Can we say the Pledge of Allegiance? You can unmute yourselves or not, but I pledge allegiance Thank you for that. Uh Kathy, can you take roll call? >> Yes. Uh board member Magdalena >> Present. >> board member Miguel Penny, here. >> You're you're on mute, Ms. Penny. Sorry. >> Present. >> Thank you. Um vice president Medina is not present. President um Dr. Amelia >> Present. >> And myself, present. >> Thank you, Kathy. Um D, approval of uh today's special meeting. >> So moved. >> Thank you, Peter. Can I get a second? >> I'll second. >> Which one? >> Kathy, you won. >> Kathy, okay. All right. Um Peter? >> Yay. >> Glenn, oops, sorry, not Glenda. Kathy? >> Yay. >> Great. And Penny? >> Yay. >> And myself, yay. All right, public comment is on
here. I don't know that we're going to Do we have any public comment? >> Uh Madam President, um we put a public comment just in case any uh public would like would wish to comment, especially that uh this is a um to approve our budget. Although um your leadership team have engaged in uh different uh advisory meetings to to get together inputs regarding the creation of the budget from our tribal members and also from our high stakeholders. >> Perfect. Okay. Well, Janice, do we have any >> No. No No public comments. >> Okay, perfect. All right, we'll move to new business. A, consider approval of the 2026-2027 budget. That's an action item. >> Madam members of the board, Ms. Randy Cordova, your um chief operation and finance officer will be presenting the budget for next
year, '26-'27. Uh we are not cutting any services, but rather we are making sure that we remain uh aligned with our uh five-year strategic plan and we continue to support direct service for our kids while maintaining appropriate administrative support to make sure that we have operational excellence. Uh Ms. Randy, go ahead. >> Thank you, everyone. Um and I apologize. I had a PowerPoint, but my permissions are >> Sorry, Ms. Randy. Uh maybe maybe our president uh Dr. Trujillo would would like to uh put on record uh one of our board member, Ms. Medina's participation. >> The >> Ms. Medina just joined in, Mom, at 4:03. >> I'm so sorry. It didn't pop up on my screen. Sorry, Dr. Kamada. Yes, so for the record, um Ms. Medina is now present. Thank you, Dr. Kamada. I
didn't see her jump in. >> Thank you, Mom. 4:03. Ms. Randy, if if you may. >> Thank you, Peter. Okay. Um it looks like my permissions aren't allowing me to share my PowerPoint, So, would you all mind if I kind of just read off of um the key items that I just wanted to discuss in regards to this year's budget? >> Yes. >> Um I also wanted uh to take a minute to um introduce Jessica Griego, who is uh the district's business manager, who worked hand in hand uh with me and Frida to create this uh this year's budget. And so, um I believe Kathy mentioned at one of the last meetings that this is part of our succession planning um because eventually Frida's going to want to leave me even though I'm I'm hanging
on very tight. Um but uh Jessica has definitely um stepped uh uh into this role with a lot of confidence, and I think she's doing a great job, of course, with the guidance of of Frida. So, um I don't know, Jessica, if you just want to say hello really quickly, and then I'll get started. >> Hi, everyone. Thank you, Randy. Thank you for that. Um I'm excited. I'm excited for this role that I'm stepping into, and um this budget season has been um there's a lot to learn, but I'm excited, and I I feel like I have a a good handle on it. >> Thank you. So, some of the items that I wanted to discuss um I I believe I've kind of, you know, in in the upcoming months or um in the previous
months leading up to this budget season, uh I kind of kept you guys up-to-date with the different things that have um passed, especially with the legislative updates, but I still wanted to just um touch on a a couple of uh the laws that were recently passed. Um and then I did want to uh tell you guys and inform you all of the planning priorities with the budget. As Dr. Kamata mentioned, we didn't make any cuts. Um, and we were also able to stay competitive with our salaries. Um, and that of course is to assist us in uh recruiting and retaining quality staff, which is a part of our strategic plan. Um, the the budget for 2026-2027 uh did absorb some increased insurance and and operational costs, but as again, as Dr. Kamata mentioned, we did
protect our student programs. Uh, we worked to ensure that the budget aligned with uh the planning around especially around our enrollment growth. And um, we've been monitoring our fis- fixed costs um in order to preserve classroom support and instructional services. Um, I wanted to mention that our unit value uh for the 2026-2027 uh budget was $7,117.10. Uh, we did include the average 1% salary increase to all um employees of the district. Uh, we did abide by the 80/20 insurance responsibility. Um, our NEMSIA rates did increase along with this 80/20 insurance responsibility, as well as our um our risk premiums. They increased about 14%. One of the items uh that um I wanted to discuss was House Bill 63, which was the public school funding formula changes. And some areas that I wanted to touch on
