meeting of the school board to order for the February 6 special meeting. And um we'll go ahead and open the meeting and ask if there's any public comment. Okay, seeing no public comment, we'll move right into item C, our ERP Melrose Elementary Parish McCall. Please, whoever's gonna talk or JD, you first. Okay, good. Because I I want you to know I was up at 11 o'clock still looking at this, emailing emailing Mr. Holmes and I know he was asleep. So, >> yeah, we Okay, we've got um several representatives here today from Paris call. Then going to they've got some uh aerial pictures from before we started. Um and they can go through this with you. Basically, we are here for the the ERP on GMP2 with the site work and prep for the trades that
are going to begin coming in. Um, are there any qu I know you have had limited time with us. Are there any questions y'all got that are jumping off the page that we can >> I didn't have anything. Okay. Any other board members? >> I do want to say that um uh JD talked to me this morning. I know JD and David have been talking and there are there are going to be um I think JD located some >> few minor u calculation things that we that I think David can speak to >> that that's on the third party >> right yeah >> so uh yeah on the third party thing not not the >> same same project different >> yes sir >> but I do want to point out JD found that and appreciate
you doing that JD >> sir and you you any question they they can show you some pictures that would be >> you want to um yeah if you could come up and just give a brief overview >> um maybe it might jog >> I didn't wanted to read it to y'all but if we all had a chance to look at it >> and while they're coming I I just >> Oh I know I did have one question that really jumped out at me last night um we don't we're not required to get any building permits from the county or anybody else correct >> I was going to say no sir nect Right. They do it that all goes through DOE and NE effect. So anyway, there was something I saw in here about building permit
cost and maybe it was >> not I know we I know we do have to have we we were required if we have to have water management district which I'm sure we do. >> Yes sir. >> And um do we have uh any DOT permits that we're going to have to have? >> No sir. So um David may be able to answer this a little bit better but uh FD I believe in water management is through civil. We we would have uh neck and fire marshall county fire rescue. >> Yes, Chief Wright's going to be reviewing. He usually has the plan review feed once he finishes. We'll find out what that is. But um yeah, fire marshall neck for inspections and then third party was mentioned and I can explain that. We can go in
for that after. >> I may have one >> question y I'm sorry. Y'all mentioned the uh no DOT permits, but I I am curious what if anything is going to be changing as far as the traffic patterns on 21 and 26. Is is there like nothing going to be changing? >> No, there there will be. And just before I jump in, just to make sure everybody knows, I'm Bill Pearson with Parish McCall. This is Chris Shepard, our senior project manager. And this is Todd Brock, our one of our senior estimators. So, we're all working on the GMP and the pre-construction process together. So you're right, there is no necessary DOT work because we're not working on State Road 26. We're going to be putting new entrances in as it comes off the school property. So
there will be some maintenance of traffic and some of those things when we make those connections. >> There are changes in the traffic pattern coming up 21. That gate that normally parents have been able to use, that gate will be closed, >> all the time during construction. Well, during construction, we're going to have it open because it's our access point in phase one. >> Do you mind? Excuse me. You mind moving up close to the mic? I just want to make sure they knew. >> Sure. >> Yeah. Thanks. >> Um, so during construction, we're using that entrance to get into phase one for the classroom and the administration building. >> That's the the you talking about on 21 where goes into the little loop >> the south south side of the campus. Yeah. Right. >>
And we can uh I might have to walk over there and point and I probably should be letting Chris talk about it, but >> so that gate will be closed and all the in the permanent design all the parent drop off and the bus drop off will come off of 26. >> Okay. >> That gate that that access point you have off of 21 will remain, but there will be a gate that will close that. So it won't be used for day-to-day parent drop off or pickup. >> Okay. I I just want to comment on trying to go through it and trying to wrap my head around all that's taking place. Um I do appreciate the fact that the time that you have for your concrete pouring that it would happen during a time that
the children aren't there at least amount of noise and disruption as possible. And uh I know Linda was Mrs. Wagner was pleased with u 21.3 pruning the trees you were concerned about certain trees being preserved and everything but your timeline explains itself and to the best of my ability I'm understanding some of what you all are attempting to do here and I just I just want to you know share that and thank you for that. I think Bill's familiar with the problems we've had over the years with, you know, the concerns from the community and and that's the way it should be. They should have concerns and and and we do listen to them and have over the years. Uh I just I see what is proposed and I'm excited because we're going to be
