001We're going to call this meeting to order at 5:30 and stand for the >> to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. >> Penny not here. Board member Matt Medina preser and President here >> and myself present. We do have a corn and approval of the January 20th regular board meeting minutes. We have a motion motion to approve. A second. Kathy. >> Uh, yes. >> Glenda, >> yes. >> Peter, >> yes. >> Approval. Go ahead. >> We appro. >> Oh. Oh, I'm sorry. I thought that's what I said. Go ahead. Approval for today's agenda. >> No, you did. >> She did. >> Yeah. >> Okay. Perfect. >> And vote. Kathy. here. >> Peter >> here. >>

002Glenda. >> Okay. At approval of February 17th minute, regular board meeting minutes. >> So, so I wanted to bring something up on the minutes. Um, under comments, it said that we had one comment made and there was two. So, can we get that? >> Is that for the January one or the February one? >> February 17th. Did we already do the January one? >> No, that's what we're doing now. >> She said February 17. >> We're on February 17. >> So, we already did the January. >> We did. And >> who was the one that made the motion? >> Peter Peter was first and Glenda was second. >> Okay. >> And the agenda was uh I was first, Peter was second. >> Sorry. Good. And then the February 17 comment. Is there just only one?

003>> On it. It says one parent made a comment and there was two. >> Okay. >> There was some directions on it. >> Go ahead. >> On the February. >> Yep. Can't see my phone, but your screen just a spelling. Okay. Yeah. Other I think it was uh business a millia accepted just to add the ED and then uh okay and then the other one on that on the same paragraph is secretary is misspelled. S E C R E that one just mean needs to be corrected. That's it. That's what I saw. So with that I like to make a motion with the uh corrections. >> Okay. Do you have a second? >> Second. Thank you. Kathy >> Glenda >> here. >> Peter >> and myself here. >> Great. Let's move down to the reports.

004Superintendent Dr. >> Madame President, members of the board, I submitted my report. I just would like to highlight some uh uh some accomplishment we've had from February. uh we were able to finish our third quarter and the PTC were held on March 19 and 20. Uh throughout the district we have hosted literacy related activities and uh I did receive the from Mr. White Eagle. He crafted a report for us regarding the graduation rate cohort and this is his document. So I highlighted it in yellow. Mr. The white eagle was very ambitious in comparing us but uh it's a good comparison but the highlight is that from 23 24hour graduation rate is at 71.5 in 2425 our graduation rate bump up to 85.5 which is the uh minimum as far as the PE is concerned for

005school year 2520 26 which is last year's graduation. Uh we've graduated >> uh yes wait the report is 2526 >> but it was for school year 2425 graduates. Yes. >> Uh we graduated at 95 or 96.85%. 96. >> So, um 96. Yeah. >> Yeah. It's a little bit big, but um we are meeting our graduation uh rate specifically in the four-year cohort. Um in uh 23, 24, 24, 25, we have been targeting uh those students that needed credit recovery. And last last summer time, we graduated one of our sixth year cohort. So um in the meantime, our current 9th grade and especially our uh 10th grade and even those that will be graduating will be earning sufficiently uh more than the 24 credit required by PE for graduation. So um besides offering credit recovery, we

006have also um opened up uh opportunities for our high school students to enroll in our CTE and also in our dual credits with colleges and also interventions and other elective classes. So that's uh thank you for that uh report, Mr. uh White Eagle. Um we continue to collaborate with our panorama and through the NMPED specifically on data reporting. So uh the IT department has been working to integrate um I know that uh Vista is accessible by the public for the school grades. Um we will we are working in order so that we the district and the board would have an easy access to look at the integrated report prek to 12 as to profic student data proficiency attendance and it will be uh comprehensive including uh including the different activities throughout the years. surveys, student

007surveys, parent surveys, and as well as the staff surveys will be housed in our panorama uh system. We got that for free from the peed. Uh we've completed our required five drill and uh there were two things in regards to the five drill. We have completed our required annual and then last week or two weeks ago during that original meeting we actually completed the the other part. >> Um so we did our annual report when we reported on um the the final step in regards to our fire alarm replacement. Um, however, I just recently learned that that actually when the fire marshall was here, that wasn't in regards to the final um approval for our fire alarm replacement, it was just our annual >> annual >> um to check on our uh >> annual. So

008we did our annual >> um we are trying the IT the NOVA coordinator and our systems we are trying to meet the deadline in order for us to uh transition to the new CIS. So there will be um we are already uh fasttracking our uh registration for next year so that we can already pluck our schedule for next year. Having said that when we transition to the different uh portal right now the parents the students the staff are accessing the grades uh through uh skyward uh as part of the peed um offer uh we are part of a pilot the first pilot to or the first group the first cohort rather to to implement uh synergy for this incoming school year and that will house our attendance rate is student registration including student uh student

009and uh school and home communication. So uh it's through synergy um basketball is ongoing as far as grant management is concerned. we have submitted our CLNA. Um I did receive an email just this uh just this morning that we do have to revise some answers there for the CLNA so that we can continue to approve or we can continue to apply for our CTE grant for next year. Um we have already finalized our contract with success for all our third party grant that will uh allow us to offer a more intensive uh literacy service for our elementary kinder to grade 5 next year. Professional development are already scheduled for April and we will be holding different uh community meetings as well as we introduce um the different uh intervention that we will be using for

