005and lots of professional learning this summer um and I'm just going to give you a brief overview of some of the things that we've done a lot of times people feel that you know we all take a break in the summer and that is not the case um in fact I would really have appreciated uh our director of teaching and Le learning Jen aula here today but she is off having training with the Florida Department of Education and so I am here to kind of give you just a brief overview of all the things that we have done this summer um this is a really uh strong influence within our professional learning communities uh when a group of colleagues share the belief that through their United unified efforts they can overcome C challenges and produce
006intended results they are more effective and that comes through John Hattie's visible learning um that we use uh in all of our professional learning that we do at the district it's important because that Collective belief that you can make a difference and using the evidence that you are making a difference actually increases your production by a a great deal 0 4 is something that's a positive effect so that um efficiency of 1.56 is um a very high uh return on investment for what we do for our professional learning so our professional our districtwide professional learning so I'm going to talk about what we've done that we have used outside agencies for and what we use our internal departments for um our districtwide learning communities usually are grade level or subject specific and you can see
007up there all the different reasons why we get together a lot of it is to deepen your knowledge to um refine your instructional practice um analyze your data that's coming back giving some opportunities to do collaborative lesson planning and if you go down at the very end it also allows us to have Collective um inservice points so that we can be recertified at the end of each year so coming up to this year these are the focuses for our districtwide learning communities you can see the subjects across the top and what we'll be doing or who we are working with specifically speically um throughout the year uh you can see our sixth through eth grades uh for ELA math science and social studies is going to be a major um focus for our inservice days
008this year having all of those teachers for that Collective ethicacy coming together to work um for the common good of those students so that's just kind of like an overview of what we're going to be doing this coming year but what have we done so far so this summer we prioritized our science and social study studies as a learning community uh we've been in front of you several times for our new adopted materials and so we had new Civics and government standards that we worked on this summer we have our new adopted curriculum our resources uh we have a revised Trend walk that helps us um help teachers look for uh have the look fors when we're going through the classrooms and we have new year to glance documents and um question banks for us
009to be having District based assessments and so all of those things are things that we do during these professional learning um communities so so far we started actually before even the school year ended you can see May 15th and 17th we uh worked with our um K through 2 second uh K through 2 grade teachers to teach them basically canvas it's a learning management platform that our older grades use a lot but their new um analytic orange program was going to be that's how they access it as a teacher and so we did did a lot of stuff in may just trying to get those teachers up and running so they they could access all the materials and learn how to use a a canvas platform and then you can see we have already gone
010back and you can see the number of participants over in the corner of how many times we've met and the number of people who've come in for each one of those most recently a couple like maybe last week we did collaborative planning for science and social studies using their new materials we've also worked with civics US history and um for middle school and in high school and you can see the days that they all work together looking at how that um that kind of that thread of what you're teaching in Civics and what you touch back on on US history and middle school what comes back around in high school so that all of those teachers kind of have that common thread of how that's addressed to each of those grade levels so that those
01113 individuals came together and walked or worked on those three days together um this last year we were able to use Ducks Unlimited to have a um a product that we're going to that we kind of piloted last year that gives us an opportunity to have students get Ducks Unlimited certification while they're in environmental science um and so the four teachers that are teaching environmental science in the district all came together to plan using that new curriculum and our new um the Ducks Unlimited uh planning as well so these are all the people we've worked with Bine and biology also this year and the last thing is our sixth through eth grade Comprehensive Science they came in as well so you can see we've hit a bunch of people and you've seen this over and
012over again but kick up is our evaluation site and how we um get people to uh register and get their points for um professional growth but you can see four is a strongly agree um as far as uh strongly disagree as one four is strongly agree these are the questions that are asked after every PD and you can see that the response for those individuals is 3.8 to 3.9 so highly satisfied with the PD that they've been receiving from the district sponsored pieces this summer a couple of nice comments I'll let you read over those real quick this was from a kindergarten teacher love that they were looking at how to incorporate those foldable books into the lessons this coming year these are secondary teachers the things that they really appreciated from their um training
013really is important for us to have that continu tion of professional development which aligns our district goals and builds that lifelong community of learners but Summer's not done we actually still have more going on these are the things that we didn't do in the district but we sent people out we had nine people attend the just Street Florida and fdoe summer literacy conference you can see them there very happy people uh we also had a group go in for Regional Secondary literacy Institute as well for just Street Florida we sent leaders to FASA for um the discovery 24th in June it's a three-day conference for them um our CTE Department uh is actually this week at Fai as well doing their learning but we've been able to send our Automotive teacher to some we actually
014sent several teachers to training with Fai earlier this year so not only is our our science our social studies our reading our math it is also our CTE teachers get training over the year over the summer our secondary schools are all Avid uh schools and in June we sent 20 individuals for the summer Institute for Avid strategies in our secondary schools just recently in that last picture the picture we started off with was the neifc summer Leadership Conference where administrators um and school leaders went in July to work with neek and their uh conference and learn today and yesterday we have a group of math science financial literacy and Civics teachers that are at the FLD dooe best standards institute there's a picture of there in the front next week we have over 25 individuals
015getting stem summer trained with our with our federal programs department so they'll be going through a week's worth of training um and then our new teacher Institute that are um h Department puts on with all of the people who are coming those are that's next this is last year's photos but you'll have great photos from this when we start back in July for that and I have a couple of testimonials um I like really Cindy's last thing proud to be a part of the putam County School District where continuous professional development is a top priority along with collaboration and building relationships with our colleagues and these were two from our Avid summer Institute the Avid strategies really help our students to be able to access learning um and it really is uh a structure for
016firsttime college Growers from families and just so you know if you are not a 12-month employee you actually get an incentive to attend professional development they get a stien for attendance you get some certificates also and you also get your points for inservice to help recertify so so those we do encourage the participation as um 12-month people who are not 12-month employees do get those stiens and we are really about fostering continuous Improvement and you just we have done so much for the adults next time we're back we're going to talk about all the things we've done for kids and it has been a lot for kids as well but I wanted to go quickly to let you know that our teachers don't stop learning our administrators don't stop learning and I want to thank
017all the support staff that help us make the Hotel registrations who help get all the stiens paid all of the things that go together to make all the PD possible we appreciate it you have any questions yes ma'am for the PD that's U done here not where they went off did we bring in people from that organization to to conduct it or we had our people our people generally do the entire like the setup however analytic Orange mcra Hill um I've got Laura and Kristen in the back we have others so we have the people who are a part of those new adoptions coming in and helping our our staff learn and I will say with our our big push for Middle School in these inservice days we will have others coming in to help
