All right, looks like uh we're one past six and everybody's here. So, we can begin the policy and curriculum committee meeting for June 8th. We've got some policy items to consider for revision. Um we're revisiting again policy 004 membership. Um and I was not in favor of bringing it back down here. So, I'm just mostly going to be listening. I've been giving it a lot of thought and I might actually, you know, I I don't know how anybody will even feel about this. It might not even Yeah, I actually like the idea of the president choosing first. I think that a president is chosen by the majority. The majority are chosen by the majority when people go out to vote. And a president to me with the help of the superintendent know a little bit

more the need and qualifications of people. So, um I mean I actually like the idea of B being A because I like to think that our president is equipped to make those kind of decisions and with the you know I I think that the superintendent and the president working together make a really great team in that aspect. So that was just me. Um, >> so let me question that. You're you're saying that you're in favor of the president um bringing a name to the board that has never been maybe even presented to the board. There's no no discussion about who this person might be or he just puts a name on the table and we're going to vote for that person or not provoke. >> Fair enough. Fair enough. Um, okay. So maybe not that

and I don't know how we could revise the wording but in the instance that we did have so the the instance that we had had um Aaron was already part of this group Aaron was already known by everyone. So, in my opinion, with something like this, it totally makes sense for the president to be able to say, "Hey, um, we have this person." Well, we all know. Um, but I understand what you mean. Like, >> well, I want to know on the board, so that's history as far as I'm concerned. I guess my question is what is the process going to be when a name is brought to the table >> in terms of how are we going to >> if it's a name that we don't know or we person we don't know >>

then how do we know whether or not to vote because we don't have any information about that particular person >> fair enough um yeah I mean I guess that would be something to really talk about um just like with any business usually the owner is the one that is making the decisions on that aspect. So that's that's how I see this like yes we all are part of this board and we all vote but at this end of the day I do feel like the president and the superintendent are more in the know of what's going on. Um so I I mean I know what you mean. Um the thing with a sometimes I feel like it's going to be a lot to muddle through that, you know, we're all volunteers and we all get

so much time already that if we get 10 applications, are we all really going to interview? Are all of us going to be at 10 interviews that it's like uh >> we're not going to get 10 applications. >> But I mean, when you were talking about the business, >> even if somebody's applying for a job at a business, they have an application. So yeah. So yeah, the boss is going to make the decision, but they have some information to to >> Yeah. >> But again, I I guess I'm just in this we're in this weird place where like if you are in a business and you had to lay people off, but you knew that you didn't want to lay Johnny off, but you just couldn't afford it. So Bill said, "You know what? I'm

going to retire. Why don't you ask Johnny to get back on board?" Like that's where I'm at. that it's like to me it just totally makes sense that if we know somebody who is totally capable already um that I feel like we can give the president. So that's why I don't like this like a and make it so straightforward to for me thing. I don't know >> I think it it wasn't supposed to be an A or B thing. Correct. It was just that option >> be should have been part of the whole process. Right. >> Right. >> That is that what we were saying previously. >> But right now what we're Yeah. I think it was really I mean from the previous committee I think it was intended as a or right but the

but that the collection what was not an or was the collection of that was a guarantee the way the the the one that the policy version that went for first reading the guarantee is that it would be posted and we'd accept accept applications and then there was the or process for how a nomination would be made um and again that that gets you I said this last time I think the benefit to that where it provides for the ultimate level of efficiency that is the minimum standard or B standard provided by law but it also would have had we all would have had a list of people interested because it would have been posted and and those would have been collected by uh from my office essentially um so that's that is the version that

was sent to this but I do think it was an or as far as how we get to um the nomination in that version we We had talked. I went back to listen to it to make sure I had it right. One point put the word in there and then we transferred that to option A, option B. That's how I interpreted the discussion. I mean, of course, it would be changed. I know we took the word ore out but I think it would have functioned as an or given that a >> that's what option a essentially options but or >> but that but the or was after applica applications came in >> applications would have been accepted beginning the way that policy read and we would have implemented as administration is at the moment that

