students presented a festive holiday concert. Students demonstrated tremendous growth since the beginning of the school year. We congratulate our performers and thank Miss Kaskki and Mrs. Morrison for their outstanding leadership. Adopt a family was a tremendous success at

both schools. We are deeply grateful to the Wong staff, students, and families for their generosity. At Bayberry, our third grade students played an active role by collecting and sorting donations, making it a meaningful service learning experience. Special thanks go to Miss Clear for coordinating the program at Bayberry and to our community outreach club led by Miss Franco and Miss Miller at Valley View. On December 12th, the PTO holiday Extravaganza, formerly known as the Holiday Boutique, was held at Valley View and was enjoyed by many students and families after school. Earlier this year, our eighth grade students read Refugee by Alan Gratz. Building on that learning, on December 12th, students attended a guest presentation by Mr. Sepedes, who shared his personal experiences as a refugee from Cuba. This was a powerful opportunity for students to deepen

their understanding of the novel and gain greater global awareness. We are proud to share that several student sever several student achievements, our Ridge Racers STEM racing team are New Jersey state champions and placed second in the Eastern region. They will advance to the national competition in Charlotte this April. Congratulations to Brandon Sto, Caleb Cua, Brian Hannon, Noah Harvey, Sophia Sto, Jonas Bratton, Max Mayors, and Quinton Fang. We also congratulate our Valley View students who competed in the AMC10 mathematics competition this fall. I think I mentioned them at a previous board meeting, but we have our results. Brandon Quack placed first, Noah Chen placed second, and Alex Chowwki and Rohan Patel tied for third. We are very proud of their accomplishments and we are also pleased to announce some teacher accomplishments. Our governor's educator of the

year recipients at Bayberry. Miss Erin Steviator was named education services professional of the year and Mrs. Sarah Fernando was named teacher of the year. At Valley View, Miss Anna Nester was named teacher of the year and Mrs. Heather Berg was named educational services professional of the year. Congratulations to all of this well-deserved recognition at Valley View. During our Mountaineer Monday lessons in December, students have been participating in lessons focused on understanding when just joking goes a bit too far and how to respond appropriately. This work supports our ongoing commitment to a respectful and inclusive school climate. We will close out 2025 with one final Mountaineer Monday. This Monday, we're featuring friendly competition during a pep rally to celebrate our school community. As a reminder to everyone, December 23rd is an early dismissal day and winter

break will run from December 24th through January 4th. Finally, thank you to Mr. Gonzalez, Mr. Frasier, and Mrs. Juet for your continued support of our schools. It's been a pleasure having you on the board. Warm wishes for a healthy, happy, and restful holiday season. And thank you to all of you for a great 2025. We're looking forward to 2026. >> Thank you. >> You hearing? >> Is this administrator's report? >> Okay. Okay. Uh we have I have a couple things. Um our biggest uh the most important thing we wanted to um announce tonight was that uh through the technology department, we joined both the New York um New Jersey Education and Technology Association and the Education Cooperative Student Data Privacy Alliance. The New Jersey Education and Technology Association is a local association which provides resources

and training to administrators on best practices for cyber security and data privacy compliance. The Education Cooperatives Student Data Privacy Alliance is a collaborative service for school districts that helps manage student data privacy agreements with educational technology vendors. This is setting us up uh to be in compliance with policy 8330. Um and we are one of only eight or nine New Jersey districts to uh join up with this company and um you know utilize their services. So we're really very excited about that. This is really going to be um keeping us in compliance and safer. So we're you know continuing to work on that. Um Aaron Leanovich also represented our district at the recent brainstorm K20 technology conference. The conference supports informing districts on topics such as cyber security and other technical aspects of educational technology

through seminars, discussion groups, and peer training and networking. So that's um good for our district. Um as far as right at school, quick update here. Um, we are still on target to have them start on January 5th, 2026. Uh, about half of the families so far have registered. They will be sending out reminders. You know, they're working on that now. Um, and their license should be coming in, you know, maybe tomorrow, you know, maybe Monday. So, we're really close to doing that. So, if we have a little gap at the beginning, we'll just continue on as is for the week or and if we have a little a delay, but we're not really we're not really expecting one. Um, and at the beginning it'll be status quo. So, we're not going to they're not planning