010next year. Um I have attended the training or that uh required PD for our supplemental instructional materials in Kansas and they do offer a um a workshop for board members in November. So um I will uh work with our uh finance and operations director to see how we can support so that you would have a better understanding of how we're using our supplemental uh material in uh the high school. Um I think we are already in the process of uh initial meeting has already started and uh through the initiative of Mr. um boss our IT uh manager. We are applying for a um a significant grant money. The caps the coops SVP grant is specifically to improve the safety um safety infrastructure within our schools. So, um, starting next week or in the next two

011weeks, we will already have a visit, a walkthrough from our, uh, vendor that will, uh, look at, um, the middle school access. Right now in our middle school, when they, when any guest comes in through the middle school, they come through the side door and the guest once they enter the middle school, they already have access to the entire middle school. We're transitioning to use the actual main doors and it's a double door. So once that system is in place any v visitor would be able to get in but not automatically to the to the to the uh main building. So that that's just um just putting in place some improvement in our safety there. Um we have applied for uh peed high impact tutoring and we were awarded high impact tutoring for our originally

012for our grades 3 to eight. So um this means that our students from grades 3 to 8 starting right after the break will get intensive high impact tutoring as paid for by peed in specifically to address um mastery of the grade level standards. Now, uh, Miss, um, Miss, uh, Herman and myself met with the team and they've offered to offer that high impact tutoring all the way to our lower years. Is that correct, Miss Herman? >> That's correct. >> Grade two or grade one. Grade two. >> First and second. >> So, from grade one, grade two. So, not just grade three to to eight, but it will start as early as grade one. So, and they will be working specifically on the peed standards that we are required to teach our students. We have already

013hired and on onboarded additional classroom educational assistant. We have contracted already a part-time physical therapy and a school psychologist and we have interviewed and offered uh for a position for an elective teacher, the one vacated by our teacher last semester. Uh in addition to that we have completed our first tribal consultation with Zia chemist confirmed with us today that we will have their um we will have their tribal consultation in April 20 and um unfortunately I was not able to schedule the tribal consult uh the consultation uh for uh Heispring Ponder Rosa and and uh Sanicedro. So hopefully I will be able to reach out to the mayor of Hemisr and also to the community of Ponder Rosa and the Santoro so that we can schedule their uh uh community consultation before the end of

014April and um in addition to that uh madame president um in my report uh I pro you probably have seen through the report it's in the news report and also in the newspaper and it was also well discussed during during the legislative session that the uh association of superintendent has conducted or uh spearheaded uh um a study on um how our students are being compared to other state through this national grading system and I know um this year our middle school participated in the NATE like what I said since I've been here June uh since I've been here since 2022. That would be the first time that I've seen our students take name. But throughout the United States, New Mexico submits that report as the ranking. So, um the initiative is to look for a

015common assessment that can be validly compared and with uh with a better size of participants. So uh one of those idea that was that was discussed was to use the lexile level. Lexile level is a reading assessment wherein students throughout the United States and even throughout the world use to see if they are college and career ready. So uh from preK all the way to 12th grade and even to college the students um uh read and they are assessed as far as which Lexi level they are. Um last year we have piloted that uh program called achieve 3000 in our middle school and this year we have full on implemented that achieve 3000 from grades three to grade 11. And in in your report, Madame President, you will have the report for the entire school

016and also broken down to the schools. If you would notice, I said this is our first year of using this program. Um I just would like to highlight that in the key metrics. So you would uh see the total number of students which is 210 and out of those 210 our average scores is at 73.6. So usually there are like five to eight questions that they have to take and on average the students are scoring at 73. That means that um if we are going to stretch that uh that means very uh low number of percentage of our students are getting those uh 100% scores and that's being brought down by those students who are performing on the low end of the of the lex of the of the scoring. Uh but the students on

017track as far as college and career readiness from grades three to grade 11 out of 221 students using the dyslexile level only 18 are college and career ready >> and that means 17% are on track. So 8% are college and career ready and only 17.2 two are on track for college and career ready. Um the Lexile the average Lexile growth is although that although the Lexile growth on average is 3.8 times so that means if a student starts with a one Lexile um but this is as of February uh they made 3.8 growth uh in the Lexile. So that means that our students are already comfortable with the program and they are already using it and they are already showing growth. But we are starting just to be honest with us all that our students

018are starting on that low end. >> Um our cumulative expected growth is as 49 that's very reasonable and the lexile gains is 140. So that is I would say that is a very reasonable lifestyle gains if this is per kid. Uh that means that uh at the very least they are uh nearing uh improving at least one grade level from where they are originally. So the trend on on page three or rather on page two you would see that for Heis Valley Elementary School our uh expected growth the expected growth is 72 but the elementary from grades three to grade five the actual gain is 231. So again the blue is the expected growth the black is the actual gain for middle school they are expected growth was 30 their actual gain is at 87

