I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Board member >> board member vice president I'm sorry >> and >> myself president I'm president and um Kenny is not here today but we do have a Perfect. Can I get approval for today's agenda? >> I'm going to make a motion that we approve the agenda with um times added on as to what time we um left our meeting on the 31st. So agenda. >> Okay. And now I'm going to ask for the amendments of the time. >> Sorry. >> I know. >> Peter, Kathy, >> you >> Glenda. >> Yeah. >> And myself. Yeah. Sorry, I just want Okay, so I would like to
um approve with amendments of the time we dismissed from the meeting. >> So from executive uh we had a motion from Peter with a second from myself and the time was 6:44 >> and all in favor And then so that was going in. Sorry. And to get out motion to um get out of the executive. I think I said it wrong. Peter was first second and that time was 8:12. >> Okay. Motion to adjourn the meeting completely. Peter was first seconded and So with those changes >> here, >> Madame President, members of the board, uh community members, colleagues, and students, parents, good afternoon everybody. And to those joining us virtually, good afternoon also. Uh first of all, uh Madame President, you have my report and I will stand ready for question later. But uh I'll
take my time madame president first of all to acknowledge that um I believe in earlier this year I uh nominated the board for uh the entire board for uh the excellence of of student achievement awards and uh for the effort and the leadership of the board in uh in adopting the strategic plan and supporting the the district's initiative in improving literacy for all students from prek all the way to grade 12. So the New Mexico School Board Association award is this excellence in student achievement award presented by the New Mexico School Board Association in cooperation with the local board of education in recognition of the outstanding role played in improving student achievement for the year 2026. And these are for each of the board member. Uh Peter Magdalena, Glenda Medina, Amelia Trujillo, Kathy Trill Weissman,
and Penelopey Bill. And I cannot uh I cannot stress the the importance of having uh a very workable at the same time uh ambitious strategic plan that uh as an administrator it really helps me and my team as well as the teachers and the students uh because this is a whole stakeholders input and it was through the leadership and through the vision of the school board to really have a fiveyear strategic plan and to to to guide our um our school and also with that five years strategic plan um we also adopted a new vision and a new mission statement. So um at this time madame president members of the board I'd also like to take my time to recognize our uh CTE our excellent uh CTE students. Um since I've been here as a
principal before um one of the uh thrust that was given to me by the leadership then was really uh to address decreasing enrollment improve our uh achievement proficiency and also improve our attendance and uh when I had to talk to the students and the parents one thing that uh the primary reason that students leave is because we offer lack uh we offer lack or low uh number of opportunities for our students. So um I we've applied for CTE grants. I've asked the students, I myself together with the teachers really talked to each of the students as to what pathway they wanted and we established that five pathways and through the support of the parents and really the effort of our students. Um uh Madame President, members of the board, uh I am very very excited
to report and present to you these individuals who are role models to our students. Um, when I say they're not just excelling on their own, they're excelling because they are modeling it to the other kids. This year, our goal was to at least have 50 students be enrolled in a CTE pathway. We have more than 85 of our students enrolled in a CTE pathway one way or the other. But our major five possess um culinary arts and um uh computer science, health related uh EMS as well as construction trade. Uh our students are earn for our construction trade they are earning dual credits and um the only poss that we really was not able to uh facilitate this year is the emergency response. It's very hard because it it requires somebody who can certify to
offer that kind of instruction. But we're still going to try to do it to give our community our value that uh EMT responders here. But uh suffice it to say, Madame President, in front of you right now are our high school students, seniors and junior uh seniors and well, I call them juniors because they already have credits. seniors and sophomores who who are already doing their um concentrators. So that means they have been in CTE last year and they're also doing CTE course again this year. And we actually hopefully she could qualify to be a capstone because of her active participation in the culinary arts. Um they have we just thought that we wanted to participate. We wanted Hemis Valley to be to be represented within the state within even within our local community. They
participated in the regional competition and they earned gold medals in those regional competition competing from different schools, Rio Rancho and Bernalo, ABQ and because they won they've qualified to compete in the New Mexico state and they've earned gold medals again. So because of that these students qualify to compete in the national CTE competition both in the skills USA and the FCCLA. So today madame president members of the board I'd like to present to you uh the team the CTE team our FCCLA and Skills USA our coaches uh Mrs. Low Dr. Hello and miss uh Dehan and our students senior she earned two medals two gold medals right Christian >> two for regional and for >> national and national and so uh she participated in the culinary arts and I'll I'll have her introduce herself and
tell us what you presented >> so for regionals it was a competition. We're in culinary and patriarchs where I had 2 hours and 45 minutes to decorate a styrofoam cake with the stuff that they told us to the outline. And then I made um Air Express coffee seed lemon muffin and sugar cookies, which you can see I made some over there. >> We can only see >> for regionals. I got first place builder which qualified me to go up to state and state. I got first place what you want. I'm sure it's good. And also uh madame president, members of the board, we also have two of our uh gold medalist in the leadership program and both in the mental health service. Uh yesterday I was uh presenting to our hemis uh PBLO leadership and
one of the question they asked is what is the district doing as far as mental health? Well, we definitely provide direct service but we're also preparing our kids towards that. So, I'd like um uh it's my honor to present to you two of our students. One of the one of the two of the students are here. Abigail Garcia. >> Hi, I'm Abigail Garcia. Um I'm actually part of the pre-apprenticeship here in Miss Valley um up in the high school to present peer support uh peer support to my peers um for the wellness room. Um, and so my presentation was about mental health in rural communities as you can see right there. And I made bronze for regionals and then gold first. And the other person who also won gold is Jama. So uh and um
the fourth but not the least the last rather is we also have our cosmetology class. So uh and we're very happy that the state is supporting us and we are also being supported with our different funding and she's also competing. So the three ladies um Jamaa, Abigail and Kristen qualifies to participate in the national competition in Washington DC. And um and I I'll let her introduce herself and tell us what she did. So I was kind of to do a four section on the mansion. I got a gold medal and in the national competition in Georgia. So um we're putting together our efforts and that means that we are representing they will be representing Hennis Valley out there. So uh any for your consideration first you have anything to say before I >> congratulations you
know great job being on and don't give up congratulations great job and continue working hard and making us proud. I um well one I couldn't do anything that you guys are doing. It's amazing to see. Did you say seven minutes? >> Oh my gosh. That that's crazy. Seven minutes to do all of that. Um I've heard about your cooking and your baking actually from this Glenda here that it's really good. So thank you for us something to eat. I'm super excited to try. And for the mental health piece, I am a marriage and family therapist. I have my doctoral degree in counseling and counselor education. So, I'm super biased to what you've done. That's truly amazing. Um, it sounds like you are truly paving a career path for yourself, which is awesome. The state, the
world needs more therapists. So, congratulations to all of you. That's awesome. >> And all four of them are collegebound. Fact, Christine Toya as of November or December rather already got an acceptance letter to go to college in New York, >> right? And she also received another a second acceptance letter in another college >> university. So yes, and that I'm just saying that your high school is developing this kind of graduates. That's part of our forte of remedies. So, and Miss Abigail Garcia here, he's in she's into mental health, but she really wants to pursue law. >> Okay. >> So, what what could be you know talking about uh legal uh profession to have the heart of a mental health professional? I was talking to them. So, definitely an Ayana is in the field of health
related fields pursuing that. So, there you go. So, and coaches, mentors, thank you very much for this evening weekends preparing these kids for those competition. So, good luck. Okay. And parents, thank you very much for your support. >> Thank you. >> And Madame President, just to um just to continue uh first on my report, uh Conorama is now live. So that means and and we're training first. I'm going to train the administrators and then the board because now you will have available direct access of the district data including surveys from the students. You will have it in one platform. You will see proficiency data in reading. You'll be able to look at uh grade level surveys and you will have firsthand uh access to those data available live. So that is already live. Um our
uh uh success for all TV started last uh Friday and I have gotten very good feedback from the elementary team and we are uh looking forward to an all staff training uh in July and well the the trainer will still come in before the end of May and we'll also be working towards helping the elementary during the during the summer time uh to uh again this is to address our literacy so it's going to be and all hand on deck. So not just uh we will be training teachers, administrators, coaches, uh par profofessionals, substitutes and even volunteers. It's going to be an all hand on deck as far as literacy implemented for next year. Uh for facilities, unfortunately uh we could not get a full um compliance with our uh fire system and we are
working to address that. uh we have two things that we need to address and uh Randy and her team is already in contact with our contractor to make sure that we already have an action plan so that we can submit to the fire marshall and we could get a final approval. Um our 5-year facilities master planning is already started starting today. We have a an inspection facilities inspection uh throughout and they were taking pictures of the building so that we can present to you in June and July and you can help form the priorities for the next five years which one should we should prioritize. Um the entire facilities team has already done started their spring cleaning HVAC spring. Uh we are still working but um we did not officially turn off the heater because
the morning can still be cold. So but uh no issues so far in our classrooms. Um uh the big thing for our technology and as well as security is um we are the the security team and the technology team is completing a grant application uh for the caps and this would if this grant gets approved this should provide the district uh half a million dollars almost to improve our security infrastructure within the district. So that will again I will bring that uh to your consideration as to which to prioritize uh to improve our security. Um we hosted two high school and two middle school home track meet. Um I I would like to report to you that we did get uh an eligibility violation in our uh one of our sports team. Uh that the
the game is the the team is still able to play. we just have uh we don't have to cut any uh games or anything. Um there is just but the the good thing um at least the letter that that we've gotten is they acknowledge that the district did a self-reporting. So uh Mr. White Eagle and his team uh was uh is already doing corrective action and um but uh we are in constant uh we are in communication directly with NMEA Mr. Task. Okay. Um our um last March I submitted to you for I I I asked for your approval uh for the priority for our grant application. Um and I would like to report members of the board that I have successfully submitted the unified application on time. Uh we are near completion with our