on making any changes or doing anything really different. They'll just, you know, participate and and watch the um, you know, program and then as slowly we'll make some changes or hopefully they'll bring in some new ideas and something exciting. Um mo all of our staff except for two people have joined uh you know to right at school. So the staffing will be held. One person just didn't want to fit it in their schedule anymore and the other you know just just too much going on with school and whatnot. So um that's all done too. So that's that's their update. Um and so we'll continue to work on you know making sure that the parents are aware that they need to sign up in their on their portal. >> Okay. >> Thank you. >> That's it.

Thank you. >> District update. >> Yes. So much. So much. It's a little um overwhelming. Luckily, I will say that um Karen took most of Miss Kid took most of the um activities. It's been a wonderful time. This probably my favorite time of the year because there's so much good news. There's so many um honestly wonderful things to share. It's it's the best. U Mrs. Morrison, thank you. I know it's a lot of work to get 47th and eighth graders before and their parents by the way. Thank you um to a board meeting right before the holidays. They did a great job and we'll look forward to the concert in January too. Thank you for that. Um I do want to to give breaking news. Um our Wong Burough Education Association did ratify their contract

this evening and um we do have on the board agenda tonight for the board to also approve. So good news, a nice way to bring that um to closure at the end of the year. um Miss Kidd shared with you um our teachers of the year and our support persons of the year. It is um a joy, right? I have the pleasure of coming and helping surprise and do the photo opportunities. um they um are celebrated at a luncheon at the county and then um beyond our surprise and flowers in the district, we'll also invite them um to a board meeting and celebrate them in the spring. We um and I think I talked about this um last month in a highle overview, but we completed our thought exchange vision statement survey. Um once again

community, thank you. You gave us valuable feedback, support that helps us right during this strategic planning process while we're um revising not just our district vision statement, but what we hope and expect for the future. That collective feedback um really helps us as a group, as a learning community remember what's important. the academics right was brought forth as something that was missing from the current vision. What was existing was really powerful. People um felt strongly about multiple measures for success. Felt strongly about um the education here in the school district providing every aspect for a child. social emotional as well but that academic piece um was collectively missing. So we took that input we worked to revise the vision statement to reflect that and then once approved the um revised vision statement replaces what you

see on the district website on our agendas pretty much everywhere. Um the changes are you won't think are dramatic but they are important and I'm going to read it since you won't get to see it um until the website is updated and our documents are updated. The Wong Burough School District is committed to inspiring learners toward academic success through joyful exploration, inquiry, collaboration, independent thinking, and creative problem solving. Our culture of acceptance and inclusion provides the foundation for learning and social and emotional growth. Through reflection and ethical decisionmaking, we continue to learn and grow, embrace differences, and prepare for an increasingly complex, everchanging world. Truly appreciate the community's participation. That engagement in every aspect of our work really not just makes a difference, it gives us the supplemental action items that help us to continue

to improve always to continue to look at what it is that we could be and should be honestly um working to do better. I um will also share that as we prepare to take our holiday break and thank you for reiterating the days early dismissal Tuesday. Oh, I just want to pause, take a minute, take the opportunity to extend my warmest wishes to the community for good health, much happiness and peace. Um, we do return right after New Year's weekend on the Tuesday and we will on the Monday, sorry. And on the Tuesday, I apologize. We will have our um board reorganization meeting. We invite you um to join us as we welcome some new board members. And um now I have the sadness truly. It's a little emotional um of thanking our three board

members that are um leaving the board. And I say that all three of these people were part of the board that hired me who gave a very clear direction, very targeted expectations of their hopes, their dreams, their vision, sorry. um for the future of the district. I have been very proud to be a part of it to I hope continue even after you've continued this service um to live up to those expectations and to continue to work towards that vision of progress and growth every day. We're working. We're still working every day. Um, as is our tradition in Wung Burough, um, there is a proclamation that each of you Oh, don't make that face. Um, this is the good stuff. A proclamation for each of you because each of you um contribute in different ways,

