You ready? Yeah. Go ahead and call the meeting to order. Please stand alsisible with liberty and justice. flag to see a symbol of perfect treachure. >> Thank you. >> We have time to review the agenda. >> Yes. Superintendent informed me of no need for item 12 or 14. Those will be implemented. Um, seeing no other changes on the motion as amendments by Casey. All in favor say I. >> Oppos same. Motion carries 4. Do >> we need to move to introductions? >> Yes. Thank you. Um everybody also please silent your electronic devices. We'll start over here Casper >> Amy Rubble French >> Susan Robinson >> Shannon. >> Thank you everybody. All right, moving on to the uh 4B approval of the February 16th meeting minutes. >> Motion made by Casey, second >> second by Deon.
All in favor say I. >> Post say motion carries. Okay. Um we have one request for speaking. Um, Miss Pierce, you uh will have three minutes. You want to discuss district policy for public posting of vacant positions. Great. Did you type, please? Thank you. Um, good evening. Um, at the previous meeting, I asked about how open positions within the district are publicly posted, including coaching, teaching, and other staff roles. Um, since learning that there is currently no formal policy governing this process, I would just like to make a suggestion that the district consider establishing a consistent posting practice. Um, many school districts in New Mexico provide advanced notice of vacancies to help ensure uh qualified candidates have an opportunity to apply for every vacant position um even ones that are made for uh new FTEES
um just for people coming into our district. Um so simple steps such as listing openings on the district website providing openings on the district website providing a minimum of posting time frame um allowing both internal and external applicants um just kind of to create a attract a broader pool of candidates and support selecting the most qualified individuals to serve our students in this district. Um we do um work with students every day. So, um, in my mind, I would think that the school board and everybody else in included in the handling of the process would want the very best qualified person for any open position in our district. Um, while I understand the hiring process processes are handled by administration, I respectfully request that this topic be considered for future discussion to um have a
policy in place for uh posting those positions that are vacant. >> Great. Thank you. >> Okay, that was the only request we had. So uh seeing nothing further on hearing from delegation move on to the consent agenda and the monthly cash report. >> Yeah. >> The of course the NMFA statement came in after the board packet was posted so it will be included in next month's packet. Um, the only thing that I have on hold is our title 2 waiting for the FY25 carryover and FY26 final allocations. Um, I sent an email to the director and she's out of the office. She did not discuss it um in the RFR session um at the spring budget workshop last week. Any questions on our vouchers? >> No, ma'am. Thank you. >> Okay. So, first bar is
bar 42. Um, and it is the remainder of our PS COC PSFA standardsbased award that they gave us in FY24 and everything goes to construction services. Bar 43 is an increase in the PSOC funding that was allotted to us for the teacher housing units. R44 is uh the PSOC funding for the combined school construction project. R45 was an increase in our idea B I'm sorry title one they gave us our final allocation but they did not give us our carryover for last year. So we will be receiving that in a separate memo. R 46 uh is our state SP9 match of 43,000 going to construction services. Bar 47 is a maintenance bar uh just reallocating funds from different object codes into construction services. And bar 48 is the same thing with our state SB9 match,
moving it out of technology and repair and into construction services. Question on any of the bars? See? No questions. We'll go ahead and move on to item number seven on business on the project update. Your project update from our project manager is included in your packet. Um the most exciting thing is that we got to break ground on the combined school right before spring break. Um thank you for those who were able to attend. It went really well. It was well attended. We had the students and staff involved in the groundbreaking as well. Um and it went really well. As of right now, there is a construction fence up along the area for the combined school project and they're going to start with ground clearing and that sort of thing. They've contacted um the village
to get set up for water access during the construction and the housing project is going along just as expected. The first house they have completed backfilled so it now appears that it's sitting you know on level ground. Um the first house they are working on painting the interior now and the second house has now been joined together. So everything is going according to plan. We there's a process called FF and E which is fixtures, furniture and equipment. Included with the project um under the general contractor are all of the items that are built into each classroom and each office. So, for example, in the um library, the circulation desk is built in and connected to a wall. So, that's included under the general contractor's scope. Anything that is not attached to a wall is considered
