001Everyone call the meeting to order. Everyone can take their seats so we can >> It is Thursday, March 26, 2026 for the regular meeting. It is 5:30 p.m. here at the EMTT Shley Administration Building. If I may have a roll call. Mr. >> Yes, ma'am. >> Mrs. Johnson, hi. >> Mrs. Crumbley, >> present. >> Mr. Rosco, present. Mr. C present to the flag of the United States of America and to the republic stands. Amen. Okay. Are there any changes to the agenda this evening? >> Uh, Madame President, a couple of requests. If we can please uh remove item uh five A, Project Search, was unable to attend uh this evening. And then I'd also like to request that action item C, specifically uh the policy uh I72000, promotion and retention of students, uh be moved
002to discussion item B. There was an oversight and we need to conduct a first read on that. before we consider adoption. And of course, as a reminder to the board, if there are any items on cons on the consent agenda that you would like moved on to um an action item, uh now's the time to request that as well. So, those two requests uh from me and of course any requests from the board to move any of the consent agenda items onto action, we will we can consider these items as well. There any requests to move consent agenda items at this time? Do I have a motion to approve the agenda with the requests by the superintendent? >> I'll make a second. >> Mr. Pro? >> Yes, ma'am. >> Mr. Johnson? >> Yes. >> Mr.
003Lman? >> Yes. >> Mrs. M. >> On to reports. district archery team. >> Okay. Well, let let me share. It's uh great to be a Wildcat that is definitely um evident here this evening. Uh we have uh an outstanding arch I learned we have had an outstanding archery program here in D public schools and they had a state competition where they had wonderful accomplishments and they're moving on to uh nationals here uh very soon. So, I want to make sure we get to hear uh from each of the schools and their principles and coaches. So, um, at this time, uh, Mr. uh, Richmond, if you could come, please, uh, introduce your, um, coach and and president, the board, superintendent. Um, I may on behalf of Red Mountain School. Um, I didn't do a lot of
004the work in the go to Fernandez and Coachiano and the kids. They do a lot of work every years. Um, I get to start, but that they're going to wear soon. Uh 6:45 and the kids are showing up uh regular all the time. It's a great opportunity for all the kids. Every kid that's been in it has walked away with something positive. Um a great program. They've uh they wanted to start about seven years. It was after 30 at that time and she started having conversations about it. Said no. And uh they did some trainings. They got qualified. Uh they came down those players with them three years ago. They were successful that year. They were state champs. They were state champs every year. They're undefeated in New Mexico. And um they they do better
005uh at the national conference as well. They're doing amazing things. Last year they they were third place at the national level. I don't I'm not going to say all the things. I know you remember there's so many letters specific red mountains and tremendous superend Um, first I want to thank you all for having us here tonight. nice to you know the archer who happened to help practice a little about that but um yes this is our tell you coaching team we do have two archers on the team this year on me. We have five people and after our first time and we used to dance every time at 6:45 until 6:00. So um you know we had some championship teams as well. She I know she won. She's our number one state championship and now
006four nationals try to and single together. So we got certain national last year last year and it's all Thank you. Thank you, coach. in the front so I can hear a little bit more. All right. >> One, two, three. Say wild cat. All right. Thank you. question. >> Okay, Madam President, moving on. We have Mr. to introduce the um DHS archery coach and program. Um so yeah high school. So I told it was about 3 years ago right over a year at the time this counselor who said she was interested starting a program at high school and I was not a talent that we had but hindsight but I do want to give her credit to uh school because I was just north that it started actually that we had fun success and I didn't
007get a without you have a high school uh here is without success I plan on coming out to a high school for members and opportunity for that I want to make sure we give credit to that and then as far as performance this year I'll let this slider and our students Mr. Superintendent, ladies and gentlemen, I would like to thank you for providing us the opportunity to continue this program and all the support that you have to the program for over the past years with us. So I have 13 this year. I have three of them here with me and the program has provided lots of opportunities for lots of very diverse students. Um so this is the only time that you will see football teams but but have actively band students who not just
008active soccer students school together students from all different um um from different subcultures within the school participating in activity together. So does very badly impact and increase the buying to the school. as a school and um the kids just shine during this program. Um I had half of my team this year as first time archers this year and they went to state and took second as first time archers. So there was step forward this opportunity. What is me? I was All right, big smile. >> Thank you. Hey, Madam President. Our final team here this evening is the Early College High School team. I know Mr. Simpson and Miss Bailey were out working with some uh uh parent uh meetings they had scheduled tonight and I don't know if Miss Zach was able to come on
009behalf of the school to introduce the kids and the coaches. There she is Miss Mach. Um, I just like to introduce Alexis Chadorn. She has uh stepped out and cheering team at College High School. Um, tremendous that has and have competition about it. Yes. the board. So this is the very first year that early college has if you had a sports team which is pretty cool because if you competition got to write on fresh place um these kids work so hard most of them have been archery for so long but we have some kids who have never done archer before she's ready for this and she has gotten started at state. So we also have the if you archer the evolution um Ashlin these kids work so hard and do they love this and I
010I really been enjoying this season this is an amazing opportunity that just to demi inside but has expanded to where you know showing that has not just a tiny amount recreate the existence of and this is proof of that. Thank you. Great. Thank you. Poor guy. >> All right. Big smile. One, two, three. Wildat. Thank you. >> Thank you. >> And I do want I I do want to thank everybody that was able to come this evening for that presentation. Thank you so much. We'll be moving on to the next part of our agenda here shortly. >> Thank you everyone. You're welcome to stay, but thank you for coming. >> On to NA Deming. Do we have any reports? >> Thank you. >> On to superintendent reports and updates. >> Okay. Uh, Madam President, members
011of the board, I want to take an opportunity here. Um I don't know uh you know being a a a servant on any kind of board whether it be a city council, school board is is so vital to you know the success of the community and and having a representation of the voice of the community and and of course there are minimum requirements that you have to meet as a board meeting when it comes to training annually and I would you know want um our community to know that um our our board members and of course Miss Johnson is new so she wouldn't be included in in this cycle um go above and beyond uh to have uh more hours than are required, right? And an educated school board um brings the best um the
012best representation of the community and the best results of the community. So, I just want to recognize uh we won't do a picture uh picture tonight, but I do want to recognize the following board members uh for the 2425 school year and their um accomplishments. Uh Mr. uh Secretary Daniel Cole uh receiving uh an exemplary award uh for earning 20 or more hours of training over the last year. Um exemplary award outstanding leadership award to both um uh uh Mr. uh Rosco and uh President Crumbley uh for um completing 36 hours of training in level two and then um Miss Crumbley as well uh receiving another leadership award for completing her 24 hours of level one uh training. And then I know she's no longer with us on the board, but I'm going to probably
013see her at Rotary lunch next week. Uh I want to recognize uh Miss Maryl Cameron, right? Also receiving an exemplary award for her service. So again, uh, a board uh, who goes to training and who who becomes educated on on on the on what's happening in the state and the needs is is such a gift. I I do want to know if you've all had time uh, in our current training since uh, Miss Johnson was elected and uh, definitely going to have certificates for Miss Johnson and the rest of the board next year as well. So Miss Johnson, we appreciate your heavy participation uh, since joining the board uh, as well. So appreciate you all so much for for what you do for our community. welcome. >> A lot of is a lot of flash
014today. A lot of great positive things. Um so obviously every year we track graduation rates. Uh they typically um come out usually halfway or further uh the next year. So, we did receive and we sent out a PSA, but I wanted to make sure we shared some information here um in the meeting about our um results in the four-year graduation rates. You can see here on the screen uh you know, all of our schools have shown robust growth in their four-year graduation rates. It's important to know that, you know, these achievements are because of our PK-12 system. You don't have graduates unless you have a strong PK-12 system. And if you don't have a strong community that supports high expectation, these things don't happen. Now, um I do want to point out two things on
015the screen here. You can see on the right hand side that Deming High School uh was re for the for the large 300 schools or 300 student schools or 300 students in a school or more. They had the fourth highest uh growth rate um uh regarding fourth highest growth rate in the state for schools that size. But again, look on the left hand side and you can just see that all those graduation rates that we have here in the district exceed uh the um the statewide average and including our district-wide um average as well. So I just want to recognize that because um you know everybody has a part, but I you know I know Mr. Simpson is not here tonight and I know Mr. Lozano is here tonight but being working in a high