we get notified even before any board approval we would put up an anticipated board vacancy and start accepting applications. So people would have the opportunity to indicate that they were interested in that vacancy immediately. Even if in theory the board member then um rescended that resignation before it got approved by the board, we still would have had applicants knowing who was interested potent. I mean assuming applicants existed, right? >> Um and then that helps stay within the timeline where we're not pushing up against the concern that nobody would be chosen by the board. and then um it would have to go to the judicial process. >> Um I think that it's different than a business because this board is a group of publicly elected officials. Um so there is that um involvement of the residents

of the school district in choosing who serves um which is really really different than how people are hired to work at a business. Um, and I think it's important to um keep that in the public sphere. Um, and then also um just procedurally, Reeba, when we have appointed somebody in the past when we've had a group of applicants, the interviews happen at a public board meeting. So everybody's there. All of the interested applicants are there and the entire board is there and interviews them at that time and then somebody has made a motion for a person and then they get a majority moves forward. If not keep at it. So that's how it's procedurally how it's done and it's worked a number of times. It's really like the flexibility of if we have somebody who's

very capable and the president has, you know, talked to the superintendent about it and they're both like, you know what, that person is really capable. let's let's bring this thing board which is basically what we did. Um rather than go I mean I get that there's we've always done it this way like those feelings of like that's the way we've always done it. Uh but always is always until we try something different. >> It's transparent though which is I I'm not really concerned about that we've always done it that way. I I like the transparency. Well, and the transparency is and the like we submit I mean we send it out to the community with the cooler tracks and the and the agenda so that the community does know you know like we're not a

board of nine and that was a surprise to the board and also I don't think we should be really talking about what happened in one particular instance. I think we should be building a policy for transparency in every >> and I want to build a policy that is geared towards flexibility and you know I I do believe we're transparent um even with the ability to be flexible. though in my opinion having this policy where we do have the we we can have applicants and that would be great if you know but we also have the flexibility of and I'm just bringing it up because that that happened um the flexibility of the president of the school board bringing it like he's not filling the position he's still seeking votes the votes aren't there. It's not

going to happen. Um I mean >> in an open meeting with full transparency. >> And I guess if we wanted to add one more step to it, we could even add that like we will bring it up first at a committee meeting um if we're going to fill something before an actual vote for um at the board meeting. I mean, if we want more time to digest what has happened or what, you know, a new candidate um rather than the board needs to vote on it though, >> Right. But if we we have like a pseudo meeting beforehand with like this is what we're thinking of. Do we bring this candidate before the full board >> and then okay, >> you know, >> well then um why limit it to the president then? Why not

limit it to anybody else who's on the board who thinks they have a viable candidate? >> I love it. I love it. I'm all for it. >> Is that okay? >> I said that from the beginning. I only narrow it. I only narrowed it down because I thought it would make it cleaner for you. >> I don't care that it is if it is the president. I meant you as in just as in people who didn't not you specifically, >> but I don't care if it's anyone else. >> Yeah. And no, no offense to the superintendent, but we picked the board. I mean, I know we're going to ask for your important ones, you know, we have a candidate in mind, >> but >> Yeah. Yeah. Yeah. >> Yeah. There. I mean, and just to

that point, you know, I've been fortunate the last two times we've had different processes and got great board members out of those processes. Um, I did know both board members going into it. the previous experience there was one or two candidates who were very good who I didn't know you know going into the process but they were well known in the community I just didn't know for whatever reason um so and just there there are parts of the community that might want to be represented that are outside of the superintendent's perview just because if you don't have a kid currently going to school or heavily involved I may not know the right people right >> like that issue is I think you still need to have an application put in so we know something about

the person, >> right? >> And I and if you have somebody who's in mind, you're going to tell them to fill that out immediately, right? Doesn't that make sense? >> Yeah. So we are we okay with the um submitting an application and then nominations that can be made submitting an application if if you're if you are going to be presented to the board to be voted on. I've got no qualms with saying you got to fill out this application before you come to see like that's pretty simple. >> Yeah. >> But what what I am trying to avoid is is a process. What I'm trying to not necessarily avoid what I'm trying what I've been trying to ensure that happens is that we don't a future board it's probably not going to be us doesn't

