Connie, if you are ready, we are at 5:31 and we'll call this meeting to order. Okay. Douglas, >> yes. Here. >> Dylan, here. Wilson >> here. >> Washington here. Baker, >> yes. And here. >> That takes us to item two, the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Up next, we have ah item three, communications and public interest. Uh starting this one off with recognitions. While we have a whole lot of really exciting things happening in Stillwater Public Schools, uh we are going to hold recognitions until next month and have a lot or several really cool groups coming in to visit with usually. So, >> yeah. Um

item 3B is our superintendence report. >> Yeah, as always, um have quite a few uh pretty incredible things that happened. Um even I think uh February is one of those months usually the between Christmas break and spring break is kind of that that grind that's feels like the longest period but obviously there are a lot of incredible things uh continuing to go on. Uh high school academic team uh third place finish at the OSA state tournament second best finish in school history so obviously that was really really good. Our junior high um academic team has also experienced quite a bit of success as well. Aviation team um in the first ever Oklahoma high school aviation state championship competing in that. uh talked to one of our aviation instructors this last week. Um and uh they

think we're going to get a special invite to um a state competition that's never been done before, something that's new uh with aviation in the state. You guys know aviation Oklahoma's kind of leading the way in a lot of aviation stuff, especially within schools. Um and really proud of the programs we have now and then some conversations for the future as well. Uh math counts team earned third place at the central chapter uh competition, advanced uh to state as well. So, another academic team had a really amazing uh I wasn't able I was out of town uh at one of my uh kids uh one of my son's basketball games. Didn't get to go, but the Gordon stomp dance at the at the end of the month uh this last month at the um event

center at the fairgrounds uh was incredible. Very very well attended. Had a lot of school staff are new. Um Indian coordinator Rebecca Reese was there um and was recognized by the tribes there. Uh so had a really really good turnout uh for that. Also, also our indigenous education students went to Philbrook and heard from uh an SHS alum uh um about, you know, an exhibit that she has there and got to participate in doing some of those things as well. So, not only connecting the indigenous education piece, but also uh really incredible to have one of our own alums that is featured in that. >> Um the arts obviously, I mean, just another amazing I think every month is an amazing month for our arts programs. Uh had a circle to state with song. um

uh choir. If you all went to the were able to make it to the winter band concert, it was not just incredible. Uh but they also did I think maybe for the first time either maybe ever or in a long time did a joint venture with the choir. The choir came and sang uh with one of the bands and it was awesome. Uh and I think there's uh plans I talked to um some booster uh parents about some plans for the the night of the arts to you know incorporate the the choir and the band together. It was it was incredible to showcase just some incredible talent that our students have. Um OKMA this year didn't quite go as planned because the weather didn't cooperate, but we had gosh, I think maybe almost 20 students

uh that were either um all stayed in some form of uh instrument or band or within the choir. Uh unfortunately, that got cut short and I think they ended up uh leaving on Thursday evening instead of getting to perform on Friday and Saturday. Uh but they did get some clinic time and those kinds of things. Um high school cheer, we were just talking about them two-time national champions. Again, the weather didn't quite cooperate. They had to do that virtually. Unfortunately, I think they ended up uh cancing that event um in Dallas and not no one got to participate in the traditional manner, but uh first time in school history as well, bring bring home a couple of national championships. uh High School Palm was able to uh go. They were on the back side of

the weather, so they were able to go to uh Florida and compete in the national competition, finished ninth at nationals. Uh made it to the final day, made it to the finals, which was an incredible uh incredible accomplishment as well. Um uh wrestling is is going strong, continuing to win win tournaments, and uh I believe that uh was it so dual team uh state is this upcoming weekend, obviously, if we're fortunate to make it all the way. Um, and our girls, I believe the the state tournament was this, it's either it was either this last weekend or this coming weekend for our girls as well. Uh, and we were taking um about 10 girls. I think I talked to to coach about that over the last week. Uh, we had 14 students assigned on National

Letter of Intent Day. So, various uh sports and activities. So, really proud of that to get to recognize them. And uh swimming regional. So, all six of our relays plus five girls and six indiv individual boys qualified for state. Um and the boys finished third and the girls u uh fourth in regional. So uh a really really good showing there for them as well. Um unfortunately if you guys if you all have heard a little a little sidebar the the heater went out on the YMCA pool. So uh I think they're getting a used from a used one from another YMCA that's building a new one and so they're they're trying to make concessions for that. But we've our students have been traveling to Edmund to swim um at their facility there. So, that's been

a little bit of a hiccup, but obviously powered through and have been really successful. Uh, the Smack Gayla uh was uh this last week was was incredible Kentucky Derby themed. Luckily, I had a bow tie, so I wore a bow tie. I didn't have a fancy hat [laughter] to wear, but uh and then the smackdown ranch um and the writing program that they have for uh that we utilize for special needs students and those types of things. So, uh, Highland Park received the Synergy Award at the United Way of Payne County. Uh, if you guys have seen, um, United Way of Payne County and the work that, um, uh, that Ruth Cavins does with with her board of people, I think they exceeded even what their their goal was this year. Uh, which is an

incredible feat. So, they're really really good partners with us. Um, and, uh, um, uh, they were obviously awarded I think they were the the highest uh, fundraising site that we had within the district, which is which is incredible. Um so the uh we got a special invite. Several of us in the room went to the a issues forum. Uh they presented that at the um a the uh auction and dinner on Saturday as well. But we got a little small group uh sneak preview of students doing the a issues skit that they have researched and uh they're doing it very very timely for the community on the eradication of pros and cons of eradication of the western red cedars. I mean it was really it was just incredible uh to hear all the information that

they've researched and then be able to take questions and things. So uh they'll compete with that toward the end of the year. Um and a bragging point just on that is last year's a issues forum. I was talking to to Dr. Branskam uh they actually got to present to a small group of legislators and there is a legislator that's actually running a bill on the a issues uh piece that they presented and debated uh this last year. So that's just incredible advocacy and action. So, um, also we announced our our 10 site teachers of the year. Um, looking for a way that maybe we can can recognize them here as well. Um, and then just another big shout out to to the crews that we had for uh the the snow. Luckily, not, you know,