019or rather sorry uh the middle one is high school and then the middle school their expected growth is at 53 but their actual gain in lexile is 131. And uh on page three you would see that the growth trend from September all the way to March. So they started at a very low lexile. This is on average of course but then the growth is steady. So it's not it's not uh random. >> The growth is really steady. It's low and steady. It's not high. If you would notice the highest gain was on February which is at 141. But that is significant knowing where our students would be uh assessed uh in the beginning and it's broken down in elementary, middle school and high school for your for your uh review and this is what we

020are presenting uh during those consultations. So uh as soon as we have those set up for the different communities uh we definitely would like to offer them this information and this is also embedded like what I said in the panorama. So the panorama gets all those informations and uh form part of uh of our reporting to uh the peed and uh this is the graduation. I think that's it uh madame president and I'm I open I'm open for questions. >> Thank you Dr. Any questions for Dr. Thank you, Dr. Um the chief academic officer. >> Madame President, members of the board, Mr. Foster is not going to be able to join us this evening and um you do have his report but uh I will be more than happy to provide or an update to

021the board in the April uh board uh meeting. But I just would uh in this report specifically um I would like to reiterate or report to the board that as far as the graduation update their selected speaker is uh I know he gave me the name Kevin. There you go. Mr. Kevin Melena. Mr. Kevin Melena is a member of the Hemis community. He graduated from Heis Valley public school. He is a successful geologist and his journey reflects perseverance, education and dedication. So I am I am already working with the uh graduation team to formally uh send the invitation uh to Mr. Madelena. >> So where's the graduation? >> The graduation will be on May 29 at 6:00 in the evening. and uh diploma has already been ordered. Uh they already uh the the graduation committee

022has already started meeting and uh we be just like last year we started last year the graduates will also be receiving besides the academic uh tassel they will also be receiving a tassel provided by our partner from Vital was that that blood donation thing. So um for those uh it was open to the public and anybody who donated blood during that blood drive they are able to uh identify a graduate that gets a uh a title for that. So just some recognition. >> Yeah. >> Uh are we on track with all the I am currently reviewing originally? Well, I am currently reviewing. There is three students in the senior that are at risk. And so um I already have a scheduled meetings uh myself with those uh with one of the parent that I was

023able to reach out and um I will be visiting with the student myself. Uh we have two months but uh the high school team uh is going to be able to meet. Um I spoke with the high school team. They will be meeting from April to May after school to address those at not just the senior but from the ninth grade to the 12th grade. So um except one because uh she really would uh that my students would really need some more time. >> Yes. >> So but the rest we should be able to graduate them by May. >> Um Dr. I am curious about the school leadership and mentorship uh initiative. Is that separate from the reading? >> Yes. that um that mentorship program uh for for new staff including new teachers and new

024administrators um one of the requirement is to provide mentorship support. So for the administrators uh we have uh we've identified mentors for our new teachers but for our administrators uh they are new to our districts and so um I contracted uh someone uh who is a licensed administrator who was a seasoned administrator to provide those mentorship to our administrators. So our administrators are receiving the support that they need also. Any other question? Uh is there is there a possibility that you can send us a list of teachers? >> Yes. >> And EAS whatever because a lot of times we don't know who's hired and who's here and sometimes you're here and you see a new face. >> Definitely. >> Yes. >> I know that uh for April those that are new where this I will

025be presenting them here. So yes, but definitely we will we will provide a list report and their and then their actual decisions and their actual >> you know just a suggestion maybe um like every school year at the beginning of the school year bring all the staff in so we can see who's who definitely >> like you said sometimes you see somebody and then the next thing you know you know >> Sure in the middle of the year as uh definitely but uh but at the same time we uh we we will create a a system wherein when we bring in our new staff um we have a three-day plan. uh what we're going to do is to make sure that we don't have quorum is we can invite uh board members to attend those

026different meetings while full staff are there so that uh uh we can have you know new staff definitely depending on the time and and uh we might not be able to bring them like if for example transportation or transporting at a time. So um we definitely will identify a day wherein we would be able to uh recognize everybody. So uh I know that uh in the beginning of the year there was a there was an standing invitation uh to join the the come back to school orientation. So yes so yeah >> so I just um please maintain your comments until a public comment. Thank you. Okay. Uh Kathy, go ahead. Budget report. >> Okay. >> Oh, >> yes. >> I'm not used to having this. >> Well, this is her first time. That's why I

027needed to present that. >> Well, thank you for having me. Good evening, everyone. Um so, I'm going to be presenting our um elementary board report just with the caveat that this was written as of March 17th. So, a little bit of it is dated at this point. Um, but we celebrated quite a bit between the month of February and the beginning of March. Um, we had our read across the valley celebration at the elementary campus where we enjoyed some Dr. Seuss themed crafts, snacks, and readalouds by guest readers. Uh we also celebrated random acts of kindness week with the creation of a kindness tree where we continue to add the kind acts of students and staff for all to see to write in our um as soon as you walk into our campus up there

028on the windows. Um we also celebrated homecoming week even on our campus. Our youngest warriors took part in some of the themed dressup days and also took part in the festive pep rally as well. Um and then we move on to academic achievement. We are very very excited about the academic achievement we are seeing on our campus. Um again most recently as of this report was our February to March IMASA or I'm sorry not Amira testing window. Um and during that period every single one of our cohorts of students showed growth um kinder through fifth as well as our special education population and English language learners. So, some of the averages that were calculated off of that February to March period is we saw 11 point growth in kindergarten, eight points in first, 34 points

