006from uh mr sure any questions uh regarding the approval of bill's hearing nonetheless cecilia holt yes demonstrator yeah joshua yes michelle batts yeah aldarian michael house yes randy burch yes notion carriers the next item is approval of a bill for payment for the construction account and the amount of 88 511 and 39 [Music] do we have any questions or comments regarding the bills for the construction account michelle batts yeah darian michael house cecilia holt randy birch yes motion carries the next uh item is our communication and reports and uh first up is the superintendent's report and do we have mr tim jackson who is uh joining us virtually tonight yes uh good evening mr birch uh thank you um just out of town so thank you for uh being patient with me attending virtually i
007think as the first part of the superintendent's report um dr lever i believe is going to um take us through some art the art recognition um and i can't share your ability to turn on screen sharing for me it's okay we can we can we can just watch here if i can just direct your attention okay um so this time of year we normally have a traveling art show and my apologies we do not have a traveling art show we have the virtual traveling art show so um i'm dismayed because we don't have we don't have students we don't have students here to present their work and to tell you about it um we don't have certificates to hannah which is all of our normal procedures but we didn't want to completely neglect it because
008the art is going to be making its way around kutztown so i wanted to just show you a little bit of the artwork it's a showcase of the accomplishments of our students throughout the 2018-2020 school year and a quote from bill bennett the arts are an essential element of education just like reading writing and arithmetic music dance painting and theater are all keys that unlock profound human understanding and accomplishment believe you're right let's see if i can increase the size a little bit olivia wright a third grader at kutztown elementary school this is her submission ethan herland fourth grade from kutztown elementary school liam jennings fourth grade christian elementary school catherine keller first grade greenwich elementary school mechanical kindergarten greenwich elementary school it is rather sad when i see artwork from the kindergarten that would
009surpass my own mallory cope second grade greenwich elementary school keeley lopez seventh grade kutztown middle school 6th grade kutztown middle school anthony sasso 7th grade cookstown middle school emily groth 8th grade kutztown middle school emerson urban 10th grade kutztown high school bianca giantonio 12th grade kutztown high school anastasia council 11th grade kutztown high school mary bowman 11th grade kutztown high school so i want to thank mr hoffman and the together for us and the art teachers for their incredible work if you don't know this is artwork that makes its way around kutztown and then ultimately is putting our own galleries here back in schools so congratulations to these students and we look forward to a day when we can bring them all to a board meeting and properly greet them and give them certificates for
010their work thank you for sharing that uh dr weber uh it's a shame that the students don't have the opportunity to come here tonight uh and hopefully they are being properly recognized by the district it's uh great to see uh the art that is being done here in headstand by our students absolutely um as the second portion of the superintendent's report just wanted to engage in a conversation regarding data and coping 19 there has been you know some conversation about a potential dashboard of sorts data dashboard where you'll find in some school districts related to sharing numbers by building um in regards to the number of cases in any particular district by building last thursday evening you know we sent a communication out that shared the number of cases that we had in kutztown uh
011seven at the time um you know and that's that information we share it when it's relevant um you know there's the possibility without violating anyone's rights that we could share uh simple numbers by building i'm not sure that it tells a granular enough story to really be helpful for you know for anyone um but i do think it's you know it's worthy certainly the conversation here this evening so no you know if there's any um desire to you know have a discussion about this from uh from the board level uh does any uh board members have any uh comments or questions regarding uh this topic for the dashboard my concern would be that a dashboard that simply presents numbers is a little bit too gross a presentation of data it gives the illusion that we're
012giving information without really doing anything but perhaps causing anxiety i i was just on the website i saw your covenant update september 17th it's as detailed as i think we can go it provides the right information uh simply putting a number up i think we're too small but i mean if we district i'd like to know how many cases are existing in the entire army that would be something useful but for something as small as us i think the individual updates as they go suffice i kind of feel differently on that because i think that everyone's starting to have a dashboard schools universities etc and it's starting to be expected and people when you're not when data isn't easily shared and easily accessible when it is publicly acceptable then people think you're hiding something so