018at that same time when we're trying to serve all of our Middle School teachers at one time right question the um I was intrigued by the Ducks Unlimited is that an environmental certification it is okay and the it's good for 3 years once the kids get it um it helps us actually with acceleration points as well and so our students who take environmental science will once they get through a certain part of the curriculum they have to show Mastery before they can take the exam for Ducks Unlimited okay so that's submitted to them and then they Ducks Unlimited send send y'all they don't send anybody to make the presentation for their certifications or no they they um once the student passes it actually comes in um a digital format back to us for us to
019give to the students the kids do get I think they get signed up for the um publication to come to their house for a couple years I think it's two years that the publication comes to their house they have a couple of things that they get yeah I I'll mention that to Adam putam who's our former Commissioner of Agriculture that's now the president CEO of Ducks Unlimited well it it would we started it I want to say probably about February last last year we did a pilot and um the teachers really appreciated it and so we went ahead and went full on this year for every in environmental science class any further questions I know that was really quick but we've got a busy day and I just appreciate you guys seeing what our staff

021thank you okay I know I have three three minutes so I'm going to speak fast I'm Dr fair and I live in the Fifth District here in putam County I understand the uh resolution before you to protect girls is in response to Biden's Title 9 which obliterates the sex-based rights of girls and wom by eliminating the noun sex and replacing it with the noun nonsense word gender years ago the noun sex and the word gender were synonymous but the word gender was more commonly used than the noun sex to avoid the thought of the verb sex in 1992 a very clever man with the mental illness transsexualism Texas Attorney Philip fry met with other male transsexual attorneys from all over the US and they hijacked the word gender and redefined it to mean how a
022person thinks or feels that is if a man thinks or feels he is a woman then he literally is a woman they took the trans from their mental illness trans seexual and combined it with the word gender which they had hijacked to create the word transgender the reason because they wanted to make crossdressing and transsexualism more palatable to society indeed transgender sounds innocent transsexual does not fry and his fellow transexual attorneys wrote the transgender law and policy it was not a legal document but a blueprint for how they and other male transsexuals could put into law all of their perversions and otherwise convinced society that they had the right to among other things enter into girls and women's private spaces including restrooms locker room Sports and even Rape Crisis centers these and other male transsexuals
023who now call themselves transgender came up with other clever ideas one heinous one was to recruit vulnerable girls to think they were boys because this would Garner the support of young liberal mothers and fathers this is a bit of the background as to why the mental illness transsexualism now referred to as transgender has had a meteoric excuse me rise and acceptance and even popularity in society if you do not vote Yes to protect the girls in putam County schools now I assure you that some of our girls will be harmed if I had time I would cite you many examples from liberal states if you protect girls now then you might later be forced to reverse your decision to not lose Federal funding but bear in mind that title 9 is being challenged in the
024federal courts by not only our great Governor Des santz but also by 25 other states so unless too many people have lost their mind the noun sex will be returned to its rightful place in Title 9 so the sex-based rights of and safety measures for girls and women are reinstated thank you thank you thank you you our next public comment is on the new Paca Elementary um there's several things listed uh parent drop off picking Pi up uh confinement the state standards new second traffic impact study uh by Mr Tim hling hi there Tim hotelling 105 Riverside way Sano and it's more of a question than a than a comment the last board meeting uh you all talked an awful lot about a traffic impact study for the the new Paca uh Elementary uh we
025were able to receive that and there was multiple comments of a second impact study happening from the information that I could see from it and from the diagram of the school as it's laid out caused as many questions before seeing that as there is now um including if there's a full-fledged Loop for the buses in the back as near as I could tell they're going to have to come in and turn around and jockey around and the parking area the way it's laid out in the front is is more like a Walmart lot than a an area where my understanding Elementary parents like get lined up and and it's a you know it's quite an operation to get the kids in and out and you need you might want to take another look at it
026to uh maximize the the length of the line I heard that there was well there's what over a thousand students going to be there and at the County Commission there was a comment that there was enough room for maybe 80 cars and that seems to be mathematics that you might want to look at again so thank you sir thank you right don't want to overlook anyone make sure we've covered everyone that desired okay at this time we are ready for public hearing adoption of our new policy owner direct purchasing change ORD Madam chair I'll make a motion we adopt the new policy I make a motion we adopt yes sir okay I'm waiting second all right it's been motion by Mr David buckles that we adopt uh the new policy on the owner director purchase

0332020 2025 Florida uh legislative session this is a duplication of what the Florida school boards Association and the small school district Consortium already does and they do a great job of it and and of course I think every school district within the is either represented by an independent lobbyist or has somebody on staff that does that I I just see this as a duplication and and really a waste of money um when there's so there's two major groups already doing this um and in fact both um M Wagner and I have attended the um the school Finance uh Workshop program put on by the school boards Association where they go in into detail about ffp so um I I just yes sir I hear what you're saying the thing there might be um not just
034board members but it said administrators so these could be school-based administrators that are that are getting that training because definitely um Florida School Board Association does it for us and does an excellent job they at least help help me help me need to understand it so I'm thinking hearing it and as I read it the other day it was for school-based administration uh Mr Starling to address that sh clarify for us please it is you want to come up to the mic and yeah Shay Starling executive um associate executive director of neac it is uh at the request of our district specific to school administrators so you did read that uh correctly um this is our lobbyist group for the Consortium uh but these requests are above and beyond what's included in their regular contract

036Pickins that is item G G4 G4 uh student code of conduct she is right yes yes Diana thank you for coming up um I have spoken at length with Miss Drew about our student code of conduct especially page 35 the bullet three um that specifically states that females and male restrooms and changing facilities for their exclusive use respective to their sex as defined in statute um we we have that in our policy correct and I discussed with you that maybe we should add instead of some school facilities also provide a single occupancy bathroom I think that it should say all school facilities I don't know correct um yes we did talk about that and um I talked to um Mr bowling and Dr Cy a little bit about that change also reached out to the
037schools to verify that they all have a facility that could be used separately like a unisex restroom they all ver verified today that they do so um that is something that we can look at if the board includes in their motion to change that language of some to all we can edit that we can make that happen Okay and our our student code of conduct is more of or or less our policy regarding our students correct correct that that follows directly what the law says in this case it's the um safety and private spaces act so that language follows that act directly and this is what we expect the children to abide by the students and the adults as well so we this is our policy as well correct yes and just so the um
038interpretting that correctly it's board policy yes sir so it is and just so the board members know um we have we have a relationship with um a I guess you would call it a company called ic12 and it's basically um a group of lawyers you can look them up online they provide training for our staff um along the lines of regulations and so we have received training obviously on the new regulations but also knowing that it's not something that our governor would like us to pursue at this point we're holding to the 2020 regulations both in HR and student services at this point and I just wanted to let you know that we do have that outside organization as well as Mr Holmes that gives us pertinent information up-to-date information that we can um utilize