not much ice, but um, we were kind of on an island a little bit. I think we were one of the only ones between Elno and uh, and [laughter] and and Muscogee that were in school. Uh, but we had great attendance. We had no accidents. We had no issues around town or anything. So, it was great to get uh back into school and not, you know, some districts missed a whole entire week. Um, so uh big shout out to them uh clearing our parking lots and sidewalks and you guys know what kind of a a big feat that is to clear, you know, 10 sites and all the parking lots and sidewalks and just everything. So, it was incredible. Um, and then this week it's uh kindness week at our at our elementary. So, a

lot of cool things going on there as well. >> So, as always, great things happening around the district. That's that. [snorts] Thank you. It's exciting stuff. Lots of awards and recognitions. All right, we are going to move on to item 3C, superintendent's data update. And we heard just heard a lot from Mr. Bridges about data. So, we are going to go on to item 3D, board communications. Open the floor to any board member who has a message to share. >> I did want to reiterate, uh, thank you so much. I'm I was sitting at home on those snow days and I was so glad that I'm not the one that makes that choice [laughter] and I appreciate [clears throat] that you you made good choices um for our students and families and thank you everybody

again for making sure it was safe and clean when we did come back. uh also got to go and uh to the it was really we have a really uh active FFA and 4 in Stillwater and Ping County and we got to go to that um a meeting or a banquet on the weekend and it was it was amazing. There's so much support in Stillwater for our various student groups and I was just blown away by at that uh auction by how much the banks and other big c companies and small companies pulled together to help and make sure our students are funded for these things that they do every every year. And every time I go to something, I also got to go to the soccer pancake breakfast. And again, just an amazing number

of people there and donations and just so [clears throat] much support from the community. And I know I speak for all of us. We're really grateful for that. >> We really are. >> Saturday was a good food day. I think it was pancakes [laughter] and bacon, sausage, and then uh and then the all to the ribs and ham and stuff that we had [laughter] was great. >> Love that. Well, speaking of food, I just want to remind everybody of the Taste of Still Water that's coming up on March [snorts] 3rd. Tickets are now available. Um, if you are not familiar uh with this event, not sure how you could live in Still Water and not be familiar with Taste of Still Water, but um it's out at the fairgrounds and I think that at last

count there were 31 um partnered vendors who will be there um providing food for anybody who has a ticket to join. Tickets are $10 or $15 depending on adult or student and they are available online through the Stillwater Public Education Foundation or uh at any local bank and even the board of education building here. So encourage you to attend Taste of Still Water and help with that fundraiser. Uh the funding goes to support teachers in classrooms. I wanted to mention something about the uh bus drivers during the snow um because I live way out there [snorts] and I was very concerned. My neighbors who have kids were very concerned >> and then they were just singing the praises. Well, >> that's good. >> They were ready to go. The kids were ready to go. Uh

but uh they were just they just talked about how patient those drivers were and just taking their time and you know they weren't ex they weren't even greatly delayed um but they were just um I got several texts from my neighbors that have kids that were just >> uh because they text want to know if I know if if school is about no I don't know I don't know anything you don't know. got a lot of text. I just, you know, that's just a huge responsibility and um you know, those drivers just are are special people anyway on a regular day. So, in bad weather, I just wanted to say thank you to them. If you'll pass that on. >> It's hard it's hard to remember sometimes when we drive around in our cars and

trucks that those buses weigh like 20,000 pounds. So, it's they're they're a lot safer in some of those conditions. >> Yes. Yes. >> Yes. [snorts] >> So, >> I was The FFA group, by the way, it's really cool. It's not just practicing for issues later. They're judged partly on their presentation and partly on how much impact they actually have in elevating an issue. So, it's really cool because they've expanded that competition where it's not just a speech competition. It's did you enact change in your community? And speaking of which, I do think it's pretty cool. I will just say I become especially interested when there are students that are willing to advocate for themselves. And so I will be all ears for three minutes. Um it's just really cool to see kids advocating. Looks like

good future school board members, right? Like getting engaged in civics and in being engaged and how do you share your voice and how do you make change in things that you see? Uh it really warmed my heart to see kids involved and trying to make something better. So I just I won't be able to talk after that, but I just wanted to say I love it when kids do that. So um that'll be really cool. As a middle school and junior high parent, I just wanted to say thank you to those teams. Um I was the principal of the junior high and I still find myself saying, "What exactly how what exactly do I have to do to get my kid transferred?" And I laugh because I'm like, "I was the principal. I should know."

Um [clears throat] but the the the site leadership at the middle school, we went to their event last night, the community, all the partners were there, every service that you would need, the amount of work that has gone into just making the transition clear and building a pioneer culture throughout. And then for me being able to see how elementary to middle, middle to junior, junior to high, I'm now seeing how our district handles all that as a parent. and it's just filled with care and compassion for kids and families. Um, so I just want to applaud those teams. Um, and it's in the middle of transitioning grade reconfiguration and they are doing it with ease and they're making it clear and it's like not a big deal. This is a transition. I'll also just say

they're very appreciative, Tyler, for your leadership of saying uh we're not going to do this all at once. We need to slow this down. We need to be systematic. We need to be strategic. Let's take some time. I heard a number of people just express to me how appreciative they were for Tyler's leadership to think through not just a change, but what it takes to make that change. So, kudos to those folks. Um, we are well informed and we know that by February 13th, we have to turn in our electives. So, I am an informed parent thanks to their work. So, we appreciate them. >> Wonderful. All right. That is going to bring us to item 3E, public comments. And patrons who wish to address the board of education shall be required to submit form

