006hope that our schools have a better um um acceptance when when you know people such as them you know show up at our games and but it was a it was really um disappointing to see that and hear that and adults behaving like that and but um when they gave out free books which was in Navajo um you know everybody wanted one you know all that went away but anyhow um you know that that was uh a real disappointment to see that but our girls played really well and um and then I noticed too that Gallup has free admission into their games and I don't know um that was talked asked about and and all I can say is that um Gallup is in a different area who has um that can have assistance from
007you know the economic development around them and um whereas CCSD we were not so lucky um I don't know if that's what it is um would like superintendent to possibly look at that and see had that done and um and then also um was able to um go to this past conference and um meet with legislators and and then um you know of course talk about you know our area and and and what we're still facing and and so I it's it's something that's not old but um I'm sure it's old when they hear or see me voicing it and but um do Advocate and do keep it up front that you know these things we're still experiencing here in at CCSD and I was really happy to have um board member Montoya get up
008there and voice and advocate and um I I really think that's valuable um so thank you have a comment go ahead um I appreciate that Miss aspas and what she was alluding to was two of the um one of the Senate and House Representatives were speaking about uh some of the bills that were being considered in legislation currently this year and they both spoke of local control and so that gave me the opportunity to get up and and voice my uh concerns issues and actually quite frankly make a comment about that um as much as they voiced their opinions to support local control I reminded them that they contradicted themselves uh when they start talking about legislating um and mandating from the state legislature and the peed to the districts to the local school districts
009which I made the comment about allowing our local leaders and experts to determine the direction it's one thing for the state to set a standard and I believe quite frankly it's another for the districts to try to obtain that standard and work towards that and in my opinion that's where a lot of that local control can take place and um serve our students is better because what works in the Northeast Heights of Albuquerque does not work in no or Nukem or Shiprock or curtler for that matter and so it's I'm of the opinion that uh we need more local control and and I hope that that recent decision that had to do with the calendar where the district's W um per the Court's decision can be looked at to also challenge the state over um
010educational strategies to allow ow the school districts to have more control over that without the state legislature telling us what to do and how to do it thank you I have go ahead um also I I just wanted to say that you know with all the things that are happening in Washington with um um all these changes and and a lot of Jan and um but um I think you understand that Mark a lot of rumors and um so I you know those were were at the top of it and of of this conference and legislatures but they um um I think through the news it got ironed out and but there's still a lot of um unknowns and um but it was good to see you know people um the the lawyers that give
011the sessions how they're you know addressing it talking about it so um it was a big topic thank you thank you um I'd like to I also had an opportunity to attend that uh that training in uh Santa Fe it was a lot of good information that I was able to receive and I appreciate that opportunity with that I'll turn the meeting over to president oh okay this is a new uh microphone apologies for being late I was s behind a lot of cars are there any other reports okay um my report is that I also um the beginning of last week I was in DC in regards to some of the advocacy for the Johnson Mali program um I was assured by um Senators that the the the changes the what's filtering down with
012Dei is um does not affect the John Sol Mali program how ever it may affect other programs so those are um the Congressional people that we met with last week were also ones that were locked out of the Department of Education or were protesting in terms of um the things that are were going on with the Department of Treasury so there are on um a lot of of unrest a lot of uncertainty um but I I think we are with Central Consolidated School District and our continue advocacy has made some traction we we continue to um speak with our partners out there in DC in regards to our priorities with impact Aid with j and with other funding sources that we've been we've been um working on so we are it's a continuous process right
013now it's continuous continuously evolving and we don't know when that will settle down when the dust will settle but right now just rest be assured that we are we are having our voice voes our voices are being heard out there in DC uh on the local front we did um I did also attend the training on school board on the New Mexico School Board Association and I don't I I think it was really helpful in terms of all the different sessions that um in regards to the the legal aspect of what we have to do here to improve our student performance and and but also to safeguard our local control Safeguard the things that we do locally so um that is I think as far as I remember right now thanks turn it over to
014superintendent was that all the board member did anybody else have anything good okay I'm going to go ahead and segue off a little bit of what president hasy was talking about there um so there's there's a lot of stuff going on and like uh board member ASP said there's a lot of J kind of about what's happening with funding the national level and the state level but I do want to mention that um everybody knows here at the national level just recently there was an executive order that was put out talked about funding for schools um that were involved in anything that had to do with Dei and so that's a big catchphrase but buzzword that are kind of going around um remember the Dei stands for diversity equity and inclusion and and if you're
015against Dei then you need to really explain is it the diversity that you're up against is it the is it Equity you don't like Equity you don't like things being Equitable and fair or is it the inclusion and I and so I think you need to be real careful with that the state of New Mexico much of the legislation revolves around Equity it revolves around diversity and and it revolves around inclusion matter of fact um a lot of the legislation is aimed at at doing Justice to yai Martinez well by the way yazzi Martinez that you could consider that a Dei ruling um so so we're up against a really difficult time right now because we have what's going on at the national level and we have what's going on in New Mexico um we
016need to be real careful about what we're we're saying this is what we're for this is what we're against I'm not trying to be super political but I just want everybody to know what I'm talking about things what I want is what's best for the students of of CCSD so I want to talk just real quickly about some bills that are that are going around right now in New Mexico in the New Mexico legislature for those of you who are are worried about things in the funding of our district the funding of our state this would be a really good time to talk to to your Senators um to talk to to your representatives any of your legislators U because it's real important there's some funding formula changes one of those that are outlined in
