001I call the meeting to order. Welcome everybody here this evening and if everyone would please stand for the pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. I salute the flag of the state of New Mexico, the state symbol of perfect friendship among the united cultures. Thank you. Okay. Um On the agenda, um we do not need item number 11 or 12. And I would ask that we maybe move um items eight H and I up to the beginning of new business. That way um the individuals that had wanted to talk about that, if uh they they're free to leave afterwards. They don't have to stay through all of the the big

002business agenda there. Are there any other changes? >> Just for top of the business? >> Yes. >> Okay. >> That's all I have. If there's not any other changes, I'll entertain a motion to approve as submitted. >> I make a motion to approve the agenda as amended. >> Okay. Can I see a second by Randy? All in favor say >> Aye. >> Okay. All same. Motion carried 5-0. Did anybody have an opportunity to review the minutes from the April 20th meeting? If there was no changes or corrections, uh entertain a motion to approve. >> Motion to approve. >> Skaggs seconded by Casey. All in favor say aye. >> Aye. >> All same. If you didn't have any requests from hearing of the delegations, so we will move on to the consent agenda. >> Okay, um

003again, the NFA statement came after the board packet was published, so you'll see the April statement next month. Um the only cash that hasn't been received of all those that were requested is the Medicaid funds from the REC. Um everything else has been received as of yesterday. Any questions in our vouchers? >> No. >> So, in the board packet, I included the bars that we talked about last month that you didn't see, and I put a green statement right above the number that said missing from prior month's packet. Uh that would have been bar 53 through 59. Do you want me to go over those again? Okay. Bar 60 is the carryover in our IDEA B preschool funding, $150.75. Bar 61 is our IDEA B entitlement carryover and final allocation, 5,520. Listen, bar 62. Bar

00462 is a new allocation. Um we received $2,500 from the Region 9 REC as a sped hard-to-staff stipend. They're giving us a total of $2,500, so we're going to deduct employer portion and pay the rest to the employee. Bar 63 is and it's some hold harmless funds that were appropriated during the legislative session. It was in our initial SEG, and then when PED gave us our final SEG, they accidentally forgot this, so they're giving it back to us. And then Bar 64 is um an additional forest reserve re uh cash receipts that we received for fund 15200. And then I have two more bars that are not in your packet, and I included them because the deadline to submit the first one is May 29th, and that is our um final allocation and carryover for

005our Title II teacher training uh $2,567.81. And Bar 66 uh is due to PED by 612, which is before our next meeting, so I also included that one, and it is the carryover portion of our Title I funds. They gave us our final allocation in April, and now they're doing the carryover in May. And I'll put those two bars in the packet, so you can actually see them next month. >> What was that second one? Is the carryover one? >> Um $1,766.14. >> Okay. >> Any questions? >> Yes. Seeing no I'm going to entertain a motion to approve the physical consultant agenda. >> Motion. >> Second by Devin, second by Randy. All in favor say >> Aye. >> Opposed say Motion carries 5-0. Old Pleasant Project update. >> The two churches are pretty much complete.

006The inside is done. They've got the fencing up for the backyards. The carports are done. Um Springer Electric is placing the two electric poles tomorrow. The village has started the water project um and we have POs finally cut to um Zia gas as well to hook up the gas. So right now the only thing kind of holding up being able to get um occupancy of those two is finishing up the utilities on those. The combined school project is going well. They have gotten into a good routine of those lifts as they're building up for the foundation. They did have to do them shorter than they originally were hoping they were going to have to do because of the way that the the compaction and the moisture rate of the soil and the shale that's underneath

007there. So they are anticipating that it's going to take approximately an additional three weeks to get that foundation ready before they can actually start on the rebar and concrete. So we are about three weeks behind schedule at this point, but we really wanted to make sure that we were getting that foundation work right because if we don't get that right, the whole thing falls apart. Um we did get all of our quotes in for fixtures, furnishings, and equipment. We are going to meet tomorrow and actually go through and review those quotes. Um, I think that's >> I think we received four if I remember correctly. >> so. So, we'll review those tomorrow and make a decision on those. And I think that's Anything else on your end? >> Can you forecast making up the three

008weeks any place? >> They don't know. On a on a project that that's long, they're hoping that some of those other things will, you know, move a little faster. Um But they do have a penalty for every day that they go beyond their original date of completion, so they'll be motivated to try to make that up. >> Right. And let's hope they have some other delays. >> Yes. They do build those in, too. Yeah. >> Any questions on the project update? Uh, we'll move on to the law conference June 4th through 6th. >> Law conference is June 4th through the 6th. The um agenda, I believe they emailed that to you and I think I forwarded it as well. The sessions start on the 4th at 1:00 in the afternoon and they've got the veteran

