001Yes, it's moving. Okay, Douglas. Here. Dylan. Here. Wilson. Here. Washington. Here. Baker. Here. Welcome to the board meeting. Let's begin with a pledge of allegiance, item two. >> [clears throat] >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Welcome everybody to our April school board meeting. We're so excited to have a great audience here this evening. We are going to move on to item 3A, the official review certificate of recent election results. For those of you who have seen the agenda, we had recognized that we had an election recently and are here to congratulate and and really certify these election or I don't know if we're certifying, but we're accepting these election
002results as they were presented to us from the Payne County Board of Elections. So, congratulations to Ms. Rachel Dylan Thank you. who won the vote >> [applause] >> last week just last week. Yeah. Last week. And with that, we're going to move to item 3B and administer the oath of office to elected to an elected member for the Board of Education seat number one. >> [snorts] >> Yay, Hank. Hi. Hi. >> Welcome back. Thanks. I'm happy to be here. Okay, Rachel, if you'll repeat after me. I, Rachel Dylan, hereby declare under oath I, Rachel Dylan, hereby declare under oath that I will faithfully perform that I will faithfully perform the duties of school board member the duties of school board member for the Stillwater School District >> for the Stillwater School District >> to the
003best of my ability to the best of my ability and that I will faithfully discharge and that I will faithfully discharge all of the duties pertaining to said office all of the duties pertaining to said office and obey the constitution and laws and obey the constitution and laws of the United States of America and Oklahoma. of the United States of America and Oklahoma. Okay, congratulations. >> [applause] >> Photo break. The spouse should get special recognition for sign management during windy days. Like we we know. We know. Showing signs on the corner. >> That's right. Putting signs on the trees. >> help, that's for sure. >> Yeah. And it should be said that spouses or partners are certainly as much of a and give as much service as we do Actually these roles and positions. All
004right, we're going to move on to item to our next item, item 3C, nomination, discussion and vote for president of the Board of Election. We're actually going to couple these together for conversations. So, for the public's knowledge, every year after an election, we do a bit of a reorganization. And so, it is designed for us to have conversations, express interest, gauge interest. Really, the three roles that we nominate for and appoint ourselves to or appoint each other to, I would say, are the president, the vice president, and the executive meeting minutes clerk. And so, each of those three positions tends to change year over year. And while we don't have a like true hard and fast rule on rotation, what we really like to do in these meetings or in these conversations each year is
005just just again, gauge interest. Who has an interest in serving in which positions? Who has the experience, who has the knowledge, the background? Taking into consideration what's going on in our district and and kind of trying to determine who fits into which role each year. Again, this tends to happen pretty organically. And so, we are excited to be here tonight to do that in open session. So, with that in mind, let's have a discussion first and kind of again, gauge interest and and and all of those kinds of pieces. But then each position does have to be voted on independently. So, item 3C, 3D, and 3E we will do independently. But it just makes sense for us to have the conversation about who might be interested in going where all at once. So, with that,
006I will open the floor to my colleagues here. Awesome. Um I feel like I learned a lot from you this year watching you be the president and then my other years of service with Marshall and also I think Tim with Riley was president some. Um I would certainly be interested in serving as president. I don't know if any of my other colleagues I'm not interested. >> [laughter] >> But I the one thing I have been thinking about is I've been on the board a while and one thing that I've always appreciated is this year I just want to take time to say to Roberta >> [clears throat] >> this this as volunteers every year it's been really fun to think about like what is coming up and this past year, it was really focused on
007HR. I mean, a whole lot of it on finding the right person to lead our district and how do you manage that process? And I don't think the community has any idea how much Roberta's expertise in HR I mean, just having the conversation and calling Mr. Bridges and setting things up and figuring out the right process and how do we do that correctly? It is her expertise. So, it was really awesome. Um I feel like that's happened every year where there's just you look at the year and you think about what's coming and just it was really nice to have your expertise um during the year during that for that reason. I'm a little hesitant cuz like the easy thing is just to say let's do this. Rachel's been awesome, incredible board member, so excited
008for your re-election. The one thing that did come to mind I just want to bring out is um the lady to my left is incredibly humble she leads from wherever but I've just wondered and I want to just really put this out for consideration. This next year I tried to think about it it really doesn't matter where we sit, but there are specific roles that the president plays at specific times. They the president does get put into different situations. And I'm just wondering for me this year is about um opening a high school and that process and the you know engagements with that. And then I think about Tyler, Mr. Bridges really focusing on this is a year of strategic long-term [snorts] planning. So, we are looking for someone to help us engage in a
009in a solid long-term connected plan. Um and inevitably there's always like, you know, opening a new high school is always challenging. It's like there's problems, there's you know, the teachers bear a lot of weight of making that transition sometimes outside of contract hours and all these things. So, like who's When I think of that, it just makes me wonder and I'm curious if Dr. Washington's even interested, but um I wonder if this isn't the year with Dr. Washington being a you know, national expert in school design and a consultant in school planning, thinking about our strategic planning process and supporting the superintendent in that. I'm curious just for the sake of discussion if this might not be the year that Dr. Washington's uniquely positioned to help our district, but I also am open for discussion.
010I think I would feel great following anybody on this board, but I just wonder about the unique opportunities that present itself this next year just for discussion. Are you interested? I [laughter] mean, I I think that the floor is open. Like what other conversation should we have? Yeah. >> [clears throat] >> Can we have? I think it's a decision made by the whole board. >> Okay. You know, um I would I would certainly be honored to do that, but I you know I don't know. I mean, I I certainly I it's it's a big big position. It wasn't something that I was um coming here tonight to do, but um I I do understand it's a big year. So, if that's Yes, I'd be happy to do it. Yes, [snorts] but And just to be
011clear I will um at one point call both of you Madam President. So, that will happen. So, both of you would be incredible leaders. I just think about the timing and I don't even know what I'll vote. I'm interested to just hear people talk, but um I will call both of you Madam President at some point. So, I'm excited for that. Well, I think that >> [clears throat] >> the experiences that Dr. Washington has that could really move us forward as it pertains to open up a new high school and thinking through some of the challenges that may come along with that and some of the successes that will come along with it. I I I certainly think that she provides a level of understanding and a level of insight just based off of the
012previous experiences. But at the same time, I think in terms of the strategy and the thoughts that Rachel brings to the table just in terms of just kind of understanding, all right, how do I methodically position the board the the district in a way that's going to move us forward taking into consideration the different things that we need to be privy to, right? What are the challenges that we're thinking about as a board that we need to wrestle with to really understand how we move forward. And to your point, I I think that both individuals offer great insight and I I think that we could you know, go in either direction. I But I I think the experiences of being in the schools, I think the experiences of navigating that experience maybe gives Dr. Washington
013some additional experiences for the moment and the time right now, but I also think that the experiences that Rachel has certainly will give us the the energy and the enthusiasm to be able to move forward. So, again, I think in both areas, you're right. You know, we're we're in a we have a good proposition to think through in front of us and so either direction wouldn't be a bad direction for the for the district. So, is there a a precedence for like co-presidents? I'm just kidding. >> [clears throat] >> I do. I was like, wow, that's that's very everyone Yeah. Absolutely. And I I also I'm thinking through context too of like there's two positions. I know there's three, but two positions that work together to build for the public's good of knowledge like these
014two individuals work together in tandem to build our agendas and to work with the superintendent. So, I see a lot of tandem work there. And um I'm definitely seeing those two individuals as the ones who will lead us next year. Just figuring out what's the right seat and then for me kind of looking at down the road the progression of all that. This one, we can't ever get her. She'll never advocate and so, it's like when are you going to I think the district would benefit. So, it's I'm I'm also kind of like shoving her into it and but I do I do think those two would lead us well. Okay, so I'm hearing no on co-presidents. So, but but to your point, Marshlin, that was kind of where I was thinking is the president