drawing a lot of students from across the Bradford Clay line. they're going to be sliding through coming to the coming to the school there. And I'm I'm really pleased with that. I I've dealt with Bill for many years, so I feel very comfortable with, you know, uh what you're going to show them, but I know Linda would be the one that would have the most folks aggravating her about what's going to happen with this building and that building. Well, my my two biggest concerns, you know, up to just right now was the uh the landscape of that huge parking lot that's going to be there because all I could see was concrete and I did not like I just had the best conversation. I feel so incredibly much better. There's uh more trees that I
than I thought were staying. Even if they're not the most beautiful, they're green, they're big pines, and that's Florida. um there. So, a lot of them that I thought were going are staying and there's going to be potentially new growth in the the little barriers between different parking areas. Um so, I'm I'm really really happy about that today. Um and then my only other real thoughts on it is just I know how traffic gets in the mornings and afternoons and and and Melrose is already a nightmare, absolute nightmare at certain times. And so I was just curious and I'll let you get to y'all's stuff. I just want I'm curious on the 21 side. 26 I kind of understand where you're going with, but on 21 I'm curious what's going to be because there's a
long uh driveway or something that was on there. >> I had one other quick question, too. Uh I remember that there was a a portion of this that included uh asbestous remediation. Is that for the building that's going to be demoed or >> There is a full asbestous report that's been prepared by a consultant. >> Yeah. >> And there's asbestous in several buildings, but the we're currently getting prepped to do the asbestous abatement in building one now. Okay. >> Prior to us being able to do the demolition. And we have thirdparty monitoring to make sure that that those activities are happening in accordance with all the codes and regulations. >> Well, and that that's one of the things where you know the historical pe people out there, you know, we're raising so much cane about
us taking the historical building down, but you know that's that's probably the the biggest reason is that you know the asbestous I don't think you could remediate it in those old buildings. >> We we had remediated it years ago, Phil, and and you know how it goes. it it shouldn't have been remediated, but you hear so many heartwarming stories of of graduation ceremonies and community events and all that. We we plugged through it for 20some more years. So now here we are today. >> Okay, Bill, let let's go ahead and let you unless somebody had a question. >> I just I just have one from that. I I could be turned around. The top road is 26. >> Yes, ma'am. >> Okay. And then that's 21. And you said that there wouldn't be entrance >>
to get to the bus loop >> on 21. >> We will have a locked gate for us. >> It gets back to the ball fields and stuff. >> Hearing the traffic concerns, that was a big piece. And uh the Department of Transportation requires us to get cars onto our property to avoid, you know, traffic issues. And so really this plan, everyone comes in off 26 and then cars can queue up. Parents can queue up this whole way. I think the exact number of a couple hundred cars can queue up. What we don't want is parents coming in and someone filling up 21 sneaking in and cutting the line. >> Yeah. in the morning, they're going to they're going to gate that off and have one way for parents to all queue up. Um, and then
if there are emergency situations and after hour stuff, they can open that gate and allow access off. But the intent is to get everyone coming in on 26 and queuing up in this long loop to avoid traffic. >> Is that single line only? because I know >> it's not a double. >> Triple, but I know for sure it's at least double. >> It's double. Yes. >> Okay, great. >> Bill, have y'all done um and I'm I'm thinking back to Crescent City High. Y'all have y'all done soil test and and made sure there's nothing hiding under the ground that might hold things up? >> Yes, sir. The geotechnical has been done as part of the design team and we don't have the issues that we we're currently facing in Crescent City. >> And soil is stable
as far as not having to put any u what do you call them hel no helical piles no subsurface improvements other than just some >> compaction and normal densities. >> No no no limestone outcroppings either right? >> Not that we're aware of in any significance. No, we did carry some money in here for in the GMP for unsuitables. If we do get run into something, it's it's in there so that we can address it. >> Okay. >> Yeah, they did a number a series of borings, but obviously where some buildings are currently sitting, >> they they weren't able to. So, they did their best around the buildings that existed. >> Okay. Great. >> All right. Proceed unless anybody else has questions and >> just just a 30,000 >> Yes. >> foot. We just we just