029in second grade, nine points in third, 29 points in fourth, fifth grade had 15 points, and then our SPE population showed 28 points of growth as a whole. Um, as well as four points for our ELLs. So to my knowledge that is the first time we have had every single one of our uh different populations this year show growth all of them. So that was very exciting. Um when we look back >> if I may interject ma um last November um we h we have seen our first report for our uh for our academic performance at that time. I remember uh the the vice president then asked uh why were there a why were there regression in uh on the students proficiency on certain grade level so when I reviewed that report it was actually

030a negative regression those grade levels now have are the one who actually made the gains significant gains >> yes >> so in the in the next in the last uh less than two months >> yes so the next part of my report says So that if we look at our January to March assessment window, um for that quarter growth, some of our highest achieving areas, first grade grew by 54 points in that span. Um as well as our special education population, again, I'm so proud of them. Um 40 points in that window. And then our second grade cohort was by 39 points. Um so we attribute a lot of this surge of successful um progra progress with our students to a shift towards instructional consistency within those groups. Um our focus has been on high

031impact teaching which has allowed our students to make these remarkable strides. Um some of the support that we've been able to push in by specialized experts. um some of which include our Redwood Literacy, virtual dyslexia, and Discalcula um specialists that have been working with our special education students have seen remarkable growth. Um as well as within the first and second grade classrooms, um those teams of teachers have embraced a data-driven small group instruction model, which has allowed us to really dive into the explicit needs of those students. Um and we're seeing really great growth with that model. remind me the time frame. >> So that was from January to March that we saw that. Um and then just above it, those points growth that I gave you was just the March window as well. >>

032Um and then in the report, I also provided a breakdown of what that looks like through each of our testing windows. So the August through October is in that graph and then October to December. And then it will show you that growth that I just gave you that January to March. So, it's a nice visual of what each of those cohorts have done. Um, Let's see. So, the small group has led to a vital remediation for some while offering leadership and enrichment opportunities to others within that classroom. Um, I do have to point out this is not necessarily new. I really want to point out our fourth grade classroom that has adopted this model um since last semester and we've seen some really great growth with that small group implementation in that classroom as well.

033Um, let's see. The next section talks about our attendance. So, last month we had 36 students with perfect attendance. So, they were celebrated with nachos and pirate booty party. Um, however, we do continue to struggle with some chronic absenteeism within the elementary school. Um, so if we look at our tier breakdown, uh, 55% of our students have missed less than that 10% of instructional time. um which is where that's our research back threshold for maintaining grade level proficiency. So we don't want to see more absence than that. So that's 55% of our campus. So that's great. But we do also have um 35% of our students that have moved into that missing 10 to 20% of instructional time. Um and then we also have 10% that have missed more than 20% of their instructional time

034for the year. Um, so one of the things that we've implemented on our campus is we now have a sitebased attendance committee uh that meets bi-weekly where we review the data and we're reaching out to families um and trying to brainstorm any ways we can to just help get the kiddos into the classroom. Um extracurriculars, we had our inaugural basketball season. Uh 24 students in grade third through fifth participated in that season and coach Wellman was planning to hold a potluck and awards ceremony to celebrate their hard work. Um we also wrapped up our Namasa Academy after school tutoring which was very well um attended. It was six weeks of targeted small groups based test prep for our kiddos that were taking the Namasa assessment which we just completed last week. uh 32 students attended.

035So that was really great to see. Um we hope that it shows positive test results for them. And then after spring break, we're going to be holding a round of foundational skills after school tutoring. So this will be specifically for first and second graders and will lead into the summer reading program which will be initiated right after that. Um and we've also opened it up uh by recommendation by the teacher to some kindergarteners that we felt could also really benefit as well. Um and then for community engagement on March 9th we had a family literacy night. Um it kicked off our book fair which did very well. We made almost $3,000 um for our campus that we'll be able to spend through Scholastic. Uh we also had Explorer come in and um do some hands-on

036activities with the kiddos. They'll be coming back again two more times. Um actually they already did come back once. It was March 17th and then the next one will be again on April 15th. Um we also had just write reader who we partnered with to provide um phonics based books to our students in first and second grade. So they were on site and also um gave some strategies to parents on how they can support reading at home. And then we also held um parent teacher conferences um where teachers shared about students most recent assessment data as well as their data binders which house the assignments that form the basis of their report card scores. And um in addition to that, Madame President, last year for our summer reading program, we had about 27 kids, this

037as of yesterday, Jessica uh reported to me that we have 50 students already signed up and there's already a waiting list. And I was like, okay, because we will be housing it in the middle school because during summer we do a cleanup. So we have our summer, we have a very limited space, so we're working with PD. Tomorrow Jessica and I will will call PED to ask PE if they would allow us to accommodate some more and uh as soon as we are able to accommodate some more we'll definitely welcome if we can serve more and all our kids the better. So it's a monthlong summer reading program no reading and math program. So uh I'm glad that uh the elementary the middle school teachers during the PTC and the high school teachers were also

038uh reminding parents about this opportunity. So we did have an increase in our signs question. >> Um going back to your um uh your redwood literacy. >> Yes. um who who are your specialized experts? >> So, Redwood Literacy um we contract with letter Redwood Literacy and they provide our special education minutes for students um specifically that have been identified as having dyslexia um specific learning disability or dcalcula within our second through fifth graders. Um so they are special ed certified teachers um or CL certified teachers. So those are cognitive academic language practitioners who specifically work with students with dyslexia. Um and they log in with our students Monday through Thursday for 40 minute sessions uh where they work through the Wilson uh structured literacy program to work on those specific deficits that the kids have.