go library grant a $10,000 grant to improve our library system. We're just waiting now to identify uh key personnel to get training so that we should have a good library system for the middle school and elementary as well as the high school starting next year. Um the staffing changes um we've uh hired a new uh teacher to replace our elective teacher and we've also interviewed and offered two additional teachers for our elective and for our prek that would possibly start in May 4. Um we at this time madam uh madame president members of the board with some changes with the uh departure of one of our of our administrator I have designated Miss uh Amanda Herman and she is as our K8 uh principal. She is now overseeing the K8 program. And uh to help
to help me administer the high school I have Mr. Flaviano Midalier to designated as as our school head teacher um until we are able to hire new administrators. And I'd like to introduce Mr. Fraama Vidali. Uh he is our uh special education teacher, regular education teacher, our uh virtual uh class facilitator in the high school and the middle school. And I asked him to report so he did not know. So he he he gave his report. um for for your consideration uh madame president uh and you will see his report um the the skills USA uh the group of miss uh also um also uh applied for a grant and they have gotten the grant of $5,000 that really helped. So we encourage our staff to apply for grants that really help to pay for
the uh for the activities for the students participating in this competitions and including um their shirts and everything. Um our staff testing participation that was administered last April 15 as is at 94.12. Um our P2C this is another grant for our special education and math. Uh we have a visit from the P2C and the junior and senior prom uh was uh completed last uh Saturday and I was here and it was a very nicely decorated um prom night and it was uh it was uh security wise it was and peaceful and the students really enjoyed the time until 11:00. Um we also got awarded and this is just I think in the last two days only today's yesterday we just got awarded um a new grant that Miss Lo also applied for for the youth
and government organization for next year. So for any of our leadership this is in line with one of our discussion item to to create teacher uh student leaders. Um and for our Earth Day which is going to be this Thursday, the JBPS student council particularly the grade 12 student Ken Dean uh will be doing uh through the grant uh got a grant from the department of transportation and they will be facilitating I think tomorrow they will be facilitating an Earth Day activity a cleanup drive. So and that is led by the student uh student leaders Madame President. As far as our IT, um, we have really improved our IT infrastructure. We still have a lot of things to do trying to improve our connections and things like that, but construction of the new middle school
entrance is underway and progressing as planned. This redesign will enhance our campus security. The upgrades for the district wireless network are also in progress and that is to lessen um any dead spots within our district especially now that we are using Bera. Some um the system in Busera is that if there is another wireless port it it jumps over but if once there is no internet port then nobody would be able to call out and nobody would be able to call in through. So we're improving that infrastructure. Um the department is also beginning to replace the aging servers and that is the flet destiny library manager that I talked about and we are organizing our data for submission for the caps which is the school violence prevention program that is the grant that the security
and IT is uh completing and we have evaluated different vendors and selected equipment for our e-ates program and we are working with the JBPS public relation team uh to update and improve our district website and our social media presence and April and definitely May is going to be a very very busy month uh for the present members of the board. just for the month of April. Uh I could not even uh put in the what have already started beginning of April but there are just things that's happening this week and next week and the entire month of May. So thank you for um the report of uh Mr. uh Bobby, Mr. uh Vos and also Miss Jessica Vos our activities coordinator. And uh one last thing Madame President is that two last thing rather. Um
I have just recently this was dated March 13 but I have just enough this uh supposed to be to present to you that for school year 2425 um your special education department of the Hemis Valley public school received a designation of meet requirement. That means we are no longer in a corrective action. So that means we meet all the requirement. You would see how we are rated for our uh annual designation for our special education services here in your district. Um on indicator 4B, indicator 9, indicator 10, 11, 12 and 13. We meet requirements and therefore we are not in a corrective action. But it doesn't mean that we we are not going to make improvements in our special education services. And one last thing, Madame President, is um it's already April. This June and
July, the state of New Mexico will come up with its designation and accreditation of public schools and charter schools. So, in in this report, it's too small, but I'll I'll share it with you. You'll see it. Um there are just some reds out of those are all the components that they are looking for to accredit the district and the school. So um I'm happy to report as far as our board training for local school board we are all compliant as of December 31 2025. So uh we need to look uh we need to work on our 3.4.3 4.3 which is a school level expenditure of quarter one for this year and that was because some of the grant that we received we received the grant that we did not receive budget authority to to start
spending them down. So Randy and the team are already submitting RFRS for those. So and I I am very confident that we will be compliant as well. Um next step plan last year we did our 12th grade. This year we are working to make sure that we are able to have our next step plan. This is a required process for all our eighth graders and all our high school students. So I am working with our counselor and I will be getting additional help to make sure that before April 30 all those students have a next plan and we can already check that all for compliance. Um required course offering for grade 9 to 12. Um we do have it. They just needed confirmation from me which the board already approved it last in the beginning
of this year as to the two required elective which is the financial literacy and the life skills. So I just have to submit it to them and we will also cross that off. Uh our uh Indian education student in assessment and our Indian education systemic framework and accountability is because that part is end is a three-year cycle. is officially ending this year. So it's starting we are now starting another three-ear cycle for our Indian education. So Miss Julene is working with me and the team to make sure that we are in compliance with that three-year cycle. That means a lot of activities and a lot of consultation and the PD is just not talking about asking for their participation but they really wanted uh they really wanted that our framework captures um the wording directly
from tribal members from tribal leaders. The good thing is I was able to explain to them that on school year 2425 we already did a strategic plan. And when we did a strategic plan, we we held stakeholders meeting and with those stakeholders meeting, we have input from tribal members, tribal member students, tribal member leaders. So they allowed us to submit this as part of our uh uh process to address those complaints. So we are on track and um we if everything stands good and we are able to meet those deadlines your district will be accredited for this year. So and I stand for question if you have any madam president. >> Thank you. Good evening everyone. >> All right. So, I have uh two reports to provide to you today. So, we'll start out with
elementary. Um, so for our academic achievement for this month, um, taking a look at our Amira scores, which we just completed, and it was a short month, so it was only three weeks worth of instruction before we took this assessment. Um, our first graders just blew it out of the water this month. So, first grade showed the highest growth this month. Um, they doubled the points of average growth of any other grade, which is really exciting to see. um for those foundational skills. Super important as we move up into the higher grades. Um so they had 23 points of growth this month and again only three weeks. So awesome. Um second highest cohort who has been consistently in our top three since the beginning of the school year. I'm really proud of this too is
our special education students. So this month they went up another 12 points as a cohort which is awesome. Um, so those are the students that are receiving our explicit instruction through Redwood Literacy Specialists and continue to see really amazing results through that. And then coming in third place with just one point behind them is our second grade cohort who went up an additional 11 points this month. So very very exciting. Um, honorable mention, I'd also like to just mention our EL students who we've also been tracking who went up 10 points as a cohort and that is the highest growth we've seen all year from that cohort. So, that's really exciting, too. Um, next I also provided you this month are math results because as we move into next year, that's going to be another
one of our main focuses. Uh, we spent quite a bit of time this year trying to align ourselves in literacy and make sure that all of our teachers and staff were providing structured literacy support, uh, you know, preK through fifth grade. Next year, we're going to try and do the same for math. And to start that um we've been tracking much more carefully our analysis of our math scores. So what I provided for you is our assessment um scores from the beginning of the year until now in I Stationation which is what K through2 completes and then I also provided our assessment which we do with three through 5th. Um so as you can see we definitely have some foundational gaps that are occurring within the math instruction as well to start to remedy that
even this school year. Um we did receive a grant for highintensity tutoring services and we decided to specifically use that to target math. Um, so we've provided the service our grade level standards for each grade level and for 30 minutes a day every day all of our students log in with a live tutor who helps give them that double dose of those found foundational math skills. Um, so we just started we just started right after spring break. So we'll be able to do that for the final six weeks of the school year. We hope we'll be able to see um a little bit of a boost before we go into summer. Um but that is going to be a main focus for next year as well. And then moving on to look at what our
attendance looks like for this month. Um three out of seven of our grade levels did hit that recommendation of it having attendance at least 90% of the scheduled time. Um we're still seeing an issue with some of our attendance. Um so that's something we'll continue to try and work on with families and support. And then for recent events that we have in the elementary school, right before we went on spring break, we finished our NASA assessment. So all third through fifth graders completed that. Really excited to report we only had three students have to do makeups, which is great because statistics show you get better results for students that are taking it with their class as opposed to doing a makeup. So really awesome. Um we had our Easter egg hunt and ice cream social
right before we went on to spring break. um which was fantastic. We rewarded our third through fifth graders with walking banana split Sundays for their hard work on their NASA assessments. And then we have also launched our foundational skills tutoring. So again, before we move into summer, we want to make sure we're continuing to provide as much support as possible for our students. Um we saw a deficit within our kinder through 2 grade in that area. Um and parents had asked for additional support. So for these final six weeks, we are doing Tuesdays and Thursdays of after school tutoring. We had 17 students sign up, which is excellent. Um and then finally, we've also had a couple of um afterchool community events where Explorer has come out and done family engagement. Uh we held one