039you know as we make decisions but we're obviously going to stick with the safety and private spaces act okay Mrs Wagner if and I know we had a conversation about this a few weeks ago but I'm looking and under the this will be relevant to to something coming up on the agenda but under the anti-harassment uh policy it currently states that and I'm this is policy 1362 anti-harassment it states the superintendent will vigorously enforce its prohibition against discriminatory harassment on the basis of race including anti-Semitism as defined in bylaw 0100 ethnicity color national origin sex and then in parenthesis says including sexual orientation gender status or gender identity and then adds disability pregnancy marital status Age religion mil it goes on and on I just was wondering if you can tell me because I didn't
040realize until I think sometimes yesterday that that language which is basically the same language that's in the uh revisions to Title 9 and this is directly related because it's an anti-harassment policy how long is that langu anguage been been in our what's that is there a date does it have a date yeah it was last revised in 21 um but any idea if that is when that language was put in or has it been there for longer than that sorry to put you on the spot it's okay I honestly I'd have to research that I don't want to give you wrong information um and we get the policies from niola and then we review them and that's one thing that I would have to go and research for you if I can answer that for

047school level our professional development our assessment our curriculum and our instruction all of which centers around the Improvement of the student learning for the best Ela standards and um this subsequently will have to be voted on to approve and send the structure of the serp uses the adapted version of the just read Florida template within that serp we detail out the information on school and District literacy teams the roles of literacy coaches as well as their responsibilities core instruction which includes both the curriculum and the supporting instructional practices which we capture within our Trend walk tool it also details out our decision trees for tiers one two and three the monitoring the accountability any professional learning the third grade summer reading Camp requirements and then the assur assurances that we'll show you shortly at the
048end of the presentation so the highlights of the 2324 uh reading plan year three implementation of core curric ulum open court foundational skills kits and Benchmark Advance were for elementary savis for secondary Ela evidence-based interventions occurring within um the 10 the first 10 days of school for identified students pcsd learning communities K12 Ela and interventionist um met the 2324 Ser proficiency goals in grades K 1 2 3 6 7 8 and 10th Ela revision of trend walk tool elements including scaffolding and corrective feedback literacy and curriculum professional learning for leaders so the revisions for elementary VPK through 6th and the 23 24 serp was the introduction of airor learning um through the science of reading tutoring Grant and grades K through three is a tutoring tool during quarter qu 3 and quarter 4 so for
0492425 Amir learning will be a tier 2 and tier three intervention for grades K through three and Data Tracking shows strong increases in proficiency on Star early literacy star reading and fast Ela and the end of year can serve as a third grade alternate score for fast EA for 2324 we have the introduction of steps to advance literacy as a previewing vocab in comprehension intervention in grades 4 through 6 for 2425 it will now includes include grade three so grades three through six Data Tracking shows strong increases in proficiency um Educators report strong increases in language comprehension and self-confidence in students the I ready dyslexia screener was available 2324 and now if will um happen within the 30 day first 30 days of the closing of I ready pm1 for 2425 and this will give
050us clear guidance um to ensure all students are identified early the changes to secondary grades 7 to 12 move away from using the re80 system 44 platform for grades 7 to9 one of the reasons for that was that our Data Tracking does show we have some opportunities to increase some proficiency with some stronger goals and then we also had school leaders reporting that they had some concerns with continuing with the same program for so many years and then only getting promising growth with some minimal alignment to the best standards so in place of that seventh and eighth grade we'll continue to follow the same structures with this three small group rotations however in place of read 180 System 44 they will now use the newly revised Middle grades I ready nth grade will still continue
051the same structures with the three small groups but they will savis intervention materials and use the digital platform Con Academy uh virtual school had achieved 3,000 and mplay some of the concerns with it had to do with Achieve 3000 only addressing non-fiction mplay only addressing foundational skills Lexia and PowerUp will address all of the areas of reading within the Lexia platform there and same concerns with the data tracking for some proficiencies being increased so other noteworthy surf additions for 2425 uh District sponsored Charter Schools must now create individual reading plans Charter Schools must um be approved Charter serps must be approved by their boards must be submitted with putam Ser to just read Florida and fdoe and this year just read Florida and ftoe will not approve Charter serbs they are only collecting them putam
052ser and the charter serbs must be submitted to ftoe by August 1st putam Ser must be jrf and fdoe approved after board approval professional learning collaborative and targeted support for sixth through eth grade core subject teachers on district and service dates in October and January monthly instructional coach learning communities within District literacy coaching endorsement pathway um second quarter and Beyond literacy leadership team reboot with State Regional literacy director open court foundational skills kits individualized sessions spring and summer 2025 science of reading for leaders and then additional updates have to do with our year to glance documents you now have in grades K to3 common unit assessments and assessment windows for the open court foundational skills K through six now include an additional week to the 3-week ELA unit that will be targeted text based writing
053that aligns to the topic 7th to 10th grade now includes a week of the targeted test based writing instruction for each quarter and then your intent of reading yeara glances for the secondary grades 7 to 12 more tightly and strongly align with what's happening in core Ela instruction so prek 12 Ser assurances Assurance One all reading instruction and professional learning is grounded in the science of reading and does not employ the three queing system Assurance two all students identified with a substantial reading deficiency are covered by an individualized progress monitoring plan that meets the requirements um to address their specific reading deficiency unless they have an IEP or 504 plan that addresses their reading deficiency or both in accordance with the rule Assurance three all intensive reading interventions provided in summer reading camps to students
054in grade three who score a level one on the Statewide standardized Ela assessment are delivered by instructional Personnel who are certified or endorsed in reading and rated highly effective as determined by the teachers performance evaluation and all other intensive reading interventions are delivered by instructional Personnel who are certified or endorsed in reading or by instructional Personnel who possess the elementary or secondary literacy micro credential and who are supervised by an individual certified or endorsed in Reading and then the assurances continue with Assurance four that every school will have a literacy leadership team consisting of the people you see listed there Assurance five covers that literacy coaches must meet the minimal qualifications that are described in rule then Assurance six uh literacy coaches are prohibited from performing administrative functions and are to spend limited time administering
055and coordinating assessments therefore their time is is back to the role of a literacy coach Assurance seven that the literacy coaches will be assigned to schools with the greatest need and that need is based on the performance in Reading from the data uh Assurance 8 has to do with making sure that time is provided for teachers to meet weekly for professional learning which can include things like lesson study professional learning communities and then the final Assurance is that the Ser will be shared with stakeholders which once this board votes to approve and it's sent to uh fdoe and jrf it will be posted to school website as well as a few other places thank you up the thank you the top of your head do you know how many reading coaches we have at the
056district level or at the school level School level that's okay don't just so the schools have them just so they have them in place schools have one there's a school that has one schools may use their allocations to create a Reading Coach position that's their choice but if they choose it to be a Reading Coach position and not a Dean or something like that they still have to these certifications to be able to be a Reading Coach at of school that does that make sense yes yes I was just thinking back on what we had discussed in regards to the St Grant and and not having some of those Monies to pay for positions making sure that we need the guidelines of of the state requirement by intensive readers yes so looks like this covers
057it that's all I'm saying on excuse me go go ahead go ahead um on a Insurance three it said micro micro conten what what is that you want to um there's an opportunity for teachers and Par professionals to have a micro credential which is not the large reading endorsement that's why that they would be under someone who has the reading endorsement then they have the micro provential they've gone through hours of training so that then they can provide some reading intervention but under the tutelage of the reading endorsed teacher so there's micro credentials that that parents were able to um do this summer and last year there's opportunities that the state has opened up and we've sent them out okay thank you I have a question yes sir so so how of the reading coaches