right? Over your three years, each of you had the opportunity to um represent this community, to bring voices, right? to represent different aspects of our work, different aspects of um the education and different perspectives all all along the three years that you've been here. Each of these board members um were on the board their full term 23 2023, right? January 2023 until now, December 2025. Um some of it is the same, some of it I'm going to call you out individually. I am not reading the full proclamation since there is some repetition but again you guys will get that and we will publish it for the community to be able to celebrate you two. Um I am going to start with Phyllis Juet um mostly because of what we just talked about um with the

vision. Phyllis has been an outspoken advocate even in the interview for academic success, for clear goals, for measurable outcomes. She um put her money where her mouth is, serving twice as the chair of the curriculum committee, a member of our policy committee. that um along with right coming to the board meetings, serving, being at all of the community meetings, you've brought invaluable experience, right? With your education background, your curiosity for everything, which is not a bad thing, positive love of children, your passion for this district and teaching. I I it can't be understated and we will miss that. And even though you're off the board, I say it to you personally all the time. I will commit to it publicly in front of your former board colleagues in the audience and the community may be

watching at home and our new board members who have also joined us tonight before the reorg meeting. The things that you have brought forth, right? your questions, the things that you value that have been important to you. This work is slow, takes a long time to see progress. I hope when you look back, you see how far right we have come. And just because you're not sitting in that chair doesn't mean your voice isn't still heard. You're with us. You don't get to go anywhere, right? Not the end of the road. So, thank you, Phyllis. Um, and again, for all three of you, I'm just going to share the same thing. You'll each get this, but I'm going to read it. Um, 15 trees will be planted by the Arbor Day Foundation in a forest

of great need in honor of Annie Gonzalez, Mo Fras, Phelis Chuette. This gift is in celebration of your service to the Wong Burough Board of Education and made possible not just by me but with gratitude from the entire Wong learning community. Um the quote says when we plant trees we plant the seeds of peace and the seeds of hope. The trees planted for each of you are an act of optimism, of kindness, a labor of love, and a commitment to stewardship. Thank you, Phyllis Mo. Going right to you before because if I stop I will be emotional. Just just saying it. Um, again, Mo served the first his full term 2023 to 2025, serving as the vice president in 2024, the two-time chair of the much renamed administration and finance committee, chair of the personnel

committee, a member of our policy committee, the ad hoc negotiations committee, the regionalization feasibility study, and our legislative liaison. I'm not sure how we follow that. You all have, I guess, some places to jump in. Um, with all of that, um, again, Mo, you served diligently. Your perspective, right, is somebody without children in the school, but who went through our school system, who has many of our teachers, right, as former and beloved teachers really brought to us um invaluable guidance, right? Not just to your board colleagues, but even to the administration. We had that opportunity to see while you even were in school too, how all of that really impacts a culture, right, from a a not um kids in the school, working in the school perspective. Again, invaluable. Um, and I will say you

and Manny both, before I get to Manny, um, what you are able to bring to us, the knowledge, experience, your hands-on involvement, um, with your professional backgrounds, in construction, in management of projects, has helped us get to the place we were tonight. as Connor is finally finally talking about getting to the end to the last phases of our referendum projects and for that we are all grateful to to you for that as well and Manny um president 2024 three-year member of administration finance operations whatever we're calling it um the ad hoc negotiations committee the regionalization feasibility study committee. Again, as a parent, current parent, right? It gives us feedback um and again a different perspective, right? The importance of of remembering it's not just our voices, the staff's voices, but to also consider the student

