002amen okay I don't do you approval agenda would need a motion to have the ability to fly items within the agenda moved Mr Westbrook wait a second Mr Rich all in favor aye aye motion passes item e approval minutes from the May 15 2023 Financial subcommittee meeting Mr Westbrook is there anything that you see that not culture no it looks like it's all cracked okay we'd entertain a motion to approve the uh May 15 2023 Financial subcommittee meeting minutes some of Dr Fraley second Mr Rich all in favor aye aye motion passes approval of minutes from the May 15 2023 regular board meeting anybody see any issues with the minutes hearing none we will entertain a motion to approve the minutes from the regular school board meeting on May 15 2023. snow moved Mr Westbrook
003second second Mr Rich all in favor aye aye motion passes and patience Mr Lee uh yes Mr President uh members of the board I'll go ahead and read this read this from Miss wrenth uh recently seniors Kyla Gibson Lydia bolo Clayton West along with Junior Moritz bracelet and Diego Melendez traveled alongside mission to Orlando Florida to compete the national cooking contest hosted by Disney during the competition the students grew random continent and receiving mystery box of ingredients North America was drawn in the Mr Dusk and included the whole chicken zucchini hard-boiled rice and fresh Sage the students prepared with six other students from Dunsmuir California and had 90 minutes to prepare 12 main dishes and 12 side dishes for the judges they were created a delightful lemon or roasted chicken with Native American squash hash
004their side dish was a orange infused rice pudding I judges scores were as follows session one out of 2018's they were fourth place well fifth place on their main dish fourth place side dish and fourth place overall overall out of the 82 teams in the whole competition they were eight to grow they did a really great job and uh congratulations to the students who had competed they were able to do some sightseeing as well and it was a good experience I think four of them had never flown before so that was a that was a good experience for him as well and uh then they had 12 kids traveled to Europe and they just got back last week so it's my understanding they had a great trip that concludes my presentation for uh okay that'll
005be Mr President members of the Lord B and C are kind of together because they're they are on the same PowerPoint uh however I'll have I'll have the two principles present those seven do I need to do something yeah [Music] and much like we did it winter time this will be an update to our presentation to our NWA presentation see where we progressed from the [Music] um so we have our end of the year NWA data results and we looked at overall growth of our students and super excited and happy for um is this the updated one yes this is the end of the year okay that you it except like they were different um anyway we had great growth overall in all of our grade levels um spring um we saw tremendous growth in
006our students and this was from the beginning of the year to the end of the year so 78 of our kindergartners had the expected growth the growth that we were looking for um first grade 66 percent second grade 67 and you can read um math we had some high points in kindergarten again and as well in third grade um we had some good growth happy excited about the growth that we're seeing in our students they're making progress in a steady upward Trend and so that's what we like to see and then only our fifth graders take science and so 59 of our fifth graders showed growth in science as well and then there's the middle school just kidding um so this is growth reading growth and um I wanted to point out remember our seventh
007grade um started out pretty high to start with so they didn't quite see as much growth as um some of some of them I wish we would have seen much more growth in um but you can see we do have we do have growth this is the middle school math and then this is the language when you when they hit middle school and high school we test for language and science as well and so here's our language growth our science growth and look at seventh grade science I mean they kicked buns on that this is high school reading thank you um ignore the seniors because they checked out on us I am serious they totally checked out on us and and I mean you ask them and they'll tell you we didn't care they will
008look you in the eye and tell you I didn't care did they start off from a higher standpoint and that way the curve kind of slowed or there was no curve in the seniors keep in mind this was a week before before they graduated and so they were done you know they had already passed all their classes and they were finished but anyway so just anyway I don't know what happened with math because they seem to do really well in math but unless you look at the actual achievement in the bar graph at the bottom that they were low really low and so um but they grew from the first of the year to the end of the year in math who knew um wait can you go back to math real quick I want
009you to to look at our 11th graders though they had 71 growth so I'm I think we're gonna have some pretty good things this year with our seniors I hope I'm hoping we'll see great things with our seniors um look at the 10th grade we started out really high and they still make growth so our 10th grade rocks they really do keep one so this is our language um for some reason the seniors didn't calculate that's probably a good thing and then this is our science and keep in mind when they get to high school not everybody takes um science their senior year they're only require three three High School science credits and so by the senior year most of them don't take science and so you're not looking at uh your 11th graders some
010of them wanted to wait till they're um senior year to take science so some of our Juniors didn't take science last year so that's why you're only getting a calculation on your ninth and 10th grade any questions about that we saw broke so when you when you go you'll test again in the fall of next year will it be like to see where the 10th graders this year coaches and 11th graders figure out where they're at then and what we did what I did and I think Brianna did too I calculated each individual student so those those percentages right there right are based on individual scores not the reports that they spit out at us and so I can I can check Johnny this year's scores to Johnny's next year's course for sure now is
011this just for Captain school or is this Statewide or is this [Music] are we still doing the Statewide testing or is that we are going yeah um the scores are what embargoed until um June 30th I believe yeah so we don't even know yet any questions didn't give it to the seniors earlier yeah I think we're gonna have to and the other thing we've talked about we're looking for unless we do it after they get back from Christmas but doing it before Christmas they were done um and they were just ready to go um so I'm not sure if that data is beneficial to be honest oh they don't get to graduate unless they get 90 yeah all right Miss Shepherd financials I don't know if y'all have time to review the cash reporter lot
012but this is where we're at if she's in the bay we still haven't taken that our double payrolls for June so those ending balances will be a little bit less when we get June's payroll in there for the year and then on the outstanding checks um Mr Westbrook came in and reviewed those if you have any questions not at all um the payroll fund totals tracking Ride Along for the year and then we have several large a lot of them were carryover Title One and we had a carryover for idea and Tyler and then I have some maintenance cars or Title One um and for our cares accounts and as for our suitcase account and also one foreign kind of cleaned up what's the status of the payment of psfa Mr President members of the
013board the status at this point it's in a holding pattern we have we have requested that the pfcoc forgive the remaining 2.4 million we're on the agenda for the subcommittee in Santa Fe on the 28th of June for that uh if we pass through that then we'll go to the full Council on July the 5th both times of which uh I'll be going out there I believe Mr nesla is going to go up there as well um but that's that's our intent is if the state is going to uh forgive all the offsets around around the state than they were asking that they forget the events as well and we have we do have some support on the council for that we also have some verbal support from the Secretary of that with regarding with
014regards to let's let's move on let's we did have a real good discussion with four members of the committee when we were in Albuquerque and they're very supportive so we're we're holding on the 700 000 uh at the basically at the request of the Secretary of Education and until we go through the process with the with the public school Capital outway Council looking forward to it so do we know something by July 5th okay good that'd be nice to have that money back in our account well no but I mean but to have that to be able to use it yes sir yeah so Mr Shepard on the maintenance bar for fun 24 308 the title one there's a straggling 50 cents yes the answer too funny this additional FTE you got one of those
015over there for 50 cents [Music] I just saw that out there and it was just kind of jumped out at myself I do payroll accounts you have to uh say what the FTE is okay any other questions and we entertain a motion to prove the consent agenda as presented so uh Mr Rich second second Dr freeley on February motion passes public comment none okay moving on no old business so when we want a new business consideration of approval of the memorandum of understanding between the village of Capitan and the captain Municipal School District for the school resource officer Mr President members of the board this memorandum of understanding will provide for the village of Captain to provide us with a school resource officer for 20 hours per week during times when the students are present