additional fixtures, furnishings, and equipment. We had put out um an RF >> Q for companies to bid on designing and sourcing and providing all of the additional furniture that'll be required for the building. That will be paid for still by the state. It's included at a percentage of the total building cost. Excuse me. Um, however, there wasn't enough information included in that RFQ for the companies to adequately bid out that project. We're going to break it down by each individual area of the building and each individual room to site more specifically exactly what's needed in each of those. Um, so we've pulled back that RFQ for the moment. Susan picked up some of the material samples from the architect when we were in Albuquerque last week. And Decker has provided us with a more um
detailed flooring map that shows each classroom, each area of the building, what its corresponding room number is, what area of the building it's in, so that we know which color scheme matches with that because like the elementary wing has a different color scheme than the high school wing, etc. Um, and so we're going to build out a more specific list of exactly what we're asking them to provide and then put it back out to bid. The companies that we are inviting to bid are those who are covered under the CES contract, the statewide contract or the High Plains RECC um, competitive bid contracts. So all of them will already be sourced under state bids. Um and we expect that to go out probably the beginning part of April with a due date in May. >>
Yeah. May 7th. >> Um our project or our RM regional >> manager for PSFA Phillip who has been involved in our programs and our project since the very beginning is no longer with PSFA as of last week. So we are going to be assigned a new RM from PSFA moving forward. Um, and in the meantime, Matt Gerkin is going to be kind of running point for us, and he's been involved since the very beginning. Actually, before Philip was, he was one of the ones who had come out and initially done the inspection on the building and made the initial recommendations. So, he's kind of pitch hitting until we're assigned a permanent RM moving forward. And he's making sure that, you know, we don't lose any steam in this process and that that doesn't delay us
any further. Um, I think anything else I missed, Susan, I think that's it for the project update. >> When do they anticipate the houses actually getting finished? >> By the end of April. >> That's both of them. >> Yes, sir. And that is fences, landscaping, carport, everything. >> Ready to move in? >> Yes. Okay. Any questions? >> Great. Thank you. Appreciate that. >> All right. Uh, moving on to new business. Spring budget workshop update. >> That on you, didn't I? >> Yeah. everything did tonight. Um, we managed to come back with two figures. Um, the unit value um is increasing by $240 a unit. Um, just for comparison, our FY26 unit value was final unit value was $6,87710. Our basic membership, meaning student bodies, was 81, which gives us a program unit of 410.034. And
that brings in 2.8 million. 2.819. With the unit value at 7,11710, our basic membership is down to 76, which is approximately 383.481 units. And that will bring us SEG of 2.729 million. So we are looking at a decrease of $90,000 just in SEG. Um, in this $240 increase in the unit value, it is supposed to cover the 1% raise, the um 8020 split for insurance, and there was a couple of other things that it was mandated, but those are the ones that are going to cost us money. Um, the 1% raise with retirement, I'm estimating at about $21,000. The insurance split will be about $50,000 for those that are currently enrolled in our insurance. U NIMSA made it very clear that employees could not move over July 1 because the rate change. >> Um they'll
have to wait till open enrollment in October for an effective date of January >> unless they have a qualifying event. Um, so between the 1% raise, the retirement, and the 8020 split, that's an additional $71,000. Our risk rate, um, the average was 16%. Ours was 19.5. So that is an additional almost $26,000. So before we even start looking at budget, we're already in the whole $187,000. So just want to throw that out there to start with. The second number we got was the risk rate. >> I was gonna say doing it over. >> So that's it. And and benefits, health insurance benefits are going up 9.99.95%. Dental will be 4% nothing for vision. And that 50,000 includes all of the increases and then shifting from 6040 to 8020. And we are still waiting on the
figures for state and federal grants like title one, title two, title four, IDEIDA, um >> transportation, food, nutrition. There's some debate about whether or not the state CTE grant is included in the SEG this year or whether they're going to add it as an additional after the SEG like they did last year. It had been taken out of the bill, then it got put back in the bill. That allocation hasn't come out yet, so we don't know where that ended up landing. Um, instructional materials used to be a separate in addition to SEG. It's now included in SEG. Um, so we're still waiting for those other final numbers to kind of tell us where we're going to shake out. We do not believe at this point that we're going to have to cut staff. We
think we will be fine with the staff that we currently have and will not have to cut anybody, but we are still waiting for those additional numbers to come in. >> Is there any speculation on any of that stuff if it's going to come in flat or >> the hope is yes. >> Title one was pretty flat. Um, that's part of a unified application that Miss Robo's working on. >> Title four was flat. Title two was about flat. So, um, >> CTE is the big one because last year we got $90,000 from the state CTE grant. >> And that funds, I think, a6 FTE. So, it doesn't come in, we'll have to shift that back to operational, >> but we don't think we'll have to look at RIF again. When will we know about that?