058how many are under the are funded by es Esra the Esra Grant and funded through Esser this coming year the department of teaching and learning is either funded through um title $2 or reading dollars okay so the coaches that are the reading coaches that are out of the teaching and learning Department are all funded through um reading dollars that we have and so would there be additional coaches that the the coaches that I mentioned just a second ago are ones that are under allocations as support Personnel the the schools get allocated C number of support personnel and then they are allowed to choose whether it's a coach or a Dean or a media specialist like they get to choose what type of support they want we do have one Reading Coach that is District paid
059right now who will be assigned to a school with the most needs so she's she'll actually be assigned to two schools to support who have the greatest needs B Based on data okay and those those reading coaches that were funded under the the grant are going to go away correct the read there were no reading coaches under Esser there were reading interventionist interventionist so the interventionists actually work directly with students that's their job okay and so they have to also have the reading endorsement to be able to work with students who are tier three okay they're the only people who can work with students with tier three why you're here um the tables in in the the agenda item backup information you know the literacy leadership uh measurable student achievement goals you know um are
060those goals that you're that we hope to reach this coming school year 2425 yes and as when they did their presentation they listed the ones that they actually met this year one one more yeah so the ones that they met for this year were grades K1 2 3 6 7 8 and 10 okay so they met the goals that were listed last year for this fourth and fifth we fourth fifth and Ninth did not meet the goals that we had set last year now are these goals established under doe guidelines or are they just goals that we we there are goals that we meet together as a group and and make but they do look at like how high were your sixth graders last year and how high should they be so they kind of

063Madam chair and the rest of the board members in a few minutes um our board will be asked to vote on a resolution that school board School Board member Linda Wagner is asked to be placed on the agenda at the end of the resolution there are calls for signatures from the board chair myself if the board adopts a resolution I will sign it and make sure puam County School District adheres to it however since I am not called upon to make a vote but have been pressed prior to this meeting to provide my personal opinion I will do so at this time my personal belief is that a boy is a boy and a girl is a girl a person's biological sex defines gender I do not believe that boys should be able to particip
064participate in some girl Sports and vice versa and restrooms and locker rooms should be gender specific again these are my personal beliefs putam County School District's policies and student code of conduct are in complete alignment with the Florida state statute 55386 5 and the student code of conduct States and we I think we addressed this earlier public county school district provides males and females with restrooms and changing facilities for their exclusive use respect Ive to their sex in order to maintain Public Safety decency decorum and privacy school facilities also provide a single occupany occupancy unisex restroom it goes on to state that quote students who willfully enter a restroom or changing facility designated for the opposite sex on the premises and refuse to depart when asked to do so will be considered trespassing which is
065a level three major viol a so I Shar with you my personal beliefs but please know as a superintendent of a public school district I have the responsibility that goes far beyond my personal beliefs our country was founded on the principle that all people are created equal and that all people have fundamental rights such as Liberty freedom of speech freedom of religion due process of law and freedom of assembly as a superintendent of a public school district I will not violate these freedoms by planting a flag on every political or ideological Hill that comes along for political or individual gain as a superintendent of our public school system I am entrusted to educate protect and ensure the well-being of all students not just some students but all of our students I remind myself when I
066look in the mirror each morning that this community gives us their children they give us their children all of them I stand behind the very mission of our school district which is to provide a student centered safe and caring environment that promotes academic Excellence reflects diversity celebrates the joy of learning and equips all of our students with the knowledge and tools to achieve their full potential in an Ever Changing world thank you madam chair thank you Mr superintendent Mrs Wagner thank you madam chair I I have my thoughts I don't usually do this and as an attorney I prefer to think on my feet but I wanted to make sure of certain points and certain information um to get to not only the board but to the public so I've brought this resolution and it's
067regarding the the changes to the N Title 9 rules and I want to tell those that are not aware cu not everyone that may be watching or watches in the future even knows what Title 9 is but Title 9 protects and this is from their own website protects people from discrimination based on sex in education programs or activities that receive federal financial assistance Title 9 actually States no person in the United States shall on the basis of sex be excluded from participation in be denied the benefits of or be subjected to discrimination under any educational program or activity receiving federal financial assistance now before proceeding I wanted to as well assure all of our parents and our students and our faculty that we already have extensive anti-harassment and anti-bullying uh policies already in place these
068policies currently protect all of our students and our employees in the district they also outline the exact protocol and procedures on how any any harassment or other claims are handled and investigated the recent executive order that was signed that revised these title N9 regulations included a new definition of sex uh previously and especially when it was first created Title 9 was very specific that sex was defined as a male a biological male or a biological female and specifically stated that there were two sex uh these changes in the definition uh they include multiple new categories one of which is gender identity which is the primary one I'm I'm concentrated on at the moment it also changes how claims of harassment and discrimination are investigated and handled and those are just a few of the changes
069these these revisions are supposed to be implemented by August 1st that's just 16 days from now and I realize that at the moment the way our system is set up we are most likely not implementing uh anything new at the moment but I'll get into that further in a moment since the regulations were released a total of 26 states that in that includes Florida have filed a total of eight lawsuits in opposition to these regulations in addition to those states there are other school districts uh individual students and other advocacy organizations that have also joined in that litig of the eight lawsuits right now three of them that incorporates 14 of the 26 states that have filed suit three of those lawsuits have received orders temporarily blocking the rule from being implemented while the cases
070are pending this resolution specifically addresses that same position now the Florida Department of Education uh sent out as as Dr Cy is very aware uh uh suggestions that or directions basically that our Florida schools do not Implement any of the changes um and while the litigation is pending and I have those available if anybody can I just pass these to the board member just for your reference is that the letter from Manny Diaz or okay Commissioner of Education yeah at the governor's request right at the governor's request they're asking that schools not implement the new changes while the litigation is pending this resolution that I'm requesting the board consider today is in line with that guidance and is a statement to our community of our beliefs and values regarding the definition of sex as it
071as it relates to harassment and discrimination so I want to be clear this is related specifically to harassment discrimination because that is what Title 9 covers we're not the first district to even consider such a resolution and I hope we're not the last uh Sarasota I believe was the first in Florida to pass such a resolution I know Indian River County has also recently passed one and uh other states though districts multiple districts in other states including Louisiana Texas Arizona South Carolina Ohio and even California have passed similar resolutions to what you're looking at today objecting to these these expanded rules and one of the reasons why the these resolutions are important is that the new regulations redefine sex with these new categories these changes may affect multiple facets of the lives of our children
