wishes president Cheryl Pitts Julie Peterson vice president Serene Jordan Rita Martin Cynthia Moore be back in the Evans Kelly Thomas Dr H major Boutique superintendent Tyra McCoy Oil board secretary and this is presented to you John thank you for your service [Applause] I just want to thank everybody um it was it's been my pleasure to and for all the years that I was a part of the board to serve the community and the kids the children the staff and just the whole Winslow Township School District community um it I actually I'm I'm speechless right now yeah it it truly this is humbling and and honestly it's been my pleasure to be a part of the school district you know my my family has helped out along the way and it's just been my honor to
help and serve with each and every one of you thank you very much [Applause] foreign to move ourselves thank you well good evening everyone can everyone hear me yes we're good okay good evening Winslow Township my name is Gala I am the President elect and by and my jersey school public relations Association I want to thank uh Ms Rebecca Davis for inviting me to present to you um I understand there's still some confusion about how you can have communications um and be in line with the physical accountability regulations so I'm hoping I can iron out all of those um details for you tonight give you some ideas of how you can increase your communication efforts um I love hearing that it was one of your District goals in the beginning it's a very important piece
of um you know every District I think that's something that we really you know learned a lot about during the pandemic since communication was so key during that time um so we've had a lot of new members in our association um that want to learn more about Communications so we are a professional association that is specifically giving professional development on school Communications and I'll talk a little bit about our association at the end um my day job is I'm a district Communications coordinator I'm a full-time business position in North Hunterdon Voorhees Regional High School District up in 18 County I've been in my position for 16 years so I was in police before the regulations went into it went into effect um so I'll give you a little bit about that as well so I'll
go through kind of a short presentation and then we'll open it up for questions and if you want me to elaborate on anything or um you know we'll do that all at the end because I think with the virtual it's probably a little easier that way I'm just going to share my screen [Music] okay so everybody can see my screen yes thank you okay um so yeah we're gonna talk about Communications and being in compliance with the fiscal accountability regulations we want to separate facts from infection so first we want to really talk about the difference between public relations and Communications because the Department of Education in their physical accountability regulations specifically defines what public relations activities are and they Define them as they include activities directly relating to promotional efforts that Advance a particular
position and or communicate information to the news media School District community at large through means such as press releases press conferences newsletters Flyers math Community mailings and emails television and radio broadcasting and school-related community events is a very specific definition um we want you to understand that Communications which is like what my position is it's so much more than just this specific definition of PR um because when you're doing proactive School Communications that is your public information your taxpayers really deserve to know what's happening in your schools a lot of times we just communicate you know we have to communicate about our budget capital projects maybe a referendum but your communication should really be ongoing throughout this lawyer um you know we really want to share with our communities what's going on in our schools
so like I said School communication is much more than public relations every district has an obligation to communicate with all of its stakeholders parents students staff community members without children the role of school Communications professional is so much more than that so I've put some examples down here that are not public relations so none of these are going to count towards the accountability regulations so we have districts that um you know branding if you want to do a new logo new color palette um your your communication planning every year community relations crisis communication is huge whether it's you know something like happened unfortunately in Nashville last week to just something that maybe you got in the paper for you know something a student did staff did whatever you know that's a crisis it could be
a small large very large um some schools need help with grant writing internal communication to your staff obviously public health communication we all did um social media websites surveys none of this counts um like I said as PR specifically for recruitment um we kind of think of that usually for vocational technical schools however a lot more school districts than um I believe your area of New Jersey is kind of one of them where you might be losing students to private schools Charter Schools um some students State virtual so the more that you can communicate it's going to also lead into you know keeping your enrollment up and and recruiting new students as well so like I said I wanted to just get that to start to show you the difference between Communications and PR because
it is very specific in the regulations so let me review specifically the regulations in regards to public relations because there's two major areas so in section 5.2 of the fiscal accountability regulations this really deals with that each District Board of Education needs to establish by policy a strategy to minimize the cost of public relations um as well as Professional Services and then obviously you are going to establish a maximum dollar limit in your annual budget for all types Professional Services including public relations so if you are thinking of doing a bond referendum or maybe strategic planning and you wanna put some money aside to maybe hire a you know a firm to help you with that communication effort you know that's just something you think about um because obviously you have to put that in
your budget as we do pretty much everything else right so this is um just one part of the regulations the second part I really want to concentrate on is section 9.3 C and this is the section that has caused a lot of confusion with Board of educations and District administrators that you can't have a covered religion position and that's true and I'll read this through and that's why I say we want to think Communications not just PR so this says the public relations services are incorporated into the duties of a superintendent business administrator and or other staff position and are not provided by a dedicated public relations staff position or contracted service provider public relations functions as defined below should not compromise or comprise more than 50 percent of the duties of any one staff
position so again that section one is what I read earlier that defines public relations activities the second one is what's really important the department of Ed clearly states this in the regulations public relations activities do not include activities such as crisis communication Website Maintenance data collection and dissemination School operations and development of the school district calendar or handbook so if you were thinking maybe down the road if you have some room in your budget if you were going to add a staff position you want to clearly Define that it's a Communications position and any little bit of PR that they may do in that position is definitely less than 50 of their duties um so for instance I said you know I was already in place I was hired 16 years ago when the regulations
