we will open the RFP process tomorrow with the board selection of the successful firm scheduled for November the anticipated draft report would be expected sometime at the beginning of January 2026 on operation items under the operations section the district seeks approval for programming and schematic design for six elementary schools approval of an RFP that I just referred for our for a transportation radio system and approval for the CB South realignment building addition and renovation project policy items under the policy section I'm bringing forward as the superintendent a second read and adoption of two policies is up for approval policy 313 evaluation of employees and policy 333 professional development lastly under human resources the district is taking more steps to bolster student and special education services several administrative and professional personnel actions related to our pupil

first period of public comment which is agenda items only persons wishing to make public comment were required to register prior to the start of tonight's meeting if current CB students are registered to speak they will be permitted to do so first please note that the first period of public comment is for agenda items only except for our students who may speak about any topic public comment is not intended to be a question and answer session when you begin your comment please indicate which items you are speaking about regarding the minutes that appear on the agenda comment is limited to approval of the minutes not their content if your comments are not about agenda items you will be asked to stop speaking and you'll be permitted to speak during the second period of public comment if
a question is posed the individual may be referred to the superintendent for follow-up when your name is called please approach the podium and begin by stating your name and municipality each speaker is allotted three minutes you'll be asked to cease your comments at three minutes we kindly ask that all comments be directed to the board as a whole rather than to individual members we appreciate your cooperation and maintaining a respectful environment please be considerate of all speakers and their opinions including those that differ from your own thank you for understanding we have a student who is registered so he will be asked to speak first Alberto grass you see oh you had checked that you were a student so then we'll have well then we'll have you actually speak during the second period of public
comment because it's a non agenda item okay thank you Michael Henry hello first like the just thank Hadley Sweeney for being a kind thoughtful and considerate of children with disabilities you know she's not just a kid she's someone a lot of people can learn a lot from all right so I don't know about anyone else but I'm tired about how long this is dragged out the abuse of Jamison that has been a black cloud over this district and over families like mine families who love their kids so much yet don't see enough concern for their safety or a priority placed on getting solutions on the abuse that happened in that classroom my child was in that Jamison classroom where the abuse happened and in fact I almost brought them with me tonight but I decided
I shouldn't have to use them as a prop to get you to do the right thing tonight you could show us all that you do care about these students as always thank you to Jim Pepper for being a great voice for our kids because like me Jim knows it's about these kids if Yanni and Heinemann are actually people who they are and they made themselves very clear that they don't care about these children because they lied for so long they lied to me they lied to everybody else why did Dave testify in August that quote I answered the questions they asked unquote it's another example where he doesn't divulge information why is he phrasing it like that probably for the same reason he never filed a child line report he's incompetent I mean he helped
cover up child abuse in a special needs classroom and competence kind of putting it lightly those two men said they care I wonder when they renewed their certifications for special education if they prioritize these children surely they'd stay up to date on these certs but seems like they weren't the hearing spoke how the police closed their investigation in December and back in December me like all the other parents in that classroom we didn't know anything and this is why I told the police I didn't think anything happened in that classroom because the cops calling me in December was the first time I ever heard about what was going on in there and then for months after that nobody told me the truth Yanni told me it was a personality conflict in February that's two weeks
after he filed a more detailed child line report in January about what happened Heinemann told me it was a personality conflict all springtime they put that teacher back in the classroom in January like what is going on here if you were in my shoes you'd want kids to be protected if I was in your shoes I'd make sure to keep kids safe tonight can be a step in that direction I visited the neighbors United website today which has safe schools in their motto in fact the mission statement says safe environment that protects all students then let's protect all students I'm asking you to please think of these autistic kids that were abused restrained deprived of water kids who now have to carry that emotional baggage every day and they're nonverbal so they can't tell you