for preK through 2 grade most recently, which was just on April 15th, and they came out and did some really fun bubble activities with the kiddos outside on their fields. U and staffing update which Dr. Kamada had already discussed but we have a new staff member on our campus Miss Monica Vo. So I gave you a little bit of background information on where she comes to us from and her expertise. >> And um we we also have a pizza uh a pizza thing with the what they call it >> the spirit. Yeah. So fifth graders. Yeah. So, the fifth graders won um the school's spirit competition and were rewarded a uh pizza party. That just happened last week, too. Thank you for that. >> Lots of things. >> The elementary and the middle school right
now has really did a tremendous job to uh encourage students to sign up for summer school. Last year we have 23 students sign up for summer school. As of yesterday, we have 68 students. And Jessica was like, "Mr. Kamat, do we still have a play? Um, it's okay. Let's call it first if we can handle some more, but uh we have 68 and we have 12 instructors. Wonderful. >> Um, so moving on to middle school. I also gave you some information about um some achievement reports that I was able to analyze so far with our achievement in middle school. Currently, this week actually they are taking the Namasa assessment. Um, so today was our math, but we have also been keeping track of benchmark assessments at the middle school level in between. So what I've
provided for you here is our achieve 3000 reading comprehension scores. Um, and this is uh something that they use within their classes in their ELA and also their study skills. Um, so this gives you a little bit of a picture of where our students are currently achieving in their reading comprehension. um we have 44% of our sixth through eighth graders are currently reading at or above grade level. So of course we want to continue to work on that and see an improvement as time goes on. Um and then for their excl which is what we use for their benchmark mathematics. Um it gives you a breakdown there as well. That's an area that we continue to struggle with. Also we currently have 71% of our middle schoolers that are far below grade level. Um so
for that reason we were actually able to provide the high d uh high intensity tutoring that we're offering at the K through five to the middle schoolers also. So they also are logging in 30 minutes a day and getting that double dose for the last six weeks of the school year of math as well. Um attendance for the middle school 45% of our students were in tier one which was about 90% or more recommended 55% in tier 2. So, also struggling with attendance within the middle school. Um, and then some recent events for middle school. As I said, they're doing the mass of this week. They also took part in the Easter egg hunt and ice cream social, which was so fun to see them being willing to participate. Still, they have a great time.
Um, they sold concessions last week at our track meet to help raise some additional funding for middle school because they would also, the first thing I heard from them was they would also like to have some parties. So, we're trying to make that happen for them. Um, and then finally, we are in the midst of baseball, softball, and track season, and our students are continuing to show great sportsmanship, um, and working very hard academically and behaviorally so that they continue to be eligible for those sports. >> Any questions? >> Sure. I'm going to go back to the Amira read another reading for the elementary. Um I'm so late to hear all the increasing scores. >> Um I am wondering though for those that don't have increasing points in the system or lower points. Is there
extra stuff that offers for like support for the teachers or for the students? >> Absolutely. So Amamira in itself is both a benchmark. So, it gives us an assessment score to tell us how they're doing um based on nationwide wide percentages, percentiles, but there is also a practice portion. So, the students log on and they get practice based on their levels to help them grow their their stories. So, they log in and they always ask how many stories do I have to do today? So, that provides them that additional practice in that, but we also use that data in order to group them for their lessons within the classroom as well. So, it's helping the teachers know what to teach them based on that >> also and how to group them. >> Um, the budget
report. >> Yes. So the March checklist, the expenditures, uh, consist of the alternate warrior supplies and materials, uh, new bus driver training, CLSD professional development, background check, board travel, classroom supplies and materials, reading intervention license, which is mind play, the Redwood payment, athletic uniforms for softball and salary, um, services, uh, food service, management. Um, and that was a large one because it was from November to um, February for that. Uh, bus repairs, uh, tech items, of course, our fuel, propane, internet, heat rate, um, some student travel and, uh, PE for the business office. So, those were the the major things that you would have noticed on the checklist. And there were no IBTS um, for this month. uh bars that were completed were the one 1 0 SEG bar, uh the increased bar due to
the final unit. um the October teacher cost index including national board certified K through 12 plus calendar days and house bill 253 which was the removal of distant learning students from enrollment goal the adjustment which included a hold harmless for all but three entities entities um the budget season is starting ing off strong. The business office has officially started building next year's uh budget. The business office is working through the early stages to make sure we stay on track for the deadlines that um are there. Uh Jessica Grego is currently being trained on the budget process which assists in strengthening our team success succession planning. This assists in the day-to-day operations and overall capacity of the business office. We are still working through the average 1% salary increase as well as the 8020 benefit change.
And working through the numbers, you can see the larger impact of this change. However, the state affirmed that they will be funding this change via the SEG. So we will continue to build into our projections. Um Hey Valley budget calendar um the b the budget and the calendar are due on May 18th 2026 and we are on track to meeting that deadline. Cash bars have been recently approved by peed. So the business office will work to get those entered into this year's current budget which allows us for to have a better projection numbers for the fiscal year and all in all we are in good shape starting next year's budget prep. Uh also um as mentioned the unified applications um those will be done and sent to PED as on track as well. So Jessica
still she said I was going to introduce her um she was here earlier and she's um helping out with that and as you can see there's a lot going on because this is the busy time of the budget season. Uh Randy is attending a conference right now. So if you do have questions, please feel free to um get in touch with her. Right now Freda and Jessica um you know they're working very hard because like I say budget time is very difficult and very busy. So thank you guys for that hard work. Um the school board members report on the training and conference that we attended. >> If anybody wants to say anything about what they learned or their experiences, >> oh it's on the board book. It just wasn't on the regular >> the
regular board book that was posted. Um I'll just kind of talk about a few of the sessions. There's several different sessions that we can attend. Uh we do try to you know separate and go to as much as we can to learn because it is a learning conference. um as most of the time um not everyone knows what goes on on a in a on a board and this is the national convention that um teaches us a lot about about the board. Okay. So one of the sessions I attend in is when adults misbehave students pay the price. Um so you know the most uh comprehensive study of school board um is about the academic outcomes. So as you saw Miss Herman and Dr. Kamada give us the um the data you know that's what's
really important uh on a school board um you know so that we can track where we are as a school. Are we following our strategic plan? Are we moving forward? Okay. So, together with everyone working um through the school um you know that's the things that we should be able to see um is the progress of the students which are the most important and I guess that's where the adult behavior comes and students we need to put them first. So that was an interesting one for me. Um I don't want to take too much time because um you know they're all very interesting. Uh the other one I went to or one of them was ready set govern and that's engaging with uh families um and trying to teach them as well about a board
and working together. So very interesting topics but those are just two of the many that I attended. No, thank you Kathy. uh I myself you know there was uh there's a lot of different uh sessions that uh were held and uh there's one from uh West Las Vegas public schools that uh I went to and you know how uh unified school board transforms student outcomes through teamwork and that's one of the things I've always mentioned I guess here in teamwork you know work together We all step together, you know, the board, the registration, you know, teachers, parents, everyone, you know, it's just because we're here for the the kids and the community and a lot of these things that we attended, you know, talked about, you know, working together, community engagement, um student outcomes, uh
district leadership, um just collaborations, you know, throughout the whole school and uh communication is the key And so there's a lot of like Kathy said, you know, this and I have a kind of summary here. I probably share with gen the summarize a lot of these things are what Ky say is that what they did and and some are big schools in the thousands and thousands and you know we're here we're a small school. We have a couple hundred people here, a couple hundred kids here. But uh you know every child is important you know and we're here to do the best we can together and that's one of the things that we learned here you know talking to other uh school board members from across the like I said you know you know just
talking to the you know these individuals board members or mightend It know gives you a lot of ideas and you know share what we do here what we do there to me know attending these sessions uh it helps helps me know what's not communication all the time and then uh collaboration with because we have the engagement we have parents all the communities within the school district we need to continue to do the best we can and I know we have a lot of accomplishment that we heard from Dr. thing that you know a lot of us here here normally have accomplished friends and we have here too as well. I just wanted to say this and I thank you for being here tonight too because we are getting crowd and you know back wherever you
know a lot of times you're like that too but they used to get a lot of people because they have meetings almost all the time you know because they're huge district so thank you >> um it was it was a nice place to visit First of all, um, as they both said, Kathy and Peter, it was a very informative conference. Um, I attended a couple, well, not a couple, I attended both things. Um, couple couple of sessions caught my attention. Um, one above was supporting education's mental health. I felt that that session um it gave an insight among primary causes of teacher burnout and emotional exhaustion and how costly it gets for the I guess through the nation and how it impacts the students. Um we also attended um leading oh this one's for board
leading um leading without drama for board meeting. I thought that was very informative hearing from, you know, bigger schools or other board um meetings on how to handle drama-free meetings. And it was interesting, you know, all the ideas that can be played, but there's only five. Um they're really I mean all these board members all communicate and conduct orientations for new members and you know something like that I would like to see you know that can happen here especially someone coming in not knowing nothing much like myself like just picking up where they left off it was like I was lost but that's something that was brought up. Um there are a lot of effective ways that's a good meeting and you know having the last two board meetings we've had public come in and
that's good to see and I wish we could still bring in our education departments from both levels something like that you know they have time wish they could attend this and see how important it is and the one thing that I thought I it was very emotional Because we see this in our community was our general session with the individual from bottom becoming a professor. You know, you can make the change if you really want. That was very I I thought, you know, it took my heart. It was very interesting. A lot can happen. That's how I did. But overall, it was very informative. Every year or that I've had >> and the picture over here, my photographer pictures. >> Well, that was that was the weekend. >> Yeah. Um I'm going to just take