013i think i don't think people are going to have questions regardless and i don't think that it will create a problem for us to share that data and i think that it would alleviate some people's questioning [Music] and this is a good reason to not provide any connection uh and sometimes there's a good reason to not provide certain information but i think in this case we're talking about numbers i just want to see what the harm is doing so and i too think that sometimes like just just by not disclosing information you sort of mostly create a sense sense of lack of transparency and that's just not at all the case so unless there's a good reason to not provide it i'd be very sometimes people take the freedom to interpret what that number might
014represent and so um understanding what the number is in context is always really important to interpreting data and so i think to your point it it puts a number out there and then people can take that and you see the number in totality and sometimes that does create anxiety so maybe there's a meeting round where we have some type of dashboard but it also links to the updates that mr tim chapman is including which gives some of that context and provides that that information that will really help us say this is the real situation and this is the context of what we're trying to provide to me that sounds a good idea as to why not if all we have on the dashboard is seven cases as we have now without any extra information the
015big question is why are you still having classes well the letter explains that but how many people are going to take the time to go to that letter uh i don't know i i think perhaps your suggestion is an excellent one though that give the number but also make sure that people have access to the rest of the information yeah there's the challenge is just what information we can share you know um we have an obligation to maintain the um anonymity of the identities of anyone based on their medical situation no matter what it might be um you know in our experience is simply you know on thursday we put those numbers out and all it led to was more questions i there really is very little harm in putting the number out there other
016than you know we know internally from our information that seven cases it's not as simple as that um we have great confidence that none of those cases were contracted within our school buildings uh we shared that in the message as well but you know that comes down to the granular level of information we can never share you know publicly because you need details to share that it's uh i do think putting out as much information as possible is helpful you know where what our processes are now if we're notified of the case we immediately call the department of health and with the department of health's guidance we do contact tracing the contact tracing you know occurs currently uh 48 hours prior to the onset of symptoms for anyone who is covet positive or 48 hours
017prior to the sample of anyone who is asymptomatic and ends up being coveted positive and at that point we notify every one of those individuals who would have been identified as a close contact um immediately you know and that's they've been personal phone calls from myself or from the building principal um along with our nursing staff you know so the some of the information that we will never be able to share based on how specific and identifiable it is it does require a little bit of faith in us you know that we are we're doing our due diligence and identifying who we should be sharing it with um again that being said saying we have seven we've said it publicly now several times and you know there's no real harm in it it's just it's
018certainly i don't know that it's eased many concerns because without the details behind it it just doesn't say a whole lot um it's just uh it's a separate if we're going to do a dashboard that we will also make sure um to let the whole community know through our website um and i i haven't gone out because i know i'd be getting updates directly from our administration but i would hope we let the community and people know that they can be assured we have taken a lot of steps to mitigate the spread of the virus within our buildings and classrooms and offices and so forth so i would hope that we in addition if we do put out any kind of dashboard we also make sure that that information is readily identifiable on the website
019as well one thing i'd like to add what dr ritter just shared is we've taken a lot of measures internally but i also have to say that our parents and families have been about um keeping kids home when they're sick um you know and knowing that the vast majority of tests are negative our families have still kept kids home when they are sick to make sure they can protect um the community at large and sharing information with our nursing staff so that we can really make the best decision possible for the entire school community so um i'm proud of the district measures we've taken but i'm also very proud and thankful for the community measures that have been taken uh to ensure that we are operating in the safest conditions possible so we can have
020kids in our schools um anyone else from the board have any other questions or any other comments regarding this topic carrying nothing up for the board i would just uh say uh i think the district has done a very commendable job in the first few weeks uh again that's our administration team our teachers our community members i think everyone is doing their best to work together during this very difficult time we'll continue with those efforts to make sure that our students and our teachers and our staff members are being safe and that we'll do what we can to mitigate against the spread of the virus we are working hard with the department of health and other officials when necessary uh information is being uh disseminated uh rather quickly when we need to and information is