about it but I assure you I see it every day and it breaks my heart every day I see the lasting impact that classroom experience has on them I wonder what could possibly be more important than the safety of special needs children this is the opportunity to make a meaningful difference for CB the school district I moved to because I felt it was going to support my kid the best oops turns out it's the school district that last year had several thousands more reports of restraint than the Philadelphia district which is the biggest in the state so in closing please let's do everything we can to protect the autistic children of central bucks all the children of central bucks to those of you who have been here giving us kind words or sympathies or silence
tonight you can give us all actions that will speak volumes let's be the good please don't prove me wrong before the board votes tonight on whether to accept mr. Yanni's resignation the public deserves honesty and full transparency a resignation isn't always what it seems is this a clean break or does it come with strings attached hidden protections payouts or promises that keep taxpayers on the hook we deserve to know exactly what you're being asked to accept could this decision leave the district with continuing financial or legal obligations and what about the terms of his contract are they fully known to the public sitting here and listening and the entire board as you decide tonight are those basic questions that deserve straight answers before you vote at the very least the resignation letter should be made
public or read aloud right here tonight right now before you act the taxpayers have a right to hear exactly what is it being agreed to in their name let's also remember some history much of this community along with members of this very board candidates now running for election and even our local media were outraged by the generous exit package given to the previous superintendent yet that individual left during a turbulent but far less serious time that departure did not involve the kind of allegations we are facing this dish in this district now including allegations of mishandling and possible cover-up of abuse involving nonverbal autistic children and let's not forget you also have another option tonight you can decline the resignation and move forward with termination those two paths are not the same not legally and
not financially a resignation can preserve certain rights or limit the board's ability to challenge future claims while termination gives the district greater control to define the terms and protect taxpayers this is not just a procedural step it's a strategic decision and it determines how much control and leverage the district keeps and how much risk it hands away now this entire board every single member except mr. pepper obviously there's two of you missing here tonight you sit under one political banner it was just mentioned for years you've run together on promises of transparency accountability and protection of the vulnerable yet time and time again those promises have gone unfulfilled from the sunshine act case that you quietly settled to going through three solicitors to the endless delays that led us here it's been a year since
this started this board has failed to live up to the values that you campaign on so let's finally see some transparency each one of you owes this community and especially the parents of our most vulnerable students including the nonverbal autistic ones a clear explanation for your rationale and your vote tonight and you Daniel Kim Ikata the only board member currently running for re-election voters deserve to hear your voice silence is not leadership if you again choose to remain silent as you have through this entire process then you do not deserve another four years on this board tonight is about more than accepting a resignation it's about integrity accountability and whether you are protecting the district or protecting yourselves this is not a routine vote it's a legal and strategic choice that will decide how much
leverage this district retains and how much it gives away terminate next on our agenda item is approval of the school board minute meeting minutes from September 18th 2025 so moved second moved by mr. pepper seconded by miss Reynolds this was the meeting that you yeah you held okay I just want to make sure before I voted on so don't I want to confirm I wasn't there can I all in favor of approval any of any opposed and I abstain I was not present for that meeting the motion passes then six zero with one abstention that brings us to our school board reports education committee miss Foley okay the education committee met last week and unfortunately we did not have all committees board members present for a quorum so we were unable to advance items to
the full board for review with the committee's recommendation and as a result dr. Malone is bringing forward tonight's agenda items for a vote approved for the courses of study for we've got modern world history AP psychology AP US history AP psycho I'm sorry AP US I said AP US history media one media to media three as well as media practicum recommendation for approval tonight is the SRSD training and resources SRSD stands for self regulated strategy development and it's specific to a K through 12 writing method for our staff and our students here in CB also discussed was a fifth grade exploratory trip to Harrisburg our K through 12 social studies supervisor Chris Johnson gave us a presentation on what that field trip may look like with the intent to hopefully allow for the entire fifth