a couple of notes here because some of the things that um I learned about are actually discussion and action items on today's agenda. But one of the sessions that I attended was called um was titled modeling civility in your school district. So they talked about how school boards are the most misunderstood forms of government ever. And I couldn't agree more being that when I started I had no idea what I was walking into and have learned a ton of new things and all the rules and regulations and policies that um the general public just does not know about. And so one of the things that they suggested as far as um being able to be more transparent and to teach and educate the public on what the board is for is to have a fact
sheet in your boardroom or as part of your um board agenda. Just kind of a excuse me just kind of a something that's set in stone every time we have a meeting or that's posted in the office. something that is easy to read, easy to understand so that we can uh just have more recognition for what the board's purpose is and what we do. Um the other ones that I wanted to talk about just share really quickly. One of the I don't know should I wait till we talk about them as some discussion items? >> You have >> talk about them now. Okay. Okay. Well, one of the discussion items that we'll get to is student board members. Some states are mandating that student board members are part of the board and I don't know
where New Mexico stands on this but I like to be ahead of the game. So it's something that I'm hoping that we can implement. And they talked about how it's not just about we're not just about the students but we're with the students at the same table. So they're changing up the language so that they are actually a part of what we're doing so that we can have shared accountability and ownership of our school. Um, so some of this stuff in practice looks like them being able to add to the agenda, them being able to speak when school board members speak, and them being able to not not vote, but vote first so that we hear their student voice first and foremost, so they're not influenced by the board or anybody else. Um, I have
some other things, but I'll save it for when we talk about it. Um, let me see, one second. Um the other thing that that's on our board agenda today is uh adopting or or being a sponsor of a graduating class for each board member to be a sponsor of a graduating class and follow them through their graduation. So the point is to make us accessible to the students. I don't know about you guys, but I had no idea that my school had a school board when I gra I had Whose hands am I shaking when I walked up to get my diploma? I have no idea. And I think that is so impersonable and because we're a small district, I think that is extremely doable with the amount of students that we have to know
the students names and to know whose hand they're shaking when they get the diploma. I think that's huge. Um the last thing that I think was also on the on the agenda today is community feedback. And so the session that I attended really was like a long list of ideas on how to get uh community feedback. Everything from listening circles to anonymous submissions. So maybe that's like on our website. And a really unique idea which I really liked was QR codes posted around the school where they can submit feedback immediately and we would be able to get that. Um but again I'll say there's just more but I won't take up too much time. Um, okay. Moving on to public comments. Is that >> Yeah, public comments. >> No comments. Okay. >> And business. Consider
approval of JDCs local student and staff health wellness policies and action. Madame President, members of the board, um I tked our health team to review and make recommendation to adjust our health and wellness policy specifically on um we have a rights of uh not just uh substance. Well, they are considered substance but um that food items that could put a student in a detrimental state while they're here in school. So it's I know that we have a zero tolerance with uh what do you call it with smoking or drugs and things like that but there are also other substances food related substances that um without parental consent without parents knowing they uh their the kids could be um could be exposed to. So we definitely have a special uh special uh food requirements as well
as a special accommodation for those students that requires them. But um um I I um I defer to our health team with their proposal. Go ahead. >> Uh good evening madame president and members of the school board. For those of you who don't know me, I am Trio and I am our health assistant. Um, you guys should have left either an email about those revisions. Uh, should have been highlighted on the things that we're trying to implement or change. You guys got those. So, with that, I'd like to take your attention to page seven. >> Do you guys ask because I mean I want to see it policy change from the board. >> Yeah, it should have been on the website on the board book. It should have been posted. Did it not get posted?
>> Oh, no. It's not. >> No, >> I can make copies. You want me to? >> Yeah. >> Okay. Let me go through that right now. Okay. >> Yeah. There's no Okay. >> And um if if the board would consider this, I know that it's an action item, but they can also consider this as a draft for now to see if it it would be reviewed. But definitely I >> Exactly. >> Yes. I did speak with um our nurse and she already reviewed it together uh to align it with the state health and wellness policy as well as best practices in school. >> Did you already review it too? >> I did. >> So it be your recommendation. >> Correct. >> But I just want to get the the feedback specifically. >> She's here. Well,
she's here. >> Exactly. since you already read it. >> Yeah. >> Let's do the highlights. Uh explain what the change is for Google. >> Okay. So, um on page seven, uh we are addressing consumption and availability of caffeine products. So, beverages or products containing caffeine will not be sold on the elementary, middle, or high school campuses during the school day. Products containing caffeine may not be consumed, utilized, or possessed by students on school grounds during school hours without file approval to the health office. Those exemptions being if we have a student that has migraines and we have a letter from home or maybe a 504 plan that says this student can have a coffee, that stuff that's going to be um student to by student. Not everyone, you know, gets that. So that would be
uh one of the changes. Um the second >> one of the important part of that is that um if we just allow any uh any food item like that the students who might be bringing it doesn't the label itself of the food substance would not even say how much caffeine is in there. So sometimes we have an in we don't want I mean the health staff would see some kids and their eyes are still being lated and things like that and it's a good item but we have we have to take them out of the classroom because we don't know I mean their heart racing and things like that. So it's just a precautionary measure that um without parental consent without parents knowing that they're allowed to do that. We don't want the school to
be the one exposing the kids to this. Um, continuing on page seven, the second revision would be um, our school district is committed to serving healthy meals to children with plenty of fruits and vegetables, whole grains, fat-free or low flat uh, flavored and non-flavored milk. So now during lunchtime, uh, the students can receive whole milk, but it's not chocolate or strawberry, has to be just plain whole milk. Um, and that aligns with our NMPED smart sack smart sack guidelines. Uh so that's what that change would align with. Um per New Mexico uh PED and smart sack regulations any food um incentives for students have to be provided after lunch. So basically if we're having pizza parties, ice cream socials, birthday celebrations, they have to be after lunch. They cannot be served prior to the kids
having lunch in school. Um, on page nine, our change is going to further align with our smart snacks standards. Again, uh, some it's constantly kind of being played with, so we're just since we're here adding them in for us. So, um, no food sales, including from outside vendors, may occur during school hours, especially before lunchtime. Um, this district is, uh, in compliance with all federal and state nutritional standards for food sold in schools. So that cannot be happening. Again, no outside vendors. And then finally on page 12, um under part F, we're addressing uh fundraising activities. When fundraising, uh is during school hours on school property, items must meet smart snack standards with the exception of two nonsmart snack standard fundraisers per year for high school only. So this cannot be happening at our elementary
level or middle school level. um elementary, middle school may not have the exceptional food sales. Um if they do, it has to be um authorized prior by administration. And again, that just lines up with the New Mexico smart snacks. And then that would be all the changes that we're looking for for today. >> It's aligning it to the New Mexico. >> Does concession fall under this? >> Yes, including concession fundraising. Okay. >> However, most of the concessions are happening after like after after school. >> After certificate, >> yes, >> they have to. It's required. >> Yes. >> Thank you. >> In case so, we have to be careful. So I think a lot of these kids I don't know if they need to have >> I know that our kids especially those in the culinary
arts that's their first year they have to be able to get an um a food hunger certificate. So I think we have to consider now that I know that in our concession we do require uh people that are helping in there to have some food hunger certificate well at least one to be in there. Yes. So but that is something that we can definitely add because uh you know we can consider that >> adapt anybody at least you know somebody >> who's working in the concession and I don't know if it's one or two that should have a food hunger >> I think everybody that touches food >> anybody anything related to food but >> definitely a know someone might Exactly. Come back to us. It's we sold it to them. So, yes. >> Well,
we do at lots have students working in there. So, any non-packaged food, is that what we're doing? >> Anybody who's doing Yes. >> assign those assigned to those uh food prep. >> Okay. >> Cuz I've seen some students like put together a pie. >> Exactly. >> I mean, it's easy to obtain it. >> Yeah. Everything's online. >> Uh maybe the maybe the and if we are ready to adopt this with an amendment to add those particular uh requirements for food handling certificate during sessions. >> Wanted to ask on the uh whole milk you guys don't provide the 1% or 2%. >> Yes. So um in the morning they get they get 1% milk I believe and it is strawberry chocolate but the only time they'll be receiving the whole milk is for lunch time >>
and then we also have we also do I believe a lactate for our students who are lacto >> so that sorry >> that comes um with our our um food service. >> Yeah. So they they provide that in a way. And also I just like to say thank you for you know looking at all this and so important because I just heard a um a report about how u obesity in our state even um our third grade level is really high. Not ours particularly but in the state of New Mexico. And um you know we all know that if if that continues the obesity then all the other health issues start falling into place as they age. And um so it's so important that you guys are looking at this and taking the time to
make sure that our students are eating healthy um at least when they're here at school. You know that's the best that we can do. So thank you guys for that. I hope I could ask the question. It's about members. >> Uh, can it be redirected to the health staff? >> Yes. >> Yeah. At a different time. Okay. Yeah. >> Um, so that was all that we have. So, thank you for that consideration. And one last thing is we are hosting a walkathon on Thursday. It's open to the public. So come on down to win a prize. We have some prizes for some of our adult staff members. >> So come on down. >> Thank you. >> President, I ask for your support and uh but if we need to make revision or if we need
to uh I'm also okay with that. I have my team ready. I'll make a motion that we approve and with any revision said >> yes >> Peter >> and myself um appointment of an honorary student board member action or discussion and action item. So uh madame president um from uh the from the workshop or the conference and I I did have a review of the nationwide uh thread on uh honorary student uh first it was not honorary it was just a student student school board member. So I did my research of course after talking with our president and I also reached out to our uh legal representative and I also uh reviewed Mexico. Um there there are some precedents here and uh one specific that I asked specifically is how will it impact mutation and
