I I motion carries we will stand for the pledge of the device. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands 1 nation under God indivisible with liberty and justice for all. Seeds are going to take a
look at. Thank you. So. This so we have a few for second read and then 1 for first read. reads. The first for second read is our diversity equity. and inclusion in the district policy. And so if you recall our committee or the committee has gone through several reasons and we were able to review it as first read our committee itself did have some suggestions as far as the addition of any and I'll teacher the references to community involvement in engagement in our efforts. efforts to be more inclusive School setting celebrating. cultural identities as well as affirming them and including restorative practices as far as our efforts to make sure that we're maintaining non-discriminatory disciplinary practices as well as the restorative piece to all of that work. work after then in reflection we work after
then in reflection, we hit some suggestion to take a look at how we might assess the implementation of this policy. So I do have piece for you to consider tonight and if you look Patrick if you would page 2 if you would page 2 under governance So establishing and commit the district UI committee. And then the second paragraph. So the Dei committee will assess the implementation of this policy on an ongoing basis. The assessment will include monitoring progress towards obtaining goals and setting future goals both of which future goals. Both of which can be performed into the board. So it's just draft first language for consideration, Uh, clearly as we talked about last time this work goes well beyond 1 Committee of stakeholders, but that committee is extremely important and can serve as part of
the found. foundation for the work, but then how what goals foundation for the work. But then how what goals is the committee itself setting and how do those goals connect? our strategic plan goals and how can we make sure that we're monitoring progress towards both what is delineated in this policy as well as goals that may be part of our strategic plan as well as the community goals. So thought we would we would flush that out a little bit more. So Stephanie, I know you serve on the committee any feedback on that? on that paragraph specifically now, I think it's a great first start. I'd like I'd like to just make an addition in their. I'd like to just make an addition in there. Um. Instead of ongoing Services. Can we swap that for like?
regular or consistent or? something um, and then if you could put in there, this is just the northern me but assessment evidence-based assessments or assessments that Are empirically based something like that? Just to kind of keep true to the the mission of looking at what best practice is. Thank you. Yeah any other thoughts? no, I think it's shaping up so shaping up. So we have our committee meeting on Tuesday. So I'll be able to share now updated draft again with the committee for additional feedback and then we'll be able to bring it back to you. to bring it back to you. Perfect. Okay. Thank you. right Greatness. All right. Um You can open the The revised V2 1. Okay, so the red is all the changes that we talked about last time. We Revisited this
policy the blue is kind of the changes that we're going to look at today. So the first 1 was just um revising that language to parents or persons and parental relation. So that's the similar language that's in like the 7000s policies awesome. Change too. Okay. So this 1 used to be General? Change too. Okay. So this 1 it used to be general education teachers, which we weren't sure if we needed it to be that's that's specific. Um, but physical education teachers are super important to have so they're called out on the first page. page. Um, just because this does talk a lot about the physical education requirements. So we just changed this to be a little bit more, um less restrictive to see instructional staff. get to page 5 Okay. Okay, so wonderful, it's easy
to spot. Um, so if you want to apologize a little bit of language, so whenever possible um, and then the goal of Child Nutrition program. is to improve the diet. Um, and improve the diet, um and health of the school children and then a little bit farther down is under competitive food. So just So just rewriting this to be the intent of smart school. School nutrition standards what happens if they meet the goal? For what part? What happens if you meet the goal? Which goal the goal of challenge? Yeah, it says the goal of is it the goal or is it the mission? Mission is probably might be the better word. Or the intent, I just think it because a goal should be observable and measurable if you consistently muted. Yeah, we can maybe intent
because we do reference the intent of some schools so I can smart snacks. I can change that to intent the intent of Child Nutrition programs. This is page 5 we're on yes. Yes in um, it's called up just because Do we really want lunch after recess? I'm I'm only asking because growing up it was recess after lunch. lunch, correct, but I think that they recommend having okay Rec. recess having lunch follow the recess period and to better support with learning and healthy, okay? get Get that metabolism up on the calories will burn quicker. 26 page 6. Um, so again just a couple of changes in wording. So um under the food and So, um under the food and beverages prohibited just are expected to meet or exceed and then similar down below, um are expected