021being provided on the website that can be viewed and i think we need to keep in mind that even if we do a dashboard that information really is not going to be anything beyond what we are already sharing and what's already being placed on our website um also the dashboard itself is not going to be an answer to any safety concerns that we may have rather we'll need to continue in the efforts that we are doing at this point and continue to work hard to keep everybody safe the dashboard in itself really is not going to do anything to help us in that endeavor but beyond that does anybody else have anything from the board or christian as to whether we want to give any uh guidance on a dashboard whether we would want to
022see what the dashboard would look like before we would uh consider any further action on this matter i i just would support um ms bass's data about linking it to the fuller report so that it's not just a number so a dashboard with numbers with um the with sort of the anecdotal reports um that come out um kind of periodically is that is that what i'm understanding that's i think [Music] okay yep i mean that's um fair enough to to make sure we're giving as much information as possible and give it some context you know you know even knowing that the context will be limited to some extent by what we can share um to make sure we are protecting identity and for the medical situation of individuals but we'll get that updated on that
023page um you know as soon as tomorrow we'll be able to put a dashboard up there that goes along with those communications and make sure we update it with context as necessary might be something that just should be there yeah we can put i mean it's a combination objects fall under a combination of hipaa and ferpa um depending on what type of records they are you know so we do have to be limited to make sure we protect those identities um you know we're in a unique state of the last thing we ever want to do is um have some cove type shaming which you know is just making that we want to make sure that families are able to be um as comfortable with their own situation as possible and also that students you
024know are as honest as possible about symptoms that they have with their parents and with their school um you know so protecting identity is really important um both legally and to ensure that um everyone's making the best decision possible for the school community which again we've been doing our community's been awesome so we want to keep it keep it right where it is so i mean as long as we're all pretty comfortable with we're moving forward on that topic then um that's that's all for the superintendent's report this evening thank you uh mr tim thatcher thank you at this point we would move forward with the board uh committee reports and uh miss pulp the curriculum sure we met last week and dealt with the four college students which are on the agenda for first
025reading tonight and the title nine changes were in response to changes in the legislation at the federal level so we're just adjusting to come in line with that and then um facilities of workplace safety policy which is just reflecting that the district will follow any safety mandates that are put into effect by the or the state and then another policy regarding electronic signatures since we've had a period of a lot more people working virtually we need to have a policy that allows for documents to be signed electronically and then we just continued our review process of policies which haven't been looked over in um recently just to make sure that we're still up to date um and there was not it was not an agenda for a curriculum this past week uh thank you mrs
026uh mr miller do we have a uh update for the uh [Music] is it the eit there was no reading no okay is there a reading schedule for the future at some point or well the meetings are quarterly so uh i think there's one coming up but i don't know it's on my calendar i just don't know that's fine so then it's down the road at some point though okay thank you um ectc uh sure uh we need this coming monday so we didn't have a meeting and then facilities and uh extra curricular uh that would be mine and but uh on the facilities portion of the meeting again uh these uh committees met on september 14th uh last week here at the middle school commons but with the facilities we had discussions regarding a
027need to replace the learner software at the administration building also there was a discussion regarding roof repair that is needed here at the middle school there's further information that needs to be gathered on that item so that we can bring that back to the board as a whole at a later time with a recommendation as to how to proceed with some repairs that need to be done at the middle school room also we have a regarding uh repair needed for hbac ducting here at the uh middle school uh there's an area with uh old deteriorating uh duct work where there's a lot of condensation in deterioration occurring because of all the condensation so that the ducting in that area does need to be repaired also we received a presentation for a from or field maintenance
028for um some of our fields here at the high school for field hockey uh soccer and some of our other fields the turf is in need of work just because of a lot of broad leaf weed growth unevenness patchy areas where grass is not really growing and we're going to get some updated information from them in order to hopefully have a proposal to move forward to doing some repairs and keeping our our fields in good shape for our student our student athletes certain areas need to be worked on and addressed just because of the timing of the uh proposal and given the time of the year we're at where we're involved with the kids actually using a lot of these fields right now with the fall sports plus some of the activities with the type