016this agreement is what I'm recommending is a two-term agreement on this uh 23-24 and 24 25 school year of a school resource officer benefits The District in many ways it includes the visual presence of course campus Safety and Security active shooter training for staff and students uh BWI program and many other functions that we do throughout the year I I will say that it was a very good arrangement this last year we had we had him 20 hours a week sometimes it was at all games at night sometimes it was during the day and we we would Shuffle that with with Chief Spirit but uh but it really worked out well and and I think the presence was important to benefit us so I would I would recommend that that we approved their memorandum of
017understanding with the village of cap Canada has presented the village is okay for doing for two years I'm presenting two of that way okay yes beer and I have had a brief discussion and favor of taking that to the city council okay so it is not approved by them yet I was going to get us to approve it and then get up to the Village Council okay winter and chain a motion to approve the mou between the village of Capitan and commit the captain and Municipal schools for re-school resource officer so moved thank you second so second Mr Westbrook all in favor aye aye motion passes item two consideration approval for the adoption of K-12 social studies and art instructional materials uh Mr President members of the board the instructional instructional materials adoption committee comprised
018of School Administration staff has some parents in community provided a great deal of input regarding the 2324 and Beyond social studies adoption the committee will present their findings gathered and input in selecting the social studies instructional materials and we have both principals and uh Mr Jackson here to present to you so the elementary school looked at um well our purpose is was to find a curriculum that reflect our community's values and teaches history and social studies in factual um and so we are going with the McGraw-Hill impact social studies curriculum um it was one of two approved curriculums that the state offered and it was the one that we liked the best it's factual based in Constitution very patriotic um we had a committee of grade level teachers of all grade levels and then also
019parents reviewed our curriculum um it was a the teachers agreed 100 on the McGraw-Hill and then the parents did as well without um knowing what the teachers picked and so um here's just a few examples of what it looks like instead of me packing it all over here to show you um go ahead some of the topics they cover the Constitution um Freedom Bill of Rights and then they also have um historical fact uh people people who are influential in our history um the components that we will receive with this curriculum it has um text and online resources it has a research companion for the teachers to use an inquiry journal for the students the teacher edition and then an explore magazine and teacher edition that goes with the explore magazine so we were very
020pleased with this curriculum it's kid-friendly developmentally appropriate and like I said kind of we felt like reflects our community and our community's values any questions thank you well we had a plethora of the curriculum to look at it I hope you had a chance to um Mr President distinguished members of the board first of all thank you for the opportunity to come and talk as an old timer I I used to when I was young I took textbooks for granted and then with the short phones the finances in the state I realized I need to stop doing that and so I'm really really excited as a teacher to be here just about to receive brand new curriculum brand new textbooks um we had to come in the committee was formed through parents and then the
021so um social studies teachers on staff and then of course Miss Huey um research was done by members before we went to the region nine and um then we attended that region 9 textbook adoption it went really smoothly I've done this a number of times um we had kind of done our research individually and then we got together in the morning probably an hour after it started and we came together and really quickly we saw that we liked the same things and um though hmh wasn't my original um Choice what my choice before I attended that that textbook adoption we as a group one thought we one wanted to make sure all levels were using the same books we wanted some some flow to be there and um we absolutely had no issues with with
022the choices um yeah you had a lot of different choices um or you had several different choices I'm a McGraw-Hill person that's what I thought I was going to choose prior to going there um the top and the bottom in my opinion not really curriculums um the bottom seven I just happen to remember this one there are seven units in the U.S history um at at the time of that meeting they had only completed three of those units so it wasn't something we could realistically even consider National Geographic is a great source we all of them if you follow history at all that's a great source we love it but it wasn't a curriculum it was meant to be a a resource in Avalon um like I said I I really like McGraw-Hill just historically
023they have some amazing on online components um I I wasn't too big on the Sabbath or an old Pearson to be personal honest but the McGraw-Hill had some really good things I I thought it in the H of a MMA really for the online or the digital side of it I thought they were very even um on the textbook side the things in my opinion is what I presented to the group was I I thought it just flowed a little bit better hmh it read a little more like a novel and not just pieces of information thrown out at you um and so we we chose hmh got good curriculums for the middle school and the high school all the classes they don't offer New Mexico history the only Publishers New Mexico press that offers
024that and we'll show you that in a second but so those are the those are the books that we recommended that we want to get um I thought they were really outstanding I'm doing summer school and kind of reviewing I've kind of gone through the econ about halfway through the government and uh partially into the U.S history these are some of the things we really liked about it we just like I said it flows the reading flows well I I truly believe kids will like it um little things like I'm a technology um and so any of that stuff that's online that's I just think is school like I thought this was so cool because we've destroyed books for years but you can highlight online and then erase it and they have all those little
025tools to uh to make that reading um our kids if they're going to animus God help them if they're going to animus and on the bus they're completing their work and they go to turn it in well there's not reception it will automatically save it to a place I don't understand this okay save it to a place and then when receptions got then it'll submit and I was like that is just so cool I I just love stuff like that they have some Virtual Field Trips hmh also has National Geographic as a resource with it which I loved I thought that was a wonderful thing um we're looking to get both the hard copy for the classroom and the online version for each student which as a as a community member I think is a
026wonderful thing those backpacks get awful heavy so I can't remember what our current um version is I think it was 2011 2000 Summer 2006 summer 2011 our books are old they're very old this is a 2018 version that they keep the online version always correct and the state skipped they withdrew the money for social studies adoption that time before right so um but at least the kids will have a hard copy well we'll get to that in a minute but we want each kid to have a hard copy in class and then the online version as well so um the other thing that I want to go back the other thing I wanted to point out is um you've all heard of the artificial intelligence and how kids can say something and and it gives
027them it spits out a paper for them in like 30 seconds um they actually have built-in plagiarism uh software and so whenever they're typing their paper into that you can submit it and it's already built in and so I thought that was a kind of a cool addition to hmh's curriculum yeah I thought this was important sorry this is really important because um they're the only ones that did provide a critical race Theory statement foreign classroom sets of text and then online sets um I know we don't have classes of 35 but you want a few extra just in case something happens um but also I've been here when we had classes of 32 here so it's not unreasonable anyways the rundown's the same um I think there's one more page on New Mexico history
028Middle School oh Middle School um so the costs are pretty pretty constant I think I know that seems like a big deal to me that New Mexico history book is in addition like I said there's nobody that produces it except for New Mexico UNM press um I believe the very first time I taught New Mexico history was 1988 it was that book that will change they added a few pictures in there when they updated it like 2011. they added some new pictures and stuff and at the very end some current issues they added a couple like our DWIs on the on the interstates and stuff like that they added a couple of those things but the book itself is almost exactly the same as it was 30 years ago and you can see that's the
