I wanted to note we have a link in the agenda to the approved budget, to the proposed budget, I want to note the Legal Budget Committee approved it as it was proposed . 002board for Lake Oswego School District. Speaker: This is a request for action in relation to two separate contracts we intend to enter into in relation to refreshing our student technology devices, the first is with the Apple and this is to purchase their new neo notebooks that we would use in the student devices that our high schools, and the balance of this particular refresh we would be intending to deploy at our middle schools . Both of the values are at amounts that exceed -- We were relying on a cooperative procurement, there was a notice that was published in the Daily Journal of Commerce last Monday by parties that might wish to read comment on our intent to use the contract to provide written comments and by 9 a.m. This morning I received no comments . My
003office has reviewed the records of that contract to make sure it applies with our procurement rules . She reports that it does, so action this evening is authorized entering into a contract with both of these parties. Speaker: Action item, so I will take a motion. Speaker: I moved to authorize the clerk to issue a purchase order for up to $1,632,500 For the technology device partial refresh. 004we did see testimony regarding rental spaces . those were read in time and at the moment but this is just for public record and then for today we received written testimony from the following individuals which is education assistance time. [READING NAMES] we have received requests for in-person testimony. Speaker: Thank you for the chance to speak today. Over the past few months my parents and I have raised concerns and I want to applaud the district's response, you have conducted a public audit and shared the results such as not sending devices home with our elementary students. Most importantly, the district is forming a committee by grade level starting next fall, I want to applaud you all for all the hard work. I've also been heartened by how thoughtfully this board and superintendent have engaged with us, just
005last week the superintendent listened to 40 or 50 of us discuss some of these issues during an evening event that stretched on until almost 9 p.m. That kind of openness and engagement affirms my family's decision to move to Lake Oswego four years ago. My concern is that even a small amount of screen time can have an outsize effect. When I volunteered my daughter's classroom I see the problems in how it changes the way the kids approach . I acknowledge what I'm saying cuts both ways, it makes I ready able to meet a child where they are, my concern is it's pole can crowd out other things and sometimes make everything else in education feel boring by comparison if we aren't deliberate in how we use technology. As you head into summer, I have two specific
006requests. Allow as much parent and guardian participation as possible next fall, and I ask that for the 2026 2027 school year, don't use individual devices as a reward, as free time, or as a default for early finishers. Speaker: Good evening, I'm speaking tonight on behalf of parents responsible for technology. We want to express sincere Gratitude to Doctor Schiele, We recognize managing technology and education is a journey we are navigating together. 008I thought I knew sixth grade math pretty well, this year when I found a math teacher and she taught me the same concept using technology I found I did not know the concepts well so all the time I spent last year was wasted time. I'm not the only student I know who has had this experience. [DISCUSSION] You have the power to help all the students in the school district by doing away with I ready. How do you determine the number of educational assistants at elementary schools? The middle school will be growing for the next three years and with that said I would like
009to thank the board for this classrooms additional spaces in plan, next year we are adding at least 15 new students on top of the current number that we have. Not only are those incoming kindergartners, but they are also transfer students as well yet the district's HR update on today's agenda lists positions at other elementary schools, But it does not include [Inaudible] . we are not asking for special treatment, we are asking for criteria applied consistently across elementary schools, I asked the board to request a clear accounting of how allocations are determined and to ensure the policy as we are growing is not left behind. Speaker: Graduation is such an exciting time of year, we had a graduation on Thursday , it's just such a special time for families to watch kids as they go across the stage and see all the parents beaming with pride and one thing that happened on Thursday, I think
012the piece of the symphony was actually composed by a student and it was a really special piece and I think that was really exciting for everybody We have fifth graders going to middle school, we have those fun activities and there's a lot that happens at the end of the year . There's six finalists in the state of Oregon, four of them came to make a speech . Congratulations to all of our students, especially our seniors who are moving on and that's also a really touching for students and families who get to hear about all the work . We filled the extra pre-K classroom Which is fantastic. We had hundreds of people which we did not anticipate, we had a teacher there who was there , holding a picture of her first class and it was
013amazing And there are students who were there who also had grandchildren, it was amazing. Some people just want to walk the halls and reconnect with friends . we're also doing the visiting session , And they'll continue to do that over the coming months , exciting things happening there. I also got to view capstone presentations which is always so inspiring . I learned about Parkinson's , that was amazing so there is just a lot of fun and when I hear things like our kids aren't learning anymore I wish I could show them to everyone, because students are getting what they need and really striving in their learning. I did a growing up digital last week, there was about 25 parents there and there was a panel discussion so it was nice to have the experts give