BED prior to the start of the meeting. It looks like this month we have a request from Miss Rachel DeSantis. >> Come on up. >> Oh, I think they do. Our picture is up here. Hello, my name is Kora De Santis and these are my friends Kenley Gresesca and Siri Lamb and we need a new playground. You can see this is our main play structure. Even the soccer is ripped. So, we no longer use the soccer ball too. Most things on our playground are broken and not handicapped accessible. Many other things on our playground are broken. Bring this down. >> Oh, okay. Here are pieces of plywood covering up broken areas we can no longer use. Our slide is broken and we can no longer use the big part of the slide. Many students are

complaining because the basketball court has lots of grass and is molding up in the concrete. Students that graduated from Sanger say that our yellow swing place has paint rubbing off and the thing even used to have eyes. Our hamburger shade place has rubbed off paint and many kids are writing a marker and Sharpie all over it. Our disabled friends can only sit in the gazebo at recess. So the cost estimate to fix our playground is $350,000. The parent teacher organization has raised around $150,000. We are asking for a match so we can have a functional playground again before we graduate. >> Any questions? >> Thank you for listening to our comments. Are there any questions? >> Call on her. >> Oh, um, you >> Why is it important to have a nice area for students

to play at recess? Um, studies show that um, kids who have longer recess times and better places to play um, are focused better in class. Where did you learn that? >> According to Amira. >> Nice. [laughter] >> Any other questions? >> I don't want to be rude, but we can't respond or have any questions. So, don't think we're mean. We just aren't allowed to talk about it. [laughter] >> Thank you. Thank you. >> You guys did great. >> Thank you. [applause] >> Thank you, ladies. All right, that's going to bring us to item four, our consent agenda. All of the following items which concern reports and items of a routine nature normally approved at a board meeting will be approved by one board vote unless any member desires to have a separate vote on any

or all of these items. The consent agenda consists of the discussion, consideration, and the approval of the following items. Item 4 A through 4N. Is there any item to be pulled this month >> or just general questions? >> Or general questions? >> Nope. >> All right. This is an action item. >> I move to approve the consent agenda as presented. >> Second. >> Okay. Douglas, >> yes. >> Dylan, >> yes. >> Wilson, >> yes. >> Washington, >> yes. >> Baker, >> yes. >> Thank you. It's going to take us to item five, our business and finance report from our chief financial officer, Miss Christy Nudie. [snorts] >> Okay. Um, so treasure report first is on the Okay, wait a minute. Okay. In front of you, you have your fund balance sheets that Matt provided you.

Um, please do note one correction on there that I just now noticed. Um, where it talks about the FY2526 balance spent as of forgot to change the date. So, please put that as of 1:30 of 26. And as you can see, if you look under fund 11, which is the one we look at the most with us receiving our uh first big advorum check from the county, we love the green. Doesn't mean that it will stay there. We know that. But we're going to get have more expenses. We're gonna have a lot more hopefully a lot more revenue coming in. But again, we like where that was. We went down, but now we're coming back up as normal. Any questions on that before I move forward? Okay. Looking at revenue first. Again, you know, I

always talk to you about the interest rates. Um, as you well know, Fed Chair Powell did keep the Fed Fed's funds rate steady in January. I do expect this to continue until probably May when the new Fed chair will come in and then things may change. So I think we're fine uh at least for that for the rest of this year to stay probably where we're at unless things change in the economy. If you look at for um the rest of general fund revenue um 1110 we received a current advalorum payment of 12.3 million in January. And again, I will continue to monitor this to see if our estimates to total revenue are accurate. Hopefully, a little bit more. I always love a little more, but um that's where we're at. In fact, I actually

did receive a check um today. So, I will look and see that for January. But anyway, all total another check we received in today, which is dispersed between general, building, and sinking was 11 million. >> Nice. But it's it's going to go through those categories. So, I'll have a lot more for you next month. um [clears throat and cough] your [snorts] FBA FBA and 3250. It is uh somewhat less than budgeted and that is due to the district having less employees due to what we did last had to go through last year. Um but it is corresponding well to our expenses within that category. So again, we have some wiggle room within our budget. So there's no need for me to revise the budget downward. We're fine. uh in general fund other all other revenues

are normal unless there's any questions I'll move on to building fund um current advalor payment there in one uh 1110 was 1.76 million and same thing with the FBA we're receiving a little bit less because what we do is uh put some in fund 11 some in fund 21 which is where some of our custodial and maintenance is which we'll talk about in a second again and then um some in the uh child nutrition as well to cover those. All other revenues there are normal. Looking at child nutrition revenue, we did receive our lagging reimbursements. Remember I kept saying we're waiting. There's going to be a couple of months that we're not receiving and it's it's waiting and waiting. We did receive those for school breakfast and lunch which are in um revenue codes 4710

and 4720. So we are received those in January and we are caught up. Um, in bond revenue, things are normal there. Um, again, we sell our bonds in May or June. >> So, that's when we'll see a big influx of money come in there. And in the scing fund 1110, um, current advalor payment this past month was 8.58 million. And of course, nothing in gift fund because those are the Google donations. Any questions on revenue before we move forward? Okay. On the general fund, acred personnel costs are still holding at 3 39.1 million. Again, as a refresher, it is projects 100 through 114. [snorts] If you look at uh project 388, this is your alternative ed. It was 83,000 less than expected. Um again, this is my second year with the district. Last year's uh

funding was a lot more uh a lot higher than this year. It does fluctuate. It's normal for it to fluctuate. And so, um, I anticipated more than what we're actually receiving. So, we will be moving the extra payroll expenses out of that category into another category. Um, because as right now, when you look, it's in the negative. If you remember, payroll is the only thing that can throw us into the negative because everything else is locked down. So, we will move those out. Uh, once we got our notification, then I was like, okay, we need to move them. Um, if you look at project 561 Indianet expenses, there are almost 200 more encumbered than the funding we are going to receive. The [snorts] budgets are locked. That's a payroll issue at the same time, but

that's encumbered. That's not actually incurred. So, we're going to be moving some of those expenses out as well to make sure that that matches up. Any questions in general fund before we move on? building fund acrewed personnel costs um again which are some custodian and maintenance are holding at 1.75 million. It inched up a little but if you remember there's a fluctuation as we as people um leave and Desiree terminates them in the system then and then we hire sometimes the terminations lag before um the hires do. So it's going to seem like it's a little higher and then it's going to come down and it's going to just come up and down. Everything else there is normal on child nutrition. We are still holding at 3.1 million as well, which is the 100 projects.

