001Right. Good evening. It's 6:30 and I'd like to uh welcome everyone here this evening and uh you know full board like to welcome our new member Deon Cruz and our returning members Miss Galley and Casey and uh welcome all of our guests. If everybody would please turn off your or silence your electronic devices, I would greatly appreciate it. And we will stand the pledge. >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. I salute the flag of the state of New Mexico. Friendship among united cultures. We'll start over here with Devin and uh if everyone will please introduce themselves. >> Deon Cruz, Randy Casper, >> Mary Kern, >> Casey Dinus, Elisa G,
002Amy Robo, Andrea French, Christina, >> Susan Robinson, >> Sto. Thank you everyone. Appreciate it. And moving on to item number four, the consent agenda. Um she will inform me that she no longer needs item number 13. So we'll omit that and also the discussion associated with that afterwards which would be item 15. >> Oh 15 and 15. Does anybody else have any other changes? Seeing none, I'll entertain a motion to approve the agenda as amended. Mr. Casper, seconded by Casey. All in favor say I. >> Motion carries five. Everybody have an opportunity to review the minutes. There are no additions or corrections. I will entertain a motion to approve them as presented. I'll make a motion. Lisa, seconded by Casey. All in favor say I. >> Oppos. >> All right. Now motion carries by zero.
003Moving on to item number five, reorganization of the board following the election. Open nomination for president. Is there any other nominations? >> Appreciate your confidence. Yes, >> is uh all in favor say I. I post same. Okay. I open nominations for vice president. Okay. Is there any other nominations from VP? Seeing none. >> Uh, all in favor of Casey for vice president, say I. >> I. >> Post same. Right. >> Congratulations, Casey. >> Thanks, guys. >> All right. I open nominations for secretary. Are there any other nominations for secretary? >> Seeing none. All in favor of Lisa for secretary. >> I post same. Congratulations, Miss Kelly. Thank you. Okay. Confident. Susan has a couple of audit committees that she needs representation on. The finance committee and the audit committee. You need two for each or
004one for each. >> Two for each. >> Okay. Um members. >> Yeah. I'd rather you volunteer than me appointed you. So >> I'll volunteer for the finance committee. >> I can do finance. and two people for the audit committee. >> The audit to my left, >> your rock, paper, scissors. >> Good. >> We will we will be going out for a new audit firm again this year. So once we get the proposals in, then we'll look at them and then let the board decide on um who we're going to offer the contract to >> kind of this year >> and next year. >> True. >> Gaspar Lisa, Mr. Gasper, sorry, Mr. G with me. Anything else housekeeping wise that we need? >> Before you leave today, I'll pass this around. This is the form from
005the National School Boards Association with the board members personal information, addresses, phone numbers, the first year you were elected, and when your term ends. For the first time this year, they are publishing in the NMSBA directory whatever you designate as your work phone number. So, I wanted you to be aware of that before you put And you choose what phone number you want, but there will be published. >> You don't remember the first. >> We have that information for that. >> I don't remember. >> We'll help with that. >> Okay. >> We have anything else? Moving on from hearing from the delegation. Moving on consent agenda business report. >> So I included on the catch first of all the NMFA statement didn't come in until two hours after we published the board packet. So December's
006report will be with January. I really thought that because we had such a late Ford meeting that they'd be able to get it to us on time and they still didn't. Um I did include on the cash report all of the funds that we have received and um when I looked at the bank account today, the Carl Perkins and the uh CTE pilot money has come in. So, the only thing that we're waiting for is fresh fruits and vegetables for December and Medicaid reimbursement from the REC for December. Everything else is caught up. Any questions on our expense vouchers >> are soon. So, because our audit became public record on the 14th, um I was able to upload all of the cash balances and um had bars generated to adjust budget to actual cash. Uh
007Mr. Woodard could not be here tonight, so he will u be here for the February meeting to present the audit to the board. So the first bar is 22 and that is our library allocation that we received. Uh can only be used for things in the library but not can be used it can be used to buy books and desks and tables and chairs. Um we also have last year's allocation. We have about $3,700 left that has to be spent by the end of this fiscal year. So, Carol's trying to decide what we need. We're kind of looking at what we might need in the new building um to be able to purchase some of that stuff. Bar 23 is an increase in cash of 47,000, sorry, 48,65913. Uh that's the difference between what I
008budgeted and what we actually had at the end of the year. That's what all of the rest of these bars are. So bar 24 is an increase to the teacher fund u in the amount of $800. Bar 25 is an increase to our impact aid um by $18. 26 is an increase to our ad valorum taxes $1,186. Bar 27 is a decrease to our cafeteria fund by $378. Bar 28 is a decrease to our universal free lunch program $1873. That was our actual May allocation that did not come in until July. Bar 29 is a decrease to athletics by $45. Bar 30 is a decrease to our activity funds, uh, 2338. Bar 31 is an increase to our GEO bond, uh, $3,317. Bar 32 is a decrease to our public school capital outlay, $1,83. Bar
