I aliance to the flag of the United States of America and to the republic for which it stands nation under God indivisibley and justice for all. board member. >> President agenda. I make motion the agenda. >> Yes. approval of November 18. I'll make a motion that we want something we don't have session. >> The time's not on there. I never received admit time from any of the board members. 653. >> Peter, can you send me that after each meeting? That way I can add it. in the public. So we're out at 653 motion second by 5 to 64. I call for a motion to adjourn and then a second motion. So, will you be able to send that information after each? >> No, it's all sending information. >> All right. Thank you. Y approval for

the 2016 department the engine. I mean 618. >> Yeah, we went by the way. I'll make a motion to approve. I have 614 and then I motion second pass time out Kathy motion I second and we are here at 619 motion and blend second and the motion carried motion voice. >> Yes. >> Going down to reports JB Superintendent Dr. >> Members of the board. Madame President, members of the board, you have my report with you. It's um it's already a combination of this last month's activity including uh the semester the midyear report. Um but uh before I continue uh madame president, members of the board, if you would um indulge me, I'd like here we have some uh invited guest. I invited these guests this evening as part of my record. We have students from

the high school Mills for elementary and we also have their parents. First, I'd like to acknowledge our uh CTE students who have participated in a regional uh competition two Saturdays ago. So, um I was late on the first elementary game, but then I was able to join the part uh the activity. So, um please stand up. And uh in the regional competition, this CTE students placed first and second in their respective uh competitions. So uh we have a first place baking and pastry Miss Christristen Toya. That was one of the competition that has a lot of students, a lot of schools participant and out of them she placed first. We have interpersonal communication first place Kara Shei and Jamaa. childhood education. Second place, Kayen Sivan, uh, interpersonal communication. First place, Abigail Garcia, career investigation. Second

place, Nathan Low. This is um it's very important because I've submitted this is part of the application for our uh CTE Perkins grant and they are not just member of student organization but they're actually competing and they are winning in those competition. So now the the challenge for me is Mr. Kamat the students wants to go to go state he said go for it let's go to state let's compete in the state division. So congratulations and you make uh the district PROUD and also thank you and uh next I'd also like to recognize just last Saturday our middle school students. So uh last year we've started offering a different elective. Um we started offering emergent technology as an elective class for our middle school and high school. This year our middle school students participated in

the uh statewide future city competition and this is uh sponsored by Sandia Lab and uh and it's throughout the state. I believe there were 28 school districts who participated and out of those uh 23 teams from the different schools across the New Mexico, our MS Valley Middle School contingent place fifth place overall. If you can see the product here, the theme is uh farmtotable. So they have to come up with a problem solving presentation. How to solve a problem of food scarcity from farm to market using technology. And because of that our middle school contingent also earned a special national award, PME award for the best future city project. >> Wow. from our middle school, Miss India Sanchez. India and he's also in our basketball team. Kurt Arnell Dehan and he's also Gomez. There you

go. Arizona sunshine. Elijah Poya and Malina. Congratulations. So this madame president, members of the board, because um besides of uh this is in alignment with our strategic plan, but more than alignment with our strategic plan as you have approved earlier, we have our portrait of our graduate. This winning, this recognition for our students from within the region and from within the states acknowledges that our students that Hemis Valley public schools are not just prepared to teach our students the literacy, the reading, the foundational, but we are actually opening up opportunities for our kids um to showcase their skills, their problem solving skills. a portrait of a graduate is we are going to produce graduate that can problem solve that are very imaginative can communicate and has the initiative and so this is a product of

that. So we're hoping that through their modeling um the rest of the other high school students the rest of the middle school students and our elementary kids will also be able to take the opportunity. So more opportunities for our students and um later on miss uh miss I I will call on Miss uh Herman to also recognize our elementary. So our elementary activities especially our sports program has already been has started last semester and our basketball uh game has started uh two Saturdays ago and having um we we were competing with other schools that have been part of the league and we are very grateful of the league for allowing us to join them. our elementary especially our upper grade level had had won and it was a very exciting game. Um I know I'm