voices, right? We were able to include students in our strategic planning as part of our surveying, bringing them to board meetings. Something that for me being able to show a board um with honesty, having respect for each other, for the community, demonstrating um what it means to volunteer for a community where you live, where you work. a lot of hours and I know it. All of you, thank you um for your efforts to make the district the very best it could be. And now therefore, because you all get the same this. And now therefore, be it resolved that the Watchron Burough Board of Education expresses deep appreciation for the tireless efforts and valuable service to the district um and recognizes all of you all three for the people that you've touched through your dedicated volunteerism

on the board. We wish you continued good health, happiness, success in the future. And please do remember we all have your phone numbers. We all have your emails. You don't get off free, we will find you even in the new year. But thank you and thank you for everything truly. I know t-shirts. >> Thanks. >> Are you stay? Thank you. So pretty. This is nice. >> Do they have anything to say? Do they any of the out excuse me any of the outgoing board members? >> Yes. Can the 15 trees be chestnut trees? So we can pick from them every winter. >> Nice holiday thing. >> So um this has been an interesting journey for me because at first when I got into this I didn't think I could handle it. I wasn't sure if

I was um seasoned enough in the school or the the understanding of it all. Um but um it's it's also been a a very bittersweet experience for me too because um I got to meet some really great people. I got to really see on the inside what the school does and um and it's it's really goes without saying how hard they work to make sure our kids are safe and properly educated and sometimes with resources that are not as as strong as other schools. So, you know, I definitely noticed that. Um, Miss Kid, thank you for the kind words. I appreciate everything you've done. I've seen you since the beginning do this and you know, you've done a wonderful job holding down the school. Um, Mrs. Juet, um, uh, thank you for the opportunity cuz

I know that, you know, that we were both going up for the opportunity for president and, um, you know, I think you were a better candidate than I was to be quite honest with you. Certainly much more seasoned. Um, Mr. Frra, thank you for being alongside me during the president year. Um, I think it was awesome to grow together with you and get through that experience and, um, I think we did great. Um, pass the torch over to you. You've done a better job than me. Um, certainly on top of things much differently. Um, but all the board members in general, you guys are awesome. This was a true pleasure. Um, I will be on that side over there. I won't get up and complain cuz now I know. I know how much is involved.

Um, but um, this has been an absolute it's been an absolute pleasure working with you guys and I'd like to also thank you for everything that you've done. Um, I know that I was part of the committee that chose you, but I think um, I think everyone deserves who you are and I think you have been a wonderful leader for us. Um, I don't think we could have had a better leader. Um, and Robin alongside you over there, he's in his Batman and there's also Robin. Um, also countless hours. I remember driving by 10, 11, 12, 1, and you guys are still in the parking lot. Not in the parking lot physically. You're in the office, but the cars are still there. And people don't know that. So, I will certainly say that. Um, and

it's been an absolute pleasure. And who knows, maybe in the future I'll do it again. My wife might kill me, but >> but it's been an absolute pleasure. Thank you all. And I love you all. Uh unfortunately I did not prepare a speech because I'm usually like that way. Um but I did genuinely want to thank each and every person here for this entire experience. I could not imagine honestly how fun it would have been. You know, it's it's been an absolute blessing. The the fact that I'm here, the fact that the the town trusted me to take care of something so important when I was, you know, 22 at the time. I was 21 when I ran or 22, sorry, 22 when I ran. And it has been absolutely incredible. I've learned more than

I could have imagined. I have been very happy to put in my input and I've met some of the best people in my life that I will genuinely be friends with forever, you know. Um, so thank each and every one of you. Thank you to the town. Thank you to everyone that comes to the meetings, everyone who doesn't, whoever you are, thank you for the opportunity. >> Yes, I have to say something. >> Don't I just wish you all well in the new year and I appreciate that this board has become so collegial. no cancel culturing. People listen to each other. They respect each other's opinions. So, it's really grown into a wonderful board. So, keep up the good work and I know it'll continue. Thank you, Jen. You've done a great job. >> Thank