014advice to parents, also there were some questions and some people I don't think they had seen my presentation I'd given before based on the questions so I'd encourage everyone to go back and listen for more information. One of the questions was how come private schools don't need assessments quacks ? there's also some accountability that comes in. I also want to touch back on this because we did get feedback where we are not renting the track, that is something districts around us also do, we do charge 130 hours for inside and outside track and Oregon City charges $300 an hour so I'm guessing they're probably not renting because financially it doesn't make sense to do that and they use the track all the time. But if we do have someone who's getting paid for services they
015should have to pay for the rental But we've made the track available on Tuesdays and Thursdays and we're only going to charge people to rent the track but we won't rent inside of the field during that time . We did send out an email, there are three different clubs we have , this was an opportunity to use the track during this time. I'm assuming, but I can check. I'm available for any questions, school is out Friday. Four more days, we can do it! Speaker: The dialog and presentation were great and I hope I get to do other similar events . Speaker: Whereas Lgbtqia plus people in the United States have made, and continue to make, vital contributions to the United States and the world in every aspect including in the field of education, law, health, business, research, economic development, fashion, sports, government , civil rights, and politics. Speaker: Whereas there is a need to focus on efforts that support student and school resources that focus on positive behavioral interventions and resources on school climate that address bullying. Speaker: Lake Oswego school district will celebrate the month of June as pride month . Speaker: I will take a motion. [Voting] next agenda item educational data, Mr. Bailey and Miss Washington. Speaker: We will share student behavior data
017from the safe Oregon reports and internal online bias, the top table shows our safe Oregon reports. Once they are submitted they go to the individual admin teams For us to review. You can see this year the middle school had a lot more than they did last year, high schools went down a little bit but these reports are very useful for us , the table on the right shows The internal bias summaries, you can see we have many more summaries in 2526 of investigation than we did from the online public reporting system which tells us kids are more apt to come to an adult now , so that's actually a positive of them coming to a counselor or an admin or a teacher. Speaker: I want to highlight both the number of students involved in discipline
018and the number of incidents. The first column shows students with at least one discipline incident, K-12, that never increased from 299 students last year to 214 students this year, which means that fewer students overall are involved in discipline incidents compared to last year. That decrease is largely driven by the secondary levels, secondary students with at least one disciplinary incident decreased 253 last year to 144 this year, that was a nice significant decrease, however elementary is moving in the opposite direction, elementary students with at least one discipline incident increase from 46 last year to 70 this year. And we see the same pattern in total incidents, K-12 incidents decreased from 464 last year to 305 this year, but elementary incidents increased from 75 to 160, so the main takeaway is this year's data tells two stories,
019overall discipline is down, especially at the secondary level but elementary discipline is up. Both number of students involved and the total number of incidents. We are also seeing an increase in elementary confirmed bias racism incidents from ten last year to 19 this year. That tells us elementary is where we need to focus, continue prevention, early intervention and consistent adult response . Speaker: We are way down in terms of the percentages, the number significant from last year students within populations is way down . Speaker: The important question is where the incidents are concentrated, that's where this slide tells us the most important overall pattern in the concentration of incidents is among students in special education services. This group represents 38 students, and 71 of the 116 elementary discipline incidents, it doesn't mean we view our students
020as a problem, it means we need to look carefully at the systems around them. Consistency of implementation and whether plans are being used accurately. We also see a higher rate of students experiencing poverty . A rate of 5.9% and 31 total incidents. When we look at race and ethnicity, white students had the highest number of elementary discipline incidents with 44 students and 80 incidents. White students also have the highest number of elementary bias racism incidents with 12 incidents. At the same time, multiracial students have the highest percentage of students with at least one discipline incident at 4.2% representing 23 incidents. That is why we have to look at both numbers and rates, counts show where the greatest number of incidents occurred while percentages help us understand whether any group is experiencing discipline at a higher
021rate. This year's elementary bias and Racism data also deserves attention, elementaries had 19 bias racism incidents overall, so we need to continue teaching expectations, addressing harm where it occurs and ensuring consistent follow up across schools. The elementary takeaway for this year is clear, we need to focus on prevention, consistent adult practices, and stronger support systems before behavior escalates. Questions ? Speaker: Great work as always from your guys's teams, a couple things you've already called out as concerning. I'm wondering, first talking about the increase in incidence at the elementary school level that is particularly alarming to me, and I think something I just heard was that we were talking about kids at the middle school level, they are getting better following rules and expectations and I think there also might be some factors with the deans