015and the vice president very much work as a team in tandem with making decisions, bringing things to the board, bringing things to the agenda and so that is certainly a continued partnership and that's part of the reason why I wanted to have these conversations of the three positions kind of at once. So, is there a preference or a stronger interest for president and then a vice president between the two of you? That's it is up to you. I've been I've appreciated being the vice president and I've had lots of great conversations with the community during my um campaign and have heard the kind of things that Stillwater wants, but I have also a very much appreciated being the vice president and would be happy to be either thing. It would be okay with me. It's
016not very often that we have this much time to ever talk about this. Normally, it's like a one, two, three. Who's going to nod at who? It's not I will just say like for me, Rachel just directly the the thing that even brought this up for me is working with districts on strategic planning. It is such a tough thing. And um it's just a really For me, that's that's what made me think I would love to have That's the thing that pushed it for me is like maybe she's never going to raise her hand. So, then I'm like, well >> [laughter] >> She's just very humble in in what she does, but I do think for me it was this year and all the strategic planning that's coming and then just knowing people that have
017worked with her in that capacity, how much benefit they got. For me, that's where it gave me some pause to say like, ooh this is a unique year because it's the year that Mr. Bridges is enacting so much strategic planning. That's really the thing. Um I would be happy to. But I will also >> Okay, so we'll pause for just a second there and let that sit and and really at this point, we need to think through a nomination from the floor for item 3C, which is the president and then at that moment, the new president who is elected will literally take over the board meeting. Let that sit for a minute. Okay. >> [laughter] >> So, make sure we're all on the same page and process us through agenda item 3D and then finally
0183E and the entire rest of the board meeting. And we will root for y'all. >> [laughter] >> Okay. Do we need to have any discussions about the executive minutes clerk? Anyone super excited about that? Tyler. I've done it for two years. I'm pretty good at it. Willing to do it, but I don't want to take it away from you, Marshlin. >> I'm just not wanting to hold an opportunity from anyone. >> [laughter] >> I'm happy to do it. If no It's just taking notes literally on a on a piece of paper. So, I'm happy to do it if if That's what the Happy to vote for someone else. >> [clears throat] >> Okay, we got it. All right, so we're going to go to 3C and I'm going to ask for a nomination for um
019nomination and discussion and vote for president of the Board of Education. All right. Well I move to elect Dr. Washington as president of the Stillwater Board of Education. Second. Okay, Douglas. Yes. Dylan. Yes. Wilson. Yes. Washington. Yes. Baker. Yes. Thank you. >> [applause] >> Now, you better not screw up strategic planning. >> [laughter] >> We won't make you move seats. You can sit there. Stay right there. Okay, so we'll go on to um 3D, nominations discussion and vote for vice president of the Board of Education. I moved to nominate Nope, you do it. Are you sure? Yeah. I moved to elect Rachel Dillion as the vice president of the Stillwater Board of Education. Second. Okay, Douglas. >> Yes. Dillion. Yes. >> Wilson. Yes. >> Washington. Yes. >> Baker. Yes. I will move on to 3E,
020vote to authorize the president to designate a board member to serve as executive session minutes clerk. I move to authorize the president to designate a board member to serve as executive minutes clerk. I need to go to the restroom. >> [laughter] >> You need a second? Second. >> Okay. Douglas. Yes. Dillion. Yes. Wilson. Yes. >> [clears throat] >> Washington. Yes. >> Baker. Yes. And do we do that designation now? I designate Marshall Baker to continue as the executive sessions minute clerk. I have my pen, Madam President. Can we like celebrate that? Yay! I don't know if that's payback or not. That might be payback, but Okay. [snorts] We'll move on to communication with public interest. First thing is recognition. Miss Camp and Miss Webber will recognize two FCCLA state champions. Please come to the podium.
021Okay, I want to start off by saying bases loaded two outs top of the sixth we're winning 7-2. Yay! That's That is great. Yes, you're holding on to that so far. Whatever we need to do to keep that number one district position. All right, so I am Jody Webber and I'm one of the family and consumer sciences teachers at Stillwater High School. Kinsley Camp is my partner teacher. She's first year, but is doing this like she's in year 20. She's amazing. And but she couldn't be here tonight because she is videoing our district officer, one of our district officer candidates, speech when that district officer got back from her golf tournament. So, with the weather we're dividing and conquering. So, she's not here. But for those of you who don't know, Stillwater public or you're
022new to Stillwater public schools or you just haven't heard before, our family and consumer sciences department teaches all human services careers. Okay? All human services careers. And those human services careers go hand in hand with life. So, you can think an easy example here in town would be Oklahoma State's College of Education and Human Services. Every degree they offer, we teach. We don't teach aviation. We have Mr. Hessler for that. But So, I want to introduce two state champions and this is really really special this year. So, we have Laura Bennett and Emma Cantu. And you're meeting them as state champions in their respective STAR events. And STAR stands for Students Taking Action with Recognition. And this is already a huge accomplishment that they've achieved, but it's really exciting this year, and especially after the
023pandemic in the last six years, that this was the largest state competition in Oklahoma FCCLA history with over 1,100 students they were competing against. So, kind of a big deal. All right. So, let's start with Laura. Her event was called Sustainability Challenge. And this contest recognizes participants who address sustainability concerns that adversely impact human health and well-being and who actively empower others to get involved. So, Laura created a project that focused on cleaning up the Kameoka Trail. We all know the Kameoka Trail. And so, this project not only contributed to the beauty of that trail, but addressed the environmental issues for the animals and plant life around Kameoka and Boomer Creek. Through peer presentations, she she also informed students about how their trash can impact local wildlife and had several students, staff, and community members
024assist in the cleanup of the Kameoka Trail. She's a current junior and is serving as the North Fork district officer, and she is our Stillwater High School FCCLA vice president of state and national programs. She is our state champion. >> [applause] >> So, now we have Emma Cantu and her event was called Hospitality, Tourism, and Recreation. This is no easy feat, either. This contest recognizes participants who demonstrate their knowledge of the hospitality, tourism, and recreation industries and their ability to translate their knowledge into a hypothetical or real business. Emma created a business plan for a cat cafe that would address concerns for full animal shelters and the adoption of those animals, and always thinking of mental health, provide a positive and relaxing environment for community members to come in and decompress and play with some
025pets while maybe taking them home with them or maybe not. Through this project, she conducted background research on the industry, developed client and customer service strategies, and even created a website as a marketing example. Emma is also a junior and is serving as our Stillwater High School FCCLA vice president of membership and records. Our state champion in Hospitality, Tourism, and [applause] Recreation. Now, so what happens next when you're a state champion? We don't go to the capital. Oh, but wait, we do. We head to Washington, D.C. this summer. So, if you'd like to donate, we'll pass a hat. And July 6th through 11th we'll be in Washington, D.C. Amazingly, 250-year anniversary. So, we also want to give a huge thanks to every single It's Teacher Appreciation Night at the baseball game. But it's also Teacher
026Appreciation Night at Stillwater. Because it's not us at the high school. It's every single teacher they've had along the way. And it's their parents who gave us that foundation and then let us help them build upon that foundation that we get such incredible students to work with. There's no other place we'd rather work. So, on that note, we are pioneers. >> [applause] >> Did somebody want to do a cat cafe? Have you given your plan to someone? >> [laughter] >> I know you would have customers. >> [clears throat] >> I would also just say in Georgetown in D.C., I was walking down Georgetown and I'm like, why are there 400 cats in that coffee shop? I think it's one of those coffee shops. >> [laughter] >> I really do. So, I think go to Georgetown
027because I think >> when you're there. Yes. >> Yeah. Thank you, girls, so much. And thank you, Miss Webber. Superintendent's report. All [clears throat] right. See here. Is it going to pull up? Mhm. Is it on? It's not on. It happens to me. Turn it on. There we go. That's the number one tech advice. Okay, as always, yeah, off and back on. As always, each month we have a tremendous amount of things to share that have gone on just this past month within our district. Obviously, would be remiss if we didn't talk about enrollment. Pre-K enrollment has opened up. I didn't check with Dr. Rhodes today, but I know that last week we had about 185 had already pre-K enrolled. Is that about right? Okay. So, speaking with Dr. Washington and kind of her experience
028in that, it feels like we're kind of on on track. So, continuing to push that amongst several other things with regard to enrollment and intent to return, looking at our roll up numbers for staffing, all all types of things. So, also we got to go around the district and I know we're going to recognize them, Dr. Swanson and his department is going to recognize them at the board meeting in May as we traditionally do, but we got to get on one of the new one of the new activity buses and go around town to all of the sites and things and recognize our support employees of the year. They're incredibly valuable to everything that we do. We literally wouldn't have school without them every day, so be able to recognize them, give them a little