grade across the district to travel to the state capital our exploratory trip is scheduled for either a date in January or February yet to be determined it would include a tour of the capital meetings with representatives and a visit to the Civil War Museum the State Museum or the PA farm show we had an information to information items on the agenda this month that was one of them the second was our Roxy reader program our Roxy therapy dogs board members Stacey Peterson Amy Bach and Josh Isaacson shared an update on the Roxy program which is service CB free of charge for over 20 years they discussed increasing the Roxy program into sporting events as well as other school events our next meeting is scheduled for November 6 of this year thank you miss Foley we
did not have a policy committee meeting since our last general board meeting our next meeting for policy is November 13 November 13 thank you miss Arnold that's 6 p.m. Finance and Operations Committee update mr. Herring thank you miss Gibson the Finance and Operations Committee met on October 16th the last meeting let's see last thing you know I'm sorry it was on October 9th I'm sorry we had the same diehard fan in attendance there was one person in the audience and you know who you are we had 17 operational support services items that dr. Malone had mentioned that are being brought to tonight's agenda to vote on and there were three business items for review on tonight's agenda as well so hefty agenda their items discussed our next meeting is scheduled on November 13th thank you
mr. Herring and an update from the Bucks County Intermediate Unit from miss Foley the Bucks County Intermediate Unit has not yet met this month their meeting is scheduled for next Tuesday October 21st at 7 p.m. thank you and then an update from middle bucks Institute of Technology for miss Smith I thought I might just focus tonight on the middle box open house which is next month in November on November 20th from 6 to 8 p.m. this is open to anyone in the community but especially kind of tailored to seventh eighth ninth graders if you have a student in any of those grades I would even say a sixth grader like get them out to MBIT and let them see what the school is and what opportunities they may have there I assure you that you
all have a great time it's a really fascinating building we're lucky to have such a state-of-the-art facility for our kids and going there and seeing it is really the best way to get kids thinking that maybe that's something that they might want to attend in their future thank you miss Smith I echo those sentiments completely MBIT is a great place and if you haven't been even if you don't have current students check it out see what they have to offer it's a really great opportunity that brings us to 6a do I have a motion to accept the resignation of dr. Steven Yanni so moved move by mr. Herring do I have a second motion fails for want of a second do I have a motion to approve the termination of dr. Steven Yanni in accordance
with and for the reasons found in the attendant adjudication so moved moved by miss Reynolds seconded by mr. Kim Akati Kim Akata and we will do a roll call vote for this yes no but I'd like to just make a statement if the board's intention was to not have dr. Yanni as our superintendent then approving his resignation assures that terminating him opens the possibility that directs or the district may have to reinstate him if he decides to sue and wins so I made a motion to vote on his resignation and would have it voted a to accept it if it was approved yes abstain yes yes and I respectfully disagree with mr. Herring I believe termination is the route that limits our exposure as a district wholeheartedly and fully support this vote me you can't
hear me I'm sorry I thought I was speaking oh she's just telling me I was gonna call the vote but I just needed to know what the number was it might be helpful if you if you read off the people who voted yes and no no problem miss Foley mr. Kim Akata miss Reynolds miss Smith and I voted for termination for five in favor of termination mr. Herring voted no against termination and mr. pepper abstained from termination so with five votes in favor of termination the vote or the motion passes can I get a motion to approve the termination of David Heineman in accordance with and for the reasons found in the attendant adjudication moved by miss Foley seconded by miss Smith any I should have asked for comments last time I apologize I did
not any comments on this before you go this also will be a roll call vote yes yes yes abstain yes yes yes motion carries with six in favor and one abstention and for finance mr. 038not intended to be a question and answer session if a question is posed the individual may be referred to the superintendent for a follow-up when your name is called please approach the podium and begin by stating your name and municipality each speaker is allotted three minutes you will be asked to cease your comments at three minutes we kindly ask that all comments be directed to the board as a whole rather than to individual members we appreciate your cooperation and maintaining a respectful environment please be considerate of all speakers and their opinions including those that differ from your own thank you for your understanding our first speaker during this period of comment is miss Christine Figueroa first of all I want to thank the football players for being here thank you all for this opportunity to
speak my name is Christine Figueroa I live in Buckingham Township I'm the proud mother of four students who attend CB East my son Magnus plays football at CB East and I'm up here to express my deepest gratitude profound profound love and respect for our beloved coach moose as we understand that coach moose was forced to offer his resignation on Monday following comments that were perhaps slightly inappropriate but by no means justifying resignation by this beloved coach who has served this community for many many years I stand here today to tell you that we have a huge community of parents students past students families community members who love and respect this man and this program he has brought to our boys a sense of honor of respect of commitment he has created responsible respectable student athletes