009and then the rookie sessions going on at that time. Full day on the 5th and then a half a day on the 6th. And I think everybody has made their hotel reservations. All good to go. Yes. All right. You all will make their hotel reservations. >> Almost everybody. >> I did. >> Four out of five. Not bad. Three out of five. At least you have the two drop-ins. Right, you might. All right. Thank you. Uh, moving on to item number eight, new business. And for the late comers, we opted to move up items H and I up to the beginning new business. So, you won't have to sit through the the boring business stuff. So, um Booster Club bylaws. >> Ms. Rubal? >> So, at the last meeting, uh Ms. Taylor presented the board with

010a proposed set of bylaws for the Booster Club bringing it back to fruition. Ms. Taylor and I did meet last week and went through those bylaws and compared them to the previous bylaws that were in place. Um I did ask if they'd be willing to add a couple of provisions back into their bylaws. Folks may not know, um several years back, way back, there actually was some embezzlement from the Booster Club fund. The funds mostly were recovered, but some of the provisions that are in those bylaws are a result of that and making sure that that doesn't happen again. Um so, I explained that to Ms. Taylor and um asked if she'd be willing to put some of those things back in place. Um we did kind of come up with a combined set of

011bylaws that she's taking back to the folks that are helping her put all of this together and agreeing to start up the Booster Club again. And she's running those by them and we're hoping to have a final set for you all to approve at the next meeting. Um Ms. Taylor, do you want to add anything or anything you'd like to say? >> Um So, I I have I think a pretty good committee together so far. And like I me and Ms. Rubal discussed about fundraising and everything, we're not trying to work against anybody, we're trying to work with everybody for these kids. And to do and and whatever they need so they're And I think that if we can all work together and do what's best for the kids and ourselves and our health, I

012think we'd have a great time doing this together as a community and as a whole and a whole, and just hear ideas and throw them out there and go with them. That's all I've got to say. >> I just want to say thank you for to you and and the other individuals that are trying to bring it back because I do think there's a huge need for it. And uh just just like you said, it benefits the community and on both sides, not just the kids, but it benefits the whole community. So So thank you for for the time that you're putting into it and and the rest of your group as well. >> Thank you. I'll let them know. Well, they're not watching. I'll let them know. >> Thank you. I appreciate that. You

013pass that on. Anything else? >> On that one, Mr. Walsh? >> I don't think so. Anything else? >> I I could bring them all could bring you back, but they say >> Thank you. Thank you both. Uh community concern? >> We had a request from Ms. Lloyd to put this item on the agenda. So, if you want to come up there. Been something that my kids have been dealing with for multiple years. I don't know how long ago that it's ended, but um I know that they go to open gyms all over, and so I'm just going to read what I have here. Um I'm here tonight on behalf of our students and community to request the reinstatement of open gym sessions at our school. High school gyms are funded by taxpayers specifically to serve

014our community and its youth. Leaving these facilities locked and dark served no one. Right now, our neighboring districts offer open gyms regularly. They understand that the gym is a safe haven. It keeps our kids active, out of trouble, it gives them something to do. We have nothing to do in this town, and we know how much these kids love basketball. And so um I really think we need to think about opening our gym. Um and it's a true disappointment because we have one of the best gyms in the area. Um, opening our gym for a few hours a week requires almost no um, district resources. Our parents and community volunteers are fully prepared to supervise, including myself. And um, I just wanted to give you a little anecdote about why uh, last week two of

015my sons were having a conversation about going to the gym. And son A said, "Do you want to go to the gym?" And son B said, "Which gym? The workout gym or the Maxwell gym?" And son A said, "Why would I even consider the Maxwell gym? Because our school doesn't let us do that." So, I think it's something that we should consider. I My kids are driving to Trinidad, to Cimarron, all over the place to try to go play basketball. I'm talking about like my older sons, too. Caden, Oren, Rowan, they want to They want to play, and they can't even come to our gym and play. So, I would really appreciate if you guys would consider reopening the gym. >> Thank you, Ms. Ford. Wendy whistled at you. >> No. >> Um, I I

016would I would like us to be able to do so, too, but there are several things we have to consider in in doing so. Um, obviously the liability is the first. So, we need to make sure that through NMSIA that we can do that. Um, another thing that that comes to mind immediately is, you know, gym's under basically under contract now to be taken over by the city. And I don't know, um, with that being in place, maybe the the village would consider a uh, a facility lease, and they could open it up. And >> I did find a waiver and so the general school I think it came from school district in Shiprock, New Mexico and it just where when they come in they can just sign it and >> Yeah. >> So it's

017not hard I don't think so. Yeah, they would have to absolutely have to be a waiver you know if if you were able to work out to where but it's not anything that's hard to do I don't >> So should I put that at the meeting for the next meeting to be discussed? As long as there's I think I think as long as there's a waiver saying that you or us are not responsible for accidents and as long as there's this funky I will donate time to go you know and some of these these kids are for the most part are good kids so I I think that they're going to respect they really do want it so >> We were standing on stage the other night about that we get calls about how respectful