029bit of extra money in their in their next paycheck, and then obviously recognize them for the work that they do for the district. So, also aviation, our wonderful aviation program. We had several students that got to go to Aerospace Day at the capital. And we have four teams that are going to be in OSU's Speedfest that's coming up in April. We have a lot of just incredible things that we've shared all year about aviation. Also, we had the regional civics bee. So, was it Is it civication? Is that what it's called? Is that right? That took place at on the campus at OSU that Stillwater Chamber of Commerce helps facilitate in things. And we had first, second, and third place from from Stillwater that will get to go on to the state contest later this
030year, so that's an awesome thing. And then we had some winners from the OERB oil well safety poster contest amongst I'm sure thousands of entries across the state. We had a student that placed first overall amongst all the third graders in in this year's competition, so. We also obviously recognized our our FCCLA state champions and also our FCCLA was named a gold chapter of excellence which is which is an incredible thing. And then our advisor Krystal Camp who she mentioned earlier as being first year with us was awarded the Wanda Homer Memorial advisor scholarship award for outstanding leadership and community service. So feeding into that program we've got great enrollment for that program. It's another it's another one of our career tech programs that continues to really grow. Our first year head coach for us
031was named our girls high school basketball coach Talby Justice was named the the co-ed coach of the year, so that's awesome tremendous improvement this year and was like a right on the cusp of even making it to the state tournament and so see some some really bright days ahead for that. And then also Stillwater high school hosted Arts A Palooza where we got to see it was like two hours of we got to see some of you know some of the musical for this year some of the musical from from earlier this year we got to see you know choir and symphonic band and all of our fine arts kids go up there and do what they do which was was pretty amazing and doing some fundraising for the arts endowment that the community is
032is gearing up for which is awesome. Also have the Carnegie Link Up event that we do every year for our our third through fifth graders, so they got to go to the McKnight Center and participate with the Enid Symphony Orchestra with their recorders and get up on stage and do those kinds of things. So had a lot of not just our students but also a lot of students in the area. I walked in over there to go watch them of it and I'm seeing a bunch of people like I don't recognize any of these people cuz they were from Perkins and so I felt better. >> [laughter] >> So and then over spring break our high school band got to perform on an aircraft carrier which is was a pretty incredible experience had a great
033trip and then also our junior high performed Annie Junior musical which was was outstanding as well. Also one of our career tech programs we've talked a lot about our Ed program but they were named yet again as the outstanding Ed program for the entire state and they will be honored with that in May. They also had their plant sale this last week and generated over $14,000 for the chapter, so that's pretty amazing. Smackover makes a change always incredible goal was 50,000 they almost tripled it raised over $120,000 for Turning Point Therapeutic Riding which is just incredible. Just incredible. So I know that they're very very grateful for those funds. Our students get to go out and visit not just literacy visits from some of our elementary students and things but also >> [clears throat] >>
034with our sped program and some of our high need students that's a wonderful experience for them. We also announced that the day after graduation on Saturday May 23rd we'll have several different time slots for some some farewell tours for Stillwater high school. If you drove by up there today you saw not only is the west gym down and scrapped out and gone it's a piece of concrete now but the city gym started coming down today as well. So went up there this morning as they were starting to knock down kind of some of the first beams and so took a little pause earlier than expected because we bumped the soccer game up to 3:00 so they didn't want to cause any disruption. So but they'll be back at it tomorrow weather pending and it will
035be down pretty quickly it won't take very long for for that building to come down. So so mark your calendars if you have not yet we'll continue to share that and we received tremendous amount of response we may have like a thousand people show up for all I know for the farewell tour. So that's I know that Barry and and Mr. Hall working on a video tour and and putting together some other things for maybe people that can't make it. So that'll be a really cool experience and awesome day. As always we we host a lot of special Olympics events. So bocce cornhole regionals and then we have the state games here May 13th to 15th and I do think there are some opportunities for volunteerism if you all I can get that information to
036you if you want to volunteer at that. I know they always welcome lots of volunteers. And then also put on your calendars if not already May 1st we will recognize our district teacher of the year. Again this year we are using Life Church they're letting us use their facility. So we will have that's a district professional development day so all of our staff will be there. Diane Fix and and Ed Services Department is really putting on they did wonderful last year and I think they're going to even step it up this year. So it'll be great to recognize our district teachers of the year. Robotics team continuing obviously to do to do wonderful things. We've got multiple teams that are headed to worlds coming up and then Shrek the musical the tickets are all on
037sale now those will be in high demand. So mark your calendars for that as well to go out and watch that. I know it's going to be a pretty incredible show. I was talking to Miss Zigler late last week we have over 50 students that are in just the production but then also we have all of the stage crew that build their own you know stage props and scenes do all the costume and all the costume design set design all of that is all students and then also the music is 100% live from our students as well in the pit. So that's wonderful also. So mark your calendars for that. Lots of good things going on and then we'll probably put together if not already Barry's probably way ahead of me or Mr. Hall putting
038together kind of that calendar of events as we get into May because there will be a lot happening as we lead up to graduation on the 22nd. So there'll be yeah there'll be senior celebrations there'll be performances musicals. I mean there's probably something almost every single night in the Performing Arts Center especially those those last two or three weeks. There'll be award ceremonies and just all kinds of things happening. Art shows at elementary schools just field days all kinds of things going on that you can get you plugged into or or volunteer. I'm sure they would love to have you volunteer. And then also the first ever career fair that we're doing for our fifth graders is coming up as well and I know we talked about that and I think we have several of
039you that would like to volunteer. That's going to happen at the hub in conjunction with Stillwater Chamber of Commerce. So every fifth grader in the district they've got tons of businesses lined up. Kids are going to get to have a little fun it won't just be enticing and so they'll have a little bit of time to to enjoy the hub but then also talk to talk to some career folks around town and and have a have a fun day. So lots of things going on. Thank you Mr. Bridges. Next on the agenda is board communication and I will start by saying thank you to my colleagues for looking forward to the next year. Thank you very much. And Mr. Bridges stole my thought about board communication because I was going to mention that if you
040look on the district website on the calendar for April and May there's two or three things every single day. >> And you can subscribe to the calendar as well. >> Yes. So I just encourage everyone to to make sure that not they not just stay connected with what's happening at your school [clears throat] because there's so many opportunities that are free or very low cost and so just encourage our parents and students to participate in those also. So Anybody else? You're good? I wanted to thank um Stillwater for the election and for voting and I appreciate you guys um trusting me in this position again. Wanted to thank my opponent because if we hadn't had that we would have missed out on a lot of conversations and discussions over the last few months and the
041League of I'm thankful to the League of Women Voters and to the Chamber and the Young Professionals and then to the Frontier Rotary Noon Rotary for hosting campaign forums. I got to talk to so many people. And then this last week too I got to go to Sangre Ridge's um they have a really cool uh Career day. Career day. Yeah, that's what it is. We were just talking about it yesterday. And there are so many people involved and I got to speak with a parent and she mentioned coming from a small school which I understand cuz I did too. And she said she didn't know. She thought there were like six things you could be when you grew up and her [clears throat] kids she was so glad that they got all this exposure to
042all the different career possibilities. And it was a really fun to see. I got to see your kiddo. Oh yeah. He was he was loving it. And then I got to go to Panthers in the Park. The Highland Park had a little night on Friday night in the park with students and they just had a really good time. It was really a lot of fun. So I've just been out and about and spoken with so many people and I really appreciated that opportunity. You know I want to echo the experience at the Sangre Ridge career day. Yeah I never knew what it was like to have a hip replacement until I went to the career day and one of the doctors there had a bowl of Jell-O and took a what was it called? Um