who stand and give their time to our schools to our community through volunteer service through commitment through honor this man does not deserve this kind of treatment and I'm here to respectfully let you all know that we're a community who's going to defend him okay he does not deserve anything but respect from us so anyone who's not in support of this man can have no other reason for this but a political motivation and I encourage every family in this community to stand up and support him if anyone wants to reach out to me please do so DM me or again my name is Christine Figueroa you can reach me in Buckingham my phone number is 484-802-5030 I have signs if anyone would like to put them out in their yards and we have meetings coming
up in support of this wonderful man okay and I encourage every member of this community to come out get out and vote on Tuesday November 4th vote Republican and get politics out of our school district please thank you all so much for this opportunity we love you moose my name is Brandy Traber from Warwick Township I'm here not only as a parent of two CBEs football players but as someone who has been part of this district community for more than 15 years I've seen firsthand the positive influence this district can have on our children which makes it all the more painful to be here tonight expressing my deep disappointment and heartbreak over the recent dismissal of CBEs football coach Mike Mooseburger this past Monday dr. Walters requested coach Moose's resignation without what appeared to be
a full and thorough investigation into the circumstance this request felt rushed and too many in the CBEs community it feels like the wrong decision was made in haste I've known coach Moose for seven years and in that time I've watched him become one of the most influential figures in my children's lives and in the lives of so many young men who have come through the CBEs football program he is far more than a coach he is a mentor a steady presence and for many players the only adult they felt safe turning to he has answered phone calls in the middle of the night from players in crisis kids experiencing panic attacks depression and moments of complete hopelessness I've witnessed this personally when my own two sons leaned on him in some of their darkest moments
coach Moose was there at all hours of the night without hesitation that's who he is day after day for every player who needs him he's continued to support former players long after graduation proving his commitment to their well-being extends far beyond the football field in a time when mental health is a crisis across our country coach Moose has been one of the few consistent compassionate and dependable adults in these young man's lives and now that support has been taken away this decision has left an entire team some of who are here tonight and a community heartbroken and confused for these boys losing coach Moose wasn't just losing a coach it was losing the one person they believed they would always have in their corner the emotional impact of this decision runs deep it doesn't just
affect a football program it affects lives it affects the mental and emotional stability of students who are already struggling please as leaders responsible for the well-being of our students take into account the profound human side of this decision these boys are hurting and they need to see that the adults leading this district care enough to help them thank you for your time and for listening Alberto Graziosi My name is Alberto Graziosi. I live in Buckingham Township. I have one son who goes to the Central Bucks East and he plays football. I know coach Mooseberger for many years. I went to school with him. He played football. He's a man's man. He watches out for the kids. We sign as parents permission for them kids to play football. He's with them three hours every day with
practice. We give him the permission one hour every Friday he is their guardian their protector for that one hour he is the first one on the field the last one off the field when there's a person hurt he's the first one on there the last one off the field he makes sure everybody is protected we are parents we expect that from him and that's what he does besides football he is a man he protects the kids that's what we're here for so what he got a little loud at a game you're gonna crucify him for that if you had kids and they're playing if something was wrong you're not gonna stick up warm I know I am let me ask the parents every day of the week twice on Sunday so you don't do this
to this man he is a good man he has a incredible man the kids love him they respect him don't do this to him if you do this to him that's the most crucial father thing you can do he is a man and a good hearted man like everybody else said about him it's above and beyond just look past this let him do his dues let him get past it do an apology and that's it I know he said some stuff it's hurtful but he's an emotional coach that's what he does he gets behind the kids he's emotional and you know that's what the kids look forward to when they come off the field if they do some wrong he brings him over pats him on the head talks to him get right back in