excited with my middle school and high school game but I can tell you it was a very exciting elementary game. So uh thank you for that. So um besides that uh madame president, members of the board uh during the first semester um we we faced some challenges but we were able to overcome them and ask if you would notice we did not have to stop any program. We did not have to reduce any of our services but we do have to do some compensatory services and lo and behold we're still able to accomplish a lot of things for our students. uh for that um I'm very proud again to um uh report that all of our schools have already been rated as traditional school. Elementary is already out of CSI school. um we are able

now to provide ELLL support and services and then based on our goals that we set for this year we are we are going to be able to make it as far as our K2 we are going to be able to continue improving our instruction and intervention the same thing for our grade 3 to 8 ELA and reading and we have actually been able to administer all our beginning and middle of year assessment and later on uh the administrators will be able to show the the growth and the need for for some additional improvement for all that. As far as our graduation rate, um I did receive a uh an email from the PD regarding our graduation rate. We do need to make some uh correction in it. And um but as far as I'm but

as far as I can report to you as far as our report from the district we did report uh correct data during the end of the year snapshot. Um but uh the email I got from uh the peed is that in their own uh reporting there were some students that or most of the students were reported as just withdrawn and not graduated. But in our Skyward and Nova report, we did report that we have graduated 32 students last uh May and we al we als we we also graduated another six another senior last July. Uh as far as our CTE program, we are uh we have we have been approved with our corrective action plan and thus last December our uh budget authority or we have been approved to to to start spending our the

rest of our grant money. all our ninth grades will be on track for graduation and um making sure that at at the very least all of our ninth graders will be able to re to receive six credits during this school year and um I will be working with uh our principal uh Mr. Foster to make sure that if there's any need for any credit recovery we should be able to give it during the school year or during summertime. So the important part is that um as far as graduation is concerned is specifically on cohort that any student that started with us as ninth grade our goal is for them to be able to graduate in four years or less. So and uh we will be work we will continue to work on that. Um as

far as our curriculum is concerned, um we are um um what's that? Slowly but surely meeting our goal for our tiered instruction. Um we've provided training support for our schools regarding our approved curriculum which is beyond textbook together with all the uh grant uh received or received grant from our PEBHQM as well as intervention materials. Um uh I am very happy to report that as of um January uh this year we are now able to start servicing our ELLL population. Um the testing is ready for our fall uh with the access testing. Uh MLSS is being strengthened by each of the school and that they will be reporting uh on those improvements and on those activities in regards to MLSS. I'm very happy to report also that so far during this first semester we did

not have any dropouts. So we were able to keep our students. We did have some missed students who transferred out but um and and I I will continue to work with our administrators on that and talking to the parents. Um uh one parents told me that I wish my son will really graduate as a warrior. And so I said well come talk to us and we are going to graduate you here in our high school. our number. We are achieving our goal in improving in our strategic plan of um increasing our enrollment from 2020 2021 school year 262. 200 2122 we went up to 267. From 2223 we went up to 294. For 2324 we went up to 283. We went down last year 2526 with 276. As of today, our enrollment K12 is already

at 298. So, we brought it up again to the level um uh 2324. Including our prek, we are already at 316 population. So uh we should be meeting our uh strategic plan goal of increasing our enrollment back again. Um I'd also like to bring to the attention to the board uh a special report from our um IT department um uh with now our um strengthening our IT services um aligning their improvements. uh we have been able to address key issues example keeping students safe. So um even weekends I have been able to receive uh reports if any of our students was in distress and I was able to uh address those by calling and reporting them to the right agencies and during the first semester uh we were able to provide support to our students

even during weekends and um we've also um continually to provide equitable access to our modern learning tools as well as um support services for making sure that there is no lead time as far as if the password is has been forgotten to be able to for the students to be able to continually use our technology resources. We were able to upgrade our infrastructure as far as our um safety and security infrastructure and um the IT department has completed 190 health desk tickets. So starting this year, we are actually able to see um and we are able to report what kind of support does the students and the and the staff needs and the school needs and how fast are we able to respond to those and I'm very happy that we are able to address