029teacher resource guide It's it's crazy and it's actually the same book I taught in fourth grade when I taught fourth grade I used this fifth grade what you used it what grade is it now that's using this it's great our eighth grade yes so um anyways that's our presentation we're hoping that you'll do this because I'm looking forward to having shiny brand new textbooks for the kids thank you very much it was a pleasure do you have any questions they gave us two texts to look at um this one the the first one was just real it looked like an elementary um instead of her having to pull everything she's just really excited about the opportunity to get to get actual books and so this is um the blood that she chose we all chose
030it was the same committee we just used the same committee I think that's it do y'all have any questions about either just a comment I really appreciate you guys spending the time looking through these books and especially that thing with the statement on the critical race Theory good job yeah um I was really I thought more parents would come and look at the curriculum and we did get comments uh I think three or four people did come in and write comments down and I did include them as um you know things that they liked about these texts there were some texts they did not like and I did not include those comments they are not very crazy um so anyway but yeah I think as a whole we did pretty good is this the first
031time you've used this format to pick you know um did it for health as well I know it's a lot more work for you guys thank you guys everybody across the board that's involved in this it really does make the school a lot more transparent which was which is one of the things that we have to overcome with the community so if any of y'all are interested in any of these books that are here please help yourself because now we've got a lot of extras any more questions so is this are we well we do okay it's all one adoption the K-12 okay okay so we'll need a motion to approve the adoption of K-12 social studies and art instructional materials some of Mr Rich second I'll second Dr freely all in favor aye aye
032motion passes item three Mr President members of the board uh annually and we're going to try to get on annually instead of twice per year uh we're gonna have to come back to you here in the fall they're out of sight our region nine is kind of out of sync with extra projector required thank you thank you and so we're bringing this uh this handbook that's a required supplement to our idea application and then it gets reviewed again in October and I'll bring it back to you also we have it approved and get on that regular cycle but but we did need to do this before the next item which is our idbab application and and so that the handbook itself has been reviewed vetted uh every District in under region nine has essentially the
033same handbook and it's just a federal requirement to to go along with your idea application so I would recommend that we approve the Captain Municipal schools special education policies and procedures handbook as it's presented reading read it we'll answer any questions about it this took me about 10 pages to realize what a schedule one state and then the other one yeah sure if you ever have any questions um you can you can control F um go to the first page control F type in what you want to research and it'll tell you everywhere in that document where you can find the logs yeah the guidance this will be posted hello this is my first presentation so the first time um on our website we'll post the most current um amendment to it um basically the
034last one that's been posted is that's on there is for 2020. so we really need to get this up to date and I apologize for not bringing it to the board sooner but as soon as I get it yeah for this next year because there will be some changes as far as testing this next year uh Walsh and Gallegos uh rented it they created it actually um for everyone questions and we'll entertain a motion to approve the implementation of special education policies and procedures handbook I moved Mr West for a second Mr Rich Longford Rock aye action passes moving on to item four uh Mr President members of the board this is our idea application for 2324 and I I will turn it over to missed beats to go through this and you might because
035they have a different version than the one you showed me today with the two additional line items so make sure you go to those um the idea B application um the only difference between what I have is the 24 109 on the right hand side see where it says zero um we finally got our amounts on Thursday I had surgery Wednesday so I didn't get it in here until this morning but that amount is three thousand 536 dollars and 51 cents and that is the preschool enrollment fund um the other we have a projected carryover of the 24 106 which is um the funds that we get for um our special ed across the settings um which was the carryover was 82 740.61 in our primary allocation for the projected school year is 792.20 which
036makes it a grand total of 223 532.81 um all of the funding goes towards instruction salaries for staff um and then we have an excess um shall I read all of this uh okay um if you go back up right there um here we have to State okay a brief synopsis of our Lea plan um funding will be leveraged throughout our Title One title two Essa Consolidated application and idea B according to our root cause analysis all schools identify data driven instruction in school culture as common threads of concern historical data shows Middle School needs additional resources aligned to increase reading and math scores as well as Elementary our Focus will be on improving reading and math for proficiency scores with our students with disabilities across the board we have dedicated our school to primarily
037inclusion Services knowing that students learn best through the general education curriculum idea funds will be utilized to support the special education staffing needs that the inclusion model requires most of our students will continue to receive their services in general education classroom with accommodations and special education assistance we will be implementing a life skills class for our students with severe disabilities in the Middle School and High School this class will serve as an intervention class in place of an elective a math intervention class taught by highly qualified secondary math teacher who is also a certified special education teacher also proved to be an effective strategy to support our students with disabilities he understands disabilities and can make sure our students are successful in the learning in learning the necessary Concepts our highly qualified English language arts
038teacher will consult with the special education teachers for targeted interventions to increase reading proficiency for our students with disabilities Title 1 funds will allow the district to hire a teacher to support the needs our low Elementary lower achieving students that do not qualify for sped services the title II Essa funds will provide our special education teachers as well as our educational assistants with additional training in the areas of reading instruction as well as additional workshops will be provided in the area of math to address our low growth rate among our students with disabilities population um okay back up there to describe how the funds will be utilized to improve graduation rates for students with disabilities we are not specifically utilizing our idea B funds for improving graduation rates for students with disabilities through the New
039Mexico Bill 236 attendance for success success act we are required to have an early intervention plan for students who are chronically absent through capita Municipal schools plan we are in constant contact with families the attendance coordinator Miss Huey sends out letters to families after the third day of the student's absence when a student reaches a seventh day a meeting is called with the attendance committee to discuss with families the obstacles and barriers that may contribute to absenteeism a student reaching the 10th absent he or she with parents will meet before the attendance committee IEP participants to develop a contract and plan of action if necessary the team will develop a behavioral intervention plan to address the students attendance at this time credits are reviewed an accredited appeal completed students needing intensive intervention are referred to
040our juvenile citation program in in which requires attending a boys Council or girls choice excuse me girls Circle this this year we are providing our secondary students with the summer school credit recovery option summer school is being taught by level three certified special education teacher our students with disabilities are included in the option for credit recovery and summer school thus improving our graduation rates um according to the next one under the direct instruction in extended school year this is where we have both sets of funds the 223 532 dollars and 81 cents along with the 2409 amount of 3536.51 um so that encompasses All the Monies that we get from idea we do have excesses which if we go back to the top person um the elementary if you look over to the right objective
041b elementary excessive cop excess costs or 461 967.32 and secondary was 577 432 dollars and three cents any questions I would recommend that the motion be as amended because of those two figures that we had to we had that weren't in your package okay okay we'll entertain a motion to uh approve the 23-24 individual Disability Act application as amended second second Dr freely all in favor aye aye aye motion passes thank you [Music] item five Mr President members of the board the next few items are all going to be first readings and regulations of our board policy uh the first readings of course I'll bring back to y'all with Europe with your uh points of emphasis that you want and then also through this between first and second reading I will send it to all