things like that and so she clarified some details for me and uh I put that in our in the guiding document that I shared um definitely it's um uh at at minimum it will be um the the corollary or the comparison is like if one of the board members sit is vacant, the board appoints it. >> So it's just like that. It's an appointment. >> But because uh you when you appoint a board member, you you there is an expectation that your appointed is going to be a voting member. >> Okay. >> Now, so for the student, it will be with a criteria. First, we'll have to have a criteria because this is a this is an educational institution. So I have a proposal there as to what would be the the the criteria for
example grade level. Are we going to allow an eighth grader to be part of it or we can agree to say we'll do it with 11th graders because that means they still have one more year. We have our right now our student leaders are elected but 11th graders they get elected. So every every end of the year they elect for for a whole year of service next year. uh and that's that's a that's a discussion that the board can consider and uh academic standards just like uh if we follow there are different precedents but if we follow uh NMEA if NMA is a leadership program for athletics if this is a leadership program if NMA requires a 2.0 for this leadership program that has a that represents the school body what would be our academic
requirement 2.0 0 2.5 you know GPA enrollment are they supposed to be a full-time enrolling are they supposed to be a part-time enrolling uh for our right right now we have our uh handbook that for those who qualifies for uh the academic during graduation for those academic awards our validictorian and salutatoran the the one that should be a validator salatoran are those students who have been in the high school for four years but anybody who has a GPA become a coal or coal depending character uh are we going to have a criteria to say that we really uh we have some uh we we look we're looking for a student leader who are exemplary an example a good example to the student body so would there be a zero discipline referral or something like that
that's a consideration >> and uh we have the roles and responsibility they have to go they have to go part of another train that's going to this it's going to be part of their elective and they they will have to learn in their um um 11th grade is good because that's the time that they participate in US government uh US history rather 12th grade they do economics and government so when when when they get elected as 11th grader they have one year and they and they are part of the government class so um definitely attend uh what would be the roles of responsibility? Are we going to appoint uh a student leader uh who will participate but then could only attend I mean for the board you have like what uh two or three absences
or something. So if it applies to the board that should also apply to our student that they should all that I just say some discussion that whatever applies to you I think should also apply to a student board and you we can replace them then if they could not make it then just like a board member they can resign and then you can reappoint. So we create that reporting uh the same in the same case that we have an agenda for the board to be able to report to also allow the student for a report but based on for example the agenda is set by the president and in collaboration with me and all the board members have access. So if if they do have an agenda they cannot just put it in they also
have to follow the the the agenda or the the the etiquette that you have set as a board. um leaison as well as advisory voting. It's it's called preferential vote. That means that it's recorded in the minutes but it's not counting towards any legal task of emotion. So their voting is just to show their preference. But for example, if there is a if there are only four of you and it becomes a tutu um depending on the rules of that usually the rule is if there's a motion and there's a tutu what however the it's a positive motion that's how it means but usually the one who breaks the tie is the president but the student board member cannot the vote cannot break the tie or something. So that is just and then the selection
procedure. Uh right now if you want to become a a board member you have to go to the county and in this case how would be the submission? Do we do do they do we create like a uh uh an uh what do you call this a a nomination or a self-domination? I mean the board member definitely is a self-nomination service. You want to serve and you put yourself to the vote. So would also that be or we can also say they nominate they self-dominate and then we can have because it's an appointment and things like that. Um then when there's a screening there's like an interview process. We want them if they want to be a leader I think we want you I would recommend that the board get to know uh your applicants
just like when you hire a superintendent you interview and it gives the board as an appointing body to know who who will become part of your team. So an interview screening and there will be a faces and uh then there will be an orientation so that they also know and including orientation on they will have to learn Robert's rules you know you will have and that's part of the educational process >> and uh and then there's also professionalism while this is an honorary rule treating it with the same gravity as an elected seat encourages the student to perform at high level. we're setting high expectation that you're not just a part of it but you're here you're a representative of the student body. So um that is just some of the uh and then there
and then there is like a premeating preparation uh they need to be able to know that what are the things that they can say or not that not that they would be censured or anything but these are the specifics of what the agenda that you can participate in just like the board expectation and then and then there is like a suggested participation protocol. How would the how would uh for example when you call for the quorum is it are they going to are you now going to include him in the quorum or you're going to first or you can set the when the secretary or whoever calls for a quorum will I will introduce or will ask for his presence first and then you do the roll callum uh uh and then student perspective during
the discussion of any agenda item the honorary school board member should provide a student impact statement. So it's not just it's going to be like a a guided participation that okay you're here now I mean the board you I cannot or you cannot tell each other this is how you're going to say but for our uh board member in training because they are they are a student we are learning uh maybe you could provide a guiding a guiding uh uh a guiding perspective to say when you present something it will always be with a caveat does like a statement of a student impact. So they will know I mean they get uh it's the same way that everybody gets a 72-hour notice of the board agenda. So they know what's going to be talked about
if they want to participate. Uh they need to be able to say that this is not just my perspective but this is my pers this is how I see it as far as the student body. >> Yeah. You know and maybe not just a student impact but maybe you can qualify to say that it should be that as that what uh what avenue did he get feed he or she get feedback from her from his or her peers? Did you do a survey? Did he conducted that? you know, he would say that he he or she would say that when I did my when I when I attended the student senate session or when I did a a a town hall session of this grade and this is the impact of things like that. So
more it's very it's going to be very powerful and informative. I could not imagine. Uh and then can they ask questions? So for example, you know, can they ask during this discussion? Can they ask questions? So the the board can can identify what would be the limits of those things and then the student report of course and then the voting definitely for open session they can only cast preferential vote. They record in minutes. It only signals support of opposition but they don't count for closed session definitely uh because it's it's a statute uh it's a closed session only the elected board members should be present and whoever you want to participate >> would that be good like an ambassador >> correct >> yes >> and then koro it does not count towards koro so if
there's only two with him with her he cannot have koro uh uh making motions they make a move but allow students to bring item to the floor for a vote. But we can even say that that uh most of the motions most of the vote could be done. But if it is a if the president with me and the student if they are putting together a if the student body wanted a specific resolution or wanted a specific action item then that's the time that our school student board can make a motion as an advocate for the student you know but only the four only the five of you can make u the vote to agree with that. So those are just some parameters. Uh definitely what we don't want to happen is uh we lose
control of the of the agenda. We lose control of the process and engagement. Do >> you have other schools in the state? Do they have >> as far as not I don't know of any specific schools but our uh Laura did say that it we do have some and it's just a basically because But to me, if you can get that to me, I would rather see that first. >> Sounds good. >> And then the one I wanted to ask is, do we have a student body? >> We do. We have an elected student body. They're having an election again this May. So for the next year. >> So what? So So it's usually a senior that's the president or >> A junior. So to me that person because they're going to be involved. >>
Yeah. >> This is not set on stone. This is just a guide document and definitely um because this is going to be a this is not going to be a policy that this is just like your internal deliberation of how you want to get input >> because we have the student body president. >> Correct. there for the kids. >> So we can put that as part of the >> I I do not intend to get an approval for this today. >> I I I wanted uh maybe a um a directive for me to put together like for example I study in New Mexico. How many district has this and even even I studied how effective it is and any other directive that can be given to me for my team to work on. >> No,
I was going to say I think it's a good idea to move forward. One thing about that one is you also have to decide whether we're going to have that person be the >> Dis or are they going to participate like an ad uh my admin team or do we want that person to be the >> sit but I I'm not sure sorry >> um I believe that at one point there was a student um representative Yes, exactly. >> No, but they >> I guess because they're not elected officials by us, like I said, >> it's definitely has to be an internal um an internal process of the board. But uh the only thing that uh as far as legal is concerned is as far as the board you are required to follow the the
legal compliance of how the electric school board. >> Um one thing that that came up in the session that I went to was having two board members. So, one junior, one senior, and then that junior would then become the senior member. So, that there's somebody to help them learn the ropes so they're not alone in doing that. It can be intimidating to sit up here and have to talk and make statements. And so, having a buddy can sometimes be helpful. Just have a so we don't drop it once. There's this expectation that you continue through. The other thing is I'm wondering if it's if it's a part of the government class and all of that if it can if they can use it as credit. >> Yes, because we do uh I mean last year
it's an actual credit class. >> Okay. >> Um we just have a hiccup this year but next year it's going to go back again to a credit class. It's actually a that's how we started our leadership group last year. So we have our um uh electoral leaders, student leaders and then we also have our uh cultural leaders. That's how we got our leadership class last year. So they got a credit for that. >> Yeah. >> And uh just to give the idea also to the board is we do have our student uh body which Mrs. Low presented it with the thing and then also we also have the ambassadors. Uh we always have a part of our uh part of our home um homecoming the the student also um uh elect or the student to
and but also with participation of the staff members to elect. By the way during the screening you can also consider do you when you do the screening do you also want input from staff members or just and things like that. Do you have something else that you from your >> No, go ahead. >> I was just going to suggest that we do um if you don't mind get the opportunity to to put something together to research and get it back to us. >> That's what I was um >> and to make sure that it aligns to the policy. >> Yes. So directed to do further research um on inviting >> on on the appointment >> on the appointment of a student school board member um best practices or policies procedures etc. Mhm. And um >>