those software uh support tickets. Uh we were able to be in full compliance with our user and licensing agreement. uh we we were able to replace failed network switches and add additional Wi-Fi access points and um in addition to be part of our CTE program, our IT department is also uh learning and procuring additional uh instructional materials like 3D printers and plotters for our high school and middle school classes. Um, camera repairs has been uh has been ongoing throughout the the year, especially replacing our aging cameras. We have fully replaced all of the five main entrance cameras in the central office and each of the schools. We were able to upgrade our raptor visitor system. If you would notice, there's not much line going through. So, we are being proactive for those families that can

pre-ruptor. We were able to pre-raptor them but we also provide support if they need raptoring uh real time. Um we were able to install time clock use locations for our um hourly employees and we were able to replace and modernize our wireless microphone and audio system. Um our IT department is positioned uh to achieve our um technology plans and initiatives. Last week um our IT team had started meeting or organizing our district technology uh team and we'll be coming up with our district technology plan and hopefully before this school year end we would really be able to present to the board our district uh technology plan aligned to our 5year strategic plan. So uh and uh also madame president I'm going to take this opportunity also to um bring in or call in or report

on the middle school uh middle school data with the report there with the incident report as well as honor roles. We have two superintendent honor roles, 15 principal honor roles and 28 honor role students. A total of 45 students. That is very significant. That's more than uh 50% of our middle school students earning a GPA of 3.0 or higher in all of their classes. Um attendance, we have two perfect students in the middle school. Um and then we are also following our tiered student attendance success protocol. If you would um go to the to the back page of that uh middle school report, you would see the growth or the changes in the beginning and middle of year in reading, language and math in the in grades six, seven and eight. So we should be

able uh especially in the reading we should be able to continue to work to bring our near target students to on target so that they would be able to be proficient by the by the end of the year assessment for grade six, seven and eight. I'm very happy to report that um beginning of this year we uh middle school now have a full-time English teacher. Miss Jasmine Anderson is coming back to our district and providing that much uh needed uh instructional support and services. We also have uh Miss uh Lindada coming back to work for us. So those that we have supported through uh immigration in the past year uh they are willing to come back and work for us. So that um and uh they are already up you know up and running uh

providing services for our students. And um uh madame president I would also like to um bring to your uh attention the report from the elementary schools. Um a lot of significant gains. One one of those major gains is our enrollment up again. We ended up uh our school year last year with 97 kids. Now we are back to 122 in our K to5. And so I believe today um I was also uh in receipt of a report that another student will be enrolling in the next two weeks and hopefully one more student will be enrolling in the middle school also. So um congratulations to our Amira growth superstars. So here I'd like to uh give the uh honor to Miss uh Herman to acknowledge her superstars. >> Yes, >> there you go. >> Good evening

madam president members of board. Thank you so much. So, we are going to be um acknowledging our Amira growth superstars. So, these are our kiddos in each grade level who showed the most growth on the Amira assessment for first semester. Um so, just for a little bit of background information, average growth for a semester is about 35 points. So, you'll see that these kiddos that we're about to represent just blew that out of the water. and we are so very proud of their hard work um and just how much growth they've showed. So we are going to start this evening from kindergarten with Mr. Drifter Van Landingham and Drifter has 258 points of growth. Get a little book, buddy. >> And she and he's most singer. >> All right, moving on to first grade. Is

Edmond here? >> He is here. Mr. Ed. So Edmond had 85 points of growth this semester. And for second grade, we have Miss Pacy Lopez. 63 points broke this semester. Congratulations. For grade, we have Wow. Um, Mr. Wyatt Williams. Come on, WYATT. Ryan has 169 points. >> Wow. >> Being a good basketball player. >> For fourth grade, we have Miss Alana Toya. Get her tomorrow. Sister, do you want to take it home, sister? So, um, Alana's sister is going to take it home for her. And last but not least in fifth grade, Miss Lal had 122 points. Dr. Would you like me to continue? >> Okay. So, I'll go ahead and provide you with the rest of our data report as well. Um so beyond our Amir growth we also have done a really deep

dive on all of the assessments we've taken so far um for this year in elementary. So the next section that we analyzed was our um IMASA analysis. So this is our benchmark assessment that's taken three times a year third and fifth grade. Um and it gives us a really good predictor of how the students will do on the no asset assessment. Um so some of the key findings there were um our our reading is our strongest area. Third and fourth graders both surpassed uh their reading goals for this semester. So we're very excited about that. Um however language usage and math uh we did not hit our target. So those will be areas that we continue to work towards for this semester. Um though fifth grade did show a significant ontarget growth this semester. Um