thought if we're going to be here, if you all have two or three minutes, we could just run through what we've got. >> Yeah. Yes. So, th this ERP GMP2 represents a site work package, which we desperately need to continue our efforts out on site. So, in ERP number one, uh that was approved a few months back included the demolition and the abatement, you know, allowing the design team to to catch up. So, right now, what we've got is the the site work package. So, the first these aerials were taken um before any kind of construction. I was telling JD before the meeting that um I believe we have our first uh aerial drone flight scheduled for later on this month. So, we'll be having monthly progress photos, but so obviously the building on the
left, building one, is what where we currently are. So, abatement is underway. Um, we're hoping to get that wrapped up in the next week, week and a half, and then we'll start on some selective demolition. And we've been relocating utilities out of that building one on the right. A lot of the fire alarm and intercom all went through building one. So, we had to reroute it back to the back into building 16 to keep all those systems on the entire campus operational prior to demolishing building one. And yes, >> one key point I did want to make about this. I mean, you did approve an early release package one for the abatement and the demolition. This early release package two is is for the site work. We have received the 100% construction documents from the
design team for the balance of the project. >> We just received those end of last week, first of this week. So, we're going through the process of bidding out the entire project and that just takes a certain amount of time and we'll come back with one more GMP that'll be the balance of the entire project. But we really need this to get approved >> so that we don't get to a point where we've done the abatement and we've demolished building one and we're waiting on the next activity. So this site work is really critical to allow us to continue to move. There's a >> bill and y'all looking at um JD told me mid mid to late March probably on that. >> That's right. >> Okay. >> Very good. >> No, it's all right. So,
also included in ERP1, in addition to moving fire alarm um fiber down to building 16, we had a component we've set or we're thank you for getting this easement sign. I'm going to take that to Clay. So, that is for them to set the new transformer. So, we did a directional bore through the parking lot um so that we can get out of the way of the demolition for building one. So, this is just a snapshot of um existing utilities and we did this a couple months back. So, it's been updated. So, as you can see, there's there's quite a few utilities, and that's currently what we've been working on to move everything to get out of the way so that we can take down building one. Um, this is what was provided to Melrose
to um, Principal Lundy U to give to the parents. So, new traffic pattern uh, drop off for the students and where our construction zone is. Um, and the green represents the sidewalks that are currently open. So, as we go through these phases, we're going to continue to, you know, shift around Um and we'll be providing this to Melrose and to the board and anybody else that um wants to see it. Um so we've already looked at this. So these two buildings highlighted in yellow are the the first two buildings. It's admin media on the top and then the classroom building um to the south of that. And that's what we're um needing to get the site work package right behind the demolition package so that they can start working on tree removal, building the pad.
um and working on our utilities because some of these are fairly tight. Um so this is just a representation of the demolition that's going to occur. So some was with the demolition sub, the others is appropriate to put in the site work package which is what the CRP is. And then this is a shot of just highlighting some utilities. So, we've got firewater um domestic and you can see coming down through the corridor, which I don't know if I can zoom in on this without a mouse, but um you can see right here coming between admin media and the classroom buildings. We've got um electrical, firewater, domestic water, um sanitary. We've got a couple structures, and then we've got an 8 in line that actually comes through existing admin media, building four and five, and
then our new classroom. and it's a pretty tight corridor. So getting all this included in the site work package so that once we get that final GMP submitted that we can start working on foundations and we can cut loose our concrete stuff. So that that's why this package was critical to start working on. And then this is kind of where we sit just a a very small snapshot of an overview schedule of what we're what we're marching towards. So, it's a fairly aggressive schedule um going through phase two, three, and four and getting to the completion of phase one right now. But you can see some of our activities um are stacked. So, we do have some challenges that we're still working through, but you know, getting the the site works released. >> Hey, little