went into effect I did sit down with my superintendent my business administrator we went through my job description luckily I already had kind of a generic job title as District Communications coordinator that was fine um we just kind of tweaked my job description to clearly section out that the pr activities were a very small part of my job and that has been totally fine we've had no issues with county office um and many of my other colleagues are the same way we just we just kind of split it out in our job description and then you're completely in line with the regulations so like I said this has really created a myth among districts and boards that they cannot pay for public relations assistance because of regulations the fact is is they just went over
yes through our restrictions on PR but you can absolutely contract or hire for communications help so I just want to let you know the various ways that you can do that so there's four main sections I wanted to talk about um so basically like I said you can hire a full-time or part-time Communications professional you can create a hybrid position so some of our members are Communications with technology or with HR and it's a hybrid position um you can also contract for shared Service uh Hayden Township School District actually has a Communications Consortium so that is the shared service that you can absolutely contract with or you can contract with a private agency um you know especially a lot of the school districts I know do for Bond referendum so I just wanted to describe
a little bit more about the different ways that you can have communications help so like I said with the staff position um it can be really essential if you can fit a full-time position in your budget communicating all of your District's great news I mean let's face it we have rock stars in all of our schools we want to showcase how awesome our teachers are our students are you know you want to have somebody that hopefully you have on staff that can push out all that great news um any new initiatives that you're implementing in your District or programs budget capital projects you know really putting your mission and vision statements out there um you know showing your brand you know all of those um so if you're if you're thinking about doing a full-time
position like I said a couple things with the job description uh just make sure that it is focused on Communications and not specifically on PR uh make sure that those small PR functions like the press releases newsletters that that is definitely less than 50 with the total responsibilities um also consider using a generic job title a lot of our members really fall under Communications coordinator um community outreach coordinator or public information officer public information officer seems to be a popular one because it is also a role that you need in your Emergency Management plan so um it's definitely a um you know a job title that's not gonna not gonna be Flags by anything um so like I said you can think about some various responsibilities Beyond PR so the person can do your crisis
communication uh manage your parent notification system maybe do your staff intranet your website uh communicate with your staff help you with recruitment um keeping your enrollment numbers up manage your social media and do strategic planning um and just you know to think you know a strong Communicator really a person with really strong communication skills can really fill many needs within your District so me as an example um I get on board really to focus on Communications but um since I've been there I've been pulled into drafting the comprehensive Equity plan I was the internal coordinator for strategic planning effort with New Jersey school boards Association rep uh I've done our I've managed our policy manual for many years many employee ID badges so you know if you have a need within your district office um
you know it might be something that you can fill with a Communications person who can also fill all of those other gaps so just just trying to get you to you know think about some other ideas here um so for the hybrid position like I said we have a couple members one is the director of technology and Communications and we have a couple that are human resources and Communications so they have a hybrid position the only thing I would say is just use caution because you really want to find someone who has a strong skill set in both areas um you know summer you know kind of just better at one and not two so these are very um really smart members that we have so they're really excelling of both um so just something
to think about as well um we've also had a lot of school districts especially with regulations when they went into place they added webmaster into the job titles so it clearly showed it's not just a PR position um so some of our members are Communications manager slash um slash webmaster so it's just another idea as well so um if you know if that positions maybe not in your budget right away or it's something you wanted to look at down the road um something you can do sooner than later is like I said you can contract for a shared service or with a private firm to help you with Communications um you're absolutely allowed to do this um you just can't contract specifically for PR so you can't hire someone just to send out all your
press releases and and do your newsletters they would have to do communication Services um like I said you'd establish that budget you know in your annual budget every year um some examples of uh districts that have used shared services or hired a private firm Bond referendum is the big one um you know you're communicating with a lot of people trying to get those votes um so that's been a big area where I've seen um District higher higher you know um communication agencies or higher Insurance Service um if you want to Rebrand sometimes it's great to have a little extra help with that as well um planning your Communications each year Partnerships crisis communication grant writing um professional development so for instance if you want to get someone in to help train your administrators to deal
with the media that's also a great shared service um that you can hire someone to help you do that um maybe plan out your social media for the year they can create a social media calendar for you to kind of see what you want to post in different months um website contact support so there's a lot of different areas that you may need that you can obviously look for a shared service or private firm to help you um so just a shout out obviously for and Jay Sprat as we call ourselves we would love to change our name to school Communications Association however we are a state chapter of the National School of Public Relations Association so we have to kind of stick with that title um if there's anyone who would like to join
or you can come to one Workshop uh like I said we do specifically Workshop topics on school Communications um so we have a good mix of communication professionals superintendents other admin or technology staff your membership would include three full day workshops um networking is huge we have a great Google group we share all kinds of templates and get advice and there's no need to reinvent the wheel with us we've got a lot of collective experience among our members um then we have an annual meeting we also run the school communication Awards the membership will get you a couple of uh Awards free submissions and we also award or Communicator of the year um and then obviously you can also look at the National Association as well if you would like some um additional professional development