072our employees as well it includes issues such as bathroom access locker room access overnight accommodations during during official travel issues regarding misgendering of students and yes despite what the Biden Administration has said uh stating that these rules do not specifically apply to female sports they absolutely do and there's plenty of experts that could weigh in on that that have already found that they they don't even need to present additional rules on that govern sports like they said they're going to there's no need if this eventually gets to be the law of the land it will cover uh girl Sports so under these new rules you know we're we're going to if if they are implemented um we're going to be looking at at all of those circumstances travel uh Sports bathrooms misgendering under the new
073rules if a teacher or another student misgenders for any reason a child they can have a harassment suit filed against them or a discrimination lawsuit and to me that's just absolutely ridiculous um there is a reason you know if someone for example misgenders a child we're going by that child and I say child that's anything under 18 legally as a child so the child is getting to make the determination as to their gender under these rules and then adult lives are going to be affected as well as well as the other students around them so we're we're letting children make decisions CH the same children that cannot legally sign a contract like I mentioned it the last meeting um they cannot do many things without parental approval they can't buy Alcohol Tobacco they can't do
074certain things and there's a reason for that they're considered incapacitated that's a legal term um based on their age because they're not fully developed yet these regulations take other protections away from some of our other students women have fought for many years to get the rights that they do have these types of changes minor that they may seem to some people take some of that away and we're seeing it in the news it's obviously a a Hot Topic in certain areas they will also the the changes that have have been proposed there's also almost certain to be expenses relating to it if they become implemented and I'm not stating that we're on the verge of implementing them I'm just saying if they become the law and they are implemented it's also going to cause expense
075to the district and I certainly would hate to see us begin implementing if the law then changed and and the rules are overthrown so I completely understand we are a governing governing board we are constitutional officers with a duty to uphold both federal and state law the issue is when federal and state laws do not agree and that's exactly where we are right now so to be clear this resolution does not say we will refuse to comply with federal law it does not say that it says that we will not implement the new regulations or pay the any expenses related to those until the litigation is over and a determination has been made in a court of law that is very typical in many uh legal cases things you hang with the status quo until
076there's a determin and in those three cases of the eight they've already got a legal order staying saying that um so there's multiple issues that are going to be determined by the courts but there's a few reasons I do feel this resolution is warranted it reassures our community that we will protect all of our children it gives support to our governor in his lawsuit opposing these new changes and it lets us take a stance on an issue that's been ever creeping into our Educational Systems not not just here but in throughout our C country and while we may not not have dealt with a lot of this uh a lot of these issues right here in putam County you can be certain that we will it's coming and and we're going to have to address
077it and we need to take a public stance on where we are on it um Dr Cy just did and I appreciate uh him doing that but again this resolution does not change what our current policies are that we already have in place it does let us say that we stand for our boys we stand for our girls we stand for our employees and all of their rights that we want to protect so my purpose here is we basically have options we can either be silent and Institute the new rules um we can be silent and abide by the recommendations of the Department of Education and hold off on uh implementing anything or we can actually take a stance and let our constituents know that we do not agree with the proposed regulations and and
078publicly state that we are not going to implement anything while the legislation is ongoing if in fact the court cases fail against the regulations and those regulations become federal law you know as constitutional officers we May at that time have to consider that we are obligated to comply with federal law but right now it is not and I would urge the board to consider um adopting this resolution today that's all I have thank you um Mr what what's and then and then Mr lry go ahead so I think that um the basic background that uh board member board member Wagner stated uh is accurate in that the law was passed in 1972 and pursuant to rule making rule making Authority given to the Department of Education uh in April they came out with rules that
079are set to take effect in on August 1st um the as she indicated I my understanding is there's 15 states that have have obtained injunctions making it uh so that the law does not apply or they don't have to comply with it right now I think we're one of the states that's now seeking that same protection but we haven't received it yet um there's a lot of talk that department of education doj is not going to do anything with the law on August 1st because of all the challenges but um the a a a resolution of some sort and you you've read uh the letters from uh that the superintendent passed out um it does indicate that the governor has directed or asked that new rules not be implemented until there's U Clarity regarding whether
080the law is going to be upheld or not and I'm using my words not his I um as lawyers do there was some wording in the in the resolution that I was a little concerned about so and for instance Miss Wagner indicated that the resolution states that the the regulations wouldn't be implemented until there's a resolution actually what the res until there's a until the challenges have been resolved actually what the resolution says is that no policy or procedural changes will be implemented or considered as legal challenges UE which you know ensue means as the initiate and proceed so I I changed that to read that for the purpose of well I've changed it and I'll pass this out to you but probably the major change that I've got in here is that um you
081commit that no policy or procedural change will be implemented or considered for the purpose of complying with the United States Department of Education rule adopted April 19 2024 and allegedly designed to effectuate title 9's promise which is this quote from the rule or any similar rule until all legal challenges to the rule which might affect its validity in the State of Florida have been fully resolved now at that point as M Wagner kind of implied you could still choose not to implement the rule um the ultimate penalty would be you'd lose Federal funding but that would require Department of Justice action complaint process and then ultimately some decision but my point is um if those challenges don't result in the rule being set aside or modified uh then you still would have the opportunity to
082say that you're going to comply with it or at least at that point make the decision about whether you're going to comply with it or or find a different source of funds to to take the place of the federal funds and I I think that in general the resolution tracks the position that the governor of the state of Florida has taken and that the Department of Education has taken I don't I don't think that the resolution is inconsistent with that I softened a couple of things in it for instance and I'll pass this out but for instance it indicates um that whereas it's the POS well whereas the United States Department of education's unlawful attempt to redefine sex to include gender identity I don't know that's been declared unlawful at this point I don't know
083that they're they're they they passed a rule pursuant to their rule making Authority which is given them in the in the in the statute but I I I so I took the unlawful out but I did indicate that that um you you believe it would have disastrous impacts to girls and women's safety and restroom so let me pass this out instead to continue to talk about it you'll see that basically what I did and you can use the original version you can throw this away you can do whatever you want to with it but I was asked to take a look at it and I just looked at it and thought that there might be some minor changes that I could suggest that might make it uh a little bit in my opinion more accurate
084so if you'll look at do all of you have a copy yes I've highlighted the changes so you'll see that the in the in the uh uh title it just says that changes shall it it just basically says that that uh no policy or procedural changes shall take place or be considered in response to the April 19 2024 Title 9 rule changes that's where it leaves it but I said I added until all legal challenges have been resolved and then you go to the second whereare has paragraph I simply stated that it now reads the United States Department of Education released a final rule making significant changes to the regulations implementing Title 9 that run a foul of federal and state laws I simply indicated that they may run a fou federal state laws or
085the spirit and intent behind them which I think you know that's that's a a question of intent course decide and argue about that all the time if you look down there I've simply indicated that some of the things that are stated as facts I stated that it's your position for instance in the in the next I guess the fourth whereas Clause up it states whereas that on the basis of sex in Title Nine and that's in quotes is is referring to biological sex which like race and national origin is an immutable characteristic that cannot be changed I simply state that it's the position of the board that that that that is true so I don't think I changed the intent or the um the position at all of the resolution I I did what I