when we also analyzed the data looking at year-over-year growth, um what we compared to last year is that we see a positive shift already in third, fourth, and fifth grade. Um especially in our reading. Um the area of concern that we're pinpointing for this semester is our third grade math, which did have a drop from 5% proficiency to 0%. Um however, when we're looking at such small numbers, you know, 5% is only a couple of kiddos. Um but because we did see that drop, that's definitely going to be an area that we're looking towards for second semester for growth. Um there is a detailed data table that goes through each of those uh areas of growth for you to take a more detailed look at. Um but basically what you'll see is it tracks specific

cohort progress. So, we looked at not only how did fourth grade do this year to fourth grade last year, we looked at those specific cohort of kiddos. How do they do in their third grade year now that they've become fourth graders? Um because sometimes when we're looking at different kiddos, that makes a difference in how much they can progress each school year. Um, one of our great standouts for that, which we're so excited about, is our fourth grade cohort was able to jump 17% from beginning of year to middle of year in their reading proficiency. Um, so that was an amazing gain for us. Um, and that's much stronger performance than what we saw than last year. And so that's awesome. Um, our Amir growth, we just told you who our our top Amir kiddos

were. Uh, but in overall we're seeing um the majority of our students in fifth grade started first semester with consistent growth. Um, our kindergarten has really accelerated rapidly over the last couple of months. and first and second grade have started out this semester um on a little more difficult trajectory, but they have really turned it around and are starting to show some growth after a slow start as well. The other thing that we've really focused on the last couple of months is our subgroup performance because we know that our VISTA scores also takes into account um our sped and ELLL population. So, we pulled out their data and analyzed that as well. Uh we're really excited by how much growth our special education students have shown this semester. They actually are outperforming a lot of

our general population students. Um and they have 33 points of growth as an overall cohort for the semester, which is amazing. um our ELLLs have a lower growth and that's why one of the reasons we're so excited that we have an ELELLL teacher that can work with our students in that cohort this semester to hopefully be able to show similar results to what we saw with our SE students this semester. Um, another thing that we've tried this year in the elementary is to not only rely on computerized assessments, but also use uh actual one-on-one assessments with the students. So, another piece of analysis that you'll see is uh oral reading fluency decoding scores on the students. And we have some seen some great growth already in that. Fourth graders have gone up um an average

of 29 words correct per minute on their decoding scores. Um, second grade right now is currently stalled, so that will be one of our areas to focus on most carefully. Um, we did a deep dive into our analysis on our attendance this semester as well. Uh, fifth grade's doing amazing. They have our best attendance record whereas kindergarten um has quite a large number of atrisisk students. So, we have created that's one of our strategic steps for this semester is we've created an attendance committee to try and reach out to those families and see what we can do to assist in getting them here on campus. Um, and beyond that within the classroom, our other strategic steps for the coming semester include continuing instructional coaching on layer one for our teachers. Um we have been utilizing

weekly administrative walkthroughs to ensure curriculum fidelity with beyond textbooks and uh we also have some plans for family and extended learning opportunities coming up for this semester um in terms of some afterchool tutoring specifically geared towards our third, fourth and fifth grade students. Um as well as getting ready for hopefully a robust summer reading program to come as well. Thank you so much. We stand for question and um we are going to be able to present to you in another round of uh data um data review. Uh the next time we're going to do data review, we're going to be able to present to you the action plans and the um different action plans that and aligning it with the growth that we are seeing. So um clearly um with the support of the board

and not as a support but with the direction that the board has given um our team will continue to work in order to fulfill our year one goals for this year and during this middle year the fourth um we still need to do a lot of work but we are positioned to make those changes more tangible this second semester. Now that systems are in place and uh uh commitments are already being um being uh uh brought to the forefront of of activities uh from the leaders all the way even to our EAS and to our um uh to all our support providers. So um this uh this speaks volume as to the commitment of the school board in putting together the right policies and the right goals and um and uh adopting that strategic plan