022we have on campus and how we are managing that whole system but I think the number middle school level is great, progress there is fantastic but this elementary school number, we've talked at so many different times on so many different topics . In elementary school in particular I heard you say we need to work on setting expectations, but we need our community to work on setting expectations before those kids show up to school because we are responsive, we are reactionary and yes, it's incumbent upon us to try to teach and share values and do all the things that we try to do as a district, but that is not a clear sign that there are bigger issues brewing , that I don't know what is. The other thing I wanted to call out is on
023the secondary student disciplinary incidents, these total numbers represent the totals from the top bars . And then the numbers on the bottom even as they are percentages I'm assuming that those are percentages of total numbers, but then the raw numbers don't aggregate to the total. So if you go to 144, the aggregate number down below does not sum but is that from experiencing poverty? Speaker: For example, the kids in the upper part could also be down below which is why we don't count them twice down below. Speaker: I also am alarmed by these elementary numbers, quite alarmed by them and agree with the conversations we should be having in our community that start at the dining room table, and I am curious -- there's a couple things that stand out to me that I want
024to be really cautious of because I want to make sure that the data doesn't get used against us or particular populations, I will leave it to Miss Washington. When you see the breakdown in individuals experiencing poverty in 504 plans and special education, and you said it, these are our students and there is nothing wrong with anyone's student. The environment in which we set them up for success really matters, I want to implore us -- this is really important data for us to understand and know -- I want to implore the people listening, I do not want these used against us. We do not blame students, every student has a right to be there and can learn and what is our job in helping them be successful? That leads me to some conversations we've had because
025in budget reductions we've had to make changes in behavioral staff and now I'm worried about what that means at our elementary schools because when we look at the population, what helps them be successful? I already Sheer community folks saying not that classroom, I don't want that in my classroom. I don't want this turning into something that just reeks of discrimination, and it makes me very nervous. Speaker: I appreciate that concern, and I think we also need to look at other factors that might be impacting us. The elementary school kids are still coming out of COVID, we are seeing a lot of behavioral issues generally in elementary school, and at the same time we really value creating a culture. I agree 100%, all these kids are our kids, elementary school is an opportunity , to your
026point, to make sure we are teaching behaviors that encourage prevention, how to be kind and treat each other with respect . Speaker: To me, these numbers are alarming. They are particularly alarming not just because of the aggregate size of the numbers, but because of the short relative growth curve of those numbers. So I guess I don't expect you to have the answer but I feel like we have to do something beyond the things that we say when we see these numbers which is you have to do a better job of supporting these students and you have to teach them these values. That's true, we do, but the numbers are going in the wrong direction, so I'm curious when you might have the plan ? What's the magic sauce? And reasonably I don't expect it today,
027but I would like to see actionable material we are going to try this, we're going to try this, and we are going to try this. Speaker: This is a key topic for August when we bring our admins back and this will be a key topic to address for them to see this data as they see it and share their concerns and continue to do the work . Reporting is getting much much better , and they know to call us, I think we both get calls . All those things are happening, and then what are those classroom lessons that can happen? Speaker: I recognize this is numbers and first impressions, when I first saw these numbers I wondered how much of this increased openness and willingness to report versus an increase in claims. We are talking
028about the growth, maybe there are other reasons that are contributing. You mentioned having more conversations and actual reports, I don't think that's a dynamic in the elementary, so that seems more organic but I'd like to get more insight on where they're coming from . Speaker: This is really helpful. Speaker: Again, thank you so much, data driven decision making is what this board has been committed to for a very long time, I also want to echo in another lens from parental roles in this, we heard testimony today like involved parents, I am calling on the parents, conversations at your table, and we can't be the only bad guys. Discipline also happens at home. You have to create expectations that your students come ready to learn, there's a whole bunch of both ands here so I really
029am curious about the intervention being about what's the community dialog we need to be talking about also? Because parents have a piece of this and we need them to take responsibility and have kids come to school ready to learn and knowing how to behave, and they will be quite successful when they do that . We have put it to them to ask if they're interested and also extending [Inaudible] . Speaker: As we negotiate these two things in parallel typically, we sometimes are negotiating classified and unclassified but we will give you whatever this ends up landing will make you whole for those terms . If we extend this and the other non-classified doesn't renew, how does that affect Those me too provisions? Just run another term? Dr. Schiele: Yes, They may say something totally separate, but Since they haven't had the conversation with their people yet, we don't know what that is. Speaker: This is a great testament to the relationship you have with
