After normal business, there's also time for public comment where we can bring up additional issues. We'll also announce there was an executive session conducted prior to
the meeting to discuss personnel matters. Uh with that, could we have a roll call, please? >> Matthew Beignette >> here, >> Angel. Rea Huffman >> here. Cecilia Holt here. Jason Cook >> here. >> Jeremite >> here. >> Michael Salsbury >> here. >> Daniel Whismer >> here. >> Laurel Ziggler >> here. Olivia Voss >> here. Lindsay Smith here. >> Okay, thank you. First item on the agenda is approval of minutes. We have minutes listed there from November 17th, 2025 schoolboard meeting. And we also have minutes listed there from December 1st, 2025 board reorganization meeting. Um, if there's no objections, we could take those together. Uh, I'd be looking for a motion to approve those meeting amendments. So, move to second. >> Any questions or comments? Right. Should I quickly roll call for the approval or hearings?
>> Matthew Pñena, >> yes. >> Aaron Engel. Rea Hoffman, >> yes. >> Cecilia Holt, >> yes. >> Jeremiah Light, >> yes. >> Michael Salsbury, >> yes. >> Daniel Whismer, >> yes. >> Laurel Ziggler, yes. Jason C, >> yes. Motion carries. Uh, we can take the treasur report A through I along with the approval of bills for payments A through G together here. I'd be looking for a motion to approve both the treasur report and the approval of bills. >> So move Ziggler. >> Any questions or comments? Roll call, please. >> Reeba Huffman, >> yes. >> Cecilia Holt, >> yes. >> Jeremiah Light, >> yes. >> Michael Salsbury, >> yes. >> Daniel Whismer, >> yes. >> Laurel Ziggler, >> yes. Jason, I'm sorry. Matthew Dyek, >> yes. >> Jason Cuck, >> yes. Motion carries. And then
with that, we move into the communications and reports. Superintendent report is first. I think we'll do the audit report. Audit report first. >> All right. Show's all yours. >> Good evening everyone. My name is Nick Bieber. I'm the senior manager binding company who oversaw the audit for the district for the 2425 year. I have handed out the presentation which summarizes the full financial statement. So I'll go through the high level highlights with you this evening. So starting on page three background of the audit and the standards that's conducted under as well as what's list out there is what our responsibility is as auditors. One key thing to note this year compared to prior years there is a little bit difference in the the standards that are listed here and the presentation financial statement currently that
stems from the the federal compliance supplement was just released about two weeks ago. So we do an audit under uniform guidance which is our testing of major federal programs. So with that significant delay, we did not complete that part of the testing. That's going to be finished up in uh early 2026 to issue that final report. But we are able to issue a full financial statement under the standards listed here for under yellow book. So we're testing for over the financial statements as well as the controls and compliance over those financial statements was completed. So that's going to be two separate financial statements that are issued for this year due to the unique circumstance. So this will be used to finalize the the AFR filing and can also be used for the ML filing as
well. So part of that for those that have done the presentation before in the past there used to be a snapshot of the overall audit results. So that's not presented here because that was a uniform guidance report. But for the testing for the financial statements, what that look would look like is all the nos and unreported that you look for, which indicates that there was no issues from the audit perspective and an unmodified opinion was issued that would have been presented had we been able to do that testing. Um, so the testing under the generally accepted auditing standards that I mentioned was an unmodified opinion. So that is a clean opinion. That's the highest level that can be issued through the financial audit process. Also included in the financial statements, another new thing on if
you look at page five, there was a change in accounting principle that resulted in a restatement. So the auditor's report does point to that restatement and it was a for the general fund fund balance. The result was an increase of about $87,000 to fund balance. This was the new standard was in relation to the way the compensated absences liability was estimated. So now under the uh general fund there is no liability on the fund level financial statements for a current portion and also with the management estimates there was a restatement on the the full acrual governmentwide financial statements that increased the beginning net position uh by $226,000. So new estimates resulted in a reduction in the overall liability for compensated absences for the district. Moving on to the numbers, looking at the general fund budget