017house B 63 one of those changes is in the factor that includes elll students in the funding formula um that actually gives you a little bit extra for elll students and that's something we have quite a few elll students and that's something that would positively affect us so that's something that we we should definitely be for there's math there's a math Bill and a reading bill um again we talk about local control versus State um that's something that if you care about and this is this is our mandates from the state they're very right about the fact that we have math and reading scores that need to to improve however is that something we do at a district level or is that something that should be done at the state level so if you have
018feelings about that make sure your uh Representatives understand again most of these things you can talk about local control versus what's going on at the state level there's an anti-d distraction policy and hopefully everybody understands why I say anti- distraction um I you can ask every one of these principles that are here today how they feel about that that's um Senate Bill 11 and that involves cell phone use in schools um and banning cell phone use again I mean there's there's pros and cons and I'm not going to get into that right now so much um Senate Bill 163 deals with tribal regalia at at school events everybody knows in northwest New Mexico that's a big topic um and so far that's been been getting through the Committees pretty well and there's actually I believe
019there's a house bill that addressed pretty much the same thing but that's the one that I think that's going to make it through um Senate Bill 234 um I think it allocates 100 million this year for a tribal education trust fund and that's that's been a hot button issue for those folks around here because the way those monies were dispersed it was introduced last year and and the Pueblo and the tribes all the different ones we're going to get an equal amount of money well that doesn't make a whole lot of sense when you're from Northwest New Mexico especially in the Nevo Nation where we have 26,000 or so out of the 36,000 Native American students in the state are navo students um so so the funding needs to be here's the word again Equitable
020so that our students get their fair share uh so that's that's a really important one there's also a couple other ones that affect us one is for out of school time funding which is something that is summer school and after school funding that our district could definitely use um and there's also what's called the Special Education Act which is Senate Bill 38 and that will basically codify codify the office of special education for those of you who don't know special education was taken out of from underneath the PED from the public education department the PED um and made its own creation and it was done by an executive order by our governor um and this would would make it so it's permanent there and I guess the reasoning behind it probably has something to do
021with the fact that once it's there it's a lot more difficult to take it away if the next Administration changes parties and so that's something you might want to pay attention to as well um there's also we talked about this a little bit I talked with some Board of members about this when we we met with some folks down there um there's a house joint resolution um to create a state board of education that's one that I I think a lot of folks up here would be very much in favor of matter of fact in Mexico School boards Association was very much in favor of um and and if you took a a poll I think that pretty much all these folks would be in favor I'm not positive of that but um that bill
022right now is in jeopardy and I'm told that it it probably isn't going to make you through but if that's something that you're in favor of maybe your voice might make a difference so I just wanted to go through some of those things I'm not usually very political don't talk about legislature quite that much and I apologize if I went over my three minutes this evening to everybody but thank you for that that's my report okay okay so as community members stakeholders we ask that you really consider the needs of our students um some of the what superintendent Carlson had mentioned and what was mentioned up here I think every every person's voice makes a difference so if if you have the time or the resources to be able to text your representative and your
023your um people that you know to get the word out uh especially with with all these bills federally and um locally um in the state of New Mexico it would be really helpful the more voices especially from our community our community is very unique in terms of the state of New Mexico and so if you are able to um listen in when these these bills are being passed and moving through the different committees it is really powerful when you have parents come up and speak on behalf of these bills to support or to to um disagree with it so you have that option so I would really urge you to consider vocalizing your your um stance on some of these bills thank you um we will move on to number number four reports and a
024unique trip requests Shiprock High School class of 2025 academic Senior Tour and trip Phoenix Arizona uh by Mr claw and Miss light are they present good evening this is claw okay you can begin good evening president hasy and schoolb members and superintendent Carlson my name is Anthony claw representing the class of senior class of 20125 I am the sponsor along with Geraldine light and along with principal Galler we have been planning this academic trip we originally planned for Denver but we wanted to have this trip happen a little bit earlier to prevent taking a a lengthy trip too close to finals and to any state testing and because myself and other seniors might be involved in state competitions in the month of May so along with the approval of the senior class officers we decided
025Arizona would be a better direction to travel the weather will be warmer sooner and many of our students attend the universities that we are going to visit during this trip it also allows us to use our own trans which can save us a lot of money and on the agenda we would leave uh Monday April 14th and would return around Thursday April 17th and we have college visits planned every day except for the final day are there any other details you want me to cover no are there any questions from the board go ahead Mr claw this is Christine aspis I I believe um this has has been um on the month before or maybe two months before and uh oh I see Miss light on on board dogs but anyhow um I'm I'm getting
026conflicting um reports so are the students in agreement with this I mean it's it's kind of unusual to usually um you know students are pretty excited and um you know everything's pretty positive and moving but um I'm getting different reports about um that the this I think the last presentation was the students didn't know that um things or changes were being made and so I'm just wondering is are are you um is is is the students involved are they do they know yes on my end uh I started to organize things uh just just around the last board meeting and uh I communicated with the class officers they communicated with the students and I I do have a schooli page where I make announcements to the those that are planning on attending the trip and