get bogged down in a long drawn out process if they don't need to be there needs to be some sort of discretion and that to me can and and that discretion is still a discretion of the majority votes >> I have no problem though if one person gets brought forward and they just have to submit an application before you debate them so that everybody I don't know if I could maybe offer another perspective here which I think might be somewhat getting overlooked the other idea here the concept is to to offer this and again we could we can talk about something that actually I think something that actually happened has value because it's not this theoretical thing which you know may or may not we're going to Hey, look, this is a real thing. We

experienced it. So, it's therefore valid, my mind should be in everybody else's mind. So, to that and what I have a problem with is if we have a situation where for all practical purposes, it's very clear as to how things will proceed to call a process transparent. It's probably more accurate to call it a charade if we're going, "Hey, we're gonna make you do all this. You're going through all this stuff when when there's no chance of an outcome occurring." So, so it's it's I mean, I get it. I get the idea like the idea is transparency, but if you look at all situations, it doesn't work out to be transparency in all situations. It can work out to be the opposite. It can be it can work out to be putting people on a

hamster wheel for no reason. And I I think that's actually I think that's actually wrong. So that's my push back on this. I don't think a formal process that involves, you know, what we want to call transparency, which is is literally not going to end in anything other than the person going through this process. It I don't think that's fair. So that's where I stand on this. That's my biggest push back. All I'm saying is if if you if you brought somebody before the board and said I think this person should be nominated and I'm like I don't know if >> I'm not argue with what you just said earlier the exchange. I was just making that clear statement. >> I don't >> I'm not arguing with what your your prior I'm not pushing back

against what you said. >> You're not pushing back on somebody having >> I'm not pushing back. >> Oh, you're okay with the application? >> No, not at all. Yeah, I'm okay with you. That's fine. to have the application is absolutely >> that's why I wanted to start immediately >> right >> so that >> that's that's why I want that process to start immediately among once you get that resignation that way that can start and yes I mean I would agree that if I'm not if any nine one of nine has somebody they think is and they just want to bring them forward have an application in hand that's a I can't say that's oh that's a bad thing and how do we have to do we have to like post names >> well so we

either would have to post names for if board members are recommending someone >> given that scenario. So I mean we if we don't have 24 hours if we don't have a name to put on the agenda no less than 24 hours before board meeting then we have to have a vote at the top of the meeting to add something to the agenda. Everyone votes for that then there's an opportunity to add something to the agenda. So based on conversation, how is this language where the previous option B number four um was any member of the board shall have the authority at any time to make a motion for a candidate to fill the vacant board position. Anyone recommended by a board member shall have an application file with the superintendent's office no less than 24

hours before the board. So it it basically gives the board the authority to eliminate the interview process if necessary, right? But we would but everybody would have to have an application on file and that way it gives us 24 hours. We'd have a name on an agenda. Everybody on the board would have their applications at the minimum. The application is a part of the GR. It's part of the process. So it provides that flexibility, but everyone would then be able to know who filed an application, >> right? >> And Jim would, you know, I'm gonna speak for Jim. we tried to something of that nature. If somebody if we didn't have that information 24 in advance, he would block at it. Even though there is a legal process to get to that, he would not

>> he would advise us against that because it is >> I think that's fair enough. I think >> even before >> but 24 hours is the is the legal standard to host something >> that would be >> but yes like it gives us the flexibility that we don't have to send this out to the whole community and wait and wait and wait but you know if you have somebody that you're like this person would be ideal and they're willing um >> but if it goes the other way and there is a then that's okay too >> right that's okay too it can go that Okay. But the nine members that are sitting here at that time should be the ones that >> right >> decide that. >> So is is the committee satisfied with that

general language in replace of where four was? Any member can make a motion? But we want an application on anybody disagree with that. Don't disagree with it. But can you read it once more the way it's going to be written? Any member of the board shall have the authority at any time to make a motion for a candidate to fill the vacant board position. Anyone recommended by a board member shall have an application on file with the superintendent's office no less than 24 hours before the voting meeting. >> Okay. And then you're going to take out that option B. >> That's going to replace that. That will replace it's not really an option. It's just a Yeah, it's number four. >> Replace that with >> with what I Yeah. What I see >> item four

and then your statement. Good. So, do we want to move this to the board like that or we want to >> listen to this committee which is almost everyone. It sounds like everyone's in agreement that this >> all right. >> We spent so much time on this policy here. Can I go to motion? So, >> all in favor say I. I. >> I. All right. And then that brings us June and July. >> It's a policy of 140 charter schools. This policy was adopted by PSDA due to a court case regarding transportation to the outcome of that court case found that a school district must transport charter school students held that transportation does not have to be identical to how school district students transport. So that that's the that was the impetus for this change.