031our teachers union, I'm grateful for this. It says a lot about all the parties involved. [VOTING] motion carries. Strategic plan update . Speaker: I have handouts, if everyone would take one of each of those. This plan establishes the district S long term priorities for students. As you know, this has been in development for over a year. They moved into a lot of engagement with students, staff, community, surveys, focus groups. What we heard consistently was desire to remain focused on strong academic outcomes, Making sure we compare ourselves to all top districts in the country. In addition to the plan, this is intended to be a piece that will stand the test of time. A living document that we updated at least annually , We do have additional milestones of 1 to 2 years, it doesn't mean
032things will stay static that time. it continues to be a focus . You do have a hard copy draft Of the plan, we have the Superintendents letter, on the right we have an infographic and everything on our website is an image but also HTML version that also ensures it will be translated into all the different languages. the booklet is right here, we also have it out here If you want to look at it online. we also have our equity and sustainability lens plans. The hope is this becomes a part of what we do every day, and not just something that is in the background. The equity lens, this is our belonging language question. Once we adopt the plan, I do have recommended language for all three of these so I want to make sure they
033reflect the new plan . [DISCUSSION] This summer, we referenced the different initiatives , ongoing discussions with committees , the plan will be a center point of that as well. We will take the plan and turn it into action, and with that I would love your feedback on this. Speaker: You said the sustainability lens was referenced in this document ? I just couldn't see it. Aligning our systems references both of them Speaker: When we last talked about this in this meeting we were going forward for community input as well as with our staff meeting , we heard from 11 people as well as the Lake Oswego Sustainability Network, most of the feedback was relevant to the actions and the initiatives and how we call those out. For example, I can flip over to conditions and integrating
034sustainability To recommendations. The other was the district wide staff meeting, a lot of those have the option of either reiterating what was in the draft or choosing more for the most part we saw people reiterating the draft . What kind of tools or resources might we apply to help our students when they are working on their math? they support the idea and they took it a step further, so that was the feedback we heard since the last time. Speaker: I appreciate this, as I understand this is the document you were saying is a living document, so I'm just wondering what kind of a format because I think what I would like to see is not only priorities and what happens to those and which ones we are changing, I'm not sure this particular grid would
035last for five years . Speaker: If you look at the strategic plan, the dashboard would be indicated. Speaker: In the logic model I would say input is staff Grantz, the output what are we buying from those ? And your outcome from that is establishing this thing, everything should be directed. If we can't tie in something here to this, we shouldn't be doing it. So that's what has to get really visible, that measures the outputs and did we get there or not? That thing gets us to this longer term outcome, that's what tells us the story that builds the accountability that we are making the investments to do this thing to get to this outcome and we know it's working or not working and we have to do a shift. Speaker: By having a nice dashboard

We have a strategic plan! [Applause] Northwest housing alternatives property tax. Speaker: We have an exemption to property taxes that we are bringing forward . I've included more details in the packet as well as separate resolutions for each of two properties that we are making the requests for. The important thing is the net impact to our operating budget is less than $2,500 for fiscal year with impact on their operating budgets in taxes they would forego , it's important to note the city already took action in the May 19th meeting to approve resolutions for each of these two separate properties which is the first
037step in the property tax exemption process within the school district , these requests are granted that would achieve the threshold needed to submit the application to the county , they wouldn't have to seek approval from other tax jurisdictions. Summary presentations, I don't know if there's a lot of details in the packet but I will stop here. We've been collecting property taxes on them for a good number of years, they are not really new . Speaker: These are two senior low income housing, there are no students there . [VOTING] Speaker: [DISCUSSION] Motion carries. Mr. Ketzler: Next item I have is an info item in relation to our student technology Device Protection program we have offered for the past several years as a way to spread the risks of students possessing our Chromebooks and iPads , and
038the inherent costs of maintaining those is to replace those that get lost or damaged. In the last year we shared highlights of the program in August in terms of how significantly our costs had increased where our costs for fiscal year we're on a net basis . It was over 200 thousand dollars of extra costs in the district beyond our revenues. I am pleased to say that for this current fiscal year, this is the last slide in the materials . This is preliminary, it's only through the end of May this time we've incurred roughly a $50,000 net loss in the program, Our program in 2526 to break even , recognizing it will incur some costs . One of the things to help achieve that goal with the closer break even is the device protection program from