help um so that's kind of a quick overview um this is my contact information I'm happy to take questions now but if you think of anything down the road you want to send me an email that's completely fine so you know the other thing too is I know Rebecca said you guys might think about a statement position um I've seen that a lot of districts especially social media you just want to really keep um some guidelines for that like what do you want to share on social media is it leading back into your District's mission statement so you want to have a little bit of um you know definitely a planned out attack if you're going to you know take on social media and do stipend positions so everyone's posting and um you know kind
of on the same page so I'm gonna unsure my screen so I can see all of you so does anyone have any questions or want me to elaborate on anything further yeah I have a question what is the biggest hurdle when when outsourced in this position um I think the biggest hurdle is usually just money um you know everybody's really on board with Communications and they're in there they want to do more but the money is usually the budget's usually the biggest problem um like I said that's why I was trying to just throw out the academics to try to combine it with something else or um you know if you've had fit the money into your budget to um maybe hire a firm and just have them come in and just kind of maybe
get you started with a Communications plan or a social media strategy that would that's a great way to start okay I have a short question is it possible at all that you could share your presentation um with us or send us just a copy of it absolutely yeah I can share it with Rebecca she can share it out if that's okay but um I have your contact information I'll still contacting this if you can share it with me now one other question the membership to the organization is that is that fee is that for an annual fee is that annual yeah this annual um we are at 395 right now and that includes all of that so it's actually a little bit cheaper than some of the other professional associations and we can also do
a group membership so let's say maybe the superintendent and a principal want to come or you know a technology person you can also flip-flop if you want to buy one membership and then say you want to send you know the superintendent wants to attend for this topic and then we're talking about social media so maybe a technology a person wants to come you can also you know flip off the people too I have another question if you Outsource and how much is there then is do you still need the services of a dedicated employee to work with to move the uh to reach the goals that you're trying to reach with uh the absence I think it depends on depends on what you're hoping to do um so I think it's always best that you
definitely have a designated person whether it's the superintendent or someone in the district level who's going to like for instance let's say you hire a shared service or a firm and they help you come up with this communication plan then yes I would say you really should have a designated person at the district level who can then you know get that plan out to everybody and get everybody on the same page um you know they will come in to help you as much as you need again it's probably going to depend on cost um but let's say you wanted to beef up your social media and you want to reach more people they could come in and give you a strategy and then maybe you can identify a person in each of your schools like
let's say each of your schools has a Facebook page and you want to do more with it and then they can come out give you a strategy and then you know the designated person in each school you know how to go over that strategy with them and what you would like to see them post and then you know they can run with it from there so it really depends on how big or small you're you're looking to beef up your Communications questions board members for the person that um your presentation has been pretty comprehensive and right now we don't have any questions so if you allow us to um as a board to discuss this and we will and I can say that either way you will be hearing from us absolutely and we'd love
to have you as members and like I said [Music] I do where some of our members do I'm happy to share you know we are obviously very passionate about what we do and you know we want to see a Communications person and every discharge if possible but we know that funds are tight um but yeah I mean if you got to communicate with all of your stakeholders and it just gets more buy-in you know for what you're doing as a district and you're all doing amazing things keep sharing that information out and hopefully your you know Community will get more excited and maybe you can get more students back into your school if you're losing enrollment which I know many are um so yeah we can help in any way and like I said we
have a lot of templates and letters and plans and you know we'll put you in touch with you know if you need a shared service or a firm you know we have contacts as well anything you need like I said send me an email um and we're happy to help anyway we can thank you thank you thank you so much more and we appreciate it yeah you're welcome thanks so much for accommodating me virtually by the way Huntington County is a little far I really appreciate you making that accommodation it was great talking about with you thank you thank you thank you have a great night good job guys all day long okay board members of The Experience on these presentations and now the at the point of Correspondence could there be any correspondence at

signed uh College attent in this past week Jalen wall is going to Lackawanna College Jamal Peterson is going to Iowa Janelle Renee is going to Western Illinois he's on track scholarships that are heading out to further their education track track today for spring Sports uh was yesterday uh track baseball lacrosse and softball track has uh including with the girls track team had an unprecedented amount of uh signees they had over 80 uh participants come out for track on women's and uh guys baseball had well 38 players it's not a baseball so women lacrosse and softball is also doing well baseball we had our first game with one in with one and one uh we beat West Hampton 16 to 14. a lot of runs on that okay all right okay also we had our boys
tennis bear want to know they beat Washington Township yesterday and they got Cherry Hill West tomorrow uh was the softball we'll want to know uh they became in 19-1 oh and they got their next game was coming up on the 12th wins though baseball I'll tell you about that we got Winslow girls lacrosse their first game was actually uh today against Saint Joseph Boys Tennis they had a game their first game was yesterday where they won three to two and boys across their first game was today also and I think that concludes our athletic report and Winslow is still winning all right education okay hearing them would they be a report out of our operations committee all right here we go would they be record out of our marketing committee yes I'll actually be reading
that okay okay so the date of our meeting was March 22nd 2023 at 3 pm via Zoom project was myself Mr Davis and Miss Moore absent was Mr Thomas we discussed women's history month we have research women who have made significant contributions to education this information has been provided to the district posted a website and Facebook page have been ongoing throughout launch um too for the town hall meeting that was held on 315 the topic was mental health and social emotional learning SEO the presentation was excellent however although we advertise this event using several sources the attendance was very low we would like to propose having the present a return for another presentation before the end of this school year it was suggested that we have the presentation at the administration building in order to