086guess lawyers do which is I guess I tried to make the wording a little bit more what I thought to be uh consistent with a board's statement of a position with the understanding that um you know you're going to reserve jurisdiction to decide whether you have to comply with the rule until you find out whether or not the rule actually stands and it may very well not there's a as as Miss Wagner indicates there's a lot of Challen there are a lot of challenges going on by not just states there are a lot of family groups independent advocacy groups that have joined together to oppose the rule change um so take a look at what's there if you you can use the original you can use this or you can use none of them it's
087not my it's not my position or place to tell you whether to pass a resolution of this nature but um I can tell you that the resolution is generally consistent with the position that the State of Florida the governor of the state of Florida has taken and the Department of Education for the State of Florida has taken and it's also in line with I won't see a majority but 20 or 25 other states who have opposed or challenged the rule as it's as it has been proposed I muddied it up for you no you actually actually made it a little clear C and and and less I think Phil wanted to talk next so I'll let him no you go ahead and finish and then well you know I'm a grandpa and I've got I
088had two daughters that played Sports in high school they had to travel all over puam County trying to find fields to play on and we we finally built softball fields to comply with title n in in putam County at the pla High School in loock in Crescent City nice nice ball field for girls and I've got six granddaughters and uh both two of them coach now and both my daughters coach and and my granddaughters that I have left in school they all play some sports and I I guarantee you it would take the National Guard to get me out from in front of the dadgum restroom if boy a biological male was trying to get in there while they're in there it's that's almost to me inconceivable I do not think that this will pass
089in the in the federal courts I think it was a part of the presidential primaries to try to do something to draw attention and and make some kind of talking point on with the current president and I just the problem I I really have with this is in dealing in my past when you're you're responsible for like the superintendent and we are too for over thousand employees or 10,000 kids when you draw attention to this stuff you run the risk of somebody coming into a school and doing something that we just don't want to talk about you run that risk when you draw attention to something that the governor and the commissioner of Education have said leave it alone let us do it but I understand the little hot po Pockets that you get from
090social media now and how off the- wall it goes it uh and and you know who would be in favor of that I mean everything we've done was to try to to help girls have better opportunities and boys and and to have opportunities and not blind the genders in in a way or mix in in a manner that's totally what we would consider is not being appropriate and not being biological um you know until you've been with a parents of a murdered child at school or until you've had a speak at a funeral for a teacher that got murdered over the weekend you just don't know what you're getting into when you start bringing this stuff forward a simple letter from each board member to the governor without letterhead would have probably been the most
091appropriate route and they take it seriously this is a letter I wrote to Governor D STIs asking him to put americanism versus communism back in our public high schools and nice letter and you know couple of weeks later month later he did it and put it in our in our Civics curriculum so I didn't ask the board to do that because I thought that was kind of unfair to put everybody on the spot and make everybody feel like they're that's their Hill to die on and I'm you're I love you you're you're doing great but there are like I told the superintendent there are you worry about things when you ain't got nothing to worry about and there's no need asking for trouble but I mean everything that Mr Holmes stated here I feel good
092about I feel better about but just know that we're opening a door here I've never quite seen this happen like this before and I know how popular it is with some of the groups out there on social media like the stuff I would look at with Riley gains and and Leah Thomas that you know I just I'm kind of I'm kind of glad but I'm kind of mad because I've just I've seen too many bad things happen you know we've we've just you and especially when we've got the governor saying just hold off and the commissioner of Education say hold off let us handle it you know and try to you know we may risk being drawn into a uh you know government lawsuit they'll spend $5 million to win $10,000 you know how that
093works with a federal government but uh I'll do whatever our attorney recommends that we we go with and that with that I I just I've seen so many bad things happen to good good people and I see it all over America and I don't even want to bring it up because when you do you wind up with a video like we saw the other night of somebody scooting on a roof doing something that you wouldn't want to see so bear in mind when you do these things there are consequences that come with it if you've got some activist somewhere that's disgruntled for some reason in another state and they come in and they take an action which sounds far-fetched it probably won't happen but let's pray it doesn't happen and I I'll let somebody else

096of a really a new thing and um I remember as a girl not being able to to dream about playing in high school because it really wasn't available so I REM I remember all of those things I coached and I believe you know I believe a girl is a girl and a boy is a boy and um and I I just don't even think that has even a place I don't even want to have that conversation so um the changes definitely make this a little easier for me um because my main concern through this whole thing has been um our federal money this District cannot survive we can't feed children and and have the programs that we have and if this would make it where we can we could possibly lose that I I just
097want to know the risks that are involved in saying yes and the risk I I know the risk involved may be saying no but I I really feel like I just I want to know where we stand with Federal money can I respond first and and certainly get our board attorney um my understanding and and we'll certainly let our board attorney say but the resolution does not change any of our policies um the new regulations that they're proposing um a resolution basically does nothing officially it just States the board's uh position on a topic so we could literally pass this resolution and then turn around of course our constituents may have something to say about that um but in the event that like I said a moment ago in the EV that the law is
098determined those regulations are determined to be constitutional and valid you know we have to make that decision then and I do think it's our duty to comply with Florida and federal law I mean that's in our job descriptions and when when state law and federal law don't agree well and and that's the that's part of this point is saying that while while the litigation is pending that we're not going to change and that's based on what our governor has asked us and so is that exactly what he's asking us to do in this letter yes it it says it's in bold face no educational institution should begin implementing any changes right so what she read what Mrs Drew read yes if that's what I'm hearing yes yeah none of our our policies would not change
099um um we would not start for example we wouldn't assume that those reg new regulations are going to be in place so we don't start um if we didn't have uh single occupant restrooms we wouldn't start building them and spending money on it because we don't know the outcome of the litigation so and and even and I even if even if we later were not in compliance like Mr Holmes said I and I read in the title 9 changes a large portion of the 400 or 500 pages there is a very long um process where if you are at any time that you get Federal funding if you are found to be in non-compliance uh you are notified you have a period to to cure that problem and all that so it's not a matter
100of of they they go oh you're not doing something they snap their fingers you don't get your your funding that was one of my biggest concerns as well is oh do we pass a resolution and we're we're seriously risking our funding here um but I do believe they're going to end up getting a St a legal order from the court saying that uh nothing gets implemented anyway um but that's the direction of the governor has has been basically what we're saying in here is to hold off doing anything and if if I could just somewhat respond to one of the things you had mentioned is about social media um that's been said to me more than once in the last week or two and I just want to be clear I've not posted anything uh
101I rarely post anything political anymore because of how that usually turns out in general I do know it's been on on social media I did know that that was um certainly a potential for this but the reason that I brought this resolution personally is because I personally believed in it um I was I was um presented with a copy of it after I was already working on it to and and was asked to present it as well I spoke to over 30 people that within my district and within the county that specifically wanted me to bring this and I think at that point I could not justify not bringing it you know it based on my own conscience and the fact that the people who elected me are telling me this is what we want
