Good evening everybody. Welcome um 6:30 so we'll go ahead and call the meeting to order. Welcome all of our guests. Everyone please stand for the pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. I salute the flag of the state of New Mexico as perfect among united cultures. >> Thank you. >> Ready to start with everybody introducing themselves. I'll start here to my left. Curly Amy French >> Susan Robinson >> Cruz. >> Thank you everyone. Everybody would please silence your electronic devices. Um >> Mary Lou I'm here. >> Oh yeah. Thanks Randy. >> Appreciate it. We have Randy Casper present on Zoom. So, everybody is present. Um, the individual that was going
to do our oath of office tonight has uh is going to be here a little bit later. So, um what I'd like to do is just kind of uh let that float and then whenever she arrives, we'll go ahead and do those those oaths. Um, so that would be the only change in the agenda unless other board members have other changes. If not, I'll entertain a motion to approve the >> motion by Casey, seconded by Char. All in favor say I. I. >> I. Motion carries. 5-0. Everybody have an opportunity to uh review the minutes from the previous meeting which was November 17th. There's no changes. I'll entertain a motion to approve those. >> We'll move. >> Motion made by Alisa. Did do the electronic delay. Randy, you're I'll put you down as second. >>
That's fine. Thanks. >> Gotcha. Thank you. Seconded by Randy. All in favor say I. Post say. Okay. I didn't receive anything from hearing from the delegation, but is there any picked up? Moving on then. Consent agenda business report. Susan. >> Okay. The once again the NMFA statement um came out on Friday when the board packets were posted on Thursday. So we'll have November in next month's. Um, I've not had any problems uh receiving any of the outstanding RFRS. Um, the title two that would that I put on hold, I actually did a reimbursement request on Monday. Any questions in our expense vouchers? >> No, >> I didn't have any. Anybody else? >> No. So, I have two bars in the packet. Um, the first bar, bar number 20, is just a maintenance bar trying to
clean up some of the um negative object codes um all within the instruction function. And bar 21 is also a maintenance bar um moving funds from the support function down to the administrative function in our title 2 funding. And this morning I received a disapproval on the bar that I submitted last month uh for the commodities that we're required to post journal entries for. Um, it went to the Student Success and Wellness Bureau and she said it belongs to a different department. So, they disapproved it this morning. I've got questions into my budget analyst and the two supervisors above her. Um, I kind of looked to um see what other schools have budgeted this and out of 89 school districts, there were four. Um, so I put calls into one was De Moines's. Um, she
didn't call me back. APS Um I think Carl's bad and Morardi. So trying to kind of and I asked the question, how did their budgets get approved and who approved them? If it has to go to a different agency, I don't control who sets the approval when I submit a bar. It just it's cafeteria. It goes to that department and they're saying no, it's not us. So that's something internal with peed that they're going to have to rectify. That's all I have. >> Thank you. Information and the update on it though. >> And kind of what I'm doing um is I'm now posting the journal entries. And so when I submit my second quarter reports to peed, I'm going to get what they consider a finding that says I have new revenues and I don't
have budget so I need to do a bar. And then I'm going to say yes, I did a bar, but you disapproved it. So what would you like me to do now? Mhm. >> So, I'm just kind of playing both sides of it. >> Stay tuned. >> Yep. >> Thank you. >> Any questions on the consent agenda? >> No. >> I'll entertain a motion to approve it. >> Motion by Casey, second by Alisa. All in favor say I. >> I. post. >> Motion carries. >> All posts. Item eight, project update. >> I am very happy to report that last week on the 11th, I Susan and I went to the PSOC meeting and they did approve our phase 2 funding for the new school. Um, and they approved it with 100% payment by the state.