039>> And this happens during the school hours. >> It does. Yep. >> As part of your service. >> Correct. >> Yeah. They also serve as case managers for our IEPs for those students, which is great. So, they track data and they attend the IEP meetings so they can give that information to the parents as well. >> Thank you. >> Any other questions? >> Thank you. >> All right. >> Okay. So the February checklist, the expenditures, the February checklist consists of ultimate warrior supplies and materials, instructional materials for culinary course, HVAC repairs, renewal of educational software, community engagement supplies, ancillary uh service, DOT screenings for transportation department, redwood literacy, tech supplies, payment toward uh the beacon in light project services for employee assistance uh program um athletic official dues and monthly utilities such as propane, electricity

040and trash. Um those were some of the major things that happened um present changes or proposed changes to the budget. The bars or IBTS IBTS were completed this month. Uh bars were completed. All cash bars were submitted for all funds range ranging from 1 0 0 through 4300 0. New award received for fund 24220 disability innovation fund to be used for math manipulatives to support students with disabilities and that is a new one. Uh we did receive the final reward uh award for the physical year and 24101 title one and also the final award for physical year 2526 and 31703 which is SB9 uh state match. So, those are um the IBTS and the bars. And then we do have some uh discussion of things that are happening right now. And I'm going to let

041Randy explain that. So, I just want to start off with saying that budget prep has officially begun. So, we had our spring uh budget conference last two weeks ago. >> Two weeks ago. And so, um that's put on by the peed. And so they're basically laying out they give us our unit value and all of the uh upcoming changes um that we can expect to see um in our budget. So um the admin team along with the business office um we're going to begin working hand inand to make sure that we're building the budget that best supports our students. Um, one of the things that I did want to bring up is during our February board meeting, I stated at the time that the legislators had um, denied the 1% raise across the board. However,

042there was the possibility that the House would bring it back on the table and they did. So, they funneled that through a tax bill. And so, um, what the the law states now is that essentially it's not a 1% across the board. What they're looking for is to see if we give an average of 1%. So, when I submit all of the uh upcoming salaries, they're just going to see if the overall for the entire district shows a 1%. So, that doesn't mean that everybody's going to get a 1% raise. >> Um, let's see here. Uh, one a positive thing that I want to note is um this for this uh fiscal year budget of 2526, we built the budget based off of membership of 276.5 students. Um, however, with the recent submitt of our

04380 and 120 day, that average membership will be utilized for this upcoming budget. And I'm happy to report that that membership has increased to 295.75. So, that's an overall increase of 19.25 in the difference of the budget. So, that's great for us. Um, this obviously reflects the return of students that we lost mid year and strengthens our funding position moving forward. Um the unit value like I mentioned was provided to all of the um uh business managers during the spring budget and that uh new unit value represents a 3.5% increase compared to this year's budget. Um that increase is intended to assist with the 8020 law that passed. So that's going to be them funding the districts to be able to take on the 80% of all of the insurance. um as well as obviously

044the ongoing operational costs and then um our compensation efforts. Um some program updates. So, the peed and the legislators are um cracking down on tracking our our spending and so they're implementing um they've already implemented some but they've just added a new program code and so this program code is going to be 4060 which is going to um attach to our ELLL and so um they already have 4020 which is for our at risk and then um bilingual we don't currently have a bilingual program at the district. So for us, it's just going to be the ELLL and the at risk. Um in talking with other um finance directors at the conference, what they're looking at doing is attaching that program 4060 to all of our Tissel endorsed uh staff. So their salaries will now

045have that program code as opposed to the old of the 1010 which is instructional. So that should meet the requirements of peed and see that we're spending towards what they're going to do through the SCG. Um, and I think that's all I have for you guys right now. We're just getting started. So more to come. >> Any any questions? >> Moving down to public comments. Okay. So, we do have four four um people that signed up to do public comment. And then just a reminder um public comments are only to three minutes. And unfortunately, the board cannot make um any they can't um dialogue. >> Yeah, dialogue with any of the comments, but they will take in consideration anything that is said. So, the first one is Michelle. The next one will be uh Michelle

046Travis. The second one will be Holly Lopez. The third one Julia Lopez, and the last one will be Sally. I'm gonna take a patch. >> Oh, okay. All right. Well, thank you. So, if you go on, >> Good evening. My name is Michelle Chavis. Um, I'm pretty sure you guys are aware of who I am. Uh, I'm not here to get any apologies or sympathy from you guys. Um, I currently have one child in elementary and I have one child that was attending high school. On February 17th, my daughter was brutally attacked. She's in 10th grade. I just want you guys to understand if you were s standing here in my shoes, you probably feel the same way. I'm really trying to do this on an adult level. She had a friend call me at