draft results in total revenues came in $1.1 million over budget. That's about a 3% variance. largest components there really focused on the the state sources was the main piece was $894,000 over budget that the reason for that was the public school facilities improvement grant of $475,000 for the middle school HBAC. So that portion was picked up there in the general fund. Then some other uh state subsidies did come in over budget or were new subsidies for district for the year. The transportation was $159,000 over and then you had the new charter school subsidies for 109,000 and also the the FIA grants were an in and out for the the general fund, but that was an additional $80,000. That wasn't a budget item for the 2425 year. On page seven, looking at the expenditure side, the
orange highlighted line there shows that the general fund expenditures came in about $1.38 million over budget. Uh 3.7% variance. And there's really just a couple key components that resulted in that overage. The capital outlay line. So that was $66,000 over budget. that's directly related to that uh $475,000 for the middle school HBAC project. So those grants revenues and the related expenditures were not budgeted for the the general fund. Uh debt service $243,000 over relates to interest uh with the new bond issuance that occurred during the 2425 year. And then lastly, due to the unique accounting for whenever there's a new finance purchase obligations, that's the Apple leases for the computers as well as a subscription liability. Um, that relates to the Microsoft license subscriptions. Those were picked up as expenditures for the full amount of
the entire life of the lease for both of those, which was $566,000 in expenditures. Those are picked up above line that also resulted in that overage in the overall expenditures. But then you have the related revenues in the other financing sources of that $418,000 and $148,000 that's right below that orange line there. So no net impact of those, but does throw off overall variances that are presented on the financial statements. So overall those expenditures in total as noted were funded fully by the excess revenues and those other financing sources for the general fund. So page eight puts it all together the total revenues and expenditures. So overall the district had budgeted for a use of fund balance of $927,000 in the general fund. The actual results was a surplus of just over $1 million. The
one thing that wasn't presented on the the prior page on the revenue side was there was also the special item for the building sale that was uh $1,580,000 those net proceeds which resulted in that increase in fund balance of the 1 million. So without that the district would have had a deficit of $555,000 within the general fund. That's still better than the budgeted deficit of 927. So overall with the increase in fund balance that brought the general fund fund balance at the end of the year to uh 5.9 million. I'll see the breakdown of that on the the next page. For page nine I'm going to focus on the the bottom portion the breakdown of that $5.9 million in fund balance. So out of that there's a small piece that's non-spendable in relation to prepaid
expenditures. And then there's committed fund balance of $2.5 million for capital projects and $400,000 for technology infrastructure. So those commitments increase by $1.4 million for the capital purposes and $285,000 for technology infrastructure which relates to savings that's being set aside over upcoming years for the known uh phone systems as well as the the server that will need to be purchased. So the building sales proceeds is really what generated the ability to set aside those additional funds during the year for the the capital and the technology purposes. So that left unassigned fund balance of just over $3 million which represents 7.9% of the budget expenditures for the 2526 year which is within the the state guidelines of uh limiting to 8% and we do have the real estate tax rate increases and that's within the fund
balance threshold uh within the policies for the district as well. So page 10 just shows some trend information. That orange bar represents what we just noted with the amounts in the general fund overall plus reserves in the capital reserve fund. So that's reserves that have been set aside over the years in capital reserves but doesn't include any unspent bond proceeds there. So that increase the up for the year really is directly related to the building sale proceeds. And just a note in comparison to other districts. So I do some trend information um looking at the districts that we audit and that the orange bar was in general fund as well as capital reserves on average was about 30% for the other districts that we audit. So Ktown is not at the lowest end but I
would say in the the bottom third for all the districts on an overall basis that we look at from an audit perspective. So the next slide uh number 11 looking at the capital projects fund. So total expenditures of about $2.3 million primarily related to the middle school energy savings project. The capital projects did have the bond issuance that was an additional $15 million that was within that fund for proceeds which brought an overall increase in the fund balance of 12.5 million. So that $13 million at the end of the year is a combination of $12.6 6 million in unspent bond funds as well as $617,000 that's been accumulations from transfers from the general fund to capital reserves over the years. Then finally looking at the booth service fund the bottom orange bar there is the