042schedules for their review um this first item vb5 is CMS board policy 33 G 3350 also known as gcec hosting a professional support staff vacancies first reading The District administration would like the board to review policy G 3350 gcec posting of professional and support staff vacancies the current policy requires that the District administration shall wait until a two-week window passes from the time of posting until an offer can be extended this is causing a hardship on the district regarding the recruitment of equality staff um we we are on the verge of Elizabeth when we have a position that's open for two weeks and we find a really good candidate we would like to recommend shortening this time frame to five days for both internal and external postings so and that's discussion only questions are you
043going to make any difference for internal that's the language that I was recommending would be no matter whether it's an internal only or an external and internal it could be fireplace and that would be reasonable for us to be able to to get the work we need done but also not lose account a good candidate to another school district if we if we needed to move on that any questions I don't have a problem with it I'm sorry item seven uh six I'm sorry six I'm getting ahead of myself uh Mr President members of the board this next policy is uh bb6 uh J 3900 jjb student social events first reading District administration would like the board to review policy J 3900 jjb student social events the current policy does not provide rule of Regulation
044and procedures for students wishing to attend social events specifically homeschool charter school and out of District students uh this can be developed as a regulation rather than policy but we wanted the input from the board before we proceed the student handbook development for next year you'll see on the next page we actually have a policy that is very vague it's and I'll read it an integral part of the education process is the learning drive from participation in school sponsored social activities such activities shall have licensed School personnel as sponsored as sponsors at all events the superintendent may require a school to develop rules and regulations concerning such activities with that sentence The Next Step would probably be as a regulation and I've I've put in a regular regulation that I found and it's Jade it's
04539 it's j 30 it would be J 3911 I did take this from another District the superintendent will establish rules and regulations to effectively govern student social activities with the following limitations social activities at the elementary schools will be held to a minimum and will involve seasonal past parties School performances and inner school activities all social events will be held at in school facilities unless off-campus facilities are approved by the principals and all the school of social events will be adequately adequately supervised by school Personnel I believe that would be a good regulation to have within that but we would put into the student handbook those rules that we would that we would expect of a student coming to a dance front specifically what we're talking about is is kids that are out of District
046we have no control over what kind of behavior they have what kind of issues we got going on what grade level they are and so it's really concerning to miss Huey and I especially at the high school level not so much at the elementary level of wanting to control that you know those events need to be for our kids and that's you know and and sometimes there will be a guest but we want some stricter guidelines and that we can put into our student handbook but I think this regulation we we could either add it or we could just go with with what we have right now or I can I can make some changes to it and we could actually put some specified rules in for that so I can I'll leave that open
047to y'all to ask me questions or provide me language that you might have or ideas that you might have with you I like what Alma girl has where the superintendent gets with the principal and you make decision on because I know you had issues with dropouts I believe there were seven at prom I wanted to come to prom and weird with this there was nothing to say no you can't get a problem yeah no that we had nothing I know this thing was not preclude you letting them not come right so yeah yeah what do you think is the best method what gives you the best latitude to make those rules I think uh [Music] I think that the best way to probably do that is for us to put a regulation in and it
048may not and it may go further than this that a statement there that the superintendent in the high school or the school principal will will identify in the student handbook uh what those procedures and rules and regulations are and then we just ensure that they're in the handbook and go along there if that's something we look down the road and it wasn't tight enough for you as a as a governing board then we could we could definitely revisit that and come up with specific rules and guidelines I wouldn't be opposed to that I I just know that having dropouts coming to a prom or or having kids that you know they say they're homeschooled but we have no no real means to make them turn in transcripts or something to prove so I think there
049ought to be some guidelines there that they have to submit to just be able to come to our prompt because I think because we don't know the kids there's a lot of them that we don't know until they show up at the door I think the best thing to do is you and Miss Huey get together and decide how you want to work okay so you can work with it the way it is exactly we'll work from there [Music] so so let me so there's no confusion and I make sure we'll leave the policy but then I'll I'll create a regulation that will go into him because it's all interrelated anyways right it's going to be in a related a little more clear and then our student handbook will be buried clear about who who
050can under Camp what proceed yourself followed too we're good and moving on item seven review and discussion I've seen a captain Middle School Board policy J 3050 j-i-c-h drug and alcohol use by students first reading president members of the board study next three the next four policies are with regards to really drug testing of athletes and activities and so that's that'll be the language that I'm talking around for the next four um but policy J 3050 j i c h a drug and alcohol use by students uh The District administration would like the board to review the policy J 3050 jich drug and alcohol use by students the current policy consequences do not provide the ability of the building administrator to require a cessation program counseling or other means of educational methods to address drug
051or alcohol unit use by students and if you'll turn to that next page there highlighted in yellow at the bottom I've simply just added that language there where it says drug and alcohol secession instruction we our current policy doesn't really have a requirement for the students to go through a something some kind of help help related program with regards to drugs and alcohol and that's the only change that I'll be recommending for this policy so Vance the only other thing I see on here and it's just the way it's worded I think they're on about the middle of the page where it says for purposes of this policy drugs shall include but not be limited to all dangerous Controlled Substances prohibited by law should that not be all controlled substances or just get rid of
052dangerous repeat that please just get rid of the word dangerous dangerous out we'll just have all controlled substances prohibited by law okay any others any other questions about that um [Music] go ahead [Music] yes Mr President members of the board vb8 CMS board policy regulation j3061 j i c h r it's the same policy but it's the regulation that would go with that the regulation of j3061 j i c h Dash r uh regulation and it and this does not regulations do not require board approval but I do want to run all of these values so you know what so you know what I'm applying to to those this regulation only clarifies and defines CMS Forge policy this agenda item is information only no action is required and this is actually new it would be
053new regulation with regards to the nuts and bolts of what event what would happen with the various offenses and we don't we do not have j-i-c-h-r in our policy map so I'm adding I'm I'm recommending just the addition of this regulation just come from another District and I'll explain that I looked at two regulations or two policy packages one was Artesia they have a pretty good one the other was Ruidoso and they have a really good one I wanted to recommend the Ruidoso one for the reason and it's a solid one but it's if we're marrying what Ruidoso is doing then the transfer of kids between the two districts there's no change in what they're expecting and it was very similar to artesians anyway so so that's that was my rationale and reasoning was I
054wanted to try to remain consistent geographically but this would be a new regulation that would fall under that j-i-c-h policy uh the one question I have on that your second uh on that back page of that uh where you give your definition of the drugs um [Music] so so am I so the if a if a child has to have a prescription drug or over-the-counter drug those have to go through the nurse anyway correct I'm still trying to I'm sorry it's on the back page of that uh policy gave us it was the uh the definitions okay and you have the definitions of the drugs so prescription drugs over-the-counter drugs have to go through the nurse correct or administrator correct okay correct um because then we have it says that are used possessed or distributed
