Um agenda question. >> Going down to recognition. >> Madame President, members of the board, I'd like to recognize our >> I'm sorry I didn't see Oh, I apologize. Thank you. Uh Kathy >> Peter >> Brenda >> and myself Madame President, members of the board, I'd like to recognize the cross country coach uh to recognize our players for our boys and girls uh cross country team. Unfortunately, some of them are also playing in our away basketball game tonight. So, uh >> yeah, all of them are. >> So, all of them were able to come. Yeah. But he has a legend. >> Go ahead.

>> Oh, go ahead, Mr. White. Members, I'd like to recognize two sets of students. One group being middle school. Our middle school boys team was Daltton Moredo, Ty Baka, Braden Frogwella, Casea, Casey, Logan, and Donald. They uh placed second overall, the middle school state cross country championship this past season. And we have one young lady, Tristan Chavez, from the high school who plays seventh overall state. Coach Chance Kosa and also coach Agent Hill. >> Okay. >> Alonzo. Madame President, members of the board, um I have my report uh with you. just would like to

give some highlights. Uh like uh our semester first semester is ending in less than 48 hours or so. So um our leadership team will be preparing their uh first semester report for the January board. But in the meantime for this month of December, I'm happy to report that the middle of year um reading and math um interim assessment has already been completed for grades 3 to 8. And um I also would like to report for the president that the middle school and high school students and staff participated in the youth resiliency survey status. This is the one that uh President uh Vill was talking about participating. So we we were able to participate and I'm very happy from our partners of the department of health for accommodating us on that one. uh part of our

Beyond Textbook partnership. Um we were able to have them come over to do to help us with our classroom walkthroughs, uh leadership team retreat, our uh professional development for our teachers and I was actually able to meet with Superintendent uh Madrid from Santa Rosa public school. they have been using uh beyond textbook and um as informed by beyond textbook um their district had a tremendous growth in the reading and math in the last two years. So I spoke with him during the NMSBA conference. So I told him I said would you you would you be would you mind if u I could bring a team to visit your district and so he is happy and he will put together his team. I will coordinate that with his team so that uh we would have that

kind of partnership moving forward. Uh we have submitted our EPA uh reports and um uh Mr. Paul Biano uh had reported to me that uh as far as drinking water is concerned the next step is to already uh already try to contact vendors to look for um external filtering. So that we are now going to be in the phase of uh uh doing a three months check on our uh water so that uh hopefully we will be able to have a drinking water a drinkable water in the district. Um winterization of school buildings had already started and uh for our quarterly uh maintenance as well as on call service for our HVAC we are already back under service through Honeywell. um our broadband deficiency. Myself and Miss uh Penny signed the uh close out close

out certification. So we are ready to receive reimbursement from our broadband deficiency correction program project. Um last December one, right after our Thanksgiving week, uh it was our 80th day. So um Miss uh Randy Arnova coordinator has been working with our team uh as well. Uh the the big part is that we have a good ridership data on that one through the initiative of um Miss Charlene and all the leaders. Um we have uh we have about 252 ridership count during that day. So we're we're happy for that uh ridership. Um the transportation department also uh participate in the health safety initiative collaboration. Um this month of uh December uh fortunately I'm happy to report that the CTE uh state and federal grant has been fully approved. We have completed our um we have completed

our corrective action not yes corrective action plan together with our uh submission of required documentation for CTE and um the uh we have fully executed our go library grant agreement that I reported last schoolboard meeting our uh impact a sorry our Indian education grant has also been fully approved by PE. So, um we now are able to spend money. So, we're glad with that one. So, um we are working almost uh we are working with um TV because um I've received an email from them that we still have uh 80% to 90% unspent money all because we are waiting for full approval of the budget. So I reported to them that starting January as soon as uh we would be able to do uh full swing implementing our all the programs but despite that none

of the services had had stopped. It was u most of the services had just to be pushed back or we supported it with different funds. So um we are pursuing third party grant for the success for all as part of our reading intervention. uh our grade 1 and grade two students will be receiving some books during the winter uh as part of the grant uh that we've submitted through just right reader. So hopefully they should arrive and um each of our uh first and second grade would be receiving uh if I'm not mistaken 18 different books throughout the winter seasons uh so that they would be able to continue to read uh or practice reading. Um we have also um applied Mr. Medalier applied uh for the uh for inspiration and recognition of science and