that really gives each one of us the same talking points and cohesion on how we're going to achieve this goals. So uh we stand for question at this point in time and after me uh Mr. Foster will do his before. So if you want to ask the question later um just on the after school ting, how soon will that? >> So we're in the works to we had approved to uh do a parent night the first week of February, whatever that first Tuesday is in February. Uh we'll be able to give more feedback on to the families of what that will look like. But we're looking at targeting our third, fourth, and fifth graders for about a six week period of almost like an IMASSA boot camp. Um, we've done a really great job of

going through the data with the help of Mr. White Eagle to identify specific standards that our students are low on that we know they will be um assessed on again on a we want to give them that additional time on the tutoring. >> Nice. And I just want to say, you know, seeing all this is very positive and thank you guys and thank you staff for working with the students. >> Thank you. >> Yes. Thank you. >> And by the way, before I before I uh give it to the next uh presenter, um I was um I reported the last time, Madame President, that our middle school and high school was able to participate in the youth resiliency survey. So we participated in that facility and um just last just last week I got confirmation

from K that we will be that we have been identified as a site again for our summer reading program but this time they're asking and I said yes. I convinced our district do you want to also offer math summer program? I said yes. So our summer program is not just going to be reading but it's also going to be for math and we this is offered to all students in the valley whether our students or not our students and we are also encouraging uh tutors 18 years old and above uh we're going to send out a flyer TED already posted any tutor that wants to work during summer it's $35 an hour. So, >> so is this um sorry um grades K? >> It's it's kindergarten rising to 9th grade rising. So, our prek coming

to kinder and our eighth all the way to 8th grade going to n. So, it's open for everybody. So, thank you. >> Thank you. >> Okay. Mr. Um so you'll see my high school report. Uh the report provides basically a consolidated summary of key academic attendance and student achievement for the high school. The information reflects midyear progress and highlights both successes as well as areas of continued focus for the high school. So first in there you'll see we gave our initial fastbridge screening in December. Uh the uh fastbridge is a universal screening system at the high school level. The initial screening was administered in December and serves as a baseline for measures of student performance in reading and mathematics. As an addition As an initial administration results, our intended to provide us with a baseline

and then we will be getting this assessment two more times uh once at the end of uh February, beginning of March time and then at the end of April where we can then track progress growth with this new assessment. Um the the assessment categorizes students in the areas of low risk which those are students performing at or above the expected grade level and are likely to succeed be successful with tier one and core instruction. Some risk is the second category. Students may be require targeted instructional support and supplemental intervention. And then high-risisk students demonstrate a significant skill gap that require intensive inter individualized interventions. So with our initial initial screening results in grades 9 through 12, uh students were dis distributed across all three of these categories with the majority of our students falling within

the low risk and some risk ranges. Uh this indicates that our core instruction is is effective for many learners while still identifying some subset of students who require some additional support. Um a smaller group of students uh was identified as high-risisk category signaling uh the need for some more focused and close monitoring with reading. Students in the some risk and high-risisk categories would benefit from targeted literacy supports focused on comprehension and fluency and academic vocabulary. Math results indicated a need to strengthen foundational skills and procedural fluency for students identified in the some risk and high-risisk ranges. So as far as our next steps with this data, we do have a couple some complete some makeup testing that we need to uh do up students who were out when we gave it and that's uh most

of that has been completed. Uh we need to strengthen our tier one instruction using data informed strategies aligned with core standards. provide tier 2 small groupoup interventions and then for tier three individualized intervention plans for students in high-risisk category through the set process. Our our team met out on PD day and developed those uh those list of those students and action plans for each of those students. And then for our honor role uh we uh again we have the same criteria. We have our superintendent honor roll 4.0 and above, principal honor role which is 3.5 to 3.99 and our honor roll 3.0 and 3.49. Our student breakdown was six students at the superintendent honor role with one in grade nine, two in grade uh 11, and three in grade 12. Our principal's honor role was