04712:51 explaining that she had got jumped by three individuals. She sent me a picture at 103 still sitting in the same spot. I didn't get a call from this school till 1:14 and I was halfway home from rear branch. When I got to the school, I went straight to my daughter. Nobody knew what was going on. Nobody knew what happened. She was bleeding. She was traumatized. She was missing nails. She was missing hair. She couldn't see out of her left eye. She couldn't talk because her face was kicked in. The principal and the superintendent was there. They had no words for me. They didn't speak to me at all. I did speak to the police officer. My daughter now is receiving extensive medical care. Still, she goes to three different doctors and a therapist. and

048she gets her MRI on her spine and her head this week. I want to ask you like how how do we fix this? You know these girls have done this before and you know that and you know that they've done this before in previous schools yet two of them are back in school. So, my daughter has to go online because you guys allowed two of them to return to this school. And those two girls are already tormenting a few people that are friends with my daughter. Maybe their parents won't stand up or maybe they don't have parents to say anything for them. But that's going to be my job. I'll be up here every month till you guys understand because next time it could be one of your kids or one of your grandkids. You

049guys don't wake up at 3:00 in the morning to somebody screaming because you guys it was your responsibility. And I'm aware I'm aware that, you know, he quit, but it wasn't just his fault. It was everybody that's sitting here. It was all your responsibility, too. It was not just Mr. Foster's responsibility. We just need I just need answers because at this point I will be pursuing legal action against the families and this school. Thank you. Good evening, board members. My name is Holly Lopez. I have a daughter in second grade, which you guys know I was here last month. Um, my biggest concern today is the amount of teacher and staff turnover at our school. And whether if you guys are really aware of it or not, we keep losing people consistently. And I just

050found out this week that we also lost Mr. Foster. Because of this, teachers seem overwhelmed, support is inconsistent, and our kids are noticing that in my daughter's class in her second grade class right now, there are four staff members covering what normally be one teacher's role. I appreciate the support and I guess the testing is showing that it is getting that support. I just wish Miss Smart would have also got that support. you know, we have four people doing what she was expected to do by herself. Um, I've also heard concerns that staff aren't comfortable communicating with us parents because of the fear of consequences from I guess administration. Um, and like right now I feel like we are just growing and dividing between parents, staff, and administration. and I feel like we should be

051coming together and instead we're being pushed to different sides and that's not what's best for the kids. We also received a newsletter saying a new teacher is being brought to the first grade due to increased enrollment. And while that might be a part of it, that doesn't reflect what families are actually actually experiencing right now with the amount of staff turnover, vacancies, and the lack of clarity around staff changes. As a parent, I don't know how I'm supposed to go or supposed to go with my concerns. I've emailed. I've come here and spoke. I've had meetings with the principal and the superintendent. And I don't feel like I get any clear answers or any followup. I feel like the only place I could come talk is here, but it's not an actual conversation. And that's

052what um like really where my concerns come from. There's a disconnect between what families are being told and what we're experiencing. and is starting to have, you know, break of trust. So, I'm asking you guys, are you looking into a turnover at our school? And how can us parents actually get feedback from the board so we can feel like we're being heard? Because of right now, it doesn't feel like anyone really cares. So, thank you. Hi, my name is Julian Lopez. I too was here last month. And just to back what my wife was saying, we're just curious if the board is aware of the amount of turnover in the school, whether it be teachers resigning or them being put on administrative leave or whatever the case may be. And what are we doing to

053replace the amount? Because like I said, I just heard we hired one and that's great. And like you said, we've met with the teachers and they're doing a good job. I guess picking up the slack that has left with Mark Pak being gone now and we are happy with the support we're getting there. But just curious, like you said, I mean, we were here last month. We haven't heard anything back and we also know that the teachers are not back in the classroom. So like you said, hiring one, losing two or hiring more it. I mean, it just doesn't seem to be filling the gap that we're with the amount of teachers we're losing. The other thing I think just to back what um you had said earlier, ma'am, I think we should invite the

054teachers to so you can see for yourself the ones that are here at the beginning of the year and maybe in the middle of the year there's not as many here. The end of the year there's definitely not as many. So maybe I'm not sure if the board is seeing what's going on inside the school every day. And like you said, we can't really communicate with you all. We get to come over here and speak here, but we don't hear anything back. So I'm not sure where that's going. Another concern with just say Maria and um the other teacher I can't but Miss Hogan being let go. I know they're under administrative leave and they're being investigated. I'm not sure for what or any of that, but who pays for those investigations? And with all

055these investigations taking place, couldn't that money be being used for something more useful such as hiring teachers to replace them? I mean, that's just the thought I have cuz I know if they're being investigated, it's al obviously being funded somewhere and I'm not sure where that's from. And then is the board like I said last month is the board looking into the problem whether it be I don't know I don't have any proof that it is Dr. Kamado or whatever the case may be I just do hear he seems to be a common factor in all these situations and then also like you said when you talk to other staff members they don't want to speak up or anything in fear of re retaliation from I've heard Dr. Kamada thing brought up several times. So