to meet the USDA smarts snacks and then again, under the food beverages have the expectation to meet all right page 8 right. So this was the the incentive boarding that we changed. changed. So just to encourage students in lieu of food. There would be alternative grades. and then page 9 similar to before where we just referenced whenever possible. then then lastly on 10 page 10 Okay, so Community Partnerships and this was the it was evaluated which we were not really evaluating our community Department Partnerships. We're just reviewing them to make sure thank you. We have a pretty involvement. So I think the only change is that moving changing it from goal to intent. Any other feedback or questions or adjustments? It looks great. great. Awesome. It wasn't easy. and we approved that with minor revisions
after do we have to make a reservation? No, I have the clean version, but I can just change that. Yeah. We'll just make the original before we change anything, but this is looking down. this is what came down from both it that way well. this is looking down from both it that way well, thank you for the clarification. I don't know I just for the clarification. I don't know. I just did not did not know the things that changed. know the things have changed since I While the things would have changed in the 30-year since I have Rec. Let's go with the cleaning version. Okay, so if you recall this is a policy that we've Revisited twice in the past 2 years and then we edition of the timeout rooms with originally a separate policy
and then because of some changes. If the state level as far as regulations folks these policy Services recommends combining the 2 and making sure that all of the regulation changes are accounted for so things such as such as am I having Deja Vu or did we already talked about this recently we did so this is the second read. Oh, okay. All right. This is what oh, it is second read I need in the house. Okay. Sorry. Yeah, he looked at this point if you wow, okay. Thank you. So. wow, okay, thank you. So the recommendations here is The combination so it's taking what was Corps corporal punishment and physical restraint and combining it with timeout. So now it is 1 policy. Um, the major changes that we we reviewed last time was was related to
no longer can a restraint be used to protect property the crown position. restraint be used to protect property. The crown position from restraint is Not allowed to be used we were not using TCI did not train. on that but the regulation made it very clear and then there's also some reporting requirements to the commissioner that has shifted that Mr. Cluster is working on with Mr. Hillier and Miss Patrick to make sure that we're in in alignment and in compliance with the information that we are making sure that we're Gathering the communication to parents and to the CSE as well as making sure that the documentation is placed is in place for the report to the commissioner. We have yet to see what that format will look like, but we're making sure that we're Gathering everything.
Gathering everything that's necessary to meet the rights. So from your last 3 the first read we did make 1 change because Amy Foreman was 1 of our social workers and also 1 of our Providers and trainers received some updated information from TCI regarding the length of time for a physical restraint. So we had it at 20 minutes and our the previous read through the previous policy and the TCI guidance is now now no longer than no more than 15 minutes. So Patrick if you would please go to page 7 And I'll show you where that highlight is. So it's the only change that is made in this version from when we read it last month so you can see no longer than 15 minutes if add it. So it's a switch from 20 to 15
reducing that time. Other than that the other changes stayed as as If it's from my screen the next policy that's up. There is the recommendation for removal. and And that is the use of time because now that information 1 has been updated to match the regulation changes and 2 is now a part of it. previous Pollock Previous policy. So if you The changes then we would. make okay. and the last 1 for second rated the And the last 1 for second grade is the student voter registration and pre-registration. This again is a required policy by law. You can go into the clean version this time. No changes in their first read it's recognizing our role in Civic engagement and making sure that we are educating students on how to register or pre-register if they would
like. like to so that they can be invoking their their rights as Citizens and it of course delineates the completion and submission of doing so by no means can be tied to a grade. Can we hold on that purchase a second. I'm looking to see who the um the language for the authorized. who the um, the language for the authorized does it or designated person that would instruct on that. person Form students so who are in the district? Oh source in our social studies. Yeah, that's what I'm getting here. Yeah, I I believe that we had this discussion a couple of years ago. Yeah, we did there was something yeah that they had to be like neutral. Yes. Yeah, like who's at 50% it was about approved. It had to be a to be a