028Indian day report by Mr Russell good evening um board members thank you um for this opportunity to do this report um so um unfortunately I had some students who were selected to come and help me out with do doing this report but um Unfortunately they were unable to make the commitment to make the travels here tonight and um but I can certainly do just a brief um summmer to report on what um the students did and kind of like their objectives and then also how they participated in the um in this event for the Native American day in um in Santa Fe but um but if you wanted a a better testimony like better um report from the students we're definitely open to to move this to the next um um next board meeting because
029um it was kind of like a last minute request from them to um prepare themselves to be here tonight so um but yeah I can actually elaborate on what they they did too um it was actually a trip that um was scheduled right at last minute to at the same time as a trip that I took 12 students down to Unity conference down done in Phoenix and so I wasn't able to participate in the C trip with the students and um but um I do have colleagues who were in communication with the two Sheron that did take these students to and so maybe they could help me out in doing this report as well too are your sh brones here no no okay uh board members go ahead I'll add to that right so um
030that day I met up with uh both Sharon Ray and myself we met up with with the group and was able to tour um um I think most of the arrangements were made by Germaine and but we end up touring the capital and then on top of that we we um even got to meet and get photo ops with the governor and so um as we were in the lieutenant governor's office and um who knows the lieutenant governor it's Howie Morales anyhow in in his office one of the students had a really good question which was um why Why did um they make the capital in Santa Fe and I thought that was that was you know something that would have never cross my mind but you know they had questions such as that and
031then they got to see um their their art Collections and things that they they've um that have been sent to him so yeah the group was was um some of them were shy um but I I think at the most part they really got a kick out of um seeing the governor and and and that was um I think the Highlight so there was 12 students who participated um these were all high school students three from each high school so newom shrock Kirtland and kurer participated in this and then our chaperon were um Jeremy wooden from Shiprock High school and then maybe along from new come High okay um board members if you're an agreement we can move the the student presentation to next month mean he gave the overall general report and then we
032can hear from the students at next month's um board meeting all right thank you Mr Russell so yeah I was I wanted to just show up here tonight because I wasn't sure if they at least at least one would come but but uh yeah I appreciated that and I really appreciate the um the support that we get as far as um any kind of student leadership and advocacy opportunities soad thank you and I think that we're in that real good state where um we do need our students behind us and advocacy so go ahead I I'm I'm really glad you said that as Equity Council because there's a new board member um somebody Frasier and um met her during one of the sessions and she was asking about equity and and she and I was
033telling her that um we you know about our our group and and um she doesn't see that in other districts and and I told her yeah but um that ours is is really really um doing well and and um and going places and and doing things and and so I I think people see and and um and I really appreciate your time and your you know your time and you know to going to these places and and um because um you know also we she did know and she did understand that with yai Martinez it's not just um a minority group it's a at risk you know group and so um she understood that very well and I was I was very surprised by that thank you um there's two big events that we're going
034to be doing here before school out so you can mark your calendars for April 3rd and 4th we're having a our third annual student Leadership Summit which you guys are all invited to and then on May 10th we plan to have our Drums of spring here in um Kirtland and so I appreciate all the those who are willing to participate and helping us out with that one what was the date again March March 10th or May 10th sorry May 10 May 10th okay and then April 3rd and 4th is a student summon okay stud thank you thank you um letter C SF report update is that by chance okay good evening good evening members of the board superintendent Carlson all the guests um I'd like to introduce myself I'm Kevin fuches I'm the GM with
035your food service management company SF we manage your food um all the processes of all the schools in the district my right and left hands uh Lori winggate Monique Lopez uh we have divided up the district and we take care of all the schools and I just want to talk about a few things first of all I hope you've enjoyed the top of our uh Chef Marcos came up from El Paso and helped us out with that I hope you enjoyed it um but a couple of fun things we have coming up to try to you know spice up the program make the kids excited we're doing a survey right now in the secondary schools where we're trying to get student feedback to help develop our menu further try some new uh dishes based upon
036uh their preferences we have a uh a fun thing going into March Madness called menu Madness where instead of uh basketball teams it's recipes going up against each other and students will vote on the recipe they like the best that'll go further on in the brackets and hopefully we get a couple new uh favorites out of that um um so what SF does I'm not sure if if everybody's aware uh we make sure that your district is compliant with USDA regulations we uh make sure you're compliant with nutritional needs we have dietitians and a nutritional computer we run all our recipes through to you know try to get the low sodium the low fats and have a nice balanced nutritional meal for our children we know that you know we're competing with the hot pockets
037and the sub and the speed way stuff so we try to provide them the the breakfast and lunch that will fill their nutritional needs uh that's pretty much that's first and foremost in my book making sure the students are are fed nutritionally so that's very important but um I certainly want to come back and share the uh survey results and and what sfb's response is going to be to those to those uh suggestions and um I intend to be at the board meetings probably won't be a taco bar every night but I'm sure we can whip something up for you so um yeah I just want to let you guys meet us and anything you ever need you can call the SF office we're in Shiprock and uh we're more than happy to field any

039fact that that would be overtime yes they're all they are union employees and their day does end at 1:30 I'm sure if we worked with the union and and and talked with HR I'm sure we could get a few kitchen managers here to speak if if would choose to do so because it's one thing to see the food but I you know to to see the um relationship between you know the employees which are most likely local yes and and your staff you know so uh we're working on the relationships every day is a a building experience every day is a learning experience um but yes we definitely try to we definitely want to be a partnership we don't want us and them kind of thing we want it all of us we're all we're