four in grade nine, four in grade 10, one in grade 11. And then we had a total of 22 additional students in 3.0 to 3.4 which is our so a total of 37 students earned academic honors during the fall semester. And then next you'll see our discipline summary for the first semester. Uh we had three incidents of disorderly conduct. uh two incidents for tobacco use. We were vaping. We had 10 related to additional vaping with uh with drug use or um THC. And then the uh two incidents of the solder battery. So overall our number of instances do remain relatively low. We have implemented a our uh catch my breath program to limit those aping and I'm happy to say those students who have completed that have not been return vendors. So progress with that

our attendance um current attendance data. So we looked at students with more than three absences, more than five, more than seven and then more than 10. So we had uh 20 students with three between three to five absences. Five to seven was 20 students, seven or more absences was 14 and we had 11 students with 10 or more absences. So we have developed an action plan and this is just a little overview. Um our tier one students parent phone calls, review of attendance expectations and identify early barriers that could be impacting them from attending school. uh our tier 2 students we will parent meetings develop with attendance improvement plans increasing monitoring increased monitoring and sat referrals as needed and our tier three are mandatory parent conferences attendance contracts and weekly monitoring and continue sat involvement.

Uh our next steps are going to be to complete all required parent contacts meetings, implementing and monitor attendance contracts, and review attendance weekly and adjust interventions as needed. And then the last thing I do have for you, which was already talked about tonight, was our FCCLA competition for our CTE students. Um, as you can see, our team did very well with all of our students either coming in first or second place in their categories. These accomplishments reflect students strong engagement to our career in our career and technical education pathways and highlights the impact of our dedicated staff and mentorship and preparing the students for the competition. So, we're very proud of our students and their accomplishments in their CTE programs. I do have one quick thing that's not on my report, but I just wanted

to and uh we've met with our one of our partner partner schools and uh we're in the process of planning a summer music program for our students with a uh a a music shop, an electric music shop in Santa Fe that they are going to be providing uh the instructors as well as scholarships for our students. So, just nice to see is that uh we have that connection to keep building up the arts and the the partner schools has been a big part of that for us >> and it's going to be summer >> summer we're going to open up our schools and um they're going to work it these are the folks that uh helped us the last time with a different uh place and by the way um uh middle school high oh

no it's going to be elementary middle school high that is planning to put together a play another play. >> So what about there's a in springs we have a a chorus of 27 members uh that will be performing the sound of music and then they will also be adding a theatrical piece that our students will be involved in. Just real quick on that. I know it's not the high school, but at the elementary, um I just want to say that the program that they put on for Christmas was really great and I think that goes along with what's happening with that. And so I really like you mentioned, you know, uh getting stronger in yards or giving them that opportunity. And so that was a good start. So, thank you to I believe it was

the fifth grade class that um put that on. So, it was really >> I had I had sleepless night after that was what did I start? How are how are we going to top it next year? >> But that's a good problem to have. >> Yeah. >> So, but the promise I got is that next year we're going to have more grade level to perform. So, I said that's the way to go. >> Yeah. The parents were very happy with that. So, >> and we actually have parents who participated too. You guys still do a video of it? >> We did. I have to do some clips and clips because my my power kicked. >> So, but I was able to get some. Sure. >> We do have a video of it. >> Any questions?

>> Oh, I do. >> Yes. >> The CTE um you mentioned that they would be going possibly to state. Is that um at the end of the school year or >> I'm not sure of the exact dates of it yet, but it's definitely it's something that we are fully supporting. And we have our parents here that are uh very supportive also for allowing our students because uh these students in the CTE part of our goal is we've also increased our CTE participation from before our CTE our main CTE programming was really just the northern Navajo electrical class but we now we now have uh almost more than 50% of our high school are initiators and then we also have concentrators and our senior students the one who uh Christristen Foya is our is going to

be our not just concentrator but our uh oh that was the word city PE is using a capsule because this she's actually doing workbased learning already >> so she's earning credit and she's already she actually got accepted I forgot to mention that uh it's okay to to say that right because she has already been accepted. She already received a letter from a college a college from New York. >> Wow. >> So as early as first semester we already have a senior ready for college. >> So we're very proud of >> I just one more question for her. I didn't know he was still here. So, what did you um did you bake or >> cook >> for the competition? >> Yes, >> I baked like three products and then I created a cake. >> Oh,