055for unauthorized purposes including counterfeit look like substances um we I mean what would be an authorized purpose on there an authorized purpose would be like an inhaler right if a student had an asthma plan then they in their asthma plan it would give that student authorization to carry it on them okay and they shouldn't be carrying it on them okay so so they can have that kind of stuff if they if you have a plan right because a nurse develops health plans for girls that have to have them so okay that would be more for a rescue inhaler now right I'll be the only one on maintenance inhaler they would keep it at all right okay do we need to I don't know if we need to or not but it says in here including
056counterfeit lookalike substances do we need to start looking at non-alcoholic beers non-alcoholic wine because they look just like beers you know they come in a wine bottle but there's no alcohol um because it's can be construed that way you know you know kids they're going to try to pull quick ones so my first initial thought is that that would fall under General discipline that even though it's non-alcoholic it's still A disruption to the educational process and I think it would be it we would hit it from that angle As A disruption As A disruption because it's not an alcoholic beverage and it wouldn't fall under here so I don't know that we want to get that confused I don't want I don't know that we want to merge something like that into this policy but
057we have mechanisms for disciplining something along those lines I'm kind of curious for the discipline is where does the crossover for like actual legal problems come in I mean if somebody's selling illegal substance is that turned over to the it does okay in our handbook it actually says um if they have any any kind of drug paraphernalia or anything um the police are immediately notified and that's what's been great about having Brett on campus because he's he's in there with me cool so yes that's good does does the uh the discipline give you the latitude you feel comfortable with am I just looking through that is that I don't know what the spectrum of that is I just I'm just I want to make sure I mean it seems like this could be a bigger
058and bigger problem as time goes on I want to make sure you have the latitude to do what's what's needed I I fear too much latitude because then it allows for inconsistencies on our part right and so you want that balance between so so language in here short up to 10 days uh you know that's some latitude that we have so some of that language possible recommended recommendation for long-term suspension or explosion um I don't know that's the language seems something that we can use that it keeps us consistent as well as administrators have or Plus the ramifications to people in extracurricular activities is pretty substantial I'm just on the first goal round you know so you get caught with alcohol you're out for what a third of the Season 30 years and that's Got
059Some Teeth it should yeah it should it's a privilege [Music] is that what your what you're where is that part at Advance on that as far as the next one on the next policy okay Now you kind of see it they're all tied together you kind of have to tackle all of them at one time any other questions or comments I don't remember where I read it I can't remember which one there's a section in there that says something about if a parent request the drug testing of the students they can do that do we really want to be a Clearinghouse for parents bringing their kids in and be drug tested that's a good question you know that worries me that we could remove and they would have to go do that on their home
060with their own beans I think that might be better yeah I don't like the idea of us you may have a parent in here every week the same kid you know it's going to get expensive after a while that's a good one yeah well I think CVS or was it Walgreens you got it over the counter yeah you just bought drug tests for just about everything that was probably on the next one yeah I can't remember where it was okay I'm right here which one is it in I think it's on the next one uh four five fives zeros [Music] it'll be on the next one this one has any of this been run through legal yet no okay no I remember back in the old days this was brought up a long time ago
061about testing athletes and the legal question was well how can you just single out athletes why not why aren't we testing choir kids policy does capture Athletics and any okay extracurricular co-curricular activities so so everyone would be subject everyone would be subject too okay I'm good with those requirements um I can't see the policy what about those that are under suspicion can we send them for testing I mean can we call one or they have to be in an activity they have to get an accident yeah suspension doesn't but if they are in an activity I could do that if they ended up in a behavioral contract we'd have to talk to our attorneys but that might be the only way that we can't just say you're suspended so we're going to test it no
062but she said a suspicious of being Under the Influence can I for instance like a question or if I think that they're high can I do that could that be a question for the attorneys whenever you do talk to them and policy if it's not against some law [Music] okay next question any more questions so I'll capture this uh I'll capture all of these and then get with the attorney and then uh anything the attorneys think I need to strike out will be struck it'll still be in there but there'll be a line through it anything added would probably be added with the highlighting of some kind of the next time you see this next month okay so Mr President members of the board policy J 4550 JJJ it's extracurricular activities eligibility it's a policy
063that needs to be replaced with CMS board policy and then I'm going to try to explain this best but when I got into the policy manual uh 45.50 was in the wrong spot in the policy manual living and I've listed other policy manuals and for some reason ours was in the wrong spot and I'm just moving that one over to the right spot but the one that goes in this policy uh JJJ and JJ j a those will be the 4550 JJJ extracurricular activity will become the policy guidance regarding drug and alcohol testing policies procedure and disciplinary policies and procedures for drug and alcohol use by extracurricular activity participants and so this is the one that that will really uh captures captures the eligibility uh piece this has the teeth right I'm sorry this has
064the teeth [Music] this also on the last page on the third uh indention says a student or apparently a request a drug test to be completed during the regular testing I think we need to possibly strike that that's what that's what I was bringing up where is this now the last page of this JJJ yes 45-50 last page the last uh X there on the last page one about parent requests yeah it's a student or a parent this student or parent they request not to be stricken yeah okay events there on the previous page of that there um on the second to last paragraph about the names of all athletes we should probably change the names of all participants in activities I have it in sports and extracurricular activities okay that's good does that works
065yeah um the question I have on that I I mean I know it's I don't know how expensive it is I have no idea um my thoughts are test everybody at the beginning of each activity and then you get random random shots during the year if you're signed up for football we're testing the whole 30 kids that are out for football well it's a sampling of all that declare at the beginning of the year and then students would be added to that pool right I don't know if you can it's because I don't know if it like I can't go in a classroom and say I'm searching everybody in here because I know somebody did it so so let me clear so at the end of football season play basketball or they're not do any
066other activities they're not in any activities they would come out of that role just for that time period if they played baseball right go back go back okay so it'll be a it'll be a job so I mean I'm just wondering how are we gonna get to everybody throughout the season I mean no no no no no no it's it's only at 10. 10 to 20 wasn't it okay I mean it's just one of those if if they're not it won't catch everybody you get tested every week it's random though I don't know so if I'm not that goes with this policy isn't the actual procedure so there the first we're saying the first offense is suspicion from regular season competition for 30 of consecutive contests for the next yeah now the exhibit is what
067the athlete the student has to sign am I reading that correct so if you look for activity that has on the policy itself it has for activities of the procedural for that in the exhibit is the basically the Athletics so you're you're doing Athletics different than you're doing activities yes because right like an AG ENT right but not go near as often as a basketball player a football player I mean they it would still capture them on those next events that they went to okay now we'll have to figure out how that's going to work for those that do both right that might need to be clarified right um and then also I mean if we're going to make this have some teeth I think that that first sentence there for athletics it says the
068first offense will result in suspension from regular season competition for 30 of consecutive contests I think it needs to be post season two post season two if they make playoffs or I mean that would be the first 30 yeah well but you say from regular season competition so is that including any type of playoffs or state tournaments or anything like that because I don't think you could start over for playoffs well it also says that this code covers the current school year and any extension of the program during the summer so that might cover well what I'm saying if you're like say basketball and you get like right at the end of the season it basically says you could get that season but then you could still go to like state playoffs or whatever so