That's odd. Why do we have [gasps] [snorts] Okay. >> Oh, was that >> I'm not sure. All right. Um, that was from last year. That was a um Don't don't anybody need jerk back and go, we're back in last year. [laughter] Not for sure why that showed up, but that's okay. Um anyway, um the child nutrition expenses are in the 100 categories and the 763 to 766. So um we're still holding good there. And on your bond expenditures, you can look at the same as they're on here as well as what I'm telling you, but departments are spending appropriately. Uh fund 31 is 39.64 from the beginning balance that has been spent, [snorts] 32.64 of fund 32 and 12.62 to 62 out of fund 33. Um looking at syncing fund expenditures again u we have

made um some interest payments back in [clears throat] November but just for our new board member even though I know he's very well knowledgeable um we will make our large payment of principal and interest in May of 26. Now if you look at gift fund this is your CFO is going to own up on this one. I um had the whole budget locked and this is not payroll. When I created fund 81 for Google expenses, I thought that automatically locked fund 81. It does not. So, we had more incumbrances come in than what actually was in the budget. So, when I got ready to do my pressures report this month, I went, why is that there? And come to find out, it wasn't locked. So, I went ahead went back and locked it. And Bo

has already adjusted the encumbrances for district lighting back down so that this will be again them spending only what they have in there come next month. But yes, it's I forgot to lock fund 81. [snorts] Other than that, that's the end of the treasure report. Does anybody have any questions? >> Okay, sounds great. >> This is an action item. I move to accept the treasures report. >> Second. >> And Chris, I I didn't want you I forgot to clap for you this [laughter] don't even like that's not >> that's not even actually a mistake. That's a >> I'm actually hard on other hard on myself and other people and [clears throat] I was like I can't believe that I mean they're what happened. I was like oh yeah you have to lock them by fund.

So we're good. >> But that's the thing I love about syllogist. You can lock it down and only payroll [clears throat] can throw me in the negative. >> Okay, we got a motion in a second. So, Douglas, >> yes. >> Dylan, >> yes. >> Wilson, >> yes. >> Washington, >> yes. >> Baker, >> yes. >> All right, item 5B, uh, vote or not. Uh, vote to approve or not approve the second revised budget. Okay, this is only going to be for syncing fund. Um, one of the things we realized was as we got ready to make sure that we have all the funds encumbered for the principal and the interest, our huge payment that comes in May of 26 was um that the estimates that were given to us by Jericho um they were estimates

when we first prepared the budget in March of PA of last year and since then we have the actuals and they are actually more so we needed to increase our syncing fund budget and so that's why we're doing the revision for no other reason other than just to make sure that the actuals match what we're actually going to payout. >> And just as a reminder, it's not like it's >> general fund money supplementing. It's just >> like she said, >> yes, >> estimates versus versus the actual. >> Right. >> Perfect. This is an action item. [snorts] >> I move to approve the second [clears throat] revised budget as presented. >> Second. >> Was that >> second on the second? Was [snorts] that your You've already made a motion to adjurnn before, right? [laughter] >> Was

that your first like official in >> Oh, I think so. >> Yes, sir. >> Good, too. It was like on point. [laughter] >> The little things. >> It's the little things. >> I mean, this isn't a little This is a big thing. >> Absolutely. I got you. [laughter] >> Douglas, >> yes. Dylan, >> yes. >> Wilson, >> yes. >> Washington, >> yes. >> Baker, >> yes. >> Thank you. Thank you, Christie. All right, taking us to item six >> operations. [clears throat] Mr. Bo Gamble. 6A is consider to vote and award bids for the Stillwater Public Schools bond 2023 high school athletics phase 1 project early demolition bid package uh to the following biders. You can see on uh your your chart here that [snorts] all of the bids were included. Uh and we will

walk through the chosen one. >> Yes. So these uh these bids were [clears throat] opened on January 29th. Uh Willoughbrook um managed the bid opening and they've examined all the low bids and uh vetted all those. and we're bringing to you a recommendation to approve and accept the bid from Midwest Wrecking Company for a total of $856,950 for the demolition of the West Gym, the city gym, [clears throat] the Stillwater High School, the visual arts building, football building interior, weight room interior, and wrestling room interior. An an added detail on that before we have a motion is what was our initial cost estimate? >> Yeah, we came in we were around 1.2 approximately somewhere in that range. So >> So that's a big win for the very first bid package. >> Yes. >> And this

this huge this includes we have asbestous, right? So >> this includes the abatement as well. Yes. >> Oh, that's great. >> Yeah. >> This is a huge one. Pull the first one out of gate. >> Hopefully that's good. >> You are sending a standard air bid. [laughter] >> I'll I'll cut my hair if they all >> good idea. I want to see that. >> You got to keep your shaved head for good luck. >> Yes. Yeah, for sure. >> All right. This is an action item. I move to award the Midwest Wrecking Company LLC the bid for the SPS bond 2023 high school athletic phase one project demol demolition in the amount of $856,950 [snorts] second. >> Okay. Douglas, >> yes. >> Dylan, >> yes. >> Wilson, >> yes. >> Washington, >> yes. >> Baker,

>> yes. >> All right. Item 6B, consider and vote to accept amendment one for the guaranteed maximum price GMP proposed by Willowbrook Incorporated for the Stillwater Public Schools bond 2022 high school [clears throat] athletics phase one project early demolition package. >> So this is the second part of this process of getting this project going. And this is similar to what we did with the high school project of having that early package to give us to buy us a little bit of time, buy some value on some things as well. And so this amendment one for the GMP is for uh this demolition piece um that early bid package and that initial portion of this construction project. Um and this would be from Willoughbrook that's providing the GMP for that. >> Any questions for Bo? >>