For sure. >> Our budget is not due until the end of May, so our allocations may not come in as quickly as some of the other ones who have earlier budget due dates. I put together a quick budget calendar. I was hoping to do a budget hearing on April 6th, but you guys will be gone to >> the region three meeting. So, I I'll reschedule that. So, I was going to have a community hearing 46 and then another one on 54 and hopefully we have numbers. >> As long as you're on top of it, >> trying >> anything else on the budget workshop? >> No. No, >> there really wasn't anything >> worth shattering. No, I mean they did mention that going from next year forward, they will have it on two days instead of
two half days and one full day. So, we'll go down, it'll start at 9:00 on a Wednesday and wrap up on Thursday at 5:00. So, they basically said for those four day districts that are off on Fridays, you know, we're making you come to work. So, they're going to shift it and see how that works going forward. But that's >> So, it's conflicting with several different districts spring break. So they're going to standardize when it is and they're going to do it the very first Wednesday and Thursday in April to try and avoid that >> and avoid Easter and Good Friday and >> spring break. >> Busy time of year. >> All right. Um spring regional meeting. >> So in your packet is the agenda for the spring regional meeting. Now, if we want to
go to the spring meeting, we can. If everybody is going to the law conference in May, that will cover your training hours. So, it's up to you. The topic for that night is taking it to the next level, strategic fiscal governance, and performancebased budgeting, and it's in West Las Vegas. So, deadline I don't recall coming up. >> Wait, >> I think it's pretty. >> Anybody? >> I think I need to go. >> Next Monday. You sign me up, Casey. Yes. >> Yes. Yes. I think is the >> No. Okay. >> I don't know when Miss G's going to be back. >> Okay. >> I'll reach out to her and see. >> Monday the 30th is the deadline. It is. >> Yes. >> And it's in West Las Vegas. It starts at >> 5:30. So if
we went a cartpole, we'd leave here 4:15, 4:30. >> Okay. >> We might have to stop and spray and get donations for gasoline. >> No, I'm kidding. Luckily, we bought gas before it went out. Our tanks are good for now. >> Yeah. >> Okay. I'm sure everybody will want a car. Yes, please. Amy's driving. All right. I'll be here at 4. >> Yeah. >> Okay. Okay. Item C 2627, parttime resolution. So, this is the same resolution that we've been signing. Um, NIMSA requires us to offer insurance to employees that are working 20 hours or more. The part-time resolution allows us to offer it at 16 hours or more. Um, I'm sorry, 15 hours or more. We don't currently have any part-time employees. Um, but it's just a resolution that we've had in place just in
case. I wouldn't anticipate that we would have any part-time, but I think it's it's a good thing to offer it in the event that we do. Any questions on the resolution? It's same one we've >> every year, so >> no changes. Okay, moving on to item nine, other business. Superintendent 34. Miss Andrea has an update on the math adoption. Everyone, um, after a thorough review process, we are prepared to move forward with a recommendation for our district's math curriculum adoption. Over the past several weeks, we gathered feedback from teachers, reviewed multiple programs, and analyze student performance data. Our goal was to identify a program that would both support student learning and effective instruction across all grade levels. Based on that work, we are recommending Sabbath Envision as our math program for adoption. We reviewed our
options. We recognize strengths in each program. For example, I Ready is a strong program that we have used in the past. However, it does not extend beyond the elementary level and based on our data has not produced a level of student achievement growth we are aiming for. McGra Hill also offers quality content, but it requires navigating multiple manuals and resources which can make consistent implementation more challenging for our teachers. In comparison, Savath Envision stood out in several key areas. It provides a clear and cohesive structure across all grade levels. It supports conceptual understanding and it includes built-in differentiation to meet the needs of a wide range of learners. Additionally, its organization and resources make it practical for teachers to implement with consistency. If approved, we would implement this program schoolwide to ensure a smooth and
consistent transition. We believe this adoption will strengthen student achievement, support instructional consistency, and better meet the needs of our K through 12 students. Um, does anybody have any questions? >> I assume on your committee you had obviously representation from all of the different levels, grade levels. >> Miss Haitman and I both attended. Um Denise was also um in on some of that. Um she wasn't able to attend some of the regional meetings but she was and we got um feedback from um four teachers for staff members. So we did not get any community feedback. We did ask for it. Um we asked for other feedback and we have not received any as of now. I do have a call in with um Savis on Monday, next following Monday at 1:15. They're going to talk to