029of maintenance that they would be uh using around deploying we have to make sure that seasonally it's the right thing to do at the right time so when we get that updated information we'll be able to present that for consideration for the board as a whole on the extracurricular side of things we received a presentation regarding a philosophy club which should be uh i don't see that more on our agenda tonight but there was a philosophy club that we were going to move forward with uh so we'll have to uh double check and see what the status of that is but uh if it's not for tonight we will make sure that it's on the next agenda for approval for the philosophy club to continue and begin we also received a fall sports update from
030mr yapsuka and there are fall activities are moving forward the kids are practicing and doing things and uh hopefully in the upcoming weeks uh we'll get to see them compete if not in person virtually uh which gives me a reminder that uh if you haven't done so or if you haven't asked people to do so yet there is the youtube page for the district we need a thousand people to sign up so that we can open up that youtube account and open uh opportunities for people that may not be able to come to see the kids compete that they can at least watch on youtube i think we're up to close to 800 and some odd subscriptions so we're almost at the goal of the thousand that we need but i think they still need
031about 80 80 some or 90 some people yet so uh you know spread the word and uh make sure that we get the thousand subscriptions that we need that we can open up that youtube account so that we can broadcast our kids competing and open also we had discussion and update regarding uh having spectators at our games uh of course i don't know if anyone had seen in the news but governor wolf did veto the recent legislation that would allow the individual districts to make the rules or set the guidelines as far as the numbers of people and what people could attend um at this point there's probably a good chance that the legislature is going to try to possibly override that veto but remaining seeing whether they're going to be able to have the
032votes to do that but for now we're going to follow sound policy and limit the amount of people that can come to uh our events and uh you know we'll continue to review that and do what's uh best practice uh for safety for our students and for the people that want to come to the game so i can't come and that is my report for uh facilities and uh extracurricular and uh did i miss anybody else for many oh sorry uh dr ritter any uh report for us yes there's actually a report we met last thursday two new board members were seated uh there's a change of uh individuals on the board from two of the school districts heading school districts uh to the bciu so that was an early priority as with most meetings
033we had a lot of agreement gratifications and a lot of things with the pat program which is a major program of the pciu and then uh recognize uh each time employee of the month and uh also we get that information up here we also have a guest mr daniel floggerty who was the recipient of the 2020 bciu outstanding community partner award he has worked particularly with pciu to ensure that students throughout our county have an opportunity to not only have classroom education but practical experience through a variety of means including internships job shadowing informational interview classroom and career day speakers coming to their schools as well as workplace tours he's very instrumental in bringing county resources business resources in uh in connection with berks county intermediate unit or through them to various school districts throughout
034our county the other thing we had a brief report and we're going to hear more i believe in october from what i understand regarding the recent the billboards that you may have seen around the county county berks county cyber school options that exist within our district so in other words our kutztown virtual academy would be among the things that the type of thing that that's um counting um we were just told that about a thousand people have visited the website and spent some time looking at it and that if one if this is the success of this particularly only one family coming back to a particular school district to cover the cost for that district to do this so it's been something that the 18 school districts have been working i've worked on them together
035provided funding and we'll know more about it i'll report that back next time most likely so those were the two two rather big things that we did in addition to the many other typical kinds of things that we get thank you dr you're welcome and then psda also okay um big thing i wanted to mention is that the annual school leadership conference is of course virtual this year um and so anyone any board member can attend at no cost since we remember organization um so you can register for the psba website and they're going to have their typical keynote [Music] some of the student performances and other parts of that conference will be available virtually so that's october 14th and 15th and then they added a new event um the day before that on october