However, there were similar language changes as well as I stated the last meeting. I think what happened at some point there was a previous policy guide. This last updated they revised 2013. So there were a couple other things that changed over the years. So what I did was align the language with the current PSP policy guide. Um that's why you'll see the first purpose, what's stricken there, what's strict under authority, just some some uh language changes that occur throughout the years. >> And from the transportation standpoint, this aligns with our current practice. It's no change. It's just uh reinforced through this new interpretation of legal precedent. It perfectly lines with our current practices. As you recall, much of what is stricken or changed is specifically related to when a charter school applies to the board

to open a charter school with the community. You know, and honestly, when that happens, that's an immediate solicitor gets heavily involved with their attorneys because that's a very very specific legal process. So, um the policy governs that, but that would be directed very much by the solution. Any questions on that? Any feedback? No. Can I get a motion to 140 charter school to the pool board? >> All in favor say I. >> I. Policy 140. Move to the pool board. And that brings us to policy 810 transportation. >> This is the identical issue. So this is our policy regarding the transportation for our students. Um there's simply a line and this also students and how the transportation does not have to be identical to what our students receive. That's the only change in this level.

back on that one. Okay. Can I get a motion for policy 800 from the pool board? >> All in favor say I. >> I. >> Uh that brings us to policy 332 working period. Very simple change simply state law is mentioned now in this policy resour any questions. students at all. >> Looking for a motion 332 to the full board. >> Approved. >> All in favor say I. >> I. >> And then that brings us to policy 619, district audit. The main piece with this, the Pennsylvania Auditor General's office historically had had a take in the auditing procedures. However, that is no longer the case. It's Pennsylvania Department of Education that oversees the audits and determines how they're done. We also have our own auditing system that we are mandated to have, but one is

stricken deals with the auditor general's office, which no longer is the case. Pennsylvania like you stated it's Pennsylvania of education's responsibility and jurisdiction questions on that. Okay. A motion to move 619 to the full board. >> Motion. >> All in favor say I. I. Policy 619 the full board. And that's that runs through gun to a journ. All >> in favor say >> I know which policies you need to know and direct stuff like >> the um yeah that that comes from the PSBA. So the PSBA services are our you know the guidance for this. So >> they will send they will send updates you know what what they will see as far as some of my summaries comes directly from >> um so but 75 80%'s legal legal whether it's a new case that

occurred like that's what happened with the charter school transportation court case sometimes it's changes in school code um really those are two biggest things whe it's a change in state law or some court case that occurred is what triggers changes. Sometimes just the language that they update also. So we we try to stay in line with their policy guides that they provide and we'll go back through and look at the adaptations that they suggest. >> Well, thank you for staying on top. Yeah, >> this is just a reminder. We we're unable to share now with beginning July one more docs will transition over to a PSBA hosted site. So nothing else nothing will change in terms of our policies except for how we access them. But we really can't do a demo on that until

July one operation. So that change. Is there any indication? Have you heard at all about the uh movement of the statewide bell to bell? It's happening. It passed the house, the senate. >> It definitely I mean it happened in the the house passed it last week, I think, and then um the senate will sometime in the next month and but it will likely go into effect for 2017. Okay. All right. That was Hey, I'd like to call tonight's facilities extracurricular committee meeting to order. First up on the agenda under extracurricular, our spring sports review. Suga, thank you very much. So, school year complete, spring season complete. So, we go through our spring sports and a very successful uh spring season. So, just to highlight uh what what all of our teams did uh this spring.