was um the state in passing House Bill 63, the state recognized that there are increased cost to our secondary students. So, I know you, Dr. Kamada, talks a lot about our CTE programs, our graduation requirements, the behavioral support needs, intervention supports, and so this bill essentially was passed as recognition of the cost of the increased cost to the secondary. And so, what that did was it increased the multiplier from 1.25 to 1.30. Along within House Bill 63, it also um uh created ELL, which is English Learners, as a standalone component. And so, for our budget and within the SEG, this standalone generated $177,000 for our SEG. And so, what we decided to do with that, in conversations with other business managers and finance directors throughout the state, was they were going to be putting in
their TESOL-endorsed staff into their salaries into this code, which I previously had mentioned is 4060 as the new program code. So, we too went along with that, and so we were able to input a couple of our staff salaries who are TESOL-endorsed, and attached them to this program code. So, um another area was within this bill is it created a hold harmless provision. And so, that assisted in in keeping our SCG maintained. So, that was good for for our budget. I did want to discuss that our enrollment has increased. We were able to our budget um with an average between the 80 and the 120-day uh student enrollment of 297. And so, this year's budget, we built it off of 295. And so, it doesn't seem like it's that big of an increase because we
aren't allowed to include our pre-K students, but in the overall formula of the SEG, our um increase was about 400,000 over just over $400,000. So, that was that was really beneficial to us, especially because this 80/20 um is costing our district over 200,000. That's just the medical alone. That's not the dental, that's not the vision, it's strictly the medical. So, um our increase in the SEG was extremely helpful in making sure that our budget was um aligned. Um as I mentioned, we did see some uh NIMSIA insurance increases, the rates, so those went up uh I believe 9.95% and our risk increased 14%. Um let's see here. Um if you noticed in the budget, we have several grants that we already input and that was because Dr. Kamada was able to submit our applications and
that was for Title 1, Title 2, Title 4, and IDEA B, and then pre-K um IDEA B, I guess is what it is. Um so, we were able to input those in into our budget as well. And um I we just recently received um some updates to Title 2, so Dr. Kamada and I will be looking into that, so there may be some some changes in in that allocation. Um but, what I will be uh asking of the board today is uh for your approval of our fiscal year 26-27 budget um with the allowability to make changes as PED um request that we update uh certain items. So, that would be like as different applications open up or if I have to make any changes to our operational based off of what PED is requesting,
that the board allow me to make these changes. >> And and also, Madam President, uh in one particular grant that we have applied for next year, which again, we are not uh reducing any program. We are currently supporting it with our operational funds and we would like to we will continue that program. But I would like to I am considering right now not not uh completing the third year of the CLSD grant and we are we are able to we are able to support it within our uh own operational funding right now and it it just seemed that uh uh it does not allow us flexibility that uh that allows us to provide the necessary services with the unique circumstances that our student population needs. So, again, the assurance is that we are not reducing
the service and we are continually going to support it with our operational funding. Could you confirm that, Ms. Randy? >> Yes. >> Thank you. And uh again, uh Madam President, uh this budget for next year is really direct support services. We will be providing intervention services on top of ensuring that our uh core instructional tier one instruction is fully implemented and we are going to uh provide intensive support services embedded during the year uh during the school day and also after school and it's going to be from pre-K all the way to 12th grade including um work-based learning opportunities for our CTE programs improving our and supporting or supplementing uh cost for with our CTE Perkins as well as title one and title four and with our operational funding to support um increased opportunity for
our not just high school but we are now also going to provide uh CTE a career exploration opportunities for our middle schooler. And uh the next year's budget will also reflect uh the uh your leadership's intent to start clarifying our portrait of the graduate from pre-K all the way to seniors. So um this is still in line with our five-year strategic plan and um this uh budget also reflect our second year theme for in our five-year strategic plan. We are finishing our year one which is year of accountability. Our year two is year of change. So there will be a lot of supporting, a lot of guiding and a lot of training for our staff. So uh I uh I support the the budget created and proposed by our chief operation and finance officer Ms.