016school you're bringing them over the finish line. 12 years, 13 years of school portrait is a marathon. And in a marathon, that last part of the marathon is the hardest. And you need people to pull you over that line. And and the leadership and the the the teams um and the teachers and the staff at at both of our our high schools have been doing a tremendous job in making sure those kids finish the marathon. And and I can't say how much I appreciate our high school administrators and their staff. So, thank you so much Uh, moving on. Open skate weapon detection system. I'll go over this and if if Benny Andy if I if I miss anything uh let me know here. Okay. Uh so we've been talking about this a lot of safety
017stuff we've been working on and we're trying to get to the conclusion point on many of them and and and we're getting there. I wanted to make sure the board was aware that our open gate weapon detection system is just about ready for for launch. All the units are in district. Open gate staff came in and had their first required district training with all secondary admin security SRO here in in in the in the uh boardroom. Um they will be coming for uh kind of inaction on-site training uh at each campus during a regular school day in May. That means uh we're going to have a kind of a live exercise of using these as our universal entry screening uh for a school day in May. and we'll try out some different things at the
018end of May to kind of test our systems and that way that will give some feedback to our secondary administrators on okay these things worked these things didn't that way we can um you know have that as a regular thing happening in in August uh the schools are preparing uh at the recommendation of opengate someformational material and videos for kids on the kind of the procedures that we're going to looking to be used uh daily and like I said what we learned in May will help us prepare for the start of the regular school year so did I Get all did I get everything s Did I get everything Mr. Okay. Uh thank you. So I just wanted to update you all on that. Um any I'm sorry I didn't stop for any clarifying questions
019on those last two items. My apologies to graduation or the or the weapons detection system. Clarifying questions. My apologies. >> Okay. Thank you. Um enrollment uh update. Uh this is also a a great slide this evening. As you can see on the left hand side, uh our enrollment for the last 3 months held relatively steady, kind of going up and down a little bit. Again, that is uh preK through um 12 enrollment. On the right hand side, you can see a breakdown. Um again, as I like to remind everyone that our uh school funding is based on um membership. So on the bottom leftand corner you can see our membership for the 80th which is in December, 120th which is in February. The funding for next year will be based on the membership counts for
020this year. So what you always want to be careful of is man did we have a large decline in our membership this year because that will affect our funding for next year. And as you can see uh our membership held our average membership held relatively steady. So, as we look at other districts around the state where they're seeing, you know, two, 300, 100 kids membership decline each year, that has a significant impact on on our staffing and our budgets and for us to hold steady at at, you know, just losing under 15 kids membership. That that really helps our our finance office um and and us really plan out uh what we want to do with our our budget. So, that's very positive um news. As I always say, and we'll continue to look at
021this uh as we go through years, right? It's really how many seniors you lose and how many kinders uh come in and then how you're retaining those kinders as part of your system through uh through graduation. And and I think we kind of had some stuff after the pandemic, but it seems to be st uh stabilizing. So, we'll we'll kind of monitor that for um for next year as well. So, any clarifying questions about that before I share one more thing and we'll go to staff. So, just so you'll know, and we'll work through this on budget. We did our budget survey. We're working on that. Um, now uh there was also an increase in the unit value uh from the state. That increase in the unit value coupled with our minimal decline in membership
022is going to allow us provide us enough money to, you know, you know, open the doors, right? There's always extra cost cost each year, open the doors, right? you know, the 1% salary increase, the not the uh uh the uh the employee uh you know, contributions we do towards our insurance, but we also have district risk insurance that we have to have. You know, that went up several hundred,000. So, um you know, inflation of the cost of doing business. this in this this membership um minimal defined coupled with the um uh unit value allows us to cover all those costs in addition to then start making decisions on hey we have a little bit of money here uh that's that's kind of new to our system. How do we address some of those things that
023we see that continue to come up in our uh community budget surveys, campus needs uh really related to those that safe, supportive and collaborative environment, right? when we're looking at our investments, the money we have, that's what we're going to look at. So, I want to share that. That was really important. Then, any clarifying questions. Uh, next one, please. Uh, our staffing summary. Uh, Charles is going to open that for us. Uh what I do want to point out and a trend that I did see when this opens um and Charles if you kind of click there on March on our on our staff vacancy side right the one in blue there is teacher 17 right uh 27 total um positions open and set seven teacher vacies it's been about the same since about November
024December so for me um uh as I as we go into next year right I I think this is what we can anticipate we're probably going to have about seven, you know, sped vacancies. What how do we address that? Um, uh, and again, 10 teacher vacancies, how do we address that? So, this kind of gives me some trends to to look at. So, again, that's available, um, online if you want to look at that some more. Any additional questions about that? >> Can I just Yes, ma'am. >> In the training that we've been to, they talk about even the districts that pay their employees way more than we can because of all that stuff, they even have babies. >> Absolutely. So I know a lot of people see that we have vacancies and that is
025a red flag, but it is something that across the board the whole state is. >> So I do want to point that out and maybe if we could y >> on occasion compare >> maybe like or something. >> I think that's that's a valuable point. I'll make a note of that, M. Johnson. Yeah, because right this is this is only in the context of Deming, >> right? >> Uh I think in the context of other places, other districts, right, this has a different a different look. So I think that that that's valuable and as we let me let me think with um the HR team where we can get that information kind of the comparison information relatively easily >> just for the community we are trying our best it is statewide. >> You got it.
026It is statewide issue. Thank you Mr. Johnson. Uh next uh item and uh boy Mr. Turner uh got I got to keep him off the AI. Okay. I got I got to keep him off the I gota I leave Mr. when I leave Mr. Turner alone for a minute. This is what uh this is what happens. Okay, at least I'm smiling. So, like I always say, it is truly great to be a Wildcat and one of the wonderful thing about Demi is it's uh it's a community I'm able to get around and and do lots of things, see lots of people. So, um you know, spent last week with the team at the at the school business officials association meeting in Albuquerque about budgets. was at the reg you know some of us were at
027the region board meeting earlier this week I've been uh be able to visit campuses working with administrators on their evaluations uh obviously in our workshop you all got to participate in the Everest focus group for our strategic plan as well we did student leadership we did the district admin uh the board um other things uh I got to go last night great user performance at DHS uh just a wonderful to see all those programs uh being successful I was at a CTE advisory um committee meeting uh last night And I appreciate uh uh Commissioner Harvey was there um as well. What did the Spanish uh spelling be? Um I you know I didn't get to really say much about the legis the legislative um uh visit in Santa Fe uh because you know our our
028last board meeting but uh was up there got to spend great time. I want to thank Representative Jones for being a a great host and and having on the floor and and her great support for um uh you know getting getting money for a Memorial Stadium and and same thing with Senator Ramos and everybody helping us getting that money for an automotive after school program. Just uh wonderful support. I haven't run across uh uh anybody in in Deming that that's not willing to to support what needs to happen for our schools and it's just been um it's just been uh tremendous. So I just wanted to share those items. Okay. Thank you, Junior. Next item. >> Public comment. >> Charles is keeping a digital record. >> Charles got a digital record. So, >> President, we
029do have two. First one is Mr. Russell Johnson to speak about policies. Sign up. I just have m together. ideas. >> Mr. Johnson, before you start, I'd like to just inform everybody in the audience that any individual wishing to speak on an agenda item must have signed up prior to the meeting. Once the meeting has started, requests for comment will be done only at the discretion of the board. Individuals will be limited to three minutes unless a member of the board requests to extend the time to the individual addressing the board. Also, just a reminder to everyone um per our policy, personal attacks upon board members, staff personnel or other persons in attendance or absent by individuals who address the board are discouraged. Um thank you, Mr. Johnson. If you'll let us know which policy