043when you scan over it. An ultrasound. And had a a screwdriver and was like all right so you have to numb up the patient before we begin the procedure. And just understanding how the intricacies of that works. You know I end up hitting a Stegosaurus as opposed to the actual hip. Um and then I hit a uh Tyrannosaurus and I was like, "Man, I can't find this hip." And so, you know, it was fun just to be able to show the kids that, you know, even as an adult, you know, you struggle some, but you got to figure it out. You got to stay the course. But, you know, to be able to give students that exposure at such a young age. Another shout-out was the mathematics department from OSU. I mean, the time couldn't
044have been impeccable, right? With the landing of the space shuttle coming back from from space and to understand the formula and the equations that are going in to be able to hit the exact pinpoint of where the space shuttle was going to land. I mean, how do you have those conversations with young people right now without utilizing those resources? And so, it was invaluable to be able to just kind of paint that seed and give the student the opportunity to see real life, this is what you can do with the opportunities that are presented to you here with Stillwater Public Schools. So, such a thrill and [snorts] look forward to the upcoming opportunities. I was just going to say um >> [snorts] >> until you run a campaign, you have no idea of the time
045and effort and emotion that money that goes into running. And Rachel did it with grace >> [laughter] >> and with poise and I loved watching you um advocate for the district and I do appreciate your opponent running. I it's just it's great to have a town where people will put their perspectives out there and it was nice to have um you know, perspective shown and the community be able to have a a decision and to not be in a community that is apathetic about our schools. And so, to see both of you advocate, obviously, um it was nice. And I just was really um enjoyed watching you advocate through your campaign. You did an awesome job. Um And also, just Roberta, I know I said it, but I was going to say just thanks. You
046provided a ton of leadership over the last year of transition, which isn't easy. So, thanks for doing that. Um Today I got to walk the high school, which is kind of cool. Got to see that. Um I was a speaker at the Jesus Club. So, I talked about YouVersion and and the Bible app and my role at at YouVersion. So, that was really fun to see those kiddos. The thing that was really nice is in the world we live in today to have a place where students were expressing themselves, um their beliefs. And there were I don't know how many club meetings were on the announcements this morning, but it was like yes, the Jesus Club met. And yes, 100 other clubs were meeting on the same day where kids were finding their place, advocating.
047These are clubs that required student interest and an adult that would help them make it happen and the high school facilitates space for that. And it was just really cool to hear how many clubs were meeting over lunch for kids to just grow and express themselves and their their beliefs and whatever they may be for everybody to have that space. It was really cool today to see the high school just beaming at lunch with kids choosing where they wanted to be and growing into young adults. So, kudos to the high school. It was really fun um to watch that happen. So, thanks for the invite. If I could just add one other thing. So, you know, when we talk about elections, sometimes it can be a little contentious and it can be a little uncomfortable
048as we engage in elections. But, my son really embraces and enjoys the opportunity to hear individuals go into debate about different topics. And I remember very vividly the first forum that the Women League of Voters put on and my son walked in with me. He was very adamant about wanting to go and he got a chance to meet Rachel and Rachel was very intentional about just asking, "Well, how's your day and what are things you're looking for?" And, you know, when you open the platform, he's going to take it and run with it. But, the thing that kind of stuck with me was the fact that when we left, he was then able to come home and say, "Well, Dad, you know, I'm thinking about what my teachers have been talking to us about persuasive
049arguments. This candidate did this and this candidate did that and I wish I would have heard a little bit more in this regard." And I'm thinking like, "Okay, as a fourth-grader, you know, come to tell me about your position on how the candidates are responding." And I just felt very confident, right? And in the fact that, you know, we're moving in the right direction to be able to create a space where we can have opposing views and we can disagree about different things, but we can do it in a way that creates space to learn from. And and and recognizing that even in our disagreements, our young people are looking at us and trying to figure out, "Well, how do I wrestle with this particular thought or this particular idea to make meaning of it
050for myself?" And so, I do want to say thank you for the opportunity to allow my son to see that because, you know, this is our future, right? And they need examples to be able to understand what healthy discourse looks like. >> Yes. And thank Teddy cuz I feel like he provided me some of my best advice during my campaign, for real. Dr. Washington, I have like two real quick things. I changed my mind. Congratulations and welcome back to the board. It has been It was really exciting to watch the campaign and see it all progress and and come >> [snorts] >> and land the way that it did. The other thing I want to say is thank you. Thank you all for supporting me as a president this past year. I learned a lot.
051We all learned a lot, right? We We had so many learning It was a great experience and I just appreciate the privilege to be able to to serve this way. Thank you, Roberta. Thank you so [clears throat] much. Okay, we're going to move on to public comments. And at this time, we invite the public to address the board with comments and concerns. Patrons requesting to address the board during public comment should have completed form BEDE prior to the start of this meeting. The board will not permit verbal discussion regarding any school personnel, nor discuss individuals by name or title, nor permit remarks about any such individual. Speakers may discuss their children, but are not allowed to discuss someone else's child under public participation. All student educational records, including disciplinary records, are protected by the Family
052Education Rights and Privacy Act. In that event, discussion will automatically terminate. Board members and administrative staff may not respond to questions, nor discuss issues brought up during the public comment period, since doing so could be in violation of the Open Meeting Act. The board will not vote on items discussed on the public participation section unless the item is already on the agenda. Each speaker will have 3 minutes to speak. No PowerPoints will be allowed. Conceding time to another person is also not allowed. So, the first person we have is Candace Kelly. >> [snorts] >> My little fan. That's my little fan. My fan club right there. Y'all can follow I'll apologize. I'm sorry. Y'all can excuse me. Okay. Start? Yes. Okay. Perfect. So, [snorts] um I saw y'all on the news again. Um I guess
053we should, you know, kind of somewhat address that situation because it is a situation. Um I'm here because I'm a mother. My son came to me and he had [clears throat] told me that he had he had witnessed a child being locked inside a padded room. He had told me that the kid was screaming and crying and it was just, you know, it was all around a bad situation. He saw staff sitting outside of the room and didn't understand why. And these are valid questions coming from a 10-year-old child, you know what I mean? My son has ADHD. And so, when it happened again, within 5 days I actually think it happened again 2 or 3 days later. Again, it happened This happened again and he came to me again. He said it again. And
054so, um this has been I should be all right. This has been an an ongoing situation. So, um I just I want I want I want an end to this. I want I want an end to the padded room situation. I I want to I want somebody to tell me or I need to figure out how I need to make this stop because um I saw the room with my own eyes. It was a padded room and and I know that none of you none of you none of you would want your child in that room, not for a split second. And then that's and that's really what it boils down to. You know, I I know this is a numbers game. I'm not I'm learning more and more about this situation every day. And
055I understand that this is a numbers game. I understand you guys get paid quite a bit of money for having a disabled child sit in one of those seats in any of these public schools that are there in this district. And I understand that. Um We won't get into the money part of it. We're not going to get into the money part. We're but what I think that we do need to focus on is the training for your staff. Your staff is supposed to be trained with BCBAs. You're supposed to have aides. I don't understand why you can't have sensory rooms in these schools. I don't understand it. I don't understand why it has to be a padded room. You know, I got a comment from a mother just earlier yesterday who said that her
056child sat in one of the rooms all day with a broken kneecap. And we're talking about my mental health here and that affects my mental health. >> [clears throat] >> It really does. You know what I'm saying? So, then if you guys don't have any any registered nurses that are that are are certified and and that should be there. There's never any resource officers there. How come? How come there's never any resource officers there? How come we're using these types of restraints, these holds on these children that are that are under 10 years old? You guys have the money. Y'all make the decisions. You guys voted for this padded room. And I don't understand why. And I don't know what I need to do to fix it. Go ahead. Oh, I'm done. Mhm. Thank you.