Cordova and Madam President members of the board. I am very confident in our budget for next year and I ask for your support and approval. >> Wonderful. Thank you Dr. Kumaran. Thank you Randy for all of that information. Um okay. Can I get a motion to approve? >> Before that I have a question. >> Oh, go ahead. I'm sorry Peter. And of course, go ahead. >> Uh Randy, what's the unit price per child? >> How much is it? >> Each each grade level um is a different >> not the grade, the tile. So, the total was what? How much was it? >> E- Each one generates uh a different programming. And so, let me let me pull up my uh screen. >> We just want to see how much uh each tile brings into the
school. >> One second here. Sorry if I'm squinting. >> That's right. I do that, too. >> Okay, so our kindergarteners uh have a factor of 1.4 and we have Oh, one second here. Um between the 8120, it was uh 21 students that we were able to account for. And so, at that um uh the kinder Do you want me to go grade by grade? >> No, that's fine. Just going to get maybe my average. >> Well, I can tell you just our enrollment alone, um based off of the different factors, it generated uh 2.6 million. >> Okay. >> Yes. >> That's fine. Also, I wanted to uh can we get a copy of your budget? Can you send it to us? Whatever you your PowerPoint or whatever. >> Oh, the PowerPoint, yes. But, you did
receive the budget, correct? >> Yeah, yes. I'd like to see that. >> Okay, yes. >> I think it's good that uh you know, I I know they have the kind of problems with the uh the system here, but it'd be nice to look at that first, the budget, beforehand. You know what I mean? >> Yeah. >> But, that's good, though. I mean, if if it's I know I I trust you. You always do very good for us, for the school district. And I appreciate what you do. So. >> So, Peter, did you get the budget? Did you get a copy of the budget? Are Are you Are you just talking strictly my PowerPoint? >> Your your PowerPoint. >> Oh, okay. Yes. Yes, I'll make sure that I'll send it to Janice, and then she can
distribute it or to Dr. Kamada. >> Okay. >> You guys can have I apologize. I had it all set, but I don't know I'm having with my permissions. It's not allowing me to share it. >> Mhm, okay. Well, that's fine. Okay, I think that's it. >> Yes, Madam President, members of the board. Um, just to support Randy's Randy was explaining that each grade level now and with the at-risk value and everything, but just from the memorandum dated March 26th from Secretary Padilla um based on the General Appropriation Act of 2026, the per the the initial unit value for 26-27 is $7,117.10, Mr. Peter. It's It's equivalent to $240 increase from this year's per unit per pupil unit value. And then on top of that, there is an at-risk calculation. So. >> Right. >> 25-26, the
per unit value is $6,877.10. This year is $7,117.10. >> Is it Is it all the same with special ed students? And then the regular regular Oh, okay. Thank you. >> So, um, if I if I may, so I I'm sorry. I'll I'll try to um break it down a little bit. So, the SEG is um it begins with our enrollment, and so each class has a factor. And so all of these factors are then multiplied by the unit value and that's what creates like I mentioned so for just the enrollment alone multiplied by the unit value creates that 2.6 and then there are all these separate programs ELL at risk national board certified special education fine arts elementary PE We have small school size adjustments. Um Let's see there's home school charter schools. Of course
we don't have any of that and each of those different programs has a factor and then those factors are then multiplied based off of whatever it is that we qualified with our student enrollment and that's multiplied by the unit value which then overall gives us our SEG and so our SEG for the fiscal year 26-27 as you would see in the budget is 6.8 million. So the state sets each factor and so like I as I was mentioning in House Bill 63 the secondary students got an increase on their factors which hadn't been done in quite some time and that's because the state recognized that it costs more to educate the the secondary and so all of those factors are then multiplied by the unit value. I apologize if I didn't explain that. >> And
Madam President once this board is approved and we are able to submit to PED either by June or July we could have a workshop that we can we can present to you and Randy would be able to show the breakdown how we are going to actually spend them next year. >> Okay. Okay. That would be great. I see Kathy nodding. All right. Well thank you, Randy, for the breakdown of all of that. The budgeting is always something that goes right over my head, so I appreciate the way that you talk about it in terms that I can understand and get. So, any other questions for for Randy or Dr. Kamada? Madam President >> If I If I may really quickly, I'm sorry. I I just wanted to mention one other thing. Um our salaries and