All right. This is an action item. I move to accept amendment one for guarantee a maximum price GMP proposed by Willowbrook Incorporated for the Stillwire Public Schools bond 2023 high school athletic phase 1 project early demolition package >> second >> okay Douglas >> yes >> Dylan >> yes >> Wilson >> yes >> Washington yes >> Baker >> yes >> this is so exciting item 6 C consider and vote to assign bids to Willoughbrook Incorporated for the construction of early packages for the Stillwater Public Schools bond 2023 high school athletics phase one project. >> So third step in this process assigning these bids to Willoughbrook to manage and carry out u this portion of the project for the demolition. >> Any questions for both? >> All right, it's an action item. I move to assign bids

to Willowbrook, Inc. for the construction of early packages for the Stillwater Public Schools bond 2023 high school athletics phase 1 project. >> Second. >> Okay. Douglas, >> yes. >> Dylan, >> yes. >> Wilson, >> yes. >> Washington, >> yes. >> Baker, >> yes. >> We are a quiet bunch tonight, it sounds like. >> All right. Item 6D, receive bond 2023 update. Uh Brian Thomas from 505 Architects is here to go over our um monthly bond update on the high school project and [clears throat] I think you got some athletic stuff too, right? Y >> good evening board and Mr. Bridges. So, it's always exciting to be here uh to do that and and always great to sit there and uh have bids come in and and thread the needle, you know, and >> [snorts] >>

uh so hopefully we'll just continue to do that and uh working with Burlbrook and you guys to continue that success. Uh so, the bond products on here, uh phase one and two, um uh we're continue uh to having uh bi-weekly coordinations, but weekly now. We're just getting in the home stretch on some of it. So, um just the attention among the whole team on there just to stay in front of uh the number of people working out there to get those final touches on there because as you move through the process and you get to the finish coat, there's nothing that covers that up. So, you want to get that right. So, uh with there um they are tracking ahead of schedule on some things. So, we are anticipating areas one, two, and three are

really everything on the north half of the building. So the north wing and the west wing and the visual arts uh components is doing what we call a punch which is uh we'll spend a few days out there in each room making a list of like in here if there's little scratches and things on the walls of things that need to get corrected. Will Brook will pre-do that beforehand on their end uh uh in late February, early March. And so hopefully most of those items be corrected by the time we get in there. they've been very we go out every time we go out we make a report and we're kind of punching the projects to go and they're getting those picked up as we go. So the quality level seems to be um continues

to be really good and they're addressing the things we've got. So we got a few things that we're working on but uh just really pleased with their attention the substitute to uh the project. I think a lot of us you always walk around and you'll see workers just a sidebar that they're they're Stillwater grads, you know. So, it'd be interesting to get like how many on the job are that way, but when walk up and go, "Oh, it's so cool to be able to work on uh a high school that goes, man, where was this 20 years ago?" You know, but uh um but so that excitement, I think you see that that pride they have in the work they do uh with their procurement. Uh everything is ordered. We were touching base with um

them just yesterday. Everything is tracking on on the schedule and delivery. So no surprises right now uh on anticipated on any last minute um tariffs and that in the way of the contingencies. We haven't had to use those yet um on anything related to that. So um that'll give an opportunity to maybe get a few p jump on a few pieces with the athletics under some of the pricing that we have on there. This the usual uh in a month, you know, less and less. It's less on the outside, but a lot of the panels are going up on there. Uh everybody asks if they work when it snows. Yeah, they were out there working. What they do, they they don't stop. Um, I won't go through all these. I'll just flip through the photos,

but uh um just uh everything going on across the job. Uh outside, they continue to put the panels in there. I constantly get the question or the the leaveouts intentional know that they'll be solid in there. They just um uh are getting as they go pieces get fabricated, getting them in place. So, it's measured twice, three times before they fabricate those to get those uh in there. Uh this is that shot over there where the sped courtyard is. It's starting to come together with that entry. Uh the Pathfinders wing, as you can see, a lot of the finishes are going in. They've got the flooring, they've got the tile, the mill work, the lights are on. Uh so they're on getting down in the home stretch on there. They've got the back in the corner

is the apartment area. So the the the Murphy bed and those things are going to be uh coming in place to get installed in there. So I just it's exciting space to see that come together. typical sped classroom with the flooring that allows uh it's got the dural loop but also it's got some impact resistance just uh uh to help uh in that room. Uh you can see it's it's basically done uh uh if you were to go out there today, bulletin boards are going up and and those components. So it's it's about ready to be used. >> Um hallway uh you're starting to see where they're protecting it with just um walkway. You go through that building, they got areas of almost saying don't wear walk wear your shoes because the final carpet is

in there. The final touches of that hallway are going in. Uh the gym is continuing to press. They've got the panels up, the striping, uh bleachers and all that and flooring are set to go in over here in the next month on there. And that'll kind of start to complete it. But it it's starting to get a feel of the space with the school colors and things going on. And uh and when the big blue breachers go in and the pads, everybody goes I go, that's where the rest of the color comes in. So don't panic. It'll be there. Uh it'll just be on those surfaces. >> Uh locker rooms are in there. They've got the there's an uh in in the locker rooms there is some pin striping and stuff goes on that'll get

putting on in there. Um the flooring on this is still got to get put in where we got the epoxy floor in the uh the the toilet and shower area, but in the locker room it's this product I think we talked about a little bit last time. It's got a lot of resilience and durability. It's it's a carpet, but um you can submerge it in water and and it works great to soften that space up. uh the common space, the main hallway, there's getting that out. The lights are getting in, the accent colors on on the paint. Uh if you go out there now, a lot of the wood trim has been put in around the corner. So, a little bit of that was going in last time. All the tackable wall surface. So, if

you walk out, it's not a tack board. It's it's a wall covering that is tackable. All that was getting installed when I was there earlier uh in the week. So, um come Monday to speak on it, we are uh Yeah, it's this coming Monday, right? Yeah. Okay. get my weeks a day. Uh we're going to be touring um once again all the staff through the building. There's sets of three tours in there. I don't know if you guys are going to be on any of those, but we'll we'll be out there to kind of let them see it. It's last time they saw it. The um uh there wasn't ceiling grids and finishes in there, so I think it's just going to continue the excitement. Uh presentation room getting the final touches on there. They've

got some of the bulletin boards and whiteboards and things that need to get on there, but the scale of that [snorts] room. The lab is coming in with a lot of the trim pieces with a lot of the lab um accessories and components going on in there. They're getting bulletin boards set up inside that space. Uh typical uh science classroom in there's got the polished concrete and then uh a lot of the tabletops and that FFD with the flexibility will be in there so they can roll those spaces. uh uh the sculpture lab the um um we were able to accommodate going ahead and ordering new uh with some of the other grants that you get if I it's the kiln. So those have arrived or installed and hooked up like a fog. So I