057Thank you. Okay. Come on, baby. >> [snorts] >> Next, Stacy Baxter. >> [clears throat] >> Ladies and gentlemen, thank you for allowing me to speak to you this evening. Unfortunately, I was almost unable to be here tonight. This week is the Technology Student Association or TSA State Conference and Contest. After putting hundreds of hours into their projects, many of the students were notified yesterday, midway through the day, that the school would not provide transportation to the event. Yesterday, I rushed to arrange time off work to take students so they could take their work to fruition. Thankfully, others coordinated to ensure all students were able to attend and to compete, which allowed me to be here this evening. This is a perfect segue for what I would like to highlight tonight. As you know, I've been
058coming to these meetings for nearly 2 years to request better resources, >> [snorts] >> specifically dedicated space for STEM extracurricular activities. I will continue to advocate for this space for the robotics program and other STEM activities until a promised space is in place and used by the deserving students. Tonight, I'm advocating for something equally important. Enthusiastic and dedicated coaches and mentors. The Pioneer Robotics program is at a turning point. One of the passionate members has announced that she will be leaving the district and her absence will be deeply felt. Robotics is not a program that can stand still. It's a year-round activity that thrives on energy, [clears throat] curiosity, and guidance. Without enthusiastic and strong leadership, the program will lose momentum and the spark that inspires students to innovate and compete will be gone. The
059need to install an eager and passionate robotics coach is critical. It cannot just be someone who fills a position like lunchroom monitor or hallway duty. It needs to be someone who brings excitement, commitment, and a genuine love for the program. Someone who will support the students and ensure the school-related resources, such as buses, are available when needed. Like the TSA students, the robotics students put hundreds of hours of work into their projects. They deserve a coach and a mentor that will challenge them, support them, and carry forward the winning spirit that the that has defined the Pioneer Robotics program. Every month, I hear this board rave about educators in this district who pour love and support into their students. This is what STEM students deserve of their coaches and mentors. In a perfect world, STEM
060activities would have a central dedicated space where all students can work and can learn from one another. And leading the space should be a mentor that about STEM programs and that supports students with enthusiasm. A space has been promised on the near-term horizon. Now, there's an opportunity to install the other critical piece of this program, a mentor and a coach who will provide devotion and support for these students and >> [clears throat] >> it is what they deserve and all students deserve. As always, I'm open to talk to any of you all about the situation and thank you for your time. Thank you. We'll move on to the consent agenda. All of the following items, which concern reports and items of a routine nature, normally approved approved at board meeting will be approved by one
061board vote unless any board member desires to have a separate vote on any or all of these items. The consent agenda consists of the discussion and consideration and approval of the following items. Should I read all of those? No. No. There was like 30 of them this time. I don't remember them all. Can you please read them? No, you do. Uh that we're going to be looking at A through 5A through 5N. Does anyone have anything they want pulled or have a concern >> Yeah, or just general questions about any of them. I move that we accept the consent agenda. Second. Okay, Douglas. Yes. >> Dylan. Yes. >> Wilson. Yes. >> Washington. >> Yes. >> Baker. Yes. Thank you. Uh next on our agenda is um Ms. Christie Newby for the um excuse me, for
062the treasurer's report. Oh, I forgot. Yeah, I forgot what time it is. It's all about finance. That's a sign. [clears throat] Uh-oh. Absolutely. >> better. Okay. Each one of you have in front of you um the fund balance report. I give you every month. And if you look under column 11, you can still see um we're in the green. Everything's good. We expect it to continue to be that way, which is good. If you have any questions, please let me know. The rest of the percentages on fund balances are there for your information. Happy to answer any questions. >> [snorts] >> Oh, sorry. I'm usually better about that. I think I've I [clears throat] think I've generally pointed out every month just cuz I like to do the math on that, but um going back
063and comparing the end of March uh this year's fund balances, especially in in uh general building um to last year's um fund balances. Um so, we if you remember, we [snorts] were kind of behind in some collections. Um so, we were we had kind of been seeing ourselves several million ahead, but then also in but then this last month we kind of came down to only being about half million ahead or so. We're back up to in general fund being up uh $3,373,655 over this time last year, which is obviously great. Um and then in um building fund, we're up uh $1,061,745 over this time last year. So, um again, just reiterating those efforts that the entire district did to get us get us back on a better better playing field. Absolutely. Um before I
064can begin the treasurer's report, just as an FYI, um the budget is almost finished. Um I have submitted it to Superintendent Bridges and >> She's waiting [clears throat] on me. >> [laughter] >> And we're we're finalizing, tweaking, just, you know, making sure that everything as >> [clears throat] >> as it should be as far as um revenue estimates and expenditures. But I do plan on presenting this to the board next month. Okay. So, stay tuned. Um okay. As far as a general fund revenue, uh looking at current ad valorem, we are at 18.9 million of receipts and that is about 89.9% of budget. That is as the at the end of March. Now, just as an FYI, you'll hear about this next month, but we have already received in our ad valorem check for April,
065which usually is another bigger check, and we are at 99.2%. >> Oh, that's great. Um now, we again, if you remember, we budget 95%. We leave a little bit of extra in case we don't collect. Um but we do anticipate, we don't know exactly how much, but would you like to Yeah, so um we kind of did some digging into um the ad valorem collection trends just because my simple math brain would think that, you know, if you grew, say, 5% in ad valorem, that your collections the next year in your ad valorem tax would be roughly 5% more. Um and so, we looked at some historical information on that. So, we looked at the last 5 years where we've seen, you know, between 4 and 6% growth each year. Each year, our ad valorem
066collections the next year actually outpaced to what the ad valorem growth was in the prior year. So, that's super positive. If that trend holds out, then that means we would see, you know, roughly 10% more um ad valorem collections this current year based on 10% of growth at last last year in valuation. So, if that happens, um then we still have some pretty decent collections left to come in and would be a a huge boon for the district. That would be a a big thing for us because as as uh Christie just stated, even with the collection that we got this month, we're at roughly 90 Yeah, 9% of what was in the budget. So, anything over and above right now is going to be, you know, just icing on the cake. So, um I've
067I've sent some information to our county assessor, sent some questions to him just to kind of get the pace of of, you know, what collections were looking like. Um the last time we spoke, uh six six weeks or so ago, there were no, you know, significant tax protests or anything like that. So, just seeing if anything has changed. And so, hopefully we will see that 10% of ad valorem collections come in this year. And if it does, then that will be a significant a significant boon to our budget, which will be will be wonderful for us and give us a lot more freedom to do some things. So, we'll keep an eye on that. I think we've been a little bit behind in collections this year. So, I think last year we looked between May
068and June, we had about was it 600,000 or so or in collections just because we had two smaller checks. >> It's almost yeah, you're right. It was like 6 to 700,000. >> So, we're hoping that that 6 or 700,000 is more like million and a half or two, you know, something like that. So, we'll keep you aware of that. We'll um we'll celebrate in this office if that comes through. Celebrate right here, too. Yes. Yeah. Mr. Bridges, if you just build a humongous big expensive house, then you can help with that. Let's talk about that. Yeah, for sure. >> [laughter] >> Oh, yeah. Um and basically all other revenues in general fund are normal. Our tracking appropriately. So, unless you have any questions, I'll move on to building fund. Um looking at building fund current