adjusted change in net position. So what we do is look at the overall net position change when you exclude the other postmployment benefit as well as pension valuation adjustments. So during the the 2425 year you'll see that's represented as a negative expense. It's not a true cash inflow or outflow for the district but just the valuation of the liability as a result of the actuarial valuations from the state and the the district for the open land as well. So that uh change in deposition was the adjusted change in net position $212,000 decrease compared to $54,000 decrease in the prior year. Couple combinations of the drivers of that change for the significant decrease. Expenses were $37,000 over the prior year with the transition from the staffing and the additional contracted services that was the main driver
of the expense increase. And then revenues were also down $110,000. A combination of a couple items uh just overall less meals. So the subsidy revenue was down. Donated commod commodities. So the commodities I received from the department of agriculture were down $30,000. And then there used to be additional supply chain assistance funding from the uh federal government that was passed through through the state. that did end and that was $36,000 in the prior year. So from the overall balance sheet perspective, the net position when you adjust for the excluding any pension and others with employment benefit liability line items would be a positive net position of $375,000 which represents about four and a half months of operating expenses. So, it is a a fine financial position at that point in time, but not a sustainable
financial position for those $200,000 losses. So that's something that we've talked about from the financial standpoint as far as uh just planning ahead to be able to subsidize that and make sure that the the food service fund can be self- sustaining with some addition additional assistance from the general fund as needed to subsidize that for just maintaining the operations and being able to fund those operating costs. So lastly, from a communication perspective for the audit, we did have a a recommendation to revisit the capitalization policy. Um recommending an increase from the $5,000 threshold to $10,000 to re to match the the threshold that's in the compliance supplement for equipment purchases from the the federal compliance supplement. That's the threshold that they utilize. We recommend the district match that for uh purposes of capital assets. Um
no information, no issues that didn't rise the level of finding or even for just general recommendations from the audit perspective from no internal control recommendations or any issues that we identified from the audit. So kudos to Bethane and her team. and they did a fantastic job and were able to get us everything that we needed and there was significant issues that were identified. Um, so from an upcoming standards perspective, there is a couple additional slides. I'm not going to go through them in any level of detail here, but there is a new financial reporting model at Scazsby 103. Uh, main component there that I do want to point out is the budget to actual results. So what we looked at previously was just the final budget to actual and then the variances which is presented
directly in the financial statement. The new standard there's going to be a comparison original budget to final budget with explanations directly in the financial statement as well as the final budget compared to actual and having those explanations for any significant variances directly in the financial statement. that's going to be at an additional level of transparency for when there are those significant variances. That's all that I had for the the high level highlights today, but if there's any questions or comments, I'll gladly take them. >> Thank you. I mean, first big picture, I think we're we're very proud of the year that we had from our financial statement in variety of areas. Um, you know, if you just look at approved budget to actual budget, um, we had the bond issue. We also have the sale
of building, but if you isolate those, um, we under spin our projected budget by $372,000. We had a planned um, use of fund balance of 927 and if you take those out, we would have had a planned use of 555. Um, through the sale of the building, you know, we were able to increase our fund balance um, substantially. you know, it's a way to to get to that percentage of, you know, 17 overall or right at that 8% threshold. Um, you know, and then we also, you know, through the bond issue set ourselves up to do um some of the maintenance issues that, you know, minimum that we need to do over the the next couple years to keep the buildings in in the great condition. So, um overall, you know, at least I feel