018they are and how well mannered they are and so I think that they deserve some respect back. >> I'll definitely bring it up to Brendan Virgin. I mean oh yeah a waiver that's fine I I don't see a problem I can't speak for him cuz I'm just a clerk but I don't I don't know if there would be a problem if we make it work everybody understands if they get hurt or something. I know the rules of the school I think but we would be fine probably at that point. >> And I I think something that we would have to emphasize too you know I mean right now this is the only gym we have. And so if something were to happen you know backboard gets broken or something like that you know it's um

019it's all we got. Where these other communities you know they have more than one gym two years down the road we'll have that luxury. >> Right. >> But right now we don't have that luxury so we just want to you know if we are to able to work it out to where we can open it up um and so you know >> I would request you guys to be there and I would request >> I I think some of the issues too prior was it wasn't necessarily it was always open I think but I but the issue was never waiver signing with local kids. It was always from people that come from other places. >> Mhm. >> And whoever is responsible for that open gym just needs to make sure that if there's somebody new

020that they're getting those waivers signed. >> Yeah. >> And the other part is that they're being careful and that they're not but bringing gym shoes and they're not coming out street shoes. With the floor stuff like that. Those were some of the biggest issues when when I was leading that I would see with open gym and all. Part of it we have people from other communities coming in that wouldn't sign the waivers. And one of the people that were in charge weren't following through with it and making them sign. Man, I guess he was I mean if you have somebody that's in charge and respect with those policies that maybe it could work. >> And we can designate somebody to take care of >> And then again >> the waivers and make sure >> And

021then again the cleanup too cuz there shouldn't be either cuz you don't you know go and clean up after the kids so >> Maybe they can organize >> Yeah, yeah. I'm I'm no longer unworkable things that can be done. >> Within the forest and you know if they're not trashing >> Also that's >> boys or girls or whoever >> that these boys went to or our community members we do is advocate from the school. So everyone you know if they see somebody doing something they're not supposed to they're going to say hey don't do that. >> Or come tell us, you know. I think there's ways that we can make it work so >> You know and and one thing I know that we we had problems with before is like parents would drop off

022really young kids. And just drop them off. You know and it kind of became a a free for all. And I don't know how if you were able to do it how need to have a plan on how to deal with that. >> Yeah. Maybe make one day if you can for young kids and they don't feel like they're left out. But the parents have to stay and watch them. >> Yeah. >> Or have a parent >> Or yeah. >> An age limit >> So until you're just you know picking up I mean you work with >> a problem. And I think it Mr. Benderberg would be very And I think he goes to the council, too, but I think well, I'll put it on the meeting. I think. >> That would be awesome. Thank

023you. >> That'd be great. Um >> When should Do you know when their next one is? Sorry, just checking with you. Do you know Second Monday? >> The second Tuesday. >> Second Tuesday, the 9th. >> Of the year. >> You know, and would you be looking at the weight room, too, or just the gym? >> Um I don't know. I would >> Cuz then you have to have somebody supervising supervising it. >> all their local bodies. >> And we would have to look at insurance for sure or just in case. I think if parents send it to the library, bring it back. I believe there's everything's covered. I think it just be a waiver. >> For all of this. And since there's already a purchase agreement in place with the village to buy that building.

024>> You'd need a supervisor in the weight room, I think. >> Yeah, you'd need one on one in both rooms. You'd need one in both rooms. You wouldn't have to open the weight room. Just open the gym. You'd be down. An hour and a half an hour before an hour before the weight room and then after that it's done. >> guys be willing Would you want the weight room open? Would that be something you guys would want to do? >> Yeah. >> Maybe we could keep the weight room to community only. >> Yeah. >> And then do open gym hours. >> If you definitely think you have something in to make a set of like rules people have to read and they sign that they understand what they don't have to do with You know.

025>> And how do you plan if somebody gets hurt, what are you going to do? >> Call 911. >> Yeah. >> You have to check up with them 40 minutes later they'll show up. If they're not already someplace else. >> Yeah. We had some waivers that did have some waivers that did have stuff like that, like emergency contact, and that was part of the waiver plan, you know, being injured. >> Mhm. Tell them to walk it off. Just kidding. >> I'm sure we're not really strapped on supervision. Like Dale said, you can operate the weight room an hour before. Then at that hour just lock it up, and then it'll be just strictly a gym. >> Yeah. >> That way you're not going back and forth. Split. Yeah. That's what I would do. >> And

026how often are we thinking? Once a week Would you guys like to do it like similar and then like where you guys can each take turns in each gym, or rotate it? Rotate it or >> Um so I know that it's on Sunday. >> I feel like I feel like if it's just us, I feel like we should have it maybe more often than just once a week. But like if more people are going to come, then I say like maybe Saturday. You know, if everybody was to come. >> Like every Saturday? >> Cuz it's only what Sermon does on Sunday. Both of us really committed to this too. A lot of it is supervision. I could care less what they're doing there seven nights a week from now. >> Yeah, it's not on the