040the district we're here to support the district we're here to feed the children and we're here to you know develop relationships and a lot of those relationships are developed with the kitchen managers again who are very tenure we have very tenur kitchen managers um and yeah we're work we work on those relationships every day and uh yeah we want to become integrated with and synonymous with ccs that's the SF goal you know it's a it's a partnership ship you know Feed the Children that's the goal nutritional healthy meals and again build the relationships and I go to the schools and a lot of the kitchen managers and staff know the children by name i' really like to see that they call you know they call them by name they're they're they're building the relationships with
041their clients with their customers the students and I we really encourage that and I'm I'm happy to see that at schools we go to and the food was good thank you oh thank you yeah was so we do appreciate that I hope you enjoyed it are there any other questions or comments I had a question yes ma'am um do you incorporate traditional foods like blue corn mush or other squash yes ma'am we do have blue corn mush with Juna parash okay we do serve that and uh I've grown quite fond of that myself um we are I have just hired a chef and I believe he's da and I believe he has a lot of uh uh da cooking experience and he starts on the 24th I'm looking forward to tasking him with adding more
042uh traditional foods to the foods to the menu now we have to be mindful of the nutritional aspects but there's things we can do and and I'm sure come 26 uh there'll be more traditional foods on the menu yes okay that's definitely in our for and our uh in our for and and what are are there other Farm to Table initiatives what other uh yes we're working closely with New Mexico grown uh I have a contact there we have uh grants I'm working with the with the finance office or um the lison and we're looking to spend a lot of that money with New Mexico grown some ranches we got some a new Farm just came on board we're looking at 2026 we got already um a lot of uh beef a lot of fresh
043vegetables again the Juniper Ash which is extremely difficult to get but we we did find it and we are serving that and uh More Foods like that but definitely the fresh fruit and vegetables New Mexico grown they're all local farmers and it's fresh farm to table that's a big initiative great so yes definitely using utilizing New Mexico grown for sure good question go ahead that would also include Mesa Farms I'm not sure Farms is one I can look into that and I can get back to you on that um I'm not sure of all the names of the Farms I know 3jr branch is one and this new gentleman named Carson I just talked to yesterday he's got a whole bunch of crops coming in and we're going to utilize that but I can look

046with the Navajo Nation Early Childhood collaborative so they are celebrating the week of the young child in April this is a celebration to recognize Early Learning young children their teachers families and communities so for this year I don't know if you have U the flyer there so that you guys can see it but it's going to be the theme is going to be dinosaurs and we're going to be inviting all the kids from prek 3 prek4 kindergarten and first grade as well as their teachers to come to Eva B stockley this is where we're going to have activities for them to celebrate them and this has been worked out with more than 20 organizations that are going to be there in the morning it's going to be mostly activities for the kids they're going to
047be rotating every 20 minutes making different activities from dinosaur puppets um guided drawing fossil digging they we're going to have a dino nest for the little ones if they want to take a nap or if they want to be read to and then in the afternoon from 1: to 3: we're inviting parents um and adults caregivers to come to a resource Fair which a lot of organizations are being invited to join us for to have more resources available for families um right now for the teachers that will come we'll have incentives for them because we are really grateful for all the work that they do especially in prek so the incentives are going to be given to them to decorate their classroom or used with the kids things like that um that's oh we're gonna

050but more importantly all three bilingual teachers are licensed by New Mexico P um none of them have a 520 license anymore um 11 of the teachers have master's degrees or higher um we have three level one teachers 20 level two teachers and I do have nine level three teachers I don't think these numbers are up to date um all the grade level teachers and bilingual are teal endorsed uh 13 teachers are letters certified and the average years of teaching experience is 20 years at Kirtland elementary school so um what is working we are seeing growth in our reading scores um these are our I station scores in December from our Kinder through third grade um we're seeing growth in our math stores for our students and our daily attendance average is 92% um those are
051things that we definitely are working well for us where where we're seeing growth in kindergarten and I cannot read that from across the room but um from August to December in third grade our teachers saw level three grow 14% level three are the grade level ready students in mathematics levels three four and five had a 19% growth across the board first grade saw a 5% increase in levels four and five and we saw a 21% growth in our level five which is the highest level of viations in mathematics in second grade uh level five grew 24% in reading and four and 5 through 18% in mathematics are I missa scores um in third grade we did see a 2% increase of on target for reading a 24% increase for near Target language and a 14%
052increase of near Target for mathematics in fourth grade there was a 20% increase of on target for reading 23% for language usage in near Target and a 16% near Target increase in math um fifth grade probably our most successful grade level at this time with IM missa 7% increase of On Target in Reading 13% increase near Target and 16% increase of On Target in mathematics in sixth grade we saw 9% increase in Reading On Target 5% On Target in language usage and a 6% near Target for mathematics um what are our challenges that are happening uh our math score improvements although we're seeing Improvement we're not seeing them at the rate that we see in our reading and we would like to fix that planning time for planning quality instruction uh all the principles are
053aware and Mr Carlson and Mr Des would have heard my my part on that and our student attendance even though it's 92% average preo we were 97% average attendant so where's that 5% that that's what we're trying to figure out still um and how are we doing some of those things um in math We are following the district pacing guide and our teachers are teaching the standards to the rigor of the standard uh for planning teachers use the planning um Learning Community time that they have to be deliberate with their plans and overlooking their data and we utilize the high quality instructional materials that the district has purchased which those two things are definitely helping us for attendance teachers are reaching out to parents after two consecutive absences to see where the student may be
054and we are sending letters home to families that are um with excessive absences and trying to set meetings with those families um that is the Kirtland Elementary presentation and I stand for questions are there any questions for I have a question yes go ahead on your looking here at uh fifth grade um and this throughout but this is the one that caught my eye um what uh what is Target you said you you got down here usage and a 60% increase of on target for math what's what's the Target on target means that they're proficient for the state um they're on target to be proficient for the state test the New Mexico MSA MS sa in April so we've seen 16% increase of students that were ready for that test from the beginning of the