provide a better live stream and encourage online participants to use a chat box for questions which we read by us which I think that is on our agenda to approve tonight from May so we're very happy to see that um I wanted to thank Mr Davis I had asked for some Google analytics to be run on our website and you did provide that unfortunately the results were not encouraging he was able to break down individual School pages and the number of visits percentage of total website visits was no greater than three percent for any one school and I believe that was the high school the school with the lowest number of website visits was 0.5 percent the takeaway being that parenting caregivers are not utilizing the district and school websites and it currently is not
the best mode of communication for the Strategic marketing plan we did reach out to Dr potee and we did have that meeting today uh four or five at five thirty where we discuss updating and implementing our strategic marketing plan number five diversity equity and inclusion committee we are waiting for details from the township regarding the Juneteenth and Winslow Family Day Celebrations once that information is received we will schedule a meeting with a diversity equity to achieve honorable the first stand or second marking periods were posted on the website and Facebook page these accolades were well received by parents grandparents and other family members as well as community members seven the electronic Billboards prior to our meeting Mr Thomas suggested that we make more use of the electronic Billboards in our area to highlight student achievements
he has contacted the company that owns the Billboards to discuss an affordable Arrangement it was suggested that we include our valedictorian and salutatorian and superintendent Awards recipients in addition to others number eight prepping for testing njsla testing will be 5-1 to 526. we will post helpful links on test prep and test anxiety we would like to have a reminder to post it on the Billboards if possible um the marketing committee is also making a recommendation to the board in regards to a board member meet and greet in order to attract more parental and Community engagement it was suggested by myself that we have meet and greets with the board members these would include these would be small group Gatherings held in each Ward suggestions for meeting places in each Ward were made including Parks public
buildings churches and others we would like to have these in June before everyone scatters for the summer the meeting ended at 3 39 pm and this was submitted by simply Amor committee chair thank you Mr you guys uh any questions or comments because you guys who are talking to me um yeah I did I actually have a couple of questions well not questions comments maybe suggestions okay so um in keeping with our um one of our district goals to engage our stakeholders you know when I'm listening to well I did have actually one question when you get percentages about the website hits that's percentages of what so we had a difficult time with because a lot of the hits that we were getting was teachers visiting the district website in total because they have to
log in and for HR purposes and all that so Mr Davis I think what she has done was look at the school analytics you know parents logging into Genesis that sort of thing where it would be parent page so out of the total number of hits on the website only those percentages were actually going to the parent portions of each school's website okay that's so it's a rough rough yeah it's not an example because like Mr Davis said the thing is going to be skewed because again the teachers are logging in you've got other staff you know and it's for other purposes that's where all of our memories are so one one question or one thought that I had is are we sure or do we know that the information on the website is information
that parents need that parents want so and my suggestion would be that maybe that would be an opportunity for us to engage parents in some sort of focus group or conversation around what is it that parents want on the website you know are they able to find what they need on the website maybe that's one of the reasons that you know websites website hits are well is that you know parents aren't able to find it you know when we look at a website if you're somebody who's creating a website of course you know where everything is right but if you're somebody who's coming from it coming to a cold um then the logic of where everything is placed on the website maybe Isn't So apparent so it might be a good idea to maybe get
some feedback from from the stakeholders and families of people who access the website to see if a the information is easily accessible to them um and the if it's the information that they need um the second second comment suggestion I had had to do with the SEO presentation um I was there that night and it was excellent and um on my way to the essay SEO presentation from where I live I get the I have the opportunity to pass the soccer fields which were packing so I know that we have over 700 you know students that attend that participate in soccer and with those students are their families so I'm thinking that it might be a nice idea if we were to able to reach out to the folks in the software the software folks
that were on the software organization and collaborate with them again reaching out to stakeholders to say look we have this important event coming up can you share this information can you share this information with your family and maybe even make this a special night where there are no separate practices or soccer events you know I don't know how how peaceful that is but I think it's worth a conversation to let them know that this is something that's going on can you share this with your families and you let them know that this is something that's happening and that we would really like them to even if it's um on their phones you know people are in a while families are sitting around with their kids practicing soccer a lot of times they're looking for something
to do so just make it easily accessible especially since you're talking about making uh providing a more accessible live stream correct yeah the goal is to actually it's going to be in this room so they'll be able to stream it and it's probably more feasible they can do it while they're on the soccer team right you haven't had soccer I can tell you how soccer is running right now because my daughter's playing they're only getting one practice a week because of field space so they're not going to cancel okay so that's that's fine you know and I'm not just I'm not I mean I'm just using soccer and as an example you know just because like I said on my way here I I passed the soccer field there I think that it would be
a good opportunity for us to reach out for the other whatever sports or activities you know reach out to our community stakeholders they say this is something that we have going on that's beneficial to the parents and to have been promoted as some type of promotions that's a good recommendation but you're saying reach me out um if you have any um thoughts on how to reach out how do we do that what's the method and is It Wide Open is it what method I mean I'm thinking now with regards to um what was um we talked about previously survey where we were saying about we need to find out from parents one of the ways in which we can get that is through survey yeah okay but what I'm in terms of reaching out to
our community stakeholders I'm I'm talking about you know just starting this isn't you know like since we haven't done this before I'd say start easy just with an email email the president of the software Association email a family Success Center email uh Community Kitchen you know let them know this is something that we have going on and this would be a great opportunity this is very important to families um and you share this out with your families Mrs Esposito could we use or ask board members to be that liaison in each of his Awards um to help with that for example many of you have connections in your Awards and communities you know who those individuals are who's in charge of those various organizations and things of that sort so if the board members of