030are you uh which policy are you >> uh specifically the transportation of RV >> E 2050 RV >> yes that's on the last page board 2050 got three minutes >> Madam President members of the board Mr. Superintendent, thank you for the opportunity to speak tonight. My name is Russell Watson, and I'd like to address the proposed changes to the district's transportation policy, specifically with with exceptions for providing transportation to students attending schools outside of Valley. Now able to disently don't have most adversarial transportation. It's not a right. It's all reliable that our children exceptions. If you're not sighting of cancers for faculty who can't make those long distance concerns that students who cross are able to process this conclusion by using the entry as a risk of address that practice is officially sanctioned or centrally
031allowed to occur results is the same as transition is not provided and so do not follow the same standards being proposed for the families within this district. That case a serious issue of consistency and fairness. It's the district enforcement of transportation bundles in which sandals should be applied equally in transparency. exceptions are being more than the community deserves clear answers transportation eligibility is being verifiable across the board. This is not going through that policy with the system and with the triangle face long distances and limited options. They should not set a disease district policy. I would respectfully ask that the district consent shared that ensure that any transportation policy is applied even with clear standards on transparency for the public accounts transportation. Transportation isn't just a policy. It's critical to student success and they should
032make sure for every family. Thank you. >> Thank you, Mr. Thank you. Thank you. >> What is the topic? >> Policies family members for I think um is county transportation discussion that you consider all facets because you remain all that so I ask that you consider the explanation Christianity Thank you. On to consent agenda. There a second Mr. Mrs. Johnson. Yeah. >> Mr. Please >> Mr. Resco. Yes, >> Mr. Phillis. >> On to discussion items. A creating a unified focus, core values, core purpose, and faith goals. Baton Elementary. >> Okay. Madame President, we have uh this principal vodka back there and principal Cox. Come on. Come on. Come on now. Good evening. to try to work together and present my values. Um this and those I got together got together with all of our team
033and decided on our purpose. The plan is committed to fostering excellence through high expectations, joyful learning and network support, ensuring every student achieve success through effort, integrity, and students have a few questions. We are sure to answer them clarifying questions. bad presidents from time to point. >> Thank you both so much. >> Thank you. Thank you. >> On to discussion of proposed policy amendments starting with B2150, public participation at board meetings. >> Madame President, this was an item that was scheduled to be discussed in our workshop for first week, but we weren't able to do that and that's the case for the the next few of these. And so we're just, you know, kind of going through our policies, trying to get everything in in line with what our practices are. And so, uh, this
034is a slight update to our, um, public comment, um, element in our board meetings. Um, and Mr. Turner has shared with me in our prior, uh, old DPS board, um, policies, it was a 2 minutes per speaker. So, this is just, uh, for your consideration to, uh, you know, this NMSBA standard policy was adopted. Um it's currently at three minutes. Um if you would like to go back to two minutes like was in the open that's fine. We can leave it at three minutes but we wanted to make sure we brought that to you for discussion since um there was a difference between our old and our new policy. So madam president any questions about that preference on that >> discussion by the board three minutes versus two minutes versus five minutes. >> Quickly there's
035a part in there where it says if we have too many people find out we can minimize these. So I don't why we need to lower it, but I don't I don't know. >> I know Mr. Cole and Mr. Rosco on the board before it's two things. Do you see the difference of how >> No, difference is one. >> Okay. >> All right. What I hear the board saying is uh this may not be something that we need to adjust at uh at this time. So uh uh you know we'll we'll keep we'll speak to you as president madam president we feel we we need to bring it back for you know the action next time we can if not we'll okay uh the next one is uh student suspension and uh expulsion um this
036is something we were wanted to uh discuss in our meeting as well again we won't be discussing any of the of the uh substantial portion of the actual suspension policy. It really is uh what we would like to do uh related to u if there is a an appeal of right now my decision as the uh hearing authority. Okay. The NMSBA policy and if you want to go down they want to go check it out there. Um they're going up a little bit more. Okay. So um the policy out of the can basically says if there want if there's going to be a um uh appeal of my decision disciplinarian that the board has to appoint uh here review hearing authority that is uh three members in this case in the policy um uh uh
037from the community and then Charles will say right there okay so if you see there on line on line two right it'll consist of three persons as appointed In an open meeting, the open meetings act, each appointee shall have the experience on lines 5, 6, and 7. So right now, that's what's in our policy. If there was to be a appeal of my um decision as a disciplinarian, they would have to go to this review hearing authority, which we do not currently have in place. Um I'm not opposed to um having one in place. Uh but that's kind of where we're at now. Okay. Um as for state policy there is no requirement in state statute that it be a um describe described there that there is requirement for an appeal and typically state statute
038says that should be the board. Okay that if there's an issue with discipline then it should be appealed to the school board. So we really want your feedback on we can leave it as is that's up there in the gray and then over the next meeting or two uh Mr. Turner and I can bring to you some members from the community that meet those criteria or if you want to have members of the community. We can change the criteria and then you know have have a group appointed or we can change it we can work on the language to change it to you all to be the review authority of my decisions. There are pros and there are pros and cons um to both. Okay. Um, but before I kind of share what's on my
039mind, I don't know if you have any initial thoughts on on those two options. Let's make a review here in authority or let's change it up and have the board be the review authority. >> I want this isn't because we've had any issue changing something. It's because in SBA is suggesting that but that's not something that >> member Johnson you are exactly correct. Zero issues. This is just what you'll see with a lot of these policies as we go through. These are things we got to tidy up and get to the point get to the point where where we want them for Demi because um again right a couple of years ago 20 242 I think Mr. Turner in July of 24 the school board adopted the majority of the NMSBA policies and haven't hasn't
040really gone through a double check of what's best. So what's in black in there is kind of out of the can from the NMSBA. Um but there's been no there have been no issues. programs have thoughts on either of these two options if we are appointed whereas if we pick people expecting them to be paid is there a term of time they would have to do it for or if someone were unavailable would we have to scramble to find a third person or would you have people on backup >> so Mrs. Johnson. Um I have experience in applying this policy using the the the members to review authority as described here. And so the strategy that um in my previous experience that was used was u because you know there's there's a lot of you
041know can't be resident or a parent you know a parent of a kid. It was, hey, here are seven people, five people that we can approve to be on the review authority, uh, hearing review authority, and that as we as we pick who's going to hear this particular review, we're going to pick the three that, you know, don't have any kind of, you know, uh, relation. So, you you kind of have a bank of of people you can you can, uh, choose from. >> And it's hard to use. >> Yeah. say that now and I almost I don't know Miss Crmit I don't if you have any thoughts >> I'm not really leaning one way or the other in any strong type of way. I can see the pros and cons to either order. I
042don't think one is the right decision necessarily. I I'm going to share and again I'm going to share one con in the possibly being the board uh in in in this sense is that some of if anybody were ever to appeal a decision that superintendent made mine or anybody else's um this is a smaller town right and I I I when it comes to making decisions I I don't I don't in the small town I don't want anybody on the board to to you know have have a certain you feelings or or pressure, right, in making a decision about this is put that that Mr. Cole putting that out there. I'm putting I'm putting that out there. Um, and of course, if it's not an elected official, it's the review authority. that pressure doesn't >>
043the thing is is that it comp the issue that I have with a 15 or whatever >> it complicates it because then you got to get somebody together we get it just makes it bigger than what it's supposed to need to be especially because we already have to show up >> I mean that's the only thing I that's the the issue that I have is we have to have somebody else >> sure >> have them ready do whatever they've got to go through and then they're waiting and waiting when we're already here you know But that's still so I have no issues that we got to judge somebody, we got to judge. >> Okay. So what I what I hear uh being shared with me is that yeah, Mr. Turner, I need to work to
044shift this away from the NMSBA language that was there to create a review hearing review authority and reshape it to basically what's in statute as Mr. Turner has put here in green uh to meet the school board. And I have and I have no uh issue with that myself. I just want to make sure we um we had a discussion. >> No, I think the process of the court just to have it. >> I mean, we already have if you decide to get rid of somebody, they can appeal to us >> as an employee. And so the issue is is that I've been on the board for a while. That's never happened. So, you know what I'm saying? Knock on wood. I guess that that perfectly fine. Thank you. Thank you. Thank you, board members.