you. >> I'm sure I have >> all of you. >> Thank you. >> God bless. >> You want me to say that or you >> Oh, consider grouping. It works. >> I want to Well, I'll start with Phyllis. I want to say thank you for your time that you served on the board. And I know that you often found yourself in the minority position, which is hard. We all been there, but I know you found yourself there often. And I just want to know that I appreciated your courage of conviction, and that you continued to say what you needed to say with strength, without backing down, but always with grace. And so I appreciate that. Thanks, Jannie. Your kindness and leadership in a time where we were kind of storming to forming our group was

exactly what we needed. And we're this strong collegial board today because you were our leader. >> You make me cry. >> And Mo, you surprised me. for someone of your age and I shouldn't be an agist but I was surprised the you contributed if I asked you to do something you were there you did a great job you always had valuable input to share thought through things asked great questions you were a valuable valuable member of this team and I'm sad to see you go and I want to add that we have a very giant trophy here this is the 2025 Harvest Festival Chili Contest Trophy. The Watchon Board of Education handily won at this year's Harvest Festival and we plan on defending our championship next year. So, it's on. >> Woohoo. It's important. Manny's

>> for your chili. >> That's right. >> Anybody else? Because otherwise, I'm going to give my wrap. All right, then. I am hopeful that everyone has a break that will be relaxing, rejuvenating. I hope you have time with your friends and your family. Merry Christmas. Happy Quanza to those who celebrate continuing Hanukkah um lights. Happy New Year. We'll see you on Monday, January 5th, and then Tuesday for the reorg. Thank you. Okay. >> Almost seems sad to have to go back to our regular meeting. >> I know, right? >> Right. So, yes. Moving on to committee reports. So, uh Mrs. Det, can you give us the curriculum committee report, please? >> Okay. My last one. Here it goes. All right. All right. The curriculum committee met on Thursday, December the 11th from 4:00 to 5:30.

members myself, Phyllis Juet, Fatima Santos, Jessica Maddox, Jennifer Aguilerero, administration and guests were Dr. Glazer, Denise Victor, uh Karen Kidd, Valley View principal. Regarding the uh field and outdoor learning common signage was discussed to ensure that the public understands that this is a classroom and it's not open for public use. The public only has access to the field and it is not to be used as a dog bark. Process of purchasing outdoor furniture has begun. Adding another security camera on the shed and on the field for extra security was proposed. Clear garbage bags will be hung on the gates as an added safety measure in order to see what's inside. The school is moving ahead to prepare the LLDD classroom. They are currently recruiting and hiring the instructional staff. The TRE marketplace takes place at

Valley View School during the lunch the school lunch flex time. This is an intreporial process that produces a broad range of products which students can create and carry through to market. TREP is a class and requires a heavy commitment. It has been a great success with students selling out their products in record time. Profit from the sales go to charity. The Valley View NJ4S partnership for tier 2 and three services is provided to our students and teachers through Somerset County. These workshops include topics that range from bullying to blues with strategies for stress relief. The topics are very current and relative to children from kindergarten through 12th grade. These workshops are free and offer another means of support for our teachers and students. Valley View is planning for a blues workshop. Tom Rich is returning

on January 27th. There will be two assemblies at Valley View and one in the evening for parents. His program, Always Connected, which highlights using SE uh technology safely, has always been wellreceived. The district calendar is in its final stages. We are coordinating with the sending district and uh Wong Hills Regional High School. Every year our nurses at both Valley and Bayberry contribute to the nursing plan for all students. This is an NJ DOE, New Jersey Department of Education mandatory districtspecific plan. Each New Jersey school district must adopt outlining all health and nursing services, staff roles, emergency protocols, um, like allergy management, concussion care, student health record management, and how they meet statutory requirements for public and non-public schools, ensuring student safety, and a healthy learning environment. An individual student's safety and health plan that is