benefits alone is about 70% of our operational budget. >> Okay. >> So, everything that is generated, it's it's goes largely into our salaries and our benefits of our staff. >> Okay. >> And which is a natural budgeting realities for public schools. >> That's yeah. That's That's across the board. >> Okay. >> Some it's a little bit more than others, but for us it's about 70%. >> That's significant. >> Mhm. >> Yeah. Okay. >> Wow. >> Thank you. Um anything else? No? Okay. Well, I will ask for a motion then for approval. >> Move. >> So moved. >> Do we want to make sure that we stay on record with um pending any kind of pending changes or adjustments to the >> Yes, with any pending changes or >> Peter. Can I get a second? >>
I'll second. >> Thank you, Kathy. >> You're welcome. >> All right. Penny? >> Yay. >> Thank you. Peter? >> Yay. >> Glenda? >> Yay. >> Thank you. Kathy? >> Yay. >> Thank you. And myself, yay. >> Thank you, board members. Thank you, Madam President. >> All right. Moving down to B, consider approval of the 2026-2027 salary schedules. >> And again, as you as Miss Randy mentioned earlier that the bulk of our public cost is through our investment in our personnel. So, at this time, Madam President, we would like to get approval with the pay schedule for our staff members. And Miss Randy is stands is stands ready to answer any questions. Go ahead, Miss Randy. >> Um all I had to say is or to add to Dr. Kamada is that we were able to
meet the mandate, as I mentioned earlier, of the 1% raise, and that is within the salary schedules. >> Okay. Wonderful. Does anybody have any questions for Randy or Dr. Kamada? >> No, I don't. >> Okay, perfect. Can I get a motion to approve? >> I'll make a motion that we approve the salary schedule for the coming year. >> Thank you, Kathy. Can I get a second? >> I second. >> Thank you, Glenda. All right, Peter. >> Yay, Glenda. Yay. >> Penny. Do I need a verbal yay? I'm not sure how that works. Okay, I can see I can see your moving. Thank you. Kathy. >> Yay. >> Glenda. >> Yay. >> And myself, yay. Thank you. >> Thank you, members of the board, Madam President. >> All right, let's move to C, consider approval of
the fine arts education grant. >> Madam President, members of the board, this is an annual grant submission, and I have today I have completely completed the the narrative part of it. Um we are going to be able with this grant we will to to provide opportunities for our students K to 6 uh on uh fine arts and uh be able to bring in um different artists and different uh and promote uh integration of arts in different disciplines. Uh that that include professional development, supplies and materials and uh I ask for your support and uh to sign the assurances. I I shared with you the assurance form and uh this is going to be for our K6, but definitely the art program the fine arts program is offered uh the opportunities are offered throughout our district,
Madam President. And I ask for support. >> Wonderful. I was excited to see this, Dr. Kamada. >> Oh, and by the way, in one in that assurance form there is a um a person there if uh what's the word? Uh uh fine arts advisory council contact. Um I worked with our one of our volunteer uh in our school and she has been a an art teacher in our district and she's also a local uh community member, Ms. Uh Vihil, Ms. Susan Vihil. And she helped us this year and uh she will continue I will continue to consult with her and together with all other stakeholders on how to uh promote or how to improve our fine arts program in our district. >> Wonderful. Well, thank you, Ms. Vihil. >> Yes. >> All right. Any questions?
Okay. Can I get a motion for approval? >> I make a motion for approval. >> Thank you, Peter. And a second, please. >> Second. >> Thank you, Glenda. Kathy? >> Yay. >> Glenda? >> Yay. >> Penny? >> Yay. >> And Peter? >> Yay. >> And myself, yay. Perfect, thank you. >> Thank you board members. Thank you Madam President. >> Yeah, absolutely. Um okay, adjournment. Can I get a motion to adjourn? >> I'll make a motion that we adjourn. >> Thank you Kathy. Can I get a second? I'll second. Thank you Peter. All right, Penny? >> Yay. >> Glenda? >> Yay. >> Peter? >> Yay. >> Kathy? >> Yay. >> And myself, yay. All right, we're ending at 4:27. >> All right. Thank you everybody and we'll see you next week for our