055year to this point of the year so we there are that many more students now that should the test be taken at that time they would have been proficient on the state test or Advanced how many how many of the students and what percentage of the students are not at that point do you have that not I probably could grab it in a short short time and I have that answer but I don't have it in front of me right this second okay that's fair Mr Montoya looking at that um on your fourth grade growth M at uh 20% increase on target for reading 23% increase near Target for language usage and 16 increase near Target in math what are they doing any different than third and fifth they're doing a lot of things similar
056to fifth grade the the meetings that they have when they meet for their planning time they're discussing the standards that they're teaching and how should they be taught um in Reading one thing that one of the two teachers is doing is she is doing um she calls it a literary study instead of reading possibly the high quality material she may still read a story for example ending in the cupboard and then does follows the standards and uses that to do the lessons so they'll read the story but then do all the work with it so the kids get two pieces they get to read and then they get to work on on the compreh comprehension questions and all the fine points that come with it and they're writing about it constantly um you know they
057plan they're they're talking if they're walking down the hallway together with the classes the teachers are talking about what you know what's next and what did we struggle with and there's no pride in oh my gosh I I did a horrible job today and you did a great job today will you help my kids that are struggling they have no problem saying please teach my kids that are struggling because I don't know what I'm what's going on and they're willing to let each other help each other does that does that include um peer-to-peer teaching in grouping do any of them do that they do I mean the kids are constantly working in small groups and and working on the concepts that are that are presented and I think it's huge to see those kids that
058understand the concepts almost fully work with those that do not not um and provide that Insight from a students point of view because as adults it's very easy well you should get this and kids go I know where you're struggling because they were struggling at the same point and it was recent for them so there is a lot of that going on in the classrooms there's not classroom to classroom other than I may share students with you and you share with me those that are struggling or Advanced and we work with them but you know their plans are so close together that you know it's almost like being in the same room is there a lot of differentiation between those between the grades as far as within the cluster of the grades can you clarify
059the utilization of differentiation in those classrooms understanding that there's a standard but uh giving the allowance to be able to differentiate yes I mean their small group time their individual time they plan who who needs that individualized help or that small group help and they focus on this these four students need this skill let's get those four students together and get that skill taught um and there is a different strategy every day I can walk into the same classroom three days in a row and see a a math lesson or a reading lesson and it will look totally different every single day because the teacher is doing something different with the kids well because that's really one of the cruxs of the mlss is differentiation 100% okay thank you MH Miss aspis so looking at
060the as uh board member Montoya did the 20% on on the fourth grade and and the three areas reading language usage and math um I believe um in Prior meetings uh it was it was talked about comprehension being um and I and I you know just going through sessions and and thinking more about it I think that's an area that's that's pretty critical and and um and not I don't know if you in intentionally gauge that or is it just put in with the reading uh it's it is included in the reading in in the imsa it is not broken out as comprehension as a standalone skill that there's it's a list of 20 25 different standards um if you look at our ey station if we can break ey station into comprehension and we
061utilize that as well um in I station it will identify comprehension and what areas of comprehension students as you dig deeper into it um but in the imsa it does not do that but it is important you're absolutely correct yeah and um and then if they're not making those targets like in third grade um that's really below with the 2% um increase the uh what do you do then what do you do for those students uh or not you but your your your teachers your instructors well it's all of us you know and and part of it has to be as why are we not making those growth and what what's going on in the system is it the system is it is it the material that we're using is it the test is it
062you know is it the standards that we're following or not following and compared to where they were this is the increase of On Target we did see a decent increase of near Target kids we moved a lot of kids from below Target to near Target but you know one thing is is we I've talked with this group and and we are constantly working about identifying those standards through this test using our eye stations and saying what do we need to fix what's that small group that differentiation that Mr Montoya was talking about um and third grade is a difficult grade you know I mean every Elementary administrator and teacher will say the same thing in second grade we teach kids to learn to read and now in third grade they're starting to learn they're starting
063to read to learn and that is a very difficult transition they have to take Concepts and information from text put it in their brain put it on paper and regurgitate it they don't have they have to know the words but they have to know the meanings and be able to conceptualize it and that becomes very difficult um and it has been difficult um you know that's been a grade where I've had probably the most turnover although I have veteran teachers um I believe that the teacher that has been in third grade the longest has been there five years so it makes it very difficult when you're bringing new people into that system every year um but there's stability there now and so we can keep working on that that's our goal is to improve the
064third grade because if we can and our and our Kinder first second are are very solid so as those kids are coming up prepared they should we should be seeing it in third grade hopefully next year and the ne as the oncoming years okay with that said um do our parents or do the Guardians know that that the expectation of what their child should know like first grade second grade third grade that is an excellent question and teachers do share that but in what context and how much we share it with them I'm I would have to say I'm not familiar with what the teachers are completely sharing but we do talk about at um our first student lead conferences teachers talk about where they should be on target what's the target value that we