056I just want to know if the board is doing anything or looking into it just because just to remind you that when the board is elected, you all are elected as representatives for us and without seeing any representation, then we're going to be forced to take action when it comes time to reelect. Thank you. Thank you. Uh moving down to business communication plan for district to community stakeholder and vice versa plan excuse me action and discussion. Uh Madame President, this would uh as part of the discussion since uh in the beginning of uh last year and we discussed about our uh communication plan and um this is for uh to empower the board for any directives as far as the best way to communicate besides what we are using now. and um my leadership is

057definitely willing to come up with a plan that uh will be presented to the board for consideration to address uh um arising issues. So I know that we've anticipated like how to communicate during uh school closures or communicate during um during uh weather situation. So we also would like the the team would like to get some directive from the board and support from the board to to come up with a plan and uh with the resources that we have with the staffing that we have to address uh issues that are brought up uh for the consideration of the board. So that um the the stakeholders will be actly uh will be actly updated with definitely without um without sacrificing uh uh privacy and uh legally protected matters. So uh if if you would support that

058madame president to give the directive to me so that uh my my team will come up with a plan is just like a directive to do like a policy or something like that but this time it's a directive to craft a communication plan >> question who's who are your team >> uh myself uh my my admin team so I have my administrators and uh my district administ ministrators. We also have uh our IT our we we've recently just established a PR team and uh we've included we will be including students as well as community members to put together that team. >> Can you provide us a list? >> I'd like to see a list who's on that. >> Definitely. >> Thank you. >> Sure. >> Any other thoughts, questions? Can I >> Oh, go ahead.

059>> Thank you. Um I to be transparent, I know that we talked about putting this item on the agenda, um having in recognition that all of us sitting here at the board are signed up willingly to be public servants and we should be accessible to our community members. Um this does not mean that we stop or neglect policy and procedures um such as following the chain of command but that those things should be clearly posted um and accessible. Um and so the directive and if the board is would like to add is to provide feedback on best practices based on community needs and an action plan to address community communication um so that we are fulfilling our duties as public servants. >> Any thoughts or questions? >> I think that sounds good. >> Dr. Is

060that what you had or is that something just >> that is clear for me and it's going to be clear for my team. >> Okay, great. Uh can have a motion? >> Did you say Peter? >> Yes. >> Okay. Can I have a second? >> I'll second. Kathy >> Peter >> Glenda perfect. Uh B, consider approval of research project. >> Madame President, members of the board, last February, we I presented uh Miss Pito uh she was requesting the board support to conduct her uh uh her master thesis and uh we that was not an action item then. So I'm presenting the board and request for the board to support the study. I did confirm with her and her supervisor from the college that there will be that the school um the school privacy will be

061maintained so that the study will reflect a pseudonym and so prop and then um I am getting the one I'm the one who's getting the signed consent from our from participants within our uh school community >> and I so I ask for approval president Yeah. >> Great. Kathy, I need a second. >> Good. >> Thank you, Peter. Kathy, >> yes. >> Landa, >> yes. >> Peter, >> and myself. >> C. Consider approval of part-time resolution. Madame President, members of the board, this is the the annual uh practice that we do as uh to make sure that we have a resolution, an active resolution for our part-time employees to receive their uh benefits. >> Yeah. >> Can I ask for for support and approval of that president? >> Do I have a motion? >> Thank you,

062second. >> Vote, Katherine. Yay. >> Peter, >> and myself, >> consider approval of asset disposal list. >> Madame President, for your consideration, we are presenting to you a list of assets that uh we uh my team deemed ready for disposal. If you have any question, I'd like to bring in uh we could Okay, Miss Freda, if you have any questions regarding any of the items, >> any questions on the list that we saw? >> Thank you. >> No question. Okay. Can I get a motion? >> Peter, can I have a second? >> Second. >> Thank you. Glenda and vote. Kathy, >> yay. >> Glenda. >> Peter. Peter and myself. Yay. >> Great. Consider approval of humming bus request. >> Madame President, members of the board, uh one of our um community um was requesting for

063support from the district uh to use our bus uh to transport their participants to the hummingbird and usually this happen during summertime. And so this is part of our partnership, our community. And so I ask for support and approval with that president. >> Can I get a motion? Not sure. >> Landa, you get a second. >> Thank you, Kathy. >> Yay. >> Glenda, >> Peter, >> myself, yay. >> Consider approval of the pilgrimage bus request. >> And Madame President, again, this is part of our community partnership and uh this is a tradition already and this will not impact uh our services here. And so I ask for support and uh approval. Madam President, >> we get a motion. >> I make a motion. >> Thank you, Kathy. >> I get a second. >> Thank you,

064Peter. >> Kathy, >> Peter, >> may consider approval of grant budget application for two, five, and idea B. Discussion and action. Madame President, members of the board, um this year we are applying through the unified budget application process and um I have uh part of our consultation with the tribe. We've consulted already with uh our partners and I've also consulted um with uh specific and required stakeholders. These are the uh allocations that we've received. These are not the actuals yet, but these are the allocations that we've received and we will be budgeting for the next school year. For title one, this is a supplemental funds uh based on the feedback as well as uh reviewing the the the historical use of these funds. Uh our priorities are salary and benefit specifically to reduce class size