technology first grant and it has already been received and delivered. Uh our schools had also received robotics kit this time. So um later on when I discuss our uh staffing we have I believe two additional staffing that would be able to help us with STEM set program uh both for our gifted and also for our elementary um and we are now on our year two for our CLSB grant um personnel we have hired a full-time diagnostician social worker and ELLL teacher teacher. We are on boarding a uh we are we onboarded a a teacher and I'll discuss that later. Um and we also we are also contracting an additional special education teacher. uh for professional development. Um we do have some uh title two that have to be uh be spent uh before December 30

and through our partner uh through beyond textbook and also uh CPI training administrative mentorship uh for this month of uh last week of November and this month of December. um community engagement. Um I'm very proud of our high school students for uh representing Hemis Valley public schools during the Institute of Del policy workshop. Uh I brought with me four students during that uh uh day and they've talked to Congress ladies, you know, they've talked to uh different other uh advocates and other districts throughout the throughout the state of New Mexico. And I'm very proud that they are a they are very articulate, they are very insightful, and they were really encouraging. Uh I just forgot uh uh the congress uh lady was there and um they've gotten praise from the facilitator for being able to

uh express their sentiments and support for mental health for our uh district. Um we we've had our community veteran lunchons and we've had a successful JBPS K1230 trap. Um we are now entering into a new phase with our future focus uh partnership. So they did a site visit. Uh the our future focused site our uh future focus education provides us with funding to pay for our interns in mental health. So we do have two students in there and that was one of the reason that we presented in the institution to ask our legislator to fund mental health services through internship programs um in high schools throughout the state. Uh we continue to partner with NMPED through uh with their accredititation pilot program as well as um just yesterday uh we have a site visit from

our partner NMPD and pathways to career. They've met with Mr. uh poster to discuss um surveying our students in career exploration as well as our math um citybased or workbased math instruction. So we're we're very uh excited with that uh innovative uh way of teaching math in the lens of work or uh job already. And um for next step, we are preparing for our year two of the strategic plan. We start in January. I will be meeting with our leadership team together with all of our staff to start preparing for our year two. So our year one was our year of accountability. Year two is our year of change. So starting January, we are going to start looking at our data um looking at the different new initiatives that we will be implementing. I have

just received a confirmation this morning that we have been approved for another round of summer reading program to the NPD. So, starting January, any 18 years old who wants to uh be tutor to our elementary all the way to our middle school through peed, we'll pay you to tutor our kids. So, okay, it's open. So, we're going to do a recruitment for that. Um and then uh uh Mr. uh Mr. boss will already start uh meeting with his technology committee so that we would be able um by July of next year we would be able to present our technology plan our JDPS 5year technology or I'll make it three years because technology is too fast so we'll make a three-year technology plan um so that's it uh Mr. president. But uh at this time I'd

like to take my time. Um I reported to you that we've graduated one of our um student during summer program and we are joined today by our graduate uh Mr. Adams and um I'd like to recognize him and ask the board uh also to recognize him for having successfully completed his academic requirement and to declare him graduate of Hemis Valley public schools warrior. OKAY SIR and also is also here. Congratulations. Of course. Of course. Just hand closer. Oh, thank you. and he's now working almost he just graduated but he is now fully employed. So, how's that for the secondary office? Thank you. Can I say something real quick? >> Of course. If you don't mind, please. >> I just want to say thank you. as well. And of course, um, Eric, thank you so much.

>> You're welcome. >> And another great recognition that he was able to successfully get to his point. >> He came every Friday, worked, just so the board knows, worked consistently for five hours, and uh, he did everything that he was asked to do. So, he he worked really well and I'm very proud of him. >> Thank you. And I may thank you as well. I appreciate it. Thank you. >> Thank you. At this time, I'm done with my report. I start questions. >> Any questions? >> Mr. Yes. Good evening board members. Um so as we uh end our first semester uh tonight's report is kind of a little bit of some highlights and some sharing of events. So uh we'll start with elementary. Uh so uh tomorrow evening uh elementary fifth grade will be hosting

a literacy concert for a cause. The fifth grade class will host a community literacy event in the high school auditorium from 6:00 to 8:00 p.m. The program includes a holiday presentation from around the world, a reader skit and a literacy awareness presentation aligned with academic goals. middle school and high school students from Zen and Hannah PBLO will participate and proceeds from $5 tickets will support next year's fifth grade uh continuation ceremony. And then um our comprehensive winter assessment window uh teachers conducted extensive literacy data collection including one-on-one oral reading fluency decoding and foundational skills surveys for all K through five students. Grades three to five also completed the IMESA assessment and initial uh results are showing encouraging growth particularly in the areas of mathematics for grades four to five and strong reading performance in grade