039$50 to 60, and then also returning the elementary schools to the stay in school device model, it's not where we have the majority of our damage but we do see some damage , especially fifth grade at the elementary stem some of those losses then just keeping them at school minimize the opportunities for accident damages. This was a part of our contract earlier this evening we are also going to be implementing the NEOs at the high schools , they are made with more Solid state than Chromebooks , so we hope that will have positive experiences at the high schools this coming school year and the combination of those three major elements with this program operating close to break even. This is the more significant elements of our program for fiscal year 2627 and this is brought
040forward as a proposal at this time . We're seeking to do this earlier than we have been the last few years for a variety of good reasons in previous years, we have a billing platform with device protection insurance to bring forward a specific proposal in a specific recommendation at our June 26th meeting. I will stop here and see if there are any questions. Speaker: Is there a material difference to the access students will have? So no difference there, I think that's fantastic. Couple of questions about the fees and the numbers, I am concerned with the 20% increase. I know last year I don't remember what that step up was, at that point I feel like the sentiment was a little sharp. I get the numbers are wonky, but I'm concerned about that increase. The questions
041I have are the costs associated with the elementary take home device access we are not getting a lot of damage, we are not getting a lot of lost devices, that's not a big impact . in the past there was a couple things we were bantering around , some of them were great ideas, some of them may be the opportunities were an option, aggregating those leverage there to reduce costs after volume impacted that I believe, at roughly $10 insurance policy if we kept the same numbers set off against our shortfall if we could otherwise keep the numbers the same, that closes that gap pretty well. Is there a way we can get to 5 or 10% instead of 20%? Those are my thoughts. Speaker: We did look at several of their programs, there are some retail
042type businesses over the past number of years their primary reason for existing is offering insurance not just a public schools K-12, but universities And we did explore with Westlund Wilsonville the opportunity for partnerships but they have taken back the elementary classes last year or the year before, just wasn't to scale enough , we don't have enough space within the existing staff to do the repair ourselves , so we'll be adding additional staff . of the three elements of our proposal, the fee proposal is the most aggressive. Especially in the 2425 fiscal Year, more devices have done repairs for us and next year we're going to exhibit more in terms of devices . The increase we had last year was not small . I don't think it would be appreciable, it would initially be entered into
043a our device program which was in 2019, that's the year we finished it. We tried to spread out the timing of our device placement this year was a little bit higher than ideal . I think to your point, that will help minimize the spikes. Fortunately we have funding that pays for the Chromebooks initial cost . [DISCUSSION] Speaker: So maybe for an outcome if you could put together some information that would be important before our next meeting and we can get back to you so we can act next time, does that feel more reasonable? Next agenda item. Budget transfers. Speaker: This is where we are transferring appropriation authority that exists in one line item, or possibly more than one, to another and we have for you this evening a resolution that summarizes and reallocation within the
044general fund , moving funds from our contingency appropriation category to our transfers to other funds, 300 000, I'm hoping we will end up spending less than 300 000, we only have 100 zero zero $0 budget currently. And the item we are not able to get much clarity on, that provides the major funding source for payments we make each year for capital projects fund for the athletic improvements we made back in 21, so that's a significant part of it pure calculus we get to break even , that's something that's real hard to forecast at this point in time but I'm not confident we will be there just yet . Within our grants fund, spending trajectories relates to spending services is a lot higher , recommending a transfer incorporation categories, we've set up 33,000 and our projections
045for fiscal year show all the personnel services. Once you show three appropriation transfers it's rated in the enclosed resolution . [VOTING] All those in favor say I . Next, capital project funds. Speaker: It's not transferring funds from one category to another but it's taking account of conditions that have resulted in more resources and this is in relation to what I proposed last week technically under Oregon local budget law it's approved after adoption of a budget requiring appropriation but its recommended as a good practice so we've done that each time we've had a measure approved after adoption , so following that practice and so we have a resolution, when you look at the included summary of the various impacts in overall budget elements , you will see a big number on the second page of the
046mateials -- materials, 530,000 were the professional Consultants that were necessary as part of our bond sale, the balance is just an increase which becomes the fund balance that will be carried forward . 047budget , two small modifications within the approved budget allowed within local budget laws where after a budget hearing, a school board can make modifications to an approved budget, and in certain instances such as this that doesn't require any type of special notice or hearing in front of the full legal Budget Committee. To actions or adjustments we are requesting is to increase the service appropriation by 130,000, the approved budget was based upon a modeling of conditions that changed until we had to issue slightly more bonds and that did increase our obligation costs compared to the April estimate . We do have a device refresh for staff devices , and because these are both very low dollar value appropriation adjustments and impact tax rates, but because it has no impact on the levies that we're approved the
048legal budget committee and the hearing is not necessary. Looking for a simple motion, it does not require a resolution.