065want to see them at the score the progression that they're moving through their their programs um you know it's and it's difficult because it's it's a list of standards and if we just put standards out there parents will go it's a lot of nice numbers and words and so we have to we do have to find a way to convey it a little bit better to them so um the reason why I'm asking is uh uh well my next question is what is uh allowable um what are you willing to leave it at you know the deficiency or I don't know I don't really want to call it deficiency because I believe that students um learn um differently you know and um but what is allowable to say um I mean if you're seeing only
066a 2% increase and um is just that just good enough it's never good enough it it really isn't but the data is what the data is and it's what the kids performed at that moment um this is a snapshot of that day when they took that assessment or the two days that they took that assessment there are a lot of underlying factors on top of it um you know there's not a person in here that would love to say every student's going to be proficient and and that's our Our Hope and our expectations however it time may not be able to to accomplish that for us um so what's acceptable every kid proficient um you know and and we're going to keep striving to be better um I would love to see I'd love to
067be talking those fourth grade numbers in every grade and those fifth grade numbers in every grade but reality is that that doesn't happen and it doesn't it's not going to it doesn't happen across the country um there's always Pockets um and so you know we're going to keep striving until we can see those numbers in double digits now it would be nice to say well there was only a 2% increase but when there were if there were 75% of the kids already there 2% increase is great that's the other underlying factor of what percentage of kids are there um you know and we're we're still striving to make that number bigger and um with Yazi Martinez how how does that come down to your grade level to your building how do you address that if
068any well I think through the initiatives one with the district and providing El supports for our students and supporting our special education students um providing them the resources they need to better understand the English language or the Learning Materials if they special education or a combination thereof um making sure that we're pro you know checking those students and making sure we're providing them the opportunity to be successful you know we can put we can put the horse the water in front of them but if they don't want to drink it that's that does fall on the student at some point I mean they you know the older students definitely can make choices and so what are those checks the do you mean the checks and balances between that um are we to access scores are
069lesson plans the teachers are producing the data their data meetings that they have weekly for the student for the student I do not understand your question ma'am okay um so if a student um academically say this is the scenario they academically they probably can't read at their grade level so how do you how do you address that like with um is it a a teacher only or do you get with the Guardians the parents or how is that addressed so we do use our Student Assistance team model the SAT the SAT process and we do reach out to those parents and and we you know we offer suggestions to them of strategies they can use at home uh and as I was saying with um responding to Mr Montoya sometimes another teacher may say let
070them come to my room for a couple of days and let me see what's going on um we and we use our data to try to diagnose what it may be it may be a learning disability that we're not seeing and so we try to address that learning disability to see if there's a way to overcome that learning disability um some of them are very difficult to overcome however we're going to give the student every opportunity we can so you know we do share with the parents very quickly if we see that um in our younger grades Honestly by October parents know if their students are below grade level and most know probably by the middle of September so within the first 5 to six weeks of school parents are already notified that their their
071child may not be performing at grade level so we we try to incorporate them as quick as possible because the sooner we get them involved and get them as a partner the more chance we have to help that student move forward so with um as I said before uh yai Martinez is not just academics it's also you know the um well to me at risk means more of the home life more of the you know the whole student so um if that student has some issues with um say nutrition or um you know just just the hardships uh a family goes through but how do you do you address or do you know of any or yes ma'am so our counselor is phenomenal uh Mrs silversmith is you know teachers are are very quick to
072know who's in who's needing support and so she'll reach on the teachers will reach out to Mrs silver smith she reaches out to miss Rachel Brown an Ico and says hey this family might need a little assistance with some food or we may need to do some other supports um being of course in sanan County we have some other luxuries of Echo Food Bank and some of the others and we make contact with them as well and help the families make contact with those organizations okay and and the reason why I'm asking is is um we could stick to one thing you know but um I believe with with um where we find oursel as a district we're competing with other districts neighboring districts um boarding schools charter schools and and I'm I'm just you
073know that that was why I was asking um for the principles you know to I want to hear because we we mostly hear from the the high school so I wanted to hear you know as far as Elementary and mid school what are we doing you know and and and then also to show that you guys are just as important too yes ma' thank you is there any additional questions comments that's just just real quick I notic attendance issues oneck kids well it depends on what time ctland girls basketball game is um you know it we all joking aside there there are some frequent flyer families who will pick their students up a little bit early and it seems you know Thursday or Friday it seems to happen um I have not looked into that
074piece of it our bigger issue is probably students arriving late to school you know with a 7:45 start time some families rolling in at 10: after 8 and they feel that it's okay well they've missed 20 minutes of instruction and if that's reading or reading time you could have missed your whole phonics lesson already and now you you know they're behind um that is a very you know important piece um as far as early checkout I like I said I have not looked into that but if you would like I can get that for you Mr so yes if there aren't any other questions we'll move on thank you all right thank you two new newom Elementary School oh region Judy Nelson Madam president if I may real quick yes go ahead um principles uh
075just inform Sharon whenever you need to go to the next slide Sharon is presenting your presentation just let her know when you need go to the next slide thank you okay good evening good evening uh board president hasy members of the CCSD board superintendent carlston Carlson excuse me and um and um the Kirtland Community uh my name is uh Debbie Tom I'm the principal at Judy Nelson Elementary for about the past 10 years and um we're this is our presentation and um I hope it gives you a really good snapshot of some issues that are doing that we're that are doing very well at our school but also some challenges that we have all right so next slide okay so what's working um uh assistant superintendent uh deswood did talk to us about um some