and uh comparative study of if there is anything in New Mexico and some maybe some templates as far as how it can be run >> and maybe a a draft proposal. >> Sure. >> Okay. Thank you. >> I'm excited to hear that. Okay. So, do we >> and president because it's a directive I think uh it has to be a motion >> actually. Um >> oh just to clarify just for the record the the motion is to direct is to give a directive to the superintendent on those areas. >> Yes. not approve. >> Okay, >> and myself. All right, moving on to the appointment of a school board sponsor of the graduating class. And u madame president um I I also did my research as well as a study on uh the idea of of
uh having my school board members or the school board actively uh have an idea as far as the graduating class. So I came up with dur in my research I came up with um the different philosophies behind having a committee or a specific board member be a sponsor of a class. It's not going to replace the sponsor but it's really just a leazison. >> One of the philosophy is that it helps that when we present something here uh there is a board member that can advocate for a class. So advocacy of a class. Second is there is a leaison uh from the graduating class. It's not a decision maker because of course uh a sponsor is there uh they're paid they have a stipen participate on that and uh that's the the second philosophy is
aliasation and uh to to improve if there's any policy that that needs to happen that only the board has the capacity to make any amendments to the policy. And the third uh philosophy is to to bring um the elected uh the not the power but rather the the the authority of an elected body uh connected with a graduating class. It almost like gives importance to uh it it it it allows I know that the board already gives importance because of the strategic plan because of hiring a superintendent and because of approving the policy but it also uh provides another way for the board to show that they give importance not just for literacy or anything but for a student to really be successful not just within the school but outside upgrade. graduate from high school.
So those are the key uh philosophies and the objective is to establish a formal connection between the school board and the graduating class to foster mentorship ensure student voice are heard in the governance level and provide administrative support and scope of the role is to uh to attend and these are just recommendatory um attend monthly senior class but I don't know if that's possible maybe the attendance would be once every quarter or once every semester you know to be available and to advocate for classwide class sponsors, you know. Uh and then because for for once I was like I said I had fun in my high school. I was like uh really to teach the kids how to have fun because high school only happened once in a lifetime. So it seems that with the
advent of technology and things I don't well I'm not I don't want to compare my high school days but I know that you I know you have also your experience but uh the high school can learn from how uh graduation was done before and there's like some bridging so to speak at the same time helping to to to explain why certain traditions are set. So graduation is still a district activity definitely that's why I always tell the students you are still my student even though you already completed but during the graduation until after you change that you are my students and you have to follow the handbook and the policy. So eligibility of course is any current elected members or it could be in one of you individually and you can decide whether it's going
to be a vocation a a drawups or a self appointment as to which which class would you like to sponsor or you could also do it the usual way is you um the board has the authority to create subcommittees because once there's only one you're no longer a board. So but when you designate a committee uh that function of the board is still a board function on behalf of the entire board. So we can make it like that wherein you know because once you identify an individual when that individual participate on those meetings is he or she a board member? Definitely they're not because there's no corum. But if it is a designated committee then it becomes a committee activity or something. But that's also a pro. Do you want it to be in committee?
Do you want it to be a board activity or do you really just want to participate in it? I would say that participation is the key, but not necessarily an actual bridge because the board is not a board unless you have a quorum and unless you have an approved agenda posted 72 and things like that. And then we have the standard operating procedures. Definitely the administrator should be involved and the the sponsor is still there and how the nomination will happen the format and those are just some uh recommendation as to uh what would be the integration and then the class meeting what would it be monthly quarterly ongoing or annually. So those are just recommendatory for for the discussion of the board as far as this uh agenda item is concerned. And this is
also not uh for approval but uh discussion or it can be tabled for further discussion or with a directive of course >> any like of course I've been a class sponsor so um you know I kind know a little bit of what goes on. But I I think it would be good just um but again I think we need more information or >> Sure. >> Oh, go ahead. >> Oh yeah, like say it's a good idea. It just depends on how many how much time and effort is put into that because we got to give it to to the kids and let them be able to collect this and whatnot. But >> yeah, >> it's up to us I guess because uh like saying she's been here and she knows >> what they do and
I don't know. >> So I think the word sponsor is creating a different definition in people's minds about what the purpose of this would be. So as it was explained to me, this is more about relationship than it is about >> like doing a ton of things for the class. It's more about sitting with them and saying, "Hey, what can I do for you?" Shutting your mouth and opening your ears >> and letting them speak to us. Maybe that's once a semester. It's not so much about like what am I going to do for the students? How am I going to do this event or whatever. I realize that we all are short on time. We all have other things happening. So that's that's not what I'm talking about. So yeah, I think the word
sponsor is is shifting what this means. it becomes becomes a responsibility instead of the the the actual intent is to offer that kind of communication support. >> Right. It's another avenue for communication, >> not a responsibility for the board member. >> Right. Right. I think as an aim for communication, Peter, you said earlier communication is key. And I want to make sure just as our um parents and stakeholders have access to us, so do our students. they are here. They are living the life we are creating for them and they should be able to uh have access to how that world's created. And so I want to hear what they have to say. And so why not go to them even if it's you know twice a year just to say hey I'm all ears
and even goes what do you have to say? >> And and um as you mentioned the word relationship. >> Yeah. because even as a sponsor, you build that relationship, but um you know, yeah, we're in a different position. So, >> relationship is really important. Um so that they're comfortable um like somebody mentioned earlier, when they get up there, you know, they know who we are. Yeah. >> Um just a part of school community. >> Yeah. Thank you. School community. That's that's >> and once once directed I could come up with different words like for example >> uh leation mentor >> not just sponsor. >> Yeah >> but definitely we have to clarify that this is not I mean >> this is your you have to decide are you going to impose a responsibility on each
other or do you really just want to have an open >> relationship you know a leation of things. >> Yeah. Yeah. All that's up for, you know, >> discussion of what that's going to look like. >> Um, >> but I think it's a good way to open up an avenue of communication >> and and of course there's also a way wherein we want to do a trial first. >> Yeah, sure. you know and let's do a trial for one year and see and then definitely study the effect but a directive on definitely further studies and how it's being done in any other public schools in New Mexico but comparative of course to other state but uh I mean personally as a principal before I always encourage my students I mean I would bring the graduating
class here >> but that is only one time when you know when I I make sure as a graduating class I need you to be in the board because I want you to invite the board yourself >> you know but that's only one time >> you know if the board wanted to to to be included as to how you can better support the student what kind of policy I know that we've adopted a policy of regalia >> but that's uh because that was a statute >> but did we really ask our student input from that how you know so but you have to build that policy I to make the recommendation but it was such it but you know you want to empower to be empowered to say if you're making that policy you can
say that we really got input from the actual stakeholders >> you know >> so again maybe just a directive at this point >> um so the directive being uh further research on best practices is for board members sponsoring, mentoring, graduating classes. Um, and perhaps direction from other districts that are maybe doing the same >> and a draft. >> Uh, yeah. for Yeah. motion. >> Oh, nobody did a motion first. >> I did. >> Oh, I do. Okay. Well, I did a motion for that directive. >> Thank you, Peter. >> Kathy, >> Glenda, >> Peter, >> and myself. Yes. >> Thank you guys. I appreciate it. Okay. Um, first draft of board stakeholders communication plan. >> Madame president, members of the board, this is really a very rough draft and um, I started this uh, when
I was working uh, at that time with our graduation plan and then I also improved this when we were doing our strategic plan. we get a little bit stuck because this one really requires some time and effort to complete but there's an urgency and I'm able to put some effort in this that break was very good and um this is that's a very draft proposal but basically um you have the it start to build a communication framework that uh we're aligning it to the uh goals of transparent build the goal basically is creating transparency and trust between school board and the stakeholders that you serve. Defining the key messages and then to audit or to progress monitor the current channels that we have. Uh the phase two is to identify key stakeholders who are our
actual key who are our stakeholders and then identifying and utilizing all the channels that we have. And then in here I just uh heard you madame president that uh what do you call that uh the Q cards? >> Oh no uh QR codes. QR codes. Okay, QR codes. And the phase four is to gather feedback for two-way communication, how effective it is and then applying those feedback to make any changes. So this that means this is a continuous cycle also improving our communication plan. Our uh the next page is on the communication plan stakeholders engagement outreach table. It says the different phases the the stakeholders that we serve and the output that we wanted to do. This is now the actual uh draft of the Hemis Valley uh communication plan starts definitely with the board
of education with your administration with your staff and who are the stakeholders what are the different departments that needs to communicate within and without the district and then the vision statement is there. the board policy we have uh is adopted in there. a strategic plan and then the communi communication priorities. It would uh and I have a sample later on. It would show what are the different type of communication and it can be down the line it go to general all the way to specific types of communication and what kind of what kind of communication channel can be used. For example, for emergency alert, do we have to post it in website? Do we have enough time to post it in website? Right now our system allows us to do that but we definitely have
to send it out to our phone alert. If there's an emergency alert we have to send it out to but if there's an emergency alert there is always like for example if it's about safety and security we don't tell the radio right there and there because there's already a structure command structure regarding uh u emergency response and things like that. And then it says point of contact with a progression chart. It communicates to all stakeholders. For example, if there is a question about classroom instruction, who would be the first contact? The teacher. And if from a teacher, you go to the principal. From the principal, you go to a district administrator. You go to the superintendent. And if you really are not uh questioning it, you look at the policy about about curriculum and instruction