00933 is a decrease to our local SB9 of $46. Bar 34 is an increase to our geo bond, uh, $3,82. Bar 35 is an increase to our EDTE, uh, $6,612. And bar 36 um is at the end of the year our transportation fund you're supposed to spend down to zero. We had $46,000 left over. So we have to send half of that back to the state and we get to budget half of that. So that's what this $23,000 is. >> Yeah, we could put that >> right now. That's something that we've kind of been talking about. When we budget our 50%, half of it has to go to to and from transportation. The other half can go to anything transportation related. So Tanya and I are kind of brainstorming on what we can do. But
010the problem is if we hold it at the end of this year, they're going to take half of it again. And we're looking at a $68,000 allocation for this year. And we've got no bus route because we've got one student. So, we're trying to spend that money as much as we can. We're going to talk to Sodto about some new computers, paper supplies, tires, anything transportation related that we can try to use up some of that money because we'll have to send back more. So, that's it on my bars. Any questions? And then I have three items on our asset disposal. Uh two all-in-one computers that are no longer working and one printer. >> Great. If there's no questions, then I will entertain a motion to approve the business report. >> Second. >> All in
011favor say I. >> I post. Motion carries. We'll entertain a motion to approve the asset disposal list. >> I'll make a motion to approve the asset disposal. Motion >> by Casey. Second. I'll second. >> All in favor say I. >> Post same. Motion carries. >> Okay, moving on to old business project update. Amy, >> we finally broke ground on the teachers on Thursday. Finally. So, if you get a chance tomorrow, if you want to drive by over there, you'll be able to see they've got them, you know, kind of the the lines drawn out and they've started excavation of the site um and kind of digging out for the crawl spaces underneath the houses and that sort of thing. They we ran into a last minute um wrench again um looking at property lines and
012easements and that sort of thing. And a special thank you to Daniel and Chris from the village who came out Thursday afternoon, not Wednesday morning, and walked the site with us. They were out there with measuring tapes and everybody agreed on where the boundaries were and where we were okay to put things and where we needed to make sure we had easements. So, all of that is good. They broke ground Thursday. The first house should arrive on site February 9th. The next one will arrive the next week. and they plan to have everything completed, totally done, landscaping, everything by the middle of April. >> Nice. >> Yes. So, that's the good news. The bad news is our uhou for general construction for the combined school is still stuck in PSFA's process. And according to their
013um their process, it's supposed to be signed and executed within 30 days of the PSOC meeting where it was approved and we are beyond that. So I reached out to one of the supervisors at PSFA last week. Um he was able to start pushing it through but it is still stuck in their red tape. So, we do not yet have an executed, which means Susan and our project manager cannot start getting all of the other paperwork that has to be uploaded into their site before they will give us the okay to break ground on that. So, we're on that and pushing it, but um it appears to kind of be stuck at camp. >> Anything we can do >> calls to make? Maybe I I will I will let you know. And I I would
014like to invite the PSOC members to come to our groundbreaking. You know, every time that we've gone before PSOC, we've kind of sat in the audience and listened to them talk and looked at a lot of projects that like ours are way behind schedule. Um, and it seems that some of the PSOC members think that that is because the schools do not have things in place and are not truly ready to break ground on projects once they're approved. And it wasn't until we ran into that last minute hiccup with the property lines for the teacher and we started going back through like when we approved the survey and all of that sort of thing, we went out for RFP on that survey in April of 2024. So, we are almost two years past when we
015surveyed that property to put houses and it's it's been very frustrating and it has not been because the school district was not ready. Um, so I I I' I'd like to invite PSOC to come out to the groundbreaking and they can kind of experience that and see what it's like and, you know, see this project that we've had before them for a couple of years and kind of um, you know, talk through what our experience has been. and Joian actually chairs. >> So that may be one that we need to make a call to. >> That's it. Anything else? Any questions? >> Yep. And we're hoping we do have the bus barn was put in for capital outlay money again for this legislative session. This is the third time that we've tried. Um, so there
016could be some calls to be made there to help with that. And if we can get approval through capital outlay for the bus barn, we could then put that extra transportation money that we have, we can go ahead and encumber that for design of the bus barn and then that would be something that we're actually putting towards that new site and we wouldn't have to lose that. >> How much did we ask for? >> I believe it's a million. call to comp. >> Okay, great. >> That's it. >> All right, moving on to number nine. New business NSBA Institute meeting in February. >> So, they did send to your emails this afternoon the agenda for that if you're interested in going. This is a 30-day session. Um, so I'm not sure, you know, but if