So, we're going to start off with our boys volleyball team, we have our head coach, Eric Fleming, coming back for his second season and assistant coach uh first season on the helm, Chris Simmons, right down the uh right down the hallway from my office. So, it was really good to get uh Mr. Simmons on the coaching staff there. Uh 11 high school participants this year in the regular season. We finished six and four in Burks Division 2 for a third place finish and 8-9 overall. We qualified for the Burks County tournament. We lost to Governor Mifflin in the quarterfinal round uh three games to none. We also qualified for the district three team tournament. We lost to Skooko Valley 3-0 in the first round of the District 3 tournament. Uh this postseason we had Liam

Zotter, a senior be recognized for Burks Division Burks Division 2 honorable mention. this boys volleyball team this year. They tied for the most wins in program history. Uh they also had eight wins in 2019, the first time in Brooks County playoffs since 2019 and the first time in program history qualifying for district 3 playoffs. So congratulations to our coaches, to our student athletes there. So a lot to build on there. Very, very proud of what our boys volleyball team did this year. Our boys tennis team, uh, coach Lanne Reert, uh, was our head coach this year, assistant coaches Brian Chris and Dale Reppert, and volunteer coaches or Müller. We had 14 boys on the team this year. They finished six and two in Burks 2 for third place finish in the division, nine and four

overall. They also qualified for the Burks County team uh, tournament. They lost to Conrad Wiser in the quarterfinal round 3-0. And they also qualified for the District 3 2A uh, team tournament. They lost to York Catholic 5-0 in the opening round of the District 3 tournament. Uh the postseason recognition this year, we had senior David Newanwander named Burks all division two teams. >> Andrew. Andrew. Andrew. >> Andrew. Oh my goodness. Junior. >> You saw David. >> Yeah. Saw David. It's very >> Oh my god. >> All right. Hey. >> And he's a junior. Thank you. >> Okay, we had Ashton Bitner. I have the right bitner there. Um, senior Burks Division 2 honorable mention Dylan Herzog. Uh, he was uh made it to the was a finalist in the flight BCIA singles tournament and the

doubles team of Ashton Bitner and Isaac Wood. Uh, they qualified for the District 3 2A doubles tournament. Congratulations to our boys tennis team this year. And for our baseball team, we had head coach Tim Mertz coming back again. High school assistant coaches this year were Schaffer, Trevor Greenwalt, uh middle school coaches Seth Hefner and Andrew Shanley. And we have our volunteer coaches at the high school level, Rob Howard, Matt Remick, and George Cherry. We had 14 players on the high school team this year, 25 players on the middle school team. And during the regular season, our high school team, they finished eight and three in Burks four for a second place finish. Uh battled Oie all the way to the end of the season for a division championship. Um unfortunately weren't weren't able to secure

it. And then we finished 14-9 overall. We lost to Wilson in the Burks County quarterfinal 13-3. And then in district 3 3A, uh we were semi-finalist this year. In the quarterfinal round, we hosted Y missing and we beat them six to one and then lost to Bermudan Springs six to one at their place in the district three semifinals. And then postseason recognition this year for baseball players, senior Chris Burkstrom was named to the old division four team along with senior Kaden Caret and sophomore Ryan Walters. Burk's division four honorable mention. This year we had sophomore Dominic Nol, junior Elliot Nudson, senior Chase Scheler, and senior Robbie A. So, congratulations to our baseball team. Softball this year, we have Kevin Conrad back as our head coach with assistant coaches. Staff remain remaining the same, Stacy Cresley

and Ashley the Donut. Donat um actually Ashley Morris now. She just got married. Volunteer coaches Megan Conrad, Megan Donat, and Cayla Fritz. And our middle school head coach this year was Win Grace along with our assistant coach Megan Moan. We had 14 players at the high school level, 16 at the middle school level. They finished nine and two in Burks three, 21 and six overall. So they were Burks Division 3 champions, but between division four and moving up to division three a couple of years ago, we won a division five years in a row. We're backto-back BCIAA champions, District 3A runner-ups, and PIAA qualifiers this year. In postseason recognition, we had Jade Fitzgerald, a junior, named to the allconerence team. We had Savannah Fweiler, a freshman, Jaden Garris, a senior, and Felicia, a senior. All

named to the Burks all division 3 team. And then named Burks Division 3 honorable mention. We had freshman Kaia Burrell, junior Ava Kutz, freshman Ella Parker, and junior Clara Schnore. So, congratulations to our softball team. Little graphic there for our softball team. We invited them next week to our schoolboard meeting to come and be recognized. So hopefully I'm sure this time of year there's a lot of travel softball and softball games. So hopefully we can get uh get a couple players here this year. I'm sure coach Conrad will make an appearance as well. But uh congratulations to our softball team again for back-to-back Burks County Championships. Now our track and field team, we had head coach Larry Chester and our assistant coaches this year, Shelby Brett, Kelsey Y, Carly Turner, Austin Corey, and Miles Schmidt.