069I will I will visit with legal a thousands I'm sure they've dealt with this I'll ask them how does the calculation work post-season anything post-season okay as far as Athletics is concerned well how about if you just put the first offense will result in suspension from competition for 30 percent not regular season just take regular season out and the result in suspension from competition for 30 percent of consecutive contests yeah now we've you know if if he's the last game he's drinking in the parking lot and we go to state he gets to sit home and Becky I'm sure you've seen this but I mean has there been a pretty big since they have legalized the marijuana have you seen a lot bigger increase in that use you know I mean there's gummies there's whatever
070available to for these kids to take yes okay dummies are bad [Music] there's really no way to test is there a way to test yeah well a drug test drug tested [Music] it's catching them with them student resource officer has the right to request a test for a kid a police officer if there is reasonable you know we can't um on school grounds there's not a test that we can divorce and grow up like that unless it's a driving address so it's a suggestion issue more than anything uh even if you do a blood draw I mean what's the turnaround on a blood draw for say pot or meth or anything yeah so a season you could be already over but but I think this with this is at least a good start to to
071get it as a term because if you know you're going to miss if there's 10 football games and you're gonna miss three of them that would hopefully be a deterrent some kids don't care but I mean if you know you're going to hurt your team for that much or your choir band or FFA I mean and I would definitely be open to um having a policy in place for this year yeah I think it's going to have to be revised as we go through this we run into the pitfalls of legalize marijuana everything Associated well and and you know you have there on your your activities the the first offense will result in suspension from that activity and continue until 16 hours of community service I don't think that's a bad thing to put on
072Athletics either you get to spend it 30 plus 16 hours of new service [Music] do we need to have any policy for our student resource officers who are searching or investigating their resource officers they're by New Mexico code they've got procedures by New Mexico State statutes and code and how to research okay why not and ours is on reasonable suspicion they have to have a little more evidence before they can before they can so typically what in reality what happens is she has suspicion that something's going on she investigates finally the law was broken only then once we find out a law might have been broken then we would pass it on to the SRO and they and then the two would work the two investigations would basically work with each other but basically be
073separate one for school discipline purposes one for one for legal legal definite legal definitions under juvenile code and are the um the drug dogs able to sniff out the gummies or no I don't not really I don't the problem with the drug talking with cell phones was the moment it gets out yeah exactly all they have to do is stick them in their pocket because the drug does not get near the student we have to take the kids out of the classroom line them up in the hall and the drug dog so they don't get near the kids so they just take everything in their pockets [Music] because once kids in one class know what's going on kids in the rest of the building though let's know what's going on and it's a Mad Dash
074offloaded with the drug dogs now because now we're not training for marijuana right so so even within a school environment they can't we could run one through on a weekend through the what that past the lockers and technology has a lot of the ability to communicate okay I do think that some things like our Vape sensors in the bathrooms that's going to help type with our cameras where we can see who's walking out of there right after sensor goes off it's not a novel sensor it's try to Mysteries following her desk and you know we can type others into it we're at for instance then there's some good capability there to be able to after the fact catch who was walking out of there out of the restroom so there'll be some good deterrents there
075I think you know as far as our athletes are concerned because athletes enact them Student Activities that's that's more deterrent so I think we're doing we're doing a right step we're a step in the right direction on on this uh you know are you going to catch it all the time you know but we've got to do what we can address these situations and they're very it's getting to be almost manageable if we don't put some things in place then if what they're doing on the weekend and I yeah you know that's that's when they're coming to school not healthy and that's that's our intent we want kids what about Vans with the um with like secondhand smoke from their parents or something is that gonna pop on a drug test if they're in the
076house with somebody I mean because realistically they didn't do it but their parents are legally smoking I'm not the first on the science degree of blood yes okay well I just I don't want somebody to get contact right yeah it's like the cars you see coming in in the morning they get out and all the smokes clearance in fact here that's worried about it he's in a group of he or she is in a group of other kids that are using and then that would be the deterrent step away yeah and go do something else okay any more questions I believe I've captured everything on this through 11. you get through 11. okay yeah everybody talked about it kind of with mine so uh it provides for a form to be signed oh this is
077this is actually the exhibit by including this this will become a form as a part of their athletic handbook okay it would be a signature this this is explaining what this is and verifying that they understand the rules the rules to the testing okay on the exhibit on the next to the last page halfway down the last X apparent student parent May request a drug test okay so we probably need to pull that out of there too so when you uh talk there about hazing will not be tolerated is that if somebody gets tested that the rest of them are kind of stuff just put some deep end but somebody's telling on somebody else we'd have some teeth in the Haitian policy okay do parents or Guardian sign this as well yes this will become
078part of our parents and kids we no longer have an athletic handbook I've Incorporated it into the handbook the people become part of the student handbook that will be will be signed with the students yes yes are we going to have them sign this exhibit yes their parents and kids yeah so there'll be a spot for both yeah maybe 11 president members of the board support policy 4590 extracurricular activity eligibility as I mentioned earlier in BB9 if we're requesting to revise and move the 4550 eligibility uh to 45.90 extracurricular eligibility so that it gets in the right spot I'd say editorial editorial revision this will this will require your approvals to remember from one Spark and then we'll put the drug testing in the spot okay questions 112. the president members of the board this
079is an annual agreement between the cap 10 Municipal schools the village of kaftan regarding the use of the ball field no additions or admissions or divisions have been made to this agreement and I recommend that we approve the drug Powers the village of Capstone for the use of the Fall field as has it been done and as is precision I didn't see anything in here about are we still doing we paper water for half the year and they pay for watercraft Village will reimbursement for 45 percent of the labor costs that's on that piece and the oh water use the summertime the village and the rest of your us which holds the same contract from last year or something I didn't see anything in there on the summer the I don't know that we had
080that in the ball field use agreement I don't think so I think it was a separate uh it's just kind of a standing agreement I think that they I'm sure we have it but I don't think it was ever part of this ball field use uh agreement just just to clean it up on number four uh since the captain ball field complex on a percentage basis cap 10 schools will be responsible for 55 55 of the expenses in the village will be responsible for 45 percent of the maintenance and expenses should we include after the 55 maintenance and expenses that can revise that [Music] you know the question yeah oh yeah if I just expenses on number 13. halfway through it says as such any Revenue it has gate concessions with an apostrophe behind yes
081is that supposed to be there yes I do read this anything else okay one chain of motion to prove the 23-24 jpa with the captain ball fields with the village of Capitan with revisions second now second fairly all in favor aye aye motion passes item 13 consideration of approval of the 24th through 27 tced Pre-K Grant award president members of the board we're asking for your acceptance of the Pre-K Grant award that's the core program of the ecdec and it's a critical part of the Early Childhood Education and Care System pursuing gnmsa 1978 929-8 ecdc is mandated to coordinate and align An Early Childhood Program and careful system one to include Child Care great kindergarten early free kindergarten home visitation Early Head Start Head Start early childhood special education and early intervention and family support