027street, but >> they have supervision. >> Somebody has to be there. >> And I And I think you got to have the people that are supervising cuz again, that was another issue was that key was being passed around between people that didn't have that they really shouldn't have been supervising. >> They'd have to get a list cuz they So yeah. >> Yeah, you'd have to have a list to say, you know, if you're not going to be able to make it, you're supervising, but this other person is also but the keys would be passed around to people who never have set foot in all of the CDC. >> Yeah. >> And then we put that on the meeting minutes on August 1st. >> I don't personally >> The gym over in large clothes and I

028turned it off. >> Could consider it as a athletic fundraiser too get the booster club involved and they you know if I bought >> somebody outside of the like non-students then they have to pay five bucks to come in. So it's like a fundraiser for them to come in. Like I know in Clayton when we were there they would charge like $3 and I think they charged like five maybe now. Just cuz of my son goes over there. But they also have rules where younger kids are not to be there because it does become a a babysitting and then one of those little ones get hurt. >> That's why I'm saying maybe one night make it like for Grayson and then where they can go in and show them some other little stuff or whatever.

029That way one sided on any age group just you know. >> I think we got a lot of good ideas and motivation and so we want to see what the village says at that meeting bring back and maybe Becky if you want to give them some community members or parents that would be interested in helping out and kind of >> drop some of those suggestions >> Yeah and you know maybe address some of these ideas and questions that were brought up and we can maybe bring it back and hopefully we can bring it back the next meeting and >> And our next one will be June 15th so the week after the election. >> Thank you and thank you for taking the initiative. Appreciate it. >> All right. >> Now the phone stuff. Item 8

030A school year 2026-2027 increment schedule. >> I did put the schedule in your packet with two options. One to keep the rates the same as they are and option two would be with a 1% increase. Now the legislature, the law says we have to give a 1% salary increase. These are not salaries. So, I kind of left it up to the board to say which way we wanted to go, keep it the same, bump it 1%. >> Can we afford to do the 1%? >> Yes. It's like 600 If If we paid everyone on here, it would be $642 with benefits, $822. I mean, it kind of maybe is keeping up with the cost of living. Um cuz I know we weren't in increasing them for years and then we did a big jump. So,

031do we want to kind of >> Yeah. >> keep it moving so that we don't have >> Yeah. >> large jumps. >> Easier to swallow. >> Yeah. I think she ordered. >> I'm going to move up here for the budget side of things. Um in the packet you had a preliminary budget. Um and there are several things that have impacted it or not, you know, there's going to be some changes. So, um first and foremost, we still do not have a transportation allocation. They are still waiting on several school districts to approve their 120 day. I don't know how many districts are left. One district. Uh before they can certify. >> us. That's why I was looking at Tanya and thought, it better not be you. >> No, we're we're in, we're good. So, on

032the first page it just shows that I have a balanced budget in the system. Page two is the start of our revenues. Um and bar 63 that was in your packet that was the 2000 plus dollars for hold harmless um does affect the estimated side of the budget and it affects the projected side of the budget. So, we'll increase our revenue. We won't have any new expenditures, so it will increase our cash balance to start next year. Um the T-ridges fund 12,000 I had budgeted um $27,000 um which would have included all three of the new rentals. I don't think that we'll have one of the the three rentals rented, so that budget could go down. Just wanted to let you know. Um fifth the fund 15,200, the Forest Reserve bar uh 64 again affects

033the revenue on the estimated side, cash balance on the projected side. Um I did adjust both funds 21,000 and 21,100 since those are our food service funds and we know what our our allocations are going to be and we know what our final expenditures are. I budgeted a little high on the expenditure side, so um I reduced expenditures, increased cash on the projected side. Um where else? Um page three of the revenue uh our CTE funding while it's still the same dollar amount 15,000 this year it was split between um I think it was $14,076 in one fund and $924 in the other. So, um those two just kind of tweaked a little bit. 24172 is now 13755 and 24174 is 1245. So, it's the same amount of funding it just they split it differently.