045Uh we're going to move on to this next one. Uh public gifts and donations to school uh schools. We got Joe here and and and and Mr. Turner and myself. So um uh it has been the the the practice here um any donations that are what's the um 49s that that the superintendent and we approve those kind of in finance. Now policy does say that the school board should be approving all donations. Now um you can delegate uh you know like also in the procurement end your the policy basically says the board just to approve all you know kind of all procurements all contracts the board has delegated in policy uh if it's under 60,000 uh we can do that as long as we follow uh uh procurement anything over 60,000 comes to the board
046right that's been delegated as per policy uh to me administratively u this practice that is described in the the here approving donations uh less than $5,000 hours by the superintendent has been the practice here. So, um this is just another policy of we need to get our policy in line with the practice and if we decide the practice needs to change uh then we can you know shift back to the policy as as written. So that's the intention of this one um as well. So, uh, clarifying questions or thoughts about that >> questions or comments by the board. >> Okay. All right. Mr. Turner and I will work on that. Uh, our next item is uh, the one regarding promotion and retention of students. This is the one that we moved from action because we
047had that information incorrect. So, going to ask Mr. Wyman to come share a little bit about uh the promotion and retention of students. one year was talking the first round up and detention policies uh this this was establish a a criteric couldn't possibly that again simply said that the student was noticed that this allows us to uh clarify that the was about assessment of the local finding us control of those students. Um and so again valued with having uh specific policy uh steps or instructional steps for students. This will also be the direction of attendant to develop short procedures uh for interventions with MLSS uh which I support strategies without time process show up curriculum upgraded materials that the district can use. Let me just point out one clarifying point Mr. before you go on
048133. Mr. Sure. Uh roll back up a little bit there. >> So again, you know, out of the cab policy, it says academic proficiency. Okay, there what we're trying to do here is define what that is. That academic proficiency is not just what's on the state test because that changes so much those levels. That's not that's kind of too much of a moving target. So what Mr. Wman is reminding us here is that yeah we want to define proficiency of a kid using multiple points of data before we decide to retain uh or not. >> Okay. I'm sorry, M. I may go to continue there now on uh starting with whatever we're talking about on line. And so then when uh just look throughout the criteria establish the district with that proficiency section. If you
049guys remember that episode two two months ago, um we recently updated the latest modification policy to be aligned with updated state law and regulation. Uh and so last this section in order to streamline this policy with others uh as well as these require now to kind of broad uh MSS process referring to it live. Then last the last update here uh some pretty awesome policy offer uh students who are taking credit programs at the high school level to cover the cost uh that the parents will lower cost to to mandate fee peration course uh which would serve as an incentive for students to succeed which is ideal and that's our goal as uh and then we would obviously also retain the discretion to fees for financial hardship as necessary. So this this align statute so
050statute building this this as well. So with that I'll say >> questions. Thanks so much Mr. W. Thank you and don't go too far just in case on this next one. Mr. So yes. >> Okay. Our next one is and uh I want to kind of give you a little bit of information and update. This was a point of discussion during my evaluation post session. So I wanted to make sure we started having a discussion uh about this. So um you know the NPED and some information has gone out about there's some student family and staff surveys. I showed you an example of that uh during my evaluation and there seemed to be an interest that these are important outcomes that we need to know as a school board and as a school district and
051I shared with you we're already collecting these things and so I wanted to kind of clarify um okay so annually the the state uses Panorama to collect this data uh twice a year we did in the fall uh the the purpose of this is to support student success well-being and learning environments the state of course determines uh the questions um the ped provides separate surveys for students, teachers, and families. U if I need to in a second, I'll loop back to the fall results slide uh just for the public's information. But I think some key things to to know uh with the NP peed survey, obviously they set the questions. One, the way that PEN has it set up, it does allow us to track students by campus. Okay? But it does not easily allow
052us to track students by campus, by teacher, right? So I can't say if Mrs. Stevens at Matan Elementary has this much of a return rate. Uh, you know, and and Mrs. Sanchez has a low return. We just know at Matan Elementary are the number of kids that replied, right? So, if we were needed to target a particular classroom to have more responses, it would be very difficult to do. That level of of data is not provided by uh the state. Um, it allows us to track staff responses by campus, but not specifically who has responded. So, we know that uh 15 teachers from Chapperel Elementary replied. We don't know which 15. And truthfully, the teachers can select which campus they're on. So, we don't even really know if it was from Chapperel. The teacher just
053hit the link. They can pick any school there and then they can respond. Okay. So, we do know at least if they're putting the right school, they're from that school. You can at least say, "Well, we know they're from Ging Public Schools. uh and they include Chaper Elementary um does not allow us to verify parent responses by campus. However, we can't track total responses. So, this uh this is a question I know that you all had asked me my evaluation. Um so, we send the link out. We don't know, you know, you know, uh um if we can verify it was them or not. That it was just somebody who replied to the link. And of course, they're just selecting the campus that they um that they are on. Okay. So, it's again, it's a
054person who got a hold of the parent link that said they were a parent at this school. Now, I this is something I didn't have information for you and Mr. Wyman did clarify this. Uh this is the how many years for this survey, Mr. >> Okay. So, the third year this has been required uh for the first two years. um that DPS did not distribute the staff or family survey. This is the first year this first semester that we' sent out the staff and family survey. All we had sent out the prior two years was the student survey. And so Mr. W had asked me uh this fall that you know Mr. W should we send out the staff and parent survey? I said well yes but send them out. Uh sure. And I was
055not aware that that had not been occurring because I know you had a question in the evaluation about Mr. W. was nobody responding to these surveys and I didn't had that fullation at the time to say oh this is the first time they received it. So that makes a little a little more um sense I suppose. Okay. So if you don't mind real quick just so the public can see Andrew if you want to click on the results slide there. Sorry Charles. >> Um well three in a row. Um yeah, so again for this is kind of an overall broad snapshot that shows what what's being asked there. Uh anything that that you see uh kind of uh in the middle to the left those are all student well-being SEAL scores. This is from the
056fall. Okay. And then to the right of that you see the teacher survey, staff survey and faculty survey. So um you know this is just kind of a snapshot of of of that information. Charles if you want to go back please. Um, and so we're currently uh beginning our spring panorama survey data collection. I'll let Mr. Ryman share a little bit briefly a little bit information about those timelines um and kind of what we're doing. The parent one has gone out if if I remember right and please share a little bit of how we're going to try to seek some more responses there and the rest of our timelines. >> Absolutely. So yes, the uh surveys the window is open till May 8th. at least track that we will target as well as have the
057table at least 95% of our students over range through 12 and then our future and staff are separated but hopefully some of the questions overlap uh we'll lab 27 to the 8th started talking a little bit about some also some strategies to ensure that responses as we can to really uh value the data. Uh and so certainly we talking about some things uh on staff for some time. Uh we did some PLC times where you can say some step out of them uh we really wanted to send out some professional releases already emails as well. uh but uh we want to make sure that we're data it allows us to to uh make some strategiums for sea uh for some of the promotion for teachers etc. So we hope to have a stronger response as
058he determined previously the district chose got to uh those two surveys and so I'm excited that we uh collect action with Dallas for any questions if you guys work session sometime. Can I ask one clarify question? >> You mentioned sending off press releases. We're not putting the link in the press release. Are we it just going in the email to parents? Do we know it's a parent answering it and not someone? >> So I believe what we had at what we had tried to do and I know Miss W and I and Miss Jessica can can check on this. We had uh I think we had tried to say sorry in the parent press release please you know parents we had this gun go answer in your parent portal because we had sent out the
059the >> email so we we'll check on that Miss Johnson we sent it out I think from a reliability of data perspective um student data very reliable teacher data if we could have them do it in a group that's going to be pretty uh reliable our parent data coming back if you know We want to be suspect. I think that Lisa the last thing and and we'll answer any more clarifying questions. We had kind of talked about this in my evaluation as well. Um yeah, I've had Mr. Wyman reach out to Panorama and other companies to see hey, you know, what kind of well-being surveys do you have to offer that we can control as demi and customize because if we have control over it, we can do more things to verify and and have
060data by by classroom, by teacher, by campus, by parent a little more solidly. So I I am having him look into that and then we can and I'll inform you all decisions we make going forward. Why is this data important? Because I know it's come up several time about discipline data uh teachers uh uh well-being. This gets us that information, right? Uh when when there's a safer, more supportive and collaborative environment in campus, all these indicators will will will creep up. Okay? And so that's why we want to kind of uh consider focusing on on a survey of this type. Any other um questions for Mr. Wyman? >> Thank you. >> Quarterly financial reports quarter 2 ending December 31st, 2025. So we put together the current room for December 31st. Uh Madam President, Mr. Board,
061superintendent. Um this is basically the same thing that we did that we presented before. Uh we've got some summary slides in in front of that and detailed information kind of a few um showtimes. >> Um so again what we have here is we have a we have experts actress. Um and we have our cash. This is the reports that are due to be uh they're uh by the end of the month following. So these were due by uh January 31st. We got up on January 30th. Uh once uh these they will be found on our uh website and that's is only shoot. Uh this one is a new slide that I added uh because looking at it I had a piece of the data summarized. Um so this is looking at our budget compared to