So, we don't have to put any money into the building of the new school at this point. which helps us quite a bit um because as you know we have those bid lots of items that the state won't cover. They won't cover things that are strictly for like the track for example with the sub. So at this point the little bit of money that we have left over from um the bond we'll be able to do like the bleachers for the track that sort of thing. Um, we did also receive House Bill >> 450 money. That's for security upgrades and that will cover the cost of our bid lot 2 and three which was the electronic fob system. The state will only pay to use the electronic key system on two doors for the entire
building. So, this will allow us to put fobs at every single entrance and exit to the building so that in the case of an emergency, people, the law enforcement, first responders can get in closest and tactically where they need to. And also, you know, if a student goes outside and has to run go get something from the shop on one end of the building, they don't then have to go all the way around the perimeter of the building and come back in the front door to be able to get back into the building. Um, so that that was really great. The only thing that there's always a couple of members on PSOC that ask questions. Um, and one of the things that they asked us about was maintenance on the new building. One of our
bid lots that we um asked the contractor to bid was a three-year maintenance agreement that would cover maintenance on all of the main um systems in the building for three years. And that would help train our local folks on how to work on those systems, how they work, what sort of preventative maintenance needs to be done, at what intervals, um and what things to look for to fix before the systems fail. Um they cautioned us that we really need more than one full-time custodian for a building of this size and we assured him that we understand the state is making a $50 million investment in Maxwell and that we do intend to be good stewards of that money and take care of the investment that they are making. Um, PSFA does have a 2-year training
program for uh custodians and building maintenance folks. Some of those are in-person sessions, some of those are online modules, and we'll be working on getting our custodian into those and make sure that um he's completed that training. And then that three-year maintenance agreement that we can now afford, not having to pay some of the building costs, will allow us to make sure that he understands those systems. We also need to utilize a computer system that's called well it used to be called school dude now they refer to it as fins f i ns and it's a system where you input all of the information on all of your major systems what preventative maintenance needs to be done on what sort of a schedule and then you track your work orders basically okay this pops up
every 3 months I have to go and service the filters on the heaters and then it pops up a reminder, you go in and enter the date that it was completed and you can track things that way. So, that's going to be a requirement by PSFA for us to do in that new building. And we assured them that we will comply with that. Um, did I miss anything? Anything else I talked about? >> No. Uh, so now we go through all of the red tape of those contracts. I have spoken to Bradberry Stam. They are watching as we're getting everything, you know, signed and the contracts signed by the state. They are aiming for a groundbreaking late January. And so, as soon as we have a date for that, we will invite everyone um to
that groundbreaking. They intend to hold several community meetings to make sure that the community knows what to expect. they plan to post the cell phone number of the project manager at the post office, at the station, you know, anywhere else that would be appropriate. Um, so that if folks are having any sort of issues at all that they'd be able to reach those folks by cell phone immediately. So, as that starts coming up in the new year, we will make sure that everybody's aware of that. The teaches, we received approval from PSOC in August for those teaches. As of 5:00 this afternoon, we finally got the final signature from PSFA on that contract. So, it took from the meeting in August until December to get those contracts pushed through. Um, the houses have been ordered
and they plan to be here the first week in January to start on that site work for those teaches. One of the things that Susan and I had talked about as we get those two new houses in is we have not visited or revisited the um rent for our teacher in quite a while. Some of the other districts that are putting in new teaches are doing a sliding scale rent based on employee salary. So that's something that we could look at if you want to do that. Um, so we probably need to talk about that at the next meeting. And I don't know if that's an executive session topic since it deals with property or if that's an open board discussion. I'm not sure how that goes. I >> think we could probably we could
do it either way, but we may want to have our initial discussion in executive session. >> Okay. So, we'll do that at the January meeting. And Susan has requested um the models that some of the other school districts are doing um to look at as well and so that we can be comparable to other districts. Um I think that is it for the project update and the report from the um project manager is in your board pack as well. Any questions for MRE on the project update? It's exciting. You know, as soon as they come to break ground, it's going to turn like super cold and snow like crazy and we've lost all this great weather. >> Yeah. Yeah. Unusually warm beginning to winter. couldn't even take advantage of it. >> Right. >> Darn it.