use your arms and extensions to communicate with those individual activities that uh are going on in the school district I think that would also be helpful absolutely I I think that would be quite helpful in the fact that you know we it was a great program you turn around and bring it back you know within the less than two months um did we get any other buy-in from stakeholders because I know it wasn't that well intended that that forced the hand to say that we should bring our back so so soon um well that was as a request of the board members and those individuals who were present the parents who were here said that they thought it was an excellent idea could we have another opportunity could she come back because you couldn't cover
everything in that one meeting right then of course board members who were president stated that we would like for her to come back so we took the initiative I called asked to look at a calendar she said she was available so in the interim with I think I hear Miss Esposito saying is um they are at least one representative poor organization out there just contacted that one or two individuals for each organization so they can help us get the word out that evening am I going in the right subject today something that we can do in addition to the school district reaching out but I think it would hold more weight if it came from the school district um letting them know that this is something that we are doing and we would like to
partner with you right understand that but see again you represent an entire War and as a board member I'm asking for your assistance sure because you're there so in as much as and I have contact information for most of the you know Little League City League teams because we try to do some things earlier in the year I don't have a problem doing that uh but I would like for you guys to reinforce without a problem not a problem okay so I guess what I'm saying is that this needs to be an organized effort absolutely you see so that we know I think you should definitely be intentional I think we should make an effort to intentionally engage our community and our families and let them know and so what I'm saying also Mr Stephen
said if indeed we're going to use the method as the uh that continues explained as uh each of us um we would want to I don't think have a uniform kind of message whether it be a flyer or statement and we would also want to have some sort of a schedule with regards to time and how we're going to do it so sounds to me Mrs Esposito as and again your recommendation I think is great and I think if it would be helpful it's more marketing committee there's more environment doesn't sound as if this is something at the marketing committee because at this point um I would say we could begin certainly we could begin by one or two board members uh committing to a particular award as we begin to formulate this plan yes
no I can admit okay but thank you Mr Thomas since you commitment let's let you do Ward three and certainly you can call on any of us who also live them with me does that work works for me okay so um there's more if you're keeping track this Mr Mr um Thomas is going to be the point person in this for war three uh what four four uh Miss Moore do you live in Warrington I sure do oh okay all right so there we go it's wood four we have three and four coming one okay Miss Kelly Thomas could be the point person to avoid one uh one two that would be me Oh I thought so Mrs I'm a little how's that I don't want to turn this in this organizations to advertise our
May town hall because I don't want it to be confused with the marketing committee's recommendation of the board member meeting which will probably happen most likely after this event and the difference with the board members if that was the question I'm going to ask because we read is that we I don't think it would be best if we would do it more ongoing and not just having the one and done because I see that it says June uh we would if indeed we are going to do something like that um step out into our boards very before to make ourselves available if we would want to not just restrict ourselves to June you see but that that was I was going to um make a comment on that but getting back to what we're talking
about right now and so Miss Moore I think we have Point persons assigned excuse me for each of the awards who will be reaching out Miss Esposito and contacting the various organizations to let them know what's going on that will bring you back the speaker for May 15th it was it May 15 17. am I missing something and we will as a school district you know make our initial contacts and do some things in addition to what we're going to do however I do want to mention the first organization we reached out to was the township we asked them are they having any activities scheduled for May 17th they said they did not because I just wanted to make sure that there wasn't a large Gathering of some sort that was playing in advance so
I did speak with the township they do not have anything so okay that area and I just have one small question uh and then how are our communication uh is there one specific way we can do it or how do you expect is there one method yes well we're going to do a flyer like we did before we can provide you with Flyers you can use them as your initial contact or conversation at least have something you can and everybody have the same information on the Flyers so that way the message would be the same right yeah and so I would I would ask Mr Thomas and all the other point um board members for the awards that you would also let the board know what other kind of method what other kind of means
of of uh communication that that you may have planned other than the flyer because we're talking about May 17th it's a little over a month and a half so we need to we'll remember spring break right okay and so and this coming back from spring break that's April 17th so it'll be an exact exactly one month so Miss Moore just for my excuse me could you just tell me who the point people are for each word it's a test so Mr Thomas award for um uh Miss Margarita and myself award for uh Miss Thomas for Ward one and Miss Nieves for Ward 2. okay so I'm adding Miss Esposito for Ward four two okay and also um there's more you can add me along with Mr Thomas from Ward three yes okay okay anybody else
wants to join the um I I just want to clarification because I think this kind of got muddled uh about how we're doing this um are we specifically reaching out to organizations that are or groups that are in our Awards yeah I know like with the soccer association that's that's Township why right so I think this kind of started off with let's reach out to these organizations not necessarily based on where we live so districts I'll tell you what I'll take the Soccer Association okay so Miss Universe takes the software Association Along with her Awards to yeah okay okay that's fine okay okay there's two separate things and I don't want the board member meet and greet to get lost in this because that's going to take I think a lot more coordination and planning
because you know we're gonna have to find the location we're going to have to advertise this you know pick a date that sort of thing it's not as simple as you're sending out an email and my follow-up to that was actually going to be that board members intentionally not be in there okay and I think that's a good um recommendation but let me just say this yes we do understand no more are we excuse me I'll be finished with the um with the May 17th we're clear on the May 17th what we're going to do no yes now we're going to move on to the meet and greet and I have a few questions uh it um I think it's a good idea number one number two I like the idea of board members going