062what we've done from so far uh as of December 31st noticeable to save uh our program revenues that's basically our SEG 15% which is right about where we should be 6 months into the year. Some of the other ones um relate the federal programs most of the 50% it's been the one that have spent versus little to get. So there's some timing issues with that. uh the valuable uh outlay. The reason that one is so small is we received a uh big chunk of uh safety and security money um in January. It's going to was going to raise their next uh for our extended course. Um now your budget is not going to match the length which you just saw because the budget for expenditure side includes our cash balances that are in there. So
063that's the reason for that that total difference there. Um and with that being said it's also the reason why our budget our percent was not at 50%. because we use those cash reserves for emergencies, those types of things are in these budget budgeted categories and don't mind 50% on those. Uh but you can see that they are relatively close to that. So there's some some small percentage differences there. The next few slides is just going to talk about the state web and our categories. Uh so categories in the state majority of that that uh same is operational as you can see is 91% of that. There's a little bit transportation uh some prek and then a small activity amount that we have. On the next slide, we talk about what is our re uh federal
064expenses that we set up in the top those that's going to be our food service for a title run and some applications. Uh in the other category 16% that sounds like a lot but that is a different thing was broken down was it was not really large compared to these other categories. So then next slide though we're just breaking it down by its type what type of expense are we looking at here and so the first room you can see there is little salaries and benefits of course that's our biggest expense is is our people again CG 74% of that is going to uh salaries and benefits uh the next the actually one of the services that we that we have to to use the better was a little bit less um salaries and benefits
065but there's a lot more in the supply side because like in the USDA the exportion of that is so that uh we feed our children with. So the next slide was just a comparison of last year versus this year and how does it compare? You'll notice that there's still some significant differences both in the federal uh to last year to this year's a reduction from this year. last year to this year is an increase in the state of motion funds. We had we had a first of 2025 but did not have any in the 20.6 60 here and then on the percentages um how they rank in there again salaries and credits all the biggest piece of that and you can see here year-over-year it's relatively close to the same percentages. The main difference here
066again is the assets between in 2025 was 10% in 2026 it was 5% and that is uh attributed to the uh funds that we have access to taking the same data again and just logging it in different areas because to know how much is going directly to the schools. So that's the first category that you see there. The schools not 65% of what we're getting in is going to the classrooms into where the students are at. Now when we look at the budgets that you guys approve, uh we're the school is looking at functions 1,2100 and 2200. So that includes professional development, guidance, counselors, attendance, help and such things as well. Um also right next below that is the school administration. Um it's a that is a part of the school in my opinion there
067too because if you don't have registration it's a school have uh you there's there's a reduction of learning definitely. Uh the other one that they look at, you know, everybody talks about a lot and I've got it here in the illustration is is 80% but that's going to be your HR and your your finance the superintendent's office. So noticing that that is relatively small amount compared to the total expenditures we have. Uh next one is is again just another comparison. Uh our funds is a major contributor of the differences there. Um and next pie charts uh again relatively some percentages the difference being the capital. We also talk about cash balances and what we have and what is broken down into several areas here. our transactional accounts. Those are the ones that be accounts payable
068with our vendors with and the payroll, our operating accounts. There's uh significant cash balances there, but perhaps at the bottom we've got a reserve. It says that our reserve should be 3 months of cash balance on hand. That comes out to about $18 million or what we should have a three months loving. With that, we also have um receivables. Whenever we spend federal funds, we have to submit a request for reimbursement that then sent back to us from Fed. There's a time frame that from the time the is gone till the time that money comes back in. We need a calendar that in our operating account. We also have our summer payroll because uh teachers are not attorney 230 uh employee at the end of the summer but an additional pay check to help pay
069out the insurance and such and this is the amount that has been accured so far this year but is going to be paid out at the end. I don't have to have that cash over there. Um the last room there is still some money where it was capital outlay that was approved by the bureau uh getting that uh that spent uh under the capital accounts the reserve that I have there is uh the 5 million that is just in case some sort of an emergency that we have to act uh to get that done. On the next slide, we're talking about the proposals, RFPs or bids that we have out. Uh we have the physical therapy on February 20th summit. There's an action item of agenda later on to uh award that. The other two
070that we currently have are uh food service that is not related to student nutrition. This would be for like our uh culinary arts classes. This can be for our concession stand. any funds that they may have just so that we make sure that compliance with with procurement code. Uh the next one um via E253. That one is actually our student nutrition um invitation for good. Uh and those of those uh you looking forward to doing the budget with you. >> You're very thorough. You appreciate Yes, thank you Mr. Aka. Thank you on the board. We do have a you know several outside departments here and and and you know finances is one of them. They did a great job at again managing uh our funds uh to best meet the needs of kids. Uh that
071is is just a very impressed been I've been very impressed by that. I encourage everybody to be there for this budge meetings so they know where the money goes. >> Stratog don't go too far unless I upend a size like a consideration to approve budget adjustment. Uh the board uh superintendent uh budget was an adjustment request for your consideration as a transfer. We're just moving some money from uh this from direct construction to the office of the principal. Uh this to cover uh some data sets that we have on some of the uh benefit categories. uh give them a lot of but we'll watch those. Number five is an increase of our title one that was based on the final provided to us when we first uh based on planning and then throughout the year
072they give us a final allocation that was a significant increase um for this year. Um, looking at it across the board, I think it was had an increase all over the districts, ours was a little bit bigger than I think I had some uh issues with some counts and things on our our planning we looked at. Uh, the next one is uh transportation. Uh, this again is another uh fee that we're uh increasing. And then the last one is an increase of our SB9 uh state match funds as we collect uh property taxes on our SB9. The state does a match for that and that's this year's allocation uh that you're putting in this one. Did I have something for questions? >> Questions by the board motion >> make a motion to approve the budget
073of >> Mr. C. >> Yes, ma'am. >> Mrs. Johnson, >> yes. >> Mrs. Premier, >> yes. >> Mr. Wishto, >> yes. >> Mr. Pro on to B. consideration to approve a resolution authorizing the disposal of district vehicles through a public auction. >> Uh, Madam President, we have uh Mr. Sosa and Mr. Turner on this. Uh, uh, I can't tell you how much I appreciate Emory Emory and Oscar in finally going through our fleet and making sure we are disposing of some very exciting vintage vehicles. So, Mr. Sosa, Mr. Madam President Superintendent approval for 13 vehicles from the district of Nber are 16 almost 40 years old and lack safety fuel efficiency and tonight stands we're at a point where we would stay home then the opportunity on actually standard >> to drive majority over there.
074I drove majority of them. they shouldn't utilize um the office of computer. >> And just one clarifying thing just in case you not you might notice this as you're as you're driving around the west side schools over there. Uh we are using um the large area behind Baton Red Mountain is kind of a a staging area for these things that need to be yeah disposed of as option. That way uh we can kind of start clearing up our regular uh yard and then we're going to do it ourselves. President Superintendent the way it works is we can do it through this auction site facilities director has a great assist transportation uh with auctioning these very also questions or comment a motion I'll make that motion. >> I'll second. >> Mr. >> Yes, ma'am. >> Mrs.
075Johnson, >> yes. >> Mr. Rusk, >> yes. Mrs. Crimley, >> yes. >> Mr. Curl, yes. >> Thank you. >> Thank to C adoption of policy. The discussion of accompanying regulations. Approval of regulations is not required. Superintendent. >> Okay. Madame President to most uh members of Bor we discussed uh these as a kind of first read in our uh workshop. So we want to kind of see if we can get some approval this evening. The first one I'm going to have Mr. Wyman kind of remind us about uh open enrollment and choice again. Uh so I talked about the necessities of class session. Uh and so that that's the change I would say that the the the largest change would be in this uh policy for would application for their triple choice probably that was requested
076by the work session to foster students with their homeless um as one of the categories for exemptions. We are also student updating the terminology throughout to people to student. Uh we define obviously the residents uh school of needs are school of choice that uh the 26 27 school like I wish students website unless they have uh school choice application 2026 and let me just again clarifying points this is the most important this is one of the most significant points here again aligning our our um trying to get some practice in alignment with some good policy. Uh typically what has been occurring here um in Deming is that once you put a school application in, maybe you put it in uh to be at Batan Elementary when you are a kindergartener, that school choice application is
077forever. Uh you never have to put in again. Batan's a good example because we we have a responsibility as a school district to take care of the kids that are in zone first. What's been occurring at Batan Batan over time is we have kids that are on school choice applications. The new kids that are zoned over there and it's making our classes very large. We don't have anything in polic uh well the policy from the MSB service does say everybody should reapply annually. That hasn't been our practice. So, what we're kind of the decision we're wanting to make here is to to get towards that. However, all the students who currently are on school school choice applications, right, we're going to go ahead and grandfather them in on our you get to stay there, uh,
078procedure, right? This is just saying, uh, you know, any new kinder or new kid coming with school choice, uh, you're going to have to start reapplying annually. And eventually all the kids will cycle through. They'll get up to BIS and RMS, right? There's only one set of secondary schools here. And then we'll have really our our our elementary students at some point all kind of be your school choice reapply annually. Why is that so very important? Because we're going to have to be making some decisions coming up relatively soon uh with the zoning in our district and um you know the the you know the reconstruction and replacement of a couple of elementary schools here in town. And in order to make those decisions uh correctly uh we really have to make sure uh we