069ad valorem, we are at 2.8 million, which is 93.9% of the budget. And that was again, that you know, so we're a little bit higher on our building fund than we are on our general fund, which is good. So, we'll keep monitoring that. We expect the same type of track to come in. If we get more in general fund, you expect the same thing to come in for building fund as well. [snorts] Um child nutrition revenue, everything is normal. Same thing on bond revenues, everything we will not receive any bonds until they're sold next month. Um when May and June, and Jared and Jerica will be up later to talk about that. And as sinking fund revenue, ad current ad valorem receipts are 13.1 million, which is 89.6% of our budget. And again, everything is
070budgeted at 95%. And gift fund, all revenues basically have been received in, so we don't expect any more as of right now. Any questions on revenue before I move to expenses? Okay. All right, on general fund expenditures, accrued personal costs, which again are our biggest cost in the district as far as from general fund, they inched up another 150,000 to 39.45 million. Again, projects 100 through 114, and this is normal as we see some sub costs and additional transportation, different things like that. It's it's just normal. We and we anticipate that. It's not going outside of any kind of a norm from what I already had budgeted and planned for. All other expenses beside that are normal. When we can move on to building fund, accrued personal costs are stable. It was 1.71 million, which
071it just again as a reminder is custodial and maintenance. We did put in 350,000 dollars worth of POs in place this month for utilities. We budget so much in general fund, and then when we exceed that, well, then we take that burden off the general fund and push it over into building fund. And that's what we're anticipating we have left. And again, at my prior place and prior K-12 district, we did the same thing. And we usually would hit about a million dollars. We do do actually more here, but we'd hit a million dollars in the general fund and then push the rest to building. Um so, that is normal. Child nutrition expenditures, accrued personal cost inched up slightly to 3.19 million. Um but again, they're still within manageable levels and what has been planned
072for in the child nutrition budget. Bond expenditures, everybody is spending down appropriately in their depart in their all departments are spending down appropriately. Um fund 31, as you can see on your fund balance sheet, fund 31 has been spent down 42.85%. Um in fact, Assistant Superintendent Gamble and me processing the getting ready for the budget, his projections are most of that will be spent by the end of this year. Um again, those are projections, just estimates for now. Um but when we look at fund 32, 36.58 and 16.33 out of fund 33. And as you know, that's appropriate to spend your oldest bond money first. And on sinking fund expenditures, expenses are normal. The payment of principal and interest that you've heard me talk about for so long will occur May of 2026. That is
07315.2 million dollars. I received in the bills for that, the invoices for that today. So, we're already planning to get those paid and I will wire the funds. Um probably at the end of May, real close to the end of May. And on gift fund, all Google donations except for just a small amount you can see on the expenditure reports, have been spent. Just a little bit at services has just a little bitty bit left to spend and that's it. >> [snorts] >> Any questions on the treasure report? Thank you. Okay, thanks. So, we need to have a motion to approve. I move to approve the treasurer's report as presented. Yes. Second. Okay. Douglas? [clears throat] Yes. Dylan? Yes. Wilson? Yes. Washington? Yes. Baker? Yes. Okay. Um Yes, on items the next two items, that's
074going to be Jared and Jerica that will come up and discuss those with you. Okay. >> Good evening. You have, I believe, three different items in front of you related to upcoming bonds or lease purchase agreement. And so, I will start with the first one from you know, I'll introduce it and then I'll let you all have any sort of questions or discussion and then vote on it cuz they're all items to vote on. So. Uh first of all, I also want to say it's always a pleasure to be here and see you all. So, thank you for letting me be part of your meeting. And I also offered to be part of the career day at Sanger cuz I'm Stillwater Public School grad. I am a local, you know, resident. And they could not
075find a thing interesting for me to talk about at my job. And as I'm getting ready to present to you tonight, just keep that in mind. It's really hard to get this to [laughter] be interesting. I have tried and tried and tried, and where I land is can I just be informative? So, that's the goal. I'm going to try to be informative. >> [laughter] >> Jerica, that's how you sell it. I You got to be like, "Hey kids, see that?" I'm an accounting major, not marketing. >> [laughter] >> I can't sell it up here. Here we go. Yes, it's pretty hard to explain. >> [laughter] >> So, first [clears throat] item in front of you is the series 2026A bonds. And so, what we're asking tonight is that you consider and take action with respect
076to the resolution that will fix certain terms of this bond. And so, key parts for you to understand, this is 18,450,000 that we will be selling in par amount. It matures in 7 years, so that's a 2033 final term. There's six maturities on that. Um we are authorizing sale tonight for May 12th. That's the date of your next board meeting, and we will sell the bonds at 11:00 a.m. and then I will be back that evening to present the bids from that day's sale and recommend a um the low bidder on that. So, you'll also be approving tonight that will give notice of that sale to potential bidders, as well as the preliminary official statement that's used to basically tell potential bidders about the district and key parts about these bonds. So, um not part
077of necessarily the what's on your paper about what you're approving, I'm anticipating that we might get an interest rate of about 3 and a quarter percent. I often get that question, where interest rates at today. So, they're down a little bit over what we've had in past years, not dramatic, but coming down a little bit. Um the purposes that this bond will be used for. So, I mentioned it's 18,450,000 total. There's about 11 million of that that will go to pay off part of the high school lease. So, construction's wrapping up. We're in a great place with that. Um we're doing a a major [clears throat] payment against the lease, the financing for that. Another part is 3 million dollars that will be going toward an agreement with the YMCA for the competition portion. So,
078we are selling for that purpose as well. The I think that was the kind of the requested timing where we landed. We didn't know quite what what year that was going to happen, so we determined this year was probably the best year to go ahead and sell those bonds. Um and then we have a final allocation of about 4,445,000 that will go toward your maintenance, technology, academic, and transportation purposes. So, that is kind of the details I wanted to share about the 2026A bond that you will be voting on first. It's great information. We've been waiting on that pool a long time. Yes, it's going to be exciting. That's great. And it's interesting the execution of when there's been so much discussion about It's my every year question to Bo is, you know, what's the
079update on the timing cuz we don't want to sell them too soon, but we certainly want to be ready when we need to be ready. So, there's been a lot of coordinating and discussion. Great job. That's exciting. Thank you for by the earth the earth moving every day. Every morning. I just pictured like four swimming lanes by themselves. I know. We had We had it. Yeah, it's ditches with water in it. >> [laughter] >> We did our part. And we have some of those little bobbles. Yellow and blue. >> [snorts] >> Is there anything else that we need [music] to to know before we take a vote on that? I I don't believe so. Okay. Any discussion? Mhm. Bump that. Okay. So, could we call for a motion to approve Yep, I move to approve