034Um and then at the bottom fund 27502, I had budgeted 125,000 even and it came in at 125,998. So, again, a small little change to the amount. >> Good guess. >> Um on page four, revenues, I was going to tell you that I had a potential to change fund 41 and 43 if PEV ever approved our permanent cash transfer that you approved back in February and at 4:00 today they approved it. So, those two funds will switch. So, I don't think we have more than about a 5 to 10,000 dollar variance in what you're seeing. Some of them are just moving from one fund to a different and you know, there's not a big increase or change in our budget. Um we did now on the expenditure side, um we did include an FTE for

035a secondary fine arts position. Um we did include um half an FTE for a new custodial position. We were thinking that we would maybe get somebody on board January um and be ready and learning some of our new systems going into the new school. Um we went to a PSCOC meeting and um they made it pretty clear that the one and a half custodians that we have now will not work in the new school and they expect us to have more custodial maintenance, landscaping and people. So, we're kind of trying to work it into this budget mid-year. Are there any more big changes? >> Yes, three more items. >> So, that's that's it. There's not really any I think one new fund that we're looking at this year next year that we didn't have this

036year was 770 dollars and it's part of the CTE funding. Other than that, there's not any huge increases or new sources of funding that we have available to us. Any questions there? You're good. >> Keep your job as always, Susan. >> And then I will bring back um to the June meeting the final like it should mostly be finalized, but you'll see the changes between this one and June. >> Okay. Any questions on the prelim? >> All right, moving on then to fine arts education grant app. >> So, this is the same grant application that y'all have approved for the last several years. This grant does pay for an elementary art teacher. Um and supplies for elementary art. One of the things that we've heard loud and clear is that we need to offer additional

037electives at the secondary level for students. So, we had enough money in the budget to be able to take that position from a part-time position to a full-time position with the hopes of not only kind of expanding the elementary art, which right now they're only getting an hour a week of elementary art, to expanding that to to be more frequent than that and to be able back middle school and high school art classes as well. We did go ahead and post that position. As of today, I've received two applications so far. Um and so this would just re-approve that grant application for an additional year. >> Any questions? >> Okay. >> Moving on then. Policy G-1350 G GB GC Policy uh 80 >> The um school boards association policy service came out with um this

038policy and the one right after it KDBE um The first one is an employee assistance. We already have that policy, but this just changes some of the language in that. Um they received a legal opinion that the way it was currently written was too broad and that um the way the situations under which the district could require an employee to undergo a medical evaluation was too broad. So, they are tightening that up and specifically addresses under what circumstances a district could request that. Any questions on that one? Okay. >> Next one. This is the public's right to know. Again, this is a current policy that we already have in place. However, with the um changes that were made to the IPRA policy or federal law, there are some tweaks that needed to be made to

039the public right to know to bring it in line with the IPRA policy. So, it you know, changed some language that refers to for example um instead of It talks about where notices have to be placed, um under what circumstances the entity can can charge the requestor a fee um relates to changing the language from it was previously the office of the Attorney General that enforced that. Now it's the New Mexico Department of Justice. So it's just bringing that prior policy in line with the changes to IDEA. >> Okay. Any questions? All right. And then you have one policies and procedures governing sped. >> If you would take one and pass it down, please, ma'am. Usually Ms. Barry is here to present this to you all. This is the annual um special ed policy and

040procedures manual that we need to approve. However, tonight they are having their Head Start preschool graduation, so she was not able to attend the board meeting. She did prepare the slide deck for you of the changes to last year's and what it was changed to this year. She did not print the entire binder this year as she has in year years past for you, but she did send the link. So if you all would like to peruse that document, I can definitely send you the link. Um the first one is the prove it rule for classroom placement. Basically, schools now need to really tighten up the language under when when a student is being removed from the general ed setting and into a special ed setting, we have to have a detailed explanation for why

041that is necessary. Number two is the full day attempt protection. Um it makes it more difficult to require a shortened or a modified school day for a student. And requires additional classroom supports prior to going to a shortened day. Number three is the no waiting rule for help. Um basically saying that for example, if a parent requests testing for special education services that a school district cannot require a certain amount of intervention prior to agreeing to testing. That you can't use providing additional intervention as a way to stall that process. Number four, scientific reading support. The law changed this year to explicitly require that all reading instruction be aligned with structured literacy and the um science of reading. So, this puts that in place for IEPs as well. Number five, the statewide digital connection. All

042schools next year will be mandated to go to a state IEP form so that all schools in the entire state are utilizing the same document and all of those IEPs will be stored in one system so that if students are moving between schools and school districts, their documents can follow them seamlessly and not delay services. Okay. >> Any questions on this section? Beautiful. Questions on those changes? Okay. The IBEAB >> annual approval of the IBEAB application which essentially provides funding for special education services. Um there were no changes to last year's application. It basically funds the teacher and um related service personnel that provide services to students with special needs. >> Any questions on the application? Make them a change to >> No. >> All right. There's not any questions, we'll move on to other

043business, superintendent's report. >> Okay. Um, capital outlay. I did apply for federal capital outlay money for our bus barn. Um, we were not moved forward in our application with Teresa Ledger Fernandez's office, however, we were with the senator's office. That doesn't mean we're getting it, but he moved us forward as one of his applications. If we get that money from the federal, there is a required matching from the district side. So, I put in our application that I intended to apply again for state capital outlay funds in our 60-day legislative session that's coming up. The state has now put a new procedure in place for requesting capital outlay funds from the legislature and from the governor's office, and you now have to submit an application with DFA by July 1. All funding requests have to