079have a school choice process that is clear to our parents because again obviously if there's if you go on a school choice to Batan of course we would like you to stay stay there but um we can have a situation where we have 15 new kids that are that are coming to Batan and they have they have the the right to go to their own and we've got you know 10 10 school choice kids be able to say, "Hey, you know what? We've got an influx in batan, right? You're going to have to go back to your, you know, your home zone campus." So, it's really uh if you already have one on file, we're going to let you cycle through that without reapplying, but if it is uh if you're a new one, you're
080going to start reapplying annually, which is a very standard and common uh practice. Any clarifying questions about that before Mr. Wyman shares the the rest of this? That's the little more significant points. So, it sounds like the policy we adopted a while ago basically already said that you're to reapply annually, but instead of us enforcing that existing policy, you're proposing that we change it so that there's a transition date. >> Madam President, that is correct. Right. Because again, right, you know, we we have added procedure in our community that has not aligned with our our policy. We want to make sure, right, we get those lined up and and give folks, you know, the benefit of what they were told in the in initial Any questions or comments for uh Madame President um with that
081um I'll ask for well before we ask about I just want to anything for the regulation and very much of the discussion we had at the work session has not been little changes to that I will say one other kind of notable difference and change that we discussed as would be a student who had significant behavior concerns or attendance concerns about that school that they've applied to go to. any of those not their school of visits that they would process uh processing in place right with have a meeting with all that could trigger the home school as well >> questions or follow regulation also ask for approval of uh uh J050 uh open enrollment. >> Have a motion to approve that policy. >> Make that second. >> Mr. C. >> Yes, ma'am. >> Are we
082doing all together? >> Okay. My apologies. My apologies. Thank you, Mr. Chair. Let's discuss the rest of them and then we'll do these policies as a >> I don't want to do them. >> You want to do them individually, Mr. Paul? That's fine. I want to deal with. You got it. >> Okay. >> Made the made the motion. Mr. F made second. >> Mr. P. >> Yes, ma'am. Mr. Johnson. >> Mrs. Crumbley. >> Yes. >> Mr. Ro. Mr. Man of the Master Pass. There's no Mr. Pas. Sorry. Thank you. on to J3400 student interrogation searches and arrests. >> Madame President, we also discussed uh uh this one. Um again, you know, we went over this in the we went over this has been looked at by our uh legal council. We went over this uh
083in some significant uh depth a few times uh to refine it. Uh Mr. start want to scroll down to um page two. Uh so again, right, three, you know, on three is all the new stuff. Uh but three kinds of searches, right? You know, a universal entry search, right? That ties to our our open gate weapons detection system, uh our preventative uh K9 free air sniffs, allowing um the K9 units to become used under certain conditions. One change that we made in blue there was um right that you know students aren't expected to be but with the camera they may or may not be in the area. That's just the the logical. And then of course our wand searches remember our legal council says yes random wand searches probably uh go a little bit too
084further in in violating your fourth amendment rights. So again uh we can do one searches if we do have in school the individualized reasonable suspicion. So, those were really that little blue line is the only change that we um that we had um uh for this policy. Uh again, uh if this policy gets approved, uh then we can go ahead and communicate out to our community those changes and then really start activating the use of our open gate weapons detection system. Any questions about uh the policy before I talk a little bit about um the accompanying regulation? Turn, if you want to switch to the regulation real quick here. Um, so this this this regulation, Mr. Turner and I u we kind of going around here about this trying to get it uh uh perfect,
085but you know uh perfect is sometimes the enemy of of good. Um so the entry search right there that I kind of put on line five yellow very very clear very simple uh procedure. Uh that's the one we're really looking to activate and practice this year via regulation. Charles, if you want to scroll past the the the K9. We'll talk about that in a moment. Down. Keep going down to the U some last. Okay. Right here. Okay. Then of course, right, pretty clear here uh on the regulations for the for the wand uh search, right? Reasonable suspicion that's tied back to um a policy. And then this just again further defines what a reasonable suspicion search is. So, those ones I'm pretty solid on. Again, remember, regulation doesn't require approval. This just requires your thoughts
086and then I go and and fix it up. Um, we're still working on a little bit on the on the K9. You'll see theou at the at the end. Uh, Charles, if you want to go back up to the K9 um searches. So, remember our our goal with the Kines is again this preventative uh detection, right? they can detect uh uh you know unauthorized substances and objects. Again uh uh if this policy gets approved then the police department would like to come uh present a little bit about uh the K9's uh which may further kind of help us help me shape this regulation uh portion a little bit. Um but this just says that um uh we we have to have the K9 be trained. Uh we have to select a member of the team.
087This regulation talks a lot about me creating more procedures. So, I think that's something that I still need to work on. Mr. Turner, I go down a little bit. Mr. Turner, um, keep going. Uh, uh, talks about the qualifications of the Kines's and then of course the conversation Mr. Turn about the preparation for this and writing procedures. Typically, when you see the MOU here shortly, um, the dog the canines do not conduct individual searches. That's not what they're trained to do. They're basically trained to sniff a an area, right? And they'll say the dog will say in this area there there is or was something. Okay, a typical procedure. This what we're going to have to promulgate relative to some revisions in this part of the regulation is a procedures of hey this test preparation
088we're going to have a the school on a hold. We're going to go search these areas selected at random. uh you know the the procedure we'll have to talk about uh as as a as a leadership team is you know moving those kids out of the room right there's a debate here um leaving the leaving the the uh leaving the personal belongings in or taking the personal belongings out um kind of see both of that but really having those kids moved out then of course you you have this it talks about not restraining kids from leaving the room restraining kids from leaving the campus there's There's some p there's some information in here on that. Uh if you go down some more uh Charles um and then of course it talks about there should be
089physical contact with the kid. You should again shouldn't be restrained with the campus. I'll go down some more. And then it talks about the uh completion um procedures. Again these regulations talk a lot about using the canines to detect if something is going on in the area. um establishing individualized reasonable suspicion um with students and then of course um doing a reasonable search using a wand or something else in a different location. Okay. So um I'm very comfortable with the regulations relative to what we have written for um everything but the canine search. I think there's more procedures that need to be written for this. Okay. So uh you've already you policy. Now, I'm going to we're going to take that policy and thisou and we're going to make sure I get this K9 procedure
090um as correct as as possible. Okay. Um I know this is something that has kind of been a request of the community and uh we have an idea of what it used to look like uh back in the day uh but it can't look quite the same. So, I will bring that back to you the K9 portion um as we move through. Okay. Any questions or thoughts on >> I have one question? Yes. be the argument for not naming them for someone. >> Um there's always the the the notion of oh well somebody you know somebody uh well somebody's you know swapped it in there that wasn't mine it was my area. So I've been reading a lot about you're supposed to leave your ID on the desk so we know it's yours but sometimes
091they don't have their ID. So, I'm just kind of in the middle there. There you'll see on theou um they they don't really want the dog sniffing people's personal belongings because sometimes those belongings are on the people. Does that make sense? Because again, the dogs aren't really trained to whether the belonging is with you or not. It's not intended to sniff the belonging. Um, the best example I can give about what these free air sniffs are, like when you go to TSA at the airport and the dog is just kind of in the area of the TSA line. They're not sniffing any individual person. That's what these dogs do. They sort of just uh wander and say, "Hey, over in this general area, there is something." There's not they're not really intended to go right
092on that bag, right? Open air, >> right? Open air sniff. Yeah. And and Bobby knows more about about that. So, that's kind of I think the the why that's in theou and why we're trying to figure out, hey, well, they should keep their belongings. Um, and whenever you do an individual search of a student, um, you know, it depends on their age, the severity of what you're looking for. I mean, if we ever had something where there was a we heard there were going to be a weapon on campus and we and we took a guess we took a dog into a classroom and it was a a dog designed to detect weapons and that dog was alerting very hard on that classroom, then obviously that would activate a level of response from our SRO's
093and then that would give us enough justification because it could be a weapon that's very dangerous uh that we we would do, you know, we could do a long search or individual searches of each of those kids in that classroom, right? That's a different story if it's maybe triggering out something that's that's that's that's drugs, right? You know, well, it's this part of the room, possibly these three kids that sit over here, right? That's not as much of a danger. You you just want to make sure um the level of search you can do as a larger group is related to the level of severity, right? And drugs are like, you know what, we need a little more evidence to search these four kids. We really probably should be searching this whole classroom about 30
09430 kids for drugs because the dog alerted on the whole room. We would know it's this area of the room which four kids were sitting here, right? Then we have more justification to do that. So that's kind of where I'm a little want to make sure we're safe with the regulation. That's where I'm kind of stuck. But thank you for that question. Any >> other questions or comments on this policy of this regulation? A motion with respect to J3400 motion that we adopt J300. >> I'll second Mr. C. >> Yes, ma'am. >> Okay, >> Mrs. Johnson. >> Yes. >> Mrs. >> Yes. >> Mr. Rosco. >> Yes. >> Mr. Curl. Yes. Okay. Take us on to 2050, Mr. Char. Okay. So this policy relative to uh eligibility for bus transportation is another example of us
095um uh aligning our policy uh to our practice. Our current policy that has been in place uh as you can see here uh says there on line 2 uh this is for out of out of district or zone transportation. On line uh 26, it says students who select freedom of choice school al freedom of choice alternative school attendance and commute from one zone to another must provide individual means of transportation. The district assumes no responsibility in freedom of choice transportation endeavors. Nor will the district provide the transportation for students. This policy has been uh the policy our again like the other ones I mentioned the donations and all that stuff. our current practice has been in violation of um the policy. So I am uh proposing that we that we take our current we uh