me about incentives and we're going to kind of start looking at numbers. So, when we look at our adoptions, we have to kind of guesstimate what our numbers are going to look like for the next seven years of the adoption because we pay for a program adoption. So, what we get, we get for the next seven years. So, we're trying to look at what our numbers are like, what are our graduation numbers like? Um, we're looking at, you know, how many seniors are we graduating in the next few years? How many do we anticipate coming? And that's hard because we don't know. So, we kind of try to go a few over. So, we're going to look at what is the cost at where we're at and a cost if let's say a classroom set,
you know, so if they have a classroom set, is that cheaper than saying 10 student, you know, units? >> So, um, we'll talk about all that. will talk about um the incentives and because I know when we did reading they did offer us a discount if we went directly with the publisher instead of through the depository. So we're going to look at some of those numbers too and see how we can get the biggest bang for our book. Um I'm also going to see if the RAC can help us out with anything. They've helped us in the past with some of our I Ready teacher toolbox and some of those things. So um I'm going to reach out and see if they can help us with anything as well so that we can get more
of those resources. But we're really looking at, okay, what do we need? Do we need the manipulatives? Do we need, you know, all they have a great online program that's compatible with Canvas, it's compatible with Google Classroom, it's compatible with all of those. So, in the event that we have to go online for any reason, whether it's a snow day, a remote day, anything. Um, teachers can go ahead and just shoot those lessons out into those platforms and um we can work with that. So, you know, is that included? No. But can we get that? hopefully my sweet talking on Monday will be able to to get us some of those things. So, um at this point we're going to kind of look at and we don't know what our how much we have to
spend on that. So, um we're going to see what's the lowest that they can give us with biggest things and then if we have to cut then you know we'll look at some of those outside sources. It sounds like your team's spent a lot of time and >> definitely we've looked at a lot of different programs. We've uh worked with the REC with different um schools also to kind of look at where we were at. Then we had to narrow it down to the top three and then we had to narrow it down to our top and give them an answer. And then they compiled a list and they're sending it out to I believe superintendent. Is that correct? Mhm. >> to kind of so we know what district is doing and what >> and
that way we can, you know, kind of team up on some of that PD too. If you get stuck on this lesson, you can, you know, shoot an email over to the other teacher in, you know, spring or in fifth grade that's also doing that same one and go, "Hey, where did you find this? I can't find it." You know, kind of support each other through that as well. >> And one positive is that this is a program that we used prior to I Ready. So um I think were you able did you use it as well? >> So any staff that is here right now has used this program prior. >> So and we're also using the same company for our history. Yes. >> So I am very comfortable with the online platforms and
and help with our staff. So we won't have to access that. >> It'll last for seven years. >> Seven years updates the resources and all that kind of stuff. four years. That's good. >> Yes, sir. And PD, they offer PD every year. And they also have on demand PD that um if we get a new teacher because somebody has retired, which you know could happen in the next seven years, um then we could get some on demand PD for that new stuff. So yeah, we tried to look at all of that too and we especially when we were looking at like the manipulatives that were going to be required for these programs because we know as seasoned teachers we have 90 probably plus% of what they're looking at. So we wouldn't necessarily need to buy
those things, but we have to think forward about a new teacher that would be coming in. If it was a first year teacher, would they have that or would we be able to get those resources for them? So, you know, we're going to try for all the bells and whistles. You know, if they're going to give it to us at a discount within our budget, then we'll get those things. If not, then we'll kind of see where can we cut what, >> you know, can we get sourced out? What do we need? What is most important to really look at cohesively implementing this program of fidelity? And hopefully the data will show that you know as good as they say it is. It is a good program. We've used it before. >> Any other questions?