and present to the and then present yourself in an open session specifically asking the board to review policy on classroom and the board can do review it and so academic curriculum behavior special education athletics all the way down the line. So it's specified topics and even others we can even put others there and then communication strategies that we will align ourselves everybody all the staff members and we will even we will even train the our students on how to communicate I mean right now we're training our students how to communicate I want to go to the restroom so if our students are able to follow that our stakeholders myself also has to learn how to follow our communication and a different different channel that we use and then uh most specifically strategies for the meetings
I have in there. There's a sample progression and here is the meat. Now, Madame President, it's the board staff communication chain of command. I definitely still have need some more time to align it forward with the actual existing policy as far and also the handbook because we do have a handbook for the staff. But then uh I also created on that page 18 the board community stakeholder communication chain of command. So it says in there that the goal uh for effective governance and transparency is to create and utilize a structure of communication and I did a research in the uh state of New Mexico from the north uh public schools all the way to south public school as to the the different variety of how the school board open their different communication system. So I
will be able to share that with you and you give a directive to uh to uh to propose uh an actual uh the uh to do a reading of the first draft >> and um then definitely direct concern resolution parents and community members with the specific concerns. It says in there using the progression and then we're going to create it like what you said about the president put it in our board agendas post it in our school system uh formal board correspondence. How would the board correspond? Communication intended for the board as a whole should be sent via board clerk or the district office. We can create that assistant, an email, janice or a a designated person that can directly contact with you and with me so that we can put that in an agenda
if we need to put it in the agenda. Public comment at board meetings during regular school board meeting. A dedicated this one is already in place. community forums and town hall. That's the one that we are uh uh we are planning to do it already. And then it says communication breakdown chart. For example, communication link between parents and school board. What would be the purpose? Uh the board would expect that uh from your stakeholders you want feedback not just not just anything but feedback as to the policy because that's that's the primary role of the board. um you want them to you want to elicit feedback if there's any part of the policy that uh you would want support to change or things like that budget concern I know that I I gave you the
priority uh and that priority really has a good uh input from stakeholders but that that was the stakeholders I reach out but if if any any community members constituency if they have any concerns with the budget then that's another purpose of communicating with you advocate anything for districtwide changes for sure. And then what would be the primary method? Public comment, formal letters, district survey or board committee service. That board committee service is like a designated person or something like that. >> School board to parents. What would be that communication from school board to parent? What is it that the board wants to convey to the parents? Definitely you'd like to convey uh your policy decisions and we always invite family. This is an open session. uh you would like to to uh let let when
you make a vote that is that is one of the power of the board member to tell the tone that I am I am agreeing to this policy. um sharing district goals which you very much uh really invested on and that is because of the the effort of the board to to adapt a strategic plan reporting fiscal health and that is what um the financial report is always done and that is board meeting summaries which is done state of the district report maybe we can create a state of the I mean you can direct me I'm your employee so you can direct me to say oh superintendent you prepare a report for us so when we go to a town hall we have something to discuss to our constituency that's my job to the board
>> powerpoints yes exactly >> that's what I always ask >> yes >> so you can direct >> you know the whole dayact there's something going on >> exactly and you want you want it partly which I do provide partner report just so that you always have something ready if any of the community members and then if there's a community to school board definitely one of the purpose why community partners want is tax levy I mean I presented and asked the board to to do an approval of our uh bond maybe community members because they are taxpayers would want to give input to you >> and that is also through public hearing local media releases community which we did We did a flyer as to ban. Of course, I cannot campaign, you know, we I cannot
campaign to vote against or for a ban, but giving information >> school board to the community. How you would like to relay information to the community, demonstrating your accountability just like what you did today. You presented to the community as to um your your travel to the NMSBA. What was that about and what what you're bringing back to the district? legislative advocacies when you participated in the legislative uh training in January in San Jose and how we advocated for participant on advocating for last year with the 4 day the shift from the 4 day to the five day that was a powerful advocacy of the board and and then what would be the summary I also summarized the roles the school board listens to the will of the community and set the long-term vision and
policy that the administration my team implements those policy and the parents and community provides feedback and uh then um this is what I've learned from that school board which I already knew but I said that's a very good reminder to create the racing it creates a template to say a matrix as who's responsible who's accountable who's consulted and who's informed I had it with my admin team before I might have been a different but a racing is Very good. It clarifies uh the different roles and uh it says in there are means who is responsible. So principles are responsible for uh day-to-day monitoring and will be ready to provide feedback to teachers. The board cannot be held responsible for the day-to-day operation. uh accountable. Who's accountable? Even though the even though the principal is the
one responsible but the secretary could become accountable because the secretary could be accountable as to who is allowed to come in or come out. The board cannot be held accountable for allowing somebody coming in because we have the board already had a policy to say anybody coming in will do a background check or things like that. Who would be consulted? Definitely the advisory groups and things like that will be the consultative thing and who will be informed the public you know and then the key communication channels we have the board meetings advisory council that's the next thing that I'm going to do starting July to establish different councils right now we have we're very blessed um I know it was very hard to even do a council just for special education I have two people
but now what we what we do for our district is we do a combined advisory group uh Now, CTE requires different advisory group for each uh for each POSOS. I have to have an advisory group for culinary art. I have to have an advisory group. But they said that you can have the same member, but you just have to have a different advisory group for so uh then uh on the next page in 20 it lays out in there. It's not yet finished, but that's a sample to say how we can improve it. Who is accountable? The school board is both accountable and responsible for setting the strategic vision which you did. But the superintendent is the one I don't even know when I see that is the one who is consulted because you you
directed the superintendent do a study do a survey tell us back what we need to do and the one that needs to be uh needs to be informed are the principles and admin because once we've adapted the first thing that I do is inform my leadership team and then down the line and then who will need to be consulted also are the stakeholders back and forth so uh for example for monitoring dayto-day. So it just create that. So we can also set in here as to uh that communication plan. And so on the last uh three uh three pages are some infographics um that can be useful to present and uh who are one is level of details because I was like can I do a general presentation to the board? I think it's a
case to case basis. Not all information are sharable not but some information needs to be shared urgently and so these are just my attempt to come up with a proposal to say who are our public stakeholders parents students community partners level of details what requires a full and a direct conf but confidential details definitely for example if there's a specific roles or a start date it's a I need to be able to provide a staff members that will be affected by those decisions. I cannot tell, you know, for example, if we're if if I'm hiring a um a security person that I specifically assigned for this, I cannot I cannot tell the community this is where this person is going to be assigned >> because it's a security thing. We cannot tell people where where
you know what our security systems are. But for example, if we hire a new principal, I think we need to tell the community, which I do, tell the community we've hired a new principal. It has to be direct. Uh it's strategic. I have to be strategic communication. For example, if it talks about special education, it's very strategic. I cannot discuss it to the public. It's very specific to that. Operational definitely. uh who operational needs to go to the general staff of teachers but high level requires to go to the community partners and to the students are new principles, general rules, welcome message, anybody leaving and any brief thank you. So it shows uh for example uh why are we not informed? Why is the community not informed as to uh when the when the uh
fire marshall is coming for inspection? Because I don't even tell all my staff. I just uh you know I just it's a strategic fire drill because if they're inspecting a fire and things like that. So this now shows to say okay so this is the reason why information I share only to this. This is the reason why I um uh I'm I'm even though I'm part of the community, why is it that I'm not involved? Because it it there are this is a whole community approach. We need we have uh each member of the community, not just the school has a role to play and this also establish that role. It also empowers the community to be part of the communication. The flowchart, it also talks about the flowchart. First direct the concern. There's a
resolution and then principal review if it's unresolved it goes to the superintendent and then goes to the formal board correspondence which we are going to put together as plan and then communication breakdown chart between parent and school the same thing this is more of an infographic of what I created in the in uh in uh earlier and some examples is like internal flow and external outreach. So there are informations that are really just for internal But for example, crisis response protocol there are ex external communication that needs to go out. And lastly just some additional like uh even though we have uh communication we also want to create like feedback loop we do uh we do a uh a debrief and uh change uh our processes again if need be. So uh madame president this
is just a very very rough draft of uh the communication plan and any suggestions to improve some more definitely your ability is ready to uh is ready to work uh I know I'm putting already the QR codes in there and any additional review or any other specific details as far as the progression of support information I can definitely add that in. This is a guide uh that the board can provide to the staff and also the to the community and like what you said it's not educating our stakeholders and uh also preparing and the board now what I'm seeing what I'm hearing is the board is investing on educating the community preparing future leaders that's what I'm hearing from today's agenda so this is just an attempt for the board to a certain uh commitment.