>> Are are we optimist or pessimist? >> Realist realist. >> Okay. Just had to throw that in there. >> But they assured us they can deal with it the weather no matter what it is. So excited to get that started. Okay, any questions if comments? Exciting stuff. Thank you all for going down there and representing us. I watched it online. Well done. >> All right, moving on to item number nine, new business. Should we have them? Item number 10, superintendent report. So, I think I reported at the last meeting that two of our schools, our elementary school and our middle school were named spotlight schools by um peed did send us a banner and a little statement um >> I'll let you read it. >> Thank you. It says, "Congratulations, Spotlight School. The New Mexico
Public Education Department is thrilled to recognize your school and community for continuing to demonstrate excellence as a spotlight school. This honor reflects the incredible dedication, hard work, and commitment of your educators, staff, and leadership to providing highquality instruction, equitable outcomes, and continuous improvement for all students. To celebrate, we're excited to provide a banner for display at your school, a visible reminder of your team's outstanding achievements and the positive impact you're making every day. We encourage you to share your celebration photos with us. Please send them to this link with um your name and district. So, we received two banners since they are for the middle school and the elementary, but they don't have our district or school name on them. They just say, "Congratulations, you're a spotlight school." So, I think I'll see if some
of our folks who are good with vinyl can maybe put at least Maxwell Schools on here and we can hang it up in the gym with some of our other banners. But I wanted to share that with all of you. We are we have started our math textbook adoption. That's the subject that adopts new textbook materials this year. We had a request from some of our teachers to do what we had done with the ELA adoption a few years back and that was we worked with the other districts in our region and teachers met together to review the materials from the various approved vendors from peed and were able to talk amongst themselves about what the pros and cons were from the various programs. you know, any experience that teachers had had with one program
or another program. And they just felt like that really helped because it is a really overwhelming process to go through all of those different vendors and all of the options and try and decide on one that's going to be the best fit for your district. So I brought that up to our HPREC partners and the eight districts that are a part of that um consortium and seven districts agreed to participate in that process with us. We got a um consultant from CES which is free to us who is actually facilitating that conversation. The teachers all met for the first time on December 9th. The secondary teachers went in the morning and the elementary teachers went in the afternoon. They were able to look over the approved vendor list from peed, talk about what's important in
what what's important to them in reviewing materials, what they want to make sure is included, what their non-negotiables are, that sort of thing. and highlighted on the list which vendors they want to actually see physical samples from. The consultant went ahead and put in a request from those vendors to send sample materials to HPRC who's going to receive all of those and organize them for us. And we are currently setting a date the end of January to go back and review those. The teachers had a request to meet not separately as secondary and elementary like they did this last time. They really like to all meet together so that they can look at cross grade level collaboration and making sure that there's a fluid um path from elementary elementary through high school and that's going
to be a little bit harder for some of the districts. Um for example, Roy sent five teachers. They wanted you know quite a few people to be involved in that. So if we were to do that and have everybody go at the same time, Roy would need to have five subs. And then on the same day, Mascaro, who's also sending, you know, three or four people, needs another four subs. And all of the other seven districts, all of us who share the same subs, are all going to need a large number of subs that day. So we're trying to figure out how to make that work. Do we do it maybe on a Friday and pay staff to go on their day off? Um, that's something that we're still looking at and still kind of
trying to figure out how to how to facilitate. After this meeting at the end of January, they're going to narrow the vendors down to two or three. Those two or three the consultant will contact, ask the vendors to do an actual presentation over their materials and kind of go over the whole package and what's included. Um, and then districts will pick from there. Like with the ELA adoption, every district does not have to choose the same materials. The needs for our district are different than the needs from De Mo. So we may not ultimately agree on which vendor we want, but having those collaborative conversations with another teacher who's taught your same grade level who says, "I have some experience with this particular vendor. This didn't go well with my kids, but it might with