like it tells a pretty good story when you look at all those pieces pieces together. we have some work to do. Uh kind of next steps, you know, things are we we go back, it feels like a long time ago when we approved a $900,000 projected deficit. We've kind of committed through some of the bond issue and some of those processes to um strive for balanced budgets instead of planning for that level of um deficit, you know. So that's what comes in now on a lesser side the food service you know food service budget we have some some planning to do but that sort of operates a little bit independently that's just my summation of it I think proud of the work that we do and thank thank you Bethanne the business office team for
keeping us on track and >> thank you Nick for presation yeah and one thing since you mentioned just additional context that one slide where we looked at the trend ation with those budget deficits and those downward trends. That was a planned use of what had been set aside previously of uh piecers related fund balance to fund those rising piecers rate increases. So just adding a little history there for those of you that might be newer to the board that might not have that kind of balance. Any questions for Nick? Thank you, Nick. Thank you all. See you next December. >> Yeah. Superintendent report at this point. >> Yeah. Short superintendent report. Um Dr. Myers, get that up on the board here for December 15. Just a few items you want to share. It feels like
a long time ago already. Uh but we have not had a meeting with a superintendent report. Um since Loose the musical foot musical. Uh does it feel like a long time to you? A >> little bit. >> Yeah. Um two stars of the play here with us this evening. Um just it it was a phenomenal weekend I think you know of performance with u highlighting the talent of our students and just the amount of time and energy that goes into a production that is that well done. Um a lot of singing and dancing. Um, and I mean I I got to see the two o'clock show on Saturday that weekend and it was phenomenal. So I would do uh thank you all for your time and effort along with your classmates, Mrs. Edeler and her
team for really putting on some great productions last few years and I I think it's a good thing that some of it you know it's every year I leave feeling like this year is better than the last and um you know that's I felt that way leaving Foot Loose again this this year as well. Um, is there anything you want to share about your loose experience? >> Um, I couldn't have asked for a better senior show. I think it's so much fun and I was really happy to be a part of it and to be such a great role, especially with all my best friends. So, it was awesome. Yeah. >> Awesome. Lindsay, >> I just I I don't know. I I joined musical during Shrek and I just found the love for it. I
thought it would just do it because my friends were doing it, but I actually really enjoy it. That's a that is a like advertisement to what we say to freshmen when they come in. Just try something. You might love that thing. That happens. And it's so you guys did a great job. Um the whole team did. So thank you and congratulations on a great show. >> Um working on 4 and0 down in the gymnasium right now is the high school girls basketball team off to a three and 0 start. uh what we're will hope to be a very successful season. Um and taking on Oly Valley, the Oolie Valley links down the hall right now. Um looking at looking at our girls basketball team. So congratulations on a good start. And the final item today
is just um I think Mr. Fister at our last meeting or well uh our last voting meeting had invited everyone if they were available to join the rifle team's 80th anniversary celebration that was held on Saturday afternoon uh just before the boys basketball game with a recognition at halftime. You can see there there was a good turnout to celebrate the 80 years of history of rifle here in here in Kutztown. I think on the next slide there's a picture of Mr. Schaefer who's the longtime coach of the rifle team sharing some of that history and you can see some of the artifacts that are there on the table including a document that is kind of the original charter of the rifle team. Congratulations for 80 years from Senator Schwank in addition to you know various
awards that the team has won over the years. Just it's it's a great tradition here in Kutztown. We're happy to see it continue and grow. As we know last year we started adding middle school students or the availability of middle school students to the rightful team and it's grown quite a bit in last few years sometimes in numbers but definitely an opportunity because it is a 12-month um opportunity at least 10 month throughout the school year opportunity now where there's various seasons that you can participate in and u Michelle Fister is just a phenomenal advocate for the program and loves it so like to thank her for her dedication you know not only to our kids every day but promoting rifle through celebration of the 80th anniversary. That's a good news. >> Okay. Thank you,
Christian. We can move into committee reports. First would be BCTC. Mrs. Hall >> is not able to attend, but Matthew was. So, >> um they also had their audit report. Um and they were in compliance. Of course, they did mention that there would be a tuition increase for next year. I think they said 3.7% but I'll get confirmation on that. >> That's and that's an average rate. Um ours is uh give or take the 10% but yeah I think 3.7 sounds correct for the average rate. It's based off of your uh seats over a three-year rolling average so that there's some consistency but it's not exactly one student in one student out kind of count. Um they had uh we had three students from K from Kutztown in their student of the quarter. We had