uh small question. What time of the day would you be actually be demoing building one? Would that be just during the balance of the day? it's going to be through the day. Now, there are going to have to be some times that we either do it on a weekend or we do it, you know, before or after. Um, some of these opportunities that we were trying to take advantage of like spring break when the kids are gone. Um, some of the buildings that are going to be demolished after building one would happen over the summer when the students aren't there. >> Yes, sir. >> And there's no during the day while the kids are there, is there any any chance of um anything in the air? any kind of things that kids might inhabit. >>
Right. That's a that's a great question and very similar to what we're doing in Crescent City right now. We just tore down building 19 and 21 and those were in close proximity to an existing two-story building and we have our fence up and prior to the demolition starting. We we position people on on the student side of the fence just to make sure that student traffic's not going to get impacted. We also do a lot of wetting of the existing materials so that when the buildings do come down, the dust is nowhere near as keep intensive and and Tim Adams has been really appreciative and thought that really went well. So, >> very good. >> We're going to minimize as much of the big demolition as we can to try and focus it on the
summer periods when people aren't there. Spring break is another great period, but there there will be some demo to do during >> as long as limited >> y'all work with Lee on it. And >> please on all the trees that you can save, do what you can. I know you will. >> Yes. >> I want to call it the Wagner forest cuz I know Lyn is catching a lot of grief. People worried about the trees. >> I don't know. >> They are beautiful. >> That idea. Wagner forest. >> Wagner forest. >> We know pine trees are not considered a a landscape tree. Just so y'all know that. And uh you know it' be nice to plant some some live oaks back in there. >> Phil, you know that some of those pine they may still
have the old cat faces on them where they were tarpentine. >> Yeah. I haven't looked at those, but >> I remember seeing some. They may have been removed by now. >> You'll never see a new landscaping thing have pine trees in it. I I have just I'm curious because in talking earlier um there's some little relatively small palm trees right by the road and he was saying that that's not even on our property. Um so those can't be taken down because I was thinking those are kind of particularly ugly. Um so the ones I think are ugly and want out we can't touch. But uh but if they're not ours, who do they belong to? If if they were in the DOT rightway, we'd have to get permission from DOT to remove them. But >>
Huh. >> If if it's something because if it's within our property line, obviously it's ours, but it would be DOT through there. >> Yeah. I wouldn't be surprised if somebody had this somebody at the school had planted them over the years. >> Yeah. >> And DOT right away and probably without even know. >> That's kind of what I was wondering is what happened. But but no, I'm I'm really happy to know that there's at least some things going to be left and you know, as maybe what y'all plant as they get bigger, maybe we can discuss getting rid of some of the the huge pines and that type of thing, too. But >> you just lost your uh brownie points for calling a tree ugly, too. By the way, >> see palm trees. >> They're
going to snap in half pretty soon. I think it's wonderful to to just look at where you're going with this after seeing the the school out there off Horseman's Club Road and touring it and and knowing where you're going with this. It's going to be the shining star of that whole region all the way to Gainesville. I'm telling you, >> it's it it's a great looking design. I' I'd say it if the architect wasn't sitting right there, but it really is a great looking design. And it's I mean you guys know from Crescent City and other occupied campuses the the increased everything that goes into working on an occupied campus on a phased project like this is incredible. So most likely a lot of times been put into these plans and >> it'll be challenging.
It always is. >> We'll have some >> some challenges. >> Any other questions? Bill, you got any anybody else on your team want to? J D, you got >> I got a question. They they did a good a good presentation. I mean, y'all seem to be happy with it. So, it's I'm excited to be moving forward, you know. >> Yeah. Okay. Um, so we want to move into the uh third party on the discussion. >> You want to go ahead and vote on >> Oh, yeah. Yeah. Oh, yeah. I'm sorry. Yeah, that'd be important, wouldn't it? All right. The chair will entertain entertain a a motion on uh DRP2. >> Mr. Chairman, I make a motion we approve the ERP U Melrose Parish McCall plan. >> I'll second. >> All right, we have a motion
and a second. All in favor signify by saying I. >> I. Motion carries unanimously. Okay, now let's just go quickly to the third gentle party. Thank >> you. Appreciate it. Yeah. When we >> I'll just go. Yeah. >> Um we're back to the third party review of the um documents that um Casper Architects did. There were some questions. I presented at the board meeting and I we pulled it. Casper's here today. They can speak on it. Um and maybe it's the most fast way just let him talk and we'll >> Sure. Absolutely. >> Ping pong. Could there any any other concerns? >> Yeah. Just state your name for the record so we can >> David Martin Casper Architects. Um >> all right. So third party. I'll try to maybe just I don't write contracts. We