017you >> if you want to look at that agenda and let us know if you're interested in anythingbody >> I don't think I can. >> Yeah, it's hard to get away those days >> with it being a 30-day session. It's kind of >> Yeah. >> Okay, moving on to item number 10, superintendent report. All right, since we started talking about the legislative session, we'll continue with that. So, the legislative session starts tomorrow at noon. There are already in the House 110 bills that have been pre-filed, and the Senate, honestly, I have not counted them, but there's five pages of bills that they sent us a summary on. So far, if you look at the sideby-side comparison between the executive branch, the legislative finance and the legislative education committee. Where is that that I opened? Here
018it is. Uh, in terms of salaries, the executive branch and the finance are looking at a 1% salary increase. The legislative educations is looking at a 3% The the finance is has put forward a bill for school districts to pay 80% of premiums for all employees. Right now that is on a kind of a I don't want to say sliding scale that would you a tiered >> it's a tier schedule >> and what are those 60% for those who are >> over 60,000. Uh, >> so that's the majority of the teachers, >> 70% from 50 to 60, very few in there, and then 80% for anybody making less than 50,000. >> Is it just health benefits or par? >> It doesn't say. Yeah, I haven't heard of affects retirement, >> but that would be I
019mean that would be a huge >> it would be a real benefit to employees, but the legislator's got to fully I mean insurance costs are going through the roof and if they don't fully fund that, that's really going to hurt. So that's something to watch. There are a few bills dealing with um instruction again. So they put forward again last time we were talking about that they had really made the executive branch had really made a big investment in reading and required all of our elementary teachers to go through 60 hours at least right of structured reading um training and that was required for all elementary teachers across the state. They've now gotten through all of those teachers and are now starting with the high school teachers. So this year sixth grade teachers have to
020start next year seventh grade and they'll continue on up. They have a bill that's also doing the same thing with math instruction. So it would require specialized training for all current teachers on kind of a a rotating basis until everyone is trained and also implementing that required training in the colleges for the teacher prep programs. Um, again, the governor has put forward her bill to make the office of special ed a standalone cabinet position. Um, and then there was one, sorry, there's a couple others in here, but those are the big ones. And most of those are reintroduced bills that failed in the last session. There has not been talk about calendar days and looking at overriding the governor's veto of the 4 day week thing. Um right now that court case is still at
021the Supreme Court or I'm sorry in the appeals process. It has not made it to the Supreme Court yet, but they have not introduced any bills related to calendars, school days, anything like that. And no one has introduced anything to override that veto that happened right at the end of the session. So, right now, it looks like those are going to be the big items. Um, but I will keep you posted as the session, excuse me, gets underway. And it is a 30-day session, so it'll move pretty quickly this time. So, I'll make sure that if anything comes up that needs intervention that I send that to you all right away and I'll send you a text to check your emails and then on my Thursday updates to you, I'll give you kind of an
022update on where things stand with those bills and what's left. >> I had a community member approach me about doing a bake sale Saturday. We have a home game against Springer starting at 4 p.m. and we have a community member who is going to facilitate a bake sale to benefit the Wilson family and the expenses that they're incurring. So, we'll be publicizing that and anything that people can do to support that, whether it's donating baked goods, if people want to make donations, if somebody wants to help staff that table, um they would welcome that as well. Last Tuesday, the village council had their monthly meeting and representatives from both our girls and boys basketball teams attended the village meeting and asked the village to purchase a banner for the gym in support of athletics. and
023they made, from what I understand, a a really a really great presentation on why they were selling banners, what that money was going to be used for, how it was supporting the program. Um, and the village agreed to participate. So, I wanted to give a shout out to those those individuals. They did a great job advocating for themselves and and making a case for basketball is about to get underway. Um, Becky is still kind of overseeing that and is the treasurer of the account. Vanessa Russell is now the president of the Maxwell commands and is working hard to get registrations in, get coaches lined up, get training for those coaches, and arrange practice schedules and tournaments. We are having all of our pee-wee coaches this year will all have background checks through the school um,