076general questions about what's working what isn't working what are some challenges and so um you know it's really easy for me to say what are we doing on a daily basis we're we're getting it done we're we're teaching students and that's all encompassing but it's very that's a general broad statement but what does that entail and and I will Define that for you we're modifying for students we're accommodating those students that um are needing some additional assistance we're providing interventions we're evaluating we're testing we're looking at the data we're analyzing we're implementing changes as we go along and we're making adjustments to our educational approach every day so our students I mean our teachers um have plc's for 60 minutes a week and that's where we have these data talks um if you were ever
077to come to Judy Nelson it is in our conference room and we have a wall plastered with our data and that is current data that student um that teachers are utilizing to help make those instructional decisions weekly daily so we're we celebrate our accomplishments we have many accomplishments not just not just these milestones at the end of the year or at midy year but we're we're celebrating them throughout the year and we recognize not just students but also staff members so um for their accomplishments so Judy Nelson has incorporated um incentives celebrations for um students individually and at grade levels classrooms um in the areas of reading math attendance and behavior and we also incorporate have Incorporated um our our staff celebrations as well so we have a person of the week and they get
078a glorified spot in our um staff parking lot and you you cannot imagine like everybody is like it's like the lottery every week everybody is really bidding for that special um that special parking spot but it's just something to give um teachers and staff recognition and it's all staff members not just teachers but um EAS um our EAS and um our teachers as well so it is a a way to recognize them and to thank them for for the job and and the um investment that they put in to children every week so our communication we have established communication platforms um to secure um a better Outreach to our community to our parents to our families um we have something that I've started um last year and this year and it's called the Mustang minute
079news and it's a rooc call that I try and get the weeks events all within a minute or less that's really difficult sometimes but but it's just to kind kind of give um parents a snapshot of what's happening and and coming in the in in that week or the coming weeks I do robo texts um from anything about don't forget about spring pictures tomorrow um and also there are bus changes and I try and get those out so parents are in the know and we um every every uh classroom at Judy Nelson have has a Class Dojo um they have a class dojo page and that's just kind of um like an email uh kind of a um Elementary type um or School Associated Facebook type posting so all all classrooms have their own um
080Facebook pages where teachers communicate class information class celebrations class whatever to parents and parents subscribe to those um Dojo pages and we also have a Facebook and social media page for posting and we do we and obviously our school sign out in the front is a is also a way to get communication so those are the things that are working at Judy Nelson and they're working quite well quite successfully we have to tweak them every once in a while but um they are it it it's working quite successfully so um go to the next slide please our biggest challenge and and um one of uh somebody has mentioned that already and this is something that um is something that really is I mean you could ask any principal here they will probably tell you the
081same thing that one challenge is attendance so our attendance we got a we got some recent data and Judy Nelson um is at 92.8% so if you round that up 93% of our families are successfully bringing their student every day we have 93% of our building full every day of students they're on time they stay majority of them stay the the mo um the majority of the instructional day so attendance is imperative it's imperative why because we're making those we're offering these these um content Rich um instruction that's happening and they are following the district pacing guide there are there's a part A B C D and if you miss any like if you're out during the week you're here for part A but you don't get Part B and then we've moved on to
082part C so teachers are constantly it's a juggling act for them they are continuously trying to keep students up to dat but what is a big something that really really impedes that is our attendance and um you know if if attendance was a lot more um if it was more consistent I mean it we would have that we would have that ripple effect where it would ReSound in all areas not just not just Improvement in school data but we would also see a lot of individual learning gaps for individual students we'd see those kind of minimize and close be able to close that Gap we would create Better Learning opportunities consistent learning opportunities for and and opportun um opportunities for teachers and students alike because teachers are the same as students they like consistency and
083that is really really important when we're trying to um teach content to students on a daily basis so individual student Improvement and Mastery in ele in uh language arts um Ela we call that or math skills would be the great that would that would be the greatest effect on that if we had um a building of better um um and more consistent attendance next slide please so on average and this is kind of we kind of did a breakdown we kind of did our own little little survey and study to kind of give you what's happening at Judy Nelson so on any given day Monday through Friday um like Mr bushy had said um our instructional day begins at 7:45 we open the building at 7:20 and um our cafeteria is ready to serve at
0847:20 so so when we open the building a a lot of our students are coming in at that time we have people that are that are parked waiting um they hear the Bell they release and our students come in and they all go to the cafeteria so if you look at that on average on a daily basis a majority of our students are on time which is great however look at these averages that show that we have some work to do on our t on on an on a daily basis so from anywhere from 1 to five minutes there are about 15 students late on average every day 6 to 10 that grows a little bit more as you can see the data that's um that's there and um so f um anywhere from 11
085to 15 minutes it tapers off and then over over 15 minutes there there's really um it it's it's minimal but um if you like again like what Mr bushy had said if a student is consistently tardy at least 15 minutes 10 minutes a day that calculates to up to 50 50 to 60 minutes per week of instruction I mean I mean they're missing they're missing that and talk about the Gap and then the following week there's another minutes and then the following week there's another 60 minutes so it does build and um it it is a challenge for us because when I say our our our bell rings at 7:45 instruction is starting that's when we hit it and um we have um 90 minutes 90 minutes of ela and we have 60 Minutes of
086math so if you're missing 10 minutes every day of ela of math instruction that that's equivalent to missing one whole week of of math instruction so um as we had as somebody had mentioned earlier um early checkouts is another thing if they're coming late during the day then we also at the end of the day we do see a fluctuation of High um early checkouts okay um next slide please so I can um in in in um in being um mentored by um Mr um Mr deswood um every year um we we come as principles and we have gripes and grumbles just like anybody else and um he'll tell us and he'll tell me Deb what are you what are you in control of I'm not in control of waking those students up I'm not