03613th an equity summit centering equity and crisis and transformation so um that looks to be pretty interesting also especially considering considering our new equity policy uh so that is free to school directors as well and um so i i signed up for those that will attend as many of those sessions virtually as possible and report back if any this particularly um interesting for our particular district thank you [Music] any other uh reports for committees i think we've got them all at this point okay and with that we move on to a new business and we have [Music] at once but do we have a motion for the uh personnel so uh second so [Music] mr sure i think uh jumped into that second uh so uh any uh questions or comments regarding uh any of
037the hiring for personnel uh hearing none uh dennis ritter yeah randy burch yes motion carries um item b is our policy maintenance and we have four policies i would hope that we can just take those all at once unless somebody has an objection hearing it is the recommendation of the policy and curriculum committee that the board of school directors approved the first reading of the following policies policy 103 with discrimination title 9 sexual harassment affecting students policies 104 discrimination title 9 sexual harassment affecting staff policy 705 facilities in workplace safety and policy 815.3 which is the electronic signatures and again these are all just for first reading do we have a motion so i actually have one clarifying question please um which is with regards to like tracking signatures of opposition to the content just
038looking um in terms of training on these policies what do people in the district the staff administration how do they learn of these policies and train on them just to understand what an electronic signature means and the fact that it is as legally binding as the what signatures that they've been so accustomed to using um you know in terms of thank you for your question uh the you know in terms of policies you know we we typically there are honestly there's some policies that get passed and and um that we do not share a whole lot about and then there's some policies that you know have a direct impact on staff that we will share information related to you know what what training they might need um or just how it will impact them electronic
039signatures you know sort of a unique one that we will definitely share some information about the electronic signatures but unfortunately this is a well i mean we all know it's kind of a backwards process because we were forced into using electronic signatures in the spring simply because all of our offices were closed so you know i think all of our staff are more than more than up to speed on that but what we will do is now we're going to go through our processes and identify which ones which forms you know we will use for an electronic signature which we will keep in a um handwritten signature just based on the the specifics of that process and we'll communicate that out to our entire staff saying that you know like for example one that will
040impact staff quite a bit um is simply our um course request or professional development request well they will become electronic signatures so we will update that procedure for all staff as we you know move to a full electronic signature piece for that so it's really um depends on which process it is and how much it will impact any staff member in their department at this point we're still looking for [Music] any other questions or comments regarding uh these policies uh hearing none our roll call please michelle batts yes darian michael hess yes cecilia holt yes dennis ritter yeah joshua yes randy birch carries next item is uh highway c um a memorandum of understanding uh for agreeing of moa is the recommendation of the administration that the lord school directors approved the mla to enter
041in a partnership with the dollywood foundation to provide the dolly martin's imagination library book gifting program to children of the kutztown area school district from first to age four do we have a motion a second do we have any uh questions or is someone able to maybe add a little uh information to this particular item dr quinn uh did this presentation back oh i think it was pre-coded um it's a partnership with the dollar partner foundation to put children's books in the hands of uh really all kids that are born in the christian area school district up through age four i think our share in it i don't remember exactly but i believe that what we get is they they mail the books directly from the foundation and it's it's quite a reasonable cost for
042us uh much of the cost being carried by the dog park foundation thank you dr uh any uh questions or comments uh hearing none call please aldarian yes michael house yes cecilia holt yes dennis ritter yeah joshua yes michelle batts yes randy birch yes notion carriers our next item is item d bciu special education agreement is the recommendation of the administration that the board of school directors approved the special education agreement with the berks county intermediate unit bciu for the 2020-2021 school year per the attacks do we have a motion [Music] or comments regarding the dcid special education agreement a hearing none uh no paul please michael hass yes cecilia holt dennis ritter yes joshua yes michelle bats yes aldarian randy birch yes motion carricks the next uh item is iron e water softener is