080the resolution fixing the amount of combined purpose general obligation bonds series 2026A as presented. Second. >> [snorts] >> Okay, Douglas? >> [clears throat] >> Yes. >> Dylan? Yes. Wilson? Yes. >> Washington? >> Yes. Baker? Yes. Gamble? All right, now we get to talk about 2026B. Yes. So, the 2026B series is a taxable series of bonds. The reason why we're selling a a B series taxable is there's certain when you do the financing on the lease that you have to pay back with a taxable bond. And so, much smaller amount when par amount is $1,960,000. Also, much shorter term. We like to do a short term on the taxable bonds because the interest rate is a little bit higher, but when you can make the term shorter it can kind of offset that. So, 2-year term
081matures in 2028. This will also sell on May 12th. Um I anticipate the interest rate like I said to be a little bit higher. Uh um north of 4%, so not dramatic, but it will be a little higher on the taxable bond. Um so, the and as mentioned the purpose is to pay off the taxable portion of the high school lease. >> [cough] >> Any questions? >> have any questions. Okay. Motion to approve? I move to approve the resolution fixing the amount of general obligation building bonds taxable series 20 26B. >> [snorts] >> Second. Okay, Douglas? Yes. Dylan? Yes. Wilson? Yes. Washington? Yes. >> Baker? Yes. And the last is 60. Yes. So, the um final item to discuss tonight from a financing perspective is a sub-lease purchase agreement. And so, you'll remember back in
0822024 the board approved something very similar for the high school construction. And there was always a plan from the 2023 election authorization planning that we would do the high school construction. And then when that was about to wrap up, we would then start looking at this major athletic construction project. And so, we're at the point where high school's in great shape. We've stayed on budget with that as well. So, that I've, you know, good news with that project. And now we're ready to look at how do we finance the athletic construction. And so, we've been thinking about this, talking about this since the election and over, you know, since it passed. And so, it was determined that the best way to finance it is a to do another lease purchase agreement. Um it will go
083through the Payne County Economic Development Authority and we'll do a lease revenue bond that they will issue on your behalf. So, this sets the max amount um at $18 million not to exceed $18 million. It'll be a little bit under that actually, but we set it at a not to exceed $18 million with an interest rate not to exceed 4.5% and the term not to exceed September 1st of 2033. Um and you might be thinking I think the project and when I've heard estimates overall it's more than that. Well, we've sold bonds GO bonds in 2024 and 2025 that are financing some of the things like Bo will come up and present I think some bids on a phase one part of some of the construction, the demo that's already occurring. Those are all being
084financed through previously issued bonds as part of the 23 election authorization. So, what we're doing right now is the remainder of the construction and plan. So, all going according to plan, but there was kind of two ways we were financing the early phases of that construction, you know, the prep. And then the remainder remaining construction will be funded out of this lease purchase agreement. After the vote tonight, um we will go to the Payne County Commissioners meeting on April 29th, I believe it is. It's a Wednesday. Uh last week of April and they will also vote to allow the issuance of these bonds because they issue them on our behalf. Normal way of these financing arrangements. So, uh I think that is the most pertinent important information tonight as you enter into this vote, but
085I'm happy to answer any questions. >> [snorts] >> I don't have any questions. Thank you so much, Jerica. Okay, so we need a motion to approve. I move to approve the res the resolution approving a sub-lease purchase agreement pertaining to the acquisition and financing of improvements to school buildings and facilities as presented. Second. Okay, Douglas? Yes. Dylan? Yes. Wilson? Yes. Washington? Yes. Baker? Yes. Thank you so much. Dr. Washington better get that pen ready. We signatures. When you decide to do your pre- presentation at Sanger next time, just call us because we could be the audience. >> [laughter] >> We'd be happy to be here. So. Okay, Mr. Gamble. Operations. Here we go. There is so much about this job that was not in the book. >> [laughter] >> Really? >> something every Every single
086day. >> Every day. Every day. I guess we're all about education, aren't we? Uh I believe the first item in front of you is awarding bids for this would be the second part of that high school athletics phase one project. This is going to be the civil and landscape as Mr. Bridges alluded to. They have uh they're clearing the path and so, this will be the next step of them going in and getting civil work to prepare the area for the construction to come which will be a part of that that lease purchase uh uh bond that we will hopefully get issued. Um and so, this is just kind of the second step in the preparation of that. The bids were opened uh on March 26th. Uh Willobrook conducted the opening of the bids uh
087for that and they've verified and examined and provided that [snorts] bid tab sheet for your review with the lowest bidders listed. Any questions? Discussion? >> Mhm. Does And this does include the soccer Is this the soccer field? So, this this does include that auxiliary practice field, yes. Awesome. Yep. Yep. Just Um oh, that's great. That's a huge Later there's discussion, but on this I'll stick to the >> [snorts] >> approval of the bonds. Do we have a motion to approve? I move to award the bids for the Stillwater Public Schools Bond 2023 Stillwater High School Athletics Phase One Civil and Landscape Bid Package to the bidders as presented. Second. >> [clears throat] >> Okay, Douglas? Yes. Dylan? Yes. Wilson? Yes. Washington? Yes. Baker? Yes. 7B. So, this is the next step in this three-part piece
088of approving all of these these steps. Um this is approving the GMP provided by Willobrook for that civil and landscape package. Uh the total um not to exceed $4,372,781.97. Um that that as Jerica discussed, we had that is in some of the GO bond money that that we sold, not part of that lease purchase. And so, this would the funding is there and ready to be expended for for this portion of the project. [snorts] Let's get started. Any questions? No? Go ahead. I move to approve to accept the guaranteed maximum price GMP proposed by Willobrook Incorporated for the Stillwater Public Schools Bond 2023 Stillwater High School Athletics Phase One Civil and Landscape Package. >> [clears throat and cough] >> Second. Okay, Douglas? Yes. >> [clears throat] >> Dylan? Yes. Wilson? Yes. Washington? Yes. Baker? Yes.
089>> [snorts] >> So, just want to say thank you to Tawny for having this written out for Absolutely. Yes. Okay, 7C. And this is the final step. So, uh with approval of this item, the bids will be assigned to Willobrook for them to secure those contractors and then complete that that project, that piece of the project. Okay. Questions? No? Motion? I move to assign bids to Willobrook Incorporated for the Stillwater Public School Bond 2023 Stillwater High School Athletics Phase One Civil and Landscape Package. Second. Douglas? Yes. >> Dylan. Yes. >> Wilson. Yes. >> Washington. Yes. >> Baker. Yes. >> [clears throat] >> I think and 7D received the bond 2023 update. All right, you're stuck with me tonight. Mr. Thomas remained [clears throat] at home pending the weather that's rolling in. So, we didn't [snorts]
090want him to travel in >> watching the radar, it is a classic Stillwater split as of right now. Like I mean, two exact lines around Yeah, I know how much that's coming. Yeah. It's tough. For now. For now. >> rain out of it eventually, but so >> [clears throat] >> we'll go through this give you a brief review on this. I believe most board members have had an opportunity to walk the building. The it changes daily. I know Brian and Jeff come and and walk and that's where most of these pictures come, but just within the time frame that they're on site till when we have the board meeting things have changed quite a bit. Um, we have changed our schedule on our OAC meetings. We're now doing bi-weekly meetings on that with the high
091school wrapping up in preparation for getting a certificate of occupancy, beginning the move in, and and managing that. And then on top of that the high school athletics part starting where we've got meetings and things that we're trying to conduct there. So, with Willerbrook and with 505 we'll have bi-weekly meetings to stay stay on top of stuff and make sure that we're on schedule on both ends. Areas 1, 2, and 3 punch lists have been completed with 505. They're now going back and addressing those items that were called out. FF&E, we're got the orders placed. We expect to get start getting items in mid-May. Desks and equipment for the PA wing and just they're we'll start getting all the interactive flat panels and and all kinds of stuff. We'll start filling out that that building.