We had volunteer court coaches Emma Newton and Colin Newman. Middle school head coach this year was Lee Clark and assistant Steven Kercher. We had at the high school level 18 boys and 16 girls. At the middle school level 18 boys and 22 girls. And this year a little bit different. We are KZtown only at the middle school level. This year the uh the co-op with the middle school track with Brandywine has been terminated since they have their their own track facility over there now. Um so our middle school numbers have jumped significant significantly this year which is good to see uh coming up through the ranks for our high school team in the next couple of years. In the regular season the team record for the boys was 1 and four in Brooks 2, three

and seven overall and the girls regular season record was 0 and five in Brooks 2 and 2 and eight overall. So postseason recognition of Burks County this year we had senior Clara Engel. She was named the BCIA girls track and field athlete of the year. She was all conference in the triple jump and Burk's division three honorable mention in the long jump. Junior Riley Durstein. Uh she was Burk's division three all division three in the javelin. And junior Daniel Cali Burks all division three in the 1600 meters. And at the district three tournament or district three meet this year we have Clara Engel going backto back in the triple jump and long jump as a district three champion this year. Did the same accomplished the same feat last year. Anna Nygard finished in seventh place

in the pvolt. Riley Durstein finished in 12th place in the javelin and Olivia Boss 13th place in the 100 meter hurdles. On the boy side, we had Jojo Rubik placed sixth in the discus. Gavin Hock seventh in the shot put, Daniel Calli 13th in the 1600 meters. And we did uh qualify a 4 by 800 meter relay team that included Daniel Cali, Egan Su, Jackson Hillyard, and Owen McFarland. Fortunately, they uh were DQed during the race. the big drop. And then we all know the news here this year. So Claire Angle uh she has the uh trifecta there of championships this year, the state, the district three and Burks County level. Um so we know at Burks County this year, she was triple jump champion. Uh she would have been a long jump champion, but

due to scheduling conflicts, we had her prom that day. So she chose rightfully so to to go to prom on that Friday. uh district three champion in the long jump and triple jump and the PIAA state champion this year in the long jump and got the bronze medal in the triple jump as well. So in the triple jump for Clara, she is the KZtown High School and BCIA record holder in the triple jump in the long jump. She's the Kutztown High School, BCIAA and District 3 2A record holder. So she set that district three mark believe on her final jump at the district three championships and uh believe that's that jump at the district meet would have won the tripaa meet as well that day. So congratulations to Claire on a fantastic year, fantastic career

and those are all spring sports and one interesting fact this year. So KZtown is one of three schools in Burks County that we represented at every single team qualify for Burks County and District 3 playoffs this year. The only other two schools in the county were Wilson and Exit. So congratulations to all of our spring sports this year on a very good show. >> Clara get her name on the banner. >> She does it might be a very long banner. >> Yeah, she already had she had already earned a banner last year. Now it's just more smaller letters right in the back. >> Yeah. So, we have uh it's almost going to be a deja vu because every every uh it's got started edition every first home football game. Our theme is our our champions

night where we want to recognize our champions from the previous uh athletic season. So, just like last year, we're going to have a Begley, we're going to have Blair Angel, and we're going to have our softball team. So, thanks. >> And uh we're going to have have all their banners all all set up and ready for them as well. So, be hopeful. Hopefully, good weather that first Friday night this fall. >> Good, great news. Congrats to all the coaches and athletes and great great season, Dan. Very excited. many more. >> Yep. >> Okay. With that, uh, we're moving to Ktown Indoor Association. >> So, in just over the course of the last year plus, there's been some conversations with a the Chris Indoor Association, which is the dance group that uh operates here out of