to awards that uh they don't live in and that's the other thing that's good uh I would like to see that just go beyond you though so what's talking about coordinating and planning again we still need a coordinator from the store we got the marketing Community oh yes we got the marketing committee that's fine okay any more questions on that um do you think that it would be possible for us to utilize the township committee in what way well because they're all in different wards so have them come out with us support us yes why not okay so it's a joint kind of school board it doesn't have to flow at all but what I was thinking is is that they might know their areas a little bit better than us that would help us
to go through points that would be most effective that may not even be true profilable for the meet and greet I think okay okay and especially if we see this continue I would think maybe just for the first meeting just make it a you know a school education thing and then you know the township of course they're welcome to join us for future meetings I think thank you Miss Martin all right thank you for that report uh would you be a report from the diversity at community meeting uh April 19th okay composting committee I don't have reported at this time but when we come back a fun break uh just be prepared that we may very well may meet that Thursday um I will certainly let you know ahead of time citizen advisory committee give
me a report the citizens advisory confirms they equal six they will be meeting on Thursday April 20th at 7 pm here at the administration building thank you Miss Martin movie now board members I'm still on page three at this time I'm asking where I'm asking for a motion to approve the superintendency for it however before I ask for that I would bring your attention to come to the superintendency report on page four I have report it's a brief question number 14 uh the table okay okay all right at this time I'm asking for a motion to approve the superintendent's report that's been in top of page three and continue through to the bottom of phase six is there a motion the motion to approve the superintendent's report that begins at the top of Page Three
and ends at the bottom of page six Joe Thomas second moved by Miss Moore's second by Mr Thomas any further comments or questions I have one Mr Thomas on number 23 yes School CT career Expo is that open to the public or parents that's that's just open to the students okay that's a Student Activity and more career based so the young people have an opportunity to listen to people who are in the career and find out the kinds of things they can do if they wanted to pursue uh TV production as a career and this is going on during the course of the day so the response is for the students okay uh I have um just a brief question on number 14. hold those donation exceptions um the donation is the amount of sixty
dollars and that's fine but only only four people are going to the zoo those are the people okay and um number 15 was because I just according to number 15 right now uh there's a fusion Fitness going on and yes do we know how many teachers no it's open and it's volunteered so we may not have an exact number okay I have another question Madam president yes it's on page 10 I don't know if this is in the right preview number 16. we're not there yet okay so and if you have any questions on the superintendent's report okay hearing on roll call please yes Mr comes yes Miss Thomas yes I miss Pitts yes motionless Carrie thank you movie now boys members I am at the top of page seven and before um is4 emotional
that I'm going to enjoy your attention to page eight number 11. so it shows um items charged there's three of them listed the last one it says um service time Truck Center we're going to table bed okay and just one other addition I would say in this report of page nine number 14 with the board members are listed uh for the eighth grade dialogue Mr Thomas was in attendance at the eighth grade dialogue also okay right so therefore this kind of board members I'm asking again for a motion to approve the business administrator for its secretary's report as a message that begins on page seven and continues through to the middle of page 11. is there a motion motion to approve the business administrator board secretary's report that begins on page seven and ends on
the uh in the middle of page 11 with them as amended as amended thank you thank you second by Mr Thomas any further comments or questions yeah number 16 New Student Activity account um just a little explanation on what's that about Mr Thomas we have a new athletic director and she would like to open up a Student Activity account where the students will be conducting fundraisers in order to earn money and then what they're going to do is start giving out scholarships for the students that participate I think she did mean names one of them so a team GPA Championship award so that's why she just wanted to open up a student account that's just a great idea our new uh let it hear from you yeah [Music] any further comments or questions on that
hearing line roll call please miss Esposito yes Miss Martin yes Miss Moore yes Miss Vie envis yes Mr Thomas yes Miss Thomas yes yes please pick yes motion has carry thank you moving on board members I'm asking for a motion to approve the Personnel report as it appears in the middle of page 11 and as you can see it continues through to the middle of page 17 is there a motion motion to approve the Personnel report that begins in the middle of page 11 and ends at the middle of page 17. Joe Thomas the second move by Miss Moore second by Mr Thomas any further comments or questions hearing them roll call please Miss Esposito yes Miss Martin yes Miss Moore yes Mr Anthony yes Mr Thomas yes Miss Thomas yes and I believe that
we have had an opportunity to be through it so therefore board members at this time I'm asking for a motion to approve the business administrator with secretary's reports that was experiencing more addendum uh the business administrative was secretary before begins and ends in the middle of page one is there a person motion to approve the businessman administrators board secretary's report on the addendum that begins at the top of the page and ends in the middle Joe Thomas second moved by Miss Moore second by Mrs Thomas Eddie for the comments or questions here we know no call please Mrs Esposito yeah Miss Martin yes Miss Moore yes Mr Sanders yes Miss Thomas yeah Mr Tommy yes yes motion is Carrie thank you Mr board members still on the addendum asking for a motion to approve the
superintendent's people with as it appears on the agenda beginning and ending on page one is there a motion motion to approve the superintendent's report on the addendum that begins in the middle of the page and ends at the bottom of the page Joe Thomas second moved by Ms Moore second by Mr Thomas any further comments or questions hearing on roll call please Mrs Esposito yes Miss Martin yes Miss Moore yes miss me and this yes Mr Thomas yes Miss Thomas yes the first one was from Mr Roberts from Tri-State office Mr Robbins requested copies of um programs that the district will possibly using he was looking for such items as it help desks Inventory management and package asset tracking management software I.T help desk and he's saying these things would be used in a mail-grown