092Willerbrook provided a couple of pictures that they took with drones. So, you got a little bit different perspective here of the building. So, it's it's starting to look pretty cool. Exciting. The Yocona [clears throat] Trail sure looks nice and well preserved environmentally. And clean. >> [laughter] >> Thanks to our students. Be [clears throat] good service projects there. >> That's right. Just another angle of that campus. Um, and so we've got landscaping, the colored concrete on the back patio and then the front. [snorts] They have just about finished up on the on the east side and so they'll move over to the west side and around the entrance and everything. Again, punch list corrections taking place throughout the building on those areas that have been been walked. The gym, the bleachers are now installed. It's almost
093completed pretty much. They're now working mostly in areas 1, 2, and 3. They're working on our technology aspects, clocks, what will be the intercom system, the flat panels, getting getting cable pulled, which I would not want any part of that. If you've ever walked in one of those closets, it looks like somebody threw a bunch of spaghetti in there. I don't know how they figure all that out, but and then down as you work through south, there the ceiling grids, final paint, and final finishes and things like that are taking place. We'll go through some pictures here real quick. That's front entrance. Again, once they get that back patio completed, then they will roll into this side and finish out that the paving >> [snorts] >> there they're closest to the building and the entrance
094and then landscaping that will go along with that. This is the backside, the bus loop. So, you can see they had at this time they had that formed up. That is now mostly concrete now where all those forms are. >> [clears throat] >> Student center. Again, this has changed dramatically. That overhang system has been painted now a bright a nice bright yellow. There's a lot of color in that area. So, it's really really come along. The big board is starting to come together. It's a 5x5 video panels monitors that are that are being put there for the for the large monitor or big board in the student [snorts] center. This second floor commons area. Again, we have one on the second floor and directly below one on the first floor. So, gathering area outside of
095those presentation rooms at the intersection of the building. Nice nice areas for students to gather and and when we have events we be good gathering places as well. This is the media center looking back towards the I think that's the back and that back area will be kind of teaching instructional area. I think I may be mis- I may be misguided on that. >> the instructional area. It could be. My eyes are getting old, too. [clears throat] So, patio, one of my favorite places at the new building. This is just outside that media center on second floor. It's going to be an awesome space for kids to to go and work or to bring classes and and teach outside and just kind of enjoy the the outdoors. This is the large band room. And they're
096getting finishes completed in there. They have done most of the floor the the polishing on the floors in that area as well. So, that that's getting very close to matching the the north end. This is the culinary lab in the FACS area. It's so nice. This is starting to fill out. This has changed quite a bit even from this picture with all of the the fixtures and everything that they're putting in there. It's going to be a really cool space. This is the gym. You can see the bleachers, but those have been completed as well. Another another aspect of the gym. This is one of the visual arts classrooms. There's three of those. They have the you can see the aspect of the natural light coming in with the translucent panels there. And so, all
097three of those rooms have that that to allow natural light in the building. Building has a lot of windows which our current building doesn't have. So, that's it's really nice. It's There's a couple of rooms that if I was going to go back teaching I would have called dibs on. They're nice corner rooms with a lot of a lot of natural light. Science lab. >> [clears throat] >> This is the front entry. They're finishing up the security entries and vestibules there as well. Another another picture of the serving area, the kitchen. So, they're they've just about I believe gotten all of those appliances in in the kitchen area and getting those all kind of finalized. Again, back is kind of back behind the serving areas in the kitchen. For the athletics, as Mr. Bridges mentioned,
098we they got the permitting completed and they've begun the the demolition of the west gym which it it is almost down to the slab where it was earlier today when I was was up there. And then they started on the north end of the city gym with demolition with it. And so, it will go a little bit slower just because of the way that it was constructed, but I would anticipate What are we April 14th? I would anticipate probably by the end of the month that will be that will be completely gone. We have bids for um the multi-sport, palm cheer, soccer, track, cross country buildings will be brought in June for that. So, that's kind of that main package that last piece the construction package that we'll bring in June in coordination with the
099with the bond sales and those those items as well. Um, and then we're kind of finalizing the FF&E packages for the athletics as well. Got a few things that we're still kind of tweaking on that. We just we want to make sure Fortunately, we have a lot of resources that we used in the current high school that we can kind of emulate over in that area, but those areas are a little bit different and they're a little bit more specific for some different things. So, we're trying to make sure that we're aligning those with the the use that will take place in that building. Um, and then the landscape package was brought this evening. Questions? How often are you doing tours now? Um >> Is it still every Friday? Well, Or is [clears throat] it
100just So, I have a therapy walk every Friday morning. Uh Got it. But, I will I will um I will send you guys invites as we get maybe another week or so. I'll do another round of those. Obviously, we've got some we're in the planning stages of looking at a ribbon cutting, an open a community open house for the building and those types of things after graduation that Saturday following graduation. I think Mr. Bridges spoke to this. We're going to have a a farewell tour or open house of the existing high school. Um, so that will kind of start that process of those other other events taking place, but we'll make sure that we get all those on your calendars as we get those finalized, those dates scheduled and everything. I feel like [clears throat]
101I was just there 2 weeks ago and these pictures already Yeah, it's different. It's every Yeah, if you're not in there for a week >> I went just a little bit after some of you guys went and they were saying it's totally different. When is the expected occupancy day? So, we Don't speak until you >> question. >> No. Um so, we I said expected. So, that makes it all [laughter] right. That makes it clear. So, the plan the plan along along has been to get a temporary CEO to be able to get equipment in and start setting up rooms. There may be a possibility to to not have to do that step and get a full certificate of occupancy and be able to start moving in a little bit more freely. Awesome. Typically, that stuff
102depends on fire fire suppression emergency type uh making systems, making sure all of those are in place and everything. Elevators. Yeah, elevators and things like that. So, we're getting closer on those. We're not quite done with all of that, getting all that online. A lot of that has to do with the technology side because it's all intertwined, too. And so, getting all of that stuff stuff in place. The hope is Sorry to interrupt. >> No, you're good. The hope is that um all the packing and all of the palletizing and all that kind of stuff won't have to be staged won't have to move out of the high school, be staged somewhere else, and then brought into the new high school. The hope is that they can just move across the street in one fell
103swoop, which would be fantastic. We've had couple of meetings at the high school with their staff. We met with some to some of the junior high teachers that will be transitioning just in discussing that process, the logistics of getting things moved. Um we've got Well, we went and walked the existing high school Sunday and uh facilities has pallets and boxes there for teacher use and as you know, different different stages throughout the building where people are packing things up and and things like that. >> boxes today. Yeah. They're sitting out there as well. In the student center, they're stacked up, yeah. And then also, I know that in conjunction with SBEF and SASA, um keeping a couple of pallets of bricks from both the current high school when it starts to go down, and then
104also the the city gym as well for commemoration purposes. Working with Deringers to get a little plate that can be put on those, and those will be for sale as a fundraiser. That's great. That was a good question. >> [snorts] >> Thank you, Bob. Thank you, Bob. >> You're welcome. >> Thank you so much. Appreciate it. >> [clears throat] >> And you and your staff. So, 8A is discuss and uh possible motion to approve the [clears throat] following Stillwater Public School policies. CN is a tr- is school transportation and FFACA-R is administering medication to students regulation. That is a regulation. Um We've had these. We've see the redline. Um so, do we just take a vote on them? We can I I can I'll explain this a little bit on administering medication. That was just
105a kind of a legal change that needed to be made in there. So, there's really nothing there. And then the school transportation piece, we will still bring those things to the board. Um but that just gives us a little bit of flexibility if we have, you know, something pop up late or we have a a human error, which we which happens every once in a while to make for sure that we don't keep students from going on, you know, some of those trips. So, we will still bring those. There's some on the agenda Well, there were some on the agenda today. So, we'll still bring those. >> [snorts] >> So, uh we need a motion to approve. I move to approve policy CN and FFACA-R as presented. Second. >> [clears throat] >> Douglas? Yes. Dylan?
106Yes. Wilson? Yes. Washington? Yes. >> Baker? Yes. Okay. So, um >> [snorts] >> we need a person to hold her purse. You want me to move to go into executive session? >> I move that we convene in executive session. Second. [snorts] Hold on. Sorry. Cuz you're going out. Hold on. Okay, Douglas? Yes. >> Dylan? Yes. Wilson? Yes. Washington? Yes. >> Baker? Yes. Okay. Vain. We're not convening Are we already done all that? Um Where do you see um 11? Oh, okay. >> Acknowledge. You're fine. You're doing so great. We are back. >> [laughter] >> We're back. Ta-da! How's that? We're back. >> [laughter] >> We're back. Um in the return of the open session. Statement of executive session minutes. Washington? Yes. Baker? Yes.