102Linda excuse me when I mentioned social media I mentioned things will go out about this on social media and it might get picked up by somebody in another state and if you go back and you look at the presentation we had on the cant school shooting in Nashville where somebody came in and they government won't even release the manifesto of that deal but it was a it was a similar situation you're we all agree that Mr Holmes has a very palatable sheet of paper here the problem is we're taking a chance not only with the federal funding because I don't know what the kids out in those Lake Estates and down around Clifton Road and everywhere else are going to do for eating food during the rest of the summer but I mean if that

104but that's what I meant on social media okay and I just wanted to weigh in as all the others have uh in regards to this um I won't use the word b bombard it because I don't want it to be taken negatively but over 200 uh emails from parents saying vote Yes in regards to this just want them all of our parents to know that we hear you when you speak and we're going to do what is in the best interest of our children and this is why Linda has done what she's doing this is why attorney has done what he's doing and the questions that are coming because we believe with the in our hearts that the last thing any school administrator or teacher or whomever should be concerned about is when the child
105goes to the bathroom what might happen right and that's why designated restrooms uh should be in place and as as I listen not as an attorney but as a school booy member as the chair as I listen right now everything is in place when we open the doors and our students come in August what 12 August 12th boys go to boys restroom girls go to girls restroom am I correct that's correct and always been and I believe that yes we we have to let people know that that we we strongly uh disagree with these things and what it could bring about having been there and seen it happen wherein you know they did encroach on the girls restroom or whatever the case might be but we are totally concerned and we want to do what's
106in the best interest of our children we want to be in compliance with what the state says with what our governor has said and with the federal government and I believe like all of you believe that it's it's not going to make it sometimes people shake a bush just to see if they'll get a reaction well you are getting a reaction action states are saying this will not pass this you know because all of them have right now probably our age grandchildren and great grands and some of those are girls and we have to be concerned about boys now too because so because because of the times that we live in and so with that being said we're going to hear from our attorney and we're going to you know uh follow your as I
107said I don't think it's for me to tell whether to pass a resolution or not I think that the risk that Miss Pickins indicated uh or she was indicated that she was concerned about it's it's probably relatively small in terms of the chances of your losing funding um it's important to know from a technical standpoint that right now the law applies to us in Florida because there is no injunction that says that it doesn't there is an injunction that says it doesn't apply in 15 states that I that I've been made aware of as of July 2nd at least there may have been one more since the 2 but there there are injunctions in place that says that this law is is that the government is enjoined from enforcing the new rule in 15 states
108but we're not one of those States so is there a possibility that it goes into effect on August 1st and that the Department of Justice or Department of Education looks at Florida and says we're going to go down there and and we're going to begin enforcement action I mean it's theoretically possible is it likely I would have to say probably not uh I would have to say that the probabilities are that because of the numbers of states that are challenging the constitutionality you know federal government has a Ru making Authority and and it applies to the states as it relates the state receiving federal funds right but um the constitutionality of the rule is being challenged that's the basic challenge that it's that it's unconstitutional that they have basically exceeded the bounds of their legitimate
109rule making Authority by passing this rule I believe they and so I think that question is one that with a numbers of states and advocacy groups raising it my thought is my belief is that the Department of Justice and Department of Education would not seek to try to seek Juris I mean uh sanctions against those states that don't have an injunction just because they could I think it would seen to me that would be an unwise expenditure of legal Manpower and taxpayer money so my belief is that's my belief it's a opinion and it may shock you feel to know that I understand that I've been wrong on or twice but my belief is that the doj and doe probably going to hold up we got an election coming in November we can't lose sight
110of that if the if the election should change the administration the odds are I think anybody who's looking at this scenario would probably suggest that there'd be that that rule would probably be changed I mean probably be withdrawn probably be eliminated um and that's also just a crystal ball prediction but with all that stuff floating in the air I doubt that August one doj or doe is going to run down here and start trying to challenge somebody now under the rule someone could claim that they're that they've been uh offended that they've been harmed that they've been some fashion been been affected by our failure to implement the rule I mean that's my obligation to tell you that and they could start a process they could they could file a complaint but that is not
111a instantaneous process that results in an immediate penalty there's a there's a a process of Investigation there's a a complaint process that goes to the district the district then has to deal with that there's a investigation and it winds its way up so I mean I think that the odds of anything happening immediately without you having a chance to take a look at the situation are are slim and so if by some chance Supreme Court should jump in and say no no they had that Authority they passed the rule you all have to comply with it end of discussion we're done if that should happen which I think is an extremely slim possibility if that should happen you still have the chance of saying okay we don't like it but we got to make a
112choice between losing up losing all of our federal funding and not feeding kids if that's what it means or complying with a rule we don't like and then youve got a tough choice to make at that point I'm not saying which way you would go certainly my conservative values are they're in line with what has been said here but that's not my position right now my position is try to advise you legally but I do believe that advising you from a legal perspective the risk that you're incurring should you decide to pass the resolution the legal risk I would believe that it's relatively minimal I I H I have a question so our code of conduct that we just passed says that we say the females go to the female restroom the boys go to
113the boys restroom so irregardless of this we would be out of compliance by virtue of our our code of conduct am I correct I believe you're correct you're right okay so that's a policy that we have so one doesn't supersede the other the resolution they're they're the you say you're not going to change that this resolution says we're not going to change that but we've said today we're not changing it we just voted to not change it agree so the only difference in our policy our code of conduct for our students and this paper is what the I mean we're just we're making a statement by by putting the code code of conduct and we all five just approved it so we made that statement that females you and that we will designate a already
114built established room so technically we have publicly said we're not going to enforce what the president I mean whatever that the new title saying this is our resolution when we pass that conduct I mean it could be considered that but but there there is a difference there's certainly a difference between our code of conduct and our policies and a resolution a resolution is not a change of policy it is not I mean we could do a resolution next week that says something totally opposite to this um the resolutions are more um a a stance as the board that this is how we feel on a certain topic and while you're correct that that partic the bathroom issue is one thing but of course that doesn't address anything with sports it doesn't address overnight accommodations it
115doesn't over address all the other things all the other things I just spoke on a few but it doesn't address all of the other changes to the title 9 UM to Title 9 that is contained within there's also changes to uh I believe it takes it down to a single investigator now so one investigator I was reading a synopsis of it so I can't swear to it but it said like a there's now one investigator that becomes both the judge and jury on on investigating these things there's a lot of other things that these other states have taken issue with so this is more about strictly with the title 9 revisions whereas the code of conduct um today that we were talking about really had to do only with restrooms um and in some ways