this school district. Um some changes that we made um in addition to just some of the requirements that we have as a school district have created some challenges or um inconsistencies between KIA and and other or recognizing some inconsistent KIA and some other organizations. Um some of those include you know um when we implemented a pay to participate um you know that that just that impacted all all u students participate in uh activities but KIA has other fees that go along with theirs very specifically so it just had a uniqueness to it you know and we recognized that when we were trying to gather all that information together how different KIA operates they have a monthly fee that they charge for people that are on board which is similar to other booster clubs but is

a little bit different because of that monthly fee. So just learning a little bit about their processes and then also um a challenge for them is being part of the um eligibility process here both at the high school and the middle school. So um any student activity that we have um students who participate must meet eligibility criteria that that you know anything that falls under that umbrella of academics coming first. Um and not that KA is trying to avoid that but the way their season goes you know leading up to a big paid event where they go and dance um Ocean City >> Wildwood Wildwood um you know just cause causes some additional anxieties etc. and um leadership at KIA recognized that it might be better off transitioning um to a non-school district event which

it really functions like a community event right now um community activity more so than it does like a school district one um with the exception of using our facilities um being that it's the some of the impacts are things that um decisions that we've made as administration or as a team here you know that impact and what we don't want to see happen is is for uh affordable quality dance opportunities to be to not be available to our students in our community. So, um where they initially had come to us and said I think we're going to you know go private um we had a meeting just to discuss how to how to ensure at least in the short term of trying to maintain an affordable option. So what I would recommend we do as

a transitional period is wave the facility fee for one year so they can establish themselves and find you know whether it's find another location or develop a financial model that works within our because once they're not under our umbrella they have to pay for the facilities. Um, so given all that, it's it's my recommendation to the committee to then recommend to the board that we wave the fees for one year so that they can establish and maintain an affordable option here in the community while becoming um private organization and not under this. >> What about the insurance side of liability? >> They already have liability insurance but will have to have the liability insurance for sure. They they do already. So it's really just a waiver of fees for one year for a transition period

for them to reestablish themsel. Any other questions? We'll put so I mean with the committee agreeing we'll just put that on the next agenda to wave the fees for you know for the 206 27 school year and then um you know we'll meet we'll stay in contact of course and see where they are for the future future but it's not intended to be a forever waiver understanding that it's going to be under an LLC actually so um but the one year status yeah we need to make a motion. >> Um, and make a motion and then it'll go on the agenda as the recommendation committee or >> all in favor. >> Okay, recommendation. >> With that, we're moving to facilities, the KES sensory playground. Uh this is again another drawing out project not as long

as the notice determination but uh we started this back in I guess just right after I started about uh 21 started getting quotes in 22. Um looked at multiple vendors had multiple vendors come in. Uh ultimately the team at Kutztown Elementary looked at the equipment and decided uh that we should go towards uh recreational resource with the products from Burke. Burke is the is the the uh producer of the equipment. Recreational resource is the distributor and installer for that equipment. uh we had originally come up with some prices and again uh looking back I neglected to add some some figures in on those when we were got those but uh the number that we ultimately gave the board or the uh ed foundation was 140,000. uh what that pricing did not necessarily include at that

time was delivery fees of anything uh because they said they couldn't give us a quote until they had pricing you know or a figure out and they didn't even want to estimate at that time there was a lot of fluctuation in gas prices at that time which was again two two years ago. Uh the other factor that's been drugg out is what the surface was going to be. Uh we looked at foam pads in and around that material. Um something called poured in place which is where they go and actually mix the foam go through different densities. Obviously wood chips were always an option but would be a real pain to get into that space and ultimately come up with turf. Uh, one of the things we tried to do is look at outside vendors

to help us with that turf install. Uh, ultimately being that vendor was an ex a co-stars uh, co-stars partner and also was not a certified playground installer um, that came back and utilizing recreational resources for the entire project. Uh so with that, we finally came back and and got a new quote. Uh and we're at $220,392. Uh ultimately, that's $80,000 roughly $80,000 short of what the original quote was from two years ago. Uh which that's another thing. When I gave that quote, I was not thinking about, hey, it's not going to happen today. It was going to happen until they raised those funds. So, we're at least two years out from that original quote. So, again, lesson learned on my part that that number was not an accurate forecast for being in the future. But,