facilities and I.T departments that request was denied because those records do not exist he also asked about at least or purchase or package delivery or smart Locker equipment that information was denied because the documents do not exist we don't have them they wanted a copy of our mailroom equipment lease or purchase order if applicable that was denied because we do not lease our um mail equipment we actually own it and he also wanted the um a copy of at least showing the type of mailing equipment monthly quarterly payments and the date of the signed agreement um the thing that we did provide were the quarterly payments but we're not paying for the The copier the release we're paying for the meter so then those repertoire Supply the second one came from Yvette Castro she wanted
certified payrolls for the projects where we're where we are replacing the walk-in refrigerator freezers at schools three through six and she wanted them from leaving the request was for all from the beginning to the end of the project and the list of subcontractors everything was provided with the exception of the certified payrolls they were provided to date but not to the end of the project because the project was still ongoing movie now boys members to uh informational items Dr goatee yes Madam president members of the board uh I have a few information items I'm going to pass down to uh board members a copy of the draft letter uh that I intend to send out tomorrow morning to the parents of the high school students the purpose of my uh letter is that enough going
down yes okay the purpose of sending or reason I am going to be sending the letter out to the parents at the high school um over the past few weeks we've had an increase in disruptive incidents at the high school we've had an increase of fights physical assaults disruptions of the education process uh when we call parents we've had situations where parents got involved in pursuing students we've had parents who want to have the parents the situation has reached a point where the staff at the high school was very concerned about the education and learning environment I think at this point ladies and gentlemen we cannot continue to tolerate this type of Behavior Uh in our schools the disruption has gotten to the point where our staff are concerned as whether or not we're going
to be able to continue to move forward so the letter that I have in front of you I wanted to make sure one you're aware of the action that I'm taking that I am of course asking to involve the board and our solicitor in the process uh the letter reads as followed dear High School parents we have had an increase in disruptive incidents at the high school that has become a major concern for the staff and students we will no longer tolerate the behavior of students and parents who disrupt the educational process at the high school and jeopardize the Safety and Security of staff and those students who come to school to learn therefore effective Monday April 17 2023 students who are involved in fights physical assaults especially towards staff and those who continue to
be disrupted in school will be suspended up to 10 days and charges will be filed according to their violations repeat offenders and their parents will be required to attend a hearing before the school board to determine if the student will be allowed to return to school or be expelled for the remainder of the school year parents who come to the school and participate in these unlawful activities will also be charged and banned from the school students who have already been identified for hearing will be contacted by the superintendent of schools which we will discuss somewhat in length and executive session we also want to make it clear that students who are suspended will forfeit their privilege of participating in any athletic or extracurricular activities including but not limited to prom and graduation we truly understand
that the overwhelming majority of our students have never violated any of the schools rules and we thank those parents for their continued support however this letter is to serve as the first and only warning to those students who returned to school after the spring brief with no intentions of learning will be sent home if they continue to violate schools we're asking all parents please take some time over or discuss this serious matter with your child this letter is going out under the signature of the superintendent and the building principal who I met with to discuss those issues and I pledge my support to him and teachers we have young people up there who come to the school who have no intentions of going to class they have no intentions of learning and it jeopardizes the
learning environment for those young people who come to school to learn so ladies and gentlemen on the board I want you to know that this letter will go out tomorrow morning uh give all parents an opportunity um Mr brother will make sure that he's into possession of your parents he prepares an opportunity to discuss it and come Monday morning excuse me April 17th um it will be in effect um I'm hoping I'm hoping ladies and gentlemen that no one take this as a vital thread and it's not going to have any input that we're not going to follow through uh but I think on behalf of our teachers who have been asking for their support that we provide them with the support because everyone up there has been working very hard but I want to
say to you that that small percentage of young people who continue uh to cause problems for us at the high school can no longer stay there without us getting involved and let those parents know that the school is there for their education and for their education only teachers should not have to do anything beyond providing with instruction and prepare those young people for whatever their goals are in the future are there any questions at this time about this action doesn't seem as difficult would members have any questions okay then I'll move on any comments questions yes um so it says that any student involved in an altercation or fight um how how are you going what's the process that you're going to need to determine if the child is well we we're going to follow
the normal process that we have you do your investigation you make your determinations based on the evidence the witnesses Etc um the main thing that Mr Morello had brought to my attention though to repeat the fingers you know young people coming up there for you know and getting suspended is all right it's like a vacation it come up back you want to do the same thing we're going to pair it up there's no change in the behavior it's just constantly going on and on and on and we want those young people to know uh one we're not going to tolerate it if you want to fight we're going to send your home two in order for you to get back into school you're gonna have to come down here and meet with us and if
we send you back it will be a probationary status we want those parents to sign off that they're going to be accountable and if your child continue to violate the rules this is what's going to happen but I think um with these remaining months of school which are crucial because we have testing coming up final exams these young people getting ready uh seniors in particular some of the most important times of their lives are beginning to happen for them and this type of Behavior Uh needs to be addressed truly truly needs to be addressed I I just like to say um under the boat we would get to this point where we would have to uh you know it's not such a letter but uh support the proactiveness in this and uh you have my
full support thank you I'll move on to my second uh item um I want everyone to know Mr Murrell also shared with me this morning that at the end of our board meeting last board meeting as student representative was approached by a parent and she felt really uncomfortable the nature of the conversation was one that she felt that should not have been brought to her um I asked Mr Morella you know she why didn't she report it to us that day but at this point uh she did tell her parents her parents are concerned and I just want to say publicly that our student representative is only here to report out on student issues and things of that sort any issues that a parent may have about the high school must be directed to Mr