044be with the supporting documentation by July 1 for the legislative session that starts in January. >> Hm. >> We will make sure that we have our application in by that July 1 deadline, even though we won't know yet if we're getting that matching fund from the feds. But, if your application is not in, you can't add it later. >> So, how long does it take for that to line up? >> Well, that's a good question. It's a new system, and they're also requiring like your facility master plan be uploaded in addition to justify the funds that you're requesting. They said that once you have like your account in the system and your main facilities plan in the system, that it should only take an hour or two. We'll see. I'll let you know. >> Are

045they requiring Do you You may not even know yet if they require a res- resolution approved by the board for the application? >> that up and they said school districts would not require a resolution, but we had to have >> The county does. >> Yeah, the county does. >> The county does. >> LEAs were not going to be required to have a resolution. >> Okay. Mhm. What? >> But I'm going try and get on that application before our next meeting just in case there's anything that has to go before the board. >> What's the match on the federal funding? 10%? >> Uh no, I think that one is 25. Yeah. >> For you. >> Better than what it would have been had we not gotten federal money. Um the legislative education study committee, which is

046one of the legislators um standing committees that meets all throughout the year even when the legislation legislature is not in session, and they tend to do a lot of work before the session even starts on education bills. Usually once the legislative session starts in January, they've already got their bills and their sponsors lined up. And they meet periodically throughout the entire year and do a lot of that footwork first. They are actually holding their June meeting in I'm sorry, their May meeting in Raton. So that meeting is taking place next week. It is the 26th, 27th, and 28th. Let me make sure I'm telling you the right dates. Nope. 26th, 27th, 28th, and 29th. It will be at I believe Raton High School and they have asked um myself and the superintendents in Springer, Raton,

047and Des Moines to sit on a panel the first day um and respond to questions from the LESC. So we will be doing that next Wednesday the 27th. Um if anybody would like to attend, I can definitely get you the times and exact location of that. If not, they do broadcast it and I can send you the link to that as well. They did send us um, the general topics that they're going to be asking us about and we do have a conference call um, in the next couple of days to kind of get prepped for for those questions so that we know what they're going to be asking and can be ready with some data and some information to provide. And then, um, you may have seen the NMAA is has a couple of

048eligibility proposed changes that are currently under consideration. They have their NMAA commission meeting on Wednesday the 20th. After that, they have their Board of Directors meeting on July 4th and then following that, any changes would be sent out in a referendum to all member schools. So, these changes, if they were voted in, would we would know by the end of June if they were being implemented or not and they would take effect for the next school year. One of the big changes that would impact um, some of these really don't impact us, you know, foreign exchange students, that kind of thing. One that could potentially really impact us is called the rule of first transfer. And this basically says that right now, if a student transfers between schools, let's say we had a 10th grader

049here who decided that they were going to leave and go to Spring for example. Um, if that student had previously played at the varsity level and if that student like didn't move into Spring's district, they were just transferring between schools, currently, they would either have to prove a hardship or they would have to sit out of varsity play for a a 365 day year. This rule of first transfer would allow students to transfer schools without any penalty and to be immediately eligible at the school of their choice on a first transfer sometime throughout high school. So they would immediately be able to play on varsity. >> Regardless of where they live. Um we're told that there's quite a few court cases currently um underway with NMAA as a defendant where students were denied eligibility at

050schools after they transferred. Um and this is something that from what I'm hearing will probably pass and probably will be in place for next school year. Um however, the rules of and this would then this would then disband the hardship committee. So students would no longer be able to to apply for a hardship if they transferred again. It would be a one-time thing sometime during their high school career. However, the rules of following a coach, recruiting, and undue influence would still be in place. So for example, let's say that we have that 10th grader who um played on an AAU team in the summer. And that coach was a coach at Springer and then in the fall they enrolled at Springer. That would be considered recruiting and undue influence and the student would not be

051eligible. So those rules are still in place. Um So as long as that wasn't a factor, they would be immediately eligible upon first transfer. Um next year Mr. Glassman had warned us a couple of years ago that we were getting to the point where we're getting low on on female athletes at the high school. Right now, next year in our freshman class, we will not have any female students at all. In our 10th grade class, we will have one female student, period. I'm not even just talking athletes, I'm talking period. Right now, we're really heavy on boys in the high school and short on girls. Now, in a couple of years, that trend is going to flip-flop. At the in the middle school and fifth and sixth grade, it's the opposite. We have a lot

052of girls and very few boys. So, a couple of years ago, Mr. Glassman had kind of saw down the road that that was coming and had tried to put in a co-op with Springer where we could create, you know, kind of a neutral team and make sure that our kids were still able to to participate. That didn't happen. Um and now we're in a position next year where we do not have enough girls for a varsity basketball team. I And And several of those girls, three of those girls are going to be seniors next year. So, we're talking their senior year of play. I talked to NMAA and I talked to our neighboring districts to see what options we had to make sure that those girls could still play. Um Springer is now co-opping with