087in control of their parents I'm not in control of anything else what are the things that I'm in control of and those are the the four points that I had to kind of within my within my scheme of of of of Authority or ability to control so what do we do so teachers and administrators can continuously um communicate with parents this is and and and I do every time in my in my posts and different Communications with parents I'll tell them don't forget um our instructional day begins at 7: 4 our cafeteria is ready to serve kids at 7:20 please have your child there at you know and so getting those getting those bits um tidbits of information out to parents via um phone call text message letters on our sign in-person visits when parents
088come in and they're bringing little brother little sister and um maybe big sister or big brother are the one that are having a little bit of the the um atten issue I'll I'll run over there and say hey how so and so just having a friendly chat with them letting them know we miss them is there a possibility they're going to be back today or tomorrow so kind of letting them know that they're being missed and and that we want them there um other things that we're in control of are we put interventions in place teachers are oh and we offer encouragement and I did I did put that we do have onetoone uh conversations with parents really encouraging them that we're that and that's what we that's what I always say in my morning
089announcements welcome to Judy and Nelson Elementary today is and I give the date and the Very one of the very first things that I tell my students is I'm glad you're here because I think it's important for them to know and to give justification as to why they're there and we need um affirmation of that every day they do and so put interventions um interventions in place for our students um via the the the district policies we also um have referral systems in place with our guidance counselors and our district social workers and we also make reference to various policies various agencies out there such as the Desert View Counseling in Farmington so we do um take an inter in a an intervention approach to um to this problem as much as we can and
090then we make uh we have also made one of attendance one of our Focus areas in our 90-day plan and we put the action portion an action plan in place as detailed in our 90day plan and that is online you can see it um um online and so in our 90day plan we Implement strategies we document our progress at a 90 60 and I'm sorry at a 30 60 and 90day um cycle and we we get all of that documentation in and um um the final slide please is the result is in some cases Judy Nelson is performing um oops I'm sorry I kind of went ahead go ahead and go to the next one but we do all of this work to ensure that students are in school because when they're in school they're
091going to learn and and that's that's the the main purpose of it and in this one I just kind of wrote I I just kind of put some of our our data it says 2324 this is our on nassa data from last year um what I really want to point out is how do we um is the smaller one I guess I should have actually put that as a as a bigger part of the bigger portion but um I'm I'm very pleased to to see the work that my teachers and and my staff has put in and as also the work of the students if you look at them across the board plain and simple Judy Nelson Judy Nelson Elementary out a great at at grade they either are performing at grade level or better
092in comparison to district and state comparisons so we are getting it done and then some so I'm very pleased with the with the results that we have we can always do better and that is always the push for us to always do better and and and somebody did say what about that 2% 2% time 2% time 2% time 2% % equals to A lot of growth and that's what we're aiming for all right so that's the last slide and this is that's the end of my presentation and um I'm open for questions Bo members you have any questions go ahead yes I turn this on without pushing it's on it's on the I noticed on your on your graph there the students were what was it 15 minutes late six to 10 minutes are those
093students that that make up that graph are all consistently the same students majority of the time yes and majority of them are in family groups like we have Big Brother Big Sister so we'll have a third grader second grader and a kindergartner so that's one family group but times three students so generally yes that is the I don't know did the parents bring them or do they do they ride the bus what's the um I I don't exactly have the that but a very majority students um they they are dropped off by parent by a family member okay and I have have um if you have a local if you if you live locally def put them on the bus because if you at the end of day and you know how all the 6

095know your that's not a great you know exit or entry to that school and um you know if you don't have a new parent or somebody new that's dropping them off you know that that could be um yeah I I believe there but I'm glad you're you know I I like what Mr Des you know said to you and um look at the things that and so you know enough to gra and um that information and and you know exactly who um you know which family or kids start off right away and and um but it's I'm just wondering um is it possible you know to do this teachers instead of going into that's really heavy you know teaching right at the beginning of the day there Hil these same students lead into I understand
096where you're coming from and and when I say instruction begins that means we formalize students are in their seats and everything answer that question yes or mountain m and While others are trickling in so so I guess I explain that quite as well that students are in their seeds they're starting to there the root um I get where you're coming from those that there's a little bit of a grace period yes we do and all of the teachers do have that be there right when the bell rings then there's math warm-ups and there's different little activities they put in place that associate what they're going teaching but and also you know what I fa to principal before was about special ed you know I I don't um one um it was said um this particular
097teacher said that most of the the principal had wanted um needs and I he wanted them to go over and always showed you know pluses you know that this school really you know um and trying to work with these these students that need it help so um I've asked a question about you know what ratio of we're not talking about just the the class itself you know but when you those students what does what does that teaching look like that you need um the support that you need um okay so in answering question um what what the focus for students that um an IEP majority of those students that determined that every has designation of what and then based on that area of need there are specific goals that apply to that support they might
098need help with comprehension like you had mentioned earlier and so specific detailed in the goals of the for those students hav't identified students with um with with the special needs so um but but with the students that are process like Mr bushy had said that they're kind of pre testing special education services or if they're just in need of intervention so those students how we have and we we call it walk to intervention and so what happens is at the grade level problem