three attendance initiatives. Uh students with perfect attendance for December are invited to the winter holiday cookie decorating party to encourage strong attendance through the end of the semester. some first amend semester accomplishments and highlights. One major milestone that I know we've talked about here before was the uh our elementary school moving from CSI status to to traditional school status. Um, as far as arts and enrichment, students participated in a robust uh guest artist series, excuse me, studying artists such as uh Keith Herren and Georgia O'Keeffe with hands on experience in carving, sculpture, mixed media. Special appreciation is extended to Miss Susan V. Hillint for coordinating the artist visits and instructional support. And then uh deepening intervention supports, tier three interventions will expand with small groupoup instructions using the C program for students requiring intensive cognitive

academic language support intervention blocks will continue uh to integrate a mira literacy tutoring and a schoolwide when I when I need time uh beyond textbooks uh walkth through instructional walkthroughs with beyond textbooks highlighted strengths and alignment while identifying the need for tighter fidelity to pacing types. And then um some focuses for semester 2 in elementary strengthening instructional fidelity to beyond textbooks framework using multiple data points to refine instructional grouping and accelerate standards uh master. For our middle school, we had students participated in the turkey trot event uh promoting wellness and school spirit. All middle school students walked the track together while competitive races were re recognized top finishers in grades six through eight. Community engagement. Middle school students contributed uh donations to the high school warm warmth drive collecting socks, gloves, jackets, and windbreakers. State

wellness assessments testing was conducted December 8th through the 10th with makeup testing ongoing. The New Mexico youth at risk resiliency survey was administered on December 9th uh with families provided an option to opt out. uh new initiatives. Two two middle school teachers and a site administrator participated in the textbook professional development. Uh the middle school administrator will participate in which that's already been completed since the writing of this uh the uh CPI training that was conducted last Friday. And then just important dates, our end of quarter date, middle and grade closure is uh December 18th for high school. um academic and instructional growth. Uh teachers continue to refining tier one instruction using beyond textbook framework and structured literacy strategies aligned to essential standards. Um student leadership and school culture. Students demonstrated strong leadership through peer

support activities, service learning and student voice initiatives. In regards to some of our extracurricular activity highlighted during our first semester um Fridaymies which have continued to grow um ongoing sessions support student character development physical fitness academic tutoring and credit recovery we've also begun with our afterchool tutoring structure tutoring across four subjects areas has provided targeted academic support. And then um just a uh a big shout out to also our our cultural and performance club with the opportunities that they've been able to accomplish this uh this year going to Santa Fe per performing at a at a senior center as well as numerous other activities. And then some of our students from that club are also participating in um the fifth grade uh performance this week. Uh professional development and training. We did have our beyond

textbook site, visit the PD. Um, high school teachers shared uh after our PD that they felt that this was one of our most impactful professional developments. Uh, they really been diving into the lesson planning and then the follow-up workshop afterwards uh they felt was very beneficial. Um, and as mentioned earlier, CPI training was completed on 1212. This included a combination of online coursework and hands-on uh deescalation strategies to reinforce campus safety and student support. Um high school assessments, our fast bridge assessments were completed last week. Uh this include universal screeners and reading and math were administrator administered to guide intervention planning and instructional adjustments uh with data review coming in January. PLC's. Um, some exciting news that actually just happened over the last week. Um, through our partnership with partner schools, we have an opportunity

to host a summer uh, music program here. Um so uh they reached out last week and this opportunity is provided through a large music store in Santa Fe where they will be providing the instructors and uh we'll also offer scholarship opportunities to our students as well. So again great you know the arts has been something that we've been struggling with due to staffing and things like that. So, an opportunity for like this where we can have um qualified instructors come in and work with our students and that uh no with those scholarships, no cost for some of our students. It's a huge benefit for us. And then in addition, we also had the uh Lenel Foundation visit. Students received information on college and career scholarships and the application process. Um and then as mentioned by

Dr. come on ear earlier are peer support students who had the opportunity to go to the uh policy workshop. Um just so you guys know some follow-up contact with uh legislators and our uh future focus partners. Uh they did state that um the especially in the breakout session um our students had the what they felt was the most impactful statement of the whole event. So just them being honest and truthful and showing how much they value the importance of mental health especially for our teen students. And then um some things looking forward uh for second semester strengthening tier one instruction using data to drive intervention and instructional decisions expanding student leadership and engagement and then supporting student well-being and post-secary readiness. Any questions? >> I think I'm okay. Thank you. >> Thank you. >> The