096amend our policy to make sure it allows our current practice. Okay. So that's kind of the the ask here, right? The choice on this is uh one if we want to have um uh you know we want to have uh no transportation provided outside of zone, we just keep the policy as is. If we want to uh align what our current practice is uh with the policy, then we need to approve the policy with this little green line saying, "Hey, refer to the regulation uh for the exception." Okay. Now, let me shift over to the regulation. Again, as a as a superintendent and administrative team, we decide the regulation, but we always want your input. Um so as we kind of discussed in our work session there are two options here for the regulation. Um
097if you be reminded from previous discussions we we've had um if you want an exception to be transported outside of your your regular zone you submit starting last year uh with with Mr. O and and Amy's been supporting this uh a transportation exception request form that's saying you know here's the reasons why I need to be transported out of that particular zone. Uh Mrs. Traviso and Miss Emory when she was the assistant really kind of defined um uh that down to um uh you know what what the true needs are. We had a lot of folks bless you. that there have been a lot of trips going on that that weren't you know significant or emergency um uh uh needs. Um so uh Anry uh this yes this one is the one to continue our
098current practice correct option A so option regulation A allows us to continue what we have been doing uh for a year um uh it's just everybody has to do a turf annually correct if you want to tell us a little bit more about option A >> yeah it's option A and I know I to myself I was nervous when I was presenting this during a session because I did say that I would include something pertaining to making sure but do have capacity which that would fall into to have that. Right now we have a turf to fill out the form. We provide the documentation to tell us extreme hardship and medical. So they they option to to fill that in year after to turn that and have >> and I think some uh Emmy correct
099me if I'm wrong and again right uh if we approve the policy then we'll we may look at these turfs. We've had some discussions about the conditions on the turf right you know uh transporting uh we've had discussions about whether to include custody or not. Uh it's very it's very untypical to um transport kids to one address one day, another address the other day. We really need to get right. If there's a custody situation, it's got to be really one address we're we're transporting you to. So, you know, those kind of things. Um like the custody may come off of there because really you just basically your custody paperwork, we'll put that address in in the system and that's what we're taking you to. >> So, any other examples, Emry, off the top of your
100head that examples of types of >> turf on the turf. You have also danger. >> And so again, right again, we put these turfs in place next year. We need to kind of revise them. Okay. Um, so that's kind of option A, right? We have our turfs. We we continue to do the turfs annually like we've always done. Uh that little sentence of the policy allows us to officially um officially uh officially do that. >> Um the other thing I want to note is that um you know we also had our employees do turfs if they hey you know they need to have they have a child they're working. We remember we were kind of last year delivering them to all the different locations. We kind of made a beginning of the year decision. We're
101going to deliver them to a centralized location. Smith School, that's kind of been uh going good. However, I've spoken with transportation from the perspective of what's the most kind of convenient way to arrange that. Um Smith School may not be the best location. So, we're going to continue to offer that option for our staff uh to try to transport and surprise their kids after school. They can be picked up. We're going to continue to offer that except we're looking to change that location to Batan with some of the bus transfers and everything sort of happened and she's already been working with the administration from Batan school. So if you watch time they have a lot of students. >> So I just want to let you all know that that's sort of tangentially related. And then
102of course option B I'll summarize this and Marie can uh uh can clarify it is um option B is we we um begin a process of eliminating the turfs over time. So this right, this option B um says um if you currently have a turf on file, we will honor that turf. Um you know, if you change schools or make a difference, right, you don't get a new you don't get a new turf. So this one says all existing turfs, uh as long as capacity and those things aren't effective effective, we'll keep those in place, but after starting this next school year, no new turfs at all will be approved. And if that was if that was the regulation we chose, then eventually, right, just like the school choice thing, we'd get down to uh
103uh you know, no turfs uh would be needed and we'd be aligned with how the original policy was published. So, you know, we've kind of looked at those two options. Um uh haven't really decided on one yet. Uh but I before the team does decide on one, um I I do obviously would like your feedback on option A, option B. Uh neither neither one please think of something else. Um any feedback on that? >> I see some validity in both option A, option B. Um from a couple different standpoints. One the flexibility to be able to have situations where if somebody moves bus from one place to another, you don't have the means or there's other circumstances that are involved. But then also see the other piece to it too and the simplicity for our
104transportation. um the cost of doing the business. We're paying two plus million dollars for buses right now. Uh and that that just hurts. And so uh I see it from that standpoint as well. And it's if we can minimize some of those costs, some of those costs go back to the classrooms go back to educating kids. Um so I'm I'm kind of torn between both of them. uh to be completely honest >> to trips we do have to get additional so the additional services so additional so >> do you have any idea how much >> I suggest >> it's okay so I I've been talking to several people from staff members to people the whole situation And it's my understanding right now although I know that the transfer kids are meeting at fell I mean
105not fell baton correct to go to their buses to go home. >> Correct. And so if you move the staff to Baton also that would take out possibly one of those buses. Is that correct? Instead of having a staff bus route and then >> don't have to take them out of the town then. >> Right. But my point is instead of having one bus going to you would have one bus picking them all up and going to the town. depends on how busy in the morning students to catch their bus to their school as it's the same thing but for employees we're going to send two buses because one side of town covers the other side of town the third actually buses There's like a small that was told at least the one that is
106the I guess the frost peak part is a six mile route. So it's not bouncing everywhere. But I feel like if we get rid of turfs that's going to hurt our staff because they need somewhere to have their kids go. And I know right now Smith is not something they are liking, but if y'all are in the process of making this change that you can >> I think you bring up a good point uh Mrs. Johnson regarding that. So relative to to uh kind of to and from transportation um relative to school zones I I'm thinking less about impacting the employees like I think regardless of what we decide right we want to continue to provide that service it's kind of like a a benefit like an employee benefit right so I think it's in
107my mind and you know uh this something we could sort of define a little bit better in the in the regulation I think right I They give in in two buckets, right? Employees, we have an employee benefit of we're basically taking your kids for supervision at baton. Uh no matter what we decide, I I would still like to make sure we have that carved out for as long as we have the money to to do it. Does that make sense? Right. as a kind of an employee benefit really when I when Anie and I and all we've been thinking about you know keeping the turfs or or graphs out it's more about to and from students that are coming from out of you know from being transported to a a student a school that they're
108out of zone for. Right. So it's you know my thing it's it's two different buckets but I think that's a good point that you brought up that sort of says those they're kind of two different things. I see I see them as two different things and and we can really you know as we decide on regulation uh if you guys approve exceptions in the policy we can define that a little more clear of the employee thing uh versus you know kind of regular to and to and from. So, thank you for >> and you having the form that's already I know the form is new this year. In the past, it was just we would go in and talk and yeah, you're on that. And so, the fact that you have it listed and you
109have to ask the proof and all that kind of stuff and it's a more streamlined process. I feel like having that is a better suggestion than just saying no because we can't know tomorrow what tomorrow today what tomorrow's going to do. And I do want to also point out Miss Johnson, we did talk about with the employee form making it a separate looking turf form, right? Actually having two separate forms, one for kind of the employee benefit and one for the tweeting from. We did actually talk about that because I think that created a little bit of of um backlog, right? Yes. >> Uh I don't believe that that we outside of the outside of the um uh after we phase them out, right? Um the only exceptions would be those things that are listed
110in policy, you know, Mckin Vento, um IEP, those kind of stuff, right? >> That that would kind Yes, that would be sort of the the the exception you'd eventually get to, right? um on the grandfathering in phasing out on on um regulation. Other thoughts on the regulations um and then we can um you know make a decision on if we want to approve the policy with that sentence about >> Mr. that make makes some exceptions. >> M from a working perspective, what do you choose from person day to day? So when I first got here, there was probably about 100% in high school in which direction and also resources from 2 and go I asked for a list and they students were there. So now we can tell you we have some students and we
111have a list and a roster they are strange last year caused a lot of uh people and it took a while. Yes, we have the form, but we have to process. So, we're using my staff resource to provide a turf for these students. They have to first send them out. Then they have to review them and they have to make sure we collect the documentation because I wanted the documentation to make sure they have to students like we do the from students they have some time and each one they show how they have to draw. So we're using sources for about 6% of our students who turned 2,64 students roughly 6%. So we're losing a lot of resources for and then we also have bus drivers contractors these three routes. So that's enough just to
112tell staff that the students don't even attend us and they get to know after a while because we have bets near a transfer. So that's that's a huge safety and right there. Were you just right there? Were you talking about our kind of employee benefit kits after school? Um because I I'm curious and you you might have numbers outside of the the ones we have at Baton that are kind of that employee benefit situation. The kids that are getting transported to right just the regular to and from but out of out of zone not including our not including the employee kids like if I'm supposed to be going to Bell and I want to go to Chapperel uh So I would say about 130. So you said total about 16 about students for Smith. That
113doesn't mean they >> so 30 kids for Smith for the kind of the employee benefit and then about 130 on a turf. Correct. And again, I think too about the maybe possibility whatever if we continue to do turfs, there's going to be some things to the turf form in general hitting on some of those custody things cuz I mean there's a handful of those in there where they're going to address. So with the tightening up of the if we have continue to have the turfs even the tightening of the the turf forms themselves is going to again you know I think weed out some of those hundred but I know Mr. school is asking probably more on the on the to and from side of the two regulations, you know, >> and and it's like