got a Bo and I did a lot of coordination on that to make sure that that that went like it did and it did. So that's great to see those go in place. Stairwells are starting to get in the final touches there with the wood ceiling and just some of the trim painting and stuff on the handrails. Uh this is the uh main teacher suite on the second floor. Everybody's wanting to know that with the they've got the the work counter that can also serve as a lunch counter and then uh the work desk in there and over to the left are the uh office suites uh for the teachers. Um they're about 8 by10 in size where they'll have glass across there. And then above that's the skylight that brings in some daylight. Uh

this is the just a work room off the media center. Uh all ready to have all the carts come in and the media stacks to go inside there. Uh media center's continuing to finish out. Um every day you go, you see more and more in the distance. The bookcases are all getting built in that are built in, but down the middle there's a lot of them that'll be mobile and movable in there. Um the student center is just continuing their they're getting stuff out of there and getting final finishes uh located in there. uh the pioneer perch over there with the light fixtures coming in and and the tiered seating that'll be in there. It's still a favorite spot that everybody goes into the space to sit out. So, um it'll be exciting to see

uh the students come in on that space, but just the amount of natural light. Still no lights powered in there. So, you can just see the light and the way it's shaded and uh it's just the height of the day with the sun. Uh it's just a real comfortable space um in there. Uh just working in that space in the opposite wall. You're just starting the left wall is where all the trophies and trophy cases will go for the hundreds of trophies that that you guys have. And there'll be some pairing of those that uh the administration out there has done in the way of trying to keep all thousand of them. Uh there's got to be a point to kind of keep what's fresh in there. But uh we got those spaces, but those

are getting fabricated. Serving line. So when you come to get lunch, uh different meals in there. This is what starts to lead up to it. and you go through those openings and in the coming months all the food first equipment will get in there with the serving lines. But uh really carrying that school spirit in there and then along that back yellow it'll be the digital menu display boards and things that go on to to really uh kind of up the game of where [snorts] you guys are at and go into the future there. uh the fax uh room. They're just starting to get uh that finished out with the clouds and uh the food service and the hoods and uh the mill work will start setting in there with the countertops and stainless steel

in the coming weeks. Uh the um guidance area when you walk into that off to the left is the student center. That's the front desk. There'll be a large screen behind here similar to what you have in here that allow to [snorts] display events. And down that hallway to the right off the main space is the entrance to all the guidance space. So there's a sense of a little bit of openness in here, but they're tucked off of it, but then be able to have that privacy as they go down the hallway. So sort of letting that scale down as they go into the space. Uh opposite of that um out at the um main entry is just getting all the the that piece of mill work and front desk in uh placed for there.

Uh across from that in the student center is the attendance office. Uh what goes around the outside are glass walls and that'll be the last piece that will go in there to enclose that. But you can just get a sense of uh just if you go out there and look at what there's now and they're just really a step up for what represents what you guys do in the school. The PA wing is moving fast. Uh you know we as we talked last time I got a jump on that but it it's when you walk out there it's about caught up to where the rest of the building is with finishes, final paint. Um up at the top where you see that gray and whites a stretch where we've been working with Barry on finalizing

the graphics that go up in there that really capture the spirit of of that space. They're getting ceilings and lights in there. A lot of those are starting to power on this week uh through the space. Um opposite of that is the kind of the common space for the PA wing blackbox. Um it's the drama classroom but it is proportionally and everything a blackbox cedar. So in the future just the way it worked out in design um really Mr. Wilson the height and all that really matches. So if there's the ability for them uh in the program if it changes later and they want to elevate the classroom over here to do more block blackbox theater components, the space is already set up to be able to do that and the structure everything to handle

the extra rigging and stuff. The main is lacking. We talked the other day is a place to do makeup in the secondary courses, but that space in particular is is just a mirror to what you got over in the PAC. um band rooms going in. They're getting that acoustical insulation. If you recall up front, we had a lot of analysis gone on to get that tweaked with the um music department on the acoustic and the range and absorption reflection in there. So, they're getting all that in into there. And when this is done, we'll have the guy come back out and just do an infield test. Um we're just really curious. We pay for these studies up front. You know, there's a sense of accuracy. how how accurate are we getting out of that just

so in the future we can evaluate the value of of certain studies and how far do we go with those. So that's the high school phase and one um it's it's it's just it's tracking well um um it's on the home stretch uh over the next few months uh a lot's going to be happening to get the final touches on there and like I say we've got a lot of tours to just let those staff that have given a lot of feedback and input to actually see the progress. um athletics is um we're moving with there. So tonight uh you guys have approved on the demolition package gets us out of off paper and into the reality. Uh the bids came in um uh very well. So we continue to track on as we get

those early estimates adjustments and then be able to fine-tune, but we were delighted uh to see that just with with going on everything else. We bid some big old package for another client a week later and the prices were about five or 10% higher. So you guys uh being out in front uh good thing. So uh we're able to time that well. Um we're working on the final touches with that. Um just really particular individuals throughout the district as we're going through the 75% CDs for the rest of the drawings, but we're scheduled in March to have that set to a level where Willowbrook will get that to do a final estimate. So we'll get a good feel for that as we're wrapping up. And then uh just some final confirmation on outlets, heights. Uh

we've been working a lot with it on security cameras and things on there to get those fine-tuned uh with there. And then um we're ramping up FFN. We've been having meetings just to try to recall that budget on that one was getting a little challenged on it, but to come in a half a million low over the total number. It it may help as that total compilation work out to be fine in there, but we're just having really good discussions uh with the various uh sports on what do they have and whatnot. So we have that list. So, as Bo and I are working with there, we can we we've known the fallback positions if we have to, but we know the intent is to try to get new for everything right out of the

shoot on there. Um the uh um with all that getting approved on there, they're talking here next week to start getting their subcontractors out there and start going on abatement. So, maybe this next board meeting, we'll have some buildings that may be ready to come down or about to come down on those two uh um pieces on there. Uh in addition, we're um also putting out to bid um on the uh 20th this month. The site and civil package um will be going out on there. In addition, I talked last time we're going to go ahead and get the um pal what's the wrestling building, but it's going to be the Palm and Cheer building. That set will go out in its entirety. Uh we're able to move that up two months. And then the