082and two to provide New Mexico families with consistent access to appropriate care and education services uh the Pre-K Grant award for Captain Municipal schools is one million five hundred and seventy thousand six hundred dollars for 17 extended Pre-K slots those are four-year-olds and 16 early extended Pre-K slots those are three-year-olds for 1 800 or 1080 Pre-K instruction hours as set forth in the attachment of the budget I'll turn it over to mess Gibson to provide you with the details of the grant this is actually in competition just so you know with the direct competition with the region 9 Head Start program that's here right now and so we're looking to take that one over so I'm very excited about this award that we received um we had the opportunity to apply and not all schools
083had the opportunity to apply so when we were on that list and that opportunity came up we decided it would it would be worth it for us to apply and so um what the extended part of this means is that the number of hours that the students will go will just match what we are actually had to move our students to as well so um overall so their hours will match ours we applied for that for both the four-year-old program that we already had and then adding the three-year-old program um we've had great success with the four-year-old program so far the last two years we've had great reviews and our enrollment is increasing every year and so we do have the ability to add our three-year-olds um if they will be taught by a New
084Mexico certified um teacher they have to be New Mexico certified that is one of the differences between this three-year-old program and head starts program um they have to be pursuing a degree in education to be a head start teacher but for our teacher they have to be New Mexico certified and then also foreign aid to be a level three educational aide um who has a certain amount of required continuing education throughout the program um the students will come four days a week our same hours they will be able to ride the bus as needed they will be able to have free lunch as well free meals take a nap during the day they will have to don't really appropriate pre-academic um skills that they will work on that's am I forgetting super excited to have
085them um I already have multiple people saying if you get that program let us know we will be excited to bring our three-year-olds and so I think it'll also help out our staff members who have kids of that age and early childhood development is so important for kids to have those Rich conversations throughout the day to have that organized constructed play time is huge so I would start this year don't start this year yes sir um if you guys accept this award we will we will start advertising tomorrow and early registration next week and then enough to actively recruit um for the program both the three-year-olds and the four year olds you can have them separate we will have two separate classrooms um we'll have a three-year-old classroom right next to the current four-year-old classroom
086um if Head Start still has a program and they still want to be in in our school we do have an option for them a classroom for them as well the difference also is we don't have a income requirement and so it doesn't matter what your income is to be able to be enrolled in this program that's good so what so Head Start would still be an available option if they wanted it or it would be okay we we can provide a certain level of early childhood education that is a little bit different than what they can provide speaking with our families uh I feel pretty confident that the continuity of a three-year four-year and Elementary program all under under our care is uh would be beneficial and I believe that our families and talking
087to a few of them and listening to what Ms Gibson has had to say about her just got her conversations with family members with families is that there's a big difference between you know we're going to have a certified staff a certified teacher that is directing that program whereas the region 9 program is is two or three educational assistants and so there'll be a higher level of Early Childhood knowledge understanding expertise and we'll make it a really good strong program and are we required to offer both we are not required we applied no but I mean if we get this if we do this grant or we still required to even do anything [Music] for them but I just don't see the program I don't see their program being real successful when we have one
088better but it's going to have a lot we have less less boundaries less restrictions right and hopefully better quality so I've had some discussions with region nine they're they're aware of what we're doing and actually we're going to have a meeting with them later this week to go over they have a they have the three-month-old to three-year-old program and now the discussion has gone with Mr Dooley and I the discussion we've been having is how do we how do we integrate that three-month-old to three-year-old program into into the one the three-year program that will be running me into the four-year-old program that we'll be running so we're already having discussions with them okay this looks like it's a four-year program and it looks like there's about 33 kids per year that's the maximum whenever we
089have more um we can apply for additional slots if we um so say we didn't use a couple of our slots then another school could use them or vice versa if they didn't fill all their slots they could give us a Food Spot we needed and we do have to have certain ratios adults to students so as long as we followed in that if we fall short of the 33 do they um we just have to maintain a certain percentage questions thank you Brianna thank you it would entertain a motion to approve the 24 27 ecpdc Pre-K Grant award so moved Mr Westbrook second Mr Roots all in favor aye aye aye motion passes item 14. consideration of approval of the resolution proposing Capital Improvement tax ballot question and other matters relating there too the
090sport X not action item is to approve the resolution and other items there too to provide for a no-letter question to be placed on the November 7th 23 ballot a regular local election ballot you can cash it has it has a resolution a little bit different than than what we did when when it was a mail-in that these documents have been vetted and provided to us by legal counsel for presentation to the county clerk we have a deadline of the August 10th to get all of that submitted so I recommend that we approved resolution proposing Capital Improvements tax battle question and other matters relating there too as presented so I'm thinking about this the other day and just have a thought um so we're proposing a two mil tax levy correct yes what can we
091do a one mill I mean would that be more palatable to people to basically asking for half the money we were I have nervous can you or is it is it it has to be two meals I mean it just I just trying to make figure out ways to be more likable for the people in the community because they obviously don't want to support this I think they're gonna approve it or deny it regardless I think if it's one or two doesn't make any difference are you done I feel like we've gained a lot of confidence of our community the last time it was a special mail-in we lost it by 278 this time we lost it by 28 th we have a good idea of where those votes were lost the last time it
092was a regular election so I think we're gaining we're gaining ground on with with our voters gaining confidence with our voters uh I think some things that should hinge on on this with and should you would think it would would impact the voter is that we had 1.7 million forgiven last year we're going after the rest of the 2.4 million this year you know I would hope that that gives our voters confidence that we're not just asking them for money we're working hard on our end too to try to limit our debt and um and really work towards a I call it a normal but a normal of what I'm used to of a very pattern of two metal levees that just continually pass and and then so that we can maintain our building I
093I would really like for voters to understand that you know bonds bonds are to build buildings and stadiums and what have you and you plan those over long terms but those middle levees that's what keeps your doors open so it keeps your lights on that it really is critical that we have that we have this and I think the message is starting to get through I think we need to probably do a better job of reaching those that do not necessarily have kids in our districts and we have great ways of reaching out to parents and staff members and and people that are close to the school what we need to work on is is being able to reach out and really have those discussions debates conversations with those community members who don't necessarily have
094kids and it just it's kind of disappointing to me that you had what did you have three different Community meetings set up four and hardly anybody showed up but then they still vote down the bond I just I I don't know at this point what else left we can do to get the word out there until he gets going to them now I mean going to the motor and you know I have as many of those Town Halls as we have and had that opportunity and I got out and spoke to different different groups um but I think now it's a matter of just physically going to 12 000 you know maybe maybe some signage maybe some awareness of some road sign and it's one of those things that's maintenance is always cheaper than new
095construction if we don't maintain the buildings we're going to get to the point where we have to replace them defensive maintenance is even less expensive than it is so critical to forecast our maintenance needs and our preventative maintenance needs so that so that we can avoid those reactive maintenance situations you've done a good job in looking at past elections to figure out where we got places we got to work on and that's going to help I think that I have a good idea I I have a good idea now of of where some things flipped in our favor and where some things might have flipped against us a little bit and those areas I really want to I really want to address those areas that lived on us from from okay to to against us