he keeps support and support no matter what they do you look at the gentleman right now Mike Carroll what do you do for that young man he plays for Alabama Alabama University he starts for so what kind of coach is Moose Moose burger to do that to put a kid from here in central buck school district in the University of Alabama as a freshman start as a freshman he starts that's the kind of respect he has for his kids and that's the kind of respect all these kids have for him and that's what they try for thank you for your patience are there any board members that wish to make any comments at this time I take no pleasure in what happened this evening it was bizarrely 11 months to the day that every single
administrator that was involved with this issue was given notice that my son was being abused in that classroom and every single one of those administrators lied and covered up that abuse I invite everyone to read the hearing officer's opinion about mr. Heineman and mr. Yanni read through it and see how many times in mr. Yanni's opinion where the hearing officer uses the word incredible or incredibly not incredible as in that was an incredible milkshake incredible in that dr. Yanni's or mr. Yanni's testimony was not credible that was the hearing officer's opinion and it is mine this is not over for my family this will be I'm looking at my son's a wonderful occupational therapist right now who is an angel this will be with us forever forever it was without question the right thing to
do to terminate both of these men and I look back at that list of people that knew that my boy and those three other defenseless children were being abused and did nothing and I wonder where is the accountability for them Nadine Garvin retired Christine Trewinsky retired the friling issue is very complicated but at least he told the truth at the end of the day Alyssa Wright Katie Visas work again centennial thank you Abe Lukaba thank you so much for your consideration you're concerned about what happened to my son this has consumed my life much more importantly it is consumed my family's life there are ghouls amongst us who think it's funny to stalk my family because of this most people here in this district are very good people not good people very good people and
it was heartening tonight to see our wonderful students and our wonderful art teachers out and the boys from the football team out supporting their coach that's what the community should be about good things but what this incident uncovered community was a darkness I did not think was possible existed I can't believe it happened and the interesting thing here is and I complimented mr. Amuso in absentia I'll compliment him in person he did a wonderful job putting this all together and mrs. Rossi as well and I compliment them again this evening thank you and as mr. Amuso knows this has not been worked up completely there are still things we do not know happened in that classroom we still do not know what these group of people including members of the teachers union said about what
happened in that classroom I can speculate but I'm not going to do that because I am going to find out there's a character from Breaking Bad named Mike Ehrman trout and it's one of my favorite scenes he said no half measures there will be no half measures and holding these people accountable that I promise you and I'm not threatening violence like I get I'm talking through the courts no half measures and I want to thank the four board members up here who did the right thing out of the gate mr. Kim Akata mrs. Reynolds mrs. Foley and mrs. Gibson 11 months 11 months we knew everything we needed to know in January to put these people out and the investigation that the district conducted into what happened from I guess it was February onwards to
May I mean that's a book unto itself the solicitor was involved in this not mr. Amuso and his law firm it is unbelievable what happened here I you know I was talking to a buddy of mine from Chicago about this and he's a dear friend and I'm telling him the story and I sound crazy but he knows me we've worked together for many years and he knows I'm not making it up because the interesting thing about this it's all in paper it's all papered up and that entire charade that they were legally entitled to back in August was 100% gas lighting and I thank the board for seeing through the gas lighting and I thank the hearing officer for seeing through the gas lighting and closing this particular chapter but the book moves on and
as Mike knows this book will never end for us we had a tough hand dealt to us as parents but we're big boys and the mothers of our children are big girls our children that they were subjected to this once again it's unbelievable and I pray that there is a fulsome report done in the paper to allow people to fully comprehend what happened here so there is no mistake about this this is the worst case of child abuse in history and it is the best documented case of child abuse in history and oh by the way every single person that knew about it covered it up it beggars belief I will never let this go and any parent you know I asked myself as a Christian man if someone wrongs me I am obligated to
forgive them you didn't wrong me do I care that Steve Yonnie lied to me or Dave Heinemann lied to me or Alyssa Wright lied to me or Katie Veiss lied to me or Rob Freiling lied to me do I care I'm a lawyer people lied to me for a living but to do it to my boy I'll never let that go I will hold that very close to my last breath the Irish hold grudges and I'm as Irish as it gets and there will be no half measures here thank you do any other board members wish to make any other comments this evening with that our meeting is adjourned or do we have a motion to adjourn so moved and the next meeting my computer went off is November 20th is that right all right