your kids." you know, just being able to bounce that off and talk that through with someone I think really makes a difference. Um, and Miss Andrea, you were participating in that. Anything you want to say about that? >> No. Um, few people. Um, and we just listed like who had materials already and what, you know, we were looking at. We also looked at the ed reports on the top rated uh, programs and kind of just went from there. And you know, I I think we were the only district in the elementary that was using something different >> from everybody else. >> Everybody else. >> So, so which was an interesting thing to know. We didn't know that, >> you know. >> Um, so as that moves forward, we'll keep you updated. But it was, it
was really exciting that, you know, seven districts in our region all saw that need and wanted to come together and have those collaborations. Mhm. >> You know, a few years back, we were able to do those kind of regional PLC's with teachers from the same grade levels quarterly, and our teachers really enjoyed that. So did those from other districts. You know, it it's really easy to feel isolated when you're the only teacher of your grade level in a in a building and not being able to share those ideas. Um, and we've been trying to get back to that and be able to do those regional collaborative meetings again. Um, but we had a a fabulous consultant at the time who was actually facilitating that. And so we haven't figured out yet how to make that
work. But I think this is a step towards that. Um, and hopefully bringing that back and helping people make those connections and feel a little less isolated. Any questions on that? >> It's encouraging. >> Yeah. Um the state is encouraging all districts to go to a standard student information system. So as you all know we currently use power school as our student information system and that houses all of our student data from our demographic data to our grades to our special ed information. That's where peed pulls um all of our statemandated reporting information. Everything lives within that system. The legislature asked a resolution supporting a statewide student information system to make reporting and tracking across the state easier and provided money for that purpose. Last year, peed did a full year of listening tours, surveys,
that sort of thing, trying to determine which um which system would be the best for our district ultimately or I'm sorry, for our state. Ultimately, they decided that Synergy is the platform that the state is going to go with. So, if you signed on to be in their cohort one the first year, you get the whole package of everything included and additional training as you migrate over to the system. So, we opted into that first year um as did I think six or seven of the districts in our region. >> All of them did. So, everybody else from HPRC is also migrating together. Um, we had our first meeting today and it's going to go fast and furious. Their intention is to have us up and running in June on this brand new platform. All
of the student demographic information since we started with P school is supposed to merge into this new system. All of our transcripts that live within P school all the way back to the very first year we used it is supposed to migrate as well. Um and three years worth of current data, discipline referrals, health records, all of that sort of thing is supposed to merge in. We are going to go ahead and pay for powers school for all of next year as well so that we can run the two systems concurrently because when the state tried to change their state reporting system, things did not go as planned and things were not up and ready when they said they would be. And maybe this will be and maybe it'll go without a hitch, but we
want to make sure that we have a backup plan just in case. So, we're going to renew our current system for the entire next year. We're in cohort one and going to merge to this new platform synergy. So, at least at the beginning of next year, we're going to be running both systems simultaneously to mirror each other as we make this transition. Um, so you'll hear a lot more about that as we get closer to that. We have five people who are currently taking classes and I wanted to update you on how they're doing in their programs. Um, you already knew that Miss Hadalgo and I were completing our educational diagnostician program. Miss Hidalgo has earned her second master's degree in special ed with a concentration in educational diagnostician. I have earned my certificate in
educational diagnostician and we are waiting for our transcripts to post and we'll get our license from PED in January. >> Congrats. That's awesome. >> Miss Andrea is working on her gifted certification through CNM. She just completed a course this semester. She is on track to be done with her certification come summer. Miss Eden Schubert is currently taking classes through Western New Mexico University. She is in their elementary education program. She has one more semester this spring and then she'll start her student teaching in the fall. >> And then Miss Diana Alderete has been taking classes at Luna. She's actually transferring to Eastern New Mexico University and she's going to be taking classes to become an occupational therapist. So, I wanted to update you all on all of those folks. >> Wow, >> that is some