043the recommendation of the facilities committee that the board of school directors approved the purchase of a replacement water softener from apex 8 at kutztown administration building at a cost of seven thousand five hundred eighty-two dollars per the attacks do we have a motion second uh hearing none of our old call please cecilia holt yes dennis ritter yes joshua michelle bats darian michael hess yes randy birch yes motion carriers next item item f is the hbac duct repair it is the recommendation of the facilities committee the board of school directors approved the purchase of a repair of hvac duct work and rooftop hiking piping from apex inc at kutztown area middle school at a cost of eight thousand three hundred and fifty dollars per the attacks do we have a motion uh motion by dr perry
044you have a second sorry and uh mr scherrer with the second any questions or comments uh regarding the atpac doctor repair uh hearing none of our little randy birch yes motion carriers next item uh img 504 coordinator it is the recommendation of the administration that the board of school director is appointing governor stephen a leader as 504 coordinator for the kutztown area school district effective immediately do we have a motion second so we have a motion in a second uh any uh uh questions or comments uh regarding uh dr legler's appointment you would crash our memory when faculty [Music] so a student who has a long-term medical disability or something that prevents them from accessing education a plan can be written that looks very similar to a an iep that covers them and guarantees equity
045in education please michelle batts yes darian michael hess yes cecilia holt dennis ritter yes randy birch yes motion carries the next item i have an eight zern purchase agreement it is the recommendation of the administration that the board approved the purchase agreement for zerman school accounts at a cost of five thousand dollars do we have a motion so move michelle second second dr meyers do you want to address that one zearn is a program that our elementary students use and some of the rotations for math if anybody is an elementary student you know they certainly would have heard of cern um over the past few years they'll it's individualized um math instruction that is using that computer-based program has become has become somewhat necessary given a virtual environment any other questions or comments regarding reserve
046purchase agreement a hearing done uh roll call please michelle batts yeah man howdarian michael hass yes cecilia holt dennis ritter yeah joshua randy burch yes motion carriers next item imi is of new business by board members uh does any board member have any new business to bring yes mr bertrand quest for my statement [Music] revolution i guess i would like to remind us that we have one two three four seven items on there that we committed ourselves to doing some of them we have already done some things in those areas but i would respectfully uh request that we have an item either under a superintendent's report at our next workshop meeting or a time on that event to look at those items and decide along with our administration how we're going to proceed to enact
047some of those things that we had committed ourselves to one of which was at the end piece was to continue and expand the diversity equity and inclusion committee of the district i think right now it's largely uh comprised of teachers maybe some administrators but i think we really need to look at how we broaden that group and move towards that so uh we kind of put ourselves on record to do something and i think to go to looking at how we're going to do that i think our workshop meeting might be a good opportunity to do that yeah dr ritter let me speak to that just one moment um i have an email you know a draft ready to go out to that core team that was doing the work throughout the summer to get
048together again and just me not being in the office for a couple days here held off on a delay where we're going to try to get them together next week so we can identify next steps um and would we'll absolutely have an update on the dei uh committee for our next um policy curriculum committee dates uh so we'll have an update for you then after i get a chance to get that group back together and really establish those next steps we do need to expand that committee to include external um external uh stakeholders as well because we have some great resources within the community of people that have a wealth of experience and knowledge um so absolutely definitely not taking a backseat there's also just as an update and you may have heard this sitting
049on that board um the bciu is also establishing and i think october 6th don't call me on that as our first meeting at berks county at the county level to the iu um an equity committee chaired by dr hackman and dr mumeen from reading so um we'll be able to have an update on both uh both issues by the time we have our next policy and curriculum meeting i i still think though there are opportunities we have one of the other items here to build partnerships in the wider community and so forth which i think the board can be instrumental in helping to do that and for us to maybe have some time to think and work on that together that's uh thank you for that that's a great idea when we bring a larger
050portion of the of the community together um we will invite board members as well um and then be able to come back and work on some uh some items from the board level okay i just wanna i know you have so many things on the plate but i don't want us to be remiss and follow it through [Music] thank you i appreciate it um you know it's a commitment and you're right too the resolution is a commitment from the board level so it's um checking for updates is a um something that we owe as administration to the board to make sure you know where we're following through with the resolution any other new business uh by port number i i apologize for second thing it's not so much new business i guess it's just kind