is it the League of Women laws? Yeah, maybe I have to so this is giving letting students know where the registration form is and how to pre-register. I know but who's giving that information to them is my I don't want a school teacher to do that or it's in our counseling under schooly when I talk to. counseling under schooly when I talked to Mr. Rolles. So it's through like the cruder center counseling and school and those are where the forms are and then Mr. Rolles through school would see sending out the the information. and how to get it. I don't believe that they're Distributing it in social studies class. So I can double check. Okay, absolutely. Are we? Are we gonna hold on this 1 it sounds like then until get clarification on who the
district is. Okay, so hold on that and the Dei he's gonna play with some language based on the questions. So I thought we could approved it. We're approving Wellness because that's the 1 that only has the intent. They're going to edit the 1 paragraph. You're going to bring it back to the committee. Yeah. Okay, so that was and then our change your word wasn't. 5666. Yeah, you're right. Thank you. Okay. All right, so we just need to so I guess let's do let's do this. Let's do them separately versus the easier. let's do this. Let's do them separately versus easier. Um So we're going to table 3.1. Um, we're going to go to 3.2. It's right on the border of Education approves the Revis. version of 5661 with the with the added on page 5
so move. Gabby in a second second Krista all in favor. I I motion carries. And then we will go to 3.3. It's recommended the Board of Trustees approves revised policy of 7350. I'll make the motion to see a second second from Stephanie all in favor. Hi. I I motion carries. 3.4. It's recommended the Board of Education removes policy. 76 to 18 is presented the motion on that 1 702. Cheryl Cheryl all in favor. I I motion carries we're going to pull 3.5 then. Those 2 are full other 3 year or the other 2 are all set. Okay, and then on to our first Street? So first read is this policy is a new policy and it's based on recommendation from both unit cost periods insurance policy as well as best practices and in consultation with
our district e our district refund and so the use of force policy because of the armored security guards and then of course our SRO their armed as well. So does this come from like does this have a basis anywhere like bosies UDA? Did somebody give us it so template combination of udica and also Jim Rooney and bond so that's where the draft came from. I did share the draft with Eric Herbert and he gave some feedback as far as specific. specific vocabulary that we might want to further Define and so I've included that in there. I did run that draft back. back to Jim to Jim Rooney with the changes that were suggested by Eric and he did a read through that as well. So what you're seeing is a combination of all of those
efforts. efforts. Um, I Happy to walk through it with you or give you opportunity to read it and then our members. to read it. And then our members too who aren't here tonight read it and then we can do a full walk through Section by section on why those sections are there. What they pertain to but this is 1 piece that from mudic is perspective a district who has armed security guards. needs to Needs to have a use of force policy and then from this policy. policy then we would develop um regulation in the form of a handbook and then a handbook and then we would also be able to further our training of course with the with policy ones. It's adopted. for our security guards where our own employees as well as work with
our sros. so I'm happy to move through it now as well and then you and and however, you see I think we should wait for the other we we definitely yeah, do you mind giving a first flush to it though? Sure. So the first paragraph really form frames the why and so you'll see both security guards and or our school. resource officers named there and it also states there that it is. it is absolutely required that all training requirements are met are met by anybody who we either have as an SRO through our contract or are employing their own security guard. The definitions below move through I won't read them to you. Um, but Eric. recommendations included defining deescalate included defining issued equipment because it does vary our security guards have issued equipment that they
are able to have based on being a recognized security guard by the New York state division of Licensing Services. Where York state division of Licensing Services where our sro's have some additional equipment that is issued by the Police Department Can you? So, thank you. Do they use the ball around? It's optional. Its optional some carry some don't so it is an optional from what Eric shared is. from what Eric shared with an optional piece of equipment that all of the police officers May. Okay. I've either in their vehicle on them. It it it's not a bad thing to me. That's why I was curious. if If something they have. Like I would prefer a kid. and individual have a bowl of wrap experience than um, a taser or have a bowl of wrap experience them,
um a taser or a pond or chemical in but that's beyond. the other piece that we that Eric recommended was the the totality of the facts and circumstances, which is the last definition there. The Authority, so there's specific New York State The Authority so there's specific New York state code which permits the use of reasonable physical Force so that next section delineates When only when alternative procedures and methods not involving the use of physical Force cannot be reasonably employed. employed and the delineates when that reasonable. Force might be used. It further delineates the expectation that only the amount of force that reasonably appears necessary given the facts and circumstances. the use and then it goes on if you would scroll if you're running. it goes on to further explain the role that security guards and