super super cool stuff, >> right? All things that the district needs see that need and >> we will have it all in house >> answering that call. is that big hats off and a thank you to everybody for stepping up. That's awesome. >> And lastly, I just wanted to let you know that the district will close for the two weeks of winter break again. We are going to send out the signup sheet like we have the last year or two. Um asking folks to come in each day and just double check the buildings, make sure we don't have any broken pipes anywhere, make sure the heaters are still working. Um all of that sort of thing. Um but the offices will be closed um those two weeks that the kids are also off. We're taking
our in lie of holidays that the year round employees get um or our contract and we'll be closed this week. >> Well deserved. >> That's it for me. >> Okay. Mago, do you have anything to add? >> Don't have anything. testing. We're right in the middle of finals. Um, elementary is working on their middle of the year benchmark testing and so >> just trying to hang on. >> Two more days. >> Have we had a lot of students out sick? >> This time of year, >> yesterday I think nurse Penny said she had 14 >> come through. >> Yeah, I knew it was 10 by 10 o'clock. >> Yeah. Today we only had I think we had four >> four out today. I >> think so. >> Yeah. >> Seems have some makeup finals of
the secondary side, but I think they should be able to catch those tomorrow. call next. >> Yeah, I think I have a question. >> Yes, ma'am. >> Um, what happened with the letter about the dogs? Everything got fel. >> So, last month the um the village signed off on our um about the dogs. It did go out in the November Waterville. Um I haven't had any feedback and I haven't heard anything from the village. I don't know. Have Have you heard anything? No, >> I was at the village council meeting tonight and they did say something about the statute or something was from 2004. So, they have to update it and put that it there's no Maxwell Police Department anymore or Maxwell patrol, but they are going to put it for the sheriff's department to
patrol and take care of the animals from what I said, what I heard tonight and um then take it to their attorney because it hasn't been rewritten since 2014. >> Okay. Thank you. Um and it has been better. Knock on wood. Um, I think we've only had we had the Chihuahua back on the playground a couple of times. Um, and then there was one other dog that I hadn't seen before and I think that's it. >> I saw two running through campus earlier this afternoon just >> Yeah, a little drive by >> but nothing like the day of the eight dogs. >> Yeah, special. >> Thank you. That was my question. Would you want to reach out to um the mayor or I can either one I'm fine with um and ask them when they
get ready to redo that ordinance and that if they would contact the sheriff because there's they are very limited in what they can as far as animal control as well. I mean about about the only thing that they can do is if if there's a vicious dog or that they could sight for that but just random dog running >> and I know >> their hands are kind of tied so they might want to visit with him about that before they write that so that it can >> and I know they were talking too about how to access the humane society in Berto if there was like some way to pay a fee or a per dog fee so that they would accept dogs from Maxwell. Um they were also looking at that if they have
somebody who is like an ordinance enforcer in Maxwell. The problem is where do you then take people who violate that because we don't have a judge. So we don't have a municipal court to be able to file a court case to then enforce that that ordinance. >> And so I know they were getting legal advice on that as well. Mhm. >> Perfect timing. >> Yes, sir. >> Excellent. >> Thank you. >> Remy, anything on board call? >> No, ma'am. Um, only thing I' I'd just like to say, you know, congratulations on the spotlight school recognition and the fact that we only missed it by one point of making all three of our schools. I mean, I I mean, I'm I'm incredibly proud and that's what we should be focusing on. You know, that's why we're
here is to educate kids and and uh you know, my hats off to our staff. We have an amazing amazing staff, I think. They do. >> You know, they they go above and beyond on a daily basis. They and uh it just makes makes me really proud to be to be part of Miss from Max. So, thank you all. Um All right. So, moving on now, we will have our county clerk, Miss Sarah Torres, will come in and swear in our three newly elected board members. And Devin, if you want to step up here, I'm going to step back. >> Let me take a few minutes because the meeting is going to end. So, I'm going to have to restart it. >> Okay. So, Randy, I sent you a new link. >> Yes, I got
it. >> Okay. I'm going to close this one.