053Wagoner. So, we've kind of lost that the opportunity that Mr. Glassman had had kind of been working on. I did contact Raton. Um our students plus the number of their students would push them back to a 3A team, and so NMAA will not approve that as a co-op. Cimarron, our number plus their number plus their charter school's number pushes them into 2A, so that's not an option. Um I have talked to each of those students' parents. And all of them agree that they they want their girls to be able to play. And so with your permission, I would like to approach Springer about our girls joining with their team. Now, they're already in a co-op with Wagon Mound. So one of the things that I had to make sure was that our number plus their

054number plus Wagon Mound's number doesn't push all of us into 2A, and it does not. We'll be under the limit. Um >> That's That That in itself is frightening. >> Yeah. Um However, we're we're joining their in They're starting year two of their co-op. So we're joining their co-op and making a triad. That would mean that we're we're joining their team. So it would be under the Springer jersey with the Springer coach and the Springer gym. I did ask NMAA if we do a a co-op triad with Springer for girls basketball, do we have to do that for boys basketball or can we do a co-op just a gender specific? They said that we could keep our boys team. So we do not have to co-op for boys. Um I asked if we have to

055then co-op for junior high. They said no, we can keep our junior high team. And I do think we will have enough next year to have a co-ed junior high team. It's going to be mostly girls, interestingly enough, that that flip is starting to happen there. Um If we don't lose any girls to this first transfer, I think we have enough to be able to keep the volleyball team next year, a varsity volleyball team. And so those seniors would still be able to play their senior year under the Maxwell Fair name, under their jerseys, with their team for volleyball. All of those girls have said that they they're okay going to Springer for basketball because they just want to play. We do have one family that will be impacted who has a girl on the

056girls team and a boy on the boys team. And I've talked to them and and they understand that and have figured out how they were going to manage that. Um but again, Springer I we haven't looked at any logistics. I haven't approached them, haven't approached their board, haven't approached their coaches. I need permission from you all to reach out to Springer and see if they will agree to that. >> Well, my personal opinion on the junior high and volleyball, if you're going to co-op co-op, put them in someplace where they can compete and have success. Cuz our numbers have fallen the way down to about six girls, seven girls. >> I think I will have eight. >> Well, they need to space in basketball junior high. I think they need to get in if they're

057going to co-op, they need to be inducted into the program junior high. Where they can co-op, be the same level as their girls are time to freshman and sophomores. >> I see what you're saying. But I think we'll be able to have our girls team back in a couple of years. Cuz we have so many girls right now at fifth, sixth, seventh grade. >> Well, we just don't want to lose the opportunity. >> I agree. >> And I'm afraid of might have lost them with junior high deal last last year. You know, kids are Hopefully we didn't. >> And if the girls co-op, then we wouldn't have a boys team, right? So it would have to be >> Well, they could go up, too. >> That's true. >> Right now, next year, I think I

058have And again, this first transfer rule, I don't know how that's going to impact. I've talked to all of the girls and their parents. Um I have not talked to any of the boys about this first transfer. Um but right now, I have 10 boys for next year for varsity. >> I mean, like junior high is what she's talking about. >> Yeah, junior high. Uh I would need to go back and look at those numbers again. I I know I had enough to make a junior high team. I don't remember exactly the breakdown. I was working on that. >> It was just a coed team though, right? >> a coed team. >> And we've had coed varsity teams in the past. Was that Did that >> It was. And I did talk to NMAA about

059that, and I did talk to the girls' parents about that. All of them were concerned about a coed team just with how physical the game has gotten. Um and with the number of boys, and we would have to play a boys' schedule. All of the girls' parents felt that >> They don't want to. >> going to Springer was the better option. >> The girls kind of lose out in the whole architecture program, especially given how many boys we I just think we need to put our girls in a situation where they can have success. >> Agreed. >> And you know, I think we're doing them very much a disservice co-oping. >> I wish >> I'm talking about earlier in the year when we were winning. >> And I wish 2 years ago things had gone

060a little differently. You know, now we're in a position where if if we want them to be able to play, we we don't have as many options as we did 2 years ago. >> Uh we've co-oped with Springer before. >> Mhm. >> In basketball, volleyball. Football. And it was And they it was it was very successful. >> Yeah, we've done good. And the kids got along great. What kids had a problem? >> I'd like to make sure that, you know, we get them we get this situated early enough in the summer that, you know, whatever summer activities they're doing, workouts, whatever, they can start yelling as a team. >> And for the junior high co-ed team is it they play with the girls or they play with the boys? >> play the boys schedule. >>