a part of a student's IEP is also to be kept on file in the district even if the student is in an out of district placement school. Thank you. >> I'm done. >> Thank you, Mrs. Duet. >> Um Mr. Frasier, can you give us the report for administration finance, please? >> Absolutely. Um we met on December 12th at 5:00 p.m. and attendance were myself, Jen, Jessica, Dr. Glazer, Miss Karen, Bishop Bishop Johnson, uh Ricky Boyd, and Valerie Dolan. So, unfortunately, I mean, or fortunately, I guess, we went through probably half my list already, just because that's how it always goes. So, start about midway through. Um, we reviewed the before and afterare programming to ensure pricing commitments to families have maintained. Um, we agreed to um proceed with an independent demographic study to support accurate

enrollment projections and budget planning. We reviewed legal services planning, routine contract renewals, and necessary consultant support. Discussed the approval of participation in a local historical project using school images for a nonprofit p purpose. We discussed updates to the district's vision statement. um confirmed the extension of a community engagement platform through the end of the school year and reviewed the upcoming board agenda uh the draft school calendar and proposed meeting schedules. >> Thank you. Uh Mrs. Amado, could you give the report for the policy committee, please? >> Policy committee met on Wednesday, December 10th at 5:30 p.m. virtually. Um, in attendance were myself, uh, Phyllis Juet, Adam Craft, President Jenna Aglaro, um, Dr. Glazer, and Miss Pinky Nielson. Um, there were a lot of items up for review due to CQAC. Um, uh, we did discuss

the revised vision. Um we discussed uh an approval of photos for the watch on historical committees uh documentary um which was which is on the agenda for this evening. Um we discussed policy 9241 classroom observations. A new policy is in discussion and will be formulated um likely for January um on this topic. Um and policy regulation 9320 cooperation with law enforcement agencies. Um Julie will review this policy. Was that reviewed? >> No, that's in January. Miss and Chief Chief Anderly and I redo the MOA. So we had things that >> Right. Thank you. Okay. So that'll come up in January as well. So that's what's all kind of on the docket for January. Um, I'm going to list off the many policies that are up for um, uh, up for approval this evening. Um, that

are moved to a first reading. Policy 7101.01, selection of an architect engineer. Um, policy 2422, statutory curricular requirements. Policy regulation 6220, budget preparation. Um, policy regulation 8461, reporting violence, vandalism, harassment, intimidation, bullying, alcohol, and other drug offenses. Um, policy 9181, volunteer athletic coaches and volunteer co-curricular activity advisers and assistants. Um, that one was revised very slightly. Uh, the rest of them so far are basically being readopted as is. Regulation 3160 and 4160 physical examination also revised and moved to a first reading. Um regulation 5200 attendance um uh there are some details on here that will um affect how we are implementing these policies. Um so everyone should take a look at that carefully. Um policy and regulation 4212 attendance for support staff. policy and regulation 3212, attendance for staff. I'll move to a first reading.

Um, bylaw 0164, conduct of board meetings, public comment before executive session, which is something we changed recently, turns out to be problematic due due to some new case law. Um, uh, particularly when there are agenda items that need to be voted on after the executive session, public still needs to be able to comment on those actions. So, we will revert to the former order whenever we are legally able to do so. Um, this is moved to a first reading. Policy 5620, expulsion, updated and moved to a first reading. And then I'm just going to list out all the ones up for a second reading. Policy and regulation 3218, use possession or distribution of substances. Policy regulation 3281, inappropriate staff conduct. Policy 7436, um, drug-free work zone, I think is the exact title. Um, sorry I

abbreviated that. Policy 1620, administrative employment contracts. bylaw uh 0173, duties of public school accountant. Policy 5512, harassment, intimidation, and bullying. That is everything. >> Great. Thank you. >> Um, are you also going to do the committee report for >> this one will be shorter. Uh, yes. Personnel committee met on Thursday, December 11th at 5:30 p.m. in attendance were myself, Dory Harvey, um, President Janagero, and Dr. Glazer. Um we are currently hiring for a few positions. Two special education teaching jobs, a supervisor of instruction and a director of special services. Um the details of all of these are posted on our website. As usual, we hope to see more applications for all positions. Um also you so we reviewed all of these positions. In addition, uh Dr. Glazer noted that policies and regulations 3212 and 4212