uh what's currently the wrestling building that will become the soccer and track will go out. At this time we're going to submit it for permit. Willbrook's evaluating. There may be some cost benefit in the tune of 60 70,000 to hold those packages and go ahead and issue them with the the main package, but we'll be able to get through permitting. They'll be able to do some more refined cost estimating so we can get a good feel for where we are uh when that civil package. So we're we're anxious to get that civil and landscape package. That's the toughest one to estimate. That site's just um interesting. I'm going to say just in the way of asbuilt drawings, how things were constructed as we continue to discover things. But that'll allow it um when that comes

in to really get a good handle on a multi-million dollar number and then these other two ones to come in and get refined estimates. So, we'll really get a good feel for how we're tracking uh for that main big building that'll go out. But the site will have I did get asked earlier, it'll have the practice field and everything logistically outside the buildings for the full site will be in that package um and submitted for permit uh [snorts] with the city. So, we're going to load the city up with three or four projects at once to get through permitting um with there. Then the fieldhouse um with that you guys approved tonight the ability to go out and so that will go get issued tomorrow to hit the streets to get that that that is

a project that's going to be run under facilities and operation maintenance, but it's to bring the locker rooms uh the four locker rooms up in that space. And then there's another that's currently be a locker room, but it'll go to a student trainer space to go ahead and get the new same new finishes that we're doing in all the new spaces and the flooring and then on the walls and on the countertops with that. And then in addition, uh, Rob is going to be able to use some of the retaining from that Google grant to to replace some of the light fixtures and we'll see how far we can get in there. So, the intent on that is to get that out and get those bids so we can evaluate those against uh the budget

for that and then hopefully get some of that work done over this summer and get a jump on on those spaces. So, that's everything we've got going on. A mixture of of bond projects and then uh taking some of that and and using some of those funds to go ahead and do some operation maintenance that we've held off on to time it to be able to do concurrently with this there any questions? >> I will give a shout out to to Bo [clears throat] and and and his team and Brian as well in the midst of all of this. There's also a lot of this is going to start so this group's going to be displaced and we got to find a house for them for a year for six months and trying to do

some of the timing where we can stay in one building until football season's over next year and then move them for a little, you know, just all the logistical pieces that go into that. So there's a huge level of detail and communication that goes into that. Um, so so partial good >> and there may be that's where we may come back. I know we don't like change orders, but the change orders would be with some of the conversations that uh Mr. Brid just said that might allow us to to move things forward, save money, but but it could tweak some of the costing either get a deduct here and an ad in here. But so there may be some things that we historically haven't done, but just things over the last month that have come

up, maybe some opportunities um to um get better value and and get some things earlier. So >> the goal the goal is to stay out of portables. [laughter] >> Yeah, >> we've discussed that goal. This is such a waste sometimes if you can be without it. So hopefully hopefully we're able to carry that through. >> What is the estimated date of completion for athletics >> for everything 2028 um everything um and and what's a little deceiving it's about 18 months to do the main building. So if we get that in in June, uh that should be that next year. But the timing with depending on what we ultimately decide on this football building, uh the ability to move that practice field and all that first or whether you need to get the new building done

so everybody that's in the football building can move into the new building so you can tear down the old building. So that's that's what's going on of just trying to have some some really good conversations operationally on your end. Could you find some homes and possibly scoot that up six five or six months? So, um, with it, but the other pieces like the, um, palm and cheer and the, um, track and cross country on there, those will be wrapping up, uh, in this fall near near probably, uh, Willbrook's saying kind of between spring break and and the Christmas break, but you know, they don't want to over what is it? Overpromise, overcommit, under commit, overpromise. So, um, I think a lot of that's when they get out of the shoot. There's there's possibility because we

do a lot in the summer to get that tighten up closer to the school year, but I also appreciate them going. It's going to be kind of a mid-late semester turnover on those. Those get vacated. It opens up with virtual academy with the emptiness now. Could we move stuff in there? And that's that's what was kind of the eye opening about a week ago to go, well, if that vacates, could we move some things into here? >> And and then it kind of just >> Yeah. goes all the way down the line that you sometimes go, why didn't that come up like in the last three or four months? But, you know, everybody's always thinking about it. So, that's what I appreciate. And they send a text and hey, have we ever thought I'm like,

"No, nobody's brought that up. That's that that's a really good idea." So, Will Brook uh um like I said, we had a great meeting last week and it looks like it might open up some some things for us to do. Might have to step back on some drawings and and circle back on a few things, but overall project that's that would be worth it. So, >> nice. I heard from soccer too that they were very impressed with what happened in the virtual academy. Like they really like their accommodations. >> Okay, great. I haven't been in there to go see anybody first, but great. So, I'm glad that's that's where I want to hats off to Bo and Rob in there because they'll come back some we'll talk about buildings and they're able to really give

us data to go could we use it and then what what's a realistic expectation of dollars and how can we draw and repurpose and get some life out of that and not have to rent a bunch of portables and you meeting with Mr. bridges going, hey, you know, here's what portables cost in the last room. We're kind of going, gosh, we're going to spend three times as much on portables. Let's spend on virtual and get a little more life out of it and then be able to come back and do we spend a little money to take some of those walls out, move them to maybe let the next phase and get just get another year out of that building on some use and then hope the air conditioners keep working. [snorts] >> Yeah. >>