061So they would be getting a little bit more experience playing with boys, I guess, boys. >> Yeah. >> What is the other topic? >> It's pretty much >> Angela >> Are you all right with me approaching Springer? >> And this is just for varsity or we're looking >> This is just for varsity sports. Just 20 bucks. >> And only basketball. >> spoken to the girls, their parents. If I mean, if they're on board, then >> Yeah. Right. Okay, then I will approach Springer um and report back. >> Sounds good. >> Um one of the other things that you all have asked me to do is kind of look for other opportunities to make sure our kids stay involved. You know, we've talked about, you know, FFA had gone away. Um FCCLA had gone away. Honor

062Society had gone away. Now we're looking at having to co-op for girls basketball. So I started kind of looking at what other opportunities could we offer our kids? Um and especially those things that don't require a certain number of people to be involved to make a to make a team. Um one of the things that we could look at that I don't think would cost us a lot of money to start, would be a golf team. That's something that's recently started becoming kind of big in this area. Um, it can be offered as both a fall and a spring sport, both boys and girls, and you can compete with one. You don't have to have a certain number for a team. So, that's something that we could look at adding next year as well and

063just give one more option for kids to be involved and and stay connected. We had also looked at powerlifting, but right now our weight room and where it is and just the logistics of that. Um I I think when we move to the new school, we could look at adding that. Um right now I don't think we have the things that we would need to be able to do that and I don't think we could add those economically at this point, but I think with the new school we can definitely add that one. But, golf is something that we could add pretty easily now if kids are interested in that. >> Golf's fun. Personally, I don't I don't think so. >> It's one of those lifelong sports you can play, you know, until you're 80.

064>> And I I don't think so. You know, it doesn't really get anything else on a college transcript. >> Yep. You're still a part of a team, you're still doing those, you know, >> No, that would work for them practicing if we if we had to go. >> I need to double check and I think >> That's true. That's true. >> Well, and they're set and they have you know, those little nets you can hit into and so there's some things that we can do that we could do here and then we would obviously have to do full practices up at the Rotunda Country Club. And I think most of them meets are during the week. I don't even know if it's called a meet. Most of the events are during the week, um, because

065golf courses don't want it to interfere on their busy days, which tend to be the weekend. So, if we were to do like a fall and a spring team, if we had kids that wanted to be involved in say cross country and golf, cross country typically is on a Saturday, the golf meets are typically during the week, so I think we could work that so that it wouldn't pull from it it wouldn't hurt one sport to start another. >> I would talk to Brett and make sure >> Most definitely. >> that kind of stuff what they would charge. >> Most definitely. >> And the country club is not too expensive. It's not terribly expensive. But if you don't pay for the cart and you pay for the greens, it's even less. So, we >> And

066then it's even more of a sport if you have to carry your bag, so >> Exactly, yeah. They didn't used to charge us. >> No. >> But we had we just had When we first started, we had one kid who played golf. >> Yeah. >> And he He put up >> He was tough. He had to do that. >> It's a hard sport and it really plays on the whole competition. That's how I got into it. I started playing with people and when you get out of shape after you get out of school, picking a sport where the competition is the same but you're not >> Right. >> destroying your back trying to do it. >> Right. >> It's nice. >> Well, >> so hopefully adding back in, you know, art and some of the

067fine art stuff and then we can look at adding a golf team and try and make sure that we're that everybody can find something to be a part of. >> I like it. I think we should pursue it. >> I really think there'd be a lot of interest from the kids. You might be surprised. >> My brother likes to golf. >> Does he? >> So. And then we would we would supply the clubs? >> I think each student has to supply their own or share. Um but I'm I'm going to look into that and see. >> So, if I went I I went to my first ever golf school or I mean, >> You can get You can get them cheap, but it's >> And if we have to share clubs between a couple kids,

068you know. >> Yeah. >> Well, it depends on their size too, if it all goes that way, I got some I can donate, but I don't think I got enough for all that. Try to find some. >> We're going to start small. >> Yeah, you can you can find them in >> Sure, I can hunt up a few mismatched set. >> You can >> You got to help her can be able to find a whole bunch of them. Pawn shops and yeah, thrift shops. Request some donations. Any donations? >> I probably get you more donations in so. Everybody I know has got three, four sets of clubs. >> Really? >> Oh, yeah. They they just like to buy them. They like to buy a new set, new set of clubs. It's not fun no more

069and then they buy a new set. So, I'm like, "How much did that cost you?" "Oh, about 600 bucks." So, I'm like, "I'll stick to my yard sale clubs. It's fine." >> Okay, so I will approach Springer about joining their co-op for girls varsity basketball. And then I'll look into what we would need to do to be able to start that. >> Okay. Any questions on the superintendent's report? Anything on board talk? All right, moving on to item number 10, consent agenda. I will entertain a motion to approve the 26-27 increment schedule with the percentages. >> I'll make a motion to approve it. >> I'll second that. >> Okay, I got you. Okay, I got Casey and then Randy. >> Too slow then. >> I didn't even hear I didn't even hear you, Mr. Casper.