114the dance, you're trying to make sure that we're supposed to student. So we had a lot of students that were going to school and I was very close to school at night. So that is like 95 and track that data which is um to make sure 501 lessons that are sol because even my staff and asked them is there can um shorten this route to what else what other options should we have to drink this on time to school. Some kids have to have to leave the class earlier. So then >> I think that >> answers the question. >> Here's here's what I'll here's what I'll I'll share. Um either I mean either way we need it seems to me we got to it it sounds like I mean right now we need to update
115the policy to have some kind of exception right because you know even if we go to B next year that is would be a violation of policy without updating policy so you know we we likely need to update that policy. I think the I think the nice thing is by the policy with that statement that says look at the regulation we can decide on a regulation uh as a team it could be one regulation for this coming school year and Amber can say well Nick I know we picked this you know that's really not working then at this time next at this time next school year we can say you know what we've got to shift to this next regulation for for next year and then at some point we may say this is all
116this is all too much and then the board can say well we're going to go back in policy and we're going to strike out that exception line that we made. So I think that's you know there's some flexibility and and some kind of discussions and decisions that we we have to make um a as a team. Um so but yes >> I really appreciated what said about really considering me versus communities and I think that's important. I think that it's important that the school helps where they can, but I don't think that the school should be obliged to vent over anything. >> And that's and and again, I think Miss Mo learned this last year, right? Um whenever you have the turfs, and again, we've been doing them for a long time, right? >> It's
117it's determining need versus con convenience. Um and and I think I want to credit, you know, Mr. So, and Marie asking for that documentation on on what is this specific need. And again, there there may be things cuz we kind of did this uh at the at the start of the year with a you know, a kind of a new thing. There may be some things that that were allowed as a convenience this year that are not as much of a they're actually more of a convenience and they're not really a need. And you know just by nature right some of those turfs if we continue to do them manually may become sorry that was for last year but it's not for this year and that you know that ends up with that Marie ends
118up with me and and I'm okay with that. That's you know that's that's my job that's our job to manage that if again the board wants to have exceptions that's that's how we'll manage that as a team here. >> Go ahead. If we go to B, you're not going to be able to have exceptions for your staff member. If we were to go to black and white with a policy set and then this was your procedure or regulation. >> Sure. >> And then I have a question as far as So again, I've talked to a lot of people and it's been mentioned that there's the after school activity bus that goes down to Columbus. How does that work? Because that's that's after school hours. Did that who I want who paid for it and who
119how did they apply to get on that bus also because that would be an exception because it's not into school hours the regular buses that go >> I'll let Emory ask that it is it is typical in rural in rural communities um I my last shot I give a rural community where kids live kind of far away it's very typical for after school activity buses if you're involved in a school activity a sport a teen rail It's a common practice to uh look for funds uh to support some of that transportation. It varies from district to district what that money is used for, but that's a common practice. You know, growing up in Tulosa, uh we served the muscular Apache reservation. And so those kids that stayed for football and all those kind of things,
120special activities, um you know, we transported them, uh you know, back to a common thing. But again, I don't I I can't speak I don't have enough knowledge yet to know uh about that. So, Miss uh Miss Travis, Miss >> for the late um route and then M Travis can help me with the after school. So, the late route is for activities athletics. Um it's all the athletes for all the sports and those are the students that get transported back. um funding out activities, one of the main activities found that it opens up operational that is used for after school programs. At this point in time, we have our school time funding grant that pays for um the rest of the their secondary to get them to Columbus and that is a grant and that
121they get eligible by signing up for one of the after school programs and from 6 to 12 who needs the busing down towards Columbus that they're eligible for that. >> Other questions? Uh so so I'm going to say something. Yes sir. Because obviously we had a commissioner here and a representative over this situation and I and I invite them to make sure they come to many of the board meetings, not just this one. And uh I'm going to say this, there's a way to compromise. I think we can do both. I think we need to tighten it up so that it helps you guys but also be able to be flexible. I think there's always a compromise and that's something that we both need to do and that's the way I would do it. I
122would bet we do need to tighten it up so that you can focus on other things that you need to do but also give everybody an opportunity to be able to do something. So there I I think we can compromise in this situation, but we do need to tighten it up because I know what you're trying to do. We're trying to clean the books up. We have to. That's just the what we got to do. We got to find out there's decisions that we're going to be making for the future that we got to know what we're doing. And if we don't have the right data, we're not going to make the right decisions. So that's something that we got to do. >> And and Mr. CL I you know we may with the with
123with the regulation we may not get it perfectly right. No does that we may have it perfectly right the first time but u I I I would uh we'll work on the regulation but I but I would ask for approval of policy 2050 uh to add that line in to allow me to uh make a regulation to make exceptions so we can have our practice in line with our uh with our um with our procedures. Have a motion with respect to E 2050. >> I'll make that motion. >> Second, >> Mr. Mrs. Johnson. >> Yes. >> Mrs. Scrimley. >> Yes. >> Mr. >> Yes. >> Mr. Andy. >> On to D. Consideration and approval of memorandum of understanding with the Demi Police Department for use of P9 units on district campuses. Mr. agenda this agenda
124and after this is a lot easier and police officers. >> Mr. Chair, can you do us a quick favor and I can drive? You mind opening that? Well, you like I was looking. I didn't want to touch any of this. It's new. I didn't want to shut the meeting down. You're on a negative increase. It shows that I'm the only one that can do that because change 10th of the year say that it's going to expire at the end of this discussion and extend to June search over the JS. And then policy line. So I will send them soon. >> And just a major the the the shift that we made to make sure we had good linement. We did talk to Chief about the no students shall be present when the K9's around and
125then uh they said, "Oh yeah, you take that off, right? There's going to be around." So that those two things were the only uh change. Any questions or comments by the board? A >> motion? A second? >> Mr. >> Yes, ma'am. >> Mrs. Johnson. >> Yes. >> Mrs. Crumbley. >> Yes. >> Mr. Rosco. >> Yes. >> Mr. Folio. >> Consideration and award of RFP 25-06 physical therapy. president superintendent uh physical authority um and uh the results of that uh include several things that was not just reason for the RFP uh to make sure that we have uh pediatric development was the highest uh score of that and so it is very likely to be aware of this RP. >> And just a clarifying point for our board members, this is a this is a physical
126therapy um we keep them for three years. Is it three years? >> Well, one initial year and up to three. So they need a total of three years. >> The renewals are running out on this and uh naturally. So we need to make sure we we have a vendor that we can use July 1, 2026 for a one year with possibly additional renew. So that's just what what what the the need behind this is. Any clarifying questions? >> Have a motion. Make a motion that we approve the RFP to the physical therapy. >> I'll second that. >> Mr. C. >> Yes. M. >> Mrs. Johnson. >> Yes. >> Mrs. Conley. >> Yes. >> Mr. W. >> Yes. Mr. >> Do I have any board member requests for items or information for our next meeting? >>
127I got one. >> Yes. >> Uh bad policy. I'd like to look into it. A lot of places you're going to clear back policy for more defense and things like that. Um and then look at the the backpack clear back or clear backpack policy as well. So the clarifying question, Mr. Ros, so we can get on the right track. Clear back policy for like events. Yes. >> And a clear backpack policy for the school. >> Yes. Okay. All right. I know you both. Um I think you know just with the the current trends with with things you know um with just implementing these uh metal detectors I think it gives the benefit to try to get these kids in between the lines quicker and if something goes up it's easier to search a see-through backpack
128then go to Google backpack. Um you know we're still having issues with vapes still having I think we lost a couple of toilets last year at the high school because they were bringing stuff down the toilets. We're not going to catch everything, but I think that tried to minimize some of that risk. Um, you know, I think with see more and more issues of even elementary kids now taking adults to school and, uh, I think with the clear back policy that we don't have in some of the school sites now, I think it helps, you know, get uh, it helps the the employees and staff and principles and things like that be able to see those backpacks as well. I think it's just another safety piece. Parking a little safe that are there lockers at
129the high school other >> No, >> they don't they don't build lockers typically anymore as an athletic areas. >> Any other requests for items or information for >> I would love to make a comment. I would like to recognize I know Gasper's not here. the uh cheerleaders at the high school took uh runner uh what is it runner up first runner up for their cheer comp competition and uh I just want to recognize them that they did an amazing job. We've never had that in a long time. They've been through a lot. So just I just want to >> thank you Mr. Cole and like I said as a team we're we're continue to try to get more and more students here in our in our meetings and and we'll we'll kind of work on
130on get some of those folks in. We had a big CTE accomplishment as well. our skills USA chapter was awarded. Looking to get that information out and get some OCT kids uh here and and some other kids here in M. So >> wrest. So >> yeah, we'll work we'll work we'll work on we'll work on that to see what we get done in in in May floor members and we'll work on that to approve upon that next year. So thank you for that feedback. The bread will be having the next regular meeting at Columbus Elementary School on April 16th, 2026. The meeting will begin at 5:30 p.m. >> Did you read all that? >> All right. Um, the board will be adjourning the open meeting with the board meeting. That's not good for um in
131closed executive session for the purpose of discussing limited personnel matters, employees on leave as permitted by NMSA section 10-15-1H2 and discussion of personally identifiable information about any individual student as permitted by NMSA section 10-15-1H4. There will be no action taken in closed executive session and the topics will be limited to only these matters. Do I have a motion to adjurnn on second? >> Mr. >> Yes, ma'am. Mrs. Johnson, >> Mrs. Cley, >> yes. >> Mr. Rusco, >> yes. >> Mr. C. Yes. Thank you. Thank you all. You're >> welcome.