budget report. >> Okay. So, um expenditures. The November checklist consists of the HVAC repairs and maintenance, the fast bridge subscription, supplies and materials for events and classroom, professional development, ancillary services, bus repairs, maintenance, and other monthly utility expenses. anything one bar was submitted for um 27901 Indian ed and as far as the initial budget for this month and um there were no items this uh JBPS finally received the application approval for the uh fiscal year 2526 for Indian education the district will work to spend down this grant as quickly as able. However, the fact that we just received approval from um July will be a hurdle to cross to ensure entire spend down of grants. Another grant the district has been working on updates with the CTE. This grant has needed several changes to be

submitted which kept the district from being allowed to submit requests for reimbursement. The business office submitted the first RFR this month for the months of July through November amounting in 36,737. We will continue to spend down as required. So that's great that you know we're getting receiving a lot of grants and that they're working on it as they can when they come in so late. So thank you guys. I won't be spending time here. >> And if you have any questions any public comments? >> No public comments. >> Thank you. and new business, approval of revisions with the JPS local policy and action items. >> Madame President, members of the board, I'd like to call in our uh district nurse, Miss O Trujillo, um to discuss just minor revisions and to update us with the

new local wellness policy map. >> Good evening, members of the board. Um, I came to present the possible revisions and abandoned additions even to our local wellness policy. And I believe you should all have a copy and all of the changes were highlighted, which is nearly every single page. And all of these changes were due to a recent change of the um rubric for this policy that was done by the Department of Health and the Public Education Department. given that we just had our triannual assessment that had to be completed. This was um very indefensely changed um to match the new rubric as well as in the trienal assessment. We are scored and in that score it does not deem our district per se. If we get a poor score, the idea of it is

a tool that you can utilize to then improve as the years go on. And so after every three years, the idea that your score improves and it is not plagiarism. It is encouraged to take their verbiage from that trienal assessment because they give examples of what they're looking for. And I actually since I was revising it anyway, I went ahead and I took exact verbiage or ideas from the trienal assessment to add to our local wellness policy. It did not currently change what our trienal assessment showed, but we should be more prepared from for the next one in three years. Um figured why not do it all in one shot rather than multiple times and I would forget in three years what it even talked about. Um but most of it was just very minor

things like you would see that I have to put you know CFR numbers or page numbers or things like that. There were a couple big ones on documentation for um things like the trial assessment recordkeeping with our shack which is our school health advisory council. Um and other than that I did add in here that our district allows as long as principal approval our fundraisers and promotional activity for our students in terms of like birthday attendance parties or things like that just to say we're covered. Um, and that is pretty much all of it. I'm sure that I could take up a lot of time reading the entire policy. So, at this point, I stand for questions. >> No question. You know, I'm happy that we get this information. That way, you're not here. But

this is good and thank you. >> So, Madame President, I ask for approval for this policy. This keeps us aligned. >> Thank you. >> Kathy, >> yes. >> And myself. Yes. >> Thank you. Thank you. >> You might want to stay with the open. you might want to stay with the trienal assessment if we have any discussion. >> Oh, I'm sorry. You're right. The next map the next thing >> um the JPS trienial assessment discussion item um >> those are the results from the rubric. Uh we it's a self assessment and um we do have to make some improvements. Uh one of those is our uh shaft. We have to make sure that we have a um community participation as far as our um health and wellness program just like we do our special education

committee, title one committee. So uh we need to be aligned to that. >> Yeah. So unless otherwise uh if there's any particular area of those assessment that uh you want us to you know you want us to look into and to provide you some data maybe uh based on our need assessment we would be happy to report to you in January but we just want to put it on record that that is our assessment based on the trienal assessment. >> What is the score? do bring out. >> So each option on here was worth two points and it doesn't give you the total score at the bottom, but you could see um that we are definitely lacking on some and a lot of it was not even required on the rubric. It's just to go

above and beyond your rubric. >> Um so I was lacking a lot on the physical education portion. some of that just um some of the verbiage and like we had mentioned with a couple of the other things that we that Dr. Kamado had brought up. But overall, we didn't do horrible, but there is definitely room for improvement. And like I said, I had already taken a lot of the things that you scored zero or one on. And I already modified the rubric or I'm sorry, the local wellness policy so that way we're more prepared in three years. And I'm sure they're going to come up with more things that should be in it, but um this should give us a good start. Uh one thing about um schoolbased uh or local wellness policy, our district

is really impacted with mental health and social emotional and the legislation season is coming. So that's um the congress ladies and the team uh that are pursuing support for mental health is really asking for community support. uh talking with our legislators to be able to fund school-based mental health um because I know it's already hard to look for a counselor. It's even hard to to look for direct service providers. uh one thing that I intimated uh to that discussion was like I'm hoping that the funding should actually be the ideal funding and not just to fund it for some because um uh having to having to fund uh pathways for high school students to pursue mental health. Um my uh my intimation to them was like uh could we imagine what kind of investment it