sros have in the evaluation of that reasonable myth and also recognizing that sometimes it's a slip stuck end circumstance that they may be faced with sizing. If you scroll down further. this paragraph here delineates that if there's a security guard and or SRO present who is observing another security. guard and or SRO. employ employing force that maybe was not needed that or it wasn't objectively reasonable beyond that. they can intercede to prevent the use of that unreasonable. force and then the second paragraph or the second sentence in that paragraph is also calling out the expectation to report. report that sir set of circumstances where they believe Unreasonable force was used to a supervisor. Intercede to prevent the use of Reason, okay. The parameters for use. So this you'll see the next few section. There's a
section on parameters for the use of deadly force. Which is death or serious serious injury, then there's going to be infection on. Non deadly force I'm using the wrong non deadly force parameters for using that deadly force. And then a list of factors, that should be used to determine. the reasonableness of the force. That's the reasonableness of the force that's employed. Is this last section so you can see there's quite a bit of quite a few factors, that would be moved through in that person's determination of how much force to use. We did add. for a notification piece as well so that this would be provided to all security guards at to all security guaranteed SRO as a fun start of services. Because I don't know if this belongs in there or not, but I
wonder if we have some kind of Pollock. wonder if we have some kind of policy. So say we have family or child that comes in if there's some question about about his parents or something. And I have heard from other schools that have arose. look into the system to see if those things get resting or if there's anything going on with those things and I think that's bad so I was wondering if that happens in here or do we have a policy against that or should that be recorded in this situation that you know? That shouldn't be happening. I mean, that's my I'm glad because you paused right before you said you said that is and I was like, I'm so glad now problems like like I'm just from my job. I've seen that like
it I've seen from my job. I've seen that like it. I've seen some Schools they're utilizing utilizing their sro's to do that kind of work, which I think is highly inappropriate. Put a check just so I understand parents and people like, you know, that's just not appropriate at all and it shouldn't be happening. So and we already have the Raptor system. So if it's something that the school is supposed to know about it would come up right there. Anyway, so maybe something about how the fact maybe it's a regular would be best policy just based on what the time the purview of this 1 is but 1 is but could be another because it's just some of the things I've been seeing in that stay in counselor. Doesn't like something like families doing or something's
happening like that and they've been utilizing their sros to look into that and that's just kind of it and that that's an Ethics thing. So I would like to have something. on you know that it's on you know, that kind of thing. Yeah, I but I but I also have um I because I like 1 of my questions was. What were you like? The handbook that you were talking about, which is maybe like a next step. Is that for the SRO or is that for like like School staff good question. So the the security guard handbook for our security guards. Okay where our employees would be higher as individual employees. We are working on Eric and our sros having additional training opportunities not in relation to the use of weapons. They had a separate that
place off school grounds. And those are separate requirements from the New York state division of Licensing that that do need to we need to make sure that all of our guards are keeping up on their training but training opportunities in our building level safety plans response. And so the handbook would assist for our our employees who are our employees. We do give handbooks for a lot of of different Arenas having 1 specific for our security guards who are our employees gotcha because like 1 of my questions would because I think Cheryl's point is like hey sro's shouldn't be doing this, but I think for our staff to say like sort of how to properly use an SRO like because the other thing that that I don't want happening is I don't want teachers calling sros
for discipline. calling sros for disciplinary issues right like Like a a drug or alcohol concern which is outlined in here. Um Um, the Like obviously a weapon being shown like those things like obvious. obviously and we do want them pushing into classrooms, but I don't want to be like, oh, well, I have this SRO and I have a kid who's just not listening to me like like that like those aren't the same right? So I I guess I just don't know how we maybe you don't like or how how we Square the circle with our staff like our teachers instructional staff on items like that like instructional staff on items like that, like don't ask for this because it's not appropriate don't this because it's not appropriate. Don't don't call for disciplinary. That's not appropriate