which I just mentioned in the last update. Um these are both attendance policies um are on the agenda for first reading and um again there'll be some implementation sort of details that that everyone should be aware of. Um all new hiring progress was discussed. Uh retroactive pay for a leave replacement teacher will be on the agenda tonight. This teacher was first hired as a long-term sub, an expected leave replacement rate once their certificate was confirmed by the county and that came through in October. Um the committee also discussed whether we should move parent teacher conferences out of the NJA conference week, potentially move it to Thanksgiving or other other time frames. Um we talked about adding virtual discussions. All of this needs to be discussed further. Dr. Dr. Glazer will check with with um principal

Fner and the association um to gather their thoughts to see if Zoom is an option and then we will continue that discussion. Um and that's everything. Yeah. >> Thank you. >> Okay. Moving on to board leaison reports. I don't believe there's a legislative report or a Somerset County Educational Services Commission report. Um Mrs. Samado again have anything for the Somerset County School Boards Association? >> No. >> Okay. No. And I have nothing for the school boards association. Um the regionalization committee can actually come off the agenda because that committee has um finished. Um and you Morris Union Joint SH Commission. Is there a report? >> We did. We met um came to our end of the school year. It's kind of like with us in the bands. It's a wonderful time in the schools with

the students projects and an opportunity for those of us who are on the board to visit the different schools. Um and in January I will be um giving a presentation on um the work that I do abroad with um genocide studies and um looking at that fragile um tension between peace and conflict. >> Thank you. And I'm going to give the first report for the ad hoc enrollment growth working group. The name is tentative. Anybody has any suggestions? I'm very open. >> Okay. So, this group has begun preliminary meetings. Uh myself, Danielle Amado, Dr. Glazer, and Karen Bishop Johnson met with our auditor Valerie Dolan on December 3rd to review the district finances and pilot agreements. On December 15th, myself, Daniel Amado, Dr. Glazer and Karen Bishop Johnson met with Mayor Ron Jubin. Council President

Christine Eid and the town BA Jim Damato. We discussed partnering together in an effort to address the projected enrollment increase for the district as well as the recent feasibility study on regionalization and we have developed the following joint statement. On October 16th, 2025, the board of education me at a board of education meeting following a preview of the now released regionalization feasibility study, we shared that a working group was being formed to examine the implications of the study's findings, particular particularly the projected growing enrollment patterns in our schools and what will be necessary to ensure the best learning experience for students in Wong. After a thorough review of the study and its recommendations, members of the board of education and the Wong Burough Council met last week to discuss the information in the context of

our district and community. The study outlines a significant rise in enrollment and presents a regionalization model that if accurate would result in a significant substantial tax increase for Wong residents. Based on our review and shared concerns, the board of education and the council are united in opposing regionalization at this time. Instead, we are jointly committed to exploring all shared service opportunities that may improve operational efficiencies while preserving local control. A central concern for both buddies bodies is the accuracy and reliability of the demographic data included in the feasibility study. To ensure we are planning responsibly, the board of education and the bureau are partnering to conduct an independent demographic study. We will be contracting with Ross Haber and Associates LLC to begin this work immediately. Reliable data will allow us to collaboratively and proactively develop

a fiscally responsible coordinated strategy to address anticipated student enrollment growth. This initial meeting was positive and productive. These conversations will be ongoing involving a range of stakeholders including the board of education, district administration, burough council and administrators, the Wong Hills Regional High School and its sending districts, staff, parents and community members depending on the topic and expertise needed. The Bureau of Education and the Burough Council remain committed to thoughtful cooperative planning that supports both the financial strength of our town and the educational excellence of our schools. We will keep the community informed and engaged as we continue to explore this work together. So, now we're moving on to community engagement. Do we have anyone from the PTO? No. Okay. Um, we >> CPEG to let me know, she's not. >> Okay. Okay. So, that's now