024paid for through pee-wee funds. All of them will have a first aid class and all of them will have the required volunteers um child abuse training that is done through our online training portal. Registrations for students are due by January 31st. And at that point, she'll know how many teams we have, you know, and whether we're doing a combined team for girls, boys, if we have enough to split it out for different grade levels. Um and she's working on recruiting coaches for that as well, I believe. And I didn't bring those dates. I think our first our first tournament is like the first weekend in or the last weekend in March and the one that Maxwell will host I think is the first weekend in May. So she's working on that tomorrow. Um and Randy,
025I don't know if you got my message or not. The districts who are involved in the cowbell tournament are having a meeting at HPREC tomorrow at 8 am to discuss kind of the history of the cowbell tournament. From what we understand, at one point there were bylaws that governed that tournament and through all of the changes in athletic directors, superintendents from all the different districts, those have kind of gotten lost somewhere over the years. Um so this meeting was actually initiated by Springer um to get everybody together who has kind of historical knowledge about that tournament and the current superintendents and ads together to make sure that we document kind of the history and develop bylaws or amend bylaws if we're able to find those so that moving forward we can kind of protect the
026integrity of that tournament. Um they did invite anyone with you know historical knowledge of the tournament to attend. I did approach Mr. Casper to attend. Mr. Sodto will be attending. Um, Susan and I will be going and um, Mr. Sodto had done some research as well with a few other individuals that we passed on as well. So, I don't I don't know if you got my my message or not, but that's tomorrow at 8 if you're able to make it. >> Yeah, I've already got one. >> Okay, perfect. It is that time again for the New Mexico School Board Association Excellence and Student Achievement Award. So, if you want to think about who we might want to nominate, nominations are due in March. So, at our next board meeting, we can move forward with a
027nominee for that. And again, the the name of the award is a little bit misleading. It's not a it's not for a student. It is for an adult who has impacted student achievement. So it says, "The Excellence in Student Achievement Award program seeks to promote student achievement in school districts and assist local school boards and recognizing school leaders, staff or other individuals who have played an important role in improving student achievement at the local level. And we do get one award for free from the school boards association that they pay for. If we want to put forward more than one person, um, we can do that. It would just be at our expense. So if folks want to think about that and come with nominees next time and I think did I miss anything? >>
028No. >> I think that is it for my report. Any questions for you? >> I do have thought of something I'd like to add on the peewee coaches. Have the is involved in that? They are not. It is a completely separate organization. >> I didn't know whether it's required to be licensed or not. >> They are not. And so in previous years there have not been requirements at all for the coaches. Um so this year we worked with our peewee group and asked that all coaches meet at least the volunteer requirements which would be a background check in that child abuse. And then last year we had a athlete injured um in the gym. So, we asked that those coaches also have at least a first aid training course. >> Yeah, it might not be
029something bad to look at though. >> Courses. >> Yeah, >> probably a good idea. >> And I think they the peewee group is also looking to network with the other Pee-Wee groups in our region and look at the bylaws for that as well. Um, and get some agreement between districts on that as well. There used to be some written onion skin. >> You helped. >> I know. >> It's the oldest oldest tournament in the state >> for cowbell. Yeah. I think what Randy was or what um Mr. Sodto was able to find was it went back to what 1939 was the furthest back that they could find. >> 1939. that there's actually documented. Yeah, that's crazy. Yeah. >> Yeah. >> Um, okay. Anything on board call? Seeing none, no consent agenda, we will move on
030to item number 12, executive session. Discussion of the purchase, acquisition, or disposal of real property or water rights section 10-15-1H8 as permitted by the open meetings act. Retain a motion to enter executive session. >> I'll second do a roll call vote. Devin, >> I go yes. >> Yes. Yes. >> Yes. And we are entering at 7:01. and come back open session. I'll entertain a motion to enter open session. Motion made by Randy, second by Casey. We'll call vote. Kevin, >> hi. >> Randy, >> yes. >> Vote yes. Casey, >> yes. >> Lisa, yes. >> Motion carries 5. We're back in open session at 7:38. Only those items listed on the agenda were discussed and no action was taken. of item 16, setting of next regular board meeting, February 16th at 6:30. >> Everybody good with
031that? >> Just to let you know, I will be out of state attending the uh Superintendent Association conference. I will miss February, I believe it's 11th and 12th, but I'll be out of town through that weekend and then be back for the board meeting. that Miss Christina will be here in my stand. >> Probably snow when I go on cruises >> a lot. It's going to snow a lot. >> Be nice to have a good wet snow. >> It would be good. All right, our next board of meeting. I need to go on a cruise. So, okay, another one. >> Done. There's no further business. I'll entertain a motion to adjourn. I'll >> make a motion to move by >> Miss Kelly. Second. Second. >> Randy second. All in favor say I. >> Post. Save.
032Meeting is adjourned. 7:39