Emily Crick with health occupation to Abe Lo in masonry and Devon Ralph in precision computer machining technology. Um the horiculture program has been cancelled. Um but they are doing a feasibility study to see if they can get more programs in. Um and the idea of another building is being thrown around too. So that would be really great. And they did increase um they did hire three or four uh teachers for the CDL A&P drivers drivers. That's not other than in February have to wear spirit. Thank you, Mr. B. Uh, next is BCIU, Mr. Wizard. >> Uh, no reporters unable to attend. Okay. Burks tax collection committee. >> Uh, Miss PSBA update. >> I do not have anything. >> Okay. Then we will move into extracurricular facilities. >> Uh, yeah, we've uh had a update on
the PCCD. um just need to find where to spend that other money at. >> Decide how they extend some of those projects. >> Yeah. And then uh we're given the quote for the middle school carpenter replacement in some of the areas where the uh admin had moved into plus the one main entrance way. Uh I guess that'll be on the next agenda. >> Yes. For approval. >> And then we were given the final fall sports uh review under extracurricular. >> That's my report. Thank you. And then last, Mr. Whismer. >> We spent most of the time with Dr. Flicker giving an update on some of the programming update at the high school. There was uh some information about MTSS and how that's going. Um I guess the briefest of summaries was um there's mostly positive
um some bumps in the road. Uh we had some conversation about uh some failure numbers that I think will be continued conversations. Um and then there were some students that presented their projects and what they were doing with some of the changes that were made their senior year and and uh I know Olivia might even want to share a little bit about that. Uh yeah. So this past week up at Kassan University, I'm a part of the early college academy. Um there's currently two tracks that are going on. There's um one for teacher educators, which I'm participating in. And then there's more of a general studies track for students who don't know what they want to study just yet. Um so we just wrapped up our first fall semester. Well, this is actually the second
year the program is taking place, but um we had our little transition party where we met our professors for the spring and just said goodbye to our fall professors. So that was a lot of fun. Um >> the early college academy is where students here at the high school can earn 12 credits um by attending university during during the day. Right. So you either there Monday, Wednesday, Friday. >> Yeah. >> In the morning and then come back here to school and um have some different experiences on Tuesday and Thursday internships through teaching. So um and I will just say the there is still I believe some slots for 26 27 in the education track. There is grant funding that um pays for those courses that could be 100% subsidized in education if there are people
interested participating there. That is not the case. It's at the dual level the general track which is $99. >> That's about it. We enjoyed seeing all the the variations of what the students were doing. So >> Dan, could you share who the other two students were and what their >> takeaway was >> by name? Oh, >> okay. >> The students who presented >> Yeah. >> Um, we had three projects that were presented. Shannon Light brought their project. Um, Kaden >> Vanessa Sher >> Vanessa Sheer Kaden Chich was here. >> Um, yeah. I'm trying to think. We did. >> It was Hannah. >> Hannah. Hannah. That's correct. And then oh we have our doc yeah our documents here. So um what's happening is in in so we have the graduate readiness is one of u the
graduation requirements that we have and students can achieve that graduate readiness requirement in various ways. One way is by taking college courses offampus um so engaging in a school community. BCTC students have automatically met that um requirement. students can do with the internship and students who are not interested in any of those paths take the senior seminar class and the senior seminar class covers a variety of topics of first it's sort of a planning understanding myself and what I want to get out of this class then there's a community engagement component which is what these students are engaged in now so we had three projects that were presented um one is the donating granny squares for to make baby blankets one for children's activities bags for the children's hospital at the Lehigh Valley and then