Varela but at a board meeting they should be directed to me um that kind of approach to a student it's just way out of line that's not her purpose for being here and uh she felt really bad about that and she uh was very very uncomfortable about that and I told Miss Rella I don't know you know who the person was um but I just wanted to say publicly that that is not the role of our student representative that's not her role she's not here to address issues at the high school she's here to just report out and if there's any issues or concerns that apparently have of a student they need to address them to the administration over here to me um I will reach out to janai's parents tomorrow and let them know
that first of all we apologize because um you know they they're concerned and they of course and sheep that's not her role that's not even part of the stature and it is just way out of line so I just wanted the board to know the public to know that if you have any questions or concerns we will address them but do not approach the student for any reason camera you have to say that doctor it's amazing right well I didn't find out until this morning or uh when I was met with Miss Morello not saying my God this is relin you serious he said yeah and I'm thinking wow um uh but I will I will follow through um and call her her pants too very good that's okay because we do not want to
discourage our students um from stepping up and being apart of uh what we do here as board members and and uh do we have any idea as to um the content of the comments right at this at this point but um it it was more or less saying to her she wasn't doing a job or that's each other we're doing a job and she whatever so I'm like wow but anyway uh I'm going to leave it at that as broad as it is we'll do what we have to do on the other end but I just want to say a publicly we need to go on the record that that is not the role of the student representative from the high school it's unfortunate that an adult yeah so we we will move forward all
right we've already had a lot of discussion on May the 17 uh for Dr uh I even to come um it has been recommended that we have the session here which I think is a great idea with all the pr we're going to be doing um we're going to say first come first servation we can have overflows with the communication that's that's right keep me focused um we may have a pretty good countdown for that that session but as you know here you know the maximum is only 70 we fill in we are counted as at 70. Administration over here uh we are counted as part of that number so it'll be on the first come first serve basis I'm hoping that's a problem for us because normally it isn't so I'm hoping we get
enough people to come out to fill the room and um those who come after the fact will not be able to get in but that's not a problem we've ever had so I'm hoping it's one of you to address at some point all right uh ladies and gentlemen that concludes my Channel because everybody's waiting and anticipating so if you're near any of the schools don't go up in the parking lots but there's much much needed and deserved uh truly you know it's been a long year people been doubling on tripling up doing everything for us to go uh from day to day week to week and that's why it's so important for us to address the issue yeah so that our staff and everyone can get the things done and again it's important for me
to emphasize the fact that I know the overwhelming majority of those young people at that High School 95 have never been a problem and uh but we all looking for that's a pretty British and I wish everybody well and I'm looking forward to spring break also and thank you that I'd like to share just for our families in the district fine um that I became aware of came across my desk um I know that we have a large number of students that uh maybe maybe Medicaid eligible um there are um some changes that are going on coming out of the pandemic you know there were many many students were covered the families were covered and and nobody was reevaluated during pandemic coming out of it some of that is changing so I just want to
make sure that families are aware um that Medicaid Eligibility determinations are going to start are going to resume on May 1st May 1st that's right and so is that a Monday first is so we're going to make sure that um families are looking for information in their mailboxes that they are looking for a notifications from NJ family care right and that they respond to those notifications as quickly as possible to make sure that they stay eligible um also as of January 1st of this year all children ages birth through 19 regardless of immigration status are also eligible to enroll in NJ Family Care um and finally the Affordable Care Act is available even though enrollment period closed if there is if you meet other income requirements and there's any kind of life-changing event you can
still apply um as long as it's done within 60 days of that life-changing event we want to make sure that all of our families are covered and have have medical care right now faculty is it possible that perhaps we could do a paragraph placing on our website of consolidate this information get with Mrs Esposito and um art mental health has these really handy Flyers okay and maybe you can post them or even post a link to their website comparing English and Spanish and actually several other languages would you send that information thank you if you send it to me I'll do that put the link and everything great thank you I appreciate it not a problem moving now uh again old business I would just want to um Business board members remind us those of
us who may not have submitted our financial completed our financial statement we only have it until April 30th and uh if you're having any problems uploading it as I did but anyway um just the contact Mr Blue but again the deadline is April 30th and they are serious about that very serious okay um the only other old Business board members I know are that last board meeting I had indicated that we would be going over our forward self-evaluation at this meeting but um I'm going to ask for you Indulgence um and that we um take a minute not a minute but that uh that we uh rescheduled that for our meeting when we return from our screen great and I also want to um for board members um who may not be fully aware of
the of the policy or in our bylaws that covers that it's a bylaw number 0134 so please take a minute and look at it it's just a one or two paragraphs but it'll give you some um insight as to exactly what the why we have to do our self-evaluation and do it in public okay so those any any further old business actually I had actually one day I don't know if this would be considered old business or informational but okay that's one shift so I did notice in the board we approved the date for this year and I just wanted to next year that's the next year okay for this year I just wanted to make sure that families of students with disabilities that would be are interested in attending the prom now is the
time to find out you know if you need any kind of accommodations this would be the time to approach you know uh Mr Morella or the child study team to make sure that you can get those accommodations and not wait till the end or wait till like the week before prom you know now is the time to reach out thank you moving now to new business board members would there be any new business that you can't really discuss at this time hearing none we can move on to our public comments Mr long thank you Mr Pitts the Winfield Township Board of Education highly values the input of citizens in making important decisions that affects the children of our community we also believe in the rights of citizens to observe board meetings to ensure that all