So something that comes to mind for me is like I hear and you see it often on on the news or whatever but like sometimes a community doesn't know the difference between a lockdown and a shelter in place and you know so things like that is important and I think this is really good to inform them you know the difference and when they're going to be communicated or what's allowed to be communicated. So I think it's really good and um seeing this and the other projects gosh I would almost want to as soon as you know we can really get these working I think that other schools will follow and um it's something that you can present at you know the NSBA or even here in Mexico they were asking who wants to present >>
you know you know it's really I think that other schools would really follow. So, and and all three of those projects. So, >> but yeah, this is good start and looks like a great draft to me. >> I know before reaching out after public comment. Is that part of the >> Yes. So we're setting up that now that right after any public comment any uh that's going to be there will be an acknowledgement and then an offer of an offer of uh meeting uh for for further clarification and follow up and I'm um I'm happy to report that um that has already taken place and um my personal perspective on those follow-up meetings were positive. >> Yes. So, and I encourage uh those public commenters to that they're always more than welcome to meet with
me anytime. >> Thank you. >> Okay. So, for this one, can we do a direct motion or >> I think I think a directive to present the board for a clean at the first the first reading of a clean draft. >> Okay. So, we do a first reading and then second reading and approval. Yes. >> Yeah. I'll make that motion here. >> Happy >> and the college summer bus. Madame President, members of the board, our high school, a part of our college and career readiness program is to support our students in their um in looking for the best place for them to go to college. And uh the junior is one again once again this year is scheduled and uh uh Miss Julene is going to present the plan for your approval. >> Good evening,
members of the board and Dr. Kamara. I'm going to give you an updated schedule to the one that was initially provided to you. >> Thank you. So, um this is um a request for approval for the college summer bus tour for rising seniors. So, they are current juniors. Um the Indian educa, excuse me, the Indian education funds would be used for the majority of this trip. Um the goal is to have a full week, five days, four nights making a round trip. Um starting Monday, June 1st, I'm at Fort Lewis. We have confirmed with Fort Lewis College. Um we would depart here from Hus Valley Public Schools with a pickup at San Cedro um at 6:00 a.m. um travel to Fort Lewis College and that's where we would have our first initial visit. Um that
evening we will have a check-in to stay in um Durango, Colorado that evening. Um again that's a part for them just to get a feel for that college town area. Another key piece that I have worked on with the majority of the colleges is to try our best to have lunch on campus while we're there um at each different college. Um during this time, we know that in terms of the environment of students being on campus, it's all going to depend because it's summer schedule. Um so I'm not sure how many students will be on campus, but each of these have also include um a college tour. So, it's not just meeting with their um admissions individuals, but also a college tour. So, our first visit would be for Fort Lewis College. Like I stated,
we would check into the um Spring Hill Suits by Maria. Our students have stayed there before um with the um basketball teams when they travel to a camp for at um in Durango. Um we'll stay there for the evening and then the following day um Tuesday June 2nd we would depart for Alamosa Colorado to visit Adam State University. Um at this time sorry I just saw that I I posted it twice but we are anticipated to have lunch at around 11:30 on campus. Um then proceed to our admissions information session, our campus campus tour and depart. we would check into the comfort in suites at um in Alamosa, Colorado. One area that has yet to be fully outlined is our outing. So, I'm hoping that we would be able to have some type of outing
in Alamosa. Um and I did ask on campus, so I'm checking some some local areas as to what we can candy. It's more of like a sightseeing for them to get a feel for um the town. Wednesday, June 3rd, uh we would depart Colorado Springs, um excuse me, depart Alamosa to travel to Colorado Springs. Um for this one here, unfortunately, lunch at this time is not scheduled for campus, but then we would have a um visit at the University of Colorado, um Colorado Springs, um have our campus tour, um meet with the admissions, and then we would depart and then check in at the Best Western um plus Filmore Inn and Suites, have our dinner, and then um report back to the hotel. Now, this one is a little bit more different um in terms
of Colorado Springs. On June, excuse me, Thursday, June 4th, we would wake up in the morning. Um right now, the tenative scene scenic observation would be the Cave of the Winds, Malcolm Park. I'm still looking to that to see if we can confirm. So, that is in Manitou, how do you pronounce it? Springs, Colorado. It's not too far from um Colorado Springs itself. We would visit that um location and then after that we would travel to Las Vegas, New Mexico, check in at another Best Western, have dinner in Las Vegas and then the next morning on Friday uh June 5th, wake up and then we would go visit um Highlands um Mexico Highlands University. I am still awaiting the um official travel or itinerary for Highlands, but it does include an admissions um visit. It
does include a campus tour and then I'm still working on hopefully to get lunch on campus on on in New Mexico Highlands University campus. A tenative that is not listed. Oh, it is listed there, but I'm still working to see if we can follow up and get an IIA visit on our final college. So that would put in additional college when we're coming through Saturday and then we'll get back here and then um hoping to stop in um Bernalo for us to have dinner and then get the kids back home. So then like I stated this is a 5-day fournight trip. Um the individuals scheduled to go would be myself and Don Corva and both of us are the same individuals that went on the um college summer tour two years ago. >> And this
is offered for all G. It's for all juniors. Yes. Um and I would be scheduling a meeting with the junior parents to discuss the guidelines for the trip. Um and some of the specifics which were included in the initial packet is making sure that they understand that although it's summer break, the student um policy and handbook still applies. um stressing this importance of um self-control, self-discipline, behavior um as well as the understanding that this is a complete drug and alcohol-free event. Um that they their their bags, their items are subject to search should we have any um indication that there somebody may have brought items with them. Uh room checks of course would happen. Um making sure we have our proper signin sheets. There is a packet that the parents would be responsible for filling
out that the student must turn in in order to go um which would include health information, contact information, both the parent and the student signing the guidelines. Um and with the understanding that should anything happen and we need to get in contact with the parents where it's the student's behavior, the parent is responsible to come get the student. Um wherever we are at at that point. Um even if it's us driving and they have to meet us in a different location, then they need to meet us there. um so that the student can be transported home. Also with the um information to the students letting them know that their behavior during this trip can potentially impact their possible participation in future activities next school year. >> Do you have any questions? And uh even though
it is summer program because this is uh uh a district activity they still are um they still follow the school policy and >> so I do have a question. >> Um so our our transportation department will be the one. >> Yes. Yes. Um hey Miss Ali public school transportation will be used. I have confirmed with Miss Charlene um that there is a driver available. there is a bus available for us. Um and so my understanding is that it is approved we will utilize the board bus >> so that they are comfortable this goound um to ensure we have AC and so that we don't have to issue like two years ago but that um everything is okay but as far as I understand we are set with transportation and approved. >> How many students do
you have? We have um if I'm correct, it's going to be 18 15 to 18 students if they all say yes. Um and I will have a deadline and that's because in terms of complete packets and responses because of the deadline for hotels um and so I want to make sure that I try to get it as close to the amount versus overpaying for rooms that we may not use. Um, in regards to the rooming, of course, the males would um room with male students, the female students would room with female students. After lunch, we would have our own rooms. Um, bus driver would have their own room and then we would do our dorm checks and then the rooms room assignments would take place. >> And then all the other pieces, it's free to
the students completely unless they want to buy souvenirs and their own special snacks. wherever we stop, but we I have it in the budget to purchase snacks for a longer trip as well. And then all the meals, regular meals >> and this is in support with the with the board initiative last year that every juniors are the one who qualifies for this college and career touring >> as far as GPA and everything. >> It's offered for everybody because it's really for everybody. However, if for example if if uh that the handbook and the policy applies. So for example, if uh any particular student is under uh is under a disciplinary action and the handbook does say that they cannot participate in this uh district activities then that's it applies. But it's a there's no there's
no qualification as to who can participate as far as >> and president I ask for board approval. >> Yay. >> Peter >> myself. Thank you so much.