would be if every household has a mental health practitioner that there was a comment then that well um with the money now that some feds money has been taken away so the state has to look for how to fill that in and um again I I voiced our cons our uh uh argument that supporting mental health is a is a good investment because it translate to good employees who will pay for taxes who will pay for my retirement later on. So mental health is really a good investment and um the congress lady uh told us show up uh you know bring your student show up during the legislation um if you want us if I I I just learned that we can actually request to meet with the committee. So the congress lady said uh

let me know and then we I will set up with uh committee chair and meet with you. So >> was that Melanie? >> I'm not so sure. I'm not so sure. I don't want to be wrong. >> Oh, probably state. >> Yes. >> State rep. >> Yes. State. >> Yes. >> I thought you were talking about Congress. >> Oh, no. State state legislator. Yeah. Our state legislators. >> And that's going to be a big part of our local wellness policy. Uh uh I know now we have a a health staff but uh more than that how to support our mental uh me uh we have a school based school-based health but we also have to have a good school-based mental health part of our local >> Thank you. Okay. Thank you. >> All right. Moving

down to the approval of the five new basics Indian policies and procedures. It's an action item. >> Madame President, members of the board, I'd like to uh bring in Miss Julene, our um Indian ediation uh coordinator. She Okay. >> She was on there. >> Yeah. >> But the government is not sign. >> Not yet. >> Now we have to. >> No, she presented on it last time. Yeah. >> That's me. That's >> Yeah. While waiting for that, Madame President, uh members of the board, we have already reached out to our tribal um uh leadership for them to be able to review this IPT and this is already with their inputs. Um I met with the leadership of the capital and also the leadership he is not available >> told them that uh they are more

than uh welcome to make some recommendations for our ITP and so um for your consideration uh members of the board this is already our final version with their inputs they have minor changes >> and uh very minor changes and um besides The one thing that we ask from them is how do they want us to write into our ITP who and how are we going to inform the tribal leadership with uh this uh and we've included definitely our ed uh education department um the governors and the vice governors uh to receive copies of this ITP. So for for your consideration madame president I ask for approval. Shall we wait to get her on the line? >> Yeah, she's not. >> Yeah, >> she didn't answer. >> Motion approved. >> She's in. I don't know if

she's getting service. >> Yeah, she's in a baseball game right now. >> Basketball. >> Oh, there she is. >> Hi, Julie. >> Hi. Go ahead. You're on the line. Yeah, they have >> Sorry. Sorry. Um I'm >> Hello. >> Sorry if you can hear the sport. Can you hear me? Okay. >> Yeah, we can hear you. We're now at the uh >> Okay. >> approval. >> Okay. Okay. So, good evening, president, um board members, and Dr. Kamar, I'm calling um to inform you that the ICPC presented to you is um in front of you for review and approval. For a previous conversation at the board meeting, two board meetings ago, the ICP has mainly remained the same. The only thing that has um changed is the areas where it has um the method of communication

for the PBLO and the PBLO of Penis. As you have noticed uh for the PBLO ZA they have indicated their method of communication um and it was also verbatim per the letter that they submitted to me for the PBLO payments. I've made multiple requests um since October um asking for a method of communication for certified leadership. On my last request, I indicated that if I did not receive a method of communication by a specific date and time that I was going to include the verbiage that you currently see for the public payments. Um, so that's the update. Do you have any questions? >> No questions, Jolene. >> Okay. And then just in addition to that, should the public obtain this, um, I can follow up with them again. should the board approve it today. But

I can also follow up again when I reach out for their signature that should they choose to add a method of communication, I can submit the ICP for with an amendment. But for right now, if it is approved, this IP will be attached to the NIK application as is. >> Thank you, Jolene. >> Thank you. Thank you. >> Bye. So we had Peter with the motion and Glenda second. So both >> Peter >> Glenda >> y >> Kathy >> yes >> and myself approve consent agenda. Make a motion to approve. I'll make a motion. >> Okay. So, Peter, >> Glenda, >> Kathy, >> and myself. Yay. >> Thank you. Moving on to advanced planning. Um upcoming board meeting is January 20th and future board trainings is the um board member institute in February 5th through

the 6th in Tampa Bay. >> Do we need to go to question? >> Um I just have to uh inform you about uh immigration. So just one that's it. >> Okay. question. >> Can I get a second? >> Thank you. And vote here. >> Yay. >> Glenda, >> yay. >> Kathy, >> yay. >> And myself, yay. We're going into executive session at 6:14. >> Thank you. Some more hate.