else. Go ahead. Oh, I was just gonna say I feel like this is not such a new thing that there's not really some parameters that are being crossed but they might not attribute parameters because they they don't really know. Yeah the proper utilization they don't really know. Yeah, the proper utilization of slides we can start putting this in place. I wonder if it could go could go Patrick if you don't mind as well and just a little bit to that de-escalation. It's I think it was in the number number 8. scroll down availability on availability escalation options and so I Availability escalation options. And so I I think maybe Stephanie to address that could be like if you put in a friend of like EG, um a behavior friend of like EG, um Behavior response
team or um, Uh, okay. Uh, okay Associated Behavior Specialists. Like I don't know what your codes are for your titles. Yeah. Something like that team. Yeah. but but basically like that we checked with them for like the the first yeah, I see what you're saying. so So it does have in the contract because that was that's what I was doing. I guess we're talking. Um, it does have the contract that we've signed with. the contract that we have signed with the city. It says no the the SR SRO shall not enforce school rules matters of school discipline shall be referred to the appropriate building principal. So it's got in here. It's just a matter of you know else but it is it's rooted in the contract which is the positive. I think I knew we
had something in there. Yeah. And to your point reinforcing with our staff, I think that's the piece. Yeah. um, and then the only other um, the only other thing that I was just was just wondering is that I know in some of our Personnel policies because I see that that's where this 1 is going to live. Um, live. Um, our definitions include who people are like do we need to need to Define security guard in s? Like I I don't know. I'm not suggesting 1 way or the other. I just maybe a question back to the udica and our and our attorneys. Is that in the top in the definition? Yeah, I mean they just sort of say like we use them and like we say as school res. like we say as a school
resource officer SRO, but it doesn't seem like it's a full definition that might be an important distinction because we do have our contracts and then we're also talking about a second layer. It's very utilizing our own District employees. Yeah, not all of our personal I think have it but um, I did notice that some of them Define like I've got 1 up here that says like a prospective employee is prospective Mentor is so they should be doing technology, but also still not doing I just it's not that that yeah, I agree. Yeah expensive and you know beyond I don't even know who's in the wrong in that situation. Is it the SRO or is it the counseling staff for asking like it's it's both because it's both because I think that they probably do know
that that that should. So we'll bring bring back redraws and then I believe that Greg is planning on sharing this as a an attachment to the Friday message, you know because of it that way. Oh plenty of time to do a thorough read through and then we can continue to tweak as we go I did. continue to tweak as we go. I did find all the things I was looking on to what we're talking here. Um was our 7440 so when it was 2019, so it's been a while. Um, but we had in there. Uh, this is the 1 that still it looks like it's still the version today and seeing new 1 that we voted on since it says the completion and the submission of the Motor Registration or purchase form. Table that just
finished this month real quick or are we? done with this 1 are you talking about the voter 1. Oh, sorry, I thought sorry. I thought we were done with this 1 are we done? Are we all set? Yeah, thank you. I just oh, yeah. it was on a squirrel and you'll follow it. So it says no extra credit. you'll follow it. Um, so it says no extra credit or grade value can be offered or awarded and then it says a nonpartisan agency will be solicited to make a presentation of the importance of voter registration for each class. Oh Matthew is 74. So 7440. Yeah, that was as adopted on 124 2019 and 2019 and a is collaborating with County Boards of Elections. to conduct voter registration and pre-registration that was garbage that we created. Yeah.
you You know, I'm looking at the the things that we had in here. Yeah. but if you it's actually if you build yeah, we go to the meeting and the clean or the current. Yeah, so it's because of this was a grow Growing put in a note. We were saying that um in the government classes typically have a representative from Niger County Board of Elections 1 from each party present material. This was this was pre we're still deciding on the policy, but that was the practice at that point. So That's where we I think we made a decision on. nonpartisan agency. So I think it's like our we would like to keep that no extra credit or grade value and then a nonpartisan agency to come. to come back into yeah. Thank you for that.
I knew as soon as you said that like we definitely because we were we were here so thank you for bringing it back. All right, perfect. Um, did anyone I think that was the end of our agenda anyone that? anything? else for the good of the order Did you want to address the board? I did not just want to be sure. All right. Um so with All right. Um, so with no further assist coming for the board just need a motion to adjourn at uh, no executive content. content. Yeah. Okay, um at 650 so moved, uh, Stephanie in a second sure all in favor motion carries.