096against the ability and so I I just I think it's a point where we got to go to the voters well a lot of stuff too I think especially with some of the older voters is I know you had the the desk set up with the QR code that people could look on the phone and stuff a lot older people aren't gonna do right they're they're not doing that so we need to figure out how to reach out to those two still make them feel you know incorporated into school I agree with you so they'll be there will be some new strategies that we that we employed and there'll be some of these Town Halls they're they're really informative if somebody will come to them and [Music] questions that one we had here no there
097was no negative comments made at all but there were only what dozen people there right and I think Mr Lee and I have had discussions about uh doing mailers who haven't been done in the past to any extent and uh I have access to a person that has done campaigns before and knows how to go through the voters list to find out who votes who doesn't vote and there's 3 800 roughly voters in the district yeah wondering if there's actually that many so we can go through the voter list and Target the 1500 that our voters are possible voters and get some information about specifically of not necessarily about what we're doing but about the town halls show up folks find out what we're doing or why and I think that's going to go away
098there were 1181 that balance cast in this melon election there were 753 I believe that sounds right 750 though we're cast in the local regular so I don't know if that's a trend or a typical or technology I have to dive into that a little bit more but there was significantly less when it was an in-person election and there might be some strategies that we can come up with around that and I'd still like for us to reach out to Ruidoso news to see if they can help us sure I mean that's that's another resource we haven't used before this is where our ceilings are caving in and that kind of stuff uh if I could on page four on the verbiage of the resolution itself uh under item one erecting remodeling making additions to
099providing equipment for for approaching public school buildings including teacher housing it is also in number three including teacher housing I think we need to strike those from the resolution there is there are folks in the community that are resistant to using money for maintenance for housing of teachers for whatever reason I don't believe we can because that's a New Mexico statute it refers to it right here well I know that doesn't mean like and I think it was 2000 or 2001 that was stricken from the resolution Burbage so it doesn't have to be in here but as far as maintenance we don't have any teachers just to be maintained anyway right we don't have any teachers [Music] but by striking it out of there you take the negative out of the dialogue what do you
100guys think I think you should check with legal to make sure I noticed another deal I need to check with legal it says 23 25 3 24 25 26.7 I think should be 24 25 129. I think those dicks are wrong for a six-year deal so I'll check on that okay because we'll have time to do this in July we will yes okay I'm just trying to alleviate any negative that anybody can talk about out there I think with the positive things that are going on here the the forgiving of the monies um there are some other things that uh superintendent and I discussed today about parking lot and with the village redoing tiger drive and stuff like this that we don't we can get some reduction in the costs to do things so these
101things need to be brought out to the public of you know we are being good stewards of their money so anyway [Music] so we just need to enable that so July yeah yeah so we need a motion to do that so let's do it motion a second I vote on that too hello give me a second I got it all in favor aye aye okay motion is postponed 15. consideration approval to move the Monday July 17 2023 regular board meeting to Tuesday this 18th that's at my request that I cannot be here that day on the 17th and I appreciate you guys just move it to Tuesday [Music] there will be a lot of items on that yeah you know why it's a pretty quick and the resolution so we didn't to entertain a motion
102to move the July 17th the regular board meeting to the 18th of July 7th Mr red second second Mr Westbrook on favor aye aye thank you gentlemen no public comment I guess superintendent report this I will try to go to this short and we have to prove this for me or is that just something that they do this um yeah yeah uh it wasn't on the you you have the uh for the local election coming up for board members do we need to do anything like that that's in here is that part of the uh okay okay we didn't have to do any action on it it was other items here too there too but I have had that discussion and sent the sent an email and have a confirmation okay those three positions are
103in fact okay the are the attorneys give us that form so that you can you can do that on a form but it's okay okay if you're considering running you need to make sure you know the dates make sure you keep that in mind there are specific dates and it's you and Mr Westbrook and Mr hacker right right positions 2.5 okay moving on okay so summer school is underway Elementary is June 5th through the 22nd middle school and high school was June 5th through the 29th they go an extra week um mainly because that's have a safe time for the credit recovery portion um going real well from what I've from what I've seen on in both buildings a lot of kids enjoying themselves having paper airplane contests depression drums up football field um so
104next month I will be coming to y'all with a high school graduation day change we did reach out I had Mr Jackson Miss Stearns and Miss Ren who are the junior class sponsors we had a conflict so the MMA moved their calendar one week later and what that meant was on our the date that you have on your current calendar for graduation is the night of the fake softball state championship game and so they bunched up to us so so I reached out to the junior class through the sponsors and I basically told them you guys can have it have it whenever you think you you know you can recommend to me whenever you want but we're not going to have it those those days so um and and I told them also we can't
105go earlier because then it gets into their sleep time as a student so so that was their parameters they could have it anytime after that weekend they brought back to me a proposal to have it on Monday and their rationale made sense for a group of 35 or 40 because that those families would already be there that weekend and you know they could have their families there and all they would all they would just have graduation on Monday night and so it made sense I would like to reach out to a few more parents though because really all I've talked to is senior class plus four or five parents and so that doesn't that that's not enough parents for me to feel comfortable that they're on board with that I think they would be it's
106the most reasonable thing to do Under the circumstance um so I'll be bringing that back to you guys next month as an action item on our calendar uh I'd like to and I know they're not here tonight and I'll get them here to you sometime between now and the beginning of school year but we have built some positions that were that were open uh Captain Middle School English language arts Morgan Bowen she was part of our Ed Scholars Program graduated out of that and she's certified or almost almost certified she has a test to take um but she's she's ready to go with the middle school English language arts and then the captain high school English language arts we've hired Kylie Pruitt to teach that I mean also some coaching and athletic backgrounds so we'll
107be putting her to work there and then the captain middle school high school act mechanics which is the shop Jason Lee has gone through the process and interviewed and he's been moved into that position which leaves us a high school social studies we still have the special education high school special education position and the middle school and high school special education EA and I believe you have one more EA don't you with Morgan leaving no I will have to hire one for pre-k but with the approval tonight we do have the early the early Pre-K position that will be posted as well is Mr Lee going to be doing uh Athletics as well yes okay yes um upcoming events the district is closed the third through the 6th that week of Independence Day uh July
10810th through the 27th is the jump start which is for students that receive special education services it will start Monday through live 10 and run through the 27th it's a program that will help students prepare for the school year it's an optional program for the students and parents July 18th 19th and 20th the dim cell Summer Conference and we'll have a board meeting that that eight nine to the 18th and then I'll get up early in the morning and run up there for the 19th and 20th um July 31st through August 4th the district is closed for the Lincoln County Fair week and oh a yes or two update uh the 300 300 plus thousand dollars that we were doing the HVAC design we received yesterday or received we received today the uh 60 review
109plans so they're 60 done and they will be done by the 26th so we're real real comfortable at this point that could qualified with those HVAC projects will have a design ready [Music] I'll take any questions any questions guys okay new agenda items for next meeting anybody have anything they want us to look at okay good hey we'll entertain a motion to adjourn so good Mr Root second second Mr Westbrook okay at 7 55. thank you sure we're gonna do that resolution yeah [Music]