>> We just had a crystal ball to tell what the enrollment was. >> Hopefully our new school will bring in more kiddos because we need them. We're looking at numbers and what we're looking at for next year. So hopefully, knock on wood be more kids. >> Thank you very much. Appreciate it very much. >> Now that it is also budget season, that also means it's school calendar season. So I am preparing a survey to send out to staff and families, getting feedback on some of the top issues um that come up with the school calendar. One of the things that we did differently this year, this was the first year that we had to implement election day as a holiday and we do have to do that this next year as well. So this year
we made the Monday prior to election day a remote learning day so that you know if families were traveling for taking advantage of that long weekend they could do that. Um so we'll survey families and see if they preferred that if they want to keep that as a remote day that Monday before or if they'd prefer that to be an in-person school day. Also looking at that Thanksgiving week in prior years, we've been able to do that whole week off, that full four days. This year with that election day kind of thrown in there, that kind of messed up days, so we only had two days off for Thanksgiving this week or this year. So, we'll get feedback on that. We had also shifted our spring break last year. It was during state basketball. The
folks asked that that not happen again. So, we shifted our spring break a week later this year um to be the week after state basketball. I was afraid that we were going to have a lot of attendance issues that week during state basketball, but we only had two students that were absent due to state basketball. Um so, we'll survey families and see if they want to keep it kind of the later. Um, and then remote snow days versus having actual oldtimey snow days where we don't do school at all, but then have to do a makeup day later in there. >> Does that make any guarantee snow next year? >> Man, I would love that. >> So, we'll get that survey out hopefully by the end of this week and for the next board meeting,
we'll have a school calendar for you to approve. Uh, state testing season is also coming up. That's the other thing. Um Christina's got >> we'll start >> week of April 13th and the SAT for juniors is the Wednesday the 15th. >> Yes. >> So attendance that week will be crucial so that we're not having to try and do makeup testing and interfere with additional instructional days beyond that. And that is grades three through eight and then a letup but test that week. Anything else you want to say about testing? Uh the only we have a couple grade levels that or three grade levels that do test science and that's fifth, 8th, and 11th. So hopefully um we'll start on that Monday. We should be finished by uh Wednesday and then we'll have that Thursday if
we need to do any makeups or anything like that. So, >> and as of today, we only have 31 days of school left, right? We will get all of the things done that need to get done in the next 31 days. And our final day of the school year is May 15th 14th. The last day is May 14th. May 15th is a teacher work day. And then May 16th is graduation. And that's it. 10 a.m. >> for me. March is almost over. Any questions for this world? Any board call or questions? >> Okay, seeing none, we will move on to item number 10, which is uh approval of the school year 2026 27 part-time employee resolution. We entertain a motion to approve. Motion by Randy, seconded by Casey. All in favor say I. I. >>
Post say. Motion carries. 40. Moving on to item 11, executive session, discussion of the purchase, acquisition, disposal of real property or water ride section 10-15-1 H8 as permitted by the open meetings act. Entertain a motion to enter. Exact. Second. >> Motion by Casey, seconded by Randy. Do a roll call vote. Devin. >> Randy. >> Yes. >> I Yes. Casey. >> Yes. >> Motion carries 4. We enter exact at 706. Six. to go ahead and come back into open session. I'll entertain a motion. Motion by Randy, second by Casey. We'll call vote. Devin, >> hi. >> Randy, >> yes. >> Kevin back from executive. >> Yeah. Casey, >> yes. >> And I vote yes. And it is 7:36. Only those items listed on the agenda were discussed and no action taken. No action being needed on
that. However, I it missed an item 6C about the budget adjustments. So, at this time, I will entertain a motion to approve the budget adjustments. >> Um, I'm going to give it to you. >> Okay. >> Seconded by Casey. All in favor say I. >> Oppose. Same. >> Okay. next regular board meeting at April 20th. >> Yes, >> everybody good with that? >> There's no further items. I'll entertain a motion to >> motion. By Deon second, all in favor say I. Post same. Motion carries. Meeting is adjourned. 7:37