Anything else? >> No. >> Okay, great. And I encourage like say there's three tours on Monday. I don't know all the time slots, but if you're not, I'm I'd encourage you to try to find out those times are spread every couple hours. >> I feel like we're slated for the end of the week. >> Yeah, we're doing >> Yeah, we're slated for Friday. >> I knew you were coming out. I just didn't know anywhere. So, >> you guys are looking at me like you don't know what I'm [laughter] talking about. >> Okay, >> we're going soon. >> Good. >> Well, thank you. >> Thank you. >> All right. Item six. >> I had a just a real quick question. Um I'm just wondering about as a as a board and I don't know Mr. Bridg

is thinking about um >> there's been a lot of public discussion about the apartment complex that's right there >> by the high school and >> um just an open session to just talk about like that's now that it's been declared a public nuisance. I'm not sure what that means for its future, but I think it would behoove us as a school to think ahead of, you know, perhaps is there ever a way that that is so close in proximity to the high school. >> I just have had that on my mind and I just for the board's consideration thinking financially, there's been times in the past where we've strategically thought ahead about buildings such as the OES building. So, it's just been on my mind and I thought, you know, as a board we should

perhaps think about >> at least have a discussion before it comes up for sale. >> I haven't I've seen bits and pieces about that property. I haven't dove in real real >> Yeah. >> deep into the weeds to see what's exactly going on. I know um when we were working on some easement issues with the owners of that property, they don't they're not local owners, >> right? Um and so um that communication was a little bit challenging at times, but and I I don't know I don't know this for a fact. I heard that at one point that that was a consideration that the district was looking at is possibly buying that property, but I wasn't in I wasn't in this position at that time. So I can't say that that actually happened. But I

I I agree if that's adjacent to our property. We actually have a we own property that runs through the middle of their of their property with that roadway. >> The road is actually >> which is actually ours which you'll see on this next agenda item. You can see that that's laid out on that on that plat. So, um yes. >> Awesome. >> I think we always look for options and >> abilities to to do those things to enhance the district. >> Thank you, Marshall. Great great insight. Great thought. All right. Item 6E, discussion and possible board action to approve the final [clears throat] plat of the Stillwater High School addition and to authorize the board president to sign the appropriate paperwork to submit to the planning commission. >> So, uh, when the high school project

started, uh, Ghost and Associates, uh, were consulting with us on the engineering piece and the civil piece. And as part of that, there's a a lot of different easements running through that property. that property had a lot of pieces to it. And so, uh, through all that process, we started started looking at how can we clean that property up for the district to make it a little bit, um, um, cleaner. And then as we were closing easements and adding some easements, all part of that process of just making that a lot cleaner plat for that property. And so what you have tonight is the final uh document for approval for the final plat for the Stillwater High School edition uh which incorporates all that land north of Franklin Avenue. Uh it creates three lots, one

for the new school, one for the uh for that former virtual academy building, that corner, and then one for the flood plane in Cameoka Trail along Boomer Creek, which we actually have an ownership of a piece of that that as that runs along our property. Um in addition, the plat dedicates necessary utility, drainage, and pedestrian easements for that area. Uh the easements on the property include water and sanitary sewer easements um for lines that were reconstructed through the site because the original ones went through where the new building was constructed. So we had to close and and add in addition a water line on the northwest part of the site was reconstructed um as it was necessary to provide fire coverage for the apartments to the west the property we just discussed. Um city of

Still Water scheduled this to be considered at the February 27th planning commission. So that's why we're bring it tonight for for board approval and I will take any questions if if you have any. >> Anybody have questions for Bo? [clears throat] >> All right. This is an action item. I move I move the f I move to approve the final plate of the Stillwater High School edition and to authorize the board president to sign the appropriate paperwork to submit to be submitted to the planning commission. >> Second. >> Okay. Douglas, >> yes. >> Dylan, yes. Wilson, >> yes. >> Washington, >> yes. Baker, >> yes. >> Real quick, going back to tours, hopefully you guys received invitation. I've kind of staggered those out over the next few weeks for you. So anxious to get you

through and see the building. >> Thank you. Perfect. Thank you. >> Thank you very much. >> Excited to see that. All right. Agenda item seven. Uh review and approve or not approve the following updated SPS policies. Uh policy EBA, the length of the school year. [clears throat] >> This was just to comply with the the state law that was passed last legislative session. the policy just hadn't been updated. >> Perfect. >> Questions, comments, discussions, >> and we're well within I know I was talking with Dr. Wilson, so just to inform everybody publicly, we're well within even with a couple of school days miss due to inclement weather, we're still well within our kind of padded days that we had in consideration of hours. So, it's a little bit different elementaryaries versus the junior high and

the high school because of the early release and just the length of the day and everything, but uh we still have several [snorts] days to to play with in case of further inclement weather or some sort of emergency. >> Perfect. >> I move >> good. >> Nope. >> This is an action item. >> Oh, that's all I was going to say. >> I move to approve policy [snorts] EBA as presented. Second. >> Okay. Douglas, >> yes. >> Dylan, >> yes. >> Wilson, >> yes. >> Washington, >> yes. >> Baker, >> yes. >> All right. This brings us to item eight, uh, proposed executive session to discuss the following. Um, looks like, uh, the evaluation of the superintendent, a routine evaluation session that the board may conduct monthly pursuant to executive session authority, Oklahoma statute 25,

section 307B1. and seven and propose executive session to discuss the employment of those listed on attachment A. Exhibit exhibit A 205 250os section 307B1. This is a motion. We need to actually >> I move >> Nope. You do you move. >> Okay. I move to convene into executive session at 6:35 PM. >> Second. >> I'm nervous to say anything now. We all at the same time. >> Okay. Douglas, >> yes. >> Dylan, >> yes. >> Wilson, >> yes. >> Washington, >> yes. >> Baker, >> yes. >> All right, let's move to executive session. from Brad Keys. So, we'll acknowledge the return back to session and I will accept a statement of the executive session minutes from Dr. Marshall Baker. >> Yes, Madam President. The executive session convened at 6:35 p.m. The board returned to open

session at 8:42 p.m. During the executive session, the following people were present. Robera Douglas, Rachel Dylan, Dr. Clay Wilson, Dr. Gay Gay Washington, Dr. Marshall Baker, Mr. Tyler Bridges, Dr. Trent Swanson from 6:35 to 8:42 except for Dr. Trent Swanson who was there from 6:35 to 650. [snorts] Very efficient he was. In executive session, the board discussed the employment appointment and resignation of those employees listed on attached exhibit A as authorized by Oklahoma statute title 25 section 307B1 and the evaluation of a superintendent a routine evaluation session that the board may conduct monthly pursuant to executive session authorities Oklahoma statute title 25 section 307B1 and 7. Nothing else was discussed in executive session. No votes were taken in executive session. This constitutes the minutes of the executive session. >> Thank you so much. Item 12,