have a separate team that writes contracts. Um we typically the industry standard is to utilize the AIA document. So that's what we use on all projects. It's it's pretty uh standard. Um so this is the same um the same direction we did with the first round of school. So we hire a third-party plan reviewer uh to review the drawings essentially and then stamp it from there. Then it goes to NEC for final check off approval. Um obviously fire marshall as well. Um and then that allows these guys to go full speed ahead and start working. Um I think there was some questions about why it was expedited. Um why third party when um Department of Education can review drawings? they have that ability. Um, so what we know is or what we typically do, Department
of Education can review drawings. However, it's a very lengthy process as they're handling all schools in the entire state. Um, and so, you know, you're hearing tight schedules, aggressive schedules, and so typically, and it's what we did on the first round of schools, um, we hired Universal to review our drawings. It goes from taking a three to four month process down to about three weeks, three to four weeks. And so that is what was proposed in that additional service um that was presented to you guys is you know to expedite the plan review so they can start moving and um ultimately it saves the project cost overall because the longer they're on site you know the more we have you know they're being paid. So it actually will reduce the overall cost by going this
direction. So just a question if I could. What feedback do they provide in the third party plan review? In other words, the architect firm draws draws the plans, drafts the plans. You guys are all you have engineers and architects on site. >> Sir, >> you draft them. What what is the what is the purpose of the third party review? >> It's checks and balances. Um so they're going to review the code implications. Did we get that right? Are we missing something? It's essentially a a second set of eyes that's not in our house. You know, it's it's a third party consultant to make sure we're doing our job as well. >> Does that seal that they provide or that stamp I'm I'm saying that figuratively, not literally, is that something that speeds the process with
uh NEC? >> Correct. So these consultants that we use, you know, have a reputation. So when Neph gets it, they go, "Oh, it's been reviewed by a third party." Ours is even expedited as well because they had that second set of fresh eyes to review it. >> Thanks. >> Yep. >> I just I think I'd asked this the other day, but >> Yes, ma'am. Go ahead. just the the on the expedited part. Whenever I see expedited, um I think it's wasteful because if you knew if some if you know that something's coming and um and then you and it's waited waited waited and then it's like, "Oh, let's get this expedited." The expedited portion is not that much. It's just the the why if y'all knew already, why couldn't we have or is there a
way you could have gotten this done without this? >> Yeah. That's what it cost. >> Yeah. See, ultimately there is an amount of time to create drawings like just like it takes amount of time for them to build it and so we can't submit that until our drawings are complete. And so just the time frame of us wrapping up last week, you know, we couldn't expedite our end any faster to um keep things moving. And so I think that's the name of the game with this phasing project. you know, them coming in and doing certain aspects of the project and getting our drawings expedited is a is a piece of that puzzle. >> And so now because it's being expedited, it's going to save them time, potentially save more money. >> That's that's the goal.
Yeah. >> Gotcha. >> The fire marshall, is that the county fire marshal or is that is that a state fire marshal? >> Clue, right? >> The county fire >> county. Yeah. >> All right. >> And actually, we called this meeting today because the next regular board meeting is not until 24th. So, just because of time, we didn't want to hold this up and we talked about it. So, um it's all about timing and uh just making sure we stay on that schedule. >> Yeah. And I for one, you know, absolutely support special board meetings to get things done and not hold up, you know, whether it's building construction or jobs or anything else. So, okay. Well, um, since we do need to vote on this, um, the chair will entertain a motion on the third
party plan, uh, for the Melrose Elementary. >> Thank you, David. >> Go ahead. >> I'll make a motion that we accept item C2, the third party plan for Melrose Elementary. Casper, >> second. >> Okay, we got two seconds, so we're in good shape. Um, >> who said it first? >> Uh, there you go, Sandy. Yeah, >> doesn't matter. >> All right. >> So, uh, >> any questions or comments? All right, we're ready to move forward. All in favor signify by saying I. >> I. >> Motion carries unanimously. All right. Do we have somewhere else to go today? >> All right. All right. God's >> no other business. Oh, I'm sorry, ma'am. >> What time is it? I'm just checking. >> Oh, it's uh 10:30. >> Okay. >> All right. >> And we have to be
there. >> Just tell them about I don't know. Have y'all done a topping off? We did one on the other school. >> The other school middle school. >> Can you just give us a elevator speech on what topping off ceremony is? >> No, you can do it from there. We're We're officially out of session.