uh, that's kind of what we're what we're at. A few months ago, we talked here about, you know, up to $50,000 district fund, knowing that with the the significant support of our education foundation and all of their donors, we have gotten a good stretch of the way, hoping that it was more like 30 and not 50. Um, and here we are. There's some there are some other factors about requirements for the public schools of prevailing wage and whether or not you know we were to go out to bid and have timelines versus um have some vendors that uh operate as part of the under the as contractors for this company. Um timelines make that next impossible to have options. We really have to have them work under as a as a contractor for this uh

company. So, we get to the point of we're looking at the price tag closer to $80,000, you know, district funds. Um, there has continued to be a commitment to do the project, especially with generous support of our donors in the education foundation. It just comes down to where do we pay for it from? Um, you know, so our options include general fund, not really an option, you know, knowing where the budget is. You have capital reserve fund, um, which is an option, but, you know, is something we want to maintain the strength of as much as possible. And then you know the other option is we do have what we consider construction funds um related to the bond issue from a year ago that we'll we will be getting an update from for next phases

on that from the floor very very soon some recommendations um and there's a couple other funds that are in there as well. Um given all of that you know any of those are realistically options for a project of this nature. Um we're looking at uh construction funds talk, you know, of 10 million um give or take, you know, I think dipping into that for 80,000 to get this done is kind of where I would recommend it at this time. Um because it's eligible and you know that that those uh projects we're going to have a lot of decisions to make, small decisions that cost a lot of money at every step of phase. So with just where we are now, that's my recommendation of where we would pay for it from. Um there's a few

different, you know, tedious options within Beth Anne's purview that we can look at. Um but from a general perspective, we're looking for support to get this done this summer, get it done the right way, even though it's going to cost a little bit more than we get. And just one other thing to add, originally because we knew we didn't have funding, this was before actually the Ed Foundation started to to raise funds, was we were looking to do this in in segments. And the problem with that is is the setup and tear down and then redoing and going through in and out was going to be elevate the construction cost. The equipment cost wasn't going to change, but the the setup and tear down uh or getting stuff in was going to just escalate that

even more. So, um, wanted to add that, but we did look at that and just really added to the overall cost just looking for support from the committee to to go in that direction. I mean, we like you said, we've been talking about this for years and the cost has only gone up and I don't see bus dropping too much. >> Yeah. The foundation stepped up the rest of the way. No, that's still this way. >> Their lead time. >> I'm sorry. >> No, just saying. Yeah, it's keep going. Uh, their lead time was seven weeks. If we get it done, uh, if we can give them an answer, uh, late June to July goes to, uh, up to nine weeks. And then back in August it's back to seven weeks. So obviously they're undergo

and as you know the vendor you know our contractors who are local but working with the company you know they've dedicated some time to somebody which had them for us too. So we really can't delay that either part. No, I mean I think it's a good project to do for over there at the school and like I said, you know, we talked about it, but now we got the funding coming from the Ed Foundation. So, and I'm in full support of it, too. So, let's make a motion to go motion to go to the full board. Make that motion. All in favor? >> Thank you. Thank you. Thank the Foundation. Yeah. They did fantastic work. We also believe the other the um staging the future is also moving along as far as we should see

hope on that this summer very shortly too. Both projects will come to completion this summer. >> Good to hear. >> Yeah. I mean, and just to throw this out there when we look at this in all ways, um, great community projects that were put out there to our, um, alumni, residents, business partners, but also our legislators because both, um, when this is all done between those two projects, both Representative Barton and Senator Schwank both had a hand for us, too. So just we talk about the foundation of course because we showed they they would have to do the work but we also have community partners and both legislators um that have helped assist does this provide opportunity for um handicap students to participate? Yeah, the the target population we have target population all through K

through 12, but we've have um a significant larger population of students with significant needs because elementary school they will be the primary beneficiaries of this space. >> My experience is this is cheaper than it. >> Oh, for sure. Yeah. Or yeah, we're serving kids outside of our school community. The team at Quinc Elementary School specifically has done an incredible job with some increased numbers of students with um challenging disabilities and and giving them access to um grade level curriculum when possible. And so all these little supports go along with that. That's all that was on the agenda for tonight. So look for a motion to adjourn. All the favor.