it's time for comments from the public on agenda items. We welcome input from the public. There are two times during the meeting when the public is invited to speak. The first opportunity to comment on agenda items only is now. The second opportunity for public comment is towards the end of the meeting. All comments are limited to 5 minutes. The total time allotted for public comment is 30 minutes. Before you make your comment, please state your name and municipality of residents. In the event it appears the public comment portion of the meeting may exceed 30 minutes, the presiding officer may limit each statement made by a participant to 3 minutes duration. Our public forums are not structured as a question and answer session, but rather are offered as opportunities to share input with the board. In

instances where the board feels a response is needed, the presiding officer or superintendent will address the comment. New Jersey statutes do not permit the board to discuss personnel or hiring in public session. Names of students should not be used. Members of the public should consider their comments in light of legal rights of those affected and identified in their comments and be aware that they are personally legally responsible with potential liability for comments that they make to the board. The board shall not be held liable for comments made by members of the public. Hi, Gail Bennett Farro and I'm at 26 Beachwood Place. I just want to uh first of all commend the board for such a wonderful audit report. I'll tell you, we were holding our breath while you a couple years ago and uh

Thank you, Phyllis and Mo and Manny um for wonderful job with the board. Thank you and have a wonderful Christmas network holiday. Thank you. >> Happy holidays, Gail. Thank you. >> Any further comments? Okay. So, I'm closing comments from the public and I move that we go into exe executive session whereas the open public's meeting act NJSA10 col4-11 permits the board of education to meet in closed session to discuss certain matters. Now therefore be it resolved that the board of education adjourns to close session to discuss a matter rendered confidential by federal or state law student matters. Further resolved the

minutes of this closed session be made when made public when the need for confidentiality no longer exists. Action may be taken. >> Second. >> All in favor say I. I. I. I. The motion passes. >> Thank you. Mr. Fra, could you move the items under operations finance, please? >> Sure. I make a motion to move operations items. One, approve payment as of bills. I remember a few years ago, like she said, was not even close to that. So, thank you for everyone for their hard

work. Thank you, Karen. You rock. >> Yay. >> Am I also right in seeing that we've come in under budget on a few of the projects? >> It's pretty cool. >> So, we point that out. So you're you're seeing the final payouts and you're seeing money coming back. >> Yes. No, actually it's you know I should have said something in my report. It's it's actually pretty exciting and it's also really exciting to have something done that whole >> those all those purchase orders can be closed and we could wrap it up. Um, Mrs. Amado, >> yes. >> Mrs. Duet, >> yes. >> Mrs. Maddox, >> yes. >> Mr. Craft, >> yes. >> Mrs. Santos, >> yes. >> Mr. Fra, >> yes. >> Mrs. Aguilaro, >> yes. >> Mr. Gonzalez and Mrs. Harvey are absent. Motion passes. Thank you. We have no items under curriculum. Uh so Mrs. Amado, could you read could you please move the items under policy? I move policy items for a first reading bylaw 0164 conduct of board meetings. Policy 2422 statutory curricular requirements. Policy 3212 attendance and 4212 attendance. Policy 5620 expulsion. Policy and regulation 6220 budget preparation. Policy 7101.01, selection of architects and engineers. Policy and regulation 8461, reporting violence, vandalism, intimidation, bullying,

alcohol, and other drug offenses. Regulation 3160 and regulation 4160 for physical examination. Regulation 5200, attendance, policy 9181, volunteer athletic coaches and volunteer co-curricular adviserss assistance. Policy in regulation 4212. and policy and regulation 3212 attendance. Does that make sense? We have 1 2 3 8 or five. I'll ask that in discussion. And then for second reading, policy and regulation 3218, use possession or distribution of substances. Um policy regulation 3281, inappropriate staff conduct. Policy 7436, drug-free workplace. Policy 1620, administrative employee contracts. Bylaw 0173, duties of public school accountant, policy 5512, harassment, intimidation, and bullying. >> Second >> discussion >> matching your cold. >> And just to confirm because there's one, two, three, four, five different attendance policies. >> Just going to ask. >> So the 30 is it >> policy or regulation? I have to look to