065in the middle school which takes the big the big uh chunk of it and uh title one is supplemental. So specifically for supplemental instructional materials and supplemental services tutoring after school tutoring service for the kids. Um there are this particular title requires set aside money. So we set aside money for our homeless students. We set aside money for parent family engagement. We set aside money for professional development. And we also set aside money for our prek that we support. And uh title one is also used for our PBIS to improve school cultures in our in all of our schools. For title two, this is specifically for professional development. Um the uh our priority is to use this title two funding for mentorship for our new teachers, retention for our high need staff and which is

066the math, science, ELA and special education and then uh to pay for uh for the cost for training for again title two is specific only for teachers, educational assistants and principals. So that's the priority for title two madame president members of the board for title two uh with that limited amount of of course besides all their other resources that we have um we are proposing with the support from those that uh I've spoken to to uh augment our um expenditure in the area of well-rounded education. uh specifically for this year we are able to use title four to support our the in the initiation of our elementary uh sports program which really uh give an opportunity for our students to participate in there and then we are also using that amount to provide safe and

067health healthy students for any of those um health and safety related trainings as well as activities for our students as part of well-rounded education We also use that to support for any extracurricular activities um that allows our students to um to show off the skills that they have uh that they have acquired while here in our school for I for our idea B that's the amount that we are allocated um that means that we have we actually were successful in zeroing out our carryovers so that means that we are working to make sure that uh we use the the the the the budget that we have provided to to provide those services for our special education. Specifically for this, Madame President, members of the board, our priority is to pay for a one FTE of

068a special education EA that support our high need kid and then appoint a part-time salary benefit FTE for a special education teacher. We use this IDB funding. There are two IDB funding if you would notice. The first one is IDB for K12 and then the second one is IDB for preK. We use this for our child find to pay for evaluations and evaluation materials. We also use this for our special education transport uh for those students that we know that we we have a special education bus but uh we struggle to get um uh um spec especially trained staff to to staff that uh transportation. So we use that uh to provide accommodation and modification of special education transport for our families that requires that. We also use that for special education supplies and materials

069in the classroom and special education professional development. Not just for the SPE teachers, but even for our regular education teachers as well. For our IDB prek, we definitely use that for our child find and for our special education supplies materials. But I just would like to uh emphasize that um this uh title funding including idea B are designed to supplement and not supplant. So uh first all we cover cost first using our operational funds. So I'm just letting you know that despite that amount none of our students are not getting service. So we are we are failing in some respect and we are going to correct our district's effort for child find and addressing compensatory services definitely for sure and but this uh unified budget application reflects our 5-year strategic plan. Uh it comes with

070the commitment and the assurance that we that we will be meeting deadlines and that we address corrective action. I was anticipating one, but this afternoon I did receive and I present it in April. I did receive um uh a finding from the office of special education for our school year 2425. The office the federal office of special education identified Hemis Valley public schools as meeting standards. So we don't have a corrective action as far as special education is concerned. We do have a corrective action in other grants like CTE expenditures. This this particular unified budget ensures that the expenditure is not isolated. We are uh aligning the expenditures from prek, elementary, middle school, high school so that there will be no grabbing of oh we need this, we need that. Besides we are serving a

071family of students here. So we are trying to make sure that the expenditure are not isolated but they are aligned to the school programs and the district program aligned to our strategic plan and the school level improvement and dash plan and uh in the meantime besides this funding and I'm already um having conversation with uh Randy to say should I stop applying for grants because it seems that we get penalized for grants. that we receive. You know, it's like, okay, we receive grants, but then for our accredititation, they're looking at how we're using operational money. I said, we end up not using operational money because we did receive grants. And but definitely, I mean, for our students, the benefit outweighs what PED says. We'll continue to apply for those grants for the benefit of our

072students. So madame presidents for uh members of the board for your consideration I ask for approval and uh with this madame president I will be completing the the application and then at the same time I will be uploading the required asurances the required signature pages and it will come with uh uh once approved I will approach the president to to sign the the document. >> Great. Any questions? >> Thank you, Dr. Can you get a motion? >> Quotions. >> Thank you, Kathy. A second. Thank you, Peter. >> Kathy, >> yes. >> Glenda, >> yes. >> Peter, >> and myself. Yay. >> Thank you, Madam President. >> Thank you. Moving down to consent agenda. >> I make a motion to the consent agenda. Good. >> Thank you. Kathy, >> yay. >> Peter, >> Glenda, myself, yay.

073Um, advanced planning. Our next board meeting is for April 21st. And then I'm sorry. Oh. Um and then future board trainings which are required of us um up to certain uh credits is um the spring regional meeting. Oh, that's >> that's today actually. Um the uh annual conference in San Antonio, the law conference in Albuquerque and the leadership retreat in Dallas. And do we executive? >> Yes, Madam President. We have two items for executive session. >> Okay. >> Thank you, Peter. Get a second. >> I'll make that motion. >> Thank you, Cassie. >> And both Peter >> Kathy >> Linda and myself. >> And that's 64. >> Thank you.