one is a food drive through helping harvest. So um the students then you know the what we express is that the project is about engaging with people outside of the school community to somehow better your community and that could be a broader community as you can see sometimes here. Um one thing that that we try to focus on with students is maybe your project fails and that's okay too if you you know if you learn lessons of what it takes to um not only conceptualize something but then follow through with it. that that would be an okay result as well. Now, these are these projects seem to be going great. Um, but we're just really happy to have students engaging in that academic setting in a different way and extended beyond this. Oh, and we
did have on a policy O5 for organization, Laurel sent out some uh suggestions for possibilities of how we could reconfigure that. >> Okay. Thank you, M. Um, next is the student representative report. You have anything else to add? These are all >> other than not really. Okay, Lindsay. Well, then we can move to public comment on agenda items. Is there any there is not? >> Okay. In the new business. First is personnel. Is the recommendation of the administration that the board of school directors approve the following personnel items. One through five are listed there. Uh do we have a motion to approve? So >> moveman. Second. Any questions or comments? Chair, can we have a roll call, please? >> Cecilia Vult, yes. >> Jeremiah Light, >> yes. >> Michael Salsbury, >> yes. >> Daniel Whismer,

So the opt- out resolution is a part of the act one process in Pennsylvania. The opt out essentially says that the board is committing to um not go above the index plus any exceptions which is which essentially means to not go to referendum for the 26 27 budget process. It eliminates some requirements in January to formally post a preliminary budget. We all know a preliminary budget from January is so theoretical at that point because there's so much yet to yet to accomplish. Um we are, you know, in the very early stages. We're always evaluating the budget for next year, but in the very early stages of seeing
some of those pieces settled together. Um it is the administration's recommendation that we do approve that the board approve the opt out resolution. Um you know we again just to give some very early numbers um we are looking at without the tax increase um looking to tackle about a one almost $1.4 4 million deficit with a full index increase which is 3.5%. We were looking to tackle about a $573,000 um deficit, you know. So, in comparison to some previous years, that's a pretty good position. And we also have a few reasons to be optimistic that we can get that down significantly by that first um you know, by the time we're we're doing our formal budget meetings in March. And uh just reminded me we did talk with your reorganization meeting. The first meeting is
intended to be sort of that high level education piece about the budget and then um you know really get deep into the numbers in that second meeting in March. >> Thank you. Um any questions or comments from board members? >> Rollers. >> Daniel Whismer. >> Yes. >> Laurel Ziggler. >> Yes. >> Matthew Beignette. >> Yes. >> Rea Hoffman. Yes. >> Cecilia hold. >> Yes. >> Jeremiah Light. >> Yes. >> Michael Salsbury. >> Yes. >> Jason Cuck. >> Yes. Motion carries. Nine is public comment on non-aggenda items. Dr. Myers was there. >> No, there is not. >> All right. 10 areformational items are listed for your review. 11 is upcoming public meetings. the 12th of January, we will have policy curriculum committee meeting here in the library at 6 pm, followed by the facilities and extracurricular
committee meeting at 7 here in the library. January 19th will be our monthly schoolboard meeting. That will be at 7:00 p.m. here in the library. We moved up from our normal 7:30 7 o'clock uh for the rest of the year. Um So the zoom um we will still what was approved with the schedule is that there would not be participation via zoom but it will still be broadcast via YouTube um meetings will be broadcast via so um it's just that we will not have um participation via YouTube and well Christmas. Happy New Year to everyone. We won't see anybody again till the 12th of January. >> With that, we'd be looking for a motion to adjourn. >> Can I Well, I It's not even anything, but I just wanted to Well, >> I'm sorry. Did
I skip new business? My apologies. >> Give me that. >> Why it took you so long to say something? to thank the community for reaching like I mean there's nobody here but online um for really stepping up and hosting all the exchange students that are coming from Germany because we have 15 kids and they all have a family this year. Um as I was saying like five did not get to come last year and that to me is heartbreaking that we couldn't get five families to commit. So this year we got them all committed. They're all coming and I'm really proud of our community that they, you know, people stepped up to to do this and I'm excited. So, just wanted to say thank you. Sorry. Go ahead. >> No, thank you. >> Thank you.
I'm going to apologize to Mr. C. It's not your fault. Looks like new business by board members were not on the agenda. >> Somewhere. >> Yeah. You know, it's not not where it should be. >> That's all right. We got it anyway. >> You know what? Does anybody else have anything else they'd like to bring up? If not, I'd be looking for a motion to adjourn.