wow. Congratulations. That's >> very on your scholarship as well. That's pretty cool. >> Thank you. going down to the final report. So the December checklist, the expenditures um consist of athletic jerseys, quarterly fire alarm suppressing inspections, quarterly unemployment payments, purchase of Vista higher learning, supplies and materials for classroom, fuel charges for the buses, electricity, propane, ancillary. um beyond book training for staff and professional uh services. So those are the high ones. Um Randy did not submit IBTS this month. Two bars were submitted for both fund which is PSC capital outlay for security infrastructure at the district. Um Randy and Dr. Kamada attended um ALC meetings at the roundhouse this month and I'm going to let Randy continue with you mind because it is a high um number that I think is important that um you

know so um as Kathy mentioned we did attend um the U finance meeting that was uh provided to um administrators and leaders of the schools and charters. Um, several things that we learned of that were are coming down and potentially could be passed during the legislative session. One area of discussion was um a 1% raise for all educational staff. Um and that is the recommendation of both the executive which is the governor's recommendation and also that of l and um another topic of conversation um that going into budget season is the impact of house bill 63 which was passed last um legislative session and so that impacted the current budget that we're working with right now. And so, um, though superintendent and, um, you know, the districts understand the policy that went into passing this

law, the, um, change did affect several districts. And so, we're one of the districts that is affected. And so that um change caused a significant decrease in our SEG funding which for um the district was 237, uh $31. >> That is a significant almost equivalent to five teachers. Well, five EAS on at least two teachers. >> Yeah. So um Dr. Dr. Kamada, I received an email in um from other uh superintendents and directors and requesting to support a letter to be sent to the legislators requesting that if possible they could take into consideration holding harmless the at risk um funding. And so that would allow the districts to have at least three years to kind of create some stability and knowing that that is going to be the decrease that we're looking at. Um and

so I know Dr. And so the decrease um before before the San Diego Riverside became a state charter, they were our school and that um that access funding uh was awarded to our district, but then it went to Riverside and so when Riverside San Diego Riverside became a state charter, we as a district should continue to be ellegible for at risk. But then that is stop that entire funding we we we stopped receiving it and it just went straight to San Diego Riverside which we are the L we are the district here and we serve the population. So um besides uh um collaborating with other superintendent uh to ask the legislation to fund uh to hold harmless and uh provide that equity. Again, uh we understand the the logic behind the new formula, but uh

the effect that's 230 something uh 30,000 is a significant chunk that and uh especially that for example now our the students that from Sanju are now enrolling back to our school. So in my head it was like well should that money follow them because we are servicing those kids. So that's going to be my continued collaboration with the other superintendent. And I did um uh put forth our intent to be part of that uh letter encouraging the legislation to uh support the district that lost that address. So I just want to So we do still continue to receive atrisisk funding. It just decreased significantly. Yeah. >> Yeah. So we're still eligible but the the factor decreased and so that really impacted us. And so um again I mean that's just the formula that they're putting

into place but hopefully they'll take into consideration holding harmless so that we can stabilize essentially. Um >> but despite those significant loss, we did not have to cut any services. We did not have to cut any program and we did not have to withdraw of any staff. We were able to maintain our efforts. Um and we actually even able to bring in additional support for our ELF and so uh that um I can very well assure the board that um as far as your as far as the financial health of your district uh you can be best assured that our district is in safe financial position. Any questions? >> Thank you. Thank you. >> Any public comment? >> No public comment. >> Okay, moving on to new business. Um, election of schoolboard officers. >> Madame

President, at this time you you'll be able to organize depending on the pressure of the board. anomaly. I think we just um moved up our our vice or that was our first choice was to see if the vice president wanted to move up president so right. That's what we did. >> Yeah. cuz I I had to get up that time. >> Yeah. He was governor at that time. >> Yeah. So, unless you want to serve the president, >> I would nominate and that's why I feel bad because she isn't here, but I would um vice president to move up as because she has done stuff as um when Penny is out she's a little more knowledgeable in the position. So I would nominate but I not have any barely hear you guys. Did you have