116I think that would be I mean I think we would be compliant even though we said girls go to girls and boys go to boys but then we've got an an alternative option which is my understanding we were kind of discussing today having a um yeah an one occup bathroom that either could go in I think that might help us become compliant if we wanted to argue that point but but anyway this this resolution just covers more because it addresses all of the revisions that that have been suggested by the government on Title 9 not just the bathroom the biggest part of our job is policy excuse so Madam chairman let me just say this um I was a federal employee a presidential appointee headed at one of the largest Federal a USDA federal agencies
117in in Florida in the Virgin Islands and I can tell you as Mr Holmes said that these things take years in cases that I mean I was dealing with cases that happened with my predecessors under the George HW Bush Administration I'm not worried about any of that you know I think sometimes it's important that you take the risk in order to get the reward um just a a quick inference um when I served on the P City commission and Mr Holmes was our attorney um we we got continuously letters from the ACLU American civil liberties Union uh telling us to cease and assist our opening prayer and you know we just ignored it and said you're not going to tell us what to do we're going to say the prayer and we did they never
118did anything so you're going to have even if somebody does come up and and says they're grieved or you know by that time this will be resolved and I can tell you that the way I read this current US Supreme Court uh if this goes you know in a case between um the uh the states and the department of Federal Department of Education Department of Justice that there'll be a pretty quick decision I think by this Supreme Court to throw that out now that that's just my non-legal opinion after I would agree I would agree that so you know um rather than belabor this I'm going to make a motion to approve and and we can continue to discuss but let's just get that on the table anyway I'll second the motion all right it's

123was on the consent agenda and there was no discussion during the meeting so future I think it should be a board policy that the workshops are are put put on video I didn't know until i' sent Mr McDaniel an email last week you know saying hey Mike where where's the video and so we don't do workshops and I'm so anyway um our Administrative Assistant has been very gracious in getting me a copy of that okay so um ISS that was issue one the second issue the superintendent passed out um last meeting um the partnership overview with neac which you know seems pretty inclusive and as all you all know um I've been advocating for a change in what the amount of um in monies that we receive for the services that we provide to neac
124now this is all us and the other 14 me member school districts so first of all let me point out the other 14 school districts don't pay anything to NE to pay us for our services I finally after months of uh of of working back and forth with our uh finance department um Mrs odm was able to uh get me a breakdown of the percent of of time and budget spent on neec matters I passed that out to you before the meeting if it's um it's the first page there's been a revision from that um before the meeting um Mr Odum you want to give them a copy um uh gave me an updated copy um that shows that just yeah well it's just he's going to give us the updated onek um okay essentially
125uh the finance department spends I've got another commitment I have to in about about $2,652 in cost for working on Nea finances that we're responsible for administratively our total cost if you you take in Human Resources uh insurance um federal grants budget oversight the whole gamut which is listed on the left hand side of the column here oh I'm sorry Mr superintendent I meant to give you yours you were I got one you got one okay okay um the so essentially um and how this all started this has been going on for years um I guess 20 year whenever the Inception of it was there was the a group of Finance directors from Member districts met and decided what what putam school district should be allocated to uh in funding for doing all of this
126administrative work which number one I find very troubling um and then it's continued from that time with some type of formula that that they base on a number of students or something but I guess you know what I'm saying is that we're currently expending 00 $65,000 minimum I think it's higher than that because we don't have the actual actual U numbers of the employees in the human resource department what their salaries and benefits are and the fact that this does not take into account our overhead for expenses like telephone UT utilities equipment all indirect cost $425,000 a year and so just in the last four years that's a difference of you know over a half million dollars that our taxpayers are paying to support the administrative uh administration of neac that the other 14 districts
127aren't paying a DME for and I'm not saying that's not important this is nothing against what neek does um you know as far as I know from my limited knowledge of all their different programs they are doing a good job and and they work very well with with our our staff and our our and in our schools but there needs to be a change I mean either we're going to have to increase this amount or some other school district can take over you know the administration in the in the finance I mean I think we've been doing it for over 20 years um you know I had a quick conversation uh with the superintendent's predecessor about this and I said because I know her I said how could you let something this H like this
128this happened and you me a superintendent and she replied to me I tried to get it changed then but had no support of the board I don't know who the board members were then but this was back whenever that was it was over eight years ago um I want and so and then the other page here is what we pay in effect for our membership uh it's about $25,000 instructional Services 46,000 you can see the whole list of what we pay total about 3,274 7 $274,700 and then our indirect charges for services we perform for them we we we're paid 125,000 members I can tell you you know I've done a lot of budgets local state federal private sector associations um this is ridiculous honestly and um I I think that you know we've certainly
129done our part in the putam school district over over the last 20 years and it's time either those other districts you know pay their part if if it was you know you divided the 15 districts including us which we do the service but the other 14 districts by the difference in the um the amount that um that it's costing this versus the 125,000 we get it'd be about 20 to $225,000 for each of those other 14 school districts easily they can find that amount of money no problem whatsoever so um I I recommend that you know we and I'm not sure how we would do do this but that the board would direct um the superintendent to them to go back to NE to go to neif and ask them to uh to resolve this
130uh deficiency and funding I have a question question Mr L under the what we pay effect it's membership so the you're saying that the other District's 14 school they don't pay that membership they pay a membership they do pay a membership but they pay nothing towards the administration administrative cost to to basically do all the things that that we do for neac human resources Finance purchasing the whole gam Insurance um you know it's essentially and they're they have 85 or 82 employees it's like another company that we're basically doing all those services for uh and I can tell you in the private sector this this a company wouldn't pay less than a half million dollars for these services so um now earlier we we talked about a the possibility of doing a workshop with NE
131well now are you just saying well what I'm saying is is that I do think we do need a workshop with neac certainly and I think Mr Wagner to ATT test to this to understand better the programs they do specifically that were handed out I mean I can you know read the the information under under the um the instructional Services Program and under our partnership overview and you know it looks very valid to me and I'm sure they do a good job um I just like to understand it better but that separate from the discrepancies in the cost to our district our taxpayers to basically run the administrative side of of the of the the the the northeast Florida Educational Consortium and and if I was a a superintendent or a chairman or a school
132board member of one of those other school districts and they and you came to me and said well you know puton has been doing this for forever you know here's what it's costing them here's what we're paying them would you chip in 25,000 a year to help offset those administrative costs I'd be jumping up and saying up and down say absolutely this you I mean who would not do that anyway that that's what I'm recommending Mr lry would you be um agreeable to maybe join me in meeting with Mr uh Starling and Mr wck yeah I was I thought we were going to do that two weeks ago well I actually offered this at the end of the workshop I actually was talking him I said to meet individually well I didn't have this all
133this information you know I've been waiting for this to get because I wanted actual numbers I didn't want you know guesstimates I wanted to know I thought it would be higher than this but I'm happy to see it's not but that that in itself you know is a bit you know is a plus from the standpoint that the other District if you're in agreement with that I mean I think that would be a good first step before we go any further if you're in agreement uh how about if Susan set up a meeting with NE shave she called app yeah sure yeah so we could um if you'll set that up with them and get Mr ly and according to his calendar and when he effect sh ises that that work for you and I