any input on the um positions >> for president or position? >> Uh well, right now we were discussing president but all positions is um you know any opinion that you have or what you think. Amelia, will she be interested in president position? >> That that's what I was um saying as well as she's taken over some of the meetings and so on. But um I don't know Dr. Kam, she's not present. Um but >> we have to do it today. >> Yes. >> Unless we have to accept it too. >> We keep it the way it is. >> Let me ask this Penelope. How do you feel? >> As long as I'm on the board, I'm good. I can I can you know from any position and I'm not going to you know there's a

chance I think everybody should have a chance at least to be in a certain position and not to stay in one position and everybody needs to experience the different roles of the board. >> I think that's what I was saying because you be on the board for a while. I mean, I've been here for a long time. I serve all the state >> two more years and for two years. >> So, I nominated Captain secretary. >> Yeah, I mean I I'm good with secretary or or just like Tony says just being on board. Um if Amelia could um and not not because I don't want to try I'll try at some point but right now I have a lot of I'm learning that you know >> Yeah. But you know I mean I'll do whatever

we like. Do we make the the changes every year or every two years? >> Every new election. >> Every year elections. >> Every time. >> Oh, we can nominate. >> I mean, yeah, you can ask me. I can answer. because you question >> that. >> Who are you nominating, Peter? >> Uh Kathy. >> Kathy. >> Yeah. Yeah. >> And I had nominated Amelia. >> Okay. >> So, we would have to ask. >> We don't even have to ask. We have to do a move to cease nomination. >> Yeah. So we have already second >> president. >> No. Um m uh Mr. Peter moved to close the nomination and Miss Cathy seconded to close the nomination. So now you have to vote. >> Okay. So voice >> Ameilia >> Kathy >> Glenda >> again >> foria

president >> or Kathy >> need a voice or Kathy >> Amelia. Okay. And then Peter >> and do um I don't. Soilia and then vice president I don't have to nominate her >> nomination there should be a a motion >> whether to nominate or not >> I think officers blend Yeah, >> I'll second that. >> Yeah. Or or somebody can can move to close the nomination. >> Voice for Glenda. Um Peter Um, Kathy, >> yay. >> And I vote yay. So glad that vice >> and then for secretary for >> happy service. I don't know how many times. >> I can't I can check you guys. That's not too much. >> Happy. >> She's sorry. Well, you want to you want to be our secretary? I I don't mind you know >> at this time

we have a nomination and I don't know if there's another nomination or somebody needs to uh motion to close the nomination >> are we Yeah. So there's a motion commission >> to appoint >> and then is the motion second >> Kathy for Secretary Banda. >> Yay. Okay. >> Madame President, uh now that we have uh closed, my recommendation is let's do the installation the next time because our officer I got hit >> could if the pressure of the board Yeah. Um going down to B. Um student achievement recognition. Madame President, members of the board, last time I presented to you my recommendation to nominate uh two of our staff members for excellence in student achievement award. This evening I had the pleasure and the honor to nominate the school board of Heis Valley Public Schools.

Um Miss Penny as the president, um Miss Amelia as the vice president, Miss Katy as the secretary, and uh Mr. Peter Mandelena and Miss Glenda uh for for their e for not just for the effort but really for pursuing and providing that much needed guidance and honoring um the district stakeholders by adopting a five-year strategic plan and by not wavering and uh putting putting in the strategic plan putting the goals putting the um the guard guard rails and ultimately supporting and continually supporting not just the literacy but the achievement of our students. And this evening my in my report that is the evidence of the achievement that you have been supporting as a board students being able to participate and win not just locally but in within the state. you've supported the students even outside

of the states representing the district and it's in the news item that's actually the news I wasn't able to play it so during the the TEQ news they're actually featuring His Valley Public Schools so um that talks volume as to the the kind of leadership that this board has done in um in pursuing and installing the excellence in Student Achievement Award. So, um my Madame President, members of the board, that is my recommendation as your superintendent. >> Have a second. >> Second. >> Glenda. >> Peter. >> Kathy. >> Yay. Okay. >> Thank you, Madam President. >> Thank you, Dr. >> Yes. Um, going to consent agenda. >> Kathy, second, Peter. Okay. Uh, voice. Glenda. >> Yay. >> Peter, >> Kathy, and I will. Okay. And then advanced planning upcoming board meeting February 17. Um future
